CSET 2024 Strategic Plan Goals

Energy Goal 1: Provide the full range of coordinated services residents need to achieve self-sufficiency.

A. Increase the availability of energyefficiency programs for low-income families.

2024 Strategies Will increase energy-efficiency programs in Tulare County to reduce utility costs for those struggling to cover their monthly bills. Will also provide weatherization services to qualifying households.

Sequoia Community Corps Goal 1: Provide the full range of coordinated services residents need to achieve self-sufficiency.

B. Improve community spaces through conservation projects and provide environmental awareness and education.

C. Maximize access to resources and provide services that link education, job training, and career services for all ages and backgrounds.

Goal 4: Assist low-income residents in becoming active stakeholders within their communities.

A. Provide training and opportunities for youth and adults to develop leadership and advocacy skills.

2024 Strategies Continue to pursue Nature Based Solutions grant projects in partnership with local municipalities.

Continue to expand Back2Work, ECO, and Clean California beautification crew work across the County.

Expand the availability of Pre-Apprenticeship Certificate Training (PACT) workshops for local businesses and governments.

2024 Strategies The Adult Workforce team will implement the Good Jobs challenge, with the goal of strengthening partnerships that lead to high-quality jobs.

Youth Workforce will implement a new program that provides work-based learning opportunities for youth living with disabilities.

Goal 2: Expand services to provide vital resources to vulnerable populations and underserved families.

A. Design and implement outreach strategies for reaching underserved populations in rural communities.

Goal 3: Improve living conditions and quality of life for Tulare County residents.

A. Increase access to safe and secure housing.

B. Strengthen homeless prevention and outreach programs.

C. Provide asset development programs that lead to home ownership and business development.

A. Provide training and opportunities for youth and adults to develop leadership and advocacy skills.

B. Increase volunteer training opportunities.

C. Enhance parent engagement programs to empower parents to support their children’s educational success.

Community Initiatives

2024 Strategies Increase referrals into new evidence-based programs utilizing Apricot.

Provide training across CSET about the Whole Family Approach and assist with applications to increase accessibility.

Advocate for youth focused housing assistance and accessibility through local committees and council meetings.

Collaborate with partners to host life skills workshops.

Seek loan packages that serve low income families and increase workshop accessibility.

Expand available services to other High Schools and provide technology training for local seniors.

Provide information on special education resources and support services to parents and community members.

Communication & Information Systems Goal 2: Expand services to provide vital resources to vulnerable populations and underserved families.

B. Identify and validate service needs by engaging community members and customers in the evaluation of CSET programs and services.

C. Expand availability and accessibility of programs and resources by removing barriers to participation.

Goal 5: Support long term sustainability by integrating systems and infrastructure that strengthen CSET. A. Invest in technology infrastructure that secures agency and customer information.

B. Develop and implement innovative marketing strategies to promote mission and program awareness.

C. Enhance the use of data and metric-based evaluation of CSET’s programs to inform its operations and goals.

Goal 6: Provide all staff with the needed tools and information to be successful.

A. Continually improve internal communications to raise staff awareness of agency goals and resources.

C. Foster staff productivity and efficiency through technology and other resources.

Goal 7: Improve CSET’s sustainability through increasing organizational capacity.

C. Develop and implement agency wide longterm evaluation systems to measure effectiveness of CSET programs.

Communication & Information Systems

2024 Strategies Assist in the development and recruitment of the Visalia Navigation Center’s Neighborhood Advisory Council.

Upgrade internal servers and production software frequently used by staff.

Update branding and communication strategies to provide information in the most equitable manner.

Configure and deploy new infrastructure and staff systems for the Visalia Navigation Center.

Deploy additional features in Apricot Core to increase efficiencies and data management for case management staff.

Highlight CSET’s mission by celebrating the 60th anniversary of Community Action and highlighting partners and available services.

Develop an online resource hub of program flyers, statistics and branding information for staff to easily access.

Deploy the Self Sufficiency matrix to additional programs and begin analyzing the incoming data.

Executive Goal 6: Provide all staff with the needed tools and information to be successful.

B. Provide staff development and training opportunities to ensure CSET has a diverse and culturally aware workforce.

2024 Strategies Streamline HR processes to create more consistency and improve communication.

Provide training for senior leadership to learn new techniques and refine current skills.

Provide additional training and information sharing for staff on topics including safety, retirement, employee knowledge and benefit plans.

Coordinate Diversity, Equity and Inclusion training for all staff.

Goal 7: Improve CSET’s sustainability through increasing organizational capacity.

A. Sustain effective board governance.

B. Bolster agency funding to ensure CSET meets the anticipated and emergency needs of the community.

2024 Strategies Continue to increase the Board’s capacity and provide opportunities for involvement in CSET and partner activities.

Research funding opportunities and work with program staff to learn about emerging sources of funding. Support the Board Fund Development Committee to develop fundraising campaigns and engagement opportunities.

Visalia Navigation Center

2024 Strategies Provide wraparound services including employment training, healthcare, substance abuse, mental health care and connections to permanent housing.

Establish Neighborhood Advisory Council and volunteer opportunities for community members.

Provide on-site resources including beds, showers, laundry facilities, meals, phone/mail services, animal kennels, storage space, and parking for residents.

Work with the Resource Development team to pursue funding opportunities to support the Visalia Navigation Center.
