Statement by President Joe Biden on Afghanistan August 14, 2021 | STATEMENTS AND RELEASES

Over the past several days, I have been in close contact with my national security team to give them direction on how to protect our interests and values as we end our military mission in Afghanistan.

First, based on the recommendations of our diplomatic, military, and intelligence teams, I have authorized the deployment of approximately 5,000 U.S. troops to make sure we can have an orderly and safe drawdown of U.S. personnel and other allied personnel, and an orderly and safe evacuation of Afghans who helped our troops during our mission and those at special risk from the Taliban advance.

Second, I have ordered our Armed Forces and our Intelligence Community to ensure that we will maintain the capability and the vigilance to address future terrorist threats from Afghanistan.

Third, I have directed the Secretary of State to support President Ghani and other Afghan leaders as they seek to prevent further bloodshed and pursue a political settlement. Secretary Blinken will also engage with key regional stakeholders.

Fourth, we have conveyed to the Taliban representatives in Doha, via our Combatant Commander, that any action on their part on the ground in Afghanistan, that puts U.S. personnel or our mission at risk there, will be met with a swift and strong U.S. military response.

Fifth, I have placed Ambassador Tracey Jacobson in charge of a whole-of-government effort to process, transport, and relocate Afghan Special Immigrant Visa applicants and other Afghan allies. Our hearts go out to the brave Afghan men and women who are now at risk. We are working to evacuate thousands of those who helped our cause and their families.

America went to Afghanistan 20 years ago to defeat the forces that attacked this country on September 11th. That

mission resulted in the death of Osama bin Laden over a decade ago and the degradation of al Qaeda. And yet, 10 years later, when I became President, a small number of U.S. troops still remained on the ground, in harm’s way, with a looming deadline to withdraw them or go back to open combat.

Over our country’s 20 years at war in Afghanistan, America has sent its finest young men and women, invested nearly $1 trillion dollars, trained over 300,000 Afghan soldiers and police, equipped them with stateof-the-art military equipment, and maintained their air force as part of the longest war in U.S. history. One more year, or five more years, of U.S. military presence would not have made a difference if the Afghan military cannot or will not hold its own country. And an endless American presence in the middle of another country’s civil conflict was not acceptable to me.

When I came to office, I inherited a deal cut by my predecessor — which he invited the Taliban to discuss at Camp David on the eve of 9/11 of 2019 — that left the Taliban in the strongest position militarily since 2001 and imposed a May 1, 2021 deadline on U.S. Forces.

Shortly before he left office, he also drew U.S. Forces down to a bare minimum of 2,500. Therefore, when I became President, I faced a choice — follow through on the deal, with a brief extension to get our Forces and our allies’ Forces out safely, or ramp up our presence and send more American troops to fight once again in another country’s civil conflict. I was the fourth President to preside over an American troop presence in Afghanistan — two Republicans, two Democrats.

I would not, and will not, pass this war onto a fifth.

Additionally, the U.S. Navy is utilizing its Scan Eagle unmanned air system and P-8 Poseidon to provide aerial images of earthquake-devastated areas. The images will be used by experienced disaster relief planners to determine what relief capabilities and supplies are needed immediately and where.

Two UH-60 Black Hawk and two CH-47 Chinook helicopters from Joint Task Force-Bravo are also en route to Haiti, where they will provide critical airlift support to ongoing relief efforts.

The U.S. military relief mission will join ongoing U.S. Coast Guard support operations in the Caribbean country.

Members with USSOUTHCOM remain in very close contact with its chain of command, the U.S. State Department, and USAID, the lead federal agency for U.S. foreign disaster assistance, and are ready to provide additional support, if asked.

MIAMI (AFNS) —A team of 14 military personnel assigned to a U.S. Southern Command Situational Awareness Team arrived in Port-auPrince, Haiti, Aug. 15, where they will work with U.S. government diplomatic and disaster-assistance personnel assessing the situation in areas impacted by a 7.2 magnitude earthquake, Aug. 14.

The team will join officials from the U.S. embassy and a Disaster Assistance Response Team (DART) deployed to Haiti, Aug. 14, at the direction of the U.S. Agency for International Development (USAID).

A U.S. Air Force C-130 Hercules transported the SSAT team from Homestead Air Reserve Base.

The team’s assessments will be used

by USSOUTHCOM mission planners to identify U.S. military capabilities needed and available to support U.S. foreign disaster assistance led by USAID and requested by the government of Haiti.

LOS ANGELES AIR FORCE BASE — The U. S. Space Force established the second of its three field commands in a ceremony here Aug. 13, as Space Force Lt. Gen. Michael A. Guetlein assumed command of Space Systems Command.

Speaking during the establishment ceremony, Space Force Chief of Space Operations Gen. John W. “Jay” Raymond emphasized the important work that lies ahead for Guardians and Airmen of SSC. “America relies on space, and our strategic competitors are targeting space because of this reliance and the advantage space provides,” Raymond said. “To remain the world leader and secure that advantage, we must move faster than our adversaries. The nation, as well as our allies and partners around the world, are counting on this team to deliver.”

Guetlein received his third star in a promotion ceremony earlier in the day and as the SSC commander leads approximately 10,000 military and civilian personnel, overseeing the acquisition lifecycle of 90 percent of USSF mission focus areas, controlling 85 percent of the approximately $11 billion Department of Defense space investment budget.

“Space Systems Command is about continuing the culture shift away from being service providers to being warfighters and defending our way of life from, through and in space.” Guetlein said. “In ten years, warfighting as we know it will have changed drastically and we must be postured and empowered to keep pace with this change. We cannot let this be a nameplate change from SMC to SSC. We must be bold, and we must get after the threat. It is up to Space Systems Command to counter the rising threat with game-changing capabilities.”

“I am honored and humbled to be charged with the responsibility of leading Space Systems Command at this exciting time.” Guetlein continued. “I know just how much this team and this Nation are capable of, and I know we have only scratched the surface of our potential.”

The Space and Missile Systems Center, a long-time provider of premier space systems for national security and defense, forms the core of the new organization, which now includes Space Launch Delta 30, Vandenberg Space Force Base, California, and Space Launch Delta 45, Patrick Space Force Base/Cape Canaveral, Florida, realigning from Space Operations Command to SSC. SSC will also serve as the primary Space Force conduit to the Air Force Research Laboratory (AFRL) and its subordinate units that perform space science and technology functions including the Space Vehicles Directorate, Space Electro-Optics Division, Rocket Propulsion Division, and the Space Systems Technology Division. This

alignment strengthens the Space Force partnership and participation in the “Two Services, One Lab” approach that ensures AFRL serves the needs of both the Air and Space Forces without duplicating functions that would come with a standalone space organization.

Guetlein previously served as Deputy Director for the National Reconnaissance Office in Chantilly, Virginia, where he assisted the director in managing the strategic and tactical operations of the NRO, and, as commander of the Space Force Element, managed all Air Force and Space Force personnel and resources assigned to that agency. Prior to that, he served as the Program Executive for Programs and Integration for the Missile Defense Agency. Early in his career, he served as the Director of the Remote Sensing Systems Directorate at Space and Missile Systems Center.

As part of the SSC establishment, the 61st Air Base Group at Los Angeles Air Force Base, California, is re-designated as Los Angeles Garrison and aligned under SSC. No geographic moves of personnel or units are anticipated as a result of actions required in establishing this field command.

Wingman, Leader, Warrior SrA Christopher Thao

By Kristian DePue | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS SCHRIEVER SPACE FORCE BASE, Colo. — Having served in the U.S. Air Force for nearly two years, and being stationed at Schriever Space Force Base for a year and seven months, Senior Airman Christopher Thao, 50th Communications Squadron network operations technician, has found himself already being interviewed for his efforts and accomplishments. Soon after Thao enlisted, he quickly discovered the defining benefits of the Air Force.

“Before I joined the Air Force, I was kind of a free spirit,” said Thao. “I just wanted to hang out and have fun in life, you know? However, that quickly left me feeling lost and wanting more.”

In just a short period of service, Thao found direction within the air service branch of the U.S. Armed Forces.

“I’m part of the backbone of the garrison,” Thao said. “Our specified work is not at the forefront, but we have our hands in almost everything on base … from security forces scanning IDs at the gates to enabling force support squadron clearance processing, accessibility to payroll services, and to duty phone support for commanders, chiefs, first sergeants and department heads. Our list goes on and on.”

Thao grew up as one of six kids in Warwick — a city in “The Ocean State” of Rhode Island — and is the child of Vietnam War survivors.

“A lot of my family members died in the Vietnam War,” said Thao. “Through their sacrifices — run-

ning [in] jungles, getting shot at, evading mines [when] my dad was only 12 years old — he, my father, came to America. Not knowing a word of English at all, and subjected to racism, [my father] was able to strive ahead, get a degree and a good job — allowing us, my siblings and I, to experience the American Dream of him coming from nothing and us living with something.”

The mission of the Peterson-Schriever Garrison is to evolve space and cyberspace warfighting superiority through integrated and innovative operations.

“We contribute to the success of the Space Force and Air Force mission of the Peterson-Schriever Garrison by maintaining and modernizing Schriever Space Force Base’s cybersecurity posture and space mission systems, therefore supporting the newly, [and] overall larger, P-S GAR’s objectives,” said Thao.

With the example of his father coming to the U.S. and making something of himself — and with the knowledge of his elders sacrificing so much for that — Thao, himself, is now making an impact upon his squadron, his base, and for the garrison.

Officials say Kabul airport is secured; DOD evacuating Americans, Afghans

Securing the airport in Kabul, Afghanistan, and evacuating Americans and Afghans with special immigration visas remains the goal of U.S. troops in that nation, an official of the Joint Staff said today.

Army Maj. Gen. William D. “Hank” Taylor, Joint Staff deputy director for regional operations, and Garry Reed, director of DOD’s Afghanistan crisis action group, updated reporters at the Pentagon in the wake of the Afghanistan crisis.

“We’re actively monitoring the situation, what’s happening on the ground, and we will continue to support the commander and adjust forces, as necessary, to allow the mission to be successful,” Taylor said. “Our troops are trained professionals; they understand the complexity, the urgency and the importance of their mission. They remain agile.”

About 2,500 U.S. troops have moved into Kabul within the last 72 hours, and more will arrive soon, the general said, adding that at the end of the day, nearly 3,000 to 3,500 troops are expected on the ground.

Hamid Karzai International Airport opened for operations shortly after 3:30 p.m. Eastern Daylight Time today; shortly afterward, the first C-17 aircraft landed with Marines on board.

The next C-17 was preparing to land with members of the 82nd Airborne Division, he said.

More than 700 Afghans applying for special immigrant visas have departed Afghanistan in the past 48 hours by a combination of contract and commercial aircraft, Taylor said. “[We’re] in charge of air traffic con-

trol, and that includes commercial [and] contracted military [aircraft],” he noted. “We expect to maximize our throughput of all means of transportation over the next coming days.”

Since DOD’s Afghanistan Crisis Action Group was formed in July, its initial focus has been to relocate the SIV applicants, finalize their visas and resettle the immigrants into the United States with the help of nongovernmental organizations, Reed said.

“Today, nearly 2,000 Afghans have passed through this process, joining more than 70,000 that have participated in the SIV program since 2005, he told reporters.

U.S. Northern Command and U.S. Army North are mostly operating from Fort Lee, Virginia, and have provided arriving SIV applicants with housing, food, medical treatment, medical screening and other services, he added.

“As we prepare for even more arrivals, U.S. Northcom and the U.S. Army are working to create additional capacity to support refugee relocation in the [United States], including at temporary sites,” Reed said, noting that Fort Bliss, Texas, and Camp McCoy in Wisconsin are under assessment. There may be other sites identified, he added, for 20,000 to 22,000 SIV spaces.

“With this operation underway [and] given the urgency of the situation in Kabul, our focus has shifted to supporting movement of our embassy staff, American citizens, allies and other partners out of Kabul,” he said. “August 14, DOD began movement of these people on DOD aircraft, See Kabul page 8

providing them transportation that had flown into Kabul delivering our troops and hauling cargo.”

That is an important point, Reed said. “The numbers today are in the hundreds; we certainly have a much greater requirement, [and] we are still in the process of bringing in forces. These aircraft, as space [is] available on the outbound, have been taking passengers and of course, this has been somewhat disrupted in the last 24 hours.”

Reed said DOD has transported several hundred Afghan SIV applicants to countries in the region and has aligned them with the State Department and Department of Homeland Security colleagues for their onward transportation.

“We anticipate picking up the pace, provided we can stabilize conditions … as described by the general,” Reed said. “Our military team in Kabul is working side-by-side with the ambassador and his staff to coordinate future airlift operations in the coming days.”

The Departments of State and Homeland Security will facilitate initial processing and overseas transit points and prepare for onward movement for all of those transported by DOD, he said.

In the aftermath of previous disasters, most recently in 2016, after the nation was struck by Hurricane Matthew, USSOUTHCOM has supported USAID-led disaster relief missions in Haiti.

The U.S. Southern Command has also assisted Haiti in preparing for natural disasters with the construction of emergency operations centers, disaster relief warehouses, fire stations and community centers that doubled as shelters. The command has also previously donated search and rescue boats, as well as transport vehicles to Haitian emergency response and civil protection agencies.

“Specifically, as a network administrator, his contributions keep our networks safe and available by maintaining and defending NIPR and SIPR networks so that the P-S GAR can effectively maintain air, space and cyberspace superiority,” said Washington.

“His latest accomplishment was leading the virtual desktop interface implementation base-wide. Due to Senior Airman Thao’s perpetual contributions, he was awarded senior airman below-the-zone this year.”

a program that allows those with the rank of airman to promote to senior airman six months early.

“I appreciate Senior Airman Thao’s positive attitude and motivation,” said Washington. “Everything he sets his mind to he does to the best of his ability. He sets a great example for every member in the work section and we are proud to have him as a part of the 50th Communications Squadron.”

Thao thought he was fine as a free spirit, but he ultimately wanted more. Thao felt lost and wanted discipline and direction, which isn’t something people often admit to — but for Thao, who set aside his pride, it paid-off in dividends.

“I’m very happy with my decision to join.

I’m very certain I’m in a much better place than I would be without the Air Force,” said Thao. “I was a ‘free spirit,’ as I like to say, and I was making a decent living, but I needed a disciplined path to live, work and thrive within — and the Air Force gave me that.”
