WASHINGTON (AFNS) —Secretary of the Air Force Frank Kendall, Under Secretary of the Air Force Gina Ortiz Jones, Chief of Staff of the Air Force General CQ Brown, Jr., Chief of Space Operations General John W. “Jay” Raymond On behalf of the entire Department of the Air Force, our heartfelt sympathies go to the loved ones of the brave American service members killed and wounded in today’s terrorist attacks in Afghanistan. Our hearts are heavy for their sacrifice as they endeavored to bring hope to thousands seeking a better life.

Tragically, many Afghan civilians were also killed and wounded in this horrific attack, and our thoughts and prayers are with their mourning families.U.S. Air and Space Force personnel will continue our work supporting the safe evacuation of U.S. citizens and other evacuees from Afghanistan. Thule receives annual resupply

THULE AIR BASE, Greenland — Thule Air Base, Greenland, receives vital supplies annually between the months of June and August in a resupply operation known as Pacer Goose.

Pacer Goose is the lifeline of Thule, and the personnel who live there, due to the base not being able to get many, if any, supplies during other moments throughout the year.

Supplies that are shipped to the air base include rolling stock such as fire trucks and cranes; food; fuel; Army & Air Force Exchange Service supplies; weapon range supplies; construction supplies; and furniture.

It is no coincidence that Pacer Goose is held in the summer of each year.

“Resupplies are needed annually, the timing of the ice being thin during the summer is critical to mission success,” said Christopher Bartin, 21st Logistics Readiness Squadron resource advisor.

A Canadian Coast Guard icebreaker is able to break through the summer thin ice to allow the supply ship into the port.

Thule AB receives supplies throughout the year on military rotator aircraft and other cargo ships, however, most of the supplies and fuel are provided during Pacer Goose.

The 21st LRS coordinates with all the stakeholders who need to send supplies and equipment. They also oversee the loading of the vessel.

Peterson-Schriever Garrison is involved with the Military Interdepartmental Purchase Request coordination, the 635th Supply Chain Operations Wing, the Defense Logistics Agency, U.S. Navy, Military Sealift Command, U.S. Transportation Command, U.S. Army and 21st Comptroller Squadron.

All of the agencies and units work together to make Pacer Goose a swift and efficient process.

“Pacer Goose is not just one ship, it is a multi-ship and multi-day operation that includes a Canadian Coast Guard icebreaker, one ship carrying fuel, and one ship carrying cargo,” said U.S. Air Force 1st Lt. Jennifer Kentgen, 821st Support Squadron logistics flight commander. “They follow the route from Norfolk, Virginia, up along the East Coast of the U.S. and Canada, finally along the West Coast of Greenland before arriving at Thule AB. A distance of around 3,271 nautical miles.”

Pacer Goose has been operating annually since 1952 and 21st LRS has been orchestrating the mission since 2016.

Kendall, Raymond stress importance of space and Space Force’s success in high-profile speeches

By Charles Pope | SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS COLORADO SPRINGS, Colo. (AFNS) — Secretary of the Air Force Frank Kendall offered unambiguous support Aug. 24 for the still evolving U.S. Space Force, noting the critical role space plays in the nation’s security, the essential functions space enables in everyday life, and why access must be assured as space becomes more congested and contested.

“It is impossible to overstate the importance of spacebased systems to national security,” Kendall said during his keynote address at the 36th Space Symposium, an influential, weeklong gathering of military, commercial, and academic space experts from around the world. The speech was Kendall’s first major address since becoming the 26th Secretary of the Air Force on July 28.

“Strategic stability depends on space-based reliable early warning and communications systems,” Kendall said. “… I can assure you that this Administration will continue the work of establishing, equipping, training, and sustaining the newly formed Space Force and of increasing the resiliency of our essential space systems.”

Kendall, a West Point graduate and engineer who has more than 50 years of experience in national defense, spanning time as an Army officer to senior positions in the Pentagon and industry, said the focus on space is crucial to being able to meet emerging challenges from China and Russia. Those challenges, he said, trigger echoes of his experiences during the Cold War. “I have a visceral understanding, that few in government service today possess, of what it means to have a capable, motivated, and well-resourced strategic competitor,” he said.

Kendall praised Chief of Space Operations, Gen. Jay Raymond for the work he “and others have done to establish the Space Force, but I’m also mindful of the work that still must be done” to address a list of threats that is growing in number and sophistication.

“China has moved aggressively to weaponize space, something that was recognized in the Obama Administration, and that led to a change in the United States’ military strategy several years ago,” he said.

“Both conventional deterrence and conventional operations depend on access to communications, intelligence, and other services provided by space-based systems. As a result, our strategic competitors have pursued and fielded a number of weapons systems in space designed to defeat or destroy America’s spacebased military weapons systems and our ability to project power,” he said.

While distinct and different from the Cold War, Kendall said the strategic challenge of today “does involve some of the same features.”

“These include the quest for military advantage through the rapid application of technology to warfare, in innovative operational concepts, and the constant search for exploitable vulnerabilities in each side’s military capabilities,” he said. “I have every hope that there will never be a military conflict, either strategic or conventional, between the United States and our strategic competitors. This is in no one’s interest, but as in the previous Cold War, miscalculation or human error are possible, and a strong deterrent is necessary to reduce the potential for a conflict that no one wants.

This is just as true in the space domain as in all others.”

Kendall’s 25-minute address was the second in a pair of featured speeches on Tuesday.

Raymond delivered the first, highlighting the Space Force’s progress and accomplishments since it was formed on Dec. 20, 2019 but, like Kendall later in the day, also pointing out advances from China and other competitors.

“We’ve gone from about 2,100 active satellites on orbit in 2019 to approximately 4,900 today,” Raymond said.

“That’s astounding – while we’ve been wearing masks, the number of active satellites has doubled,” he said, referring to disruptions from the coronavirus and the timeframe since the Space Symposium last held an inperson conference.

“Our adversaries have been busy as well. Over the last two years, China and Russia have continued to build an entire spectrum of threats,” he said. That list includes, “reversible jammers” and “ground-based laser systems capable of blinding or damaging satellites.

“China has a satellite with a robotic arm that is on orbit today. This technology could be used in the future to grab other satellites. Both have ground-based missiles capable of destroying our satellites in orbit. They have continued to test those weapons over the last year,” Raymond said.

While emphasizing that “space is hard,” Raymond also highlighted what he said were significant accomplishments that have put the Space Force on a solid foundation and which will propel it forward in a positive way.

“Today, we have a single military service that is empowered with the same authorities as the Army, Navy, Air Force, and Marine Corps, and under the direction of the Department of the Air Force, we have built the Space Force organizations and processes to take advantage of this,” he said.

Raymond also said that the Space Force has established the Space Warfighting Analysis Center to “identify a future force design, underpinned by world-class analysis to balance performance, cost, and resiliency.”

The Space Force has been named as the lead for integrating joint space requirements by the Joint Requirements Oversight Council. “This addresses not only fragmented decision-making, but also lack of integration across the Department of Defense,” Raymond said.

Only two weeks ago, the Space Systems Command stood up to build, test, and acquire space systems and mesh them with other operations and programs across

the defense establishment, Raymond said.

And, Raymond said, Space Force is attracting talented personnel.

“In recruiting, we have far more applicants wanting to join the Space Force than we have slots. We can be very selective and are handpicking only the top applicants,” said, adding that 4,000 active duty personnel from the Army, Navy and Marine Corps applied for 650 transfer spots. On the civilian side, he said there 9,100 people applied for 70 headquarter positions.

“People are excited about what we’re building in the Space Force, and they want in,” he said.

Kendall also announced that he is moving aggressively to nominate an Assistant Secretary of the Air Force for Space Acquisition, a position that requires Senate confirmation.

“I am actively looking for candidates, and have a short list of potential nominees for the Secretary of Defense and the President to consider,” he said. “Hopefully there will be an announcement in the not too distant future.”

Both Kendall and Raymond said the focus on space, and its importance to the nation, will not diminish.

Kendall noted the threats as well and said the progression has only accelerated since he and other senior defense officials recognized it when they served in the Obama Administration.

That is why, “Space is very much a part of the ‘one fight’ the Department of the Air Force will focus on,” he said, paraphrasing the “One Team, One Fight” philosophy defining the way Kendall says he – and the Air and Space Forces – will confront challenges.

Kendall suggested he is pleased with the Space Force’s evolution to date, but he said constant assessment and evaluation is necessary.

“I think we have gotten the big parts right, but we should expect to make some changes as we learn from real time execution,” he said.

The reason for that, Kendall said, is clear.

“Success equates to high confidence that the Space Force will make the needed contributions to achieving those missions. Failure is not acceptable.”

SCHRIEVER SPACE FORCE BASE, Colo. — It’s a summer evening in Sac City, Iowa, and suddenly the population multiplies seven times. Sac City is the first overnight on the route of the 2021 Register’s Annual Great Bicycle Ride Across Iowa, were over 15,000 cyclists are camping after an 84-mile day.

Register’s Annual Great Bicycle Ride Across Iowa is a noncompetitive cycling event held each July and organized by The Des Moines Register, the daily paper of Iowa’s capital.

The first ride occurred in 1973 when Des Moines Register journalists John Karras and Donald Kaul decided to ride and write across Iowa. This inaugural trek was unofficially called “The Great Six-Day Bicycle Ride.” Three hundred riders began in Sioux City on the Missouri River, and 114 cyclists completed the event in Davenport on the Mississippi River.

The following ’74 ride was called the Second Annual Great Bicycle Ride Across Iowa. The third year included “Register,” and the designation remained.

Of the 15,000 RAGBRAI cyclists, 100 to 130 are with the Air Force Cycling Team; which was founded in ‘95 by Stuart “Stu” Carter with only 28 riders. Over time, the AFCT realized RAGBRAI was an opportunity for positive influence upon riders and residents. The team evolved from “riding fast to impress” to “slowing down to chat,” and started helping civilian cyclists with flat tires, mechanical issues, and race support. The AFCT has garnered a reputation throughout the RAGBRAI community as “the guardian angels of the road” — replacing chains, directing traffic, rendering first aid, and simply encouraging tired riders.

In this year’s 48th RAGBRAI — from Le Mars to Clinton, July 25th to 31st — two Guardians of the Peterson-Schriever Garrison rode as members of the Air Force Cycling Team: U.S. Space Force Tech. Sgt. Kristopher Rowell, Space Delta 9 – Orbital Warfare, 1st Space Operations Squadron future operations section chief, and U.S. Space Force Capt. Nicholas Ruiz, DEL 9, 1st SOPS director of assessments, exercises and analysis.

“Our main role is assisting riders broken down or injured,” said Rowell. “Anytime somebody is on the side of the road, you will see an Air Force Cycling Team rider with them or you will be that rider, because that is what we do.”

Space Force’s operational commander describes history of space as a contested domain

By Lt. Col. Corinna Moylan | SPACE OPERATIONS COMMAND COLORADO SPRINGS, Co. — Space Force’s operational command is nearing its “fighting weight,” concentrating more on space warfighting operations as other Space Force field commands stand up.

Lt. Gen. Stephen Whiting, Space Operations Command Commander, outlined SpOC’s role as the USSF warfighting field command in a speech to the Satellite Industry Breakfast at the 36th Annual Space Symposium’s here Aug. 25.

“Space Operations Command is the U.S. Space Force’s fight-tonight force.” Whiting told the audience of military and commercial space professionals.

“We project combat power. We are the space domain experts who provide and sustain combat-ready intelligence, cyber, space and combat support forces for Combatant Commanders, Coalition partners, the Joint Force and the Nation.”

Whiting led the audiences through the history of military space from the end of World War II to the present day, highlighting milestones like the first use of space to support tactical operations in Vietnam and the use of missile warning satellites to keep U.S. and coalition troops safe during the First Gulf War. He also highlighted the growing threats to space from anti-satellite weapons being developed and deployed by nations like China and Russia. Today’s Space Operations Command, Space Force and U.S. Space Command were created to counter these threats and incorporate lessons learned in military operations.

Rowell.“I immediately recognized the magnitude,” said Ruiz. “The Air Force Cycling Team has laid a foundation of trust. During RAGBRAI, never leave an Airman behind rings true for all cyclists.”

In contrast, this was Rowell’s fifth RAGBRAI: “I gave it a shot and found my brotherhood,” Rowell said.

Ruiz was at Maxwell Air Force Base, Alabama, for Squadron Officer School a week before meeting the AFCT. “There was an instant family connection with the Air Force Cycling Team established by the veteran riders and support staff,” said Ruiz. “Everyone was helpful, patient and excited — any newcomer-nerves were washed away.”

Growing up in Arizona, Ruiz played baseball, football, soccer and wrestled. While in the Air Force, and now Space Force, he’s enjoyed physical training tests and challenges: 10Ks, tire flipping, push-ups and more. Since being at Schriever Space Force Base, Colorado, Ruiz has run the Air Force Marathon three times, an event held annually at Wright-Patterson AFB, Ohio, since ‘97.

“Captain Ruiz was a natural addition to the Air Force Cycling Team,” said Rowell. “He’s an exceptional athlete, but his positivity and drive to serve others are what make him great. Civilian riders gravitated to his posi-

tive attitude. You’d be amazed how perfect strangers open up when they recognize [someone is] approachable and genuine.”

Day five of the ride was 83.7 miles from Waterloo to Anamosa, but included a stop in Jesup, a town of 2,500.

“The town lined main street with U.S. flags,” said Ruiz. “I sat down to enjoy coffee and a home-cooked breakfast [when] an elderly lady approached my group to tell us she was happy to see us. Her husband, and numerous family members, had served — and seeing us invigorated her love for our country. I realized those who served before me did their part, carrying the torch and now it’s been passed. I will proudly serve and cherish my time in uniform before it’s time to pass it on.”

On the second-to-last day of RAGBRAI, during a team dinner in Dewitt, Rowell was recognized by AFCT’s director Larry Gallo as Rider of the Year. Awarding Rowell as Rider of the Year was one of Gallo’s last acts as executive director. After finishing the 48th RAGBRAI, he passed the director torch to Trey Munn, retired chief master sergeant with the 388th Maintenance Group at Hill AFB, Utah.

“Being selected as Rider of the Year is a great honor,” said Rowell. “Although, there were several who earned

it just as much, if not more.”

“Kristopher Rowell is an incredible person and a selfless leader,” said Ruiz. “He was awarded the 2021 AFCT Rider of the Year because of his numerous positive attributes and how he represents the team.”

Rowell reflects on his years as a member of the AFCT and Rider of the Year.

“For many, this event may seem nothing more than recreational, and having fun is certainly part of it,” Rowell said. “However, the reality for [many] is deeper.

People ride for several reasons: a personal challenge, to connect with others, to honor loved ones. Some don’t know what they are looking for but find it along the way. People learn about themselves. As members of the AFCT, we don’t just help cyclists across Iowa, we have the opportunity to get them from one thought, or memory, to another — that’s the true magic, and that’s the reason I’ve ridden five times and will many more.”

The two Guardians are back from Iowa having completed the AFCT mission and are serving again on Schriever SFB, supporting the DEL 9 mission to conduct protect and defend operations from space and provide response options to deter and defeat adversary threats in space.

Space Operations Command stood up on Oct. 21, 2020. Whiting said since October, SpOC has taken accountability for performance and readiness of eight Deltas, two Garrisons and 11,000 personnel.

This is a team made up of Guardians and Airmen, joint, DOD and coalition partners.

“We protect America and our Allies in, from, and to space. Everything we do has to be relevant to the threats that we face today,” he said. “We partner with U.S. Government, allies and commercial stake holders to execute our mission. Space by definition is a team sport. We know we do not do this alone, it takes all of us to execute our critical space mission.”

We take for granted now, launch and f ly back of rockets, which would have been science fiction just five years ago,” Whiting said. “But at the same time we now have the right military organizations in place. We have our new Combatant Command leading us in space warfighting. We have our new service focused on developing the guardians and systems that we need. We have the most
