Aviation - Northwest Mountain Region For the past three and a half years, C&S's newest office in Seattle, WA has been dedicated to establishing a strong presence in the Pacific Northwest, partnering with airports across the region to deliver innovative solutions and support their unique operational and developmental needs. Our team is dedicated to helping our clients achieve their vision through landside and airside engineering, grants administration, construction services, and other specialized disciplines. As a firm, we have successfully completed more than 250 separate airport planning, environmental, design and construction projects during the past five years and well over 2,500 during our 58 years serving airport clients. The majority of our contracts involve multi-year on-call agreements, allowing us to deeply understand our clients' needs and function as an extension of their staff.

Our SeaTac, WA office YKM opened in 2022 and serves the Pacific Northwest PDX to assist airports with projects, including those EUG eligible for Airport Improvement Program MFR (AIP), Bipartisan Infrastructure Law (BIL), Zero Emission Vehicles (ZEV), and federal and state grants. Additionally, we are recognized nationally for our expertise in both large- and small-scale sound attenuation programs, which spurred the opening of our office in the Northwest. Our approach combines the resources and experience of a national firm with the personalized service and accessibility expected from a local partner. Project Examples
Port of Seattle Accelerated Sound Insulation Program C&S is facilitating the program to rapidly acoustically treat up to 140 single-family residences, 903 apartment units located in 18 apartment complexes, and seven places of worship within its noise‑eligibility boundary by the end of 2026. Portland International Airport On-Call Planning Services In 2018, C&S was selected by the Port of Portland to provide asneeded aviation planning services for five years. The Port is in the midst of a 10-year terminal and landside redevelopment plan called PDXNext. Major projects include the Terminal Core Redevelopment (TCORE), terminal balancing/Concourse E extension, and new parking and rental car facilities.
Rogue Valley International Medford Airport Civil Rights Administration Civil rights administration to include DBE, ACDBE, and Title VI. DBE and ACDBE involves setting triennial goals based on a Disparity Study, implementing a race-conscious DBE plan, establishing monitoring procedures, ensuring prompt payments, and following good faith effort standards. C&S is aiding in preparing the yearly DBE and ACDBE achievement reports, updating the ACDBE plan, and setting ACDBE triennial goals.
King County International Airport On-Call Planning The C&S project team is preparing documentation for a Categorical Exclusion (CATEX) for the Loop Building demolition project and has engaged with tenants and the community to ensure the project's alignment with operational needs and community priorities.
