Chief Master Sgt. JoAnne S. Bass named

19th Chief Master Sergeant of the Air Force

Bass was selected June 19 to become the 19th Chief Master Sergeant of the Air Force, becoming the first woman in history to serve as the highest ranking noncommissioned member of a U.S. military service.

In selecting Bass, incoming Air Force Chief of Staff Gen. CQ Brown said Bass brings skills, temperament and experience that the job requires and an outlook on leadership that meshes with his own.

“I could not be more excited to work side-by-side with Chief Bass,” Brown said.

“She has unique skills that will help us both lead the Total Force and live up to the high expectations of our Airmen,” he said. “She is a proven leader who has performed with distinction at every step of her accomplished career. I have no doubt that Chief Bass will provide wise counsel as we pursue and implement initiatives to develop and empower Airmen at all levels.”

Brown, who will become the 22nd Chief of Staff in August, said selecting the correct candidate to serve as chief master sergeant was one of his most critical decisions in advance of his becoming Chief. The search to replace outgoing Chief Master Sgt. of the Air Force Kaleth O. Wright was both broad and rigorous.

Bass emerged as the consensus choice from a group of more than a dozen finalists from across the Air Force’s global operation, officials said. The finalists were selected based on breadth of experience, recommendations from senior commanders and performance across each candidate’s Air Force career.

“I’m honored and humbled to be selected as the 19th Chief Master Sergeant of the Air Force, and follow in the footsteps of some of the best leaders our Air Force has ever known,” Bass said. “The history of the moment isn’t lost on me; I’m just ready to get after it. And I’m extremely

Brown, she said, is “the kind of leader we’ve all wanted to work with. I’m excited for the opportunity to serve as his chief and his wingman. Together, we will do everything we can to ensure that every Airman and their families are taken care of and feel like they are a part of our Air Force family.”

She added, “CMSAF Wright and Team 18 have set a pretty high bar, but I know that Team 19 will rise to the occasion. “… My job will be to help set the stage for individual and team development, so our brothers and sisters are healthy, engaged and ready for the fight!” Bass said.

Wright endorsed the choice as well.

"I've known Jo for many years and watched closely as she's guided Team 18 and led her own teams to great success,” he said. “This is a historic moment for our Air Force and she is a phenomenal leader who'll bring new ideas and her own style to the position. She'll do great things for our Airmen and she'll blaze her own trail as our CMSAF." Bass is clearly prepared for the new assignment.

She currently serves the command chief master sergeant, Second Air Force, at Keesler Air Force Base, Mississippi. In her current assignment, Bass is the senior enlisted leader and advisor to the commander on all matters relating to the professional development, proper utilization, and the readiness of the enlisted corps.

The command consists of four training wings, 18 groups with 76 operating locations worldwide, in support of 13,000 enlisted, officers, civilians, contractors and 36,000 basic military trainees per year.

Providing BOS like a “BOSS”!

— The 21st Mission Support Group began its transition to support the first Space Force Base under the shadow of the COVID-19 pandemic. But from the beginning, Col. Kirsten Aguilar, 21st MSG Commander, was empowered by the the late Col. Thomas Falzarano, former 21st Space Wing Commander, to take immediate action to protect the Airmen and civilians who operate both Peterson Air Force Base and Cheyenne Mountain Air Force Station, Colorado.

The squadron commanders of the 21st MSG moved out at a blistering pace, and the innovations and efforts by each unit in this unprecedented time stand as a testament to the flexibility, ingenuity and commitment of MSG Squadron Commanders across the Air Force.

The 21st Logistic Readiness Squadron reduced on-site manning by nearly 70% in response to COVID-19 restrictions, but all shops remained operational to handle mission requirements, whether in-person or through telework. They imposed physical distancing and mask policies to limit exposure, and they mandated periodic disinfections in hightraffic areas. Nearly all meetings were

rescheduled to be held virtually, and the LRS modified significant ceremonies like reenlistments and promotions to comply with Department of Defense and Centers for Disease Control guidelines.

At the onset of the pandemic, the 21st Communications Squadron knew it was at the forefront of a massive shift from supporting in-office operations to supporting thousands of users working from home.

While the 21st CS adjusted missile warning, air warning and space domain awareness operations to preserve the force and continue the no-fail mission, they addressed urgent needs from the wing, NORAD and USNORTHCOM, US Space Command, and Space Force headquarters. They transformed HQ USSF/S3/6 conference room into their COVID-19 CAT (10 computers and four phones in two hours) and enabled 24/7 pandemic support to the entire service. They also used inactive lines typically used to support the annual NORAD Track Santa mission to alleviate increased demand on telephone lines, developed a call tree solution to support the 21st Medical Group’s drive-thru pharmacy in less than a day and delivered a technical solution to meet NORAD & USNORTHCOM’s command center requirement to enable a

The 21st Contracting Squadron knew that Team Pete would need a lot of hand sanitizer, so they executed three bulk buys in an attempt to get out in front of demand.

When that did not succeed, they pushed guidance and authority to units to make smaller hand sanitizer purchases in the interim. To meet disinfection service requests from NORAD/NORTHCOM, the 21st SW, SPoC/USSF and CMAFS, they developed a portfolio of 6 contracts to provide recur-

ring preventative disinfecting along with a robust surge capability in case multiple facilities were contaminated at the same time. Additionally, we worked with the 21st Force Support Squadron, N-NC and MWC to contract for on-base lodging and meals for their crews that were directed to go into isolation.

AF Academy remembers 2017 graduate, pilot 'Kage' Allen

U.S. AIR FORCE ACADEMY, Colo. — The Air Force Academy graduate who died earlier this week when his fighter jet crashed into the North Sea is remembered for his smile and love for people.

First Lt. Kenneth Allen, 27, was assigned to the 493rd Fighter Squadron at Royal Air Force Lakenheath’s 48th Fighter Wing, England, when his F-15C fighter jet went down off the East Yorkshire coast, June 15.

Allen was from Perry, Utah. He left the Academy in 2017 with a bachelor’s degree in aeronautical engineering and went on to pilot training at Vance Air Force Base, Oklahoma, and Kingsley Field Air National Guard Base, Oregon.

Aeronautics professor Aaron Byerley was Allen’s jet engine propulsion instructor.

“Kenneth was a real pleasure to have in class,” he said.

“He was sincerely interested in learning and understanding the material.”

Byerley said Allen always was always engaging in class.

“It greatly enriched the learning experience for his classmates,” he said. “He set the example in terms of military decorum. He was always very courteous and sharp. It was a privilege to get to know him.”

On Kage Allen arrived at Lakenheath in February where he was the squadron’s chief of weapons and tactics at the time of his death.

British news reports indicate his jet went missing at approximately 9:30 a.m. June 15, and was found later that day.

“We are deeply saddened by the loss of Lieutenant Allen, and mourn with his family and fellow Reapers in the 493rd Fighter Squadron,” said Col. Will Marshall, commander of the 48th Fighter Wing. Pilots assigned to the squadron are nicknamed “Grim Reapers.”

Allen is survived by his wife, Hannah Allen, and his parents, Deborah and Charles Allen of Perry, Utah.

“Kage didn’t make excuses and he didn’t put up with wimps,” Lukow said. “Everyone loved and respected him because he loved and respected them.”

Editor’s note: Allen and Lukow served on church missions for two years between their freshmen and sophomore years, accounting for their extended time at the Academy.

“What really stood out was his love of airplanes and flying,” said aeronautical engineering professor Thomas Yechout. “He was always smiling in class and he was a great team player.

He was the guy you’d want to have as a friend.”

Allen earned a private pilot’s license as a teenager and eventually made the Academy flying team’s roster, competing in national flying competitions.

“The flying team is pretty elite but he was a good student, too,” Yechout said. “Somehow he managed to balance academics with flying.”

Allen made the Dean’s List seven times, among his other accomplishments.

Like a Brother Cadet 2nd Class Jordan Lukow remembers Allen as the ideal leader and friend. Allen and Lukow were assigned to Cadet Squadron 34 where Allen served as the unit’s cadet commander for a semester.

Allen’s friends called him “Kage,” a nickname based on the initials of his grandparents.

“Kage was kind and bold and tough in all the ways you’d want someone to be tough,” Lukow said. “He was always looking out for me. He was like an older brother.”

Lukow met Allen during his April 2016 appointee visit to the Academy and said Allen took him “under his wing” once he officially became a cadet.

“Kage loved the Academy, its opportunities and people,” he said. “People were really important to him. He always made time for other cadets.”

Last year, Lukow gave Allen his first official salute as a newly minted second lieutenant, and Allen pinned on Lukow’s “prop and wings” during the March 2017 cadet recognition ceremony.

“Kage was the best blood this country has to offer,” Lukow said. “Anyone who met him was lucky. Any mom or dad would have been proud to have him as their son. Now that he’s gone, we all have to step up and do our part to follow in his footsteps.”

Gen. Raymond recognizes Team Buckley’s outstanding performers

— Gen. Jay Raymond, U.S. Space Force Chief of Space Operations and U.S. Space Command commander, and Chief Master Sgt. Roger A. Towberman, USSF Senior Enlisted Advisor and USSPACECOM senior enlisted leader, visited Buckley June 17, 2020, for the first time ever as USSF senior leaders, to publicly recognize outstanding performers across the installation.

"I’m proud to recognize the achievements of Team Buckley for both their response and operational efforts during this global pandemic,” said Raymond. "It is because of the contributions from these teams that we stand ready to protect and defend our national interests during this crisis."

Raymond and Towberman recognized outstanding performers from the 460th Operations Group, 460th Medical Group, 460th Space Wing, 460th Mission Support Group and the 140th Wing for their outstanding performance during the rise of the COVID-19 pandemic.

Raymond selected and coined seven individuals from the installation for their

vital roles in safeguarding the health of more than 98,000 Joint, Total Force, coalition personnel, retirees, dependents, and their families.

Lt. Col. Kerry Hirzel, 460th Operational Readiness Squadron public health officer, and Maj. Greg Trifilo, 460th Operational Readiness Squadron chief of Aerospace Medicine and public health emergency officer, were singled out for their contributions to Buckley’s response efforts. Hirzel and Trifilo led the 460th Space Wing’s medical and public health response to COVID-19, and advised base senior leaders on the Health Protection Condition and public health emergency actions. They also created the installation’s COVID-19 screening protocols and testing plan for mission essential space operators and developed and directed a public health team to isolate and investigate potential and confirmed COVID-19 cases at Buckley.

Craig Vonholtum and Airman 1st Class Mercy Olaka, both 140th Force Support Squadron services craftsmen.

“Lieutenant DeMarco led the wing’s herculean effort to ensure the readiness and uninterrupted operation of the nation’s strategic missile warning mission during the outbreak of the COVID-19 virus,” said Maj. Scott Wright, 11th Space Warning Squadron director of operations. “Her execution of more than 336 mission hours postured the wing to fight through a wartime or emergency situation and ensured constant global missile warning coverage.”

Additionally, she oversaw the delivery of more than 3,200 meals for members working on the operations floor, organized morale events and developed a 60-day stress management plan for crew members.

Stalter oversaw the completion of over 265 periodic maintenance inspections, troubleshooted a GSC-52 Satellite Communications Terminal and supervised and mentored his team during COVID-19 outbreak. His efforts resulted in error free communications for Team Buckley’s critical missions.

Cisney was coined by Raymond for her role in managing 15 controllers. Her team managed Air Force level programs that relayed critical personnel readiness information and provided visibility to the Chief of Staff of the Air Force and Chairman of the Joint Chief of Staff. She also identified requirements and provided recommendations to the Air Force Crisis Action Team for the COVID-19 Situational Readiness Report. Additionally, she’s credited in establishing the wing’s Standard Operating Procedures for collecting, preparing and submitting the operational readiness status of Team Buckley. Her role in advising the wing commander on how to sustain the mission in response to this global pandemic, were instrumental in continued successful mission operations.

Vonholtum and Olaka were the last members of Team Buckley to be recognized and coined by Raymond. They both expertly responded to short notice tasking to serve over 2,000 weekly meals for mission critical personnel. They also

performed safety screenings of the dining facility, food handling and customers to minimize COVID-19 exposure.

After Raymond recognized some of Team Buckley’s outstanding performers, Towberman got the opportunity to do the same.

Towberman individually recognized Sara Bragg, 460th Force Support Squadron A-Basin Child Development Center assistant director, Denise Fergus, 460th Civil Engineer Squadron Chief, Housing Management, and Airman First Class Andrew Garavito for their outstanding performance.

“So excited we got to visit these total force Airmen,” said Towberman. “These quiet professionals of Team Buckley ensured the sustained superior performance and unwavering excellence of our space operations during the current global crisis.”

“I’m incredibly proud of these individuals and all of Team Buckley for what they’ve accomplished during this pandemic,” said Col. Devin Pepper, 460th Space Wing commander. “Their outstanding performance during these unprecedented times helped to protect base personnel and minimize the overall transmission of COVID-19 on this installation.”

During the visit, Raymond spontaneously administered the oath of office to Capt. Tasia Reed, a member of the 2nd Space Warning Squadron, who promoted to captain the day of the visit.

Additionally, Congressman Jason Crow, representing Colorado’s Sixth Congressional District, encompassing Aurora and parts of Adams and Douglas Counties, joined General Raymond and CMSgt Towberman on the visit to Team Buckley. During this time, Crow took this opportunity to meet and greet his constituents who work and live on the installation.

“Bottomline, this visit went very, very well,” said Pepper. “It has been a couple of years since Gen. Raymond has been to Buckley, and you all certainly made it a very memorable visit for the USSF leadership team. Thank you to everyone!”

Air Force awards contract for improved Female Body Armor WRIGHT-PATTERSON AIR FORCE BASE, Ohio — The Air Force Life Cycle Management Center Female Fitment Program Office awarded a contract to begin production and development for body armor designed to better protect female Airmen during combat and contingency operations.

Finding uniform items and gear optimized for female Airmen is an Air Force Chief of Staff initiative. The Female Fitment Program Office was created in response to identify problems and find solutions quickly. The office partnered with the Air Force Security Forces Center in San Antonio, Texas to find a “sufficient armored plate carrier system that addresses appropriate form, fit and function while providing adequate protection for female Airmen.”

“This is a perfect example of Air Force Materiel Command getting feedback from the field and delivering the Air Force We Need to the warfighter,” said Gen. Arnold W. Bunch Jr., AFMC commander. “I’m proud of the team pulling together to do what is right for our Airmen. They deserve gear that offers the protection they need while allowing them to complete their mission.”

AFLCMC’s Human Systems Division is the lead organization to assess, evaluate and acquire new body armor for Security Forces Defenders and other female Airmen whose jobs require them to operate in dangerous environments.

The new body armor will be specifically fitted to the female body preventing exposure to risks.

“Our female Airmen had gaps due to poor fitment issues," said Maj. Saily Rodriguez, Female Fitment Program Manager. “The new gear fits properly which improves protection and offers better comfort for gear that has to be worn in difficult environments and conditions.”

The program office conducted an evaluation that included laboratory and field assessments. The contract was awarded to TSSi of Harrisonburg, Virginia for the Aspetto “Mach V” system that was deemed the best solution in terms of price, effectiveness and fitment.

“The feedback during our field assessment was overwhelmingly positive. This is something our Airmen want because it offers a great benefit to their health and safety,” Rodriguez said.

The first product deliveries are expected in fall 2020.

ARLINGTON, Va. — Today the Secretary for Defense released the Defense Space Strategy, which identifies how Department of Defense will advance spacepower to be able to compete, deter, and win in a complex security environment characterized by great power competition.

“The Defense Space Strategy is the next step to ensure space superiority and to secure the Nation’s vital interests in space now and in the future,” said Secretary of Defense, Mark T. Esper.

“We desire a secure, stable, and accessible space domain that underpins our Nation’s security, prosperity, and scientific achievement. However, our adversaries have made space a warfighting domain and we have to implement enterprise-wide changes to policies, strategies, operations, investments, capabilities, and expertise for this new strategic environment. This strategy

identifies a phased approach on how we are going to achieve the desired conditions in space over the next 10 years.”

Through the strategy, DoD will advance spacepower through the pursuit of three objectives: Maintain Space Superiority; Provide Space Support to National, Joint, and Combined Operations; and Ensure Space Stability.

Additionally, the Department will pursue four priority lines of effort to achieve the desired conditions while addressing identified threats, opportunities, and challenges: 1. Build a comprehensive military advantage in space.

2. Integrate military spacepower into national, joint, and combined operations.

3. Shape the strategic environment.

4. Cooperate with allies, partners, industry, and other U.S. Government departments and agencies.

In addition, Second Air Force is home to more than 260 Air Force specialties through 2,300 courses graduating 150,000 Airmen, Soldiers, Sailors, Marines, and international students annually in various fields including financial management, security forces, cyber, personnel, weather, civil engineer, and aircraft maintenance, while providing 93% of the Air Force’s initial skills training.

She began her career in 1993 with a posting at Pope Air Force Base, North Carolina, and has served at Ramstein Air Base, Germany, as the command chief master sergeant for the 17th Training Wing at Goodfellow Air Force Base, Texas, and at the Pentagon as chief, Air Force Enlisted Developmental Education.

Her service awards include “Distinguished Graduate” from the Senior Noncommissioned Officer Academy in 2009 and the 2011 Senior Noncommissioned Officer of the Year Award for the 86th Operations Group.

By coincidence, Bass also shares two notable similarities with her soon-to-be partner, Brown. Both come from Army families. Bass lived in several overseas and stateside locations, prior to entering the Air Force. Brown’s father is a retired Army colonel.

Brown is the first African American in history to be confirmed as a chief of staff for any branch of the U.S. military. Bass will be the first woman to serve as the senior enlisted leader for a military service.

When Brown and Bass move to their new assignments, they will confront an Air Force in transition.

The force is moving from a heavy focus on combatting terrorism to one that must be prepared to confront China, Russia and other peer adversaries. Each will be called on to continue the Air Force’s efforts to improve resiliency across the force and reduce suicides.

They also will be responsible for addressing racial disparity in the Air Force.

Across all those issues and others, Bass, as chief master sergeant of the Air Force, will provide direction for the enlisted force and will represent their interests.

Like previous CMSAFs, she will be the public face of Air Force enlisted personnel and those in all levels of government. As noted by Brown, she will be a personal adviser to the chief of staff and Department of the Air Force Secretary Barbara Barrett on issues regarding the welfare, readiness, morale and proper utilization and progress of more than 410,000 enlisted members.

ARLINGTON, Va. (AFNS) — On 2 June 2020, Secretary of the Air Force Barbara M. Barrett, Air Force Chief of Staff Gen. David L. Goldfein, and Chief of Space Operations Gen. John W. Raymond directed the Department of the Air Force Inspector General to conduct a review into racial disparity in the Department of the Air Force.

This effort is independent, under the direct authority of the Secretary.

The intent is to ensure your voices are heard. Our report will tell it like it is, good or bad. And, once the report is complete, it will be widely and publicly available.

The review will be conducted in two phases. Phase one will assess African American racial disparity in our uniformed military discipline processes. Phase two will focus on African American racial disparity in our leader development system including enlisted, civilians and officers.

We recognize other disparities exist, and these should be reviewed as well. However, for this immediate effort to be effective and result in lasting and meaningful change, it must be narrowly targeted. The efforts that will be undertaken upon the completion of this review will not be exclusive to a single minority group. We’re confident the lessons we’ll learn and recommendations we’ll provide will benefit all of our Airmen and Space

Professionals. This survey will allow all enlisted, civilian and officer members to voluntarily and anonymously share their experiences and thoughts on potential solutions.

The IG team has already begun to gather information contained in a wide array of previous reports, studies and various databases across the Department of the Air Force.

Although the data is helpful, the most important information will come directly from our Airmen and Space Professionals. It is critical that we hear from you because you are a central part of the solution.

The Inspector General recently made it clear: “We want to make sure our Air and Space Professionals are able to share their experiences and concerns, and we want to empower them to be a part of the solution. Their voices will be heard and captured for the record. We have a tremendous opportunity here, and we will not waste it.”

In the coming days, enlisted, civilian and officer Airmen and Space Professionals across the services will receive an anonymous email survey facilitated by the Air Force Survey Office. Thank you for your participation and contribution to this effort, and thank you for the hard work you do every day in support of our Air Force and Space Force!

for nearly all customer service centers and areas across both Cheyenne Mountain and Peterson, as well as at several restricted area entry control points. By reducing manpower to small shifts, they maintained project development, executed base maintenance, and maintained emergency response capacity through the fire department that supports CMAFS, Peterson and the civilian flight line.

The 21st Security Forces Squadron teamed members of the operation section, then staggered shifts and work cycles to limit any exposure to a small number of Airmen. All SFS Airmen were instructed to wear masks and gloves. Further, SFS Airmen volunteered as ID checkers at the base exchange and commissary, and they acted as assistants to the 21st MDG at the drive-up testing point and pharmacy, placing themselves at greater risk in order to support the mission. Some of the 21st SFS Airmen worked with the 21st FSS to set up the inaugural Space Force Fitness Challenge, in recogni-

tion of the need to get Airmen out of the dorms and working out, as well as to celebrate the standing up of the Space Force Delta units and the merging of Peterson AFB, Schriever Air Force Base and CMAFS under one wing commander and one mission. Further, they showed flexibility and ingenuity in supporting NORAD NORTHCOM strategic missions through adding additional security measures, screenings and posted sentries, keeping the number of cases of COVID-19 to nearly zero throughout NORAD NORTHCOM and the 21st Space Wing during the heaviest rates of infection.

During the outbreak, the 21st FSS limited the number of personnel in each of the work centers while still supporting the critical support locations such as the childhood development center, dining facility, civilian personnel offices and military personnel flight customer service areas. Their flexibility and innovation ensured the success of all strategic missions despite the pandemic.
