PETERSON AIR FORCE BASE, Colo. – On Thursday, May 21, Peterson Air Force Base hosted a graduation ceremony for members of high school and college classes of 2020 with ties to the base. Students whose parents are active duty Airmen, veterans or Department of Defense employees, or students who have joined the Air Force or participated in Reserve Officer Training Corps programs, were invited to take part in the celebration. Due to Covid-19, these graduates were unable to take part in normal graduation ceremonies, so this event served as a conciliation for them and their parents alike.

What defines a superhero?

This year’s events during the week will be adjusted in accordance with our physical distancing guidelines, but there will still be great events going on for the entire family to enjoy.

Why is Police Week so important? It’s important because we are honoring those who have served before us, those who made the ultimate sacrifice, and those who are currently serving. It also gives us the opportunity to honor not just our great Security Forces members, but also all of our doctors, nurses, paramedics, emergency medical technicians, and of course, our local police officers. We are also expressing our unending gratitude to everyone who is putting their lives on the line protecting our families and defending our communities.

So what defines a superhero? It could be a person who performs heroic deeds that no normal person could ever do.

It can also be defined as being able to uplift not only themselves but those around them, by overcoming fear, prejudice and bringing hope to those in need. If you asked me who my superhero is, I would tell you that during my childhood it was Superman but today, it is our frontline superheroes.

US Space Force to train space professionals in Space Warfighting Disciplines By 1st Lt. Noah Emerson | UNITED STATES SPACE FORCE PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — Without highly trained space professionals, the U.S. Space Force cannot be lethal for troops on the ground, it cannot ensure the safety of the American public, nor can it defend against near-peer adversaries.

“Our modern lives depend on our space capabilities, and potential adversaries are actively attempting to exploit the benefits space provides us,” said Lt. Col. Daniel Sebeck, 319th Combat Training Squadron commander.

“Every day our space warfighters purposefully prepare to negate potential adversaries’ attempts to claim space superiority over us.”

The U.S. Space Force has developed a new series of courses designed to give new space professionals warfighting mindsets they will carry with them throughout their entire careers.

Starting today, the 319 CTS instructor cadre will begin teaching Space Warfighting Follow-on courses at Peterson’s Moorman Space

Education and Training Center.

Each course is based on a core Space Warfighting Discipline: Orbital Warfare, Space Battle Ma nagement a nd Space Electronic Warfare.

“With the implementation of SWD training, the U.S. Space Force is transforming the way the U.S. military develops its space warfighters and is laying the foundation for a highly trained, ready force,” Sebeck said. “The Space Force must develop a cadre of space warfighters to protect U.S. interests in space, deter aggression in, from and to space and conduct space operations. The SWF courses are the first step toward mastering and applying space warfare discipline.”

Space is a warfighting domain — secured and protected by the Space Force — in the same way the land, sea and air are protected by the Army, Navy, Marines and Air Force.

“The development and integration of space professionals is a cornerstone of the way we fight wars,” Sebeck said.

Upon graduating from Undergraduate Space Training, new accessions and cross-trainees will immediately move on to the Space Warfighting Follow-on courses.

“The SWF courses pick up where UST Next left off, and builds on operator’s threat based training,” Sebeck said. “We must be ready and lethal, and it is our responsibility as the U.S. Space Force to provide space warfighters the training to defeat threats in the crowded, contested space domain.”

A passive mindset toward tactical operations is dangerous, he went on to say.

“Space warfighters will learn about threats and how space combat disciplines are utilized from the beginning of their career in the Space Force.”

To develop the courses, stakeholder units across the USSF were solicited for inputs for what their inbound operators should know, value and be able to do.

something that is affecting people all over the world, said Chief Devall, “With the new Medical Skills Lab and the training they receive here, they will be equipped to respond to the COVID-19 pandemic in our area if needed.”

Before the standing up of the skills lab, there wasn’t much space for education and training. All the supplies needed for simulation labs were locked away in storage. So, the 460th MDG found an innovative way to address the problem by allocating current resources to help enhance mission capabilities.

“We hardly had any classroom space anywhere in our previous location,” said Lt. Col. Darren Damiani, chief nurse from the 460th MDG. “It would take hours to set up for training whereas now we already have everything set up.”

Now nurses, providers, and medical technicians can go into the simulation lab and practice honing their skills.

The new training course focuses on clinical skills essential to inpatient treatment, specifically those infected with the Coronavirus (COVID-19).

“What we do [at our medical clinic] is outpatient treatment,” said Damiani.

“Inpatient nursing and medical treatment are a whole different ball game and a whole different set of skills.”

The basic inpatient skills being covered include patient movement, intake and output, inserting IVs, nasogastric tubes and foley catheters and much more. The training enables the medical and nursing staff to be prepared to provide support elsewhere.

“With COVID-19 impacting so many people, there’s a chance that we would actually have to augment downtown or deploy to conduct inpatient treatment,” said Damiani. “It is more advantageous for us to take part of our staff to potentially augment Veteran’s Affairs, so they can support the intake of 30 to 40 more patients.”

Barrett, Raymond speak with U.S. astronaut ahead of historic launch

(AFNS) — Marking a milestone in America’s renewed ambitions for space, Department of the Air Force Secretary Barbara Barrett and Chief of Space Operations Gen. John Raymond, on Thursday spoke with NASA astronaut Bob Behnken whose mission will lift into orbit from U.S. soil for the first time in nine years.

The conversation with Behnken, an Air Force colonel, came six days before the scheduled May 27 launch of SpaceX’s Crew Dragon spacecraft in Florida. The launch and the mission to the International Space Station (ISS) are significant because it is the first time since the Space Shuttle was retired in 2011 that a U.S. manufactured rocket rising from a U.S. spaceport is taking astronauts into space.

“Colonel, we are thrilled with your upcoming launch.

Everybody is thrilled,” Barrett said. “America is thrilled for you to be one of the American representatives when for the first time since 2011 we return to space from American soil, on the top of an American rocket, in an American capsule.”

Raymond delivered a similar message. “I’ll tell you, we’re all excited for your upcoming mission,” he said. “It’s going to be great to have an Airman on that first rocket launch and an Airman on the ISS. We’re cheering for you.”

The mission breaks NASA’s reliance on Russian Soyuz capsules launched from Kazakhstan to send U.S. astronauts into orbit. Additionally, the launch is important because it is the final major step before NASA’s Commercial Crew Program certifies Crew Dragon for operational, long-duration missions to the space station.

The May 27 mission, dubbed “Launch America,” has attracted heightened attention because it symbolizes what the White House and other senior government leaders say is a new commitment to space, space exploration and ensuring free and continued access. While the launch site and rocket are new, the destination is not. Behnken and his partner, NASA astronaut Doug Hurley, will dock at the ISS for an extended stay.

Behnken told Barrett and Raymond that the mission will last longer than originally planned and could include as many as five space walks to replace aging batteries and to refurbish parts of the Space Station.

“We’ve had some interesting twists and turns,” he told Barrett and Raymond. “Our mission was originally a test mission exclusively focused on a week or a week and a half or so to make sure we achieve the test objectives and get this flight certified for the next set of crews so they would do a long duration mission.”

Behnken said it doesn’t matter the mission’s ultimate duration and functions. “It’s an exciting time and, as an astronaut who flew previously from the Florida coast (on the Space Shuttle), I’m excited for it to be happening again and to be a small part of making it a successful mission,” he said.

ARLINGTON, Va. (AFNS) — In an effort to reduce exposure to Airmen and to continue to slow the spread of COVID-19, Air Force officials announced May 22 all official fitness testing is suspended until Oct. 1.

The change, which is an update from the original June 1 resume date, is effective immediately.

Lt. Gen. Brian Kelly, deputy chief of staff for manpower, personnel and services, said in a signed memo, “Airmen remain our top priority, and we will ensure their health and safety as we maintain our force readiness posture.”

“When testing resumes, the Air Force will take a systematic approach to reintegrating official physical fitness assessments,” Kelly said in the memo.

“All policies and procedures should reinforce physical distancing, use of personal protective equipment, Airmen health and personal hygiene, and cleaning, sanitizing and disinfecting work spaces and common areas.”

In March, officials canceled fitness assessments until June 1. Airmen who were scheduled to test in March, April and May received new test dates that were delayed by six months.

The latest change, which is subject to local health conditions and states, “Commanders shall begin assessing Airmen’s fitness on Oct. 1, 2020 contingent upon base fitness centers being reopened and local state/country travel and movement restrictions being lifted.”

Additionally: •• If fitness centers remain closed and local movement restrictions remain in place, commanders may choose to delay physical fitness assessment

The 319th CTS’ team of instructors then developed training task lists from those inputs, coordinated them through each of the wings and HQ USSF and then built final objectives lists that guided the development of each lesson. All curriculum was developed by a mix of active duty, Reserve and contractor personnel.

The 319th CTS instructor cadre will consist primarily of active duty personnel, contractors, civilians, and Reserve personnel from the 42nd Combat Training Squadron with extensive expertise in space operations.

“The SWF courses are adding an additional layer of depth to the space training pipeline in order to produce more lethal warfighters ready to execute combat operations in the complex space environment of today and tomorrow,” Sebeck said.

•• In order to maintain the health and safety of the force as testing resumes, the abdominal circumference component will be temporarily suspended through Oct. 1, 2021 or until further notice. During this period, all Airmen will receive a temporary, one-year abdominal circumference component exemption, and the next scheduled test date will be based on the overall fitness score.

This one-year temporary abdominal circumference exemption will take precedence over any other shorter term temporary abdominal circumference exemptions.

•• The annual height and weight measurements taken in conjunction with the fitness assessment will be temporarily suspended until further notice in order to preserve the health and safety of the force.

•• Physical training leaders augmenting the Fitness Assessment Cell may test members from within their same unit to help provide commanders with capacity options.

•• Commanders should use the fourmonth delay to purchase appropriate equipment (e.g., toe bars) to aid in physical distancing and administration of official physical fitness assessments in a safe and healthy environment.

Despite the COVID-19 pandemic, all SWF courses began in-residence today as planned. KIRTLAND AIR FORCE BASE, N.M. — Secretary of the Air Force Barbara M. Barrett visited Kirtland Air Force Base, New Mexico, May 2021, 2020, met with various mission partners, explored active mission sets and learned how Team Kirtland has sustained national security capabilities during COVID-19.

“Adapting and innovating along the way, Kirtland’s myriad missions have maintained operational readiness despite COVID-19.” said Barrett. “Today’s visit was an opportunity to thank service members and civilians personally. It was also a chance to preview cutting-edge research and development that is efficiently, effectively, and boldly expanding our Air and Space Force capabilities.”

Barrett began the visit at the Air Force Research Laboratory’s Directed Energy and Space Vehicles Directorates, where she was briefed on several programs critical to the nation’s defense.

Dr. Kelly Hammett, AFRL/RD director, demonstrated a variety of high power microwave and high energy laser systems that are currently in development. Hammett showcased the Raytheon PHASER and AFRL THOR high power microwave systems for countering small Unmanned Aerial Systems (UAS) as well as the CHIMERA high power microwave system being tested for additional base defense capabilities.

“Combatant commanders are very interested in these transportable systems that can non-kinetically defeat multiple air base threats, while providing a

deep magazine and low cost per shot,” Hammett said.

Barrett received briefings on the space vehicles small satellite portfolio and detailed presentations on the directorate’s spacecraft now on-orbit.

“Air Force Research Lab has an amazing pipeline of space science and technology innovations focused on increasing the resiliency of our nation’s space capabilities so that we deter conflict in space,” said U.S. Air Force Col. Eric Felt, AFRL/RV director.

The base visit continued to the Air Force Nuclear Weapons Center, where leaders updated Barrett on critical AFNWC programs and how those are in line with her priorities as the Secretary of the Air Force. The planned transfer of AFRL missions in RD and RV to the U.S. Space Force continue despite the COVID-19 pandemic.

“We updated [Secretary] Barrett on our plans for returning to full mission capability during the COVID-19 pandemic,” said U.S. Air Force Maj. Gen Shaun Morris, AFNWC commander and Air Force program executive officer for strategic systems. “Given the absolutely critical nature of our role in providing nuclear capabilities to the warfighter, we are committed to maintaining full support despite COVID-19. To date, we’ve kept all key efforts on track and in line with her nuclear deterrence priorities.”

Barrett took some time to visit the Space Rapid Capabilities Office to familiarize herself with their mission and transition to the U.S. Space Force.

“As one of the key acquisition organizations of the U.S. Space Force, the Space RCO is laser focused on meeting our mission to develop and deliver critical space capabilities at the speed of relevance,” said Mike Roberts, SpRCO director. “The Space RCO is honored to have the opportunity for our workforce to meet the SecAF, given the Secretary’s leadership has been key in empowering our ability to meet our mission.”

Secretary Barrett visited the Space and Missile Systems Center Innovation and Prototyping Directorate to better understand how SMC accelerates the pivot to the new space architecture.

“We were particularly excited to showcase the partnerships we share with other space organizations here at Kirtland AFB and across the DOD,” said Col. Timothy Sejba, SMC, Innovation and Prototyping director.

Throughout the visit, Barrett emphasized the importance of the multiple national security mission sets on Kirtland and how critical not only their capabilities are, but how vital the workforce is for mission readiness and success. Social distancing, face coverings and “elbow” greetings were routine during the visit.

“It was an amazing opportunity for our Airmen to spend time with Secretary Barrett,” said Col. David S. Miller, 377th Air Base Wing commander. “Her trip to Kirtland certainly underscores the importance of the work by all of the men and women on Team Kirtland, and the installation’s contributions to national security.”

30th SW Command Post keeps the information flowing

— While activities across the globe have seemingly come to a halt, the opposite is true for the members of the 30th Space Wing Command Post. During times of crisis, information is key. To enable the mission, the 30th SW Command Post has expanded their operations to keep information flowing.

The main mission of the Command Post is to receive and process emergency action messages, which are used to posture the base and the people assigned to it, and to track any incidents or events happening on Vandenberg Air Force Base.

“On a daily basis, we provide the installation status to higher headquarters and relay higher headquarters messages and directives down to the installation,” said Master Sgt. Ashley Proper, 30th SW Command Post superintendent.

“Additionally, we support all transient aircraft that use our runway, inbound distinguished visitors, and any after-hours requests for information or support.”

On top of their normal operations, the 30th SW Command Post has taken on the responsibility of creating daily situation reports for the U.S. Air and Space Forces that detail the status of Vandenberg AFB and the response the base is taking towards COVID-19.

“We work in conjunction with the Crisis Action Team, Medical Control Center and Emergency Operations Center to ensure we are providing the most accurate information to the installation and service commanders,” said Proper. “Additionally, we receive operational orders from the U.S. Northern Command commander and taskers from the Air Force Crisis Action Team through the USSF command center to distribute to the various organizations on the installation.”

SMC's NGG successfully completes preliminary design reviews

LOS ANGELES AIR FORCE BASE, Calif. — The U.S. Space Force’s Space and Missile Systems Center, Next Generation Overhead Persistent Infrared (OPIR) Geosynchronous Earth Orbiting (GEO) satellite program, commonly referred to as NGG, completed its preliminary design reviews (PDR) for its two candidate mission payloads, May 21.

“NGG is a critical piece of our missile warning architecture that will deliver a capable, resilient, and defensible missile warning system to counter deter-

mined adversaries,” said Col. Dennis Bythewood, program executive officer for Space Development.

“This milestone demonstrates our ability to move with deliberate speed, while maintaining the technical and programmatic rigor needed to ensure success.”

The NGG program is developing two infrared mission payloads in a competitive, parallel development effort to mitigate schedule risks for the first NGG satellite launch in 2025.

The two mission payload provider teams, Raytheon Space and Airborne Systems (RSAS) and Northrop Grumman Aerospace Systems (NGAS) with Ball Aerospace, will each design, manufacture, assemble, integrate, test, and deliver one mission payload to fly on the first two of three planned NGG satellites.

As the Space Force pushes for rapid delivery of the first NGG satellite for launch by 2025, this key milestone demonstrates the program is on track.

Successfully completing the payload PDRs was especially important, as the payloads are the critical path for the first NGG satellite delivery. The team plans to wrap up the system PDR campaign this fall and drive towards the system critical design review (CDR) in the fall of 2021.

“These reviews demonstrated that the competing NGG mission payload contractors will provide the

critical missile warning performance required for our nation to operate in a contested space environment,” said Col. Daniel Walter, the Next Generation OPIR Space Segment program manager. “The two successful reviews were key milestones in demonstrating our readiness to move forward. Our next steps are the build and test of engineering design units, or EDUs, and procurement of critical flight hardware for the first Space Vehicle delivery in 2025.

“The mission payload EDUs will be critical enablers to demonstrate mission capabilities and exercise key integration activities that will burn down program risk before the space flight hardware is delivered.”

The NGG contract was awarded to Lockheed Martin on Aug. 14, 2018 for the design, development, manufacture, integration, test, and delivery of three Next Generation OPIR GEO space vehicles.

Lockheed Martin held a competitive source selection and awarded subcontracts to both RSAS and NGAS/ Ball for development and build of two separate mission payloads in October 2018. The Government and Lockheed Martin will determine later which of the payloads will integrate on the first and second satellites. Lockheed Martin will also competitively select one of the two subcontractors to build an additional payload to fly on the third NGG satellite.

SMC Civilian Wins USSF’s 2020 Outstanding DoD Employee with a Disability Award

— Bruce Charest, systems engineer for Production Corps at the Space and Missile Systems Center, won U.S. Space Force’s 2020 Outstanding Award for Department of Defense Employee with a Disability and will competing at the Air Force level in October.

Charest has made significant contributions working in the Production Corps by using his engineering expertise to resolve critical technical security issues every day.

His ability using various security test data, from military user equipment receivers, ensured accuracy and sustainability without compromising the integrity of the ground safety activity.

This engineer uses hearing aids to compensate for his hearing impairment. He started his career at SMC as a journeyman engineer working in the Global Positioning Systems Directorate. He was assigned to Global Positioning Engineering and supported the Requirements, Engineering Operations, and the Program Protection Office. Due to the realignment of the SMC programs, he is now a Systems Engineer assigned to the Production Corps Engineering Division still supporting Security Engineer functions and now supports other systems engineer functions, such as Systems Safety, as needed. In his spare time, he volunteers working with Packing for Patriots, a program designed to send packages of goodies and personal items to soldiers who

are deployed. He participated in SMC’s 100th year celebration of Fort MacArthur (the geographically-separated base housing area) by manning a booth at the parade grounds.

Since 1981, DoD recognizes an employee as part of its observance of National Disability Employment Awareness Month.

These awards honor the accomplishments of civilian employees and service members with disabilities who have made significant contributions to the department’s mission and best demonstrate the core values of their respective DoD components.

When asked how it feels to win the 2020 U.S. Space Force’s Outstanding Award for DoD Employee with Disabilities, he said, “I am surprised to hear that I was considered and entered into the competition. The person who made that possible for me was Mr. Cordell DeLaPena, program executive officer for Space Production, Space and Missile Systems Center. He believed in me and appreciated the contributions I have made to the Corps.”

Charest is the first to receive 2020 Outstanding DoD Employee with Disability award under the new U.S. Space Force. This award also reaffirms Los Angeles Air Force Base’s commitment to recruiting, retaining, and advancing individuals with disabilities in the workforce while acknowledging the undeniable contributions of individuals with disabilities to our nation.
