From Thule to the moon

Rachael Nussbaum | 821ST SUPPORT SQUADRON PETERSON AIR FORCE BASE, Colo. — As I sat down to write my commander’s commentary, the question I had most in mind was, “What could I write that the Airmen of the 21st Space Wing would find interesting?” I could write an article on the core values, put together something on lessons learned after a year in the Artic, or give my thoughts after a year in command. One of those would likely be interesting to a few personnel on Pete and possibly even garner some interest and discussion around the wing. Contemplating these options, I realized I had very little idea what life was like for most of the 21st SW personnel.

Thule is so very different than any other base that I would argue it is more comparable to a base on the moon than any other location. Before you laugh, and turn the page, permit me one more paragraph to illustrate how I can argue this with a straight face.

A life-threatening emergency medical evacuation from Thule took 44. The Apollo 13 timeline from explosion to safe re-

turn was under 90 hours and for roughly 20 of those they were still heading toward the moon. Apollo 11 from takeoff to moon landing was about 103 hours; Thule has a year-round resupply every 168 hours. For practical planning purposes, Thule Air Base could well be called Thule Moon Base.

Other factors ma ke T hu le quite like a future moon base: the requirement to generate all our own power and extract our water, putting on layers of protective gear before stepping outside and the need to take shelter at relatively short-notice from storms, which are serious enough to drive an annual exercise. The last argument I’ll make, though I could make others, are the odd hours of sunlight and darkness. A “day” on the moon is about 700 hours, while on Thule there are two

“days,” one that lasts roughly 2,000 hours — plus about 180 more normal days. The truth is, Thule’s situation can be extrapolated to what a moon base would endure.

Other than environmental parallels, one of Thule’s major missions is to support transshipment of materiel, personnel and supplies to more remote outposts, which is quite likely to be a primary mission of a moon base. Which means, when it comes to such a base, several generations of 21st SW and 821st Air Base Group leadership, from the wing commander through key expert non-commissioned officers, have learned critical lessons in logistics management, communications support, base design, construction at a distance, and the control and guidance of third-parties who desire to use the base. These lessons could be leveraged for doctrine development to aid today’s Airmen to become tomorrow’s spacemen.

While serving in Air Combat Command, I learned a truism in the fighter community is “the last fighter pilot has already been born.” We are making such strides forward in automation and drone technology that the fifth generation may well be the last manned fighter aircraft ever developed.

I would argue that it is also true that “the first spaceman to serve on the moon has been born.” If that spaceman is going to be an American, then Thule may well become very interesting to the Airmen of the 21st SW, and to all Airmen who hope or expect to lead the first generation of spacemen.

(AFNS) — Starting June 17, the 30th Logistics Readiness Squadron will implement a new certification program under the Department of Transportation, making Vandenberg Air Force Base the first within Air Force Space Command to uphold this new standard.

Previously, Airmen were allowed to drive buses and tractor-trailers without having to attain a commercial driver’s license. Under the new program, Airmen will be certified to receive their CDLs when separating from the Air Force.

On April 29, Tech. Sgt. Michael Sandoval, 30th LRS noncommissioned officer in charge of training validation and operations, and Staff Sgt. Fernando Ayala, 30th LRS cargo operations documenter, were certified as American Association of Motor Vehicle Administrators. With this certification, they can now certify Airmen for their CDL.

“This program has been a continuous improvement process that we are adapting in partnership with AAMVA to ensure we provide the expertise and knowledge to operate commercial vehicles on public roads,” Sandoval said.

Airmen assigned to the 30th LRS will now be required to obtain their CDL under this assessment program to execute the mission, while also adhering to the standards set by the Department of Transportation.

Airmen are now required to have a CDL before driving buses and tractor-trailers. This transition will require the administration of the new certification program.

Two evaluators from the Air Force Installation and Mission Support Center performed a site-visit evaluation April 29-30. Ayala and Sandoval took the lead in becoming assessors during this two-day program, which tested their skills to administer the CDL evaluation.

Air Force Basic Military Training continues to fine-tune program with major modernizations AIR EDUCATION AND TRAINING COMMAND

JOINT BASE SAN ANTONIOLACKLAND, Texas — As part of the Basic Military Training curriculum revamp centered on readiness and lethality, airmanship, fitness and the warrior ethos, multiple changes to training are set to begin this summer.

BMT is set to receive close to 9,000 M4 training rifles and after renovations to the combat arms range are completed, BMT will switch from the M16 weapons familiarization course to the M4 weapons qualification course.

Also starting in the summer, the Sexual Assault Prevention and Response curriculum will incorporate technology to create an interactive learning environment. The tablet-based approach will leverage both a podium instructor and electronic scenarios, which trainees can interact with for an immersive learning experience.

“The smart infusion of technolo-

gy will provide more of an opportunity for more powerful learning outcomes going forward,” Col. Jason Corrothers, 737th Training Group and Basic Military Training commander, said.

Meanwhile in the fall, BMT will have embedded exercise physiologists in every squadron. These sports medicine experts will train permanent party staff and coach and council trainees to help prevent injury and injury rehabilitation.

In addition to embedded exercise physiologists, BMT has incorporated hand-to-hand combative training. Since incorporating more physical fitness into BMT, Corrothers said the BMT attrition is down from 6.5% to 5.5%, and credits the reduction to the construction of the more challenging program.

2019 Arbor Day tree planting ceremony

By Cameron S. Hunt | 21ST SPACE WING PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — One way to welcome the spring weather and highly anticipated summer season is with the planting of trees. For the 2019 Arbor Day celebration, Peterson Air Force Base, Colorado held an annual Arbor Day tree planting ceremony as part of its partnership with the Colorado State Forestry Service.

Peterson AFB was presented the Tree City USA award for its urban landscaping and forestry program from the Colorado State Forestry Service. The program has been in existence since 1976 and provides guidelines for communities to manage and expand their public trees. To receive the award a community must meet or exceed four standards: •• There must be a tree board or department. Peterson’s is chaired by the 21st Space Wing commander.

•• A tree care ordinance program must be established;

ours is maintained by 21st Civil Engineer Squadron.

•• A community forestry program with an annual budget formed. Peterson’s annual forestry budget is $80,000.

•• An Arbor Day observance proclamation day. Our Peterson AFB annual Arbor Day Observance is celebrated May 23rd, set forth by the 21st Space Wing 2019 Arbor Day proclamation.

“Receiving this award today is a testament to the hard work our 21st Civil Engineer Squadron Airmen do,” said Col. Sam Johnson, 21st Space Wing vice commander.

“The culmination of their efforts are ref lected in our recreational common areas, Capt. Lyon Memorial Park, and in every corner of our installation. They consistently define what it is to be Team Pete.”

Programs witnessed the award ceremony and helped plant trees in honor of the Tree City USA award ceremony and to commemorate Arbor Day. The 21st CES Grounds Maintenance program maintains the landscaping on the installation and plants new foliage annually.

“Peterson AFB planted 75 new trees in 2018 and maintains over 10,000 trees currently on our installation,” said Steve Sullivan, 21st CES Grounds Maintenance manager.

“The 21st CES Grounds Maintenance program has over 517 acres of landscaping, plants and foliage that the program is responsible for.”

Preparing spouses for deployment

F.E. WARREN AIR FORCE BASE, Wyo. — As military families prepare for their Airmen to deploy, the spouse may take care of themselves last. Fortunately, there are many programs available for families preparing for deployment.

“When the service member is deployed, it requires the spouse the step up and assume more responsibility,” said Glenn Garcia, 90th Medical Group Intervention Specialist. “We have programs that help a family work through some issues before they get out of hand and require intervention.”

The 90th Medical Group Mental Health Clinic provides various programs for Airmen and their spouses to make the deployment transition easier. As Air Force veteran Jon Stevens prepared for deployment, he became distant from his family. Knowing the separation would be hard, he went through the pre-deployment checklist with tunnel vision like precision. Eventually began fighting with his wife days before leaving.

“Looking back on my time in the military and leaving for deployment, I should have gotten help, but I was scared,” said Stevens. “There is a huge

stigma around getting help and I didn’t want to be that guy.”

While the importance of these programs cannot be overstated, Garcia noted the stigma still remains around mental health.

There are many assumptions of the effects of visiting the clinic such as medical boards or impact on work.

“We don’t want to feed into the stigma, we want to get the proactive programs out there,” said Garcia. “We don’t keep medical documentation of your visit and we only notify your leadership if you are on special duty such as PRP.” All the programs provided by Family Advocacy are private sessions with the Airman or the couple. They are available for active duty and their dependents, regardless of the deployment status.

Upon returning from deployment, Stevens suffered from daily panic attacks. He hid them fearing that he would seem weak.

“After about 6 months of panic attacks I finally sought help,” said Stevens. “Being in the clinic was actually pretty chill and the doctor talked to me as a human. After several appointments, the root cause of my anxiety was found and I began a four-week program to get around it. As I got better, my wife and I were able to take a course to mend our relationship.”

Coalition partners graduate space capstone course in NSSI historic first

Tyler Whiting | AIR FORCE SPACE COMMAND PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — A year after former Secretary of the Air Force, Dr. Heather Wilson, announced her initiative for an increased coalition partner participation in space education, the National Security Space Institute graduated its first Space 300 class with international space operators, May 10, 2019.

Four students from Australia, and three from the United Kingdom, joined U.S. Air Force, Army and Navy service members for the capstone course designed to develop senior officer and enlisted space professionals as strategic thinkers for an international geopolitical environment and increase understanding of national space policy.

“Having international students in our classroom from diverse backgrounds is a remarkable opportunity,” said Lt. Col. Paul Hunke, Space 300 course director. “These operators are able to sit in a room with other space professionals, talk about space for three weeks and learn from each other’s different perspectives.”

While the NSSI has hosted many international students in Space 200, the SECAF set in motion an increase in collaborative education through coalition partnerships at the 2018 Space Symposium.

“We need to approach space training with the same regard to enable our allies and partners to fight alongside our Airmen as a coalition in the space domain,” said Wilson, who recently retired from her position in May 2019.

The NSSI spent the next year developing a new version of Space 300 that is both releasable and valuable to all participating nations, as well as invited Allied partners to share their various perspectives during course development.

“I’ve previously attended the fundamental and intermediate-level courses,” said Briese. “But this course [Space 300] was more challenging and focused on high-level, strategic education with facilitated discussions among students with a variety of specialties.”

he works on a daily basis with coalition partners as the chief of operations in the Combined Space Operations Center at Vandenberg Air Force Base, California.

“We currently operate, exercise and war game with our Allied space partners,” said Phipps. “It only makes sense that we should also share in our education as space professionals. The course provided an environment to allow the exchange of ideas and solutions to difficult problems currently facing our national leadership today. As the threats in the space domain continue to evolve, it will be vital as space professionals to understand our Allies’ national

perspectives as they pertain to space in order to assure our freedom of action in the space domain.”

NSSI Commandant Col. Max Lantz looks forward to expanding the course to more coalition partners in the near future.

“We have learned that including our international partners significantly enhances the students’ discussions and provides great insight into the perspectives from other nations.”

Meanwhile, Briese said his peers are anxiously awaiting their turn to attend Space 300 in Colorado Springs. He said, “I am already getting emails from Australia asking when the next course is.”

VANDENBERG AIR FORCE BASE, Calif.

— Team Vandenberg is scheduled to support the launch of a SpaceX Falcon 9 rocket carrying the RADARSAT Constellation Mission from Space Launch Complex-4 on Wednesday, Jun. 12, with the launch window opening at 7:17 a.m. Pacific Time.

Col. Bob Reeves, 30th Space Wing vice commander, will be the space launch commander.

"Team V continues its dedication to assured access to space for the nation," said Reeves. "Partnership is vital to mission success, and we are proud to share the load of this mission with SpaceX." SpaceX is attempting the secondary mission of landing the first stage of the Falcon 9 rocket at Landing Zone 4, which was previously called SLC-4W. Local residents may see the first stage of the Falcon 9 returning to Vandenberg AFB, including multiple engine burns associated with the landing. During the landing attempt, residents from Santa Barbara, Ventura and

San Luis Obispo counties may hear one or more sonic booms. A sonic boom is the sound associated with the shock waves from an aircraft or vehicle traveling faster than the speed of sound. Sonic booms generate a sound similar to an explosion or a clap of thunder.

The sonic boom experienced will depend on weather conditions and other factors.

The public can view this launch from the Hawk's Nest on Azalea Lane off of Hwy 1 just over a mile south of Vandenberg AFB's main gate, which will open at 6 a.m. and close after the conclusion of the landing of the first stage.

By By Debbie Aragon | AFIMSC PUBLIC AFFAIRS SAN ANTONIO — As part of its mission to deliver healthy food options to Airmen and families across the Air Force, the Air Force Services Center, in partnership with the Culinary Institute of America San Antonio, held its first techniques for healthy cooking class June 3-7 focused on nonappropriated fund food and beverage chefs and cooks.

The class, for 16 NAF employees from across the Air Force, is designed to educate attendees on the benefits of healthy ingredients like plants and legumes, proper spicing and appropriate healthy cooking techniques.

“We partner with CIA for a variety of classes and we selected its healthy cooking course because it fits right in with our healthy food initiative and we’re looking for ways for our Airmen to have a variety of healthier dining options across our installations,” said Jonathan Boyd, branch chief for NAF food and beverage operations at AFSVC. “Not every Airmen eats in the dining facility … we need to offer healthy options at our NAF food service facilities as well.”

The inaugural class included students from community centers, youth centers and base clubs, allowing the Air Force to deliver flavorful, healthy meals to Airmen and their family members.

“We want to start (our Air Force kids) right, picking healthy food options and knowing what’s good for them,” Boyd said, “and not only having that at our child development centers but at places like our bowling centers, community centers and other NAF

food and beverage operations.”

In adding healthy options across its installations, the Air Force is following the sign of the times, said CIA Chef Hinnerk von Bargen, instructor for the course.

What is termed institutional food service – things like military dining, college campus feeding operations and hospital food delivery – is changing, von Bargen said.

“There’s a growing awareness of eating health conscious – being ‘plant forward,’” von Bargen said, “and the Air Force is right on trend to look at what else is out there in the industry.

“Tofu, no!” was the way Patricia Hall, a cook at the Panther Den community center at Buckley Air Force Base, Colorado, viewed the soybean-based product before attending the recent CIA course.

“Now, I can eat it,” Hall said, “this course has really opened my mind to try new things and offer them to my customers. Now I see that (plant-based foods) can taste good and that they’re really good for you … I plan to put what I’ve learned to good use.”

Although things are changing at dining facilities and NAF food operations, don’t expect plants and legumes to be the only things offered.

“Variety is the spice of life,” Boyd said. “It’s about having a balanced diet. Pick some of those meatless items that are offered from time to time and other healthy options … you can have a little of both worlds.”

We set the example for what we want to see in emerging leaders and provide the template with our actions.

As senior NCOs, we pride ourselves on providing commanders with the highest technical acumen and managerial advice, but often overlook the critical mentorship years available when working alongside junior officers. Over the years, I have tried to bring that perspective to every one of my assignments and company grade officer interactions. I have been fortunate to work in the joint environment with several high-caliber junior officers. Whether they were born leaders or developed into the role, I identified immediately that they worked as hard as possible, led their people with character and set the example at all times.

Recently, I have been immersed in a training environment with 3,000 officers, ranging from O-1s direct from the service academies to command bound O-5s. Unfortunately, many officers have commented that they were, “always told in training environments to find a senior NCO to hang onto for mentorship and guidance” but “that good ones are hard to find and I wish I had a senior NCO who modeled (insert character quality here) for me.” These words strike me to the core every time I reflect on them. As senior NCOs, we are tasked to do many things beyond leading the enlisted force and ensuring expertise in our specific military specialties.

As joint warfighters, we should never forget that we have a great opportunity to grow the next generation of commanders for not just our Air Force, but also the Sister Services.

As one of six senior NCOs and chief petty officers on my installation, we constantly have mentoring opportunities with younger officers where we can provide valued operational experience, technical advice and leadership guidance. When I was given orders to attend the Naval Postgraduate School (NPS) for targeted special operations development, I felt anxious. I wondered, “How would our sister service company grade and field grade officers feel partnered with a senior NCO in this journey?” The answer was revealed in just the first few days of class.

One day, I “caught” a minor, class-b uniform wear correction for a young Naval Surface Warfare lieutenant. He was surprised that I spotted what numerous peers had missed. This simple interaction started a three-month mentorship opportunity in which we discussed everything from special operations roles and small-teamlevel leadership skills to the development of his enlisted sailors.

Right before departing to his next assignment, we conversed about potential challenges and ways to succeed, during which he joked, “For not being a Navy chief, you’re alright, I guess.” He smiled, shook my hand, and left for his next command. These comments are one of the greatest things a senior NCO could hear. Whether I see him again or not, I know that he now has a different view of the Air Force and can take the knowledge from our discussions and apply it to the sailors under his command. A chance encounter providing a simple uniform correction offered not only a great mentorship

opportunity, but a chance to make a positive impact on that officer’s development.

We all have a story about mentorship and an opinion on what right looks like for senior NCOs mentoring junior officers.

Opportunities like this exist all around us, every day, whether visibly on the flightline, behind the scenes in back-shop, or during a one-on-one interaction. As senior NCOs, we are charged to make an active effort to do so, demonstrating that those “rocker stripes” are earned every day and should represent an “open” sign for young officers in need of mentorship. An early investment in their leadership abilities today will pay dividends for the total force at large. Instilling in them the traits of good leadership, mentorship and caring for our people will solidify the culture of future officers while growing us as senior NCOs. I challenge you to find a way to shape tomorrow’s leaders. If you need motivation, here are some great examples from field grade officers regarding senior NCOs that took the time to invest in them. The authors are hardcharging field grade officers with 12 to 16 years in service and preparing for upcoming O-5 roles. There is no doubt in their minds that without direct senior NCO mentorship during their company grade officer years, they would not be the leaders they are today.

Vignette 1 As a junior captain, I made the challenging transition from the mobility world to flying a special operations aircraft. The initial training was difficult and positive feedback was hard to come by. Once I graduated, I moved on to my permanent duty station in Royal Air Force Mildenhall where I immediately assumed the role of "FNG" that wasn't to be trusted. Special Operations Aviation is a meritocracy where skills and devotion to one's skills in the aircraft are valued above all else. Within my community, respect is a fragile house of cards that takes years to build and only a stiff breeze to bring crashing down. Realizing this, I sought a mentor in the community to help guide me out of the ranks of "new guy" and into the cadre of "trusted" aviators. After several months of flying, the obvious role model emerged in the form of a senior master sergeant Flight Engineer (FE). I marveled at his Airmanship, his ability to maintain the respect of everyone on the crew and his next-level knowledge of the aircraft's technical systems. In fact, it was a common saying in the squadron that the most reassuring words one can hear when things were going wrong with the aircraft were, "Engineer is off headset" (signifying that this senior master sergeant was headed to the back to fix the problem). After a particularly harrowing mission in which several of the aircraft systems malfunctioned, which would have terminated the mission, and were then resurrected by this FE, I pulled the senior master sergeant aside and asked him what his secret was. The words that he passed on to me I'll never forget for the rest of my career. He said: "During my first year in the aircraft, every time I encountered a problem I couldn't fix, I would spend the hours after we landed with maintenance watching them troubleshoot and solve the problems we couldn't fix. I took careful note of all of their techniques and capitalized off of their years of experience and knowledge. Eventually, I started applying their procedures on missions and started bringing the planes back healthy. I made myself undeniable and went from 'new guy' to 'the guy' that everyone wanted to fly with."

This senior master sergeant was just one of a handful of amazing senior NCOs I've encountered in my career, but his dedication to his job and willingness to mentor has always resonated with me. This amazing Airman taught me that the secret to success in the aircraft, in the Air Force and in life, is to put in the extra hours early and make yourself "undeniable" to those around you.

Vignette 2 Entering the aviation community as a 23-year-old second lieutenant was an eye-opening experience. During my first student orientation flight, I was amazed by the teamwork between the officer and enlisted crewmembers. I came to the realization that respect for rank was paramount, but competence, respect and ongoing mentorship enabled the aircrew’s efficiency in accomplishing our live-fire mission. The teamwork and trust I experienced that night had a profound impact on me as a young officer.

As I reflect on my 14-year career, the mentorship and relationships I have established with the NCO corps have contributed to my development as a leader and an officer. Two examples that resonate with me most are my first duty day in an operational squadron in 2007 and my first deployed commander position in 2017.

After only a few days at my first assignment, a staff sergeant introduced herself

form my trained task, manage something minor and learn how to “get along” in the unit. This lasted until I was a captain. At four to six years in, and lightly seasoned, I eagerly accepted a position as flight commander and was placed over all new officer and enlisted arrivals. As I was still “green” to the position, I lacked confidence. Fortunately, Reserve Officer Training Corps NCO mentorship prepared me for something more.

At ROTC, two NCOs supervised the completion of requirements for nearly 100 college students. One of the NCOs went far beyond his job description to guide our mindset as future officers. Upon entering his office, he would greet us respectfully, but if the visit was to complete paperwork for less than exemplary performance, he would not hesitate to reinforce the importance of our self-discipline. Whether inside or outside his office, he would remind us that, as officers, we had authority over a significant portion of the service. He emphasized that graduation was a line of demarcation. Today was the best time to correct our self-discipline because, afterward, we were held to higher standards and had to model them for subordinates.

As a f light commander, I had similar experiences with other NCOs. However, neither their efforts nor any amount of onthe-job training could prepare me for the challenges that new unit members bring. I held a thorough understanding of by-thebook disciplinary procedures and corrective actions, but no problem is ever one-sided.

Fortunately, a wise senior NCO stepped in and guided me. My flight chief instilled and maintained discipline among the new flight members. He taught me how to hold members accountable, ensured I did not alienate them and explained that poor actions were never unrecoverable. When facing a problem, we would first discuss the issues in private and then handle them in person.

He also expressed that handling situations came with understanding an individual’s role and circumstances, but it did not alleviate their responsibility. He believed that we could restore productivity and improve members at the same time. example taught me that resilience and the ability to bounce back helped cultivate stronger Airmen, regardless of their faults. I am thankful my first flight chief was an Airmen of character and I recognize that he made me the leader that I am today.

I am honored to serve alongside these officers every day. Stories like these are all around us, and, as senior NCOs, we should be the catalyst to ensure these occurrences are common. I challenge you to look around your shop or work center, find that junior officer that could benefit from your mentorship and start a conversation. It doesn't have to be anything profound, just start building a trusting relationship. If you are steadfast and genuine, over time you will build a level of trust where your officer mentee feels comfortable enough to ask, "What can I do to be a good leader?" When I am fortunate enough to be asked this question, my response is, "Earn my salute... Every time." These words hold a meaning and bond of respect for both sides as if to say, "I will work hard for you in all areas and willingly follow you into combat, but be the leader that I deserve." Take a minute and let those words sink in, look at your chevrons and ask yourself, "Am I doing everything I can to mentor future commanders?"

We began a conversation that unraveled the unique officer-enlisted relationship in our specialized platform. After a few weeks, I understood what was expected of me as a new member of the squadron. Most importantly, I learned that humility and mutual respect amongst peers, superiors and subordinates alike was required.

As a deployed commander, I received the most in-depth mentorship from a U.S. Army sergeant first class (E-7). Similar to the Air Force staff sergeant 10 years prior, he pulled me aside to have a conversation on my first day on the job. His humble and genuine approach guided me toward the expectations of my roles and responsibilities. However, our conversations were never just about work or my leadership skills, they were also about our similar life challenges. He was there for advice, guidance and to keep me out of trouble—but it wasn’t because he had to; it was because he wanted to. He wanted to see me succeed and did so by developing my leadership abilities.

These brief examples emphasize the importance of mentorship between the officer and NCO corps. Although mentoring is voluntary, “it is essential to developing well-rounded, professional, and competent future leaders who can help Airmen maximize their full potential” (AFMAN 36-2643, p. 3). I believe that senior NCO mentorship is critical to mission success and vital for officer leadership development. An NCOs selfless dedication to mentor a young lieutenant like me has had long-lasting effects on my leadership skills and the true meaning of service in uniform.

Vignette 3 Newly minted Air Force officers often enter the workforce with plenty of education and little applicable experience. Fortunately, as a hopeful future aviator, I earned two more years of managerial reprieve through technical training before reaching my unit.
