The space mission continues during COVID-19; USSF leaders visit VAFB

Jay Raymond, U.S. Space Force Chief of Space Operations and U.S. Space Command commander, and Chief Master Sgt. Roger A. Towberman, USSF Senior Enlisted Advisor and USSPACECOM senior enlisted leader, visited different units across Vandenberg Air Force Base, May 6, 2020, to observe how the members of the space community have implemented measures to continue the base’s missions and the Range of the Future initiative while responding to the current COVID-19 pandemic.

While at Vandenberg AFB, various units who were key to the COVID-19 response, such as the Emergency Operation Center, 30th Medical Group, 30th Security Forces Squadron, 381st Training Squadron, Remote Launch Control Center and the Combined Space Operations Center, briefed Raymond and Towberman on specific efforts to mitigate the virus, challenges and successes throughout the pandemic response, and a way forward for the entire installation.

During the visit at the EOC, Capt.

Christopher Menino, 2nd Space Launch Squadron flight commander, explained how his unit had a hand in the COVID-19 response. Menino shared with USSF leadership a program called Perimeter 9, which was created to help 30th SW leadership track data surrounding COVID-19 and its impact around base.

“Perimeter 9 gives medics and commanders instantaneous and simultaneous awareness of any member of their team impacted by COVID,” said Col. Raymond Clydesdale, 30th MDG commander. “Perimeter 9 is superior and more secure than any existing platform, and it has the potential to contribute to COVID-19 response and overall medical patient care at a much greater scale.”

Subject matter experts also briefed the USSF leaders throughout the day on current VAFB operations, such as 30th Civil Engineer Squadron contracts, how the 30th Space Communications Squadron is working on providing higher quality internet coverage, and

— The staff at the Peterson Air Force Base, Colorado library has seen their fair share of changes recently. The facility closed late last year for cosmetic renovations as well as a cataloging system revamp and had just reopened to the public a few weeks before the stay-athome order was issued.

Now the staff is working to ensure their patrons still feel supported, now in a virtual atmosphere.

“Yes, working from home has its limitations,” said Anna Dunson, 21st Force Support Squadron library director. “But the creativity and flexibility this situation has asked of most every household, especially those with children…Challenging? Most definitely.

But from what I’ve seen across the community, challenge accepted!”

That need for creativity has staff sharing “secondhand” stories from authors and celebrities, as well as jokes from the library’s resident monster Floyd Peterson. But one event bringing the library experience to families are the daily story times.

The inspiration behind this event was inspired by one of Dunson’s childhood memories— summers spent listening to her mother read aloud— and a sug-

gestion from frequent library patron, Kristi Gutzman.

“It started through a few texts back and forth when the quarantine started,” Gutzman said. “Just checking on how everyone was doing. When we heard that our library friends were missing human contact, I threw out the idea of them chatting to our kids about the books we had been reading together.”

Dunson then shared her ideas, and the collaboration turned into a virtual read aloud story time.

“I believe sharing in literacy is equally beneficial to parents and children,” Dunson explained. “It’s an experience that can grow into some of our most beloved memories, no matter how reluctant the reader.”

While Gutzman’s children think the event is “fun and funny,” as a parent she appreciates it too.

“The base library doesn’t just support the Peterson community,” Gutzman said. “It has been a community to our family. The kids know the librarians genuinely care about how they’re doing, and I am extremely thankful for these people at this time.”

And maintaining those important connections is what drives the Peterson library staff.

“Staying engaged is a proactive effort that I consider integral to the health of our resiliency,” said Dunson. “Both personal and communal. Interactions, not transactions, are at the heart of our

library. These read-alouds reunite us with what sustains us— our customers.”

Next X-37B Orbital Test Vehicle scheduled to launch

WASHINGTON (AFNS) — The Department of the Air Force Rapid Capabilities Office, in partnership with the U.S. Space Force, is scheduled to launch the sixth mission of the X-37B Orbital Test Vehicle (OTV-6) on May 16 from Cape Canaveral Air Force Station, Florida.

The Department of the Air Force continues to push the flight envelope for the X-37B, and will build upon its growing collaboration with experiment partners with its sixth mission.

“In today’s age of electrons, space systems track storms, locate stranded motorists, timestamp credit card transactions, and monitor treaty compliance,” said Secretary of the Air Force Barbara Barrett. “Demonstrating the department’s innovation, this X-37B mission will host more experiments than any prior missions. This launch also demonstrates the department’s collaboration that pushes the boundaries for reusable space systems.”

The ability to test new systems in space and return them to Earth is unique to the X-37B program and enables the U.S. to more efficiently and effectively develop space capabilities necessary to maintain superiority in the space domain.

"The X-37B team continues to exemplify the kind of lean, agile and forward-leaning technology development we need as a nation in the space domain," said U.S. Space Force Chief of Space Operations, Gen. John "Jay" Raymond. "Each launch represents a significant milestone and advancement in terms of how we build, test, and deploy space capabilities in a rapid and responsive manner."

The X-37B remains a Department of the Air Force asset; however, the U.S. Space Force is responsible for the launch, on-orbit operations, and landing.

"This launch is a prime example of integrated operations between the Air Force, Space Force, and government-industry partnerships," said Air Force Chief of Staff Gen. David Goldfein. "The X-37B continues to break barriers in advancing reusable space vehicle technologies and is a significant investment in advancing future space capabilities."

This will be the first X-37B mission to use a service module to host experiments. The service module is an attachment to the aft of the vehicle that allows additional experimental payload capability to be carried to orbit.

"This sixth mission is a big step for the X-37B program," said Mr. Randy Walden, Director and Program Executive Officer for the Department of the Air Force Rapid Capabilities Office. "This will be the first X-37B mission to use a service module to host experiments. The incorporation of a service module on this mission enables us to continue to expand the capabilities of the spacecraft and host more experiments than any of the previous missions."

developed by the U.S. Air Force Academy and sponsored by the Air Force Research Laboratory to conduct several experiments on orbit. The FalconSat-8 is an educational platform that will carry five experimental payloads for USAFA to operate. In addition, two National Aeronautics and Space Administration experiments will be included to study the results of radiation and other space effects on a materials sample plate and seeds used to grow food. Finally, the U.S. Naval Research Laboratory, will transform solar power into radio frequency microwave energy which could then be transmitted to the ground.

"We are excited to return the X-37B to space and conduct numerous on-orbit experiments for both the Air Force and its mission partners," said Lt. Col. Jonathan Keen, the X-37B program manager.

The X-37B program completed its fifth mission in October 2019, landing after 780 days on orbit, extending the total number of days spent on orbit for the spacecraft to 2,865 - or seven years and 10 months.

Barrett, Raymond discuss Space Force’s status and future; debut new recruiting ad

By Charles Pope | SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS ARLINGTON, Va. (AFNS) — Air Force Secretary Barbara M. Barrett and Chief of Space Operations, Gen. John Raymond, unveiled the Space Force’s first recruiting video Wednesday, suggesting that the 30-second ad is a centerpiece of the nascent service’s continued evolution as the newest independent branch of the U.S. military.

The recruiting ad was only one of many topics Barrett and Raymond addressed during a 40-minute webinar sponsored by the Space Foundation, an organization that advocates for space and is comprised of businesses and organizations with connections to all facets of space operations, policy and commerce.

In her brief opening remarks, Barrett noted the importance of explaining the Space Force, what it does and why creating the first new branch of the military since 1947 is necessary.

The most tangible example, she said, is the Department of the Air Force Rapid Capabilities Office X-37B, in partnership with the U.S. Space Force which will launch again for the sixth time on May 16.

“This reusable space plane has completed five missions with 2,865 days of total time on orbit,” she said. “And, the next time the X-37B takes off it will deploy FalconSat-8, a small satellite developed at the U.S. Air Force Academy -- where the first 86 cadets recently commissioned into the Space Force. FalconSat-8 will carry five experimental payloads and provide cadets a unique opportunity to gain hands-on experience with space operations.”

Adding another detail, Barrett said the mission will carry another experiment fashioned by the Naval Research Laboratory that will attempt to transform solar power into radio frequency microwave energy and then transmit the energy to Earth.

“It is a critical time for space.

But it’s also an incredibly exciting time. There are advances being made in all sectors of the space domain whether it is national security space, commercial space, civil space with the moon to mars programs and international space,” Raymond said.

Later, in response to a question from the audience, Raymond closed the circle.

“The average American needs to understand just how reliant their life is on space. Space fuels the American way of life.

Space also fuels our American way of war,” he said. Space plays a critical role in everyday communications, navigation, commerce and science. Without free

Raymond and Barrett both highlighted the changing nature of space as a reason for creating a separate branch of the military.

SCHRIEVER AIR FORCE BASE, Colo. — The 2nd Space Operations Squadron hosted distance learning continuation training refresher courses April 21-29 to maintain readiness during this COVID-19 response.

The courses are for operators in dwell status, which means they aren’t currently on an operations crew schedule. During this time, their sole responsibility is to maintain currency in their position and to learn advanced warfighting skills.

This training covered vehicle commanding, payload commanding, reporting and user support operation procedures.

“The CTRCs are targeted for the operators in dwell who need to maintain their CMR status before they go on their next combat rotation,” said Capt. Sean Raymond, 2nd SOPS training and standardizations/evaluations flight commander.

Due to the nature of their mission, the squadron is designated a CMR unit as they support combat commanding down range through vital GPS functions.

“Because we’re a CMR unit, our people in dwell need to be ready to go on crew at any point and cover down for sickness, upgrades, mission transfers, etcetera,” said 1st Lt. Kelley Kennedy, 2nd SOPS chief of training. “They need to be able to maintain CMR, and one of those requirements is to maintain CTRC proficiency. That’s why we have this big motivation and purpose behind doing these courses even though we’re in the COVID-19 situation where we’re restricted [in our movement].”

This is the first time 2nd SOPS conducted the courses in a distance learning style. In the past, they’ve reserved a classroom in the 50th Operations Support Squadron area to train in addition to a facility off base with a simulator that mimics the GPS constellation.

“We can utilize that PTF to inject anomalies or inject a routine, nominal procedure that we want the operators to practice,” Kennedy said. “So typically, it’s very hands-on, face-to-face training.”

Official Use Only, it can’t be sent through an unsecure medium like Zoom, Skype or personal email addresses. This means operators who didn’t have access to Virtual Private Network, Webmail or remote desktop had to participate solely through audio.

The squadron breaks up their operators into three different experience levels: inexperienced, experienced and highly experienced. The training is designed for operators in the latter two experience levels. So despite not being able to see the material, everyone who participated was familiar with it.

“The operators either had the training material in front of them because they were able to access it securely, or they were experienced or highly experienced or members who are pretty familiar with these procedures and can understand them well enough to talk about them,” Raymond said. “Even over the phone through distance learning, we were able to have some really good discussions.”

Despite the limitations distance training may have, it’s still getting the job done and keeping operators ready to fight.

“The mission doesn’t stop for a global pandemic,” Raymond said. “We still need to provide global position, navigation and timing to the world. Not to mention that there are still threats out there. There are still other nations that are advancing in their technologies and they’re probably not stopping for COVID-19, and neither should we.”

As the base eases into its COVID-19 recovery plan, the squadron may begin holding classes while maintaining the less than 10 people and six feet of physical distancing rules.

“For the members who may be stuck at home, where their main job right now is to stay healthy and be ready to pull crew if needed, we’re still going to offer the distance learning style classes,” Raymond said. “Those members can still get exposure to the material so whenever they do come back and pull crew, they’re more refreshed and focused so we’re ready to jump back in as soon as we can."

Training never stops: NCOs pursue Academy’s Military Training course online during COVID-19 outbreak

By Ray Bowden | U.S. AIR FORCE ACADEMY PUBLIC AFFAIRS U.S. AIR FORCE ACADEMY, Colo. — The global COVID-19 pandemic may have changed how the Air Force Academy goes about its business, but training is still a top priority at the school.

Master Sgt. Michael Finley is one of 103 military trainers at the Academy who guide and instruct cadets from the moment they arrive for basic cadet training until they graduate.

“We still have a requirement to develop leaders of character and academy military trainers provide a vital role in that process,” Finley said.

Finley is the lead instructor for the Academy’s Military Training course. He and his staff teach technical and master sergeants to be AMTs and enlisted advisers to commissioned officers. They also teach cadets and cadet candidates at the Prep School to lead other cadets and eventually active duty Airmen.

Defense Department restrictions set during the coronavirus epidemic changed the course’s length from five to three weeks, and made the training available only online.

“It’s different than what you experience in a ‘brick and mortar’ setting and does take away from some personal interaction, but being flexible ensures we get the job done,” said Master Sgt. Daniel Cruz, one of three master sergeants and eight technical sergeants enrolled in the course.

Regardless of format, Finley said the coursework can be intense.

“Senior NCOs on staff at the Air Force First Sergeant Academy are scheduled to join us online to discuss [the Uniform Code of Military Justice] and alternative dispute resolutions, to highlight a few topics,” Finley said. “Just because the class is online doesn’t mean there isn’t anything to gain or that education is not occurring. That’s far from the case.”

Finley said he focuses on relationships and care while teaching Cruz and the other students.

“Relationships are the key to success at the Academy and respect and gratitude go a long way,” he said.

“Showing others you care and are invested in them really matters.”

“Our AMTs are resilient and dedicated,” he said.

“When most all cadets left the Academy in March, the AMTs stayed to make sure the class of 2020 got to graduation. They stayed because they had 1,000 senior cadets who needed guidance. Those few who couldn’t

come to work because of the coronavirus and be here for cadets … it drove them crazy.

“There’s no other place where you have people in charge of training and developing their future boss,” Johnson said. “That development comes through the care, respect, military training and shared expectations that Master Sgt. Finley’s course provides.”

Finley’s latest class began May 4 and ends May 22.

‘I-Day’ Update: Academy preps for arrival of Class of 2024

— The Air Force Academy’s superintendent announced May 7 that the school is preparing for the June arrival of its next class of cadets.

“We’re establishing quarantine guidance, testing, and restriction of movement policies that mirror the guidelines and policies of the Defense Department and State of Colorado,” said Lt. Jay Silveria, the Academy’s superintendent.

Brig. Gen. Michele Edmondson, commandant of cadets, said despite the coronavirus outbreak posing more than a few challenges to the school and U.S. military at large, the Academy’s military and academic training continues.

“We will bring in the Class of 2024,” she said. “It will look different than what we’re used to but we can do this, and we can do this safely.”

Public health emergencies have been declared at every U.S. military installation, including the Academy. Late last month, Col. Brian Hartless, commander of the 10th Air Base Wing -- the Academy’s host unit — extended the public health emergency on the base until May 23.

Embedded medics keep Airmen fit during pandemic

By Peter Holstein | AIR FORCE SURGEON GENERAL PUBLIC AFFAIRS FALLS CHURCH, Va. — The COVID-19 pandemic has changed how we all live our lives and do our jobs.

Even with those changes, essential Air Force missions continue, and embedded physical therapists are working as hard as ever to keep Airmen fit to fight.

Many jobs in the Air Force are physically demanding, and Airmen need to maintain high levels of fitness and performance to execute the mission.

Base Operational Support Teams are teams of medics who rotate through squadrons at their installations to improve fitness routines, enhance workplace health and safety, and build relationships within the unit to make health care more accessible.

Because Operational Support Teams embed within the units they support, they cannot use the same protective measures used by base clinics to limit patient and provider exposure to COVID-19. However, their support remains critical to keeping Airmen on the job. Embedded medics are finding creative ways to accomplish their mission while still following Department of Defense and Centers for Disease Control and Prevention guidelines.

“The COVID pandemic caused

us to pivot and provide assistance to any unit that asked for it,” said Mr. William Goins, Base Operational Support Team director, Osan Air Base, Republic of Korea. “With the fitness center closed, we are emphasizing that part of resilience is getting creative to ensure we stay physically and mentally fit.”

For Maj. Samantha Warren, the Base Operational Support Team chief at Mountain Home Air Force Base, Idaho, adaptability is a big part of supporting operational units during the COVID-19 pandemic.

“We are embedded with the wing’s maintenance squadron, the 366th MXS,” said Warren. “Their mission didn’t stop when COVID started, so we are finding ways to keep them fit and performing optimally under challenging conditions.”

One big change was to the schedule.

Maintenance teams started working staggered schedules to minimize large groups. The Operational Support Team did the same, with some members shifting to an alternate duty schedule. Because exercise is often easier with a social component, the See Keep Airmen fit page 12

into existence Dec. 20, 2019, has a $15.4 billion budget and is in the process of building its force. There are currently 88 commissioned space professionals but by the end of the year that number is expected to grow substantially. In all, the service’s total force is expected to be about 16,000.

As he has done in the past, Raymond said the force is designed to be small and agile and trailblazing.

In the virtual town hall he noted that the Space Force will use acquisition systems “that are custom built, purpose built for space.”

“Speed of acquisition,” he said, “is important if we are to stay ahead of the growing challenges we see in space.”

Asked how the Space Force is adjusting to the coronavirus pandemic, Raymond said the force, like

the rest of the military, “is taking very active measures to protect our crew force, our personnel.” Barrett noted that the Space Force is also contributing to the response by ensuring continued and accurate GPS service and in more distinct ways such as reconfiguring satellites to ensure the Navy’s hospital ship, the USNS Mercy, had sufficient bandwidth during its deployment to Los Angeles.

And in a less serious moment, Barrett and Raymond were asked to comment on the new Netf lix production about a Space Force that features actor Steve Carell.

Raymond said he had seen the trailer and added, “The one piece of advice I’d give to Steve Carell is to get a haircut. He’s looking a little too shaggy if he wants to play the Space Force Chief.”

Keep Airmen fit FROM PAGE 11 team found ways to accomplish that without face-to-face interaction.

“We knew we had to avoid gatherings, so we started fitness challenges based on small groups of Airmen already working together,” said Warren. “We challenge each team to do more push-ups or squats than the last team, and share videos of the challenge once it’s complete. Our team takes precautions by wearing masks, maintaining distances greater than six feet, and taking more time between interactions to disinfect and wash hands.”

The Osan Operational Support Team also shifted procedures in response to COVID-19.

“We started limiting the number of people we allow in our Physical Training Leadership course to practice social distancing,” said Goins. “We keep it to just one individual per table, make sure that we have hand sanitizer available throughout the course, and wear masks for one-on-one work. Our work environment does not lend itself easily to following social distancing guidelines, but we make it work.”

Goins is encouraging the squadrons he works with to keep following existing routines when they do not conflict with COVID-19 guidance.

“In times of high stress, maintaining some routines can be key to mental and physical resilience,” said Goins. “It’s also a great time to add new healthy habits. I think the pandemic is really reinforcing the need to be healthy and fit all the time.”

Operational Support Teams across the Air Force are adapting to the new normal. The team at Luke Air Force Base in Arizona is embedded with the installation Security Forces Squadron, the 56th SFS. They were able to continue individual physical fitness classes after COVID-19 closed gyms on base by setting up exercise equipment outside.

"Our Security Forces have a high intensity mission, and they need to stay at the peak of physical performance," said Capt. Jeffrey Turner, Operational Support Team Flight Commander, Luke Air Force Base. We set up a tactical mobile fitness unit outside the Security Forces building and thoroughly sanitize it between uses. Maintaining their exercise routines empowers our defenders to sustain their physical and mental readiness, while protecting them from exposure."

Under normal operations, Operational Support Teams focus on the occupational health challenges of their host squadron, working with leadership to improve processes. They teach squadron members skills to sustain fitness once the team moves to another squadron.

We work with squadron leadership to build those things into the daily routine, and it all has a real impact in preventing injury.”

Treatment systems have been installed at private and municipal wells used as drinking water sources. In addition, Peterson AFB conducted a Preliminary Assessment to identify any potential on base sources. Based on the results the Preliminary Assessment and follow on Site Investigations, it was confirmed that Peterson AFB had PFOS/PFOA impacts to groundwater. These recent Air Force Environmental Restoration Program (ERP) investigations have identified four sites that warrant further evaluation.

The Air Force’s ERP provides for the environmental cleanup of contamination whose release is attributable to the Air Force, including immediate actions taken to remove imminent threats to human health and the environment. Public involvement is a key aspect of the ERP and is the reason for this notice.

Peterson AFB is seeking public input on its ERP to enable meaningful community involvement and to address community needs, concerns, and expectations through face-to-face interviews, telephone interviews, and an online survey.
