U.S. Space Force promotes first general officer

By Staff Sgt. James Richardson | SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS WASHINGTON, (AFNS) — Maj. Gen. B. Chance Saltzman was the first U.S. Air Force general officer transferred and promoted to lieutenant general in the U.S. Space Force during a ceremony at the Pentagon Aug. 14.

During the ceremony, members of the Air Force Honor Guard simultaneously furled the Air Force major general flag and unfurled the first-ever Space Force lieutenant general flag, marking the first promotion of a general officer in the new service.

“It’s a historic time in the space community and being given a leadership role and helping stand up the Space Force is truly humbling,” said Saltzman.

Saltzman’s new position is the Space Force deputy chief of space operations, cyber and nuclear. As the chief operations officer, he will have overall responsibility for intelligence, operations, sustainment, cyber and nuclear operations.

Chief of Space Operations Gen. John “Jay” Raymond officiated the promotion ceremony and said the event was not only important to the Saltzman family, but also for the Space Force, which was stood up to elevate space to a level commensurate to its importance to the nation.

“I think it’s very appropriate that the

first general who comes in is a warfighter,” Raymond said. “I think that sends a really strong message that this is an armed service, and we are about deterring conflict that could begin or extend into space. We couldn’t ask for a better person.”

Commissioned in 1991, Saltzman has operated missile and space systems as a Minuteman III launch officer and as a satellite operator for the National Reconnaissance Office, and was a key contributor in developing the Department of the Air Force’s MultiDomain Command and Control, now known as Joint All Domain Command and Control.

Saltzman talked about the work ahead of him and the other Space Force leaders.

He said space professionals, the whole service, and the country itself expect them to get it right.

“The best way I know how to meet these challenges and live up to the responsibilities that we’ve been entrusted with is just to get after it,” Saltzman said. “We’ll collaborate with smart people; we’ll do the critical thinking that’s necessary; we’ll make a good to-do list, and then we’ll start checking it off.”

Coalition Partners, U.S. and U.K., agree to share technical foundation for space operations By 1st Lt. Tyler Whiting | U.S. SPACE FORCE PUBLIC AFFAIRS OFFICE WASHINGTON, (AFNS) — The U.S. Space Force reached an important milestone by recently signing an agreement to allow sharing of the Standardized Astrodynamics Algorithm Library with the Ministry of Defence of the United Kingdom of Great Britain and Northern Ireland.

The U.K. was the first international partner to join U.S. Space Command’s Operation OLYMPIC DEFENDER and is the first to receive access to the SAAL, though USSF is currently working with other partner nations to expand that list.

Operation OLYMPIC DEFENDER is a key multinational effort intended to optimize space operations, improve mission assurance, enhance resilience, and synchronize U.S. efforts with its allies. The synchronization and sharing of capabilities under OOD enhances allied space-faring nations’ ability to see the space environment with clarity, navigate with accuracy, and streamline multinational operations across the globe.

Recently, as part of a larger effort to improve space domain awareness, the Secretary of the Air Force’s International Affairs Office, USSPACECOM and USSF recognized a framework allowing OOD coalition partners to receive the SAAL.

This collaboration is part of a continuing effort to enable integrated operations with OOD partners.

21st CES Section Chief receives Grateful Nation Award

PETERSON AIR FORCE BASE, Colo. – A section chief in the 21st Civil Engineering Squadron, was announced as the U.S. Space Force recipient of the Jewish Institute for National Security of America Grateful Nation award, July 28, 2020. Recipients of this award are recognized for having distinguished themselves through superior conduct in the war on terrorism. Only six service members are chosen for this award each year.

Master Sgt. Ya’acov Mosly, a 21st CES section chief, joined the Air Force in 2004 from Miami and has been at Peterson Air Force Base for over three years.

In support of Operation Inherent Resolve, Mosly deployed to the Middle East for seven months where he managed a multi-million dollar contract supporting several combatant commands as well as a $10 billion aircraft fleet.

One of his missions was to lead his team of seven military personnel and 57 contractors in overseeing the base operations support contract and other contracts.

The requirements of the contracts included maintaining waste distribution, ensuring water was properly navigated to the desert, supporting the flight line with aircraft arresting systems, and the facility management of buildings in high visibility areas.

ARLINGTON, Va. (AFNS) — The Department of the Air Force’s X-37B spaceplane, a reusable, multi-purpose, system that operates without an onboard crew, won the prestigious Robert J. Collier Trophy Aug. 13 for advancing technology that pushes “the boundaries of flight and space exploration.”

In announcing the award, Jim Albaugh, chairman of The National Aeronautic Association which sponsors the competition, praised the X-37B, “As the world’s only autonomous, reusable spaceplane, it continues to contribute to our understanding of both space and air flight.”

The Collier Trophy has been awarded annually since 1911 and is one of the most prominent accolades in aviation.

Previous winners include Orville Wright, Howard Hughes, as well as the Apollo 11 lunar landing team, Apollo 8, Mercury 7 and more recently, the International Space Station. Also earning the distinction are the B-52, the Boeing 747, and the F-22, among others.

“Underscoring the importance of space to the nation, the Collier Trophy celebrates the record-setting mission of the X-37B,” Secretary of the Air Force Barbara Barrett said. “Most Americans use space daily for navigation, information, and communication. Sophisticated and uncrewed, the X-37B advances reusable spaceplane technologies and operates experiments in space that are returned for further examination on earth.”

The X-37B prevailed over a diverse group of nine finalists that included the latest iteration of the Airborne Collision Avoidance System Team or ACAS credited with “reducing the risk of midair aircraft collisions and close calls.”

Other nominees included the updated Hubble Space Telescope that allows scientists “to explore the universe in ways that no single mission could ever accomplish alone,” and Project Heaviside, “a high-performance electric vertical-takeoff-and-landing vehicle” that could eventually “free people from traffic.”

Technologies and products also considered for the 2019 Collier included the Bombardier Global 7500 and the Gulfstream G500 and G600 business jets offering range,

seating capacity and performance that “transformed business aviation.” Still another finalist was the magni500 electric propulsion system, a series of high-power-density electric motors designed to move aircraft cleanly and efficiently.

While the trophy reflects the work and innovation of teams across the Department of the Air Force, it is especially significant for the nascent U.S. Space Force, the first new branch of the military since 1947 that was created in December 2019.

The X-37B provides the Department of the Air Force the ability to conduct experiments and perform other functions in earth orbit.

“The X-37B team win of the 2019 National Aeronautic Association, Robert J. Collier Trophy exemplifies the kind of lean, agile and innovative technological development our nation needs to secure its interests," said Gen. John “Jay” Raymond, U.S. Space Force Chief of Space Operations.

"The ability to test new systems in space and return them to Earth is unique to the X-37B and enables the U.S. to more efficiently and effectively develop space power to maintain superiority in the space domain," Raymond said.

Air Force Chief of Staff, Gen. Charles Q. Brown, Jr., also praised the selection.

"The X-37 is a successful example of integrated operations between the Air Force, Space Force, and government-industry partnerships," Brown said. "Reusable space vehicle technologies are a significant contributor to accelerating capabilities for the Department of Defense and the nation."

In all, the spaceplane has flown six missions since being launched for the first time on April 22, 2010.

In 2019 the X-37B set a new 780-day on-orbit endurance record and completed an overflight of the United States, using Federal Aviation Administration airspace, before landing at NASA’s Kennedy Space Center. That mission broke the previous on-orbit record of 718 days that also was held by the X-37B. In all, the program has logged more than 2,865 days and travelled more than 1 billion miles on orbit.

During the ceremony, Armagno highlighted the leadership qualities she learned from space professionals throughout her career.. She said that there is a Space Force today because of the incredible space leaders of the past.

“This is about the years before us, the leaders, the hundreds of thousands of Airmen who have been doing space for decades,” Armagno said. “These are the shoulders – the titans’ shoulders –the space force was built upon, the shoulders we stand on today.”

Walking a mile in each other's shoes

If you know or have talked to any of the members of the squadron, they most likely didn’t tell you much about what they do. Well, all of that is changing.

We are going to take a deep look into the heart of our squadron, and you may be surprised by what you learn.

this is a mold that can be edited, adopted and shared across the Peterson-Schriever Garrison, as well as our Air Force and Space Force.

Some may ask, how can we possibly solve such a large issue? Well, it’s not easy, that’s for sure. The 4 SPCS put a diverse team together. Their main questions were: how can Airmen at a squadron level affect the changes that the Air Force and Space Force want to see, what are the biggest injustices happening, and how do we individu-

ally make a difference? These are all great questions and you will get a lot of valid responses that are all worth hearing and trying. What the team quickly realized is, there is no blueprint. There is no algorithm or formula that gets it 100 percent right. The team concluded that the most important thing was doing something, not

just talking about it, but really pursuing it. Not just pushing it to the back burner any longer.

We have ignored injustices for decades now, and they obviously are not going to go away without all of us putting forth effort and determination. So let’s be innovative and solve the problems, because we can no longer ignore the problems we are facing as an Air Force and Space Force. As Airmen in the world’s greatest Air Force it is not an option to allow this to continue. We live our lives based on our core values: integrity first, service before self, and excellence in all we do. Excellence in all we do means just that. Not excellence just at work, but in our personal lives and communities as well.

After a couple days of deliberation the team had a rough draft of their goals and took it to squadron leadership to get the green light. The command team was incredibly enthusiastic about the innovative plan and gave the team the green light. The 4 SPCS picked July 17, 2020, and made it an alternate duty location. But this was about to be a Wingman Day like nobody had seen or experienced before.

Most members of the squadron outside of the planning and command team had no idea exactly what the substance of the Wingman Day was going to include. They began the day with a small hike. Along the trailhead there were 10 small signs periodically placed. The signs documented important events throughout American history. There was no guided discussion at this time, but the signs quickly sparked conversation and provoked some thoughts. Many members were unaware of these historical events.

She is president and broker of Kip Hampden Properties and is president of Mt. Carmel of Colorado, a nonprofit that assists veterans with centers in Trinidad and Colorado Springs. Gina will talk about her role in the family business, Phil Long Dealerships and her vision for the future growth of Mt. Carmel.

pavilion where a team leader delivered some powerful opening statements. He talked about what it meant to be an Airman, and how we are coming up short in certain areas.

He dove into the meat and potatoes of why we had gathered there. The group was going to talk about racial disparities, both in our Air Force and in our communities. They were going to get into many uncomfortable and uneasy discussions that have been ignored because of organizational barriers in our work centers. There was a bit of silence and you could see some people getting uneasy and uncomfortable.

Immediately after, the 4th SPCS commander delivered a few remarks. She touched on how certain topics will be more or less difficult for some members to talk about, and encouraged open dialogue and input from all members regardless of position, rank or flight.

Now with the stage set, it was time to break the ice. The team lined everyone up with the intent to show how differently people were raised and how their perspectives would be different.

A series of yes or no questions were asked.

Examples included: Did you have a mother figure in your life? Did you have a father figure?

Did you live in a house? Were you afforded a car before your 18th birthday? Did you feel safe where you grew up? If you answered yes, you took one step forward. This quickly highlighted how much our lives differed.

Once everyone was in place they discussed how all of the questions asked were circumstantial. The questions had nothing to do with your race, religion or sexual orientation.

Every question asked was before your 18th birthday, meaning that these disparities were occurring well before you could even realize them. This activity really showed how some people were afforded different privileges by no fault of their own. Being aware of those privileges is a crucial part of bridging our gaps and making the Air Force and Space Force a more inclusive environment for all members.

racism they have personally experienced in the military. We watched people provide their own stories, not to be right or argue, but to listen and understand. A lot of members had a lot of things to say. This was an event that a lot of people had been waiting for. Everyone had an opinion and everyone had a story to tell.

We witnessed a U.S. Air Force Academy graduate, who’s now a major, hear the experiences of an African American female with 18 years of service. She was able to openly talk about her individual struggles with the system for the very first time. She was able to voice her frustrations and talk about some practical solutions we can implement right now. It was awesome to see the officer truly opening his mind to new perspectives that he had never personally experienced.

The same thing kept happening repeatedly throughout the day.

We witnessed a newly selected master sergeant who is about to take over as a flight chief hear the stories of how an African American staff sergeant was discriminated against by the members of his own flight. These are powerful conversations that should have been happening for decades now. That new master sergeant can use his position and his new found understanding to squash those things immediately. He is now more educated and aware of something he may not have been.

This is a great stepping stone towards creating a more inclusive Air Force and Space Force.

These are just two examples of conversations that happened for more than two hours. It showcased how desperately these talks were overdue. After all the small groups finished the trail of 12 questions everyone gathered for closing remarks. The team talked about how today was just one very small step and how we have just barely scratched the surface of what divides us and reiterated how important it is to continue having these talks in the work center, at

From here members were broken into smaller groups based solely on where they were standing at the end of the privilege exercise. Five small groups left to grab lunch.

The groups started some small chatter and introductions. They talked about where they were from, their family upbringings, and what serving meant to them.

After lunch it was time to really get into the hard conversations. A series of 12 progressing and compounding questions were staged around the building. The small groups slowly trickled into the trail.

What happened next was truly incredible.

There were senior noncommissioned officers with 20 years of service, lieutenants fresh to their first base and everyone in between. For the first time in their careers they were talking about things that had previously been considered sensitive subjects or inappropriate for work. The stage was set and we watched members openly share their own personal experiences. We watched members talk about

home and in your communities. No matter how small your voice or your platform, you have the ability to induce change. What you do everyday matters.

Typically after events like Wingman Days, it’s a race to your car to get home, but people sat around and continued talking for hours after the event concluded. It was truly amazing to see an entire squadron rally around a central cause. They are not going to turn a blind eye any longer. The status quo is no longer acceptable.

It will be great to see other squadrons adopt similar strategies and implement similar events. We don’t need a memorandum from the Secretary of the Air Force.

We don’t need a yearly CBT to teach us how to deal with social injustice. Every single person should feel obligated to fix something when they see it broken. The 4 SPCS has started paving the way, but it's up to every single Airman in the PetersonSchriever Garrison to ensure that their message is heard.

Buckley Garrison talks racial inequities

BUCKLEY AIR FORCE BASE, Colo. — Buckley Garrison held their second Resiliency Tactical Pause day about diversity and inclusion Aug. 7, 2020, at Buckley Air Force Base, Colo.

For the second time in two months, Buckley Garrison has held an RTP to continue the discussion of racial inequities that occurs not only within the Armed Forces, but historically in the U.S. “This is amongst my highest priority here at Buckley,” said Colonel Devin Pepper, Buckley Garrison commander. “It’s too important of a conversation not to have. For some, this conversation can be hard and uncomfortable, but we must have the conversation and often so people can become comfortable talking about race. We must continue to strive to be better and to do better. We owe it to everyone we work with to accomplish the vital missions here at Buckley and across the Air and Space Force.”

The RTP began with Colonel Pepper, Chief Master Sgt. Robert Devall, Buckley Garrison command chief, and Senior Master Sgt. Brandon Holliman, Buckley Garrison Equal Opportunities director, kicking off the discussion and expectations for the Garrison during a morning Zoom meeting. Afterwards, facilitators throughout the Garrison held small group discussions that allowed for open dialogue among their units.

“I think it is important that we have these discussions because these issues come up a lot in the military,” said 1st Lt. Heather McCray, a Buckley Garrison RTP facilitator. “Small group discussions really allow people to speak their minds about some tangible solutions.”

These conversations were centered on a wide range of topics like asking about personal experiences with racism, identifying any shortcomings with procedures, providing possible solutions for any current procedures, and describing personal opinions and experiences to

“It’s good that commanders are taking such an interest in solutions, but the discussions are the biggest thing in influencing the individual's mindset,” said McCray.

Not only are small group conversations effective, but listening to some of our leaders across the force talk about their experiences can also help us understand some of the issues regarding racial discrimination.

“This is something we have to get after and continue to get after,” said Col. Pepper. “We can’t allow this moment to pass without making real change in the military and American society. No one is perfect when it comes to this topic. However we can all commit to listening more, talking less and trying to understand one another’s perspectives and what we each bring to the fight.”

Chef Bob’s Lobstah Trap to expand into a Brick and Mortar spot on Barnes Road

By Matthew Schniper | Colorado Springs Independent After three years building a loyal following as a food truck, Chef Bob’s Lobstah Trap (thelobstahtrap.com) has announced an upcoming brick-and-mortar location at 5660 Barnes Road, tentatively set to open around Labor Day. Owner Bob Derian says the food truck will remain on the road, and his menu will expand at the new sit-down spot. “This is a testament to how well we’re doing,” he says. “So many folks are from or know about New England — they love that food and miss it, so we’re a coming-home sort of thing for them.”

The space will be designed to feel like you’re “at a wharf lobster shack somewhere in New England” he says, noting weathered wood walls to resemble cottages and picnic table seating. He’ll also begin retailing live lobsters. In addition to popular menu items like Connecticut-style lobster rolls (option to “Gronk”-size it with another ounce of meat; market price), new items will include fish ’n’ chips, fried and steamed clams, and lobster pie (popularized at the landmark Hilltop Steakhouse).

Derian says he’ll keep three soups available (New England clam chowder, lobster bisque and New England-style corn chowder), and is working on perfecting a “lobster tail” cream-stuffed pastry he fell for when he was last in Boston.
