Department of the Air Force leaders focus on resiliency

Robert Barnett | SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS ARLINGTON, Va (AFNS) — Amid a pandemic and an ever-changing world, the mental health of Airmen, Guardians and their families is a continued priority for the Department of the Air Force. Senior leaders are focused on building and growing resilience by establishing a task force called Operation Arc Care. This task force is currently reviewing resilience programs and overarching strategy using a phased approach which began in November.

“Like the continuation of an electric force created through an arc, no matter where you or your family go, it is up to us to make sure there is continuity for our member’s resiliency needs,” said Brig. Gen Claude Tudor, Air Force Resilience director.

The task force was established in response to ongoing feedback received over the last year and as part of the 2019 Resiliency Tactical Pause, and has three phases.

The first phase began in November and focused on developing a common operating picture by collecting data, evaluating policies, and examining resources dedicated to resilience programs and services. Phase two is designed to use the material from phase one and additional information collected from major commands and installations to help shape the department’s resilience strategy. In phase three, the team will recommend solutions allowing leaders to adapt the programs and services that best serve the needs of Airmen, Guardians and their families.

SCHRIEVER AIR FORCE BASE, Colo. — Many service members have been making history as the first space professionals to transfer into the newest military branch, the U.S. Space Force. Among these new Guardians is Spc4 Carolina Wilkinson, Space Delta 8, 50th Operations Support Squadron GPS warfighter collaboration cell and satellite systems operator instructor.

Wilkinson began her military career in 2017, after graduating high school in her hometown of Slidell, Louisiana.

“I have a lot of family members who have served,” Wilkinson said. “I remember being interested in the military and asking my dad questions all throughout my childhood. My grandfather served in the [U.S.] Army for nearly 39 years, so there is a lot of pride our family holds in joining.”

Before transferring into the USSF, Wilkinson was a space systems operator for the U.S. Air Force.

“When I was in the process of joining the Air Force I really wanted to be a space systems operator, so I was ecstatic when I got the job,” said Wilkinson. “[I] enjoyed that very much, but I shined when I got upgrade training to be in the GPS warfighter collaboration cell.”

Wilkinson transferred into the 2nd Space Operations Squadron in September 2020, quickly taking on multiple leadership roles.

“I am an instructor for two positions in 2nd SOPS,” explained Wilkinson. “Their mission is focused on GPS and position, navigation and timing. I am certified in space systems operation, which is the operator who manages the integrity of the GPS satellites. I am [also] certified in GPS warfighter collaborations, the ‘customer service’ of all things GPS. SSO is responsible for maintaining 35 satellites 24/7. They are the [Guardians] who bring GPS capabilities to over four billion people worldwide.”

Wilkinson’s position as an instructor is a unique one, giving her the opportunity to make an impression on many of her peers' careers.

“As a Spc4, I have positional authority over everyone in my class,” said Wilkinson. “I have had as high as a captain in my class, so it is a pretty important role to fulfill. I enjoy seeing each student progress throughout the course. It is nice to see the students absorb the information and apply it to their job later on.”

Despite her enthusiasm and excitement for her teaching position, not all aspects of Wilkinson’s job come easily to her. “[Wilkinson] said herself, when she and I were both in an Instructor Qualification Course, that public speaking is very hard for her,” said Spc4 Wesley Titus, 2nd SOPS GPS warfighter collaboration cell mission planner. “But in order to become an instructor, which is what she yearned for, she overcame her fear by asking her peers how to be better. Overcoming that obstacle really made her proud of what she accomplished.”

Even a Guardian as driven and passionate as Wilkinson cannot accomplish such success on her own. Like most wellrounded service members, she has had a lot of support and encouragement from those around her.

“My mentor is 1st Lt. Andrew Johnson,” explained Wilkinson. “I worked closely with him for six months and he really cared about my well-being. He pushed me to start college, helped me with awards packages, and was a great supervisor.”

Johnson, 2nd SOPS crew commander, recognizes Wilkinson as a source of encouragement and joy to her fellow Guardians within a demanding work environment.

“Aside from overcoming her own challenges, Spc4 Wilkinson was always quick to help out the crew in whatever way she could,” Johnson described. “Our work can be tedious and demanding but that never stopped her from boosting crew morale. She took every opportunity to learn more about our mission system and then turned around to teach others. She looks out for her counterparts on other operations crews.”

Titus shares this sentiment, shedding light on Wilkinson’s infectious personality.

“She loves to talk to people, and enjoys other people’s gifts and hobbies,” Titus explained. “One of my favorite things she says is ‘I love that for you,’ because she likes seeing others happy and succeeding.”

Wilkinson is described by her peers as selfless, passionate and hard-working. She explained that much of her drive is inspired by the idea of consistent self-improvement.

This can be illustrated by one of her favorite quotes from Albert Einstein, “Insanity is doing the same thing over and over again expecting different results.”

“I like this quote because it encourages self-development,” Wilkinson explained. “I always want to better myself as a person, and to do the same thing over and over again shows no character development.”

Space Delta 3 focuses on electromagnetic spectrum

By Stephen Brady | P-S GARRISON PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — The advent of the U.S. Space Force has realigned specific spacerelated missions to protect U.S. and allied interests in space, and to provide space capabilities to the joint force.

One of those agencies is Space Delta 3, headquartered at Peterson Air Force Base.

Space Delta 3, formerly the 721st Operations Group, was re-designated during a ceremony July 24, 2020.

Its mission is to conduct space electronic warfare to dominate the space domain.

“The transition to the Space Force has not changed the way we present forces to the [geographic combatant commands],” said Chief Master Sgt. Kevin Laliberte, Space Delta 3 senior enlisted leader. “We continue to provide deployers to the combatant commanders.”

Comprised of the 4th Space Control Squadron, 5th SPCS, 16th SPCS and 721st Operations Support Squadron, Space Delta 3 is led by Col. John Thien. Delta 3 has about 300 personnel among its ranks providing space electronic warfare capabilities to the warfighting organizations.

Space electronic warfare is not a new concept – the Air Force has been practicing electronic warfare for years. Space electronic warfare, as its name alludes, focuses on enabling and protecting the electromagnetic spectrum which allows space-based communications.

“What we define as space electronic warfare in essence is no different from what the Air Force does with respect to electronic warfare,” said Lt. Col. Jon Slaughter, Space Delta 3 deputy commander. “There is essentially trade space that an enemy could be operating in [in the electromagnetic spectrum] that we’re going to go after from a non-kinetic perspective. So countering an enemy’s capability to communicate.”

Space Delta 3 includes both offensive and defensive space control operations. Offensive space control is intended to prevent an adversary's hostile use of space capabilities, while defensive space control focuses on identifying and geolocating interference with U.S. capabilities, thereby protecting space capabilities from attack or interference.

“We need to have space superiority, that’s one of the things that the U.S. Space Force is driving, and Space Electronic Warfare will be critical to our ability to gain space superiority” Slaughter said. “Currently in the

USSF, we are the primary providers of space electronic warfare, and as we step forward in future military operations—and it’s been said by multiple leaders—we’ll be looking to have space superiority in any fight. So just as air superiority has been important for us to win a war, I think it’s a commonly accepted factor that in the future we will have to have space superiority.”

As Space Delta 3 reflects on becoming part of the USSF, it remains ready to support the warfighter by defending and protecting U.S. space interests.

“The Delta 3 today might be different from the Delta 3 tomorrow,” Slaughter said. “I think that one of the things that we’ve accepted with the transfer to the Space Force is that things are moving quickly and that we are going to continue to expand and grow in different capacities,

different squadrons, different missions, [and] different pieces of equipment that we utilize.

“Regardless of the fact that we’ve transferred to a different service, Delta 3 will continue its role to regularly deploy formations and missions downrange,” he said. “We’ve got teams of people in different locations right now, doing this mission, getting wins, and our expectation is that we will continue to drive forward.”

“I believe that Delta 3 really is the tip of the warfighting spear for the Space Force,” Laliberte added.

“We maintain a continuous presence in four different deployed locations across three geographic combatant commands. We’ve had Delta 3 personnel deployed for more than 5,000 consecutive days. It does not stop for Delta 3,” he said. “We always have people in the fight.”

All services including Department of the Air Force to furnish adverse information to officer promotion boards in designated grades, circumstances

ARLINGTON, Va. (AFNS) — The Department of the Air Force announced it is establishing policy to comply with the National Defense Authorization Act for fiscal year 2020 and newly released DoDI 1320.14 requiring all services to furnish adverse information to promotion boards considering officers for promotion to the regular grades of O-4 and above, and to all reserve active status promotion boards to the grades of O-6 and above.

In addition, as prescribed by the Department of Defense, adverse information that received significant media attention or is of interest to the Senate Armed Services Committee must be presented to promotion selection, special selection, and federal recognition boards for promotion to the grades of regular O-3 and reserve O-3 through O-5.

The new law, DoD policy, and subsequent Air Force policy require all adverse information to be filed in the officer’s master personnel records group and Officer’s Selection Record for consideration by both regular and reserve promotion selection, special selection, federal recognition, and selective continuation boards to the grade of O-4 and above, to include promotion processes to the grade of O-3 that involve adverse information that received significant media attention or is of interest to the Senate Armed Services Committee.

The Department of the Air Force will apply the changes to all regular and reserve selection and federal recognition boards and processes convening on or after March 1, 2021.

“As we, in the Department of the Air Force, work to comply with the new law and DoD policy, we must ensure we are promoting leaders of character and competence,” said Lt. Gen. Brian T. Kelly, deputy chief of staff for manpower, personnel and services. “This additional mechanism in the promotion process will promote transparency and accountability for everyone, especially those we entrust with leading our Airmen and Guardians.”

The new policy is applicable to all officers serving in the regular Air Force, the Air Force Reserve, the Air National Guard and all components of the U.S. Space Force.

Any adverse information issued to officers will be provided to applicable selection boards. Furthermore, select historic adverse information previously issued on or after Jan. 1, 2012 will now be filed in an officer’s selection record. Company grade officer and field grade officer adverse disposition varies. In addition, subject to retention rules, “extraordinarily adverse,” Article 15s, and approved court martial findings dating prior to Jan. 1, 2012 will also be filed in an officer’s selection record for both

field grade and company grade officers. Officers are not required to furnish historic adverse information on themselves.

Required historic adverse information will be furnished by the Department of the Air Force Inspector General to the Air Force Personnel Center and the Air Reserve Personnel Center.

Previously, the services were only required to furnish adverse information to boards considering officers for promotion or federal recognition to the grades of O-7 and above.

Adverse information for this purpose includes, but is not limited to: 1. Any substantiated adverse findings or conclusions from an officially documented investigation or inquiry, regardless of whether command action was taken as a result.

2. Approved courtmartial findings of guilt (Court-martial Orders).

Space Force News 3. Non-judicial punishment pursuant to Article 15, Uniform Code of Military Justice.

4. Letters of Reprimand.

5. Letters of Admonishment.

6. Notices of Relief of Command (for cause).

7. Letters of Counseling related to a substantiated adverse finding or conclusion from an officially documented investigation or inquiry.

Wing commanders and other issuing authorities can no longer exercise discretion to place adverse information in or direct the removal of adverse information from the officer’s selection record.

“We anticipate concerns on behalf of our officers and commanders regarding the impact these changes might have on promotion opportunity,” Kelly said. “We often hear about it being a one-mistake Air Force which really has not been true. The reality is our selection boards and the Senate have consistently shown the ability to objectively review adverse information and when appropriate, recommend and confirm officers for promotion provided the incident is indicative of a mistake and not a character flaw and the totality of the record shows high performance levels. We expect this to continue.”

Kelly also noted, “This change increases our accountability and demands we hold ourselves to a higher standard.

The resulting transparency and associated accountability will ultimately improve our development and make us a stronger force.”

Members should always review their records in the Personnel Records Display Application to ensure the accuracy of their records prior to meeting selection boards.

Four Airmen and Guardians among BEYA winners, CSAF gives keynote

WASHINGTON, D.C. (AFNS) — Four Department of the Air Force service members were selected as recipients of the Military Service Award during the 2021 Black Engineer of the Year Science, Technology, Engineering and Mathematics conference in Washington, D.C., Feb. 12, 2021. The four individuals were recognized for their accomplishments and mentorship in the STEM career fields during the Stars and Stripes event.

The recipients were Air Force Brig. Gen. Troy Dunn, the director of military force management policy, deputy chief of staff for manpower, personnel and services, Headquarters U.S. Air Force, Arlington, Virginia; Space Force Brig.

Gen. David Miller Jr., the senior military assistant to the Secretary of the Air Force, Arlington, Virginia; Alphonso Thomas, the director of engineering and technical management at the Air Force Sustainment Center, Tinker Air Force Base, Oklahoma; and Air Force Senior Master Sgt. Shanton Russell, the 22nd Civil Engineer Squadron deputy fire chief, McConnell AFB, Kansas.

Air Force Chief of Staff Gen. Charles Q. Brown, Jr., provided the keynote address for the ceremony and highlighted the importance of making a difference, even when tested through challenging times.

“I know I can’t fix the world’s problems, even as the Air Force Chief of Staff,” Brown said. “But, I will do what I can to make a difference, where I can. That’s why I keep serving; because just like those before me, there’s somebody behind us saying, ‘I want to be just like you,’ because they see the opportunity. I challenge each of us, including myself, to stand up, step up and make the change.”

Russell described how winning this award was the culmination of Airmen, family and mentors who chose to help him become a great Airman.

“I was encouraged to shoot for it by my squadron’s chief enlisted manager, who was aware of the things I have done and am currently working on,” Russell said. “We had a good discussion about it, and pressed on with the submission. After reading up on the conference and past recipients, I honestly didn’t think I would get this far. I was told that my package competed against 30 others and was selected by a panel of retired three and four-star Generals.

I was shocked, honored, and humbled all at the same time.”

He continued to explain when he was younger, he and his friends spent a great deal of time thinking they would have a shot at being famous entertainer rather than a chemist, engineer or something within the STEM fields.

“It’s not terrible to have those dreams, but there needs to be a serious effort to attract young people to STEM fields,” Russell said. “It’s absolutely vital that we continue to educate young people on STEM, and its importance in hopes they’ll decide to be the builders and developers of the future. I wholeheartedly believe our collective growth and livelihoods depend on it.”

The goal of the BEYA conference is to create connections between students, educators and STEM professionals while facilitating partnerships with individuals and their local STEM resources, according to Lt. The Stars and Stripes award criteria for the Air and Space Force recipients include having served with distinction supporting the DAF’s efforts in mentorship and diversity to the nation and to the Air Force. Another key criteria is being a personal advocate for advances in STEM and STEM education.

“Coordinating the planning of the BEYA conference and awards evening involved many different entities across the Department of Defense, corporate partners, and a group of retired flag officers and senior executives,” Griffiths explained. “Unlike the 15 previous iterations of this event, which concluded with a gala awards night, this years’ events were entirely virtual.”

The three-day conference also included a career fair for Air Force recruiting, multiple panels, corporate seminars and on the final day, the Stars and Stripes Youth Mentoring session and Award Ceremony.

The Youth Mentoring session saw 285 high school students and educators participate in inspirational conversation, guidance and mentorship from 75 DoD senior leaders.

Each family will be required to register each week to maintain an appropriately sized group, and all participants will be asked to wash their hands upon arrival and maintain a 6-ft. distance from other families throughout the session.

discipline while also remaining connected with their team so they can lead with compassion, empathy, character and grace, while treating every human with dignity and respect.”

The plan is to remove policy barriers and identify initiatives that improve the experience of care for Airmen, Guardians, and family members, according to Col. Laura Ramos, Air Force Resilience strategic partnership division chief.

“With this task force, you will find that spouses and family members are included and have a significant role in Operation Arc Care; and our working sessions are designed to include stakeholders from the installations and major commands,” she explained. “This a holistic effort that incorporates feedback and ideas from across the DAF.” The intent is to create a Department of the Air Force resilience strategy that will differ from traditional strategies written in the past, she explained.

Instead, the strategy will be adaptive and offer a baseline for installations while providing leaders with tools to take care of AG&F. Operation Arc Care is currently in phase two, with expectations of moving to the next phase by the end of March.

“Our people are the most important resource we have,” said Chief Master Sgt. of the Air Force JoAnne S. Bass. “We’ve been hearing their challenges, and we owe it (to) them to build a strategy that ensures our Airmen, Guardians, and families get the care they need, wherever they are, and whenever they need it.”

In order to develop that strategy, the Operation Arc Care team will define the Department of the Air Force vision and a five-year goal to identify strategic areas of focus.

“We also want to give our Airmen and Guardians the freedom to innovate; make sure they are adequately resourced and informed; and afforded the space for information sharing and collaboration,” Ramos said.

“When my teammates and families hear ‘resilience,’ we want them to think about how they can optimize their performance through mental, physical, emotional and spiritual health, all in the face of potential adversity,” Tudor said. “Are leaders at every echelon involved? What resources will we have at your fingertips to click on or call to make an appointment that helps you find their way? Are we providing those resources and are they readily available for all forces and family members to understand and use? That is what we want to get after.”
