County commissioners appoint themselves to panel to redraw their own district boundaries

DESPITE PLEAS TO NOT appoint themselves as the Redistricting Commission, El Paso County commissioners did just that on April 18, launching a process to redraw the boundaries of their districts.

Colorado House Bill 21-1047, which is new since the last county redistricting, aimed to stop gerrymandering at the county level. The bill holds counties that elect commissioners by district “to the same high standards that [2018 constitutional] Amendments Y and Z require of redistricting” at the state level: “fair criteria for drawing of districts, plans drawn by nonpartisan staff, robust public participation, and where practicable, independent commissions [emphasis added].”

The bill’s rules for establishing independent commissions include appointing “persons who accurately reflect the political affiliations of the residents of the county, including unaffiliated residents” and avoiding “conflicts of interest based on partisan alignments.” Some argue that by deciding it wasn’t “practicable” to establish an independent commission, the all-Republican

board avoided building the political balance into their process that was the intention of HB21-1047.

Some citizens said the commissioners’ redrawing of their own districts over the years has favored Republicans over Democrats, underscored by the fact that voters haven’t elected a Democrat to the county commission since the 1970s.

In response to allegations of commissioners protecting their incumbency by acting as the arbiter of district boundaries, Commissioner Longinos Gonzalez Jr. noted that only one of four currently serving commissioners — Carrie Geitner in District 2 — could run for re-election in the future. The other commissioners are termlimited.

“It’s important to remember that independent commissions can be hijacked [by partisans],” Geitner said, saying the law permits commissioners to appoint themselves.

The commissioners could appoint a redistricting advisory board, but Geitner opposed that saying a board could be seen as representing the entire population, hindering the need for “outreach to citizens more widely.”

In any event, they will follow this schedule:

• May 12 — Creation of a website and a method for residents to offer testimony.

• July 14 — Deadline for the public to submit proposed mapping plans.

• Aug. 4 — Deadline for the commission to conduct “at least” five public hearings, one per commissioner district, and receive public feedback; and to have created, presented and published three plans for consideration at future meetings.

• Aug. 8 — Deadline for any member of the Redistricting Commission to ask for additional plans or amendments.

• Aug. 11 — Last date the public can submit comments through the special website.

• Aug. 15 — Deadline to adopt the plan. (HB211047 requires a plan be in place by Sept. 30.)

HB21-1047 WAS ADOPTED TO DISCOURage gerrymandering, the manipulation of electoral district boundaries to favor a political party or other constituency by either breaking up communities of interest or packing districts with voters favorable to one group.

As several speakers at the April 18 commissioner meeting said, gerrymandering allows commissioners to pick their voters rather than voters picking their commissioners.

Roughly a dozen people spoke at the meeting, all of whom opposed commissioners appointing themselves.

Mike Maday, who’s been active in the Democratic Party, noted that Sam Johnson was the last Democrat to be elected as a commissioner, meaning Democrats have not been represented on the commission for about 50 years.

“El Paso County is a red county,” he says, “but the number voting for Democrats has increased.” He noted that 46 percent of El Paso County voters voted for Gov. Jared Polis, a Democrat, last fall.

Maday and others also noted that 70 percent of El Paso County voters favored Amendments Y and Z in 2018, which called for independent redistricting commissions to redraw congressional and state Senate and House maps. That shows, he said, that a majority favor panels composed of representatives of both parties and unaffiliated voters.

Woody Longmire told commissioners that by appointing themselves, they’re essentially allowing “the fox to guard the henhouse.”

missioners went into closed executive session on Jan. 26 to discuss redistricting. From that, the resolution proposed and later adopted on April 18 emerged.

“There’s no point in time when the public had input into the resolution,” the caller said.

Amy Paschal, active in local and state Democratic party organizations, called it “unethical” for commissioners to draw their own districts.

“Districts must be drawn so people can elect people who are reflective of and responsive to constituents,” she said.

Shelly Roehrs, president of the League of Women Voters of the Pikes Peak Region, focused on a comment Gonzalez made early in the meeting expressing concern that commissioners are so busy that they would find it difficult to wedge in another series of meetings.

She volunteered the League’s members to assist in the process by being appointed to either an independent redistricting commission or the advisory board.

Broerman, who served as clerk and recorder when boundaries were last established in 2017, told commissioners that that effort focused on communities of interest and not splitting municipalities, legislative and school districts if it could be avoided.

But that’s what happened, because Monument straddles districts 3 and 1.

Some years ago, some voters viewed inclusion of territory extending to the north county line in District 3 as a way to pack the district with Republican voters. The city’s Westside is seen as more liberal, compared to north county residents, who lean to the right.

In the 2016 election, Electra Johnson, a Democrat, lost to Stan VanderWerf, a Republican, by a 47-53 margin.

Commissioner Holly Williams said that Monument residents have told her they like being represented by two commissioners, rather than one.

VanderWerf then added that he had not engaged in “a single conversation” about redistricting with any officer of the Republican Party, but has had conversations with Democratic Party officers about redistricting.

Even so-called independent redistricting panels can be swayed by politics and make mistakes, he said, citing the last cycle of redistricting when Green Mountain Falls, with about 600 people, was split between Congressional districts 5 and 7.

Commission Chair Cami Bremer said she represents everyone.

“At the end of the day,” she said, “I have always taken very seriously my responsibility to all the citizens of El Paso County. I do my best to represent them all, and the long term interests of the county as a whole.

“I believe voters who put me in this position have done so with trust, and I will do the best I can to ... make very prudent decisions that I don’t always have to agree with, but if I think they’re the best for the community, that’s the way I’m going to go.”

REGARDLESS OF HOW

the maps turn out, the process will create some “super voters” and “disenfranchised voters,” the county’s executive director of government affairs, Ryan Parsell, said.

Asked about how various districts voted in the last two elections, Broerman said two of the five commissioner districts swung toward Biden in 2020, while the 2022 election saw Polis prevail in three of five districts.

Geitner said those results show that Democrats can elect their candidate, but have simply chosen to vote for Republicans over the years.

In the end, commissioners chose to appoint themselves, with Williams saying, “I will make these commission meetings the highest priority. Listening to everybody is very, very important.”

VanderWerf thanked the citizens who showed up to comment, saying they were “always respectful.”

“It makes me want to work with you,” he said. “I do represent you, and I want to hear from you even if we believe in different things.”

That’s because commissioners are not all elected in the same year. Those representing District 1, to the north, and District 5, covering the city of Colorado Springs, are elected the same year as a governor is chosen (most recently 2022), while the other three districts are elected in presidential election years (most recently 2020). Those are District 2, covering the northeast and east; District 3, covering the west part of the county; and District 4, covering the southeast portion, including the city of Fountain.

Whatever map is chosen will apply to the 2024 election. But it’s possible some voters will shift from District 2 to District 5, meaning they voted in the 2020 election for a commissioner but won’t again until 2026. Or voters who are moved from District 1 to District 3, who voted in 2022 will vote again for a commissioner in 2024.

Academy School District 20’s new leader will be dropped into the middle of ongoing strife

trict 20 announced its pick for a new superintendent earlier this month, Board of Education Treasurer Heather Cloninger lamented the way some community members have written off Jinger Haberer because of her perceived politics.

“There are groups of people that have already made their mind up about her and about who she is and who she’s not, and have already decided to make things difficult for her as she comes on,” Cloninger said at an April 6 board meeting. “I think that’s sad.”

Her comments came shortly after Brett Dayberry, a member of the conservative group Advocates for D20 Kids, during public comment blasted the “supposedly conservative” D20 board for unanimously hiring Haberer, who’s reportedly a registered Democrat. Dayberry, the Advocates group and other El Paso County-based conservative activists had supported D20 Chief Operating Officer Brett Smith, a registered Republican, for the position.

(Dayberry spoke at the meeting on his own behalf and not for Advocates for D20 Kids, which as a group has decided to support Haberer now that she’s been chosen to lead, Chair Brian Moody tells the Indy.)

“What are Democrats for? They’re for hiding information from parents, they’re for drag shows and they’re for boys in girls’ bathrooms,” Dayberry claimed. “...This board, once again, has failed to deliver results for this conservative-leaning district.”

tion is supposed to be nonpartisan, alliances within the D20 community did form based on partisan affiliations and perceptions, says Tiana Clark, a D20 parent, alumna and chair of that district’s new chapter of Neighbors For Education. NFE is a pro-public education and equity advocacy group founded by local parents who were activated by 2021 Board of Education elec -

tions, where multiple Colorado Springs area school districts were flipped to conservative majorities by candidates backed by dark money groups.

Clark says NFE as an organization didn’t endorse any finalist in D20, and was “grateful” that board members unanimously agreed on a new superintendent rather than by a 3-2 vote by the board’s conservative members.

Politics were “unfortunately” inserted into conversations about who is best to lead the district, Clark says — in much the same way as school culture war issues have dominated since the COVID pandemic — and influenced what are supposed to be nonpartisan school board elections.

The political infighting has been intense in D20, where a conservative board majority took over in November 2021 and community members clashed this school year about LGBTQ inclusion in schools as well as conservative groups attempting library book removals and pushing for Christian influence in public education. The focus on politics contributed to current Superintendent Tom Gregory’s desire to retire this spring, he previously told the Indy ’s sister publication, Colorado Springs Business Journal.

Similar divisions played out during the superintendent search.

Two of the finalists were branded left- or rightleaning within weeks: Becky Allen, who currently serves as D20’s chief financial officer, was favored by progressive parents in the district. And Smith was supported by Moms For Liberty – El Paso County and at first, Advocates for D20 Kids, local conservative education activist groups that champion so-called “parental rights,” or parents’ control of what’s taught in public education.

“Knowing both of them [Allen and Smith] and having worked with both of them, I feel it was very unfortunate that they both also became politicized, as far as one side and the other side,” says Clark, who ran for a D20 board seat and lost in 2021, is a substitute teacher, and has served on multiple district committees.

“I would have liked to see it be experience-driven.”

When under a previous board D20 chose Gregory for superintendent in 2019, personal politics were not at all a topic of discussion, Clark recalls from her time on the selection committee for that search.

“None of that was on any of our radar,” she says. “And even the board at the time … I could probably guess some of the political affiliations, but it wasn’t a reason for voting. That wasn’t a driving factor.”

Even Moody, of Advocates for D20 Kids — which has advocated in D20 for right-wing positions like banning discussions of LGBTQ identity, gender and sexuality from classrooms — could agree that a superintendent’s political affiliation doesn’t necessarily represent their position on school-related issues.

“I’m biased — I’m a conservative. I would like to see a registered Republican as the superintendent,” Moody says. “But at the end of the day, how someone is registered to vote may or may not be relevant, may not matter. How someone views local school board issues — it’s not really directly politics.”

ULTIMATELY THE D20 BOARD DIDN’T GO with Allen or Smith — it announced on March 23 that members had selected Haberer in a 5-0 vote. She’s a longtime educator and school administrator who began her career in Colorado’s Aurora Public Schools and Poudre School District, and is currently superintendent of Ellensburg School District in central Washington, which enrolls about 3,200 students.

D20’s Chief Communications Officer Allison Cortez told the Indy Haberer will not be doing interviews with the media until she starts her position in July, after we reached out to Haberer with a request.

The board’s reasons for selecting her were not outwardly political — its No. 1 focus as it embarked on the search was providing a high-quality education to students, President Tom LaValley previously

told us. He said at the time he was trying to “weed out the noise.”

In a D20 press release announcing Haberer’s selection, LaValley emphasized her “strong focus on academic excellence.”

“The board is impressed with her qualifications, passion for education, and strong character,” he said. “These attributes will continue D20’s rigorous academic reputation while also creating innovative solutions that make us even better.

“...She has a proven track record of raising student achievement, closing opportunity gaps, and maintaining strong professional working relationships with staff and stakeholders.”

Moody says Advocates for D20 Kids also recognizes Haberer’s commitment to “academic excellence,” while at first the group was put off by “some of the progressive ideology references and experience reflected within her candidate packet,” according to a March 31 statement sent to members.

The group is mostly in a “wait and see” holding position until it learns more about Haberer, but is hopeful she will align with them on “controversial questions,” Moody says.

In her public presentation, Haberer also spoke about her previous success campaigning for mill levy overrides in the Aurora and Poudre districts to fund school needs, and Moody says he wouldn’t be opposed to more funding for D20 teacher salaries.

“I would like to see someone who is not afraid to

mix things up,” he says. “We need to be willing to try new things, piss some people off, but maybe break through and achieve higher levels of outcomes.”

Clark, of NFE, says she hopes Haberer is not “swayed any direction from outside pressure.”

“She’s coming in really needing to focus first on staff and retention — that’s going to be the foundation of the district always,” Clark says. “That is a challenge within District 20, salaries and whatnot. So I think that’s going to be a big push. And I would really like to see some of these political gotcha words, just honestly, not even [be] an issue.”

Haberer “just needs to be focused on what is happening” in D20, Clark says.

On the horizon: two more new superintendents in the Springs area.

School District 49, which has also been consumed by board politics and lost administrators because of them, will be under new leadership. The D49 board has decided to ditch its three-chief model (which the Business Journal previously analyzed) for a sole superintendent model, and the D49 board has chosen Chief Executive Officer Peter Hilts to lead the district.

And a new superintendent in Manitou Springs School District 14 could be announced any day now. D14 selected four finalists in its own search on April 3, after it parted ways with Dr. Elizabeth Domangue earlier this year. More at mssd14.org.

How the hunt for lost cultural treasure turned into something so much bigger

THIS STORY STARTED WITH A MYTH.

Sometime in the 1970s, a Colorado Springs city employee working at City Auditorium took off with a trove of promotional artwork for events held there, dating back to its opening in 1923. This would’ve been a treasure chest of posters, brochures and other promotional ephemera and artwork that highlighted a vast cultural slice of Downtown Colorado Springs from the Roaring ’20s through the Great Depression, World War II, the early Space Age, the counter-culture and civil rights movements of the 1960s, and onward. This was 50 years’ worth of concerts, fairs, plays, high school dances and graduations, exhibitions, celebrations, tributes, and more that was stolen from our collective memory, or at least the material evidence that they happened.

That’s how the myth went, anyway.

But if we were going to search for the lost art of City Aud before the 1970s, we had to know — what about the half-century since? What was still left?

With the help of the Community Cultural Collective — headed by longtime local arts leader Linda Weise — and the city, we got a full tour of City Aud.

“It became clear when we were creating [City Auditorium documentary The Grand Old Lady] that there was just stuff that nobody seemed to have,” Weise says.

While the venue is still open for events, it no longer attracts the acts or crowds it once did. Upper balcony seating is off-limits to spectators due to safety concerns and a portion of City Aud is completely inaccessible without the permission and physical keys from the city itself.

The Collective has been raising funds for an elaborate restoration of City Aud, which had been neglected by the city for most of a century. Under Mayor John Suthers, the city and the new CCC finally agreed to the nonprofit-led plan.

“The city has been a great partner because they don’t want it to get torn down,” Weise says.

Through dark, narrow passageways and staircases, we plumbed the bowels of the mighty facility. The space where coal was once stored in large quantities to be shoveled into a furnace for heat was now filled with an assortment of dusty stuff. The former basement shooting range was dark and silent, the last rounds fired there years ago. An upper-level apartment for the building’s caretaker was filled with natural light, clean and intact, while the previous sections we’d toured felt like a dungeon from a Fallout game.

Decades before the Pikes Peak Center or the Broadmoor World Arena were erected, City

Aud was designed by and for the city to be a multipurpose arena and theater space. It’s hosted famous acts including Snoop Dogg, the Harlem Globetrotters, Jimi Hendrix, Bob Dylan, the Ringling Brothers’ and Piccadilly circuses and, in darker times, the Ku Klux Klan.

“There was a gentleman that showed up at some event that came up to me and showed me a picture of his little baby son sitting on Johnny Cash’s lap in the dressing room,” says Weise.

But high along the walls of a green room were the only specimens of promotional

art that remained at City Aud: a series of 8.5-by-11-inch printouts for roughly a dozen concerts from the past decade, including Primus and Sublime. Were we now missing nearly a century’s worth of artwork that showcased the venue’s events and happenings?

The Indy put on its detective cap to find out.

WALKING THROUGH

Downtown Colorado Springs today, you experience a bit of an architectural clash. The smooth façades and geometric formations of Plaza of the Rockies and the City Administration Building rise alongside rows of charming early 20th century storefronts. City Hall itself is a melding of its original Neoclassical design with a curved modern addition along its east side, completed in 2000.

landmark in segregation-era America — was torn down in 1975. Burns Theater, built on Pikes Peak Avenue in 1912 and better remembered today as the Chief Theatre, was torn down in 1973 and replaced with a parking lot.

Colorado Springs residents eventually pushed back against the destruction of their architectural heritage via a patchwork of neighborhood preservation groups. An early victory came after a seven-year battle over the 1903 El Paso County courthouse, an icon better known today as the home of Colorado Springs Pioneers Museum. The city caught on and in 1988 made preserving specific structures a municipal priority by creating the Historical Preservation Board, a Historic Preservation Overlay Zone district and an accompanying permitting process. Those components were updated in 1993 and then in 2019 as HistoricCOS, the city’s master plan that lays out why historical preservation is an important duty:

It causes a city to become a ‘palate of place’ where the stories of those who came before us can be retold, of how booms and busts unfolded, where the actions of scoundrels and saints played out, and where our life can play out today, enriched by the unique history of Colorado Springs.”

While City Aud has been spared destruction in favor of nearly a century of deferred maintenance and decay, other historical Colorado Springs structures were not. As urban renewal gained traction here through the 1970s and ’80s, as it did in many cities across the country, several famous buildings met the wrecking ball.

From 1984 to 1991, Eve Tilley was president of The Star Bar Players, then the city’s oldest theatrical group, which operated out of City Aud’s Lon Chaney Theatre. The venue fell under the purview of several city employees, including Jens Zimmermann — a German known for always wearing a cowboy hat to work, according to Tilley — in the early ’80s and then Tom Kuhn from 1986 through the early ’90s.

The city instead built the current police operations center on South Nevada Avenue, but City Aud, bleeding money through lack of revenue, began squeezing The Star Bar Players for rent. They disbanded in 2008.

By 2004, Mayor Lionel Rivera was calling Linda Weise about potentially moving the Colorado Springs Conservatory into the building and making it a cultural hub. But citizens and city councilors alike, including former Colorado Springs Business Journal columnist John Hazlehurst, balked at the idea of privatizing it — and the city continued to let the building sit largely untouched. Nearly two decades later, they issued another request for proposal to update the building at a much higher cost. That brought Weise back into the picture with the Community Cultural Collective. But where was that missing art?

PURSUING THIS STORY DEEPER AND deeper, week after week, month after month, began to highlight the large holes in how we preserve history in our city. Yes, Colorado Springs has a reason and a process for saving physical structures, but anything beyond that falls to the local historical societies and institutions, whose bandwidth is limited. A structure by itself is only part of the equation — what we remember are the events that happened inside them and the ephemera that provides a record that they happened at all; the lost art we were looking for.

So much of our information about who ran City Aud, even in recent decades, came anecdotally through interviews and

brief, scarce news clippings. Through CORA requests, the city of Colorado Springs revealed that

it had only kept records of employees who had been assigned to the facility from 2006 onward. Any bureaucratic record of Jens Zimmermann, Tom Kuhn or any other administrator managing City Aud before then doesn’t exist. Similarly, the only list of events or renters the city could produce was a patchwork of spreadsheets and documents that only went back to 2002. Johnny Cash? Jimi Hendrix? The Ringling Brothers Circus? The Harlem Globetrotters? As far as the city was concerned or had records for, they didn’t happen — neither did most of a century’s worth of events at City Aud. Somehow the city, as a municipal bureaucracy, saw no need and had no ability to maintain records about the events of the arts and performance venue it built and managed.

Trying to obtain any kind of official documentation of the history made at City Auditorium, much less the artwork designed to promote it, was falling into roundabouts of pointed fingers, unanswered emails and phone calls, and a lot of dead ends. How could such an important venue be so thoroughly and completely forgotten when it stands less than a block from City Hall?

We had to dig further.

OUR NEXT STOP WAS PIKES PEAK Library District, which held a lot of the paperwork regarding the city’s application process to add City Aud to the National Register of Historic Places in the mid-1990s. It’s filled with a lot of dry descriptions of the facility and how it was built alongside technical drawings and copy burned photos of the building.

The library district was, unfortunately, short on the promotional materials for which we were searching. PPLD possessed a trio of programs from 1927, 1930 and 1935, all sharing the same templated design with a different date and event stamped into the open rectangular space on the cover. It was a start, but we were running out of historical institutions and

There in the basement, we donned blue latex gloves and combed through its collection of historical artifacts, including original weekly photographs from 1922 of City Aud’s construction. We carefully paged through wax paper copies of the original contracts signed to build the venue as well as a smattering of news clippings from over the years. CSPM held many of the original documents that wound up being used by the city for the applications we found earlier at PPLD.

We also found photographs from a few of the “lost art” era events we were looking for, some of the scant evidence they happened at all. In black and white, we saw the space transform from event to event, granting a keyhole view of mid-century Colorado Springs life.

But they had something more: a cache of unsorted promotional artwork that had been donated from City Aud last year. In two large manila folders that took up a large table were stacks of event calendars, Star Bar programs, yoga sessions, historical preservation fundraisers and other local events. These were mixed in with concert flyers for Everclear, Toad the Wet Sprocket, Big Head Todd & The Monsters, and Jethro Tull. Linda Weise later explained that this cache, the remainder of what had been stored at City Aud as the CCC took control of it, had been boxed up by a city employee and sent over for preservation.

Did nearly a century’s worth of artwork from City Aud still exist at all… anywhere?

WE ASKED BRETT LOBELLO, PPLD’S director of Regional History and Genealogy, about the “lost art” myth we and Weise had been told. Lobello said he hadn’t heard of it, but what he said next really put a twist on the investigation after we’d seemingly exhausted all our sources.

“Unfortunately, that’s a variation of a story that’s more common than you’d think. Many times, people don’t see or know the value in the history they have,” Lobello said over email. We met him in person at Penrose Library for a clearer historical perspective.

Institutions like PPLD and CSPM gather their history primarily in two ways: proactively through news stories like the ones we publish at the Indy on a regular basis, but also through collections brought in from the community.

Lobello says, “Folks just bring in a box of stuff and say, ‘Hey, we were cleaning up granddad’s garage and this seems important… is it?’ Sometimes it’s like, ‘Yeah, this is really cool stuff.’ [and] it’s a shoebox full of photographs of Colorado Springs during the 1950s. It could be yearbooks from the Air Force Academy.”

PPLD will evaluate and accept “twodimensional” artifacts for archive and curation, like photos and text documents, while referring three-dimensional artifacts like old rotary phones to CSPM for exhibition.

But maybe our hunt for the lost art of City Aud was too narrow, too specific, especially when there are barely any traces of its existence today. To get to the root of the matter, we asked, as a matter of philosophy, why didn’t the city put forth the effort toward preserving the history of the auditorium?

“It’s really up to that side of government to decide what they want to do,” Lobello says. He points out that preservation typically comes in ebbs and flows, particularly around big social movements, like that of civil rights in the 1960s, or milestones like the state and national centennials in 1976 and our city’s own sesquicentennial in 2021.

In the “lost art” era of City Aud, recordkeeping was different.

“Mayor [John] Suthers has a memory of the circus coming to town. You can’t find a picture of that, but you know that people took pictures of it — the circus was in town. It was commonplace. It was their daily life,” Lobello says.

These days, our phones have raised the bar in how thoroughly we can capture our experiences. With high-resolution cameras, lots of storage, GPS tagging and plenty of digital destinations for those records to live, even if we aren’t sure if what we’re recording is useful or not, our devices can capture that data anyway.

When there are thousands of pictures of tourists standing in front of Pikes Peak going back over 150 years, Lobello explains, the lens of curation is required. The bandwidth needed to obtain and curate history is a major concern for PPLD these days when we can squeeze off a burst of 20 photos in a fraction of a second.

In the golden years of City Aud, photos were more rare and had to be developed. People didn’t think to keep their concert programs or ticket stubs any more back then than we do today. Whatever the newspapers didn’t cover in their curation of the public record wound up in boxes on the top shelves of closets. A Johnny Cash concert didn’t come with a frictionless virtual check-in for everyone to see and an easy place to send hundreds of photos and videos; it found its way into diaries and letters or into conversations with friends. Concert posters, made of mere paper, could wear out quickly and were simply thrown away. Expensive band tour shirts suffered similar fates. Without an institutional apparatus to capture and maintain this lost art of City Aud, why would we expect any of it to exist today?

So did someone’s Uncle Melvin or Aunt Dorothy really stuff a wood-paneled station wagon full of concert posters and programs from City Aud in the 1970s in some selfish act of preservation or notoriety? Maybe, or maybe not. We will always know that there were concerts and events at City Aud, but what those events were or what people felt being there will gradually be lost to time. The lost art of City Auditorium doesn’t live in the halls of our public historical institutions, it’s out there — scattered across a hundred years, thousands of homes and millions of memories. If we can’t capture and document them, they will truly be the lost art of City Aud.

PROVISION PLANTS ITS NATURAL BAKERY DOWNTOWN

bread) will soon open Downtown, in the former Machine Shop co-working space at 4 S. Wahsatch Ave. Though the business is an entirely new concept, the faces behind it are familiar from our existing food/drink scene: Brandon DelGrosso owns 12-year-old Switchback Coffee Roasters’ two locations as well as Lakeside Dawgs & Cones at Prospect Lake, and Trista Heileman has been Switchback’s head baker since it launched its Hillside neighborhood Helen Hunt Campus café in mid-2020.

Heileman’s gaining a co-owner title at Provision, where she’ll be in charge of a significantly sized baking operation (they earned a retail incentive grant from Downtown Partnership) that’s targeting wholesale customers in addition to retail patrons. She will house-mill organic, unprocessed whole grains and avoid preservatives or anything unnatural, putting huge emphasis on sourcing products from growers across the region and state. (More on that below.)

Product offerings will come on the menu as the operation gets open and adjusted to its new ovens and equipment, but will eventually include: naturally leavened bread loaf varieties, brioche buns, English muffins, bagels, croissants, scones, Danishes, muffins, cookies, hand pies and a limited list of sandwiches. They will also do special offerings such as hot dog buns around Fourth of July, which they’ll otherwise be making to supply Lakeside Dawgs.

There are no plans for pizzas, as they feel Downtown’s already well saturated with fine offerings. And DelGrosso will only serve Switchback’s drip coffees and some teas, not espresso drinks. That’s partly again because of existing area coffee shop density, but also for Provision’s quick-service model. “This isn’t like Switchback,” he says, “where it’s designed for people to sit” or maybe remote-work over a latte. “It’s going to be more grab-and-go, not as much of a community gathering space.” As the majority of the space will be devoted to the bakery, prep areas and cold storage, the front retail area and mini mercantile will have quite limited seating, although warm months will invite some patio seating as well.

ow to the bit about the localfood emphasis. As in the coffee world where roasteries make direct-trade relationships, DelGrosso and Heileman prefer to truly know their farmers and ranchers, “which is a lot easier” jokes DelGrosso, “because it’s more of a 100-mile radius” versus coffee-growing regions internationally. (Technically they’ll source from as far away as the Western Slope, but his point is made.) The fact is they’ve already been working with a number of regional producers at Switchback.

For example, their ham, egg and cheese breakfast sandwich currently includes Larga Vista ham and green chiles, Sunshine Green’s Farm’s microgreens and Yoder Family Farms eggs. That’s why it commands a $10.50 price tag, because buying local and high-quality products means a higher food cost for Switchback too. As we said in State of Plate/5, “Food Fight” (csindy.com/stateofplate) we must support small farms and ranchers if we want to keep them alive, and vote with our dollars for the more sustainable and holistic food models we want to see.

DelGrosso tells me the story about trying to hire Heileman at his Hillside café after she’d spent a year working for their mutual friend David McInnis at industry-leading Nightingale Bread when it first opened. Her stipulation? She’d take

the job only if they worked with local producers. The two had perfect culture fit on the matter. During the pandemic, he notes, they ran a pop-up grocery store selling local goods out of Switchback to meet their neighborhood’s needs. While “we watched a lot of farm friends go out of business… we built a relationship with Tap Root Cooperative back then.”

Provision will become a distribution hub for Hunt or Gather buying club, and it’s intentionally building out extra refrigerator and freezer space to assist

with local CSAs and all the producers they intend to work with. They also plan to sell those goods to area restaurants, making it easier for them to connect with superior local ingredients.

Here are some of the other producers they’ll source from that by now should be familiar to Springs folk: New Roots Farm, Frost Farms, Nola Naturals Farms, Jones Farms Organics, Austin Family Farm, High Altitude Rhubarb and Rocky Draw Farms. (Fun fact: Rocky Draw uses horses instead of tractors, saying on their

website: “We believe that using horses is more sustainable and better for the soil than using tractors, and let’s face it, it’s a lot more fun!’)

As for the name Provision, DelGrosso says it holds multiple meanings for him and Heileman. One is the literal translation, supplying food with Downtown residents in mind, a “provision for people in the city” who otherwise lack a nearby bakery. Another is being that storehouse for the growers and ranchers, a provision for them, too, symbolizing the connection to the land. There’s also an association of being “nutrient-rich and good for you” as well as a spiritual component, he says, “of believing God is our provision, and honoring him in everything we do.” Follow Provision’s progress toward opening on their social media pages, and tentatively expect a later May opening for wholesale clients and June opening for retail.

Mission first

Social enterprises deal with market hiccups

As retailers contend with rising costs, high inflation and unpredictable consumer spending, social enterprises are also feeling the pinch. Now they’re looking for creative ways to keep making a difference that goes beyond boosting their bottom lines.

W hile consumers are becoming more conscientious in their spending, stores that give back to the community have found their customer base is still happy to spend money that goes to good causes.

For Jonathan Liebert, CEO and executive director of Better Business Bureau of Southern Colorado and the Colorado Institute for Social Impact, social impact businesses are particularly well equipped to adjust to shifting market tides.

“I think that these types of entrepreneurs are extremely innovative anyway, because they’re trying to balance generating revenue while creating some type of social or environmental change,” Liebert says, “so they’re kind of used to tough situations.”

Navigating these market challenges will look different for each business. “There’s no clear, clean solution at this point because it depends on the model that the businesses are using,” Liebert says. “It depends on their mission.”

Tina Schwaner, owner of Frayla Boutique in Fountain, only offers items that contribute to social causes — suicide prevention, veterans affairs, preventing school violence or cleaning up oceans are on the list.

“People feel a little better about spending the money; they feel like they’re doing something, not just buying something,” Schwaner says. “Everything in our shop does something, gives back in some way. So they don’t have to go searching out the one item

in the store that does something extra — all of ours do.”

But Schwaner also seeks out items at lower price points to reach different customer demographics.

“Most of my clientele is a little bit older and maybe has a little bit more extra cash,” she says. “But then I have just-out-of-college-aged kids, so I see the effect on them compared to my customers. Rising costs are affecting them much more because of where they’re at in life. So I definitely have taken that into consideration and just offer things at different price points.”

At Downtown cooperative retail space Eclectic CO., owner Peri Bolts works with local artists to curate local, sustainable and handmade goods — and says those artists are helping to buffer rising prices. “Specifically, in our store, our artists have done a really good job of making those price increases minimal,” she says.

Many of Eclectic CO.’s items come with lifetime warranties or benefit socially conscious organizations and donation-based programs.

“We offer things that are more consciously made than what you get from a big-box store,” Bolts says. “Not only is it made by real hands here in the community, but the makers are super conscious about their supply chains and where the raw materials are coming from.”

Social impact companies aren’t immune to shaky supply chains and high shipping costs. “Traditional business is struggling with this right now,” Liebert says, “and for some social entrepreneurs, it’s more difficult to get some of the products that they might need, whether that be locally or shipped from other places.”

Schwaner has found a solution that works for her. “I belong to a company where I can

pay a subscription fee and get free shipping,” she says. “It creates a little more work on my part because I have to research the companies that qualify for that free shipping that also fit my business model. But I have been able to do that.”

James Proby, founder and CEO of The Men’s Xchange, has cultivated a premier thrift boutique that offers men’s clothing at affordable prices and gives back to the community by helping dress individuals in need. “For about every nine people that shop with us, we have the ability to dress one person in our community at no cost,” he says.

The Men’s Xchange partners with several local nonprofits as part of a larger community network. “We love the fact that we are in this together,” Proby says. “If we can recognize the connection that we all have through community, through humanity, then we can create a space where we all get to thrive and elevate.”

Social-impact businesses revolve around the relationship between the business, the customer and the product. And many shoppers are looking for this connection — especially in the Springs.

“Colorado Springs is at the forefront of this movement throughout our nation, and we are a social-impact kind of community,” Proby says. “And the more that we can lean into those spaces, not just as our community in Colorado Springs or our state, but nationwide and worldwide, we can create a larger community and a larger impact for everyone.”

“The conscious consumer is becoming more of a demographic,” Bolts says, “and people are choosier about how they’re spending their money. So they might buy something that maybe costs a little more but is special to them, is really unique, or is going to last a long time. I think maybe that frivolous spending is kind of coming down, but when people find something that they love and that’s unique, they’re willing to still spend money.”

Even through challenging times, the city’s social impact businesses are staying the course.

“I definitely know that for these businesses, none of them are going to compromise their social-impact mission,” says Liebert. “That’s just that’s not even an option for them.” n CSBJ

5 Questions: Brandi Wilks

Brandi Wilks is the owner of Balanced Journey Nutrition, a meal prep company that offers prepared, balanced meals with no preservatives or added sugars. The goal, she explains, “is to help people still eat the things they love but in a healthy way, packed with macro and micronutrients that we need from whole food sources.”

How did you start Balanced Journey Nutrition?

I had wanted to start it for a very, very long time. I came into the bar industry [in 2012] as a newly single mom. My kids were one and almost three, and I was like ‘I’m a bartender and I want to eat healthy, and our food is really good, but I can’t eat it all the time.’ So on Sundays before I’d go to work, I would end up prepping for the whole week and putting meals in containers. I was eating a meal one day and a couple regulars asked me, ‘Where’d you get that?’ I was like, ‘I made it.’ They’re like, ‘No way. Could you do that for us?’ I didn’t realize how many people would need something like that too. I know I’m crazy busy, and every single person in this world is busy, busy, busy on the go. I started developing ideas of how I could make it into a business. And those regulars volunteered to pay for it. So I did a couple little things for them and saw how it went and learned what to do, what not to do

How did you get your business from this idea to making food in bulk?

[After a stint at VASA Fitness] I was back into the bar industry and managing one of our nightclubs downtown. I was doing 60 to 70 hour weeks. When COVID hit that was the first time that I had been off work since I was having my children. I was like, well, maybe I’ll start my company now because I still need to provide income for my children. I started doing it for friends and family. That was probably about May of 2020. By November, I had so many meals that I was like, ‘I need a kitchen.’ Then I found The Link Commissary kitchen, and they were like ‘Come on over, be a part of our kitchen.’

So you’re really a one-man-show. What sorts of meals do you make?

I do individual meals, so they’re in single-serving containers. I make sure all the calories or macronutrients are pretty balanced — that’s definitely the whole theme of my business. I want people to feel like they can still eat the foods they love, but not have to sacrifice the healthiness of it. You can still have lasagna, or hearty soups and salads, but in a healthy way. I have three to four different main meals each week, and they’re completely different every week so people don’t get sick of them. I also have three to four breakfast options; those stay pretty consistent. I’ve also added cold-pressed juices.

And you’re still bartending. What’s it like to balance your business, bartending, and raising kids?

It’s definitely really hard. I usually have my girls throughout the school week. I do Tuesday nights [bartending] at Gasoline Alley, and I do Thursday during the day, I do Friday nights, and Saturday nights. By the time I get done with my shift on Saturday, I go right into doing all my shopping for meal prep. And then Sunday morning I wake up and I go to the kitchen — I get there probably about 5 in the morning. Then I start doing my prep; it’s different every week depending on how many clients I have. I could be there from 5 in the morning until about 4 p.m., 5 p.m. — sometimes it’s 9 o’clock, sometimes it’s 10. I try to get it all done in one day so that it’s the freshest it can be for people to pick their meals up on Monday.

Have you always liked cooking?

Oh yeah. I had one point between 2012 and 2013 where I was making cake pops and cakes for people. I’ve always had an entrepreneur mindset. I was raised by a family of entrepreneurs that owned construction companies, but I was also raised by a single mom who eventually met my stepdad. He was like, ‘I can make spaghetti,’ and my mom was busy too — so I ended up just wanting to cook. I had the drive for it. So I started cooking for me and my sister, and we grew up with me being the cook. n CSBJ

‘WELL-REGULATED.” THESE are perhaps the most debated words in the U.S. Constitution. Our Second Amendment — the one that protects citizens from government infringement on our “well regulated” militias’ right to bear arms — was meant to create a safer society during a time of great upheaval (not totally unlike today, but for very different reasons). And now our well-regulated militia has more firearms than people, so we must be the safest society on the planet, right?

Tell that to Ralph Yarl (the 16-year-old shot in the head for accidentally ringing the wrong doorbell), or Kaylin Gillis (the 20-year-old shot to death for accidentally pulling into the wrong driveway), or Heather Roth and Payton Washington (the teen cheerleaders shot for accidentally opening the door of the wrong car). Tell that to the innocent victims who, statistics say, will likely get caught in a senseless mass shooting today.

According to Pew Research, about 40 percent of adults in the U.S. said they live in a home with a gun. In March, using ATF data, The Trace reported, “…more than 465 million firearms have been produced for the U.S. market since 1899. This figure includes imports from foreign gunmakers but excludes exports by domestic gunmakers.”

In 2022, firearms became the leading cause of death among children in the U.S. No other developed country on the planet can make that claim.

Safer indeed.

Following the Uvalde, Texas, mass shooting in May 2022 (in which 19 children and two adults were murdered), Data for Progress reported, “Red flag laws, which allow law enforcement to temporarily confiscate a person’s gun if a judge determines them a threat to themselves or others, have long been sought by gun violence prevention leaders. We find that voters overwhelmingly support red flag laws by a +50-point margin, including Democrats by a +77-point margin, Independents by a +55-point margin, and Republicans by a +21-point margin.”

Four years ago, Colorado lawmakers took the sensible step of passing an extreme risk protection order (red flag) law as a way to curb gun violence in a state that’s no stranger to thoughts and prayers.

And Dems in the Colorado Legislature took action

earlier this year, partly as a response to the Club Q mass shooting in the Springs, and passed a bill (SB23-170) that would expand the list of who can petition for an extreme risk protection order, to include licensed mental health care providers, licensed educators, licensed medical care providers and district attorneys. The bill also requires the Office of Gun Violence Prevention to expend funds annually on a public education campaign regarding red flag laws.

So, we reached out to our own 4th Judicial District Attorney Michael Allen and El Paso County Sheriff Joe Roybal and asked whether they would support enforcement of the new law.

Allen’s office, through its spokesperson, responded “…we have not had the opportunity to do a deep dive as it relates to the senate bill.”

Sheriff Roybal offered this statement:

“I prioritize upholding the Constitution and keeping our community safe. Unfortunately, SB 170, the expanded Red Flag and Extreme Risk Protection Order law, allows non-law enforcement professionals to use stale, likely expired information against citizens and violates their 2nd Amendment, Constitutional rights.

“While law enforcement must rely on current, verifiable, and reliable information to obtain a search warrant, this legislation allows for information used to petition for an ERPO to be upwards of six months old.

“As the Sheriff sworn to uphold our Constitution, I find this legislation problematic. I will do everything in my power to vet ERPOs that come across my desk and ensure El Paso County’s citizens’ rights are preserved with our community’s safety in mind.”

It’s here we’d like to remind our local law enforcement leadership (we don’t care if you were elected) that your job is to enforce the law, not interpret it.

Numbers don’t lie — more guns aren’t making our country safer. It’s far too easy for unstable individuals to procure (and keep) firearms even when the red flags couldn’t be redder. See the history of our own Anderson Lee Aldrich. The Club Q shooter’s records of his 2021 standoff with law enforcement (RED FLAG?!) were sealed at his own request, and he was allowed to obtain firearms.

SB23-170 is a sensible step in the right direction, it will save lives, and it should be enforced.

But hey, there’s always after the next Club Q…

New York City Mayor Eric Adams named former schoolteacher Kathleen Corradi to a new position on April 12, United Press International reported. Corradi is the rat czar (officially, director of rodent mitigation) of the Big Apple. Adams said it was “clear we needed someone solely focused on leading our rat reduction efforts across all five boroughs.” In 2022, rat sightings in the city increased by 74 percent over the previous year.
