Suspect shot, killed on Manitou Avenue At approximately 11 p.m.

Monday, April 11, Manitou Springs Police Department officers and El Paso County Sheriff’s deputies responded to a business in the 900 block of Manitou Avenue, where someone was reportedly menacing others with a firearm.

A short time later, officers and deputies contacted the suspect.

During that contact, the suspect fired at least one round at law enforcement personnel.

As a result, at least one MSPD officer and at least one El Paso County Sheriff’s deputy fired their duty weapons at least one time, striking the suspect. Officers and deputies immediately started life-saving measures until medical personnel arrived.

However, the suspect died on the scene.

An El Paso County Sheriff’s K9 dog was shot and killed during this incident. Jinx’s handler was not injured, and no other deputies or officers were wounded.

Hull announces he’s stepping down as MSHS principal Jesse Hull, Manitou Springs High School principal, announced his resignation from the position on Friday, April 8. Hull, who served as assistant principal under Glen Hard, moved into the principal’s office in August 2020 after Markus Moeder-Chandler resigned.

During a staff meeting after school on Friday, Hull said that the past two

years have been hard on everyone. He said that he needs a change because the COVID-19 pandemic, and its effect on the educational system, has impacted him.

Hull will finish out the school year and plans to stay involved in the community, but he’s looking for other career opportunities. The New Jersey

native has a master’s degree in educational leadership.

Dr. Elizabeth Domangue, District 14 superintendent, expressed her gratitude for Hull’s 17 years of service to the district.

District leadership will send an update about how the community can be involved in selecting the new principal.

“Owing to the trauma, emotional impact and fatigue on staff, I do not think our meeting will be productive. It will be respectful of our staff to cancel the meeting,” Mayor John Graham wrote in an email sent to council members, city staff and the media.

Let’s engage, ask questions and expect answers about education Raising the next generation OPINION is a shared responsibility owned by all.

When families, communities and schools work together, students have the opportunity to flourish and the entire community benefits. For schools and districts across the United States, civic and family engagement is Brenda Holmes critical to the success of our Stanciu educational system.

There is growing concern among Manitou Springs School District 14 parents, guardians and community members regarding the amount of turnover we are experiencing among senior staff throughout the district.

In the past three years, five principals at four schools have resigned or retired, with some departures happening quite abruptly. It is also rumored that D14 teachers will be leaving in unprecedented numbers this year.

And although many are quick to cast the blame on COVID-19, I am not convinced. These past few years have been very challenging and full of unknowns. We’ve had to readjust our focus. This was survival.

But now as the fog begins to lift, we become more aware of things that may have been taking place when our eyes were diverted.

As an educator for decades, turnover is a red flag for me. For both administrators and teaching staff, this often is a sign of lack of support, administration over-reach, manipulation, retaliation, and unrealistic demands and expectations.

First and foremost, we should be asking what kinds of pressures are being put on leadership that

are driving them to leave our district? What do we need to learn?

Second, who is making these decisions that have huge outcomes?

Is the D14 Board of Education privy to the overarching challenges our administrators and teachers face, and offering much-needed support?

Asking to understand the dynamics when an administrator is considering other opportunities or being “pushed out”?

Are decisions being made in a vacuum, by one individual, without considering multiple perspectives and those who will be severely impacted?

For many of us, this might sound familiar. Years ago, I heard stories from peers who taught in Harrison School District 2 about administrators, teachers, and support staff. The teachers were intimidated, often being held to standards that set them up to fail.

They were disrespected and often demoralized for not falling in line. Retaliation was a fear.

These former D2 employees now often refer to themselves as “survivors.”

I’m confident that the Manitou community does not subscribe to those tactics nor support a district that utilizes them.

Third, is the community’s vision for District 14 in alignment with that of the district’s vision? An example of this is the misguided bond initiative that failed last fall.

Although I’m certain every resident, community member and business owner wants strong schools and successful students, the inflated price tag was unrealistic and, for the first time ever, a bond was unsuccessful in Manitou.

We are given the IMPRESSION of being listened to, but are we truly heard?

Lastly, as a community, are we willing to stand up and speak out for administrators, teachers, staff members and paras? Asking questions to be assured we retain happy, inspired and supported teachers with leaders who represent the essence of who we are?

Retaliation is a fear. We need to do everything we can to keep these quality teachers in our district.

Are we up to the task of making sure our kids get the education and experience so desired by attending D14?

A teacher recently shared that, “in Manitou, you knew you weren’t going to take home the biggest paycheck but it was the tight-knit culture and family-like environment that made you want to work here. You were supported in Manitou. That is not the case anymore.”

I hope we all can take a moment in the next seven days to privately ask a teacher or staff member their thoughts on the district’s future direction or possibly their opinions on why, in a world that needs educators and instructional leaders, Manitou seems to be driving them away.

I believe Manitou is a very special place — let’s make sure our voices are heard.

Who is making these decisions that have huge outcomes?

City continues program to offer free residential trees The impact that trees have on the overall quality of life in Manitou Springs cannot be emphasized enough, which is why the city will continue the Residential Tree Voucher Program in 2022.

The city of Manitou Springs has doubled the value of its vouchers for its Residential Tree Voucher Program to $100.

These vouchers are available for all Manitou Springs residents to get a greatly discounted tree at three area nurseries. They are Harding Nursery, 721 N. Powers Blvd.; Heidrick’s Colorado Tree Farm Nursery, 7440 Templeton Gap Road; or Rick’s Garden Center, 1827 W. Uintah Street.

All you have to do to receive the voucher is to fill out the form at bit.ly/MSTreeVoucher. You can download one voucher per household.

Council motion was deliberate obstruction of library project “I move that we OPINION postpone this item until our meeting on May 17th, 2022.

During the postponement, staff is directed to have architectural drawings prepared by a licensed architect which reflect the proposals depicted in the neighborhood model.

Lyn “The architect is also Ettinger-Harwell directed to present plausible floor plans, elevation views and conceptual cost analysis, OPINION on par with those that were presented in November 2021.

“In addition, staff is also directed to obtain an updated cost analysis of the November 2021 drawing, because costs may have changed since November.

This will facilitate a cost Michael comparison between the Howell architectural drawings.

“Staff is also directed to coordinate an in-person community engagement which allows the public to compare and contrast the neighborhood model vs the November 2021 plan.”

It is our opinion that, when Councilor Michelle Whetherhult made this motion at the April 5 City Council meeting, she, along with the councilors who voted to support the motion, knowingly and deliberately obstructed the progress of the Carnegie Library project.

This is not an overblown or unreasonable conclusion. It was painfully obvious to everyone

who was in attendance that evening that the motion was coordinated and deliberately designed to derail the Carnegie project.

The above-mentioned directions to staff will result in months of delay and additional costs that could reach in excess of $100,000. I agree with Councilor Nancy Fortuin that, in approving this motion, a new process has been overlaid on an existing process that has already proven to be very effective.

For the past 18 months, the Preserve and Renew Our Carnegie Library Task Force has worked in cooperation and collaboration with the city and the Pikes Peak Library District to finally achieve a decades-old goal: to restore, expand and make Manitou’s beloved Carnegie building compliant with the Americans with Disabilities Act. The task force has, upon City Council’s request, made quarterly progress reports. They have also met with the city’s financial adviser, finance director, the city administrator and a capital campaign consultant to create a strategic plan and determine potential funding opportunities for the project.

Their work has not been, as Councilor John Shada repeatedly stated, a “scheme,” but a concerted and prolonged endeavor by a dedicated group of individuals.

Despite claims to the contrary, at every point during this process of designing the library addition, the public has repeatedly been engaged, and their comments, objections and feedback considered at every turn.

That has also been the practice over the past 20-plus years, as this latest architectural design is the third such effort. A design was approved in 2010 and a second design was approved in 2015.

Community engagement is an ongoing part of the process.

The motion also ignored the fact that there is no longer a need to “compare and contrast the neighborhood model and the November 2021 plan.” A representative from the task force recently met with the “neighborhood” group, and achieved consensus on minor architectural revisions.

As task force chair Rob Danin repeatedly corrected Whetherhult, the design is now in the process of merging.

However, Whetherhult was unable to deviate from her assigned script.

Manitou’s citizens should be asking Councilors Shada, Wolfe and Chandler if they believe that Manitou deserves a Carnegie that will serve for the next 100 years. They claim that they do support the library but, at this point, their actions are in direct contradiction to their words.

Without a financial commitment from the city, the task force cannot move forward with the pursuit of major grants to help fund the library renovation.

Every day that these councilors continue to obstruct the process increases the likelihood that the project will die on the vine and our beloved Carnegie will (once again) not receive the attention and work that it deserves.

As the can is once more kicked down the road, the people of Manitou will be the ones who lose.

This latest architectural design is the third such effort.

Workers stripe the new traffic configuration in the 500 block of Manitou Avenue on Tuesday, April 12. The median — bounded by double yellow lines — has been moved to allow space for diagonal parking on the street’s north side.

The city undertook the project to add 24 parking spaces to the downtown area. Drivers will back into the spaces, which is expected to increase safety. The work is estimated to last through Friday, April 15. Until then, westbound drivers are being routed around Memorial Park to El Paso Boulevard before returning to Manitou Avenue. As of Tuesday, eastbound drivers can still use Manitou Avenue.

Letters to the Editor Elder was a strong advocate for arts community

To the editor: I was so sorry to see that Jack Elder passed.

He was such an amazingly kind person with an incredibly deep soul.

He often stepped in to pick up the slack with the Manitou Springs Arts Council long after he was officially off the board. So many aspects of the Manitou community will miss him, but I think especially the arts community.

He was as strong of an advocate for the arts as any town could hope for. Quiet and sincere in his work. Brilliant.

Council has taken two steps back on library

To the editor: Although I did not attend the last City

Council meeting I was shocked and saddened to read the results. The Preserve and Renew our Carnegie Library Task Force, made up entirely of volunteers, has work tirelessly for more than a year to get our library restored and upgraded.

In my opinion, they had done everything right. They had countless meetings and open houses, invited the public both virtually (on Zoom) and in-person to give their input, and held informational meetings for every neighborhood of Manitou Springs.

In addition they launched a web page, kept the council updated, made several presentations to the Manitou Arts, Culture, and Heritage (MACH) board to secure funding, answered questions, written several press releases, put up an information kiosk and received excellent coverage in the Bulletin.

And now, in a critical “next step” in the process needed from council they are brought to a screeching halt. What a shame.

Where have the naysayers been for the past year? And yes, I include the council.

Manitou functions and is a wonderful a community in large part because of the people who volunteer on numerous committees and boards, many appointed by our City Council.

Why form those committees, allow them to work countless hours as volunteers, periodically encourage them to proceed and then, when reaching a critical juncture, do an about-face and send everyone (including staff) back to the drawing board? How disheartening!

I have no doubt that the library task force will continue its work. They are a passion-fueled and dedicated group of volunteers.

I’m so sorry to see council add a new to-do list to their work as well as to city staff’s. We could have been one step closer to having a new library, but instead we have taken two steps back.

World-famous violinist Petteri Iivonen, a native of Finland, will be the headliner in a Manitou Springs concert called “Sounds of Finland & Bartok.” Along with music from Finland’s Jean Sibelius, guests will hear Béla Bartók’s “Contrasts,” a flashy trio that legendary clarinetist Benny Goodman commissioned.

Andrew Staupe, a famed international piano soloist, and Sergei Vassiliev, principal clarinetist of the Colorado Springs Philharmonic, will join Petteri.

Iivonen is the concertmaster (lead violinist) of the Paris National Opera Orchestra, an international soloist and prize winner of numerous international violin competitions. Staupe has appeared as piano soloist with the Houston, Minnesota and Baltimore symphonies, as well as the Colorado Springs Philharmonic, and is the professor of piano at University of Houston.

The Manitou Springs Fire Department was dispatched at 7:09 p.m.

Tuesday, April 12, to a structure fire at the La Fun motel, 123 Manitou Ave. The fire was in an abandoned room, and was extinguished with zero injuries to firefighters. The cause of the fire is still under investigation. The motel closed last fall after the city revoked the business license; Manitou Springs Police officers responded frequently to calls at the motel.

By Daniel Mohrmann A week ago, Manitou Springs track and field coach Anna Mack stressed to her teams that as well as they’ve performed in moments, she wasn’t seeing the results that she had been hoping for.

They had to work harder in practice.

The Mustangs received the message, loud and clear, and put together a solid performance at the Thunder-Storm Invitational at CSU-Pueblo on April 9.

Between the boys and girls teams, the Mustangs won seven events through the course of the day. And it wasn’t necessarily that they just worked harder in practice, but Mack emphasized that they didn’t have the luxury of easing into their top-level performances.

“It was maybe that they needed to feel more of a sense of urgency,” Mack — John said. “The season isn’t that long. It’s longer than last year, but it’s not like we have six months to get it done. We had to start moving.”

Lairden Rogge put together a solid sprinting performance, taking second in the 200-meter dash while claiming gold in the 400. The distance runners also had a good day: Henry Ilyasova took second in the 800 and Cody Kelley took fourth in the 1600.

Factor in the field events in which John Maynard won the high jump and long jump, while Anthony Snow and Parker Salladay each took top-four finishes in throwing events, and the Mustangs had an all-around great day.

“As we get more conditioned, we’re just going to get better and better,” Maynard said. “This brings a lot of confidence for each of our teams.”

Bella Coscetti had another standout day as she won the long jump, triple jump and pole vault, and finished second in the 300 hurdles.

The girls got a big boost from the return of Kayla Apotheker, who finished fourth in the 100 and seventh in the 200.

She missed time due to illness, but is Maynard intent on getting back to the level she thinks she should be running at now.

“I need to know where to stop and know that my limit (right now) isn’t the same as everyone else,” she said. “This next meet I’ll be fully recovered and be able to run better.”

The Mustangs next head to the Trojan Invite at Fountain-Fort Carson, which will take place Friday, April 15, and Saturday, April 16.

Girls soccer team gets back-to-back key wins

By Daniel Mohrmann Before the season started, Manitou Springs girls soccer coach Ben Mack identified five key games his players need to compete well in to have a chance at a special season. It just so happened that two of those games were back-to-back on the schedule, giving the Mustangs a tough challenge early in the year.

But they stepped up and accepted those challenges, getting 4-0 wins over Denver Christian and Cañon City last week. “(Of the five games I pointed out), if we could win three of those five, I thought we’d be sitting pretty good,” Mack said. “If we got two of those five, I figured we’d be OK.” So at worst, the Mustangs (6-1-1 overall, 1-0 Tri-Peaks) are in a good spot. The other three games Mack had identified were Jefferson Academy (a 2-0 loss on March 15), Lutheran (coming up April 16) and Colorado Springs Christian School (May 3).

As of now, they certainly have momentum on their side, and that includes opening league play with a 10-0 win over James Irwin on April 12.

And what’s more important than the games they’re winning is how they’re winning them. The Mustangs were sure to get solid scoring from Erica Sherwin and Madrid Mack, but the supplemental offense has been good, as well.

Sami Benge-Kulzer has scored in four of the past five games and has five total goals on the season. She and players such as Cassidy Kuzbek have added a different dimension to Manitou’s offensive scheme.

“All of us have skills that aren’t shown that often,” Benge-Kulzer said. “You don’t get to see us as much as you’d see Madrid, but when you put us all together, we work really well as a team. We’ve built a good foundation.”

They’ll get to see how solid that foundation is later in the week. The Mustangs play at home Thursday, April 14, for the first time in more than a month when they face Atlas Prep.

Then they host Lutheran on Saturday. The CHSAANow.com coaches poll named the Lions the No. 1 team in the state this week. The Mustangs entered the poll on April 4 and held their spot at No. 9.

The 2005 Historical Speaker Series will present Dr. Lewis Archer as its opening speaker Jan. 16 at 3 p.m. in the Community Congregational Church, 103 Pawnee. The subject of his talk will be “The Broken Hear t of William Bell.” Dr. Archer has been an historical speaker in past years and attributes his interest in Manitou Springs’ history to his relocation here 13 years ago. He is a retired English professor from Whitwor th College in Spokane, Wash. His lecture is free and open to the public.

City Finance Director Mike Leslie reported to City Council at Tuesday’s work session that there was approximately $32,000 available for implementing changes in the zoning code and related public processes for 2005.

The recommendations submitted by consultant HB&A were itemized and came with the cost of each item included. HB&A will be contracted to perform the work of revising the code and establishing revised processes so the recommendations also served as a de facto bid on each item even though the firm’s involvement to date eliminates the requirement for a new bidding process.

The 12 items on the HB&A list total nearly $91,000.

HB&A also indicated several, mostly procedural changes, that can contribute to a more efficient and less contentious process that can be implemented in-house at no cost.

Operating within the $32,000 available this year, council identified the creation of approval criteria for each zoning category, including downtown, projected to cost $20,000; revising and updating the public process, projected to cost $9,100; reevaluating the setback requirements in the general residential zone, which consumes as much as one-third of planning staff’s time, projected to cost $5,000 and adopting and implementing the National Fire Prevention Association’s standard 299 at a projected cost of $3,600.

The NFPA standard would provide clear-cut guidelines, especially for construction on upslopes, where none exist now and thereby eliminate considerable negotiation,

At 0528 hours, MSPD responded to a criminal trespass report at a gas station in the 100 block of Manitou Avenue. The suspect, who’d been advised previously about trespassing, was cited and released.

During routine foot patrol near the 3400 block of West Colorado Avenue, officers saw a homeless encampment with a small, uncontained campfire. It was in a dry, wooded area near a densely populated area and the man tending the fire had no obvious way to put the fire out.

The National Weather Service had recently issued Stage 2 fire restrictions, banning outside fires.

MSPD contacted a man in the 200 block of Manitou Avenue who was found to have an El Paso County misdemeanor warrant. The officers served him with a personal recognizance bond and released him.

At 2022 hours, a nude woman was reported in the 200 block of Manitou Avenue. Manitou Springs Fire Department personnel located and evaluated her. While on scene, MSPD learned that she had stolen from a business, which wanted to press charges. She was charged with theft and released for medical care.

MSPD officers stopped a vehicle near U.S. Highway 24 and 31st Street at 2300 hours. They discovered the vehicle had a fictitious license plate. It was seized as evidence, and the driver was cited and released.

At 2332 hours, officers responded to the Penny Arcade to search for a lost cellphone, but were unable to find it.

April 6

At 0006 hours, a Park Avenue resident reported that his vehicle had been broken into and several items stolen between 3 p.m. and midnight.

There is no suspect information.

A window was broken at a business in the 100 block of Manitou Avenue. The owner was on scene when police officers arrived. There is no suspect information.

MSPD received a phone call at 1906 hours regarding lost property; the owner’s credit card was being used.

There is no suspect information, but MSPD will continue to investigate.

April 7

A lost purse was turned in to the MSPD. There is no identifying information in it, and it has been placed in found property for safekeeping.

At 1835 hours, officers were called to an unattended death in the 500 block of Crystal Hills Boulevard.

No signs of trauma or foul play were noted. The county coroner was called to the scene.

April 8

MSPD responded to a medical call in the 500 block of Manitou Avenue at 0230 hours. The reporting party told officers and emergency medical services that he only wanted a ride to the hospital to get out of the cold. The man was cited for false reporting and released.

Officers responded to a residential burglary in the 00 block of Beckers Lane. When they arrived, they contacted a man on scene. While they were investigating, another man showed up. MSPD viewed surveillance camera footage showing both men on the property. The officers took both into custody for forced entry (residence) and having a controlled substance. They were transported to the El Paso County Criminal Justice Center.

MSPD contacted a woman in the 200 block of Manitou Avenue; she was found to have a local misdemeanor warrant. She was served a personal recognizance bond and released.

April 9

At 0050 hours, officers attempted

to stop a vehicle in the 3300 block of West Colorado Avenue. The driver drove away and was last seen in the area of Uintah and 24th streets.

MSPD responded to a check-thewelfare request on Highway 24 in El Paso County. Officers contacted a man walking west on the eastbound side of the highway wearing only underwear; he was hypothermic. MSPD detained him and he was transported to a hospital under a medical hold.

A suspicious incident was reported in the 100 block of Manitou Avenue. Officers contacted a man wanted on two local felony warrants, and he was booked into CJC. At 2155 hours, MSPD stopped a vehicle in the 500 block of El Paso Boulevard. The driver was found to have a canceled driver’s license and multiple local misdemeanor warrants.

The driver was cited, given a personal recognizance bond and released.

April 10

Officers located a stolen vehicle in the 00 block of Manitou Avenue at 0200 hours. The registered owner was contacted and the vehicle was towed.

There are no suspects at this time.

While investigating, the officers contacted a man in the area. He was found to have several misdemeanor warrants through the El Paso County Sheriff’s Office, and was given a personal recognizance bond and released.

MSPD stopped a vehicle speeding in the 00 block of Manitou Avenue.

During their investigation, the officers discovered the vehicle’s registration was expired, the driver had a revoked license and the vehicle was not insured. It was impounded.

At 2116 hours, officers stopped a spray-painted pickup truck in the 200 block of Manitou Avenue. The driver failed to yield and drove away. After following the vehicle for a short time, the officers terminated the pursuit.

There is no suspect information.

COURT UPDATE Ashlynne Perez pleaded guilty to criminally negligent child abuse resulting in death and is scheduled for a final hearing Friday, April 15, according to the Colorado Judicial Branch’s online docket. Her 4-year-old son accidentally shot himself in the head July 6 outside a Manitou business.

Her husband, Carlos Perez, is scheduled for a pre-trial conference on Friday, April 29.

Currently, no information is available about the cases of Matthew Barton and Timothy Hilt, former Manitou Springs High School teachers accused of sexually assaulting students.
