Air, Space Force leaders discuss, defend budget requests in congressional hearings

WASHINGTON (AFNS) — With a couple of notable exceptions, House and Senate lawmakers on a pair of influential committees expressed general agreement June 16 and 17 with the Air and Space Forces’ strategic priorities and budget choices as well as the services’ plans for confronting modern-day challenges and threats.

Across two days of hearings before the House Armed Services Committee and the Senate Armed Services Committee, Acting Secretary of the Air Force John P. Roth, Air Force Chief of Staff Gen. CQ Brown, Jr., and Chief of Space Operations Gen. John “Jay” Raymond laid out both the near term and longer range budget and operational plans.

All three emphasized that both services are moving aggressively to offset threats from China and Russia while

continuing to modernize, reshaping the force to face threats expected in 2030, and redoubling efforts, as Roth said, “to rid our ranks of any corrosive elements and injustices that degrade our ability to provide a lethal, ready force.”

“The long-term strategic competition with China and Russia demands we focus on the capabilities we need today to win tomorrow,” Roth told the House Armed Services Committee on June 16 and the Senate Armed Services Committee the next day.

“Our nation’s competitive strategic advantage relies on air and space superiority, which is underpinned by rapid technological advancement and the extension of space as a warfighting domain,” he said, delivering the same message to the Senate Armed Services Committee on June 17.

tees are an annual rite, triggered each year after the White House releases the federal government’s budget proposal for the next fiscal year. The hearings give lawmakers serving on committees insight into the priorities and policies of the Air and Space Forces as well as the trade-offs at work. The hearings also give lawmakers an opportunity to ask questions.

Throughout both hearings, all three Department of the Air Force officials emphasized the need for the Air and Space Forces to continue breaking free from an entrenched culture, the need to move faster and to try new methods and approaches. They also highlighted the importance of space and how it has evolved into a “contested” domain.

FAA, Department of the Air Force sign commercial space agreement Joint Statement by Secretary of the Air Force Public Affairs and the Federal Aviation Administration The Federal Aviation Administration (FAA) and the Department of the Air Force signed an agreement June 15 aimed at eliminating red tape while protecting public safety during commercial space activities at ranges operated by the U.S. Space Force.

The agreement recognizes common safety standards for FAA-licensed launch and reentry activities that occur on, originate from, or return to Cape Canaveral Space Force Station in Florida and Vandenberg Space Force Base in California. It also removes duplicative processes and approvals for the U.S. commercial space sector.

“Assured access to space is vital to our national security,” said Acting Secretary of the Air Force John P. Roth. “The launch licensing standards provided in the agreement will support a rapidly expanding commercial launch sector and strengthen our space industrial base, bolstering our economy and enhancing our security as a nation.”

“Building a streamlined regulatory approach for commercial space activities at these federal launch sites is the right thing to do for public safety and U.S. competitiveness,” said FAA Administrator Steve Dickson. “This agreement will help the burgeoning U.S. commercial space industry grow even faster and continue to lead the world in safety and innovation.”

Under the agreement, the FAA will accept the Department of the Air Force’s ground safety rules and other safety processes, analyses, and products as long

as they satisfy FAA regulations. The Department of the Air Force will accept FAA licensing decisions and generally will not impose its own requirements for the flight portion of a launch or reentry.

In addition, the two agencies will consult before responding to commercial space operator requests for relief from safety requirements and on the development of hazard areas. Both also will coordinate prior to publication of materials related to ground safety and launch or reentry activities and collaborate on environmental reviews to ensure the government’s response is prompt

and consistent.

The two ranges each have four FAA-licensed commercial space transportation companies authorized to conduct launch operations. In 2020, the FAA licensed 39 commercial space launches, the most in the agency’s history. Of those, 24 occurred at, and were supported by, these two U.S. Space Force ranges.

The idea originated when Jessica Ditson, Schriever AFB violence prevention integrator, realized that painting and spreading rocks around base would be a good way to engage the community at Schriever AFB. SCHRIEVER AIR FORCE BASE, Colo. — The Schriever Air Force Base Violence Prevention Office hosted the first “Our Community Rocks” event at Schriever AFB, Colorado, May 13, 2021.

The monthly event provides a fun activity to do with friends and family by gathering and painting rocks together, then dispersing them around base.

“It creates a reason to spend time walking around, being observant and connecting with loved-ones,” said Jessica Ditson, Schriever AFB violence prevention integrator. “They can go on a rock hunt or they can create some rocks to add to the hunt.”

The idea for “Our Community Rocks” originated when Ditson stumbled across a children’s book centering on bonding and collaboration with others.

“The story is super cute for kids ages 3-8. The moral of the story is that by working together and being creative we can spread happiness,” Ditson said.

to garner interest among Schriever youth.

As rocks are completed, they will be dispersed around base by Ruth Moore, Schriever AFB school liaison officer and the spouses group.

“The goal is to have [painted rocks] around the CDC, parks, housing and trails on Schriever,” said Ditson.

Anyone with base access, including military spouses, active duty, guard and reserve members and civilians are encouraged to participate in creating and spreading the community rocks.

Future dates for the group painting sessions are June 17 and July 15 from 11 p.m. to 1 p.m.

This event is held at Bennie’s in a Restricted Area on base and will require an RA badge or an escort to enter.

BOAT REGATTA RULES TEAMS & RACING FORMAT: • Teams consist of 2 to 4 members; however only 2 members can be in the boat for the race.

• Race must begin and end with the 2 person crew intact.

• Swimming and/or pulling the boat while in the water will result in disqualification.

• Participants must be able to swim should the vessel sink.

• Races will be timed to determine winner with fastest speed.

BOAT DESIGN & CONSTRUCTION: • Boats must be made ONLY of cardboard and duct tape.

NO reinforced cardboard tubes, no liners, tarps or coated cardboard.

• Cardboard cannot be sealed with any paints or sealants.

• Boats must be made BEFORE THE RACE and will be inspected by judges.

• Boats must fit two crew members.

• Boats must be completely enclosed, or permit the crew to remain fully on top of the vessel (no legs & feet can be used to propel your boat). No raft or surfboard styles.

• Boats must be propelled by the use of arms or cardboard paddles. Paddles must meet the same construction requirements as the boat (cardboard and duct tape only).

• The boat’s passenger area must not be enclosed above the occupant’s shoulders, so not to interfere with escape should the vessel begin to sink.

• Boat design is left to the builder’s imagination.

• Teams are not allowed to reinforce or adjust their boat in any way after the event has begun.

• There will be a pre-race inspection, if any illegal items are discovered, the boat will be disqualified. **ANY RULE NOT SPECIFICALLY COVERED ABOVE WILL BE LEFT TO THE DISCREATION OF THE JUDGE.

Golf Camp for kids This golf camp for kids will be held from 9 a.m.-3 p.m.

Kids will learn the basics of golf, golf terms, and golf etiquette … and have fun in the process.

A DINING OPTION FOR ESM MEMBERS

Now active duty airmen have more choices as far as where to “spend” their ESM (Essential Station Messing) allowance.

Here at Peterson AFB they take their meals at the Aragon Dining Facility.

• Starting on July 1, these airmen have more choices under a Campus Dining System.

They can eat at The Hub’s Dining Room, at the Colorado Pizza & Sports Grill in the back of The Hub, at the Greenside Grill & Smokehouse at Silver Spruce Golf Course, and at the Strike Zone Café at the Bowling Center.

• Campus Dining allows airmen to “spend” up to $6 for breakfast, $12 for lunch and $12

for dinner at any of the NAF dining facilities. Any amount over that set rate will be paid for by the ESM member. All airmen have to do is present their CAC at the register when paying. It’s important for airmen to know this new Campus Dining System does not impact their Dining Facility ESM. However, it does impact their food choices.

• The goal is for airmen who are authorized ESM members to have access to “healthier” food options where they work and play. Some food choices, like a large pizza or the Super Sampler at Colorado Pizza & Sports Grill, would not qualify for those “healthier” choices. Nor does “healthier choices” include special functions, alcohol, energy drinks, smoothies, specialty coffees, or juice bar. Please check with the wait staff before ordering

• RESPITE CARE: EFMP Respite care program is designed to assist Air Force families with short- term specialized child care (to help reduce the stress associated with caring for an exceptional family member) • DAF/A1SOC AND AFSVC/SVPY are launching an AF Family Child Care Initiative to increase the number of quality, available, and affordable child care spaces with an emphasis on recruitment and retention of FCC providers who provide full time child care. This will be implemented until 30 September 2021.

• INCENTIVE 1 - If a provider enrolls any child(ren) from the active CDC Unmet Need or any children who were supplanted from child care and the provider is providing full time care for these children, the provider will receive a onetime payment of $200 per child. Note: if the child(ren) do not remain enrolled for at least 3 months, the $200 payment is subject to repayment.

• INCENTIVE 2 - Any providers who receive their certification or annual renewal of their certification during this test phase, will receive a onetime payment of $300. Note: if the provider does not remain certified for at least 6 months, the $300 payment is subject to repayment.

THE 2021 MILEAGE CHALLENGE • You can do it. You can RUN, WALK and/or BIKE all 2021 miles, and you have until December 31, 2021 to complete it.

We are an FAA Part 141 Flight and Ground School. One of the many advantages of a Part 141 School is the FAA oversight of all aspects of training and aircraft. Approved Part 141 schools guarantee the student will receive training in accordance with FAA standards. The Rocky Mountain USAF Flight Training Center (aka Aero Club) offers a Private Pilot Ground School about every eight to nine weeks. Cost for the Ground School is $650.

While the course is a Jeppesen online course, you will meet with the instructor about every other week from 6-8 p.m. to go over course materials and have a chance to ask questions. Completion of this course prepares you to take the FAA Written Exam with the endorsement from the instructor and satisfies the FAA minimum requirement for the Ground School portion.

After you pass your FAA Written Exam, you will have two years to complete the flying portion and pass the Checkride with an FAA DPE for your Private Pilot License requirements.

This is a free, four-week virtual series designed to promote gradual changes not only towards a healthier lifestyle, but a thriving one, too. Challenge sessions will be held Tuesdays from 1-1:30 p.m. Each week will highlight a new topic relative to changing lifestyle behaviors. CAMPUS DINING – A DINING OPTION FOR ESM MEMBERS • EVERYBODY LOVES CHOICES. ESPECIALLY WHEN IT COMES TO EATING OUT. • Now active duty airmen have more choices as far as where to “spend” their ESM (Essential Station Messing) allowance. Here at Peterson AFB they take their meals at the Aragon Dining Facility.

• Starting on July 1, these airmen have more choices under a Campus Dining System. They can eat at The Hub’s Dining Room, at the Colorado Pizza & Sports Grill in the back of The Hub, at the Greenside Grill & Smokehouse at Silver Spruce Golf Course, and at the Strike Zone Café at the Bowling Center.

• Campus Dining allows airmen to “spend” up to $6 for breakfast, $12 for lunch and $12 for dinner at any of the NAF dining facilities. Any amount over that set rate will be paid for by the ESM member. All airmen have to do is present their CAC at the register when paying.

It’s important for airmen to know this new Campus Dining System does not impact their Dining Facility ESM. However, it does impact their food choices.

• The goal is for airmen who are authorized ESM members to have access to “healthier” food options where they work and play. Some food choices, like a large pizza or the Super Sampler at Colorado Pizza & Sports Grill, would not qualify for those “healthier” choices. Nor does “healthier choices” include special functions, alcohol, energy drinks, smoothies, specialty coffees, or juice bar. Please check with the wait staff before ordering.

WEEK 7: SPORTS CAMP: MULTI SPORTS CAMP – JULY 12-16 • Learn a different sport each day. These sports include Disc Golf, Flag Football, Putt Putt Golf and Basketball.

The goal of this Sports Camp is to expand and assist youth’s (ages 9 to 18) understanding of different sports and provide team building activities. A hands-on learning experience and pure fun will be had by all. Cost is $100.

WEEK 8: ANIMAL PLANET – JULY 19-23 • Camp Description: Youth and staff will explore animals and micro-organisms in many ecosystems around the world.

“The strategic environment has rapidly evolved and we haven’t changed fast enough to keep pace,” Brown told the Senate committee, repeating word-for-word the warning he delivered the day before to lawmakers in the House.

“Competition and future warfare will be conducted across all domains simultaneously," Brown said. "It will be a trans-regional and global undertaking with complex actions and actors intertwined."

The importance of space, and the need for the Space Force as an independent branch of the military, was not in dispute.

“I think it was absolutely necessary,” House Armed Services Chairman Rep. Adam Smith (D-Wash.), said of creating the Space Force, which is mid-way through its second year in existence.

“Space is essential to everything we do. We have to make sure our satellites are survivable, redundant and they continue to do the critical work that they do,” Smith said, adding, “we have to make sure we have the architecture up there that we need and that we can protect it, even in time of conflict.”

Raymond agreed.

“We have long understood that our nation is strongest economically, diplomatically, and militarily when we have access to, and freedom to maneuver in space," he said. "For the past three decades, we have been able to take that access and freedom for granted.

“Unfortunately, as the National Defense Strategy and the newer Interim National Security Strategy identified, this is no longer the case,” Raymond said, pointing out both China and Russia “are rapidly developing their own space capabilities.”

Both countries, he said, “are building weapon systems specifically designed to deny U.S. capabilities” that include jamming of U.S. satellites.”

They also are fielding “directed energy systems that can blind, disrupt, or damage our satellites; anti-satellite weapons in space that are designed to destroy U.S. satellites; and cyber capabilities that can deny our access to the domain,” he said.

The Air and Space Forces released their combined budget proposal on May 28 as part of the Biden administration’s overall spending request for the 2022 fiscal year. The Department of the Air Force’s request calls for $173.7 billion, a 3% increase over the current budget. The Air Force’s budget of $156.3 billion represents a 2.3% increase, and the Space Force’s budget of $17.4 billion is a 13.1% increase from FY 2021.

The budget is designed to be a catalyst to modernize the Air Force and continue the evolution of the Space Force. It calls for investing in the Ground Based Strategic Deterrent, the replacement for the aging Minuteman III; Next-Generation Air Dominance, envisioned as the Air Force’s next state-of-the-art aircraft; and spacebased capabilities such as the Next-Gen Overhead Persistent Infrared missile warning system. It also pushes forward the Advanced Battle Management System, the Department’s contribution to Joint All Domain Command and Control.

Additionally, the proposed budget includes funding to better address sexual assault, suicide, and disparate treatment of Airmen and Guardians. The proposal includes $6 million for diversity and inclusion initiatives to include new training and recruiting scholarships.

All of those programs and funding priorities, the three leaders told the committees, are necessary to meet the demands of the Interim National Security Strategic Guidance and the priorities established by President Joe Biden and Secretary of Defense Lloyd Austin, as well as ensuring readiness, retention and the development of new technologies.

While there was general agreement over the overarching strategies and priorities, there also were concerns.

The most frequent complaint was about problems continuing to slow the full use of KC-46 Pegasus tankers and the sustainment costs of the F-35 Lightning II fifth-generation fighter. Three times during the House hearing, the leaders were asked if the contract for the KC-46 should be rebid.

Roth responded each time that an Air Force analysis has concluded it is both more cost effective and faster to continue working with the primary contractor, Boeing Co., to resolve the problems than to start over.

Similar questions were asked both days about the cost of maintaining F-35s and how to increase the plane’s “mission capable” rate. Brown said addressing those issues is a high priority, noting that the F-35 “is the cornerstone of our fighter fleet” and the aircraft’s mission capable rate is currently “on par with the rest of our fighter fleet.”

He said there are continuous discussions with the contractor to find ways to drive maintenance costs down while also ensuring there are enough maintainers – with the proper training and certification – to service the aircraft.

Roth noted to House lawmakers the cost will also come down as more planes are added to the fleet.

Aside from those topics, the three leaders fielded questions on an array of subjects ranging from basing decisions to pilot training and retention, to how the services are coping with climate change, sexual assault and harassment, base housing, and, as in previous years, the future of the A-10 Thunderbolt II.
