AFRL’s Epidemiology Lab supports world health officials in flu vaccine development

WRIGHT-PATTERSON AIR FORCE BASE, Ohio — The United States is currently in the midst of influenza season, but the medical readiness of Airmen across the Air Force is being supported by a DoD-wide respiratory pathogen surveillance program located at the United States Air Force School of Aerospace Medicine. The Centers for Disease Control and Prevention is reporting 19 million cases, 180,000 hospitalizations, and 10,000 deaths in the U.S. alone.

The USAFSAM Epidemiology Lab, part of the Air Force Research Laboratory’s 711th Human Performance Wing, is the sole clinical reference lab for the Air Force. It provides force health screening, as well as clinical diagnostic testing for its customers around the world.

In Episode 21 of AFRL’s “Lab Life” podcast, Dr. Anthony Fries, a bioinformatics scientist and Dr. Paul Sjoberg, a program manager with the Department of Defense Global Respiratory Pathogen Surveillance Program at USAFSAM’s Epi Lab, discuss how the lab and CDC monitor influenza to provide the U.S. Food and Drug Administration with critical data to facilitate the creation of the influenza vaccine each season.

Sjoberg explained how the surveillance program works to identify changes in viruses.

“We’re actually out globally at military installations and collecting specimens from individuals that are ill. We are looking for certain symptoms that would help us potentially identify a respiratory virus and specifically, influenza. Do they have a fever, or a cough and a sore throat?”

Sjoberg continued, “We work with military installations here in the United States and abroad to see if something is occurring and work with the CDC and FDA here in the United States and the World Health Organization globally to provide that change, if necessary.”

Sjoberg explained that as they look at the changes within the virus to determine if there are mutations occurring, they are also looking for anything unique that stands out.

“We share the information with the CDC and help push this potential change to the influenza vaccine each year. The virus is always changing throughout the world,” he said.

Pathogen Surveillance Program conducts more extensive monitoring than any other domestic surveillance system does to address those changing environments that service members are in,” Fries said.

However, responding to changes in the virus does take some time.

“Our vaccine manufacturing process takes a long time six to eight months from when you make decisions about what you think the populationT:9.5” should be vaccinated against in the coming flu season,” Fries said.

Fries explained that in February, in the northern hemisphere, the World Health Organization, Centers for Disease Control, Food and Drug Administration, and the Defense Department get together and make decisions on the upcoming season according to what has been seen thus far.

The Hub re-opens on Peterson AFB

By Erica Blanton | STAFF WRITER, 21ST SPACE WING PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — The Peterson Hub re-opened its doors January 31, 2020 after a six month renovation process. Beginning July 2019, contractors started demolition work and realized the initial 6-7 week project deadline needed to be expanded to account for unforeseen challenges; but the staff rolled with it, providing daily meals to customers as well as event catering services while operating out of a food trailer on the property grounds.

Chaney Ferguson, Community Flight Services chief, said, “The entire team was amazing in what they were able to accomplish, providing meal services for events with 200 plus people working from a make-shift kitchen with a third of their usual amenities is hard to do.”

According to Ferguson, the kitchen was the major catalyst for renovation. That, combined with an inefficient layout, made it difficult for the team to support food, beverage and event operations. The Air Force Services Center provided funding for the new equipment as part of an overall facilities modernization initiative where clubs are evolving into community event centers, which is why the facility also underwent a name change.

“The transition from the Peterson Club to the Peterson Hub is an important one for unit cohesion on Peterson Air Force Base,” said Dorothy Choate, deputy director of the 21st Force Support Squadron. “Not only will this renovation increase the functionality of services that we provide, but it will also help continue the Air Force, and now the Space Force, culture of connection in a more inclusive space. Bottom line, it’s about our Airmen with a big ‘A’.”

The Peterson Hub still has the Colorado Pizza Bar and Grill full menu, and lunch services include a soup and salad bar as well as daily specials. Club programs and services including membership perks, like a percentage off room fees or a reduced meal price at various eateries, are available as well. Youth sports program receives designation

PETERSON AIR FORCE BASE, Colo. — The Peterson Air Force Base R.P. Lee Youth Center sports departments earned the Better Sports for Kids Quality Program Provider designation for the year 2020/2021 for youth sports.

The Better Sports for Kids Quality Program Provider designation is a seal of commitment to quality and safety based on nationally accepted standards. The designation was developed around the National Standards for Youth Sports as a way to recognize and promote youth sports organizations that make quality a priority. R.P. Lee Youth Center is one of two programs in the state of Colorado to earn this designation.

“Peterson Air Force Base recognizes we have to actively demonstrate that we are providing youth sports programs of the highest standard,” said Carlos Wade, Peterson AFB youth sports director. “Parents have many choices when it comes to youth sports so the Better Sports for Kids Quality Program Provider designation is an important promotional tool to allow our organization to set ourselves apart and give parents

confidence in our programs. They can take comfort knowing their child is in the best place possible to learn the fundamentals of sports at an early age and compete in sports as they get older.”

Achieving this designation demonstrates the 21st Force Support Squadron youth sports program has undergone a review process and has shown a commitment to the children and families they serve. VANDENBERG AIR FORCE BASE, Calif. — Exercise Global Lightning 20 successfully concluded with the most commercial partnership participation to date at the Combined Space Operations Center at Vandenberg Air Force Base Jan. 30.

This year civilian personnel from seven commercial companies affiliated with the Commercial Integration Cell supported the exercise by rapidly identifying, diagnosing and resolving on-orbit requirements, while also increasing the overall resilience of Combined Force Space Component Command operations at the CSpOC. The CIC is a collaborative government and industry effort to integrate commercial satellite owners and operators into the CSpOC to pursue greater cooperation and synergy in the space environment.

GL20 provided training opportunities for commercial partners, U.S. Space Command, U.S. Space Force headquarters staff, and participating components, to integrate and synchronize space effects in support of muti-domain operations across several combatant commands.

21st Medical Group officers guidance on coronavirus

PETERSON AIR FORCE BASE, Colo. — As the outbreak of coronavirus that began in China’s Hubei province continues to spread, medical staff with the 21st Medical Group who support Peterson Air Force Base, Schriever AFB, and Cheyenne Mountain Air Force Station, Colorado, are monitoring daily updates from the Centers for Disease Control and Prevention. However, misinformation about the virus remains far more widespread than the virus itself.

“Coronaviruses are common viruses,” says Lt. Col Timothy Coker, 21st Medical Group chief of medical staff. “There are a lot of them floating around our community that are not concerning. They cause, typically, cold-like symptoms. But this one is a new one that we've not developed any immunity to, so it has the potential to spread fairly rapidly.”

This particular coronavirus has been named 2019-nCoV — 2019 novel (or new) coronavirus — by the CDC. The organization regularly updates their webpage with the most current information on the outbreak, and it’s wise to research any claims made in news pieces or memes before taking action.

“While the CDC considers this is a very serious public health threat, based on current information, the immediate health risk from 2019-nCoV to the general American public

is considered low at this time,” says the CDC’s website.

So far, eleven people in the United States have been confirmed to have contracted the virus, none of whom were in Colorado, and none have died.

“For this virus, it's not necessarily more lethal, it just may become more contagious,” says Coker. “Right now the number of people who have died from it have been very low.”

Coker clarifies that there is a concern that it might become more contagious as well as more lethal, but the deaths 2019-nCoV has caused have largely been due to complications in people with compromised immune systems, such as the young or the elderly. It is important to prevent its spread, but that doesn’t mean it’s the most dangerous disease out there.

“The main threat is the typical seasonal flu,” says Major W. Taylor Timberlake, 21st MDG chief of aerospace medicine.

“There have been more deaths from the regular seasonal flu itself than total numbers affected by coronavirus.”

The easiest way to prevent or reduce the impact of a flu infection is to get vaccinated.

“I don't think we've reached the peak of flu season yet,” says Coker. “In addition, just because you move out of flu season doesn't mean you won't get the flu in the summer. So

Air Force’s proposed $169 billion budget focuses on ‘great power competition,’ readiness, establishing Space Force

ARLINGTON, Va. (AFNS) — The Department of the Air Force released a $169 billion budget proposal Feb. 10, which for the first time includes funding for the newly created U.S. Space Force while also focusing funds to help both services modernize, address threats from Russia and China, and sustain readiness.

The spending plan for fiscal year 2021 carries a $900 million increase from the previous year. But unlike 2020, funding for 2021 is apportioned differently, with $153.6 billion directed to the Air Force and $15.4 billion for the Space Force.

“Our fiscal year ‘21 budget proposal helps drive irreversible momentum as we implement the National Defense Strategy,” said Secretary of the Air Force Barbara Barrett. “The strategic advantages the Air Force and the Space Force bring to our nation are vital. This budget allows us to meet today’s national security challenges while taking important steps toward the Air and Space Forces we need in 2030.”

The 2018 National Defense Strategy is an overarching blueprint for the entire U.S. military for defending the nation and its interests. At the heart of the Department of the Air Force’s strategy for winning future conflicts is creating a resilient battle network that connects ships, ground forces, planes and satellites to fight together at speeds far surpassing any adversary. This budget provides funds for a rapid experimentation, prototyping and development effort supporting the overall Joint Staff-led initiative to connect every sensor and shooter in land, sea, air, space and cyber.

The budget proposal calls for increased investments in space as well as ensuring sufficient combat power to respond decisively to any attack against the U.S. or allies. The budget proposal also addresses what the service calls “logistics under attack,” ensuring equipment, personnel and supplies are available when and where they are needed to sustain high-tempo actions in combat operations.

Specifically, the budget calls for spending $5.8 billion to purchase 48 F-35A Lightning II aircraft. It provides $3 billion to purchase 15 KC-46A Pegasus tankers and $1.4 billion for 12 F-15EX fighters.

Research and development will grow by $1.5 billion for the Air Force to a total of $26.9 billion, which includes increased investment in the burgeoning battle network – the Advanced

Battle Management System – development and capability demonstrations connecting the joint force. Funding for research and development in the Space Force will grow to $10.3 billion from $9.8 billion in fiscal year 2020.

The budget carries $2.8 billion for continued development of the B-21 Raider, the next generation long-range bomber, and $1.5 billion for upgrading and modernizing the ground-based nuclear force. That figure is nearly $1 billion greater than the previous fiscal year, underscoring the priority attached to modernizing the aging ground-based nuclear deterrent.

“This budget moves us forward toward meeting the missions required under the National Defense Strategy while also providing room to innovate and build for the future,” said Air Force Chief of Staff Gen. David L. Goldfein. “That’s the sweet spot we always want to hit. Like every budget, we

didn’t get everything we put on the table, but we got a lot and the reason is our story resonated in terms of the force that we know we need to build to win.”

In order to strike a balance between the capabilities needed to fight today and the capabilities that the two services require for the future, the 2021 spending plan anticipates retiring some planes to free up funding for critical new equipment. The list includes 13 KC-135 Stratotankers and 16 KC-10 Extenders; 24 C-130H Hercules, 17 B-1 Lancers and 24 RQ-4 Global Hawk Block 20/30 aircraft.

The Space Force portion of the budget reflects a continuing shift to address the challenges and threats posed by potential adversaries.

Buckley commander’s call answers questions about Space Force

By Airman 1st Class Haley N. Blevins | 460TH SPACE WING PUBLIC AFFAIRS BUCKLEY AIR FORCE BASE, Colo. — An empty gym fills up with military members and civilian personnel. The room is buzzing with excitement and anticipation about the news that will shortly be shared.

Col. Devin Pepper, 460th Space Wing commander, held a commander’s call, Jan. 16, 2020, at the Buckley Fitness Center to discuss how the creation of the U.S. Space Force will affect Buckley and its personnel.

"On Dec. 20, 2019 the sixth branch of the U.S. military was established as the U.S. Space Force with the enactment of the Fiscal Year 2020 National Defense Authorization Act," said Pepper. "This is the first time something like this has happened since the Air Force stood up in 1947."

Some major changes that have already occurred is Air Force Space Command is now the U.S. Space Force, and the 14th Air Force has transitioned to the Space Operations Command (SpOC).

At this time Gen. John Raymond, U.S. Space Force Chief of Space Operations, is the only person transferred into the USSF. Raymond will serve as the senior military member of the USSF. During the commander’s call, many Airmen had an opportunity to ask questions about how this change would affect their careers.

Certain career fields, like medical, security forces, and wing staff agencies, are organic to the Air Force and will remain in the Air Force. Other career fields, like space operators, will be contacted within the near future and given the option to transfer into the USSF. “For personnel in those career fields that are transferring to the USSF, you will not automatically transfer into the Space Force,” said Pepper. “It is a voluntary system. If you say no, then you will just finish out your term of commission or term of enlistment and you will just separate or retire.”

There is no set date currently, but another anticipated change will involve the installation’s name.

Buckley Air Force Base will be re-designated Buckley Space Force Base.

Additionally, members working at Buckley AFB are assigned under the Space Force, similar to being assigned to a joint base.

“If you are working at Buckley Air Force Base, you are actually working and assigned to a Space Force unit,” said Pepper.

“If we get that guess wrong, we are then months behind in the generation of an emergency vaccine for instance.

This is another emphasis as to why we watch this so closely. Overnight, these could change and go a different direction than what a lot of forecasters think these are going toward,” he said.

These health officials ask questions such as, “Are we seeing something starting to arise that is more than what is normal, but what we haven’t seen in the past? Is there enough of the population globally that would be impacted by this?

“We all see things a little differently and that sometimes helps make that final decision,” said Sjoberg.

Sjoberg shared a success story for the

DOD surveillance program at the Epi Lab that relates to the concern with the pandemic influenza virus that emerged in 2009.

“In 2009, there was the H1N1 pandemic. Because of what we were able to do in our lab and in our partner lab in California (the Naval Health Research Center), we identified the first H1N1 viruses in the United States in California and Texas. The CDC asked for that virus, and that virus was then utilized as a seed virus for that pandemic vaccine. Our program provides the ability to quickly identify something that is occurring in the population that is responsive to the needs of not only the U.S., but globally,” Sjoberg explained.

“The public should know that the vaccine in and of itself is the best method for protection against flu,” Fries emphasized. He went on to explain that the vaccine can reduce the likelihood of contracting the virus by 30 to 80 percent.

imperative that we train and equip our forces to ensure freedom of action in space across all phases of conflict,” said Chief of Space Operations Gen. John Raymond. “This budget provides the resources we need to meet those requirements and to deliver vital space capabilities to our joint and coalition forces.”

Ref lecting the importance of space, the budget funds the National Security Space Launch program to ensure access to space and achieve independence from relying on launch vehicles from non-allies.

It also funds, at $2.3 billion, rapid development of Next-Gen Overhead Persistent Infrared Space and Ground systems to provide strategic missile warning.

Threaded throughout the entire budget document is a focus on people and readiness.

Funding to pay for flying hours increases in fiscal year 2021 to $6.6 billion. The budget envisions an increase in the Department’s force of active duty, Guard and Reserve by 1,500 personnel. That would bring the uniformed force to 512,100.

Since April 2018, the Air Force has increased overall readiness by 16% and increased readiness for frontline units, known as pacing squadrons, by 35%.

In response to challenges with military privatized family housing, the budget provides money to hire 218 additional on-site base housing managers to monitor project owner actions, provide quality assurance and advocacy.

The fiscal 2021 proposal also provides funds to expand resiliency resources and fund programs that promote a culture of dignity and respect, including $51 million for the True North initiative, which embeds mental health professionals, physiologists, physical therapists and religious support teams within high-risk groups of a wing.

While Department of the Air Force officials say the 2021 budget request is the result of rigorous analysis and a series of “tough but necessary choices,” it represents only the starting point for the budget process.

The proposal now goes to Congress for its consideration and what is likely to be months of deliberation, debate and revisions. Under the typical schedule, the budget for the new fiscal year must be approved and signed into law by the president by Oct. 1, 2020, when the new fiscal year begins.

By Matthew Schniper | Colorado Springs Independent After 22 years in business, including 19 at its South Tejon Street location, The Blue Star shut down in late 2017 to open again somewhere downtown by sometime in 2019. That was according to The Blue Star Group at the time, and by way of update, chief of brand and strategy Sarah Mishler says they’re still not sure when “version 3.0” will occur.

Meanwhile, they have plans to add a new entity to their portfolio, which includes the Principal’s Office and La’au’s Taco Shop. Look for Stellina Pizza Cafe to open around May, tentatively, in the former, short-lived Willamette Market & Deli and longtime Little Market & Deli spot at 749 E. Willamette Ave. BSG owner Joseph Coleman coowns the building, and the name, says Mishler, translates to “little star” and “pays homage to the Little Market and Blue Star Group.”

Former Blue Star chef Will Merwin will create and consult on Stellina’s menu, as well as train its staff, says Mishler, noting Merwin and Coleman spent time in Italy recently to study up. They fell in love with square-shaped, Roman-style pizza, and are working to perfect a dough recipe. “It’s something people here won’t be used to,” she says, adding “the goal is the authentic, simplicity of Italian food, with fresh and few ingredients.”

Stellina will also serve homemade pasta, gluten-free risotto, seasonal soups, salads and appetizers, with gelato (not house-made) for dessert. It will offer counter service. Further, BSG has committed to a sustainability effort to avoid packaging waste. To that end, they also plan to compost (in support of the nearby Middle Shooks Run Community Garden) and install solar panels. In respect of the residential area, Stellina plans to close by 8 p.m. on weekdays and 9 on weekends, and they encourage biking and walking in.
