Space Flag, the premier exercise for training space forces, successfully concludes for the first time under STAR Delta Provisional

Tyler Whiting | UNITED STATES SPACE FORCE PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — Space Flag, the tactical-focused exercise for space warfighters, successfully concluded its ninth exercise iteration (Space Flag 20-3) at the Boeing Virtual Warfare Center in Colorado Springs Aug. 21. This was the first Space Flag exercise completed as part of the new Space Training and Readiness Delta Provisional.

Our mission is to prepare space warfighters to defend America’s interests in space.

The U.S. Space Force stood up STAR Delta Provisional in July at Peterson Air Force Base.

“The stand-up of the provisional Space Training and Readiness Delta is a critical step to aligning education, training, test and evaluation units for the Space Force,” said Maj. Gen. DeAnna M. Burt, Director of Operations and Communications, USSF. The O-6 led STAR Delta Provisional will serve as the parent organization for a number of education, test and evaluation units transferring to USSF, including the unit responsible for Space Flag.

“Space Flag is one of the many ways we are working to prepare our crew force to ensure freedom of action in or domain so that we can continue to deliver the spaceenabled combats edge to the joint and combined force,” said Col. Peter J. Flores, Star Delta commander, USAF. Despite an adjusted construct and measures taken due to the COVID environment, the two-week exercise where space crews learn how to fight through and prevail against a thinking adversary in potential future conflicts began Aug. 10.

“While we have made many changes to our typical exercise in terms of participant numbers and sequence of events, we have fully embraced the opportunity to train future space warfighters,” said Capt. JamieLynne Hart, Space Flag Exercise director, USAF. Space Flag originated in 2017 under Air Force Space Command and is modeled after the enduring success of U.S. Air Force Red Flag exercises, but set in an orbital domain.

The exercise continues to grow the tactical and organizational relationships between the National Reconnaissance Office and USSF, further optimizing America’s ability to provide critical space capabilities to users around the globe. Space Flag 20-3 involved a total of 34 participants.

“Our mission is to prepare space warfighters to defend

America’s interests in space. The key to maintaining space superiority is integration and ingenuity, and Space Flag is the optimal platform for USSF to sharpen these skills,” said Hart.

Based on lessons learned, a refined approach to spinup for the exercise was taken to cut it down from two days to one. This offered participants more time to really get after the training the exercise is meant to provide.

Decreasing the number days allotted for spin-up also allowed the team to maximize throughput of the training audience and lessen impacts from COVID-19.

During the exercise, participants were organized into three cells with different mission sets which included the Blue Cell, White Cell, and Red Cell.

“Our participants were challenged to be bold, and they carried that warfighter ethos throughout mission planning and execution. I was impressed,” said Hart.

Twenty-four participants were Blue Cell players.

Blue Cell simulates orbital engagement maneuvers to gain and maintain space superiority against space threats. These players were derived from the newly established Deltas, which included Delta 2, Space Domain Awareness; Delta 3, Space Electronic Warfare; Delta 4, Missile Warning; Delta 8, Satellite Communications; and Delta 9, Orbital Ware, as well as NRO representatives.

The $158 million project aims to fix structural damage to eliminate a longstanding leakage problem after years of ineffective smaller repair efforts.

The AFCEC is also managing rehabilitation on the 52,000-square-foot building while retaining its original character and defining elements. This includes the 17 steel spires of tetrahedrons, which soar to a height of 150 feet and are visible for miles.

“The Cadet Chapel is a symbol of the spiritual strength of Airmen,” said Col. John Norton, director of AFCEC’s Facility Engineering Directorate. AFCEC is proud to be working closely with the Air Force Installation Contracting Center and the Academy on this awesome effort to restore the chapel.”

Built in 1963, the chapel serves as an inter-faith house of worship.

steel bones, restoring the stained glass, the Protestant and Catholic pipe organs, and the Protestant pews, and then rebuilding the entire exterior,” said JD Buchholtz, AFCEC project manager.

Workers are no stripping the building to its steel support skeleton.

“What has taken a significant amount of the effort up to this point is the planning and coordination of how to take the design for this repair and turn it into detailed plans, giving the contractor team step-by-step procedures for the work,” Buchholtz said. “As we go, we are also validating each step to meet the intents of stopping the leaks and maintaining the historic look.”

While the enclosure goes up, the interior renovation is already in progress with the removal of the chapel’s wooden pews, Catholic organ and the main Protestant organ -- a massive instrument of about 4,500 organ pipes – already complete.

The stained glass will be removed, and cleaned and restored by the same familyowned company that did the original work in a California restoration facility.

It’s an exacting but vital part of the repair process with over 2,200 cassettes of glass — each cassette with between nine and 12 different panes of glass, Buchholtz said.

“Any existing broken glass will need to be repaired, and if a piece of glass cannot be repaired, it will be replaced with an approved matching piece,” Buchholtz said, before all pieces will be reassembled and put back into the same original.

Although there is a risk of the COVID-19 pandemic affecting the renovation, AFCEC is taking measures to minimize it.

“While it is difficult to foresee, so far, we have been able to keep COVID-19 from causing any direct project delays. Our close partnership and communication with the Air Force Academy is essential to keep construction moving and has helped greatly to keep this important project on schedule,” Buchholtz said.

(AFNS) — In a ceremony that was both crisp and solemn, Army Gen. James H. Dickinson took the reins Aug. 20 of U.S. Space Command, and in the process further cemented space’s ever-enlarging importance in national defense and in

Command, Dickinson enabled the previous commander, Gen. John “Jay” Raymond to remove one of his “dual hats” and focus exclusively on his job as chief of space operations, the highest ranking officer of the newly formed U.S. Space Force.

As I tell my team, we have two risks. The first risk is that we don’t think bold enough; that we miss this opportunity with incremental advancements. The other risk is, we have to get that bold agenda through and implemented. And that’s going to require people to think differently. countless familiar acts of everyday life.

Less obvious, but perhaps ultimately more significant, was a second outcome.

The hand-off in Colorado arrived at a crucial moment for Raymond and the nascent Space Force, created Dec. 20, 2019, as the first new and independent

branch of the U.S. military since 1947.

“I really believe Congress got it right when they said I could be commander (of U.S. Space Command) for up to a year,” Raymond said during an interview after the ceremony, in which he discussed his roles re-establishing Space Command as a separate, stand-alone warfighting organization while also directing creation of the Space Force.

“Now that we’ve got the plans in place and the structure in place for both the U.S. Space Force and the U.S. Space Command, and both are delivering advantage, I think it’s actually the perfect time to split the hats.”

This new phase is one that Raymond says will build on the hard-to-see foundation the Space Force has been painstakingly laying for months.

The foundation focuses on policy, budgets, decisions on assigning personnel such as how many and where, command structure, and establishing a lean bureaucracy that must exist for Space Force to succeed. The effort, which has been underway since December, is crafted to ensure that “we don’t … break the integration we’ve enjoyed” with the Air Force and other services, allies, partners and industry.

Now Space Force is moving to grow beyond the 90 people who comprise

the Force today. Space Professionals in the service and Airmen assigned to support the service will total about 16,000. The purpose, Raymond says, is to move with speed and focus to organize, train and equip space operators, commanders and support staff to ensure U.S. superiority in a domain that is rapidly changing, becoming far more contested and congested and dangerous.

“We have an opportunity to start with a clean sheet of paper and build something that’s purpose-built for this domain,” Raymond said. “As I tell my team, we have two risks. The first risk is that we don’t think bold enough; that we miss this opportunity with incremental advancements. The other risk is, we have to get that bold agenda through and implemented. And that’s going to require people to think differently.”

Much differently.

It wasn’t long ago when space was an exclusive club, limited almost entirely to the United States and Russia (and before that, the Soviet Union). With only two “players” roaming the vast reaches of space it was considered a challenging but peaceful environment.

That picture of space has almost no comparison today.

There are now 72 countries actively operating in space. That number is growing as the cost of launching vehicles into space is falling to the point that more nations, along with many commercial enterprises, are jumping in. As congestion in space increases, so too are the intentions for being there. All of that is raising the stakes for being able to operate freely and without threat in space.

The stakes are indeed high. It’s no exaggeration to say space is as crucial to everyday life and commerce as electricity, water, modern highways and agriculture. Without the constellation of 31 GPS satellites operated by Airmen at Schriever Air Force Base, Colorado, first responders would not be able to provide assistance as fast or as reliably; commercial air service would be less reliable and more dangerous without the precise navigation GPS provides.

Without reliable access to satellites and the “position, navigation and timing” data they provide, credit card purchases would be disrupted, and the stock market would not be able to operate as it does today. Internet service and communication would be disrupted or, in some cases, severed. Everything from the way electric power grids operate to the way the military is able to communicate and operate to e-commerce, tele-medicine and many more necessities of daily life would be compromised.

That explains why space has become such a linchpin, why it is now deemed “contested” and why the Space Force was created to focus exclusively on protecting national interests and operations.

“The reason why it was important for both the U.S. Space Command and Space Force to be elevated is that space became a warfighting domain,” is Raymond’s blunt answer to why the U.S. is shifting its posture in space.

“If you look at what China and Russia are doing in space they have clearly made it a warfighting domain. That requires us to do business differently.”

The goal, he says, is for the U.S. to demonstrate unquestioned superiority in a way that translates into a potent deterrent.

“Our goal is to make sure that any potential adversary would say they are not going to be successful negating our access to space and therefore they shouldn’t even try,” he said.

As Raymond and the Space Force enter this new phase, the emphasis will be equal parts technological, cultural and education.

“What you have today is a different context that requires a different level of training, a different warfighting culture; the ability to go fast to stay ahead of a growing threat, to be agile, to develop partnerships that we haven’t had before with our allies and intelligence community. Everything about what we’re doing has to change to operate effectively in this strategic environment,” Raymond said.

“On the organize, train and equip, side, that’s what the Space Force is all about.”

At the same time, Raymond is working to solve the thorny issue of over-classification, which prevents the public, allies and adversaries from clearly understanding what the Space Force is doing and why.

“One of the things we’re working really hard to do is lower the classification to allow us to be more effective” in publicly demonstrating capabilities that generate deterrence, he said. “We do not want to get into a conflict that begins and extends into space. … If you want to deter, you have to do it from a position of strength.”

Finding the balance, however, is difficult.

“We have a saying in the space business, ‘Satellites don’t have a mother.’ You can’t hug it. You can’t touch it. You can’t hear it, you can’t love it. … It’s hard for the average person to understand just how reliant their life is on space. It’s not tangible.

“So I think it’s very important that we do a better job of making sure Americans understand how reliant they are, how their American way of life is fueled by space, and that our job is to make sure it’s always there,” he said.

Raymond says he is certain Space Force will succeed. He also acknowledges it won’t be easy. While the Space Force is being created “from a clean sheet of paper” it must incorporate hardware – and philosophies – that in some cases are decades old.

Asked about near-term priorities, Raymond said, “We have to develop a bridging strategy to make that shift from old architecture to new architecture.”

“One marker of success is answering the question, are our constellations becoming more defendable and more distributed? The second thing is, I would like to see us capitalize on innovative commercial industry to a greater extent. There will be a measure of success there as well.”

Driving all of it is speed.

“How long does it take us to move from requirement to on-orbit capability? Today it takes too long. If we’re going to take a GPS satellite and buy a clone of that satellite, it will take us five years or so. That’s not fast enough,” Raymond said.

If his blueprint and ambition play out as hoped, Raymond said the Space Force will provide more than simply the assurance of U.S. superiority in space.

“We want to be an organization that’s the disruptive innovator that can drive this change. And in doing so, if we’re successful, we’ll benefit all the other services and the nation as well,” he said.

SCHRIEVER AIR FORCE BASE, Colo. — In the past two months, Schriever and Peterson Air Force Bases experienced hail storms in which members’ vehicles were damaged.

In many cases, the damages were destructive enough for members to file claims with their private insurance providers. To help those in need, the Peterson-Schriever Garrison legal team is working to help members, who qualify, to file a claim with the Air Force.

“After receiving a settlement, or if [the member has] liability only, no comprehensive coverage, a claim can be filed with the Claims Service Center,” said Capt. Kelly Fennel, P-S GAR Judge Advocate Office chief of civil law.

Eligible members who are able to make a claim through the AF include: •• Active duty Department of the Air Force personnel.

•• Retired or separated Air Force military personnel who suffer loss or damage resulting from the last entitled storage or movement of their personal property.

•• Air Force Reserve Command and Air National Guard personnel for an incident that occurs while they are performing federally funded active duty, inactive duty for training, or full-time National Guard duty.

•• ANG technicians under Title 32 USC § 709.

•• Civilian employees whom the Air Force pays from appropriated funds.

•• Civilian employees of the Defense Commissary Agency who work on an Air Force installation.

•• DoD Dependent School teachers and administrative personnel employed at schools on or serviced

by Air Force installations.

•• AF Reserve Officer Training Corps cadets while traveling at Government expense or on active duty for summer training.

•• US Air Force Academy cadets.

•• Non-Appropr iated Fu nd Instrumentality employees are not proper claimants under the Military Personnel and Civilian Employees’ Claims Act. However, such claims are accepted and processed consistent with this Instruction and forwarded to the NAFI for action.

Members may begin their claims at https://claims.jag.af.mil/. Contact the P-S GAR JA for the specific log in information.

Upon starting the claim, members should be prepared to provide the following: A statement from the member’s supervisor stating they were on duty

at the time of the storm. Other documents required are vehicle registration, insurance documentation and a receipt showing the member paid a repair company for their deductible.

“It is very important to keep your documentation related to the storm,” Fennel said. “If you have liability only, you must upload a copy of your Insurance Policy Declarations page showing your coverage and a receipt showing repairs were paid for.”

After the claim is made, the Air Force Claims Service Center will either offer a settlement for the deductible or deny the claim.

“If a settlement is offered, it may be for either the full amount or a partial amount,” Fennel said. “It is the member’s decision on whether to accept the offer or appeal it.”

The amount of money loaned out is different based on the needs of the member and other factors.

“The Air Force Aid Society gives out interest free loans based on a caseby-case scenario,” said Lenea Lance, Airman and Family Readiness Center certified personal financial counselor.

STAR Delta OL-A strengthens space warfighters PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS

SCHRIEVER AIR FORCE BASE, Colo. — The Space Training and Readiness Delta, Operating Location Alpha is the U.S. Space Force’s gateway to maintaining space superiority as they provide critical services to the branch’s warfighters in real time.

Space is a constantly evolving warfighting domain, challenging USSF operators’ ability to remain the most advanced warfighters on the planet. That is where OL-A comes in.

“The [OL-A] provides realistic space training to a wide range of audiences, from space operators to combat units across the [Department of Defense], to ensure that exercises and training events are as realistic as possible for the members of the Armed Forces,” said Lt. Col. Steven Melvin, OL-A deputy director.

The unit’s 69 personnel boasts more than 500 years of

“No one thought a day would come when our assets in space and the capabilities they provide would ever be threatened,” Melvin said. “Today, we realize our assets are being threatened and we need to ensure our military is prepared to defend those assets and to work in degraded situations [if] defense fails.”

On July 24, the OL-A officially transferred to the USSF, ending its seven year stint with the Air Force’s Air Combat Command.

“The stand-up of the U.S. Space Force affords us the opportunity to return to the space community and directly support training and operations from within that community,” said Kevin Rhoades, OL-A director. “The [Secretary of the Air Force] directed [OL-A] to become part of the U.S. Space Force because we offer core capabilities that make the Space Force stronger.”

“With the rapid advance of technology and tactics, it's important we work together to create a strong understanding of our weapon systems,” said Master Sgt. Eric Henson, OL-A communications flight chief. “Units and warfighters must be familiar with where they fit in the battlespace and how they impact our teammates as well as our adversaries.

Accurate and frequent training allows us to better leverage multi-domain command and control which will be a deciding factor in winning the battles to come.”

The primary training organized by the OL-A is Space Flag, a major exercise for USSF units to participate in. Space Flag is conducted three times a year and is evolved from best practices from all sorts of exercises, such as Virtual Flag, the global series events and Schriever War-games to provide space operators with relevant and realistic tactical training.

“Space Flag is designed to give operators a chance to hone their skills in a realistic, wartime like environment without the inherent risks associated with actual war,” Melvin said.

“This provides the crews an opportunity to react to levels of aggression from unnamed adversaries in a controlled, teaching environment.”

With space constantly changing, the threats presented by it grow, too. It’s the duty of those serving in the OL-A to make sure the USSF’s preparedness grows alongside it.

Despite moving to the USSF, the OL-A also provides support for maritime, combat air and mobility and special operations. “[We’re able to] project electronic intelligence data into HH-60 cockpits to help the aircrews locate downed Airmen anywhere on the globe,” Rhoades said. “We generally do this over CONUS ranges, but recently supported an expeditionary rescue squadron down range in the [United States Central Command area of responsibility].”

Those serving in the OL-A need to have an in-depth understanding of the space warfighting domain to maximize efficiency within the unit which often means no first-term Airmen are assigned to the OL-A. “A great deal of self-reliance and ingenuity is required,” Henson said. “Our work can be fast-paced and very technical so it helps to have a strong background before arriving.

Since we support a broad range of customers, there will be many times you will find yourself flexing to fill new roles in order to get the mission done.”

The OL-A strengthens the USSF’s space warfighting capabilities by developing, planning and executing numerous training opportunities yearly.

“Space is a unique and amazing domain that provides the U.S. and the world with some pretty unique capabilities – navigation, communication, imagery, and more,” Melvin said. “We are here to ensure we don’t get surprised in space by an adversary looking to take away our strength.”

COVID-19 patients can give back

By Airman 1st Class Melody Bordeaux | 59TH MEDICAL WING PUBLIC AFFAIRS JOINT BASE SAN ANTONIO-LACKLAND, Texas — With flu season fast approaching and no approved vaccine developed for COVID-19, supplies of life-saving measures such as blood and plasma are being put under strain.

To help hold back the tide, the Defense Department has established a goal of obtaining 10,000 units of donated COVID-19 convalescent plasma by Sept. 30, 2020, to combat the potential rise in cases.

A patient that has recovered from COVID-19 can donate within two to three weeks after recovery. Within this time frame, recovered patients have a concentrated group of antibodies that can help critically ill patients not producing enough antibodies on their own. Donating CCP allows doctors to treat other infections caused by the virus, such as pneumonia, while the antibodies strengthen the patient’s immune system and fight against COVID-19.

All service members and DoD civilians that meet these conditions can help donate to the Armed Services Blood Bank Center; each donation could save as many as three lives.

“Do for somebody what they can’t do for themselves,” said Staff Sgt. Kiersten Zardee, Armed Services Blood Bank Center NCO in charge of aphaeresis operations.

“Giving antibodies saves lives.”

Even if a donor can’t give plasma, they can still donate blood and support the everyday mission to provide blood products directly to military beneficiaries worldwide.

“Blood donated on military installations directly supports military beneficiaries and warfighters,” said Maj. Sherry McWaters, director of the Armed Services Blood Bank Center. “We really are asking [donors] to choose

us right now, to come on to the base, because we are limited to only doing collections on federal property.”

While the prospect of donating plasma may seem daunting, especially in the uncertain world we now find ourselves in, the team at the Armed Services Blood Bank Center are happy to guide potential donors through the process.

“It’s a scary time, there are a lot of things that we don’t know, people have a lot of unanswered questions, but if

Jeff Wisneski, commander of the 59th Medical Diagnostics and Therapeutics Squadron. “We’ll answer any and all questions that you have so that you’re not scared and that you’re not nervous, because at the end

of the day we will find an answer.”

Once a patient comes in for a screening they will receive a $25 incentive and staff will determine if the recovered patient has the right amount of antibodies to donate. This incentive is only available until Sept. 30, 2020.

Even if a patient does not qualify to donate CCP they will still receive the gift card and can still donate blood to support mission readiness, military beneficiaries, and military treatment facilities around the world.

The process to donate CCP takes about 45 minutes to an hour and they provide patients with snacks, a movie, seat warmer, pillow and blankets to relax.

When a patient donates, the automated blood collection machine separates the plasma from the blood cells and then returns the red blood cells rich in oxygen back to the patient, significantly reducing fatigue while still providing the most plasma, and antibodies, possible.

Many people have been affected by COVID-19 either personally or through the experience of their loved ones. Those who recover have the opportunity to help save someone else’s life.

“Our donor center values the success of this CCP mission,” said McWaters. “We truly appreciate everyone who has and who will schedule an appointment to help our nation overcome this pandemic.”

Supernova set to expand into OCC soon, while former building occupant The Ice Cream Lab looks to reopen on East Side near year’s end

Supernova, reopened after a brief COVID-19 case closure (sans gameplay, which the state advised against), may be as close as a month out on opening its new Westside location at 2521 W. Colorado Ave., says proprietor Joe Campana. Nova West “is ready to go” after a hood system gets installed (also COVID-19 delayed), with about 30 games, four Skee-Ball machines, and a slightly smaller menu, he says.

That location formerly hosted Shae’s (now closed) as well as The Ice Cream Lab (theicecreamlab. com), which plans to reopen toward the end of the year off Powers Boulevard. Ice Cream Lab owner Anastasia Sziklas and Campana couldn’t come to a lease agreement once Campana bought the building, according to both parties, and the

ice cream shop was evicted after its last day of service on Dec. 31, 2019.

Sziklas says she had another lease signed near North Carefree and Academy boulevards, but COVID-19 killed the build-out. “I’m really pushing it on how long I’ve been closed,” she says. “I’m trying to hold off as long as I can and use the time to get procedures in place and learn how to give our experience while social distancing... I love this business and there’s no way I’d let it go.”

Sziklas plans to add “smoking drinks” to the menu: “bright colored,” dry-ice-infused concoctions that emit a smoke-like fog. She has plans for a couple more “interactive stations” to play off the Lab’s science theme that she’ll announce closer to reopening.
