Memorial Day originated 153 years ago to commemorate the lives of those who died defending the United States during the Civil War. Today it is the day set aside to honor and recognize all who have died while fighting in the nation's service.

Many of the service members who died most recently in Iraq and Afghanistan are now buried in Section 60 of Arlington National Cemetery. While speaking today at the Memorial Amphitheater at the cemetery, President Joe Biden said that while walking though Section 60, he is reminded of the cost of war.

"Hundreds of graves are here from recent conflicts," Biden said. "Hundreds of patriots gave their all ... each of them leaving behind a family who live with their pain in their absence every single day. I want to assure each of those families — we will never forget what you gave to our country. We will never fail to honor your sacrifice."

Biden said that as vice president, he began to carry with him in his pocket the number of troops who had died in Iraq and Afghanistan. Today, he said, that number stands at 7,036. "[That's] 7,036 fallen angels who have lost their lives in these conflicts," he said. "And on this Memorial Day, we honor the legacy and their sacrifice: duty, honor, country.

They live[d] for it. They died for it. And we as a nation are eternally grateful."

Air Force releases updated fitness test score breakdown Secretary of the Air Force Public Affairs

WASHINGTON (AFNS) — The Air Force will resume physical fitness testing July 1 with only three components: push-ups, sit-ups and the 1.5-mile run.

Without the waist measurement as a scored component, push-ups and sit-ups will increase from 10 to 20 points each, while the 1.5-mile run will remain at 60 points.

Scoring will fall into five-year age groups, as opposed to the previous 10. Updated charts can be found here.

The waist measurement will no longer be required as part of the physical fitness test but a separate assessment of body composition, as required by DoD Instruction 1308.3, will continue starting in October. Testing for body composition may continue to use some form of waist measurement and may be administered during PT testing to reduce scheduling and administrative burdens, but body composition will not be a component of the PT test itself. Further details on the body composition program will be released at a later date.

The Air Force has also worked on alternative strength and cardiovascular testing exercise options with plans to announce them in the coming weeks. Once announced, members and fitness monitors will have approximately six months to familiarize themselves with use and execution of the alternative testing options prior to having them available in January 2022. Members will have a choice of which testing options they choose for their physical fitness assessment components. The six-month timeline will help ensure fitness assessment cells are prepared to train physical training leaders to administer tests using the new options.

WASHINGTON (AFNS) — Frank Kendall told the Senate Armed Services Committee May 25 that if he is confirmed as the 26th Secretary of the Air Force he will continue reshaping the Air and Space forces to confront near-peer adversaries such as China, nurture the Space Force’s successful evolution and ensure that Airmen, Guardians and their families are well served.

“If confirmed, my priorities would be straightforward and mirror precisely those articulated by Secretary of Defense (Lloyd) Austin as they apply to the Department of the Air Force – taking care of our people, mission performance, and building teams. Our military is people first and foremost,” he told the committee.

“With regard to mission performance, I believe the range and severity of the threats that we face and will face, the rapid pace of technological innovation, and the need to rapidly harness that technology in new operational concepts demands a sense of urgency and a like focus on getting our choices right,” he said.

that the United States can operate in, and defend space, calling the still nascent U.S. Space Force “a critical contributor to our national security. If confirmed, I’ll be honored to have a role in making it a success.”

Also important, he said is fully understanding and recognizing China’s rapid advances and ensuring that the Air and Space Forces succeed in meeting them.

“There is general consensus that China is the pacing threat,” said Kendall, using the term for defining a leading challenger to U.S. security.

Across nearly three hours of a hearing that was both polite and relaxed, SASC Chairman, Sen. Jack Reed (D-R.I.), praised Kendall for having “a wealth of experience in aerospace and defense policy spanning several decades.” He also complimented Kendall for returning to public service after holding high-level positions in the Defense Department, most recently during the Obama Administration.

DAF releases FY22 budget proposal, journeys to the Air and Space Forces of 2030 Secretary of the Air Force Public Affairs Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS) — The Department of the Air Force released its Fiscal Year 2022 budget proposal, May 28, focusing on investing in people and capability, building the future force and delivering joint lethality and effectiveness.

The Department’s $173.7 billion request includes the U.S. Air Force and U.S. Space Force budgets. The Air Force’s budget of $156.3 billion is a 2.3% increase and the Space Force’s budget of $17.4 billion is a 13.1% increase from FY 2021.

“This budget starts us on the path necessary to organize, train, and equip the Air and Space Forces to deter and, if necessary, defeat the challenges we anticipate in 2030 and beyond,” said Acting Secretary of the Air Force John Roth. “It not only funds the capabilities required today, but also where the Department of the Air Force needs to make trade-offs to invest in the capabilities required for future competition.”

Key modernization programs funded in the budget proposal includes the: Ground Based Strategic Deterrent, the replacement for the aging Minuteman III; Next-Generation Air Dominance, the Air Force’s future air superiority capability; Advanced Battle Management System, the Department’s contribution to Joint All Domain Command and Control; and space-based capabilities such as the Next-Gen Overhead Persistent Infrared missile warning system.

Roth said the spending plan, in addition to capability-focused modernization, also advances the Department’s commitment to empowering Airmen and Guardians, connecting the Joint Force, and expanding partnerships.

Operation and Maintenance (O&M) is the largest portion of the request, accounting for 38% or $66.6 billion. O&M dollars go directly toward funding day to day operations and are critical to sustaining readiness. The O&M request also continues to prioritize investment in people, funding an additional $542 million to include a 2.7% civilian pay raise.

The budget also takes action to address the difficult challenges of sexual assault, suicide, and disparate treatment of Airmen and Guardians to build resiliency. Funding is increased by $7.7 million to develop prevention programs within the DAF focused on the prevention of readiness-detracting behaviors including sexual assault, interpersonal violence, and self-harm.

Additionally, $6 million is added for diversity and inclusion initiatives to include new training and recruiting scholarships.

The Department’s Military Personnel (MILPERS) request of $38.4 billion represents $942M growth from FY21. The FY22 request increases the DAF’s End Strength by 3,400 personnel over the FY21 enacted End Strength.

MILPERS funding includes a 2.7% military pay raise, a 3.8% increase to the Basic Allowance for Housing, and a 2.3% increase to the Basic Allowance for Subsistence. Additionally, the Space Force grows by 1,966 to 8,400 Guardians resulting from mission transfers from the Air Force, Army, and Navy.

The Research, Development, Test and Evaluation (RDT&E) FY 2022 budget has an increase of $3 billion to support the Department of Defense’s commitment to modernize key capabilities. A large portion of the funding focuses on modernizing the nuclear enterprise.

Nuclear command, control and communications are the central system of nuclear deterrence; with oversight of two-thirds of the nuclear triad, the budget adds $71 million. This increase will advance security and provide resilient communication pathways to align nuclear forces with the National Command authority under all conditions and phases of conflicts.

The RDT&E budget aims to establish the future ground-based strategic deterrent and replace the current Minuteman III missile systems. The added $1.1 billion includes funding for engineering, manufacturing, and development activities for the GBSD and funding for further long-range stand-off

That experience is important, Reed said, noting that “if confirmed as Secretary of the Air Force you will lead the service during a major transformation as we strengthen our ability to deal with near peer competitors. In addition to balancing the size and modernization of the Air Force, you must also continue to implement guidance establishing a Space Force.

“After two decades of high operating tempo and continuous overseas deployments, readiness remains a challenge,” Reed said. “The next Secretary’s efforts in improving the force structure and support to our Airmen will be crucial.”

Kendall’s session before the committee was his first formal appearance on Capitol Hill since being nominated last month by President Biden to be the Department of the Air Force’s highest-ranking civilian leader. He appeared alongside two other nominees for senior Department of Defense positions – Susanna Blume to be director of Cost Assessment and Program Evaluation for the Department and Heidi Shyu to be Under Secretary Of Defense for Research and Engineering.

Kendall is hardly unknown to senators, however, having served in a number of senior positions for the Department of Defense, including as the Pentagon’s No. 3 official for four years during the Obama administration.

Like Reed, the Committee’s ranking Republican, Sen. James Inhofe of Oklahoma acknowledged Kendall’s experience and also the scope of the challenge ahead.

“Our days of air power dominance are long gone,” Inhofe said. “We’ve got a lot of work to do.”

In his testimony and in response to questions, Kendall presented a philosophy for the job as the highest-ranking civilian leader of the Air and Space Forces reflecting a mixture of well-established priorities, such as shifting focus to confront China and Russia. He also emphasized at several points during the hearing that, “the Air and Space Forces aren’t just equipment and concepts of operation.”

“At its heart, they are the people who operate, create,

and support those things. We have to do everything we can to ensure that our people have the training, the equipment, and the support they need to do their jobs, and we have to ensure that they can do those jobs in an environment that treats everyone with dignity and respect and maximizes their potential to grow and serve the nation,” he said.

He pledged to look closely at the progress of existing efforts to improve base housing and to fostering a fair and independent “command climate” relating to sexual abuse. In response to a question about racial disparities across the Air and Space Forces identified in a recent report from the service’s Inspector General, Kendall said, “It does concern me” and pledged to work hard to attack inequality.

Kendall was asked questions on topics ranging from the Department’s plans for nuclear modernization, how to control the costs of operating the F-35 fighter and plans for addressing problems associated with the newest tanker, the KC-46. Like previous nominees, Kendall was asked about the future of the A-10.

When asked if he would lobby for a larger budget in the next fiscal year, Kendall said he would urge a spending plan that “is adequate for meet the requirements of the NDS.” The NDS, or National Defense Strategy, is the overarching national security blueprint issued in 2018 for protecting the nation and its interests.

He told the committee that driving down the F-35’s “sustainment costs” is an important goal and one that will attract his early attention if confirmed. He likewise said similar attention will be devoted to solving development problems that have slowed the KC-46’s utilization. And like other successful but older systems and planes, Kendall acknowledged the longstanding performance of the A-10 but said the Air Force must make difficult decision to balance the use of “legacy” systems while also allowing the introduction of newer aircraft and other hardware.

He was asked about the criteria used for selecting bases to his assessment of the future of major training areas such as the Nevada Test and Training Range and the value of Alaska to the nation’s defense to how the Department of the Air Force is responding to climate change, among others.

Other significant RDT&E funding areas include further growth for the B-21 Raider, B-52 and F-35 programs. The budget incorporates funding that minimizes climate risk, upgrades to aircraft fuel and assesses alternative fuel options.

In order to focus resources to these and other modernization efforts, the budget also includes proposals to right size aging, costly, and less-than-capable legacy systems by retiring 48 F-15C/D, 47 F-16 C/D, 42 A-10, 20 RQ-4 Block 30, 18 KC-135, 14 KC-10, 13 C-130H, and four E-8 aircraft.

The Space Force’s RDT&E budget increases to a total request of $11.3 billion, which is a $725 million increase compared to FY21. In addition to growth in classified programs, the proposal funds the Next-Gen Overhead Persistent Infrared missile warning system with an additional $132 million. This system creates a resilient network when combined with the geosynchronous satellites and associated ground systems to increase missile warning and defense, battlespace awareness, and technical intelligence.

The FY 2022 Procurement budget is $25.6 billion, with the Air Force’s portion representing $22.9 billion.

The Air Force seeks to procure advanced weapon systems like the hypersonic Air-Launched Rapid Response Weapon, and increasing the budget for the Joint Airto-Surface Standoff missile to provide quantities of advanced weaponry needed to deter future conflicts.

The Air Force also requests the purchase of F-35, KC-46 Pegasus, F-15EX Eagle II and MC-130J aircraft to ensure near-term readiness while advancing fifth-generation aircraft to outpace competitors.

The Space Force’s procurement budget will grow by $456 million to procure National Security Space Launch Vehicles which provide assured access to space for the nation’s warfighting and intelligence satellites. It also

Given his previous service and long history in defense issues, Kendall said he was aware of, or directly familiar with, nearly every issue raised to him by senators. His connection with military service is indeed both deep and varied.

A graduate of the U.S. Military Academy at West Point, Kendall served 10 years on active duty in the Army, a tenure that also included a stint teaching engineering at West Point. Kendall spent time in the Pentagon as director of the tactical warfare program before moving to become assistant deputy undersecretary for Strategic Defense Systems. Kendall also worked in the private sector in defense-related jobs, most notably as Raytheon’s vice president of engineering during the mid-1990s.

In addition to graduating from West Point, Kendall earned a master’s degree in aerospace engineering from The California Institute of Technology. He earned his law degree from Georgetown University Law Center as well as an MBA from C.W. Post Campus of Long Island University.

In other Pentagon jobs, Kendall was director of tactical warfare programs in the Office of the Secretary of Defense and was assistant deputy undersecretary for Strategic Defense Systems.

Kendall’s experience as Under Secretary of Defense for Acquisition, Technology and Logistics from 2012 to 2016 is where he gained notoriety at the Pentagon’s top weapons buyer.

In that job, he was responsible “for all matters pertaining to acquisition; research and engineering; developmental testing; contract administration; logistics and materiel readiness; installations and environment; operational energy; chemical, biological, and nuclear weapons; the acquisition workforce; and the defense industrial base.”

While holding that job, the No. 3 position in the Pentagon, Kendall pushed reforms for the way weapons are purchased. He wrote a series of “Better Buying Power” initiatives aimed at reforming the acquisition process to make it more agile.

The Military Construction (MILCON) and Family Housing portion of the budget increases by $1.1 billion for FY22. MILCON focuses on accelerating installation readiness, resilience, modernization and continued Planning and Design funds to reinforce program stability and consistency. The FY22 proposal would fund 56 major construction projects, including aircraft beddowns across six Air Force bases. It adds $105 million to military family housing projects to continue focusing on the health and safety of Department of the Air Force members and families.

“This budget furthers our ability to operate jointly across all domains, continues to develop the Space Force, recapitalizes elements of nuclear deterrence, and accelerates modernization,” Roth said. “All with the focus of providing the Nation with an unequivocal advantage through airpower and space power.”

The DAF’s FY22 budget proposal now goes to Congress for its consideration. Under the typical schedule, the budget must be approved and signed into law by the president by Oct. 1, 2021, when the new fiscal year begins.

By Staff Sgt. Conralyn Manglona | 56TH COMMUNICATIONS SQUADRON LUKE AIR FORCE BASE, Ariz. — We all come from different backgrounds and each have a story to tell. It is important to talk about what makes us unique and to give us a chance to know and understand a person.

A Pacific Islander myself, as it is Asian American and Pacific Islander heritage month, I wanted to take the time to speak to that portion of diversity that lies within the Air Force.

Tinian is a small island in the Pacific Ocean that I call home. It is one of the islands that make up the Commonwealth of the Northern Mariana Islands (CNMI) and home to my indigenous people, CHamorus. With a population of about 4,000 people, there are no shopping malls, movie theaters or fast food restaurant chains on Tinian. However, what you will find are locally owned cafes, mom-and-pop stores and beautiful beaches.

Growing up, my family did not have much, and life was hard. Employment was heavily dependent on political party affiliation. For example, if your political party were to win the election, you would most often times be guaranteed to have a job. In contrast, if they were to lose, most often times you would be unemployed for the duration of their term. This weighed heavily on my parents growing up, and led to periods of financial insecurity for our family. In search of a better opportunity for us, my parents decided to move to Guam when I was 13 years old.

"America has been forged ... in the fires of war," Biden said. "Our freedom and the freedom of innumerable others has been secured by young men and women who answered the call of history, and gave everything in the service of an idea."

The idea, he said, is that every American is created equal.

"We're all created equal in the image of almighty God ... we're all entitled to dignity, as my father would say, and respect. Decency and honor, love of neighbor — they're not empty words, but the vital beating heart of our nation.

Democracy must be defended, Biden said, because it is democracy that makes possible the idea that is the United States.

"Democracy — that's the soul of America," he said. "I believe it's a soul worth fighting for, and so do you — a soul worth dying for. Heroes lie in eternal peace in this beautiful place, this sacred place, [and] they believed that too."

Austin recalled meeting with the widow of one of the service members who was killed in Afghanistan, and who now lies buried in Section 60 of Arlington National Cemetery. Marine Corps re-

servist Staff Sgt. Chris Slutman was killed by a suicide bomber in Bagram in April 2019; his widow Shannon and their three children today struggle with the loss.

"She told us that before her husband left on one of his deployments, she sat him down and said, 'God forbid something happens to you, but if it does, where do you want me to bury you?'

And he told her, 'I don't care — I just want to be near you,'" Austin said.

Gold Star families, such as Shannon and her children, Austin said, continue to struggle long after the funerals for their loved ones have ended.

"It is our sacred duty to do more to ease the burden that they shoulder, on Memorial Day and every day," he said.

"For as long as America has sent our sons and daughters into harm's way, those on the homefront have also been on the front lines."

More than 1.3 million American service men and women have died as a result of American wars. Memorial Day commemorates their sacrifices.

"For the loved ones of those who have fallen, let me simply say: We know the depth of your sacrifice," Austin said. " But we can never truly know the depth of your loss. What we can do is honor the memory of those you lost — by caring for those who mourn them ... by seeking to perfect our union and defend our democracy ... and by striving to live our lives in ways that advance the ideals for which they gave their own."

it felt like too big a struggle. In my family, college was not a serious option. Everyone saw the military as a pathway to success-the best choice available. So, there I was, stuck between going to college and joining the military. My brother was the one that encouraged me to enlist, and I did so in April 2014. Seven years later, here I am, grateful and with no regrets on my decision.

When I joined the Air Force, I went from a girl from the small island of Tinian to a military servicewoman living in the United States. It was a huge culture shock! I quickly realized I had a different outlook on life than the people around me. I only knew the island lifestyle growing up, which is easy-going, and moved to an environment where everything felt so fast-paced and overwhelming. It took some time, but I eventually got the hang of things.

However, to this day I still find it amazing how I am seeing all these places that I only saw on the television as a child, and I still find it incredible how diverse this country is. Living in the U.S. mainland has changed how I look at life; I was so tunnel-visioned and now I am more open-minded and able to view things in different ways.

Nonetheless, I have had my fair share of negative experiences as well. Having an accent came with challenges for me as I was mocked and laughed at. On occasion, I would have to repeat what I had

said because of my accent. It felt humiliating at times, especially in social settings and made me want to change the way I speak, making sure I pronounce my words properly like simple words such as salmon, oven or saying “A/C” or “air conditioning” instead of “aircon” just so I wouldn’t be ridiculed.

Most of the time, I would prefer not to talk just out of fear that I would be teased again. In one instance, I remember being asked a question and as I was about to answer I could see the smirk on the other person’s face. I was mocked right in front of my peers. Looking back, I wish I had stood up for myself or had told someone about it to address the situation.

Having this experience definitely made me a better Airman, wingman and supervisor because it’s times like these that add the authenticity of genuinely caring for my peers and being there for them. I am able to provide insight to others that may have been through or are going through similar things, letting them know that they are not alone.

If we continue to be kind, open-minded, and have these uncomfortable conversations rather than instant reactions, we can learn from and teach one another. While creating a safe space for Airmen, I think we could really make a difference; I believe this will bring about positive change in the Air Force. We must ensure that our Airmen not only feel but also know that they have a voice and understand that their voices matter.
