Space Force ‘operationally accepts’ fourth GPS III satellite in record time

— The U.S. Space Force’s 2nd Space Operations Squadron formally accepted Global Positioning System III Space Vehicle 04 from the spacecraft manufacturer, Lockheed Martin, in what is referred to as operational acceptance on Dec. 1, 2020. This was done only one month after SpaceX launched the satellite on a Falcon 9 rocket from Cape Canaveral Space Force Station Nov. 5, 2020, setting a new record for the USSF due in part to the efforts of the operators who work in the 2 SOPS. 2 SOPS, a component of Space Delta 8 headquartered at Schriever Air Force Base, Colorado, performs the command and control missions for the GPS satellite constellation. The acceptance of this satellite helps 2 SOPS accomplish their mission of providing position, navigation and timing around the globe through an increasingly contested, degraded and operationally limited environment.

The squadron played a huge role in the satellite’s rapid acceptance, as well as its continued day-to-day operations.

“2 SOPS engineers typically begin preparing for acceptance six months prior to the GPS III launch date,” said 1st Lt. Mary McLaughlin, 2 SOPS navigation payload analyst. “This includes implementing operating system updates, pre-

launch compatibility testing, powering on the payloads after launch and monitoring the satellite to ensure it is appropriately modeled by our algorithms and producing acceptable signals for users.”

In order to ensure the satellite remains part of a healthy constellation, 2 SOPS operators perform daily contacts to check the health and make updates.

“We upload a fresh navigation message, and dump data that is stored on the satellite,” McLaughlin said. “Operators also monitor the signals broadcasted by the constellation and perform necessary actions to maintain accurate modeling of position and timing.”

Like military aircraft and ships, military spacecraft receive new designators upon operational acceptance. Known as GPS III SVO4 during the acquisitions period, the satellite is now operationally known as SVN-77.

SVN-77 brings a multitude of operational enhancements to the 2 SOPS and Space Delta 8 missions, and was designed to have a more flexible architecture that allows for easier implementation of on-orbit updates.

VANDENBERG AIR FORCE BASE, Calif. — A team from Space Delta 5 recently won a substantial cash prize after competing in the inaugural “Develop, Innovate, Visualize, Execute” competition, which is a product of the “Designing Space” innovation event sponsored by Air University in collaboration with U.S. Space Command.

During the five-week virtual DIVE competition, which began Nov. 10, 2020, service members from the U.S. Air Force, U.S. Space Force, U.S. Army, and allied nations innovated concepts to both explore and answer the question, “How do we develop space warfighting leaders?”

The five teammates in Space Delta 5, guided by an assigned mentor, developed a plan called Operational Warfighter Now, or OWN. The plan incorporates sending space operators on temporary duty trips for five days to their supported units immediately after completing initial space training at Vandenberg AFB, Calif.

“The OWN concept will help to close the gap between the end-user and the space operator, increasing levels of communication and appreciation for one another’s mission,” said Space Delta 5 team member Capt. Mark Mendez, who works in the combat operations division of the Combined Space Operations Center.

Six teams competed for a chance to win $10,000 towards prototyping their concepts for real-world implementation.

Upon the conclusion of the competition on Dec. 18, 2020, U.S. Space Command announced that the Space Delta 5 team won the second-place award of $7,500.

“I’m extremely proud of our team’s talent and what they accomplished,” said Col. Monique DeLauter, Space Delta 5 commander. “We have some of the brightest and most innovative thinkers here who know that to be ready for conflict we must be bold and innovative. That’s just what this team

embodied with their idea, and their concept can truly be implemented right now for an immediate impact on space warfighting culture.”

Although the cash prize is appreciated and will be wellused towards making their concept into a reality, it is clear that each Space Delta 5 team member received other rewards from this experience that will last a lifetime.

“This entire DIVE process was very interesting to me and I plan to continue to use it throughout my life and career,” said 1st Lt. Luke Byrom, Space Delta 5 team-member who is an electromagnetic interference duty operator. “It really forced me to look for solutions to problems from the emotional side, and allowed me to open up my way of thinking about and solving problems. Our team’s idea tries to take in this emotional way of thinking to solve the problem of creating a human connection between the end warfighter and the space operator.”

Fellow teammate 1st Lt. Moriah Brock, who is a section chief at the 614th Combat Training Squadron and lead electromagnetic interference duty officer staff instructor, echoed Byrom’s sentiments.

“This competition took a different approach than most,” Brock said. “We started analyzing people’s emotions, then created concepts based on why they might have felt that way.

It was refreshing to be in an environment with fellow members from my organization where rank was not a factor, and have the ability to freely express our ideas with no judgement.”

Brock added that this experience has inspired her to continue listening to those around her in order to fully understand the problem before diving into a solution.

DNI Ratcliffe welcomes U.S. Space Force as 18th Intelligence Community member Office of the Director of National Intelligence

WASHINGTON, D.C. — Director of National Intelligence John Ratcliffe today welcomed the U.S. Space Force (USSF) as the 18th member of the U.S. Intelligence Community (IC).

During an afternoon ceremony, Ratcliffe and Chief of Space Operations Gen. John W. “Jay” Raymond announced the designation of the intelligence element of the U.S. Space Force as a member of the IC. “This accession reaffirms our commitment to securing outer space as a safe and free domain for America’s interests,” said Ratcliffe. “American power in space is stronger and more unified than ever before. Today we welcome Space Force to the Intelligence Community and look forward to the power and ingenuity of a space security team unrivaled by any nation.”

The Space Force element is the first new organization to join the IC since 2006.

“Today, we took action to elevate space intelligence missions, tradecraft, and collaboration to ensure the success of the Space Force, the Intelligence Community, and ultimately our National Security,” said Gen. Raymond. “This is a significant milestone, a clear statement that America is committed to a secure and accessible space domain. Our partnership will ensure the Space Force and the Nation remain always above any threat.”

Ratcliffe highlighted how the addition of USSF to the IC marks a historic opportunity to further strategic change across the national security space enterprise.

“Through sharing space-related information and intelligence, the IC and DoD increase integration and coordination of our intelligence activities to achieve best effect and value in executing our missions,” said Ratcliffe. “This move not only underscores the importance of space as a priority intelligence and military operational domain for national security, but ensures interoperability, future capability development and operations, and true global awareness for strategic warning.”

“Today’s change aligns our newest service with the other members of the Defense Intelligence Enterprise and will help ensure our efforts are coordinated and synchronized across all domains of warfare,” said Ezra Cohen, acting Under Secretary of Defense for Intelligence and Security.

With the USSF addition, nine DoD components are members of the Intelligence Community.

COVID surveillance testing, safety measures in place for cadets after holiday break

U.S. AIR FORCE ACADEMY, Colo. — Thousands of cadets traveled back to the Air Force Academy this week after leaving the school in December for a holiday break. In all, about 4,000 cadets returned here in phases, spread across Jan 5-7, with strict guidelines on what to do if they felt sick or tested positive for the coronavirus.

The Academy’s Pandemic Math Team ran thousands of simulations to help plan the safe return. Academy staff, faculty, members of the athletic department, 10th Air Base Wing Airmen and the 10th Medical Group’s professionals processed returning cadets, completed on-site COVID testing, and stood ready with quarantine and isolation support, all in full partnership with local and state medical officials.

“Our main priority is to bring our cadets back into a safe environment,” said Lt. Gen. Richard Clark, the Academy’s superintendent. “The entire Academy leadership team is working hard to make sure that we start off 2021 in a positive way, and we’re all excited to have the cadet wing back at USAFA.” Clark said extensive planning and strict health and safety guidelines established by the county, state and federal medical officials allow the school to continue to educate and train cadets despite the global scope of the disease.

Cadets will enter a restriction of movement period when they return, similar to restrictions they experienced in August before beginning the fall semester, limiting their contact with other cadets, staff and faculty. All cadets will be tested for the coronavirus before their release from this restrictive period.

Cadets start the academic semester by attending online classes.

Along with COVID surveillance testing, the Academy’s model for stemming potential coronavirus cases includes quarantine and isolation for cadets who test positive, exhibit symptoms, or who have had contact with others diagnosed with the coronavirus.

“The Air Base Wing played a vital role in the cadet wing’s return,” said Col. Brian Hartless, 10th Air Base Wing commander – the Academy’s host unit. “I am very proud of Team Ten members who have provided world-class medical and mission support throughout this pandemic and especially this week to help support the safe and successful arrival of our cadets.”

said. “This enables the satellite to perform immediate safing actions when faults are detected by the software. This allows 2 SOPS to adapt to changing mission requirements efficiently and safely.”

As more satellites are introduced into the constellation, improvements will be seen by users worldwide. The signal produced is more accurate and harder to jam, and a new civil signal that is compatible with international navigation systems will become available.

Captain Collin Dart, 2 SOPS engineering analysis flight commander, reiterated the importance of SVN-77’s operational acceptance, “SVN-77 marks the 23rd vehicle in the GPS constellation that provides M-Code signal across the globe, leaving just one more GPS III vehicle until 2 SOPS and the Space and Missile Systems Center meet the Initial Operational Capability of 24 M-Code capable vehicles in order to provide full global coverage to warfighters and users.”

USSF’s GPS satellites provide services to more than 4 billion military and civilian customers worldwide. Operators from 2 SOPS work to ensure this capability remains a secure, reliable asset to civilian life and military missions across the globe.

“The best thing I took from this process was realizing not all problems are clear until you ask the people affected,” said Brock.

Another highlight of this competition was an unorthodox approach the competition organizers took to fostering a creative atmosphere for innovation.

“This competition was different from anything I have experienced, and it was not what I was expecting,” said Space Delta 5 team-member Capt.

Kaion Smith, who is also the deputy program director at the 614th Combat Training Squadron. “We had four seminars, four hours each, which provided us with tools.”

Smith compared these tools to the methods used by the karate instructor character Mr. Miyagi in the movie The Karate Kid. “The tools we learned during those four seminars developed the muscles of creative thought,” said Smith. “At first, the frustration throughout the groups was evident; folks even questioned the purpose of the exercises. Little did we know that we were absorbing information and challenging each other to not use prescribed solutions to solve the problem.”

The entire competition was conducted virtually, which allowed participants to not only safely collaborate during a pandemic, but also gave flexibility for those working shift-work to support the 24-hour space-mission requirements.

“We were able to overcome the challenges of not being able to talk faceto-face by creating a video to present our idea, which limited the issues of having multiple people take turns presenting as well as other technical issues,” added Byrom. “The benefit of having this course in the virtual format was that it allowed myself to take part as I am on crew; having the flexibility to join through Zoom allowed me to better work the course into my rotating schedule.”

Enthusiasm and diversity of thought and backgrounds undoubtedly contributed to the Space Delta 5 team’s success as well.

“Three members of this team are from the 614th Combat Training Squadron,” said Lt. Col. Krista St. Romain, the 614 CTS commander. “When volunteers were requested, each enthusiastically jumped at the opportunity to make a difference.”

“What I am most impressed with and think should be highlighted is the true diversity of this team: a Federal civilian who is a retired U.S. Air Force space officer, two U.S. Space Force lieutenants, a U.S. Space Force captain, and a U.S. Air Force acquisitions captain with prior-enlisted service,” St. Romain added. “Sharing and understanding their unique experiences, personalities and perspectives are what led them to success. This is a perfect example of how powerful diversity and drive can be when it comes to innovation.”

The U.S. Space Command DIVE event lead Lt. Col. James Peterson recently stated that in creating this competition, they “wanted to create an environment where people can unleash their creativity.”

By all accounts from the Space Delta 5 team, U.S. Space Command did just that and should continue this successful first run of the DIVE competition.

“If this opportunity comes again, I would highly encourage it for anyone interested,” stated Brock.

Description: Seeking a career officer or senior non-Commissioned office (NCO) with strong experience in Advanced Field Artillery Tactical Data System (AFATDS) data management, Fire Direction, Analysis and Logistics. Position is both CONUS and OCONUS. Initial assignment includes 2 months of stateside training and 12 months OCONUS operations.

Basic role is to provide in-country representation to allied/friendly governments in AFATDS acquisition, sustainment, integration with related fire control data systems, and operations and serve as manufacturers’ Point of Contact.
