U.S. Space Command continues to make history with senior enlisted leader change of responsibility U.S. SPACE COMMAND PUBLIC AFFAIRS

PETERSON AIR FORCE BASE, Colo. — After only one week since the historic change of command, U.S. Space Command continued its steady pace of firsts with the command senior enlisted leader change of responsibility today.

U.S. Space Force Chief Master Sgt. Roger A. Towberman, who served dual-hatted as the U.S. Space Command and U.S. Space Force command senior enlisted leader relinquished his responsibilities to Marine Corps Master Gunnery Sergeant Scott H. Stalker.

Prior to arriving at USSPACECOM, Stalker served as the U.S. Cyber Command and National Security Agency CSEL. Throughout his career, Stalker has supported multiple named combat and contingency operations as well as joint deployments globally.

“Master Guns Stalker is a joint leader and a joint warrior,” said USSPACECOM Commander Army Gen. James H. Dickinson, who officiated the ceremony. “We have a new command senior enlisted leader, a Marine, who is solely focused on the readiness and lethality of our joint forces.

“We know our adversaries have reorganized for space, and they have demonstrated their commitment to develop their space capabilities while trying to deny the longstanding U.S. advantage in the space domain,” Dickinson continued. “But, we have a formidable weapon—our joint enlisted corps. Our combat tested warfighters are the foundation of our deterrence.”

During the change of responsibility ceremony, Stalker’s remarks reflected his warfighting ethos.

where we not only support the warfighter, but we are the warfighter,” said Stalker, USSPACECOM CSEL. “Together with our allies and partners we will sharpen our warfighting forces in such a way that deters potential

adversaries from taking their misguided actions too far.”

During the ceremony, the USSPACOM bid farewell to their first CSEL Towberman.

“Chief Towberman's leadership, strategic vision, and sound judgement was critical to the establishment of the command,” said Dickinson. “He supported elevating this critical function from a component command to an independent combatant command. From this day forward, Towberman will serve as an adviser to the Chief of Space Operations Gen. John W. “Jay” Raymond and Secretary of the Air Force Barbara Barrett. Stalker will lead our joint warfighters and integrate those forces with our allies and partners’ to create a ready, combined force.”

Towberman shared his final thoughts with the audience before the ceremony concluded.

“Our space mission must continue, no matter the challenge. We owe that to our joint forces,” said Towberman.

“As I turn my focus to developing trained warfighters for U.S. Space Command, I am excited about the limitless opportunities we have to shape the force of the future.

I am grateful I had an opportunity to spend a year with the men and women of USSPACECOM—to learn from them—and now, take those lessons and apply them to the training and readiness of our space professionals.”

USSPACECOM is one of 11 unified commands under the Department of Defense. USSPACECOM conducts operations in, from and to space to deter conflict, and if necessary, defeat aggression, deliver space combat power for the Joint/Combined force and defend U.S. vital interests with allies and partners.

18 SPCS certifies first United Kingdom operator

By Kristen Allen | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS VANDENBERG AIR FORCE BASE, Calif. — With the standup of the United States Space Force and advancing technology in the space field, international cooperation in Space Domain Awareness is important in today’s increasingly space-oriented world. In July 2019, the United Kingdom’s Secretary of State for Defence announced that the U.K. had become the first international partner in the U.S. Space Command’s Operation Olympic Defender. Two Royal Air Force corporals were assigned to Space Delta 2’s 18th Space Control Squadron in August 2019 as a result of this partnership.

On July 20, 2020, RAF Cpl. Mitchell Astbury became the first U.K. exchange officer to qualify as an orbital analyst in the 18 SPCS. “I’m pleased to announce that I certified our first U.K. operator,” said Lt. Col. Justin Sorice, 18 SPCS commander. “Cpl. Mitch Astbury is now an orbital analyst ready to provide frontline defense of the space domain for the joint force, multinational partners and humanity.”

This makes the 18 SPCS a tri-national operations squadron, as they already included Canadian military personnel.

Astbury said a Canadian captain helped train him during the certification process.

“She let me get hands on training during

three months of live console training on a system called SPADOC (Space Defense Operations Center), and also provided lessons during shifts,” said Astbury.

He also completed a two-week Astrodynamic Support Workstation course. Astbury was also supposed to attend a two-week SPADOC course, but this was canceled due to COVID-19, so he worked independently to get himself up to speed. During his training, he produced a mission planning guide that is now the standard for 18 SPCS personnel to use when creating briefing documents, and created an online training lesson that is briefed to current and new squadron personnel to improve understanding of the mission planning process.

“People are at the centre of our space strategy and I am delighted Corporal Astbury has excelled in his training with U.S. and Canadian colleagues,” said Air Commodore James Linter, the U.K.’s Air and Space Attaché to the U.S. “I congratulate him on an impressive achievement and the great work he has undertaken since embedding with U.S. Space Command.”

Astbury’s determination to obtain this certification and have a career in space operations stems from an adoration of space that started when he was 8 years old.

She told me it may have been a satellite, and from then on I was captivated by space exploration. Why are they up there? How do they keep it up there? I needed answers.”

Astbury joined the RAF in 2008 with the intention of pursuing those answers and his dream of working in aerospace.

“It was always my goal to be posted to RAF Fylingdales, as I knew their role 90 percent of the time was the detection and tracking of orbiting objects,” said

Astbury. “I learned so much in my five years there working within the unique phased array radar.”

He was excited to be selected to represent the UK space cadre as an orbital analyst for the 18 SPCS. “To have the opportunity to distribute my sensor knowledge and to be one of the two British personnel working on the operations floor doing so is an honor,” Astbury said. “To be a part of an expanding space force, getting to watch new launches and missions really is remarkable and I am so thankful for my experience.”

WASHINGTON, (AFNS) — Beginning Sept. 1 and continuing throughout the fall, more than 2,400 active-duty Airmen in space operations (13S) and space systems operations (1C6) career fields will transfer into the U.S. Space Force in public and private ceremonies across the globe.

Air Force Academy helping agencies 'Connect to Protect' during Suicide Prevention Month

By Ray Bowden | U.S. AIR FORCE ACADEMY PUBLIC AFFAIRS U.S. AIR FORCE ACADEMY, Colo. — September is Suicide Prevention Month across the Defense Department, with each service branch working to raise awareness about suicide and violence prevention.

The Air Force Academy is no different.

“This special month allows the Academy community to rally around the issue and build stronger connection from a community perspective,” said Dr. Ken Robinson, a violence prevention integrator at the school.

The DoD slogan for the month is

“Connect to Protect,” meant to emphasize healthy connections to family, friends and communities.

“Having social connections you can count on and a sense you belong can be a protective factor against suicide, while loneliness and feeling like a burden can increase the risk of suicide for some individuals,” the guide reports.

Robinson said the Air Force and the Academy have come to a better understanding of the importance of healthy relationships.

“Relational disconnection can be a significant factor for suicide risk and other forms of interpersonal violence but secure connections tend to be a strong protective factor,” he said.

As the Academy’s violence prevention integrators, Robinson and Megan Lee oversee the school’s violence prevention program and connect cadets and service members to the base’s support agencies, including the Peak Performance Center and chaplains at the base.

Peak Performance Center The Peak Performance Center is an accredited college counseling center staffed by behavior health experts who provide individual therapy for short-term challenges.

“We truly care about the person wearing the uniform,” said Maj. Robin Morris, a PPC licensed social worker.

Morris said research from the operational Air Force indicates that a high percentage of patients who voluntarily seek help keep their careers “the vast majority of the time.”

The PPC is the only center of its type in the Air Force and trains cadets to help other cadets to become “PEERS” -- personal ethics and education representatives. Each of the 40 cadet squadrons at the Academy has a PEER providing support and referral services to classmates with developmental and behavioral challenges.

“We honor survivors, advocate for those who suffer and come together as a community,” Morris said. “Mental health care providers at the Academy do this all year long but [Suicide Prevention Month] allows us to highlight this important issue as an institution.”

Counseling services at the center include stress management, time management skills or adjustment issues, self-esteem, image and identity development, abuse and sexual assault, overcoming fears and phobias, and anxiety and depression.

Chapel Services Chaplains at the Cadet Chapel and the Community Center Chapel provide spiritual and religious counseling and assistance with issues ranging from stress and military life transitions to grief and loss.

Capt. Justin Thomas, cadet group 1 chaplain, said chaplains provide personal, moral and spiritual care and treat any information shared with “100 percent confidentiality,” he said.

“One thing we really value is building relationships and community,” he said. “[Chaplains are] embedded in every aspect of the Academy. We love to be there and support our community in its lowest moments and rejoice with them in their highest moments.”

Thomas said chaplains provide “100-percent confidentiality and while they don’t provide long-term care, they do link those they counsel with the Academy’s other helping agencies, including the PPC and Sexual Assault Prevention and Response Office.

“We want people to know they are safe,” he said. “We want them to know that when they come see us, they have gained a new best friend.”

For all this, Robinson said it’s still important to set a month to highlight the services available.

“This concentrated focus on awareness and prevention allows us to instill hope and

create momentum for the other 11 months of the year,” he said.

WASHINGTON (AFNS) — Today, less than 200 personnel assigned to the Department of the Air Force Rapid Capabilities office rapidly develop capabilities to outpace and counter the increasing threats of adversaries.

Their primary focus incorporates cutting edge approaches to standard acquisition processes to produce capabilities for both the Department of Defense and the DAF, which includes the U.S. Air Force and the U.S. Space Force.

The mission of the DAF RCO is to expedite development and fielding of select DoD combat support and weapon systems by leveraging defense-wide technology development efforts and existing operational capabilities.

“Built on using speed and efficiency, we expedite the fielding of critical capabilities to the warfighter,” said Randy Walden, director and program executive officer for the DAF RCO. “This includes operators in both the United States Air Force and the United States Space Force in support of the National Defense Strategy.”

Originally activated in April 2003, one of its first projects was to deploy significant upgrades to the Integrated Air Defense System, now operational around the National Capital Region, to meet critical counter-terrorism objectives before the January 2005 Presidential Inauguration Day. Today, the DAF RCO portfolio includes several high priority developmental and experimental programs.

For example, the X‑37B Orbital Test Vehicle program is an experimental test platform that supports the U.S. Space Force to meet DAF objectives. Space professionals conduct X-37B launch and on-orbit operations, and the DAF RCO program office team will include Space Force members as the new service continues to stand up.

Currently, the X-37B is conducting on-orbit operations in its sixth mission.

The DAF RCO is also home to the B-21 Raider program. The B-21 is an USAF priority, which will provide critical operational capability and flexibility across a wide range of military objectives, providing both conventional and nuclear capabilities

“The DAF RCO is a unique organization because it supports priorities for both the Space Force and Air Force,” said Walden. “The office is staffed with a variety of functional DAF specialists who form a collaborative melting pot of expertise built specifically to operate within the gray areas of the standard acquisition processes.”

The DAF RCO conducts streamlined acquisitions in response to Air and Space Forces and Combatant Command requirements. It reports directly to a board of directors comprising of the Under Secretary of Defense for Acquisition and Sustainment; Under Secretary of Defense for Research and Engineering; Secretary of the Air Force; Assistant Secretary of the Air Force for Acquisition, Technology and Logistics; U.S. Space Force Chief of Space Operations; and Chief of Staff of the Air Force.

“Whether it’s digital engineering, prototyping or modern software development, the DAF RCO is committed to advancing the capabilities of the Department of the Air Force,” added Walden.

WASHINGTON, (AFNS) — In its first-ever Space Force Guidance Memorandum, the Space Force issued detailed service-specific guidance on the wear of the operational camouflage pattern uniform today.

The SPFGM establishes the OCP as the Space Force duty uniform and provides a grace period until April 1, 2021, for members to update their uniforms to the Space Force-specific configuration.

“Our uniforms are the first visual cue of our identity as a service,” said Chief Master Sgt. Roger A. Towberman, senior enlisted advisor, U.S Space Force. “Adopting the OCP worn in the joint environment reflects our role in the joint warfighting effort, and we incorporated space Force-specific colors and configuration to establish our own independent identity.”

According to the guidance, Space Force members will wear a minimum configuration consisting of a full-color U.S. flag patch, grade insignia, occupational badge, and name and service tapes with space blue embroidery on three-color OCP background.

Tapes and insignia may be sewn on or velcroed to the OCPs, but all components must use the same method of attachment.

The full-color flag patch will be worn on the left sleeve, “centered at the top of the velcro, and worn unless deployed to a contingency operation that aligns under separate/independent OCP wear guidance,” the memo states.

A higher headquarters patch is required to be worn centered below the flag patch on the left, with exceptions for substitutions as outlined in the memo. Spice brown subdued patches are authorized until space blue patches are available. The assigned unit patch is required to be worn centered on the velcro patch of the right sleeve.

Members will wear velcro or sewn-on space blue name tapes on the back of their patrol caps, and officers will also wear rank insignia on the front, which will follow the same thread configuration as the rank insignia on their uniforms.

The memo also allows members to continue to wear the airman battle uniform with the existing Air Force configuration until the April 1 deadline.

This significant achievement marks the first increment of FAT testing per-

formed for the WGS program under Space Force. These capabilities will further the mission to bring full-time operations dedicated to defending our vital national interests in space.

MAJE consists of software and hardware upgrades for the Army-operated Global SATCOM Configuration Control Element ground system that performs detection, identification, geolocation and mitigation of unwanted Radio Frequency energy on the WGS 1-10 satellites.

Due to limitations posed by the COVID-19 global pandemic, 10 days of testing were completed virtually with operators and witnesses teleworking.

Army and USSF personnel witnessed test procedure execution while the equipment under test was physically located at Boeing’s Mission Operations Support Center in Colorado Springs, Colorado. Capt. Connor Macmillan, WGS Test & Integration lead from SMC’s Geosynchronous/Polar Orbit Division; and Nasir Muhammad, MAJE Lead from the Aerospace Corporation oversaw the test’s execution.

Upon MAJE fielding to warfighter operations, WGS 1-10 will have an inherent

reasons to

geolocation and interference mitigation capability allowing for quick isolation of unwanted signals and faster restoral times of affected authorized user communications. FAT-4, scheduled for this fall, will test the MAJE system’s Geolocation ability. FAT-5, the final increment of FAT testing, will complete Multi-capability and end to end testing. Successful completion of all FAT increments will establish that the GSCCE-MAJE system is ready to move forward into the interface verification with the Army’s subsystems.

“MAJE will double the anti-jam SATCOM capabilities for six Geographic Combatant Commands,” said Col. John Dukes, SMC’s Geosynchronous Polar Orbit Division senior materiel leader.

WGS provides flexible, high-capacity communications for the Nation’s warfighters by providing worldwide, high data rate and longhaul communication for marines, soldiers, sailors, airmen, the White House Communication Agency, the US State Department, international partners and other special users.

13th ASOS Airmen take top prizes in Phantom Challenge

FORT CARSON, Colo. — Two members of the 13th Air Support Operations Squadron took top prizes at the 2020 Phantom Challenge, which took place at and around Fort Carson, Colorado Aug. 3-7, 2020.

Staff Sgt. Joshua Walton, 13th ASOS joint terminal attack controller program manager, and Staff Sgt. Alexander Mutcher, 13th ASOS strike team supervisor, took home the award for best overall team, and Walton was awarded best individual performer.

“On all tasks, [Walton] outperformed the majority of individuals, and he was just the most consistent throughout the week,” said 1st Lt. Stephen Stein, 13th ASOS tactical air control party officer and JTAC evaluator. “Whether it was a physical event, a job related task [or] an academic test… SSgt Walton outperformed his peers.”

The 2nd place winners of the phantom challenge were SSgt Joel Fierro and SSgt Jonathan Anderson, 9th ASOS, Fort Hood, Texas and 3rd place went to SSgt Brandon Malinowski & SrA George Alverio, 13th ASOS, Fort Carson, Colorado.

The week long competition culminated with a 13 mile hike to the top of Pikes Peak, where each competition team and members of the 13 ASOS conducted the annual Major David Gray Memorial Pikes Peak Ascent. These two Airmen received their awards at a ceremony August 7, which

took place at the 13 ASOS on Fort Carson.

“Phantom Challenge is significant because it pulls together Tactical Air Control Party members from across the Air Support Operations Squadrons allied with III Corps, in order to test their skills in a competitive environment,” said Col. Leland Cowie, 3rd Air Support Operations Group commander.

“This event also serves as a stepping stone to prepare these Airmen for the global TACP competition, Lightning Challenge, to be held at Fort Hood the last week of October.”

Typically, each of the squadrons sends three teams, making a total of 12. However, concerns related to COVID-19 resulted in the 9th ASOS of Fort Hood, Texas, sending two teams, and the 10th ASOS of Fort Riley, Kansas, sending one, while the 7th ASOS of Fort Bliss, Texas, was not represented this year.

Lightning Challenge, like Phantom Challenge, is designed to test TACP Airmen’s mental and physical capabilities, provide direct and honest feedback regarding unit’s training effectiveness, and promote camaraderie during the week long competition.

Unlike the Phantom Challenge, , TACPs from around the globe will travel to Fort Hood, Texas to participate in this year’s competition being hosted by 3 ASOG. The 13 ASOS will be sending Mutcher and Walton to Lightning Challenge to represent the 13 ASOS and 3 ASOG.

Sneak peek: COATI “culinary incubator” and food hall set for early September opening in new Trolley District

By Matthew Schniper | Colorado Springs Independent COATI plans to hold its grand opening on Wednesday, Sept. 9 at 514 S. Tejon St. in what’s being called the Trolley District, to pay homage to its history as a building where maintenance on trolley cars took place for decades. COATI organizers are calling the 13,000-square-foot food hallThe 13,000-square-foot food hall a “culinary incubator,” and it will host several fixed vendors and a few vendors on short term renewable leases plus a “test kitchen” meant to allow guest chefs to pop up and play or try out a concept.

The project comes via Aaron Ewton, owner of Atlas Restaurant Group (who has a hand in Piglatin as well as Wyeline coffee/food) and a partner in COATI with Chris Wright of one anchoring food business and Joe Niebur & Troy Coats of Niebur Development.

“This is something bigger than the Springs has seen,” says Ewton. “We want to highlight new cuisines and keep the space fresh and relevant.”

Though vendors will be their own independent contractors, Ewton says the idea “is still of a whole house, more of a collective.”

Initial guest vendors are: Luchal’s Soulful Seafood (both a catering outfit and food truck); Ephemera Elevated Food Experiences (formerly a pop up project, initially to launch downstairs then move

upstairs); and Anju Korean Eats (from Piglatin’s chef Andres Velez, who’s been envisioning this concept since before he opened his food truck and Cocina).

Fixtures are: XOXO (a dessert spot by pastry chefs Colby Schaffer and Erica Wetzel who worked together at The Broadmoor); Two Suns Superfood Smoothies (via Ola Juice Bar’s Nissa Wecks); and more.

“We don’t want to be just a food hall,” says media representative Bonnie Singleton. “We’re saying we’re a food, drink and experience venue, also about ambiance and visual arts — we also have live performances planned,” she adds, noting on-site murals and rotating interactive pieces as well as an “activated alleyway” with art, foliage and lighting features. (They’re internally calling the alleyway “the lowlands” as another reference to Mesoamerica as part of their theme.)

To that end, COATI reps have also formed a nonprofit, Trolley Promotional Association, that they hope to involve other businesses on their block in.

Once they finish a security and safety plan, they’ll continue work with City Council, as well as the city Parks and Streets departments, to form an entertainment district, for which details remain in motion.
