Space Delta 2 monitors deep space

By Stephen Brady | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — Having an area of responsibility that includes deep space is a formidable job, but one that Space Delta 2 is prepared to carry out.

Space Delta 2, activated July 24, 2020, and part of the newly developed U.S. Space Force, has the significant task of providing space domain awareness by monitoring all manmade objects orbiting the Earth. SDA ranges from low Earth orbit, to geosynchronous orbits 22,500 miles out, and beyond. Within that realm lies thousands of objects hurtling around the globe at speeds up to 17,500 mph.

Space Delta 2 monitors and catalogs those objects to protect and defend U.S. and ally interests in, from and to space.

“Space domain awareness is foundational for everything we do in space,” said U.S. Space Force Lt. Col. Steve Sandusky, Space Delta 2 deputy commander. “Whether we’re talking navigation through GPS satellites, banking, environmental weather monitoring or for our nation’s defense and that of our allies.

“It’s foundational for the protection and defense of all those assets to be able to identify where they are, and to be able to characterize what they are and what their intentions are,” he said.

The concept of space domain awareness, simply put, is keeping tabs on what is in space, where it is, and where it is going.

“The easiest way to explain space domain awareness is that we need to know and understand what is in our area of responsibility,” said U.S. Space Force Master Sgt. Tim Tichawa, See Delta 2 page 8

First-ever Space Test Fundamentals class visits STAR Delta (P)

PETERSON AIR FORCE BASE, Colo. — Students from the inaugural U.S. Air Force Test Pilot School Space Test Fundamentals course, Class 21-1, visited Schriever Air Force Base, Colorado recently.

The STF course curriculum included a two-week tour of Schriever AFB; Buckley AFB, Colorado; U.S. Air Force Academy, Colorado; Kirtland Air Force Base, New Mexico; and Vandenberg Air Force Base, California, before a final capstone project that tied the whole course together and validated the desired learning objectives.

Since 1951, the USAF Test Pilot School at Edwards Air Force Base, California has taught students how to predict, test, and validate data gathered from flight test missions using the newest technologies and information. In response to a sharpened focus across the Department of Defense on the space warfighting domain, the first STF course began January 4, 2021.

“TPS trains and educates primarily pilots and engineers to systematically and rigorously evaluate weapons system performance against design requirements,” said Mr. Kevin Rhoades, Space Training and Readiness Delta (Provisional) deputy. “The school also evaluates new and innovative technologies to determine their possible application to future weapons systems.

At the beginning of this year, the USAF TPS began it’s first-ever ‘Space Test Fundamentals course’ to meet the needs of the U.S. Space Force. This course is designed to expose students to the test process, methodologies, and analytical tools used to determine results.”

While at Schriever AFB, the class received mission briefs and demonstrations from several units under STAR Delta (P) designed to immerse the participants in the space warfighting domain.

“Space Test Fundamentals is a first-of-its-kind course designed to train and educate test professionals for the space domain,” said U.S. Space Force Capt. Austin Cooner, STF course class 21-1 member. “Our class visited STAR Delta at Schriever AFB to receive mission briefs from the 25th Space Range Squadron, 17th Test Squadron, STAR Delta Operating Location Alpha, 3rd Space Experimentation Squadron, and the 527th Space Aggressor Squadron, each of which has a unique role to play in the test community. The value of networking with current and future space testers can’t be overstated.”

While with the 3rd SES, the class learned the principles of rendezvous and proximity operations, delving into the complex process wherein one space vehicle maneuvers to match the orbit of another vehicle.

“The 3rd SES is sharing their experience with RPO to help build a community of space experimenters and operators capable of leading and ensuring safe and responsible space operations,” said Capt. John Newell, 3rd SES engineering flight commander. “TPS’ inaugural Space Test Fundamental’s Course was here to gain insight into what RPO currently looks like, with the goal of melding USSF RPO expertise with the TPS aeronautics expertise to reimagine how we operate in, and think about, space operations.”

While the students of STF class 21-1 benefited from training with space units and learning their missions, the USSF also gained vital feedback on how the space domain can be better integrated to improve joint warfighting.

“This course directly supports the Space Force’s requirements to design and field the best possible capabilities that meet warfighter needs to support the nation’s national security interests,” said Rhoades. “The results of rigorously and systematically testing space systems directly impacts systems in the process of being fielded, as well as improves design requirements for future systems. Specifically, lessons learned from testing current systems can be applied to future systems to enhance their capabilities. Testing can also help validate new tactics, techniques, and procedures.”

As the USSF structure continues to mature, the need for more Guardians and Airmen to go through this tailored space course will also increase, providing more warfighters the ability to lead and conduct full-spectrum test and evaluation of systems operating across the air and space domains.

Faces of Space: Stephen Ramirez

VANDENBERG AIR FORCE BASE, Calif. — Stephen Ramirez, 21st Space Operations Squadron mission assurance officer, has been serving his country for over three decades, beginning with his U.S. Air Force enlistment in 1987.

Ramirez began his career in the Air Force with job security and stability in mind. Employment in his hometown of Muskegon Heights, Michigan, was low in the late ‘80s, and he was looking to make a living. What began as a means to an end soon blossomed into a long and successful career.

“It was kind of strange for the first few years because my family and I thought it would be ‘four years and done’,” Ramirez explained. “They would constantly ask me when I was getting out and coming home. Fast forward 20 years and I was retiring in 2007.”

After retiring from the military as a master sergeant, Ramirez worked as a government contractor for three years before he became a government civilian in 2011. He now works for the 21st SOPS, a U.S. Space Force geographically separated squadron of Space Delta 6, located at Vandenberg Air Force Base, California.

Ramirez is now responsible for leading a mission support team and providing critical services to the Satellite Control Network and GPS. His team’s efforts result in the fortification of the squadron sites and ensure continuous space access to over 108 Department of Defense and civilian spacecraft.

Additionally, he is responsible for the oversight of 300,000 square feet of facilities, back-up power systems and 10,000 equipment items valued at $10 million supporting the $6.8 billion Satellite Control Network.

“This job allows me to work in many different areas and disciplines, from facilities management to cyber support,” Ramirez continued. “Every day there are new challenges ranging from

Ramirez said that there are many captivating aspects of his job, but that his favorite part is the human engagement.

“I thoroughly enjoy working with all the people supporting and operating the Satellite Control Network at every level,” said Ramirez. “I also enjoy helping 21st SOPS team members receive recognition for their efforts.

Air Force unveils new mission statement

(AFNS) — The Air Force released its new mission statement: To fly, fight, and win … airpower anytime, anywhere. This change emphasizes the primary competitive advantage and capabilities airpower provides to the nation and joint operations.

The ability to fight and win with airpower is key to facing emerging competitors and near-peer adversaries, according to service leaders.

“As we developed this new mission statement, we consulted Airmen from across the entire spectrum – enlisted, officers, reservists, guardsmen and civilians,” said Air Force Chief of Staff Gen. Charles Q. Brown, Jr. Since the domain of space falls under the Space Force, the Air Force can now focus solely on airpower and maintain a sustained focus on core air domain missions.

With a Total Force of more than 689,000 personnel, Airmen work to support all aspects of airpower, which includes five core missions: air superiority; global strike; rapid global mobility; intelligence, surveillance and reconnaissance; and command and control.

Airpower also requires people and resources dedicated to unit readiness, base infrastructure and talent management.

The chief master sergeant of the Air Force emphasized that all Airmen, no matter what Air Force specialty code they serve in, play an important role in generating military airpower for the nation.

Jason Mendoza-Anaya, 21st Force Support Squadron unit training manager, was recognized in a virtual ceremony by the American Red Cross of Colorado and Wyoming, March 20, 2021. Mendoza-Anaya responded quickly to a traumatic incident saving the life of a member of the local community in a Colorado Springs laundromat on March 8, 2020. Mendoza- Anaya credits his quick thinking to his previous experience as a security forces Airman and U.S. Air Force training.

PETERSON AIR FORCE BASE, Colo. — A Peterson-Schriever Garrison noncommissioned officer was recognized by the American Red Cross of Colorado and Wyoming, March 20, 2021. Their quick response and thinking during a traumatic incident saved the life of a member of the local community in a Colorado Springs laundromat on March 8, 2020.

U.S. Air Force Staff Sgt. Jason Mendoza-Anaya, 21st Force Support Squadron unit training manager, was doing his laundry at a local laundromat when another patron suddenly passed out.

“I heard a guy scream and looked over like everyone else did; it was a loud scream,” said Mendoza-Anaya. “He [the guy] started to shake, went stiff and fell over hitting the front of his forehead on a metal chair nearby.

Then [he] smacked the back of his head on the ground and started shaking.”

Mendoza-Anaya sprang into action, rushing to the man’s side. The man was now convulsing in a steadily growing pool of blood from his head wounds.

“At first I didn’t see anyone running towards him. I ran over, got down and asked him if [he] was okay, but he was still shaking and unresponsive,” Mendoza-Anaya said. “I then remembered people who are having seizures tend to sometimes bite on their tongue. I started yelling at everyone around if they had a pen or a pencil because I didn’t want to put my finger in his See NCO page 7

mouth and have him chomp on it.”

Mendoza-Anaya recognized the seizure, but by the time he got to the individual it was too late, as he had already bit his tongue almost clean off. Now, not only was blood coming from his head wound, there was blood pooling quickly in his mouth.

“I had someone call 9-1-1. I directed another person to check the individual’s bags to see if he had any medications that he needed,” Mendoza-Anaya said. “I then took off my sweater and wrapped it around his head in case he had another seizure. I didn’t want him to cause further damage to his neck or head.”

The individual then started to lose consciousness and lost the ability to swallow due to the blood pooling in his mouth causing him to choke.

“When I recognized this I started to get scared and tried to carefully tilt him over, so at least the blood in his mouth would be able to run out onto the ground. I tried to keep him

awake, but he fell asleep,” MendozaAnaya said.

An ambulance with first responders arrived and assumed emergency care from Mendoza-Anaya.

“They put a neck brace on him, he woke up and was distraught and confused. I don’t think he knew what happened to him, but he lived. I was a little shaken up,” Mendoza-Anaya said.

He credits his quick thinking and response to his past experiences as a Defender and his U.S. Air Force training.

“I was a security forces Airman at Malmstrom Air Force Base, Montana before coming to Peterson AFB. I retrained in 2019 to unit training. In security forces the training we are put through mimics high-stress scenarios.

So when you think about how often we train, stressful situations are something you get used to.”

Mendoza-Anaya also gives credit to his mentor and uncle, Tim, who passed away in January of this year.

“He was a state parole officer, he did a lot of cool things and growing up I would look up to him,” MendozaAnaya said. “He inspired me to be in

the first responder realm. He would also put me and other family members in scenarios and ask us what we would do and teach us how to respond to different things if we ever found ourselves in those situations.”

U.S. Air Force Capt. Jamila Edgerson, 21st Force Support Squadron operations officer, who works with Mendoza-Anaya said she is glad Jason is being recognized for his life-saving efforts and he truly deserves it.

“Jason is one of the hardest working staff sergeants I know. He reaches out far beyond his unit training manager duties and assists with any and everything when asked,” Edgerson said.

“Jason not only helps the front office but he steps up and helps the mission support group when they are in need.”

Mendoza-Anaya received a certificate and a plaque from the American Red Cross for his life saving efforts.

He says it is an honor to serve his local community.

“All of this is new, exciting and a little bit embarrassing because I’m just a normal guy, but I understand why it is important to recognize individuals for things like this.”

have been recognized at the squadron and delta levels for awards.”

As much as Ramirez values his people, they value him equally. U.S. Space Force Lt. Col. Samuel Oppelaar III, 21st SOPS commander, detailed the impact that Ramirez has on his peers.

“Mr. Ramirez is the main reason most of the people come to work each day with a positive attitude,” Oppelaar said. “He is always thinking about the morale and general welfare of everyone in the squadron. [He] is the type of person you want on your team.

He cares for his fellow Airmen and Guardians while always finding a way to accomplish the mission.”

As successful as Ramirez’s career has been, no one becomes an outstanding professional overnight. Ramirez attributes much of his insight and knowledge to the many commanders and co-workers he’s worked with during his service.

“Throughout my career the majority of my positions have been in close proximity to commanders,” Ramirez explained. “I have found that each and every commander has provided me valuable mentorship, leadership insight and examples of unwavering professionalism.”

Ramirez’s working relationship with his mentors has been give-and-take.

For everything Ramirez gains from

“Over the last two years we have formed a close professional, working relationship,” Oppelarr said. “He is my trusted advisor and brings a unique and needed perspective to our discussions.”

Ramirez’s accomplishments are not only credited to his hard work and the guidance of his mentors. He explained that partial credit is owed to one very important person.

“I have been married to my beautiful wife, Griselda, since July 1994, going on 27 years,” said Ramirez. “We have three children: Gabriella, Alexis and Diego. I have been very fortunate to have such a loving and supportive wife who has tackled the majority of the parenting responsibilities while I was at work. She has been incredible, which has allowed me to focus on my job and supporting the missions.”

Even with the demands of a fulltime job, Ramirez never neglects to make time for his family and hobbies. Away from the office, he enjoys working out, hiking with his wife and their dog, Chester, and spending time with his family and friends at local wineries.

“I am [also] a huge comic book nerd,” he explained. “I still have my collection; four big boxes! I love superhero movies and I miss the excuse of dressing up as a superhero for Halloween now that my children are older.”

During his free time, Ramirez also continues to seek out opportunities

to better himself as a mentor and a leader. He is currently enrolled in an Air Force leadership course and a Six Sigma Green Belt course, a class designed to improve on leadership and management skills. He explained that his work ethic is inspired by a quote from former President Theodor Roosevelt: “It is not the critic who counts; not the man who points out how the strong man stumbles, or where the doer of deeds could have done them better.

The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood, who strives valiantly, who errs, who comes short again and again, because there is no effort without error and shortcomings…”

“I think this quote sums up the value of actually participating, being in the fight and walking the talk,” Ramirez explained. “Being an active leader and team member ensures you can relate with your team and demonstrates your commitment through actions, not just words.”

It is evident that Ramirez actively lives up to these values. There is no shortage of evidence that he has left an outstanding and lasting impact on those around him.

“Mr. Ramirez is the epitome of a patriot,” said Rivera. “[He] gave selflessly to his country while in the military and continues to do so as a civilian.

21st Operations Support Squadron superintendent. “Our main customer being United States Space Command, our mission is to know where every object is from 100 kilometers above the surface of the Earth where space begins, all the way out to deep space.”

The delta does this with input from a host of sensors around the globe. Its primary sensors include a mammoth deep-space radar operated by the 20th Space Control Squadron at Eglin Air Force Base, Florida, as well as a radar in Australia and the space fence in the Marshall Islands. Optical sites in New Mexico, Hawaii, Australia and the Indian Ocean complement the delta’s global SDA mission.

“We continue to partner with Space Delta 4 [at Buckley AFB, Colorado], because all of those missile warning sites continue to provide critical SDA data,” Tichawa said. “That data is in addition to continued partnerships with civilian and foreign partners as well, all providing critical SDA data.”

Data from all of the sensors is fed to the 18th Space Control Squadron, another Space Delta 2 unit located at Vandenberg AFB, California, which tasks the sensors and maintains the space catalog to preserve space flight safety.

“It’s a global mission and it goes without saying that we can’t do any of this without the Guardians, Airmen, Soldiers, Marines, Sailors… all those folks that are contributing to this,” Sandusky said.

The Delta also has a presence in Suitland, Maryland, partnering with the National Oceanic and Atmospheric Administration to operate satellites providing in-theater weather monitoring for warfighters downrange. Space Delta 2 personnel are also at Huntsville, Alabama. They

run the command and control of the Space Fence, which is located on the Kwajalein Atoll in the Marshall Islands.

“That is an incredibly sensitive radar that can reach out into deep space and track objects,” Sandusky said.

Space Delta 2 continues to remain in motion, as it stands up the 1st Space Surveillance Squadron – slated to activate this summer in Maui, Hawaii. It will be the first of its kind, and will be both a development and operations squadron.

“The 1st SPSS is a new partnership with [Air Force Research Laboratory] that is being stood up as a squadron that combines research and development to get new operational capabilities into the hands of the warfighter more rapidly,” Sandusky said. “It’s a great opportunity for us to ensure that we’re providing that space domain awareness to the combatant commanders.”

Another coming change within Space Delta 2 is the 18th SPCS Detachment 1 at Dahlgren, Virginia, which will stand up as its own squadron. The detachment will be tasked with commercial integration experimentation and testing, as well as conjunction assessment, making sure objects in space maintain the requisite amount of separation for space flight safety. These changes will relieve some of the pressure from the 18th SPCS and allow them to focus on the growing challenge of an exponential increase in global launches, putting large numbers of satellites into orbit.

Space Delta 2 has roots within the former 21st Operations Group, but with a more concentrated focus.

“There were a lot of missions under the 21st Operations Group including missile warning, missile defense, airfield operations and all the other things,” Sandusky said. “Now that we stood up Space Delta 2, we are laserfocused on space domain awareness for the defense of our nation, our allies and in fact all of humanity, ensuring that our national assets, our satellites, our capabilities and our allies’ capabilities are able to travel freely in, from and to space.”

The delta has a singular mission focus; the next echelon above it is Space Operations Command, a field command.

“We’re able to communicate quickly and efficiently with our field command and with United States Space Command to ensure that our warfighters have what they need,” Sandusky said.

The change has improved communications with its higher headquarters.

“The greatest thing is being able to call the SpOC staff, and you now have majors and master sergeants that are interfacing directly with the field command staff and getting stuff done,” Tichawa said. “It’s taken out levels of bureaucracy, it’s helping to alleviate confusion.”

Within the old operations group construct – a squadron working through a group working through a wing working through a numbered Air Force to a major command – some things would get lost in translation.

“Now, as part of a delta staff, I reach out to the units we support directly, and the only other people I talk directly with is the SpOC staff, so that has been amazing to be able to have that,” Tichawa said.

The delta comprises about 360 Guardians, Airmen, civilians and multinational partners; a relatively small organization that is making a very big impact around the globe. All told, Space Delta 2 sensors, combined with data from the other contributing sensors, make hundreds of millions of satellite observations annually, contributing to that vital space domain awareness mission. They aptly refer to themselves as sentinels, always watching the sky.

“The sentinels of Space Delta 2 are on watch 24/7, 365 days a year,” Sandusky said, “ensuring that our nation’s space capabilities, everything from the International Space Station to navigation to banking to national security and environmental monitoring, are able to operate seamlessly within the space domain.”
