By Staff Sgt. Michael Whitley | 21ST WING SAFETY OFFICE PETERSON AIR FORCE BASE, Colo. — Spring is here in southern Colorado and the weather has proven to be great for riding, however safety is paramount for Airmen who want to trade in their four wheels for two.

According to the Colorado Department of Transportation, 2019 closed out with just over 100 motorcycle fatalities. This year alone Colorado has seen over 20 fatalities, which is up 24% from this time last year. People are out and enjoying their freedom in the great weather, but it is important to be more cautious and take extra care.

Military members interested in riding a motorcycle must first put in a request with their motorcycle unit safety representative for initial training, which they will then have 30 days to complete.

They then must undergo intermediate training within a year of completing initial training, with

refresher courses required every five years.

Airmen can verify their training through the Motorcycle Unit Safety Tracking Tool or by contacting their unit’s motorcycle safety representative.

Even with proper training and state laws, Airmen should never get on a motorcycle without the proper gear. Proper gear includes a DOT or Snell-certified helmet with a chinstrap, goggles, wrap-around glasses or a full-face shield approved

by American National Standards Institute standard Z87.1 for eye protection, a long-sleeved shirt or jacket, long trousers and full-fingered abrasionresistant gloves, and sturdy over-the-ankle footwear that affords protection for the feet and ankles.

21st SFS mourns the loss of a four-legged Airman

By Master Sgt. Derek Copeland | 21ST SECURITY FORCES SQUADRON PETERSON AIR FORCE BASE, Colo. — Guardians of the Night, “It is for you that I will unselfishly give my life and spend my nights unrested.”

Military Working Dog Rexo, a 7-year-old German Shepherd, assigned to the 21st Security Forces Squadron, passed away on May 4, 2020.

Often times the work of the incredible dogs goes unnoticed.

They are on the clock 24/7 watching over us, willing to give their life in order to protect us. Rexo was no different; he worked to protect everyone on Peterson Air Force Base, Colorado, and has participated in numerous presidential support details.

These working dogs are part of our family, often times we spend more time with them than we do our actual families, creating an everlasting bond that cannot be broken. These animals are truly incredible. They know no fear, no danger and to think they do it all for something very simple—a simple reward, whether it be a Kong, a ball or more importantly, praise from the handler.

Our working dogs are willing to sacrifice their lives in protection of our national security. They are no different than a service member.

They serve alongside each and every one of us in every capacity.

Staff Sgt. Danny Cohen, 21st SFS MWD handler, worked with Rexo for two years.

My favorite time with him was during a trip to New York in support of the United States president,” Cohen said. “When I first started working with Rexo, he wasn’t very energetic and loved to always lay next to me during his downtime.”

However, he said that once Rexo knew it was time to find explosives or bad guys, that young puppy energy came roaring to life.

Rexo served honorably and he will also hold a special place in our hearts and will never be forgotten.

We hope you have all the Kongs and bad guys that you want to bite in your afterlife. We love you, buddy.

Family Readiness Center helps Airmen remain financially fit

SCHRIEVER AIR FORCE BASE, Colo. -The 50th Force Support Squadron’s Airmen and Family Readiness Center understands finances aren’t easy to discuss, but works to strengthen Airmen’s knowledge for their financial futures.

Everyday decisions affect the financial freedom, lack thereof, Airmen will experience in the future. Lenea Lance, 50th FSS A&FRC personal financial readiness manager, aims to highlight that point.

“We help educate them,” Lance said. “Every Airman has different dynamics whether it’s family or personal. I have to meet them where they are. When I first meet them, I have to build that rapport to learn what their goals are and from there, develop a plan based on where they currently are and then getting them where they want to be.”

Establishing a plan allows the center to develop guidelines for budgets and assist Airmen to track their finances each month. It also helps eliminate potential pitfalls. “[Some Airmen] spend [money] before their bills are paid or when they get paid, and they’re eating out too much – those quick stops to buy food add up,” Lance said. “Then they realize it’s the 13th and they don’t have money for their car payment or insurance. I have a saying that goes, ‘Don’t save what is left after spending but spend what’s left after saving.’”

Lance emphasized planning to curtail emergency expenses.

Airmen need to be as prepared for their financial lives as they are for their day-to-day missions.

“It’s more about your mindset,” Lance said. “For a service member, even if it’s not COVID-related, if they’re [permanently changing stations] or deploying, you need to plan. Life is going to happen and emergencies are going to happen.”

The pandemic illustrated that point as it forced a cease in travel for many Airmen, physical distancing and layoffs that affected many spouses. While the A&FRC worked remotely, Lance and the A&FRC continued to provide support.

“I had to assess [Airmen] on all different levels, which was important because once I asked questions, I could peel back the layers and see there might be more compounding issues,” Lance said. “From there, it was coming up with a plan and finding resources for them since the community shut down.

I’d call around to different community resources we have and find out what their protocols were and call back to that family and let them know what needed to be done.”

With the A&FRC re-opening its physical location, Airmen can access its numerous services including spouse employment services, Air Force Aid, relocation services and deployment and family readiness to ensure Airmen have sustainable work-life balance.

“All of our programs are free,” Lance said. “When [Airmen] come to me, I can refer them to our resources and provide

other information that may be beneficial on their financial journey. I can also pull their credit report for free or help with any negative or derogatory marks on their credit. If there are collections on their account, I can call creditors and work with service members to get [Airmen] back on path and get those expenses paid.”

The A&FRC also has the Transition Assistance Program, which helps to ease the shift from military to civilian life.

Heidi Goodbar, 50th FSS TAP manager, said it’s important Airmen create and follow a financial plan after separation.

“That’s one of the biggest things people are worried about when they’re leaving the military – what is their financial situation going to look like?” Goodbar said. “[We need to know] how will they meet their financial obligations or what can they expect to make to meet their needs. That’s a big piece of transition.”

Goodbar noted the value of multiple meetings with Airmen prior to their separation to tailor a blueprint specific to the Airman.

“We want them to have the tools to be financially stable and to give them the education that’s important for them to be able to do that,” Goodbar said. “It would probably take several visits and having a plan. Holding them accountable is important.

That can’t just happen over the duration of one visit.”

Gen. Goldfein earns Eisenhower Award

By Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS) — Air Force Chief of Staff Gen. David L. Goldfein, received the prestigious Eisenhower Award June 9 from the Business Executives for National Security during a virtual award dinner.

The Eisenhower Award, which is awarded twice a year, recognizes military leaders, public servants and private citizens who have made considerable contributions toward former President Dwight Eisenhower’s holistic definition of national security, described as, “…the total product of our economic, intellectual, moral and military strength.”

“What an honor it is to accept this recognition on behalf of the almost 700K Airmen who stand watch here in the homeland and abroad,” Goldfein said. “As leaders, it is our honor and sacred duty to take care of them and their families so they can take care of the mission.”

According to their website, BENS is a nonprofit organization comprised of more than 400 senior business and industry executives who volunteer their time and expertise to address the national security community’s most pressing challenges.

“Gen. Goldfein was recognized for his outstanding service to our nation and all that he has contributed to strengthening our national security,”said James Whitaker, BENS spokesman.

Goldfein was recognized for his commitment to shaping the Air Force and joint force for the future, Whitaker explained. He has been the thought leader championing collaborative efforts to connect the joint force across warfighting domains, while inspiring joint, interagency and coalition teams. He has balanced and modernized air, space, and cyberspace inventories, organizations, and training.

Unlike previous years when the award from the influential group known as BENS is presented during a high-profile dinner, Goldfein received the honor from retired Army Gen. Joseph L. Votel, BENS president and CEO, during the virtual gathering made necessary by the COVID-19 pandemic.

In addition, Goldfein’s contributions were celebrated by two “appreciators” – the former Secretary of the Air Force

Deborah Lee James and retired Chief Master Sgt. Jeremy Hardy.

James and Goldfein served together for three years while James led the service as the 23rd secretary of the Air Force.

Hardy, a career pararescueman, was part of the rescue force that saved Goldfein after being shot down in May 1999.

Bioenvironmental Engineering reports on water quality PETERSON AIR FORCE BASE, Colo.

— Colorado Springs Utilities (CSU) supplies drinking water to Peterson Air Force Base, Colorado. Base personnel can get the facts about the water they drink from the recently released CSU - 2020 Water Quality Report. This report (reporting period 1 Jan – 31 Dec 19) informs the public about the water quality and services CSU delivers to the base every day.

CSU staff, as well as the 21st Medical Group’s Bioenvironmental Engineering Flight, test the water consumed throughout the base. Throughout the process of collection, treatment and distribution, certified water treatment plant operators and laboratory staff monitor the water quality for its chemical and biological content. Some of these analyses are required to meet state and federal standards, while others are part of ongoing testing to assure a continual supply of high quality drinking water. CSU employees test the water at treatment plants and throughout the CSU water distribution system. Bioenvironmental engineering tests water at six different sampling locations per month for microbiological contamination that could occur in the Peterson AFB section of the distribution system. The Peterson AFB sample sites include the youth activities center, child

development centers and aircraft watering points. All microbiological samples collected in 2019 were analyzed using the Colilert-18 Method which simultaneously detects and confirms the presence of total coliforms and E. coli bacteria in drinking water; all samples reported safe.

With no major source of water nearby, CSU relies on a raw water collection system that delivers water to Colorado Springs from nearly 200 miles away. The headwaters, or sources, that supply these systems originate in wilderness areas near Aspen, Leadville, and Breckenridge in Colorado. Nearly 75% of our water originates from many mountain streams (surface water). Water from these streams is collected and stored in various reservoirs along the Continental Divide. The collection systems in this area consist of the Homestake, Fryingpan-Arkansas, Twin Lakes, and Blue River systems. The majority of this water is transferred to Colorado Springs through pipelines that help to protect the water from contamination, such as, herbicides, pesticides, heavy metals and other chemicals. Water delivered to the area is stored locally at Rampart Reservoir and the Catamount reservoirs on Pikes Peak which then supply CSU water treatment plants.

After spending more than one month in Phase 2A of the Schriever COVID-19 recovery plan, base leaders are moving Schriever into Phase 2B. Some new changes include: gatherings of 50 or fewer people are allowed with appropriate physical distancing protocols, DFAC access is open to all SAFB personnel with sit-down dining authorized with physical distancing measures, etc.

Schriever, Webster University and Pikes Peak Community College offer courses at Peterson AFB, Colorado.

Currently, CCU teaches an accelerated math course at Schriever once a quarter. The course takes four weeks to complete and there are plans to bring more classes here.

Additionally, most universities have an academic or veterans advisor who can help with the process of enrolling and understanding U.S. Department of Veterans Affairs educational benefits.

“While you’re active duty, there are a lot of benefits available to you,” said Lauren Clark, 50th Force Support Squadron education services specialist. “The big one is tuition assistance. Airmen are entitled to $4,500 for the fiscal year to go toward their education.”

However, to use their benefits, Airmen must have earned the skill level of journeyman, which is earned after an Airman completes on-the-job training and career develop-

To further their careers, many Airmen enroll in the Community College of the Air Force, a regionally accredited institution built for active duty Airmen. The CCAF is the only program of its kind in the Department of Defense.

“A CCAF degree is an applied science associates [degree],” Clark said. “Airmen are encouraged to pursue their CCAF degree because they earn credit from their military training that goes toward the degree. It can also transfer to other universities.”

Airmen can earn credits from technical school training (depending on training and degree), making earning a CCAF degree a streamlined process.

“Education is your door to the future; not only with career advancement in the military, but also for when you separate [or retire],” Clark said. “We’re here to not only help Airmen establish their goals and navigate the system to reach their goals, but also

to make sure everybody is aware of all the benefits they’re entitled.”

If an Airman believes they are already proficient in certain coursework, they can enroll in its corresponding College-Level Examination Program test, a free option for Airmen.

“There’s CLEPs and (DANTES Subject Standardized Tests), [DSSTs] are available to service members,” she said. “Both are college level credits that you can receive just by taking an end of course exam without having to actually take the course.”

Service members have the option to take either test for free while serving on active duty.

Airmen can also able to use the Air Force Credentialing Opportunities On Line, that allows Airmen to apply for up to $4,500 toward a certificate or license.

“What getting your education shows is a commitment,” said Jim Driscoll, 50th Force Support Squadron Force Development flight chief. “It shows a commitment to bettering yourself, caring about the mission by making your mind stronger and it shows that you’re dedicated because of the leadership and communication skills you learn. Earning an education makes stronger and better Airmen for the force.”

Airmen are also able to use post-separation career development benefits such as the Montgomery and Post 9/11 GI Bills.

The Montgomery GI Bill requires two years of active duty service and for an applicant to have at least a high school diploma or GED. Veterans receive up to $61,000 to pay for 36 months (or eight semesters) of schooling. People who are enrolled in the Montgomery GI Bill program have 10 years upon separation to use their benefits. The Montgomery GI Bill does not pay for housing or supplies.

The Post 9/11 GI Bill can cover up to 100% of tuition and will pay for housing based off the cost of living of the schools location. Additionally, veterans can receive $1,000 per year to pay for school supplies. If a service member separated before Jan. 1, 2013, they have 15 years to use their benefits. However, if an Airman separated after Jan. 1, 2013, their benefits will not expire.

“You’ve earned your education benefits, come capitalize on them,” Driscoll said. “Education never ends. Once you get it, they can never take it away – and believe me, a lot can be taken – but your education is yours for life.”

The Schriever Force Development Flight hosts multiple TA briefings monthly. Airmen must attend the briefing to receive their benefits.

Public Health Emergency Officers balance risk and mission during crisis

FALLS CHURCH, Va. — The COVID-19 pandemic pushed the role of Air Force public health emergency officers to the forefront.

PHEOs are military treatment facility staff who are designated to serve as a resource to help guide installation commanders during a large scale public health incident. They provide expertise and recommendations to base leadership on how to respond, mitigate, and control the incident as well as coordinate information and response activities with local community health officials.

“The COVID-19 pandemic is exactly why we have PHEOs,” said Col. Jim Poel, chief, Public Health Branch, Air Force Medical Readiness Agency. “This pandemic pushed us well past table-top exercises with installation and local health department personnel.

Many people at the installation level are contributing to pandemic mitigation efforts. The PHEO is critical to help provide clarity and give advice about the threat and how to respond, but this is truly an all-hands on deck event.”

PHEOs undergo extensive training, starting with basic public health emergency management courses. Additional courses are taken within two years of their assignment with specific casualty courses, and sustainment courses taken throughout their role as a PHEO. “The PHEO role is an additional duty,” said Poel. “The primary and alternate PHEOs are nominated by the military treatment facility commander and appointed by the installation commander.”

PHEOs serve multiple roles. They are often the MTF’s Chief of Aerospace Medicine or the senior Public Health Officer. But with COVID-19, PHEO responsibilities have expanded. Capt.

Sean Lee, a PHEO with the 7th Medical Group, Dyess Air Force Base, Texas, is a good example of how this expanded role was critical to his installation leadership during the crisis.

“My roles and responsibilities as base PHEO really grew during the pandemic,” said Lee. “COVID-19 is not just a public health or medical group issue. It touches every facet of the wing, so I’ve been working with many more agencies and squadrons than normal. Even with good planning, there were unprecedented personnel and logistics issues that required informed risk assessments about how to safely proceed.”

The Dyess PHEOs established three areas of pandemic response. The first was to maintain readiness and support contingency operations that arise. The second was to minimize the risk of the virus’ spread. The third was to communicate with the community.

“Thanks to our PHEO, we sustained our mission of delivering airpower with B-1s and C-130s even in the midst of a pandemic,” said Col. Jose "Ed” Sumangil, 7th Bomb Wing commander, Dyess Air Force Base. “These efforts helped us manage risk and minimize the spread to our Airmen, our family members, and to the community.”

the Fryingpan-Arkansas Project which is a system of pipes and tunnels that collects water in the Hunter-Fryingpan Wilderness Area near Aspen. Waters collected from the system are diverted to the Arkansas River, near Buena Vista, and then flow approximately 150 miles downstream to Pueblo Reservoir.

From there, the water travels through a pipeline to a water treatment plant before being delivered to Colorado Springs.

The water source may vary during the year and may be a blend of surface water and purchased water.

communications between Dyess and the neighboring Abilene, Texas, community. As Lee explains, building rapport with the community helped the base’s COVID-19 mitigation efforts.

“We are lucky to be situated in Abilene, which is a relatively small community with a stand-alone public health department,” explained Lee. “We coordinated with them every step of the way and were involved in each other’s planning, exercises, and response. We relied on Abilene for a lot of data and contact tracing, which allowed us to slow the spread of infection in a fast, efficient, and systematic way.”

“Ninety percent of our base personnel live in the community, so whatever they do affects us and vice versa,” explained Sumangil, “It takes an experienced officer to understand that and [Lee] did a great job of opening that dialogue.”

This involves strategic effort and coordination across the base and surrounding communities.

“PHEOs build rapport in many ways,” explained Poel. “They help their commanders with health challenges before there’s a crisis, are knowledgeable of evidence-based, best practices and unknowns concerning the threat, and are able to provide guidance to keep Airmen safe while maintaining the operational mission.”

The Dyes commanders, PHEOs and the local community health officials collectively developed extensive strategic plans, communications and response activities to cohesively mobilize against COVID-19.

“What an unprecedented time for a country,” Sumangil said, praising the “Public health team for keeping it together and helping the leaders on this base to communicate with this community and sustain the mission.”

SAPR office supports Schriever community despite COVID-19

By Airman Amanda Lovelace | 50TH SPACE WING PUBLIC AFFAIRS SCHRIEVER AIR FORCE BASE, Colo. — Despite COVID-19 restrictions, the Schriever Sexual Assault Prevention and Response office services haven’t changed.

The office is currently following the COVID-19 mitigation measures working split shifts, practicing physical distancing and wearing masks when necessary.

“In the event we do receive a call, we are still available to meet with the individual in our office,” said Christina Martinez, 50th Space Wing SAPR office sexual assault victim advocate. “Additionally, an on-call volunteer victim advocate is available to answer the SAPR Hotline 24/7.”

While all base functions have an important role in the mission or in supporting the Schriever community, it’s especially important the SAPR office services are available due to the nature of their work.

“During natural disasters, survivors may not report a sexual assault or seek services for a variety of reasons,” said Cecilia

Smith, 50th SW SAPR office sexual assault response coordinator. “They may feel that sexual assault is not ‘as important’ in the current context because of the chaos associated with a public health crisis. Survivors may not know how to seek services, they do not know if anything is open or available, where to go or who to talk to. Along with that, shame or self-blame can be compounded, and victims may think they will not be believed or this is not as important, particularly since other emergencies are going on.”

Smith said it’s important for leadership, supervisors and team members to communicate across the Schriever community that there is help available.

“All victims of sexual assault have a right to access services,” she said.

If a victim believes they have been sexually assaulted, they can contact the SAPR 24-hour hotline by dialing 567-SARC (7272). By contacting SAPR, this will preserve their restricted reporting option. To maintain the restricted reporting option, an

individual can also speak with a chaplain or medical provider.

In the event a sexual assault is reported during COVID-19, SAPR is still following the same procedures.

“First, we will ensure the victim is safe and determine if the victim requires immediate medical assistance,” Martinez said. “If so, we will refer the client to Memorial Central for a sexual assault forensic exam by a sexual assault nurse examiner.”

Then, the SAPR representative will thoroughly explain the reporting options available to the individual. Confidential volunteer victim advocates are available to those who are interested in having an advocate.

Additionally, they will conduct non-clinical safety assessments if the victim has any safety concerns, provide a copy of their signed report if the survivor decides to make one, and offer and explain Special Victims’ Counsel Program services, which include offering victim-centered advice and advocacy through comprehensive, independent

legal representation and victims in obtaining support and recovery resources.

“In addition to these services, we have a list of other off-base helping agencies in the local area that we can further explain,” Martinez said.

Despite COVID-19 restrictions, the Schriever Sexual Assault Prevention and Response office continues to provide critical support services.

Some of these services include: timely and confidential medical and emotional care, follow-up care after the initial report, testing and treatment,

crisis support and a behavioral health referral or appointment.

As well as guiding victims through their recovery process, SAPR office members also provide classes on topics such as trauma and healing, male victims and alcohol use to Schriever units.

Additionally, the SAPR office is working with the violence prevention integrators on finalizing new training that was released in April; the 2020 Suicide Prevention and Sexual Assault Prevention and Response training.

Commanders and directors are authorized to deliver the talking points to the members in their units. Once the training is finalized, the SAPR office will release it to Schriever’s commanders.

“Sexual violence has no place within the Air Force and is a threat to the integrity and vitality of our all-volunteer force,” Smith said. “Prevention of sexual assault is an inherent responsibility of every Airman, leader and civilian. One assault is one too many.”
