The U.S. Space Force activated two garrisons during a pre-recorded virtual ceremony, including the Peterson-Schriever Garrison installation support command, and the 21st, 50th, Space Wings were deactivated. The Peterson-Schriever Garrison will be headquartered at Peterson Air Force Base and will also be responsible for Thule Air Base, Greenland; Cheyenne Mountain Air Force Station, Colorado; Kaena Point AFS, Hawaii and New Boston AFS, New Hampshire. PS-GAR will support 16 additional mission locations around the world. To ensure the Space Force remains lean and agile, the Garrisons will capitalize on and use existing Air Force resources for installation support. This will prevent bureaucratic growth and duplication efforts, as the USSF will capitalize on existing USAF personnel and resources at each location — to include Security Forces, Force Support, Medical Group support, chaplains, and other personnel support functions.

PETERSON AIR FORCE BASE, Colo. — The U.S. Space Force activated two garrisons during a pre-recorded virtual ceremony July 24. During the ceremony, the Peterson-Schriever Garrison and Buckley Garrison installation support commands stood-up as the 21st, 50th, and 460th Space Wings were deactivated. Col. James Smith, former 50th SW commander, assumed command of PetersonSchriever Garrison, and Col. Devin Pepper, former 460th SW commander, assumed command of the Buckley Garrison. “Today we take action, an important and significant step, towards the development of a 21st century service purposebuilt to achieve speed, agility and unity of effort,” said Chief of Space Operations Gen. John “Jay” Raymond in the video. “This ceremony highlights the most significant restructure of space units since the establishment of the Air Force Space Command in 1982.” The Peterson-Schriever Garrison will be headquartered at Peterson Air Force Base and will also be responsible for Thule Air Base, Greenland; Cheyenne Mountain Air Force Station, Colorado; Kaena Point AFS, Hawaii and New Boston AFS, New Hampshire. This Garrison will support 16 additional mission locations around the world. Buckley Garrison will be responsible for installation support to Cape Cod

AFS, Massachusetts; Cavalier AFS, North Dakota; Clear AFS, Alaska, and will support 10 additional mission locations around the world. To ensure the Space Force remains lean and agile, the Garrisons will capitalize on and use existing Air Force resources for installation support. This will prevent bureaucratic growth and duplication efforts, as the USSF will capitalize on existing USAF personnel and resources at each location — to include Security Forces, Force Support, Medical Group support, chaplains, and other personnel support functions. “We’re moving forward, and we are encouraging and embracing the ideas of our men and women in uniform to build a modern and digital Space Force,” said Space Force Senior Enlisted Leader Chief Master Sgt. Roger Towberman in the video. USAF military and civilian personnel previously assigned to the 21st SW and 50th SW will now be assigned to Peterson-Schriever Garrison, and those USAF military and civilian personnel assigned to the 460th SW will be assigned to the Buckley Garrison. No positions will be eliminated or personnel displaced with the activation of the Garrisons or deactivation of the Space Wings. With time, functions will be combined and positions will be consolidated. Those actions will occur deliberately and with due consideration of each person affected.

inevitably arise,” said Hightower. Since the program’s inception, the DoD has adapted to a new security environment in which space is now a contested, warfighting domain. Together with the other domains, space underpins multi-domain joint and combined military operations to advance national security. The establishment of the USSF codified this historic shift, helping to ensure U.S. space superiority and secure the nation’s vital interests in space. Both graduates have volunteered to join the USSF once the transfer window opens. “Originally we became a part of this program to develop ourselves into leaders to improve space intelligence in the Air Force. Now, we are helping to lay some of the groundwork for a new branch of the DoD,” said Hightower. “The best part of the transition to the USSF is that the vision is constantly evolving.” “It was an extremely exciting time to be the first SIIP cohort and shape Intelligence support to the newest military branch of the DoD,” said Bosworth. “I look forward to seeing how the program matures and builds future Intel Officers ready to meet the demands of USSF”. Interns who complete the SIIP will be placed into a follow-on position within USSF or the space enterprise in order to apply their space intelligence knowledge and further develop their leadership skills. Two new interns will be added to the program each year, which will constantly evolve based on feedback from graduating participants. The experience gained by intelligence officers through the SIIP is invaluable to improve and formalize intelligence support to space operations needed to ensure the U.S. continued superiority and ability fight and win in a conflict, should it extend to space. “The newest crop of interns will certainly have big shoes to fill, after Devin and Rebecca!” said Streeter. “Nevertheless, they will be matched to projects meeting their capabilities and past experiences.”

PETERSON AIR FORCE BASE, Colo. — The U.S. Space Force stood up a provisional Space Training and Readiness command at Peterson Air Force Base during a pre-recorded virtual ceremony July 24.

The stand-up of STAR Delta Provisional is a critical step to building a lean, agile and future-focused Space Force. The Delta will be led by Col. Pete Flores and will serve as the parent organization

for a number of education, training, test and evaluation units for the Space Force. “Today we take action, an important and significant step, towards the development of a 21st century service purposebuilt to achieve speed, agility and unity of effort,” said Chief of Space Operations Gen. John “Jay” Raymond in the video. “This ceremony highlights the most significant restructure of space units since the establishment of the Air Force Space Command in 1982.” STAR Delta Provisional will serve as the precursor organization to the eventual Space Training and Readiness Command field command, or STARCOM. STARCOM will build lethality by developing combat-ready space forces and space warfighting capabilities in order to innovate and dominate in all domains — air, land, sea, space, and cyberspace. STAR Delta Provisional will serve as the interim parent organization for a number of education, training, and operational test and evaluation units. “Today’s activation of STAR Delta is a crucial first step in the command taking its place at the forefront of delivering a ready space force that is prepared to meet the challenges of defending the nation’s interests in space” said Flores.

Concurrent to ceremony on July 24, some space-related units were realigned to the USSF under STAR Delta Provisional. Until now, these units belonged to other USAF major commands rather than the former AFSPC, meaning they were not assigned to USSF upon establishment of the new service. Units realigned from the USAF to the USSF, effective July 24, include: •• National Security Space Institute •• U.S. Air Force Warfare Center Detachment 1 •• 705th Combat Training Squadron Operating Location Alpha •• 25th Space Range Squadron •• 527th Space Aggressor Squadron Additional unit transfers will be announced as they are finalized. As these units and mission sets realign to the USSF, military and civilian personnel in those units will also be assigned to the service. This realignment will not result in any immediate changes to personnel assignment or physical location. No jobs will be lost with the creation of STAR Delta although there is a possibility some roles and responsibilities may change. The enduring STARCOM is ultimately expected to stand up in 2021 and requires a basing decision to determine its final location.

WASHINGTON, (AFNS) — During a virtual pre-recorded ceremony July 24, the U.S. Space Force executed numerous organization changes in its first realignment actions to transition from the previous Air Force major command structure into the new service’s flatter field organization structure announced June 30. When fully implemented, the field organization will consist of three echelons of command named field command, delta or garrison depending on focus, and squadron, eliminating one general officer echelon and one O-6 echelon of command. “Today we take action, an important and significant step, towards the development of a 21st century service purpose-built to achieve speed, agility, and unity of effort,” said Gen. John “Jay” Raymond, chief of space operations, in the recorded video. “This ceremony highlights the most significant restructure of space units since the establishment of the Air Force Space Command in 1982.”

In the ceremony, the Space Force inactivated three space wings and eight lower echelon commands, and in place activated Space Training and Readiness Delta Provisional, two garrison commands and eight mission deltas. “The United States Space Force is being structured to organize, train, and equip a lean and agile force spreading the responsibilities across the future units to more quickly enable space operators to protect and defend America’s interests in space,” said Col. Suzy Streeter, the narrator for the ceremony. STAR Delta Provisional will serve as the precursor organization to the eventual Space Training and Readiness Command field command, known as STARCOM. STARCOM will build lethality by developing combat-ready space forces and space warfighting capabilities in order to innovate and dominate in all domains – air, land, sea, space and cyberspace. STAR Delta Provisional will serve as the interim parent organization for a number of

education, training, and operational test and evaluation units. “Today’s activation of STAR Delta is a crucial first step in the command taking its place at the forefront of delivering a ready space force that is prepared to meet the challenges of defending the nation’s interests in space” said Col. Pete Flores, commander, STAR Delta. The other two field commands will be Space Operations Command and Space Systems Command. SpOC will be responsible for organizing, training, and equipping fielded space forces who will execute space warfighting operations for combatant commanders, coalition partners, the joint force, and the nation. SSC will be responsible for developing, acquiring, fielding, and sustaining lethal and resilient space capabilities for warfighters. As space operations are predominantly conducted by non-expeditionary forces, the Space Force’s new field structure effectively organizes space forces to fight in place within mission deltas and aligns installation support functions within garrisons. Air Force

expertise, units and personnel will execute installation support functions under the command of the O-6 garrison commander through Air Force mission support groups, medical groups, and special staff. Facilitating the transition to the two garrison commands established on July 24, the 21st Space Wing, Peterson Air Force Base, Colorado, and the 50th Space Wing, Schriever AFB, Colorado, inactivated, and the Peterson-Schriever Garrison activated. The Peterson-Schriever Garrison will be headquartered at Peterson AFB and will also be responsible for Thule Air Base, Greenland; Cheyenne Mountain Air Force Station, Colorado; Kaena Point AFS, Hawaii and New Boston AFS, New Hampshire. This Garrison will support 16 additional mission locations around the world. Additionally, the 460th Space Wing, Buckley AFB, Colorado, was inactivated, and the Buckley Garrison was activated. The garrison will be responsible for installation support to Cape Cod AFS, Massachusetts; Cavalier AFS, North Dakota; Clear AFS, Alaska, and will support 10 additional mission locations around the world. Following the garrison activations, the Space Force established eight mission deltas. A space mission delta may be categorized as operational, support or specialized as determined by the collection of its subordinate units. Space deltas are designed to focus on executing complex missions to empower rapid decision making as an integral part of joint operations. “Mission deltas, are similar to Army Combat Teams or Air Force Expeditionary Wings in that they enable laser focus on specific mission sets that pull together unique capabilities and highly-trained warfighters to deliver combat effects,” said Lt. Gen. David “DT” Thompson, vice commander, U.S. Space Force. WASHINGTON (AFNS) — The Department of the Air Force, on behalf of both the U.S. Air Force and U.S. Space Force, stood up a special task force June 9, to address the issue of racial, ethnic and other demographic disparities and their impact on the forces. To date, the Diversity and Inclusion Task Force has facilitated the following changes: Partnering to increase awareness of Air and Space Force opportunities The Department of the Air Force has started partnering discussions with the National Pan-Hellenic Council, a collaborative organization of historically African American fraternities and sororities, and the Congressional Hispanic Caucus Institute, an organization providing leadership development and educational services for emerging Latinx/ Hispanic leaders. By partnering with these respected organizations, the Air Force helps to increase awareness of educational and career opportunities in the Air Force for both youth and influencers in these communities that may not have regular access or exposure to Air and Space professionals, or Air and Space Force lifestyles. It also benefits Air Force leaders to network with leaders of these organizations, to learn about all that they are doing to cultivate talent within their communities.

Ensuring a public presence that showcases all Air and Space Professionals The Air Force conducted a thorough review of its flagship websites and social media sites to ensure content is reflective of those who serve within the Air Force. It is imperative in order to recruit and retain a diverse force of Air and Space Professionals that products and content showcase all who serve. The Department performed two reviews of airforce. com, social media and the AIM HIGH app. Diversity requirements are specifically spelled out in the task orders for the Air Force’s advertising and marketing contracts. As an example, the Digital Engagement Task Order states “all plans will include methods to attract a diverse candidate pool to include minorities and females. For this purpose, minorities shall refer to African American, Hispanic and Asian Pacific audiences.” The review found that all stated requirements are being met. To ensure inclusiveness of all who serve, the Air Force’s advertising agency is working to determine how to incorporate Department of the Air Force civilians into content as well. Minority-serving institutions ROTC scholarships In conjunction with the Jeanne M. Holm Center for Officer

Accessions and Citizen Development, the task force is working to increase and offer scholarships for nearly 300 current and future ROTC cadets attending historically black colleges and universities or Hispanic-serving institutions. The qualified recipients will receive a full-ride scholarship with full tuition and fees paid starting in the 2020-21 school year. The move is intended to increase minority representation in the officer ranks, which the Air Force has struggled with. Currently, racial and ethnic minorities make up 40% of the U.S. population but only 24% of the Air Force officer corps. Revised dress and appearance regulation In an effort to be more inclusive of all Airmen and Space Professionals, the task force worked to revise Air Force Instruction 36-2903, “Dress and Personal Appearance of Air Force Personnel.” The changes include removal of subjective language, including the word “faddish” and references to complexion; both subjective terms that were in some cases disproportionately affecting specific demographic groups. The update also included authorization for men to wear their hair parted (cut, clipped or shaved), and authorization for name tapes to include diacritical accents, which aid in proper pronunciation and provide a more accurate representation of a legal name. Diversity, Inclusion, and Unconscious Bias Training The task force, in conjunction with headquarters staff, has finished post-production of a new video on unconscious bias to highlight bias mitigation strategies that will maximize talent and benefit the entire force. The task force is also working with Cornell University to enroll several members of the Department of the Air Force Barrier Analysis Working Group in an online Diversity and Inclusion certificate program. These leaders will be equipped with fundamental diversity and inclusion concepts and required to share this information with their respective teams as well as Airmen and Space Professionals at the major command and installation levels. The task force is assembling options for department leaders to determine their intent for how training will be rolled out to the forces over the coming months and years, and at what touch points in the talent management life cycle of Airmen and Space Professionals that training will be most effective. Improved shaving waiver procedures In conjunction with the Air Force Surgeon General, the task force used feedback from the field to improve the shaving waiver process. Air and Space Professionals who have been diagnosed with pseudofolliculitis barbae, or PFB, are now authorized five-year shaving waivers. The previous policy required PFB waivers to be updated annually or when a member moved to a new duty location. In some cases, members who had been previously diagnosed with PFB were required to get a new waiver when they moved or deployed, forcing them to shave and aggravate their skin condition or have limited duties while they awaited a new medical appointment. This change is intended to eliminate the burdensome waiver process that was negatively impacting minority members, as PFB more frequently occurs in Black/African American males, and it also allows more time for the skin to heal properly. The waiver will be valid for five years from the date of issuance, or upon an updated diagnosis, and will remain valid regardless of the member’s deployment or new permanent change of station location. “Our work is certainly cut out for us and we have a list of items to tackle, but we are listening and we hear you,” said Brig. Gen. Troy Dunn, Air Force director of Military Force Policy and recently appointed director of the Diversity and Inclusion Task Force. “Racial disparity is a national issue that impacts all facets of American life and we will not rest until our Airmen and Space Professionals feel like they truly belong and are thriving in an organization that values diversity and equality.”

AspenPointe Cafe, one of the behavioral health nonprofit’s social enterprise arms, closed June 30 at the El Paso County Citizens Service Center because the county did not renew its lease. But outgoing head chef Brent Beavers was already underway with another project at The Carter Payne, which already hosts his Immerse Cuisine. The new concept is called BFD, which stands for “Breakfast for Dinner.” “Breakfast for dinner was cool as a kid,” says Beavers (for whom I formerly worked, at his original, now-closed restaurant in town, Sencha). “There are tons of great breakfast spots in town that close midday, so I thought it’d be fun and wanted to try this.” Rather than fold new menu items into Immerse’s menu, he says BFD helps him develop two separate thoughts. BFD leans more savory than sweet generally. The Peter Rabbit — honeyand beer-braised rabbit on a carrotcaraway pancake with eggs, potatoes and a syrup trio (maple, blackberryginger and green chile) — is “my play on chicken and waffles,” says Beavers,

noting he’s had the dish in mind for two years. Its three syrup dips include a boutique maple from Pennsylvania’s Nova Maple Syrup, plus a blackberryginger made with Venice Olive Oil Co.’s blackberry vinegar, and a house-made green chile simple syrup. Beavers says he plans to make BFD menu additions or substitutions as this summer’s growing season persists, and he may explore more Asian and Central American flavors soon. And he’s also added some vegan and dietary flexible dishes to Immerse’s menu with a small reboot. The Carter Payne co-owned by Jeff Zearfoss, now has a total of to four kiosks in the former AME Church. “It’s been our vision from the beginning,” he says, noting popular Denver food halls such as Avanti and Stanley Marketplace. “Now it’s starting to feel like it.” Soon, look for new outdoor seating as a planned patio expansion will take form.

ARLINGTON, Va. (AFNS) — The official portrait of 24th Secretary of the Air Force Heather Wilson was unveiled by 25th Secretary of the Air Force Barbara M. Barrett during a Pentagon ceremony July 28. During the ceremony, Barrett recognized Wilson for her service and achievements as the Air Force’s highest-ranking civilian leader. “I have been the beneficiary of your wisdom and foresight,” Barrett said while addressing her predecessor directly. “It’s been said that if you want to define ‘patriot’ without using words, all you need to do is look at a picture of Heather Wilson. Today, we install a picture of you in the Pentagon to remind all who pass just what a patriot looks like.” Wilson thanked those who served alongside her and reflected on her tenure. “My children would tell you that when someone ever said, ‘You know, your mom is always coloring outside the lines’ my usual answer would be, ‘What lines?’” Wilson said. “Sometimes to lead an institution forward, you have to redefine the question. As a leader, it’s most important to think about what are the right questions, not just what are the answers to the quiz that somebody else set for us to think.” Wilson’s advocacy for innovation led to a study, which said the “Air Force we need” must increase from 312 to 386 squadrons to ensure readiness in an era of great power competition. Additionally, her initiatives contributed to closing a 4,000 active-duty-maintainers gap to zero and changes in procurement practices that saved the Air Force more than $17 billion. By the end of her service, readiness across the Air Force improved by 17% compared to when she arrived in 2017. During her tenure, she also worked with other service secretaries to address issues that Airmen and their family members said mattered most — quality of schools near military installations and reciprocity of licensure. Wilson also commented on the Air Force’s heritage and pointed out its strides toward diversity.

Neither can bring lasting change alone — it's the ultimate team contact sport and a relationship that both must work equally hard at to establish a level of trust and confidence that this institution deserves.” Wilson served as secretary from May 16, 2017, to May 31, 2019, during a time of transition for the Air Force in which the service moved from an era defined by combatting terrorism to confronting emerging powers such as Russia and China.
