By Jennifer Carter-Powe | SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS WASHINGTON (AFNS) — Chief of Space Operations Gen. John W. “Jay” Raymond was virtually interviewed by renowned astrophysicist Neil deGrasse Tyson during the Air Force Association’s Aerospace Air Warfare Symposium Feb. 25, 2021.

As the Space Force perseveres through its second year as the newest branch of service, the two discussed the value, threats and complex challenges that accompany the mission of protecting America’s space assets.

“The challenge is that the access to space, and the freedom to maneuver in space, can no longer be treated as a given. We have to be able to protect it because there are threats that exist today,” Raymond said.

Expounding on the need for a Space Force, Raymond described the broad and robust advances of China, Russia and other countries and how those capabilities are allowing integration into our way of war and our way of life.

“Today, China and Russia have directed energy weapons. Today, they have multiple systems, think lasers, that can blind or damage our satellite systems,” said Raymond.

Commenting the Space Force was “purpose-built” to counter these threats, Raymond noted Russia’s antisatellite system. Designed to maneuver like nesting dolls, they have the ability to release a projectile meant to kinetically destroy satellites in low-earth orbit. He also mentioned China’s on-orbit satellite equipped with a robotic arm and other cyber threats.

Tyson continued the discussion by inquiring how the CSO handles conflicts when, seemingly, the world is at peace.

“Our primary mission is to deter conflict from ascending into space,” Raymond said. “The cost of space is a very, very small portion of the Department of Defense’s budget. Space is a huge force multiplier. We cannot afford, as a nation, to lose space.”

Reflecting on space heritage, Dr. Tyson wanted to know how the Space Force would continue to lead in the space domain.

“We have the best GPS capabilities in the world. You can’t just build a satellite, launch a satellite and assume it will be there forever. You have to be able to protect and defend it,” Raymond said. “Our commercial industry is the best in the world. Our partnerships with our closest allies are second to none in delivering an advantage.

Then, we have incredible people in the Space Force. We have hand-picked every single person that has come into this Space Force.”

As the face of modern warfare changes, Tyson asked how the Space Force would continue to move forward in the future.

“It’s been clearly recognized that space is a warfighting domain. We now have a service that is focused on protecting and defending that domain.” Raymond said.

Sgt. Shaneka Hunter, the 721st Intelligence, Surveillance and Reconnaissance Squadron noncommissioned officer in charge of cyber intelligence transferred to the U.S. Space Force as Space Delta 2’s first AfricanAmerican female, Feb. 2, 2021, at Peterson Air Force Base Colorado.

The Claxton, Georgia, native’s military and personal experiences have given Space Delta 2 leadership a motivated and eager noncommissioned officer for their Airmen and Guardians.

“Being on my own at such an early age forced me to become my own biggest support system,” said Hunter. “I had no choice but to set goals and push myself to succeed in everything I do. Doing this enabled me to consistently progress in life with the drive and motivation to sustain any, if not all of my goals.”

That mentality has pushed Hunter into a wide variety of situations. Seven years ago she heard about obstacle course races and decided she was going to run one, even though she hadn’t prepared. Despite the heat and exhaustion, she still finished. To this day she still signs up and competes in them.

“The first race was tough,” Hunter said. “I continued to do them because they were always challenging and forced me to push myself physically and mentally, which I enjoyed. Plus the t-shirts, medals and everything that happened after the races were always worth the pain and torment.”

She’s not all hard work all the time though. She enjoys being outdoors, hiking and kayaking, but Hunter says there is an importance to taking time to slow down and find balance throughout life. Between working and her hobbies, Hunter tries to find time to take a day or even a weekend to focus on herself.

“In a sense, what I want to do is give time back to myself, even if that means sleeping or having a quiet day inside away from others,” Hunter said. “I get a chance to re-center so that I have the energy needed to fulfill my responsibilities.

It’s important to remind myself to do this, because if I’m not mentally and spiritually resilient, I’m no good to anyone. I can’t provide support to the mission or people.”

ership in her squadrons, instructed at the Airman Leadership School for four years and is a credentialed DOD Sexual Assault Volunteer Victim’s Advocate with the Peterson Sexual Assault Prevention Response program. Hunter said she thinks her open-mindedness provides her the ability to see situations and viewpoints from different perspectives, which helps her to have a better understanding of people.

“The most rewarding part of my career has to be when I was an ALS instructor,” said Hunter. “I learned so much from them [students] as they showed me various perspectives of their experiences within the military. Watching them grow as leaders was the best part.”

Hunter’s understanding of others also comes from her own experiences in the military. She explained how her overall experience in the Air Force has been great. With the chance to learn many skills, share her knowledge and lead in many different ways, she’s been able to grow personally and professionally. However, it hasn’t been without its challenges.

She believes those same challenges have prepared her to be

(AFNS) — Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff Ramón "CZ" ColónLópez, Chief Master Sgt. of the Air Force JoAnne S. Bass and Chief Master Sgt. of the Space Force Roger A. Towberman took part in a virtual panel on leading in a time of change during the Air Force Association’s 2021 Virtual Aerospace Warfare Symposium, Feb. 24.

During the discussion, the senior leaders took the opportunity to identify what must be done for the United States to stay ahead in the great power competition.

"The current (noncommissioned officers) watching this today, or the current (company grade officers) or (field grade officers) are going to be the same people who are perhaps sitting on these panels in AFA in 2030 and beyond, and we have a lot of work to do when it comes to making sure that we are modernizing all things," Bass said. "We have an opportunity now, more than ever, where we are at an inflection point, that we've got to get this right.”

Towberman agreed with Bass’ sentiments and emphasized the importance of equipping Guardians with the tools needed to support the mission.

"We're looking at wearable technologies, we're looking at

different ways to monitor the mental health, spiritual health (and) physical health of the force," Towberman said. "As you come in and raise your hand and give a commitment that extends to death, the institution has to earn that level of commitment every day, so we really see these as institutional obligations to take care of folks.”

As the senior enlisted person in the U.S. Department of Defense, Colón-López discussed what it takes to identify issues around the joint force and how to develop the best solutions.

"The overarching theme has always been the same: Collaboration without encroachment," Colón-López said.

"I see myself as a sensor, a synchronizer, and an integrator for the total force, and a lot of that comes with understanding the issues that are exclusive to the services. Everything that we do is with one ultimate goal, and that is to influence and to energize the force, to take the right course of action and make a difference for our service and the Department of Defense."

Air Force announces officer stratification guidance Secretary of the Air Force Public Affairs

ARLINGTON, Va. (AFNS) — The Air Force announced new Total Force officer stratification guidance March 1 for officers in the grades of O-2 through O-6 effective on any officer performance report that closes out April 1 or later.

“As we execute Action Order A (Airman), we must remain focused on a culture of transparency,” said Air Force Chief of Staff Gen. Charles Q. Brown, Jr. “By strengthening our officer stratification policy, we are meeting that intent. This step is necessary to give officers a full understanding of where they stand amongst their peers as well as help better inform our talent management decisions.”

Stratifications used in the Officer Performance Report (AF Form 707) and Letters of Evaluation (AF Form 77) will be limited to the following peer groups: grade, command position and duty position.

Department of the Air Force Grade: The grade peer group includes only officers in the same grade. Grade stratifications can be further broken down by developmental category (e.g., #1/12 LAF-C Capts).

Command Position: The command position peer group refers to officers filling command positions. Command position stratification statements for individuals below the grade of O-6 may also include their grade with the stratification statement (e.g., #2/6 Maj Sq/CCs).

Duty Position: The duty position peer group refers to the officer’s duty position type, level and scope of responsibility (e.g., section chiefs, flight commanders, branch chiefs, action officers, instructors, pilots, etc.). Officers may be stratified against civilian personnel in equivalent duty positions.

However, in order for an evaluator to use the duty position peer group, evaluators must first stratify officers by grade to ground the statement and communicate the clearest depiction of where an officer stands (e.g., “#1/2 Capts, #1/40 Analysts).

Officers assigned or attached to a joint position may be stratified against officers of the same grade, regardless of service affiliation, within an evaluator’s scope of rating authority. In addition, senior raters may stratify officers within Reserve participation category within the senior rater’s scope of authority (e.g., #1/6 IMA O-6s; #2/5 VLPAD Majs).

Once an officer is selected for promotion, they can only be stratified against others selected for promotion to the same grade (i.e., a major select can only be stratified against other major selects).

“We owe our officers a clear understanding of their performance relative to their peers. Airmen need and deserve feedback on their strengths and weaknesses and on the skills they may need to improve to truly maximize their capability,” said Lt. Gen. Brian Kelly, deputy chief of staff for manpower, personnel and services. “This interim stratification guidance assists with this goal ensuring a standardized practice across the Air Force. It also provides us with a bridge and culture transformation tool as we work toward a new officer evaluation system focused on increased transparency, more direct feedback, and increased performance delineation to support various talent management decisions.”

Second lieutenant, company grade officer and field grade officer stratifications are no longer permitted.

“Similar to what we do for our newest enlisted Airmen, we want our newest officers to singularly focus on learning their jobs and our Air Force culture,” Kelly added.

Officers may not be stratified based on additional duty positions and may not be stratified against enlisted personnel. Stratification statements based on awards (e.g. #1/50 as Sq CGO of the Quarter) and the use of percentages in lieu See Stratification page 8

Former White House advisor to lead DOD commission on sexual assault

The Defense Department announced today that Lynn Rosenthal will head an independent review commission on sexual assault in the military, the Pentagon press secretary said.

"To carry out the president's direction, [Secretary of Defense Lloyd J. Austin III] ordered the establishment of a 90-day independent review commission on sexual assault in the military ... to review department policies and processes as directed by the president," John Kirby said during a briefing today. "The secretary has designated Lynn Rosenthal, formerly the first-ever White House advisor on violence against women and a longtime advocate for survivors of gender violence, to lead this commission."

In addition to the independent review commission, Austin has also directed actions to bring the department in compliance with evidence-based practices to ensure accountability of sexual assault and harassment efforts at every level across the department, Kirby said.

"Every member of the total force deserves a workplace free of sexual assault and harassment and personal fear," Kirby said. "We must commit ourselves to eliminating this illegal and corrosive behavior."

All Options on the Table

"The trauma and life-altering effects of sexual assault are devastating in any context," Rosenthal said. "What I'm struck by here, as I listen to stories of military survivors, is how much their service meant to them, how their life was about this dream of serving in the military, and the dream was a part of their identity. And for many, their dreams were shattered by the trauma of sexual violence and sometimes retaliation for coming forward. This must end."

While the commission's primary task is to provide accountability for those who commit crimes of sexual assault, Rosenthal also said the commission will be looking at climate, culture and prevention.

Right now, she said, the commission is working with Deputy Defense Secretary Kathleen H. Hicks on developing a charter for the commission. Rosenthal said within 60 days the commission will have initial recommendations, including those on accountability issues.

The commission's membership will include military leaders, former military leaders, advocates for those who have been sexually assaulted, and experts on the crime of sexual assault, she said.

"We want to hear a diversity of views from every level of the services and in civilian society," Rosenthal said. "We will take all of those views into account in our deliberations and our recommendations."

Discussions about solving the sexual assault problem within the ranks and improving the climate so that those who are sexually assaulted feel comfortable coming forward have frequently involved the idea of removing commanders from the process of investigating sexual assaults. Rosenthal said that is something that will be looked at by the commission.

"The president and the secretary have said that all options should be on the table," she said. "I don't think we have a predetermined outcome of this question, which we must very carefully examine."

By 90 days, she said, the commission's work will have finished, but work on sexual assault in the military will continue long after it is done.

"I think the secretary is our greatest asset in fighting this problem," she said.

"He gets it so deeply. He cares about it so much. He cares about his service members. And, so, the commission ends in 90 days, but the implementation of the recommendations will certainly continue."

“The Outer Space Treaty says that you can’t have weapons of mass destruction in the space domain and you can’t build military bases on planets. Beyond that, it’s the wild, wild west,” Raymond said.

Raymond offered rules for the road on how to operate in space for his successors. “It is not safe or professional for Russia to put a threatening satellite in close proximity to a U.S. satellite. We are working with our partners on these norms of behavior. We operate to demonstrate that good behavior,” he said.

The CSO wrapped the interview by asking Tyson how best to communicate to Americans that space is critical to functions of their everyday life even though the benefits are not always tangible or easy to notice.

Tyson replied, “You get Saturday Night Live to do a skit where they systematically remove all the things from a person’s livelihood that were enabled, empowered or conceived by us having access to space. By the end, they’re left in a cave.”

“As a black woman in the military, I will always have to work harder than my counterparts to prove I’m just as capable,” Hunter said. “Although it’s been tough throughout the years overcoming racial adversity, I’ve managed to stay true to myself by overlooking the negativity and lack of understanding by pushing myself even harder. I know I’m capable of achieving all things regardless of my race.”

Now, as a new Guardian for Space Delta 2, Hunter’s sights are set on helping to build and grow the newest service branch and its people.

“Honestly, I’m nervously excited,” Hunter said. “I’m ready to learn, contribute and grow as a leader in this new branch. I believe the excitement comes from seeing how much our leaders have put into the strategic planning of the USSF and seeing the amount of faith they have in us to accomplish the new mission set. To see that I was one of the members they deemed a viable asset towards building the foundation within the new structure is beyond me and still shakes me to the core today.”

Hunter’s biggest advice to Airmen and Guardians alike is to remain open to new concepts, ideas and be flexible, as things constantly change in the military.

“I would also advise Airmen [and Guardians] to not be afraid to use their voices especially if their ideas will help improve processes within the work place,” said Hunter. “In the diverse and cultured environment we live in, our leaders welcome ideas that could potentially benefit all members of the service at a larger scale whether that’s with ops, career or personal things.”
