PROJECT TEAM Haldane CSD’s Master Plan will be led by Principal-inCharge Thomas Ritzenthaler. IMPACT OF COVID-19 ON SCHOOL DESIGN The need for social distancing has us rethinking the way public schools are designed. With the continued goal to allow students and community members to assemble, school design may refocus to encourage spreading out, with greater separation in places like gymnasiums, cafeterias, auditoriums, corridors, and classrooms. Over the past year, we have been involved in statewide discussions with architectural and educational organizations. Most recently, we were invited as a panelist to the American Institute of Architects NYS Webinar on Reimagining School Design in the Post-Pandemic Era.

When we think about the future of school design, perhaps the highest priority is a strongly embedded technology platform for teaching, learning, safety, and business functions. Implemented in tandem with a robust technology plan and as an essential element of a capital improvement project, a school’s network in a post-coronavirus world will require stronger, more efficient, and more stable infrastructure to meet the needs of students and the community.

CSArch works closely with security consultants to provide intelligent solutions for campuses and sites, building perimeters and school building interiors. Together, we develop and implement safety and security measures to address and mitigate the growing safety concerns that school districts face today.

RELATIONSHIP WITH SED CSArch has close working relationships with the New York State Education Department (SED) Office of Facilities Planning and its personnel. Our Albany office is within walking distance to their building, allowing us to meet face-to-face with their project managers and reviewers and hand deliver all project submissions. We regularly advise SED on the latest codes, rules and regulations, and are a preferred third-party reviewer of capital project submissions from other firms. These relationships give us a deep understanding of the SED regulations, standards, and guidelines that impact K-12 facility planning and design, allowing us to offer another layer of expertise to ensure that the final master plan carefully balances educational and facility goals with feasible, fiscally responsible alternatives.

MAXIMIZING FINANCIAL RESOURCES From decades of experience in completing complex public education building projects of all sizes, CSArch is a recognized expert in successfully developing capital projects and maximizing available funding sources offered to K-12 schools. In addition to guiding our client superintendents to fully understand all of the variables affecting state building aid, energy performance contracts, capital outlay projects, and capital reserves, among other funding sources, our firm often serves as an advisor to other A/E firms and to SED.

PASSING CAPITAL PROJECT REFERENDA We build consensus among school leaders and the community to move projects forward, delivering design solutions that improve building infrastructure and space, while respecting project budget and schedule. With a 93 percent success rate of passing votes the first time, our team guides districts through the pre-referendum planning process using an open and collaborative process.

Tapping into this expertise, we are confident in our ability to deliver a master plan that meets the needs and goals of Haldane CSD while achieving consensus among all stakeholders.

PROJECT COMMUNICATION AND TECHNOLOGY CSArch is a leader in the use of cutting-edge technology, providing new and unique ways to manage projects and communicate with our clients.

From using point cloud scanning to document existing conditions, databases linked to our drawing files enhancing our utilization of Building Information Modeling, and online collaboration methods where the entire team of Owner, CM, and Architect/Engineer can comment on drawings in real time, we go beyond the traditional methods of communicating and keeping our clients informed about the status of the project. Our certified drone pilots can provide video of existing conditions to be used during the project planning as well as documenting completed sitework.

Once we enter construction, Submittal Exchange is used to track the approval status of submittals. This is accessible to clients and contractors so that all involved can track submittals from submission to approval.

Pawling CSD CAPITAL PROJECT

Following an extensive planning and visioning process involving students, teachers, faculty, parents, and community members, Pawling CSD voters approved a $47.8 million capital improvement project.

The project addresses high priority infrastructure upgrades that were identified in the district’s Building Condition Survey, completed

by CSArch, including site and parking improvements, HVAC system upgrades, plumbing, electrical and lighting improvements, and a roof replacement at Pawling Middle School. CSArch is working with The ECG Group to develop an Energy Performance Contract that will fund $1.9 million of the critical infrastructure improvements. A new multi-purpose, synthetic turf athletic field and track will provide a modernized facility for a variety of sports programs.

At the high school, the existing woodshop will be relocated to make way for a new two-tiered cafeteria and servery line with access to an outdoor dining area. The existing cafeteria will be renovated to create a new band room, featuring instrument storage, office space, and practice rooms.

STEAM PROGRAMMING A new technology addition at the high school will provide an integrated woodshop and computer design lab, allowing students to engage in handson learning from design through fabrication.

FOOD SCIENCE + AGRICULTURE The food science and agriculture classrooms at the middle school will be renovated and expanded to integrate student opportunities with a working greenhouse, proper plant growth systems, and visual connectivity between spaces to support a true farm-to-table learning environment.

REORGANIZED SPACES Improvements at the elementary school include a new main office and nurse’s suite with clear sight lines into the new secure vestibule. The library will be relocated to allow access to a new outdoor courtyard. An expanded English as a New Language (ENL) classroom will be adjacent to the library.

Marlboro CSD CAPITAL PROJECT

CSArch is working with Marlboro Central School District on their Vision 2020 Capital Project. The $19.5 million capital project includes districtwide improvements that will address safety and security and improve spaces for student/family support services, physical education, art, music, STEAM, food service and toileting. Existing lobbies at all schools will be improved with safe building access with secured entrances and vestibules. New greeter stations will offer physical protection into the main office, while allowing proper credential exchange and line of sight.

Renovations at the Middle School will include bathroom and locker room renovations, replacement of the antiquated 1970 fire alarm system, non-compliant handrails and end-of-life wood ramp/concrete stairs at emergency exits.

At the High School, various items identified in the 2015 Building Condition Survey will receive improvements, including the replacement of select interior and exterior doors/hardware that have reached the end of their useful life. The main office will be renovated to provide easier access for students and visitors and improve visibility for staff.

FLEXIBLE MAKERSPACES At the middle school, makerspaces will be designed through a new innovation lab, designed to encourage collaboration, exploration, and creativity.

TECHNOLOGY CLASSROOM A new technology classroom will support the district’s STEAM programming goals, with enhanced technology and flexible furniture.

Transparency promotes visual connectivity and allows teachers and students to flow between spaces.

STUDENT SUPPORT SUITE Student support services at the middle school and high school will be consolidated to provide an open, optimized layout for counselors with common meeting/conferencing areas and appropriate records storage.

Highland CSD

CAPITAL PROJECT + LIBRARY MEDIA CENTER

CSArch partnered with Highland CSD to complete an $8 million capital project that would address the district’s most pressing issues identified in its Building Condition Survey, including aging infrastructure and outdated systems throughout all three schools. The scope included HVAC and ventilation improvements, interior lighting and door replacements, roof replacements, athletic upgrades, and a new bus and vehicle traffic loop. Completed in 2021, students and faculty now enjoy improved safety and health conditions, upgraded infrastructure, improved energy efficiency, and enhanced student programs.

One of the educational highlights of the project included the renovation of the existing high school library into a modern, flexible media center.

The new space improves energy efficiency and better supports student learning and engagement in the 21st century.

SKYLIGHT A new clear glazing system replaced the existing translucent skylight to add more natural light and enhance energy efficiency.

LIGHTING AND ACOUSTICS The new ceiling features suspended LED light fixtures and acoustical cloud canopies to maximize sound quality.

FURNITURE CSArch also provided in-house interior design. The team worked closely with district administration and faculty to select various seating options that encourage collaboration and improve connectivity to student devices.

Coxsackie-Athens CSD LIBRARY MEDIA CENTER

CSArch worked closely with Coxsackie-Athens Central School District on a $15.6 million capital project that modernized facilities to support 21st century learning and improved safety and security.

At the center of the campus, an existing building was reconstructed and expanded to house a new library/media center. Today’s students seek flexibility in space design and gravitate towards space that best suits their immediate study needs. The library is an evolution into a more social, diverse learning area where 21st century learning activities take place.

The library/media center is the “living room” of their school, offering comfortable spaces where students can relax, study, or socialize. The design provides ample space with places for both individual and collaborative study. Soft, flexible seating, and plenty of power outlets support varied learning modalities at the library. Mobile furniture, whiteboards, and bookcases are easily reconfigured. The CoxsackieAthens Student Help (CASH) Desk located at the center of the library offers tech support for school-issued mobile tablets.

FLEXIBILITY The flexibility of the library media center makes it an environment where a variety of learning activities can take place, including class lectures, small group or individual study, and projectbased learning.

21ST CENTURY LEARNING A new makerspace encourages hands-on creativity and problem solving. Students gather in this space to engage in experiential projects that inspire their natural curiosity and ability to solve problems. Flexible media tables create small group work areas for collaboration and a 3D printer promotes active learning.

NATURAL LIGHT The exterior façade includes large windows that allow natural light to brighten the entire space. Perforated panels, solar shades, and various glazing types help filter direct sunlight and reduce glare within the room.

Pearl River School District CAPITAL PROJECT

Pearl River Central School District has partnered with CSArch to implement various capital improvement projects, including improvements to the athletic facilities. The project included the construction of a new concession building, press box, bleachers, storage building and the installation of new score boards for the baseball and football fields. In addition, CSArch has become the architect of record for the district, and has taken over projects at both the middle and high schools to provide renovation work to upgrade the nurse suite, guidance suite, general classrooms, small group instruction rooms, art, music and science classrooms, and other infrastructure improvements.

To date, CSArch has provided several additions at the middle school and high school, including a 3D art addition and glass stair tower addition to connect all three floors of the high school at one of the courtyards. The middle school has received a new music addition featuring classrooms for chorus, band, and orchestra. A gymnasium addition is currently under construction at the middle school.

ART ADDITION An addition at Pearl River High School houses the new 3D art classroom, a flexible space that accommodates pottery, sculpting, modeling, and smoldering programs. The existing art, music, and science wings were completely renovated into 21st century learning environments.

FACILITY UPGRADES To supplement the track and turf field, a new concession building, press box, storage facility, field lighting, and bleachers were constructed.

SPECTATOR IMPROVEMENTS The newly constructed bleachers provide improvements for ADA accessibility, including an increased seating count, ramps, and wheelchair accessible seating.

Hyde Park CSD CAPITAL PROJECT

Hyde Park Central School District engaged CSArch to provide design services for renovations and additions at several school buildings.

The $26.2 million capital project will enhance science and general classrooms, as well as address security and infrastructure concerns.

In 1976, a two-story, 44,000 square foot addition at Franklin Delano Roosevelt High School was constructed to house general classrooms, bathrooms, and lockers. The existing 1976 addition will be gut renovated to house a new science pod. At Haviland Middle School, five science classrooms will receive renovations, including the conversion of two general classrooms into science labs to achieve the district’s STEAM programming goals.

Critical infrastructure improvements include replacement of the 50-70 year old heating and ventilation systems at FDR High School, Haviland Middle School and North Park Elementary School.

In addition to the capital project currently under construction, CSArch recently led the district through another pre-referendum effort for the next $35.7 million capital project.

SCIENCE PODS The new science pods will include chemistry, physics, earth science and biology classrooms, equipped with a prep space, work room, and new lab furniture and casework.

GENERAL CLASSROOMS The existing science classrooms will be converted into general classrooms with new finishes and upgraded technology, improving the overall layout of the high school and addressing organizational concerns.

POD CORRIDORS The existing corridors will receive cosmetic upgrades and incorporate color schemes that coordinate with the design of the lab and classroom space.

Binghamton City School District DISTRICT-WIDE FACILITIES FEASIBILITY STUDY

CSArch is guiding the Binghamton City School District through a comprehensive, district-wide facilities feasibility study that will prioritize capital projects to achieve educational equity. The study will evaluate all facilities, taking into consideration the current and future program and community needs to ultimately create a long-range capital facilities plan that will sustain the district’s educational needs well into the future.

The final report will consider student enrollment projections, existing conditions, space capacity, and transportation implications to provide recommendations, budget estimates, and a preliminary schedule for future facility improvements.

To align desired educational programming goals with physical facilities, the team is also leading a collaborative community engagement effort including focus groups and workshops with key stakeholders to imagine and plan for the future of education at Binghamton City School District.

CSArch was also recently selected to complete the district’s $41.7 million capital project approved by voters in December 2021.

Pine Plains CSD CAPITAL PROJECT

In May 2021, Pine Plains residents approved a $7.7 million capital project based on the most pressing health, safety, and infrastructure items as identified in the district’s Visual Inspection Report and through a comprehensive review of existing programs. With CSArch as a partner, the capital project will provide several high priority infrastructure upgrades at all three school buildings to improve the learning environment for students and faculty.

The district has experienced maintenance, energy efficiency, and health and safety concerns over the past several years, resulting in the need for roof and boiler replacements, masonry restoration, and flooring replacements. The original floor tiles at Seymour Smith Intermediate Learning Center dating back to the 1930s contain asbestos, posing a potential safety hazard to students and staff. The original tile will be removed and replaced with new vinyl flooring. At Stissing Mountain Jr/Sr High School, the existing synthetic gym floor has worn, buckled, and quickly attracts dust, making it slippery and difficult to clean. A new wood gym floor will be installed to eliminate safety concerns and improve maintenance.

ROOF REPLACEMENTS The existing roofs at Seymour Smith and Cold Spring have experienced considerable leaks over the past several years. The roofs will be replaced with a high-quality synthetic rubber (EPDM) roof that is durable, long-lasting, and will reduce long-term energy costs.

MASONRY RECONSTRUCTION Failing masonry at Seymour Smith has caused leaks throughout the building.

The capstone that surrounds the parapet wall is detaching, which results in water infiltration around the building walls and gutters. Restoration of the masonry walls will eliminate further damage to interior spaces.

EXISTING CONDITIONS

BOILER REPLACEMENTS The original steam system at Seymour Smith was upgraded with a hot water conversion unit, but the two steam boilers dating back to 1985 are hard to maintain and inefficient. A new dual-fuel, dedicated hot water system will be easier to maintain, more energy efficient, and gives the district the option to use propane, similar to the other two schools.

Albany Academies CAMPUS MASTER PLAN

Sparked by changes in education delivery and strategic priorities that created the need to define the future use of campus facilities, Albany Academies engaged CSArch to help develop a campus master plan.

The school’s current configuration results from a merger that created two distinct school buildings based on sex. Both buildings create the perception of significant cultural inconsistencies, resulting in the goal to transform the existing Albany Academy for Girls building into the Middle/Lower School and the existing boys’ building into the new Upper School.

Maintaining two duplicative schools based on sex has also led to operating inefficiencies as upper school students walk daily between both buildings to attend classes. The campus master plan will enhance space utilization and organization to greatly reduce additional passing time between classes.

Through an extensive programming process and thorough analysis of existing conditions, CSArch will deliver a final master plan that creates a unified campus, encourages greater collaboration, optimizes educational programming, and honors the history of Albany Academies

Clarkstown CSD CAPITAL PROJECT

Clarkstown CSD partnered with CSArch to develop a districtwide infrastructure and capital improvement project totaling over $36 million. Through extensive building and site investigations, programming, and financial modeling, CSArch created a comprehensive improvement plan and bond referendum for the district.

Critical infrastructure improvements performed at Clarkstown included district-wide roof, boiler, transformer, and electrical service replacements. Athletic improvements included a new track and turf field and tennis court replacements at both high schools. The project was phased over three consecutive years focusing on summer construction periods with the first phase completed in August 2017. Through realistic, detailed scheduling, regular site representation, and effective communication with the construction manager and contractors, CSArch remained on time and under budget across the entire program.

MASONRY RECONSTRUCTION CSArch performed a historic exterior masonry reconstruction project at Congers Elementary School. The project involved replacement of the entire gymnasium wall construction, replacement of the terra cotta masonry facade, as well as steel, window, and roofing replacement.

HIGH SCHOOL AUDITORIUM A complete upgrade of the auditorium at North High School provided new seatings, flooring, walls, ceilings, and updated sound and lighting technology. With a limited budget CSArch was able to provide much needed cosmetic improvements for performances and community events.

ROOF REPLACEMENTS Totaling over 840,000 square feet, the project included roof repairs and replacements at nearly every district building.

The City School District of New Rochelle presented voters a capital bond project of $106.5 million to address all of the work identified in its 2015 Building Condition Survey. The capital project will address aging infrastructure across all district school facilities including, exterior envelope, site design, and building systems infrastructure.

Interior improvements include new finishes, building-wide door and door hardware replacement, and ADA compliance including, elevator, signage, assistive listening, and student/staff toileting.

The capital bond project will be completed in four phases and will address all 11 buildings to provide critical upgrades. To promote a healthy environment for students and faculty, building systems infrastructure includes replacement and improvements to HVAC, electrical and plumbing systems, oil tank replacements and new generators.

Auditorium Experience VARIOUS CLIENTS IN NEW YORK STATE

CSArch understands the importance of safe, functional, and accessible auditoriums in serving as a

gathering place for community events, rehearsals, performances, assemblies, and meetings. We have

completed numerous auditorium and theatre renovation projects for educational clients, ranging from small-scale cosmetic upgrades, to complete gut renovations or historic restoration projects.

NEWBURGH FREE ACADEMY This historic auditorium has featured hundreds of presentations, plays and musicals in its 85-year history.

The auditorium also serves as the district’s assembly space and performance hall for the City of Newburgh and the Newburgh Symphony Orchestra. With deteriorated finishes and outdated technical equipment, the auditorium was in dire need of restoration. Staying true to the original 1920’s architecture, damaged plaster was repaired and the balcony’s original wood paneling was mimicked in the refinished and expanded stage; renovated technical area; and new orchestra platform, seating and handrails. New maple flooring and carpet was adorned with cast-iron aisle detailing. An orchestra pit was added to the stage, along with new rigging, lighting and catwalks. Special acoustical wall panels were designed for optimum listening.

CLARKSTOWN CSD (CLIENT SINCE 2011) A complete upgrade of the auditoriums at South High School and Felix Fiesta Middle School included new seating, flooring, walls, ceilings, and upgraded sound and lighting technology. With a limited budget CSArch was able to provide much-needed cosmetic improvements to update both spaces for performances and community events.

QUEENSBURY UFSD (CLIENT SINCE 2005) CSArch recently completed the complete renovation of the high school’s auditorium, which includes refreshed existing plaster ceilings, replaced house lighting, new flooring, wall coverings, and seating, and a rebuilt stage floor and apron.

Acoustical improvements include wood slat walls and spray ceiling treatment to absorb sound.

NORTH COLONIE CSD The multi-phase capital project to convert the junior high school into a grade 6-8 middle school at North Colonie CSD includes a significant music component to renovate existing and construct new music spaces. The recently completed renovation of the existing, dated auditorium transformed the space with new seating, flooring, reflective and absorptive acoustic wall and ceiling treatments, a new stage curtain, and upgraded sound and video technology. To accommodate larger gatherings, foldable chairs can be easily assembled in front of the stage and add approximately 125 seats.

AVERILL PARK CSD CSArch completed the $12.9 million renovation of a 53,000 square foot, 670-seat auditorium at the high school in August 2015. Key components of this renovation include new finishes and acoustical treatment, including suspended sound diffusers, new auditorium seating, state-of-the-art LED theatrical lighting and new sound systems.

Cafeteria Experience VARIOUS CLIENTS IN NEW YORK STATE

Cafeteria design has changed drastically in the 21st century, transitioning from static and uninspiring to social, modern environments reflective of a cafe-style space. CSArch has provided a range of cafeteria

improvements, including renovations, additions, and small-scale furniture improvements to promote a inviting, collaborative space for students to eat and interact.

EAST GREENBUSH CSD As part of a $24.5 million capital project, East Greenbush CSD underwent renovations and an addition to enlarge the existing cafeteria at Columbia High School. The new design supports an increased seating capacity, abundant natural daylight, and improved the meal serving organization.

Students now enjoy an inviting space with a variety of seating options, a new snack bar, and an enclosed outdoor dining area.

NORTH COLONIE CSD After a study revealed a projected enrollment increase, North Colonie CSD underwent a multi-phase capital project which included the conversion of the existing Junior High School into a grade 6-8 middle school. CSArch constructed a new enlarged cafeteria near the new main entrance to accomodate the enrollment increase. The cafeteria is a double height space with multiple seating options, a new servery line, kitchen, and updated equipment.

QUEENSBURY UFSD A refresh of the dated cafeteria at Queensbury High School provided new cafe-style seating, an updated outdoor dining space, and created the new Q-Cafe, a secondary serving line specializing in hot drinks, smoothies, and snacks.

SALMON RIVER CSD To accommodate a change in the district’s grade level configuration, a reorganization and expansion of the existing single campus school was required. CSArch designed three “schools within a school,” which required the construction of new community spaces. A new cafeteria and kitchen space were added to accomodate increased use and support the grade restructuring.

WATERVLIET CSD

COHOES CSD Cohoes CSD undertook a comprehensive additions and renovations project to re-invent its existing high school into a 21st century learning institution. A two-story, 45,000 square foot athletic center addition was constructed to provide needed space for expanded athletic programs and re-establish the school as a place of community. The main gymnasium features a second-story suspended running track that overlooks the court and windows lining two sides of the facility for enhanced daylighting.

WATERVLIET CSD Funded through a multi-phased capital project, the new gymnasium, fitness center, indoor track, and turf field completed transformed a neglected, undersized facility into a modern athletic complex. CSArch was faced with a challenging site on a steep hill. The solution constructed the gym floor below grade with a three-stage scheme that cascades down the hill and captures appropriate functions at every level.

QUEENSBURY UFSD A complete renovation and reorganization of Queensbury High School called for the creation of a new instructional community for the arts. Band, orchestra, and chorus each have their own teaching and rehearsal space. Art classrooms now function as studios with natural light, high ceilings, and visual connectivity between spaces, reflective of a 21st century artistic environment.

CITY SCHOOL DISTRICT OF ALBANY CSArch recently completed construction of a new two-story, 39,000 sf art and music addition at Albany High School. The addition features floor-to-ceiling windows for natural light, large instruction and rehearsal spaces, and acoustical design for optimal sound quality. The space includes 3 large music rehearsal classrooms, an MIDI computer lab, recording studio, 3 studio art classrooms, two 3D art classrooms, and one 2D art classroom.

MARLBORO CSD As part of a $19.5 million capital project, a new music/ orchestra addition will more than double the size of the existing rehearsal space, enhancing flexibility, instrument storage, and acoustics to support the district’s performing arts program. Upon completion, the new addition will include a multi-purpose space, practice rooms, instrument storage space, and offices for choral and music faculty.

CSArch is also designing a new art suite at the high school, which mirrors a collegiate or professional artist’s environment and includes an adjacent graphic arts lab.

We have provided athletic field upgrades for numerous K-12 school districts in New York State,

encompassing synthetic turf field, grass fields, and minor cosmetic and drainage upgrades to improve the student athlete experience, reduce the risk of injury, and address maintenance issues. The construction

of multi-use fields allows for use by several sports programs without downtime in between and improves scheduling. Additional site work allows for improved traffic circulation and separates athletic space from educational space to alleviate congestion.

MARLBORO CENTRAL SCHOOL DISTRICT The existing athletic field at Marlboro CSD underwent a significant improvement to give athletes an updated facility to compete. The running track was removed down to the existing asphalt base before applying a new running surface with lane markings, and field event including long jump, triple jump, steeplechase, and pole vault all received new pits. CSArch also replaced the existing turf field with a new synthetic turf that reduces injury, improved maintenance, and sustains harsh weather conditions.

PEARL RIVER SCHOOL DISTRICT Pearl River School District has partnered with CSArch to implement various capital improvement projects, including improvements to the athletic facilities. The project included the construction of a new concession building, press box, bleachers, storage building and the installation of new score boards for the baseball and football fields.

CLARKSTOWN CSD Both North and South High School received significant athletic field upgrades to better allow for use by multiple sports and improve the existing facilities with a modern track and playing surface. Both schools received new all-weather synthetic turf fields lined for football, soccer, lacrosse, and field hockey. The tracks were resurfaced and relined, and pole vault, high jump, and steeplechase field events each received new pits.

NORTH COLONIE CSD The new turf field was part of a $106.3 million capital that encompassed renovations at all the elementary schools and will convert Shaker Junior High School to a middle school for grades six, seven and eight. Physical education classes and sports teams were often unable to practice or host games due to damage caused by overuse of the natural grass field. The new surface accommodates a variety of athletic activities without downtime or repair in between.

The synthetic turf has dramatically reduced the District’s annual maintenance and irrigation costs, eliminating maintenance such as re-sodding, watering, and mowing.

GLOVERSVILLE ECSD Phase 1 of the $37.8 million capital project began in Spring 2017 and included site work which was comprised of campus-wide athletic field upgrades at the middle/ high school.The new multi-use, eight-lane running track and grass field features an all-weather synthetic turf field, tennis courts, and competition level softball and baseball fields. Bleachers line the field with the ability to seat 500 spectators. With a new multi-sport scoreboard, the field will accommodate soccer, field hockey, and varsity softball.

Binghamton City School District Facilities Feasibility Study Binghamton, NY

Serving approximately 5,000 students across seven elementary school buildings, two middle schools, and one high school building, Binghamton City School District requires a comprehensive long-range plan that will align educational programming and community goals with future facility improvements. Taking into account student enrollment and demographic trends, educational programming needs, and physical capacity, the final study will uncover alternatives and prioritize district-wide facility improvements through objective data collection and stakeholder engagement.

Passero Associates conducted building condition surveys of the site infrastructure at all schools in the district. Passero also flew all the sites with our drone to capture aerial imagery that we will used as part of our site analysis and concept design work.

Based on the building condition surveys and the findings of the architectural, planning, and transportation consultants, Passero will evaluate site feasibility of building expansions, new buildings, and new properties. Passero will analyze potential sites using the County’s GIS mapping and our drone imagery. To refine our site selection analysis, we will utilize a decision matrix that compares the major factors in determining the optimal site location. Passero will develop the decision matrix with input from District Stakeholders in order to ensure a comprehensive, transparent process.

The Hyde Park Central School District Referendum Support Project included schematic design of site work, stormwater management, septic, and water supply systems. Passero Associates worked with the district to analyze multiple bus and parent pick up and drop off loop configurations and tailor a solution that meets the district’s needs. Passero also reviewed W options and budgets for a multiple water storage and treatment options at different schools.

After selecting preferred options, Passero Associates prepared all SEQR documentation, provided instruction on process, and outlined key dates to meet the referendum schedule.

Valley Central School District Capital Project Montgomery, NY

The Valley Central Capital Improvement Project includes extensive stormwater drainage, site design for a new bus loop, parent pick up and drop off, and parking facilities. The project requires attention to traffic issues propagated by an increase in parent pick-up due to the COVID-19 pandemic. Special considerations have been given to maximize the work outside the school year and efficiently phase work during overlaps. The project also provides a grade adjustment to provide accessibility to many entrances with existing staircases. The project includes many other challenges such as relocation of septic infrastructure and stormwater management.

Project Understanding + Approach PROJECT UNDERSTANDING Located in the Lower Hudson Valley region of New York State, Haldane CSD serves approximately 800 students in grades K-12. We understand the district’s goals to develop a comprehensive campus master plan that equally considers short and long-term academic, social, and emotional goals, community values, demographic and enrollment projections, educational equity, and facility conditions. These factors will help formulate a critical planning tool that guides and prioritizes facility improvements over the next 20 years.

Based on our site visit on February 8 and February 14, we feel confident in our ability to guide a collaborative and creative master planning process with Haldane CSD that translates the challenges of your existing campus, facilities, and sites into opportunities for future capital improvements.

During our process, we will lead you at times and inspire you at others, guiding the district and community stakeholders toward a common goal. Virtual Reality OUR MASTER PLANNING PROCESS Organization: The key to a well-organized, successful master planning effort is a clear understanding of the project schedule, key deliverables, and project roles and responsibilities. We address these details early in the process to ensure clear communication and establish client expectations for success.

Collaboration: We believe in establishing a means for constant coordination and communication early in the process. We will start by setting up small groups to discuss your goals for sustainability, data sharing, and stakeholder engagement. Based on further discussion with Haldane CSD, CSArch can create a database such as dRofus or Microsoft Excel to store facility data and ultimately become the platform to organize, share, and present information during the master planning process.

Community Outreach: A successful future capital project lends itself to a campus master plan that considers the needs of all stakeholders. We recognize the importance of actively engaging all stakeholders throughout the process to achieve consensus and drive support for capital improvements. Workshops, focus groups, and meetings with building users are critical in developing the overall master plan. For each of the programs being assessed, we will meet separately with administration, board members, and facilities staff before meeting with building users to develop the master plan. We regularly attend Board meetings and information sessions to communicate key findings with community members and develop trust between the project team and local community. Our project kick-off with Haldane CSD will help determine the key stakeholders, user groups, and number of meetings required to facilitate a successful master plan.

Analysis: The analysis of your existing facilities is important to develop a strong understanding of the campus and begin to develop feasible recommendations. CSArch will complete facility assessments to verify the condition of the buildings through the lens of your most recent Building Condition Survey, previous reports, plans, and drawings.

Tools: CSArch utilizes the latest technology throughout the master planning process for enhanced communication and efficiency. Using UAV/drone mapping and laser scanning technology, we can provide detailed snapshots of interior and exterior existing conditions in a fraction of the time it would take to use traditional methods, leading to improved date-driven decision making. Future design phases may also include virtual reality to enhance communication and generate excitement for the project.

I. Vision and Pre-Design

1. Project Kick-Off: Identifying the goals of Haldane CSD sets the foundation for the planning process. Following the contract award, CSArch will begin by holding an initial kick-off meeting with the Haldane CSD Campus Master Plan Committee to discuss your unique challenges and concerns that sparked the need for this effort. We will then review the project goals, scope of work, and schedule as well as previous plans, studies, and historic data. Our team will establish and agree upon a methodology for proceeding, including the development of a project contact list, standard meeting dates/times, communication protocols, and the standardized format for all information to be presented/ disseminated.

2. Facility Assessment: We understand Haldane CSD’s Building Condition Survey (BCS) is due to NYSED in 2022.

While we will review previous BCS documents to verify the condition of your facilities, we take a far more in-depth, comprehensive approach to evaluate your facilities and their ability to support the desired educational program.

The facility assessment process begins with a meeting with administrative, facility, and maintenance staff to review all available reports, drawings, studies, and plans. We will then examine the condition of the existing Haldane CSD buildings and grounds and study the history and evolution of your natural, built, and social environments.

A comprehensive facility assessment early in the master planning process that examines the existing site, facilities, and associated building systems will form the basis for datadriven decision making.

To this effort, CSArch will review the physical condition of the existing facility to develop an understanding of your current building systems and their components. The analysis will provide a deep analysis and investigation of the facility and will examine the condition of the exterior building envelope, interior spatial and physical components, HVAC systems, plumbing & electrical systems, and site features.

Dan is an advocate for the integration of technology across the firm to gather and record building data. Using 3D laser scanning technology, Dan can gather highly precise 3D images of interior and exterior spaces.

This provides project teams with improved data that traditional methods can’t provide.

3. Site Analysis: To determine future site options, we will review the existing physical, functional, aesthetic, and environmental conditions of the campus. In collaboration with our site consultant, Passero Associates, our analysis will address site circulation, access, wayfinding, parking capacity and condition of lots/roadways/walkways, and outdoor space, among other site conditions. We will use UAV/Drones to capture high-resolution 2D and 3D maps of the site condition to supplement and enhance existing plans. Using mapping and surveying capabilities, we will provide an incredibly detailed model of the Haldane CSD campus and its structures to clearly reveal site conditions.

Passero Associates will develop concept designs for site improvements that support any proposed addition or new construction.

4. Demographic and Enrollment Projections: CSArch has worked with numerous educational planning consultants to collect and interpret demographic and enrollment data.

Our team understands how this data is incorporated into the campus master planning process to inform decision making. We will review the results of the 2020 demographic, enrollment, and facilities analysis to plan for future facility needs and understand how space can be better utilized to align with student data.

5. Facilities Equity Study: The ability to provide an equitable, inclusive, and authentic learning experience for all students is critically important for K-12 public school districts. Working through the lens of Haldane CSD’s Strategic Coherence Plan, we will compare existing teaching and support spaces between the school buildings to determine space, programming, and technological needs. CSArch can also share similar space examples or organize tours of comparable districts to provide a tool that benchmarks Haldane CSD’s existing programs against other districts.

She takes a collaborative approach during the programming process, meeting with administration, teachers, faculty, and students to assess existing programs, identify educational goals, and translate ideas into design solutions.

6. Develop Education Specifications: Following the collection of district data, the programming and community outreach process will begin to evaluate current and future facility needs in order to support the educational program.

We will conduct visioning sessions with the Campus Master Plan Committee, administration, faculty, students, and community members to understand the current state of facilities in support of various program areas and visions for the future.

Findings from the Visioning and Pre-Design phase will help guide the discussion, aligning community input with the district’s academic, social, and emotional goals for students.

This process will develop education specifications to begin identifying where programming, technology, and indoor and outdoor space can better align to support Haldane CSD’s mission to “prepare all students to success in an everchanging global society.”

II. Conceptual Design Options

1. Program Refinement: Following visioning sessions, we will meet with building users to refine the program, space needs, and project scope. Meeting with building users is critical in facilitating an inclusive process that considers the needs of all stakeholders to develop priorities and achieve consensus among different user groups.

Various small group meetings with representatives of each Haldane CSD program will be conducted for both information gathering and thorough discussion on how the built environment can best support individual programs.

We understand the current high school building lacks a gymnasium, cafeteria, and auditorium, resulting in shared spaces with the main building. Based on the identified programming objectives, we may meet with athletes, kitchen staff, or choral instructors to evaluate deficiencies of current building spaces and desires for future program offerings.

2. Site and Building Concepts: We will prepare a series of Site/Building Concepts, which will identify options for renovations, additions, or new construction related to each programming objective. The site component will identify building sites, outdoor educational space, pedestrian/ vehicular circulation, and opportunities for additional parking space to ensure that the site can accommodate any proposed building additions or new construction.

The building component will consider the general interior organization of the facilities.

We are aware of the challenges and unique spatial needs associated with public schools, and we recognize the importance of optimizing financial resources while

respecting Haldane CSD’s mission and goals. Our proposed future expansions will be feasible, fiscally responsible, and best support your desired program to maximize the student experience.

3. Cost Estimates and Schedule: During this step, design options will be evaluated based on cost, projected timeframes, and construction schedules, and then discussed in terms of their relevance to the master plan goals and the mission of Haldane CSD. For each proposed expansion, we will identify all associated project costs and phasing implications, ensuring that Haldane CSD understands the estimated total potential investment of each alternative.

4. Site/Building Refinements: Based on discussions and comments from Haldane CSD, we will refine the Site/ Building Concepts with the goal of selecting a single preferred scheme to inform the conceptual design development and final master plan.

III. Develop Preferred Conceptual Option

1. Finalize Preferred Alternative: CSArch will create a final design plan for future capital improvements that also considers Haldane CSD goals for sustainable or green building design, energy efficiency, outdoor learning space, safety and security, traffic circulation, and site design.

IV. Master Planning Report

1. Presentation to the Campus Master Plan Committee: CSArch will present the final recommendations and a clear implementation strategy for future capital projects, including any site and exterior envelope implications. Our team will present proposed site plans, floor plans, elevations, building sections, and conceptual designs to the Campus Master Plan Committee. The associated cost estimates, schedule, preferred design concept, and the feasibility and economic impact of implementation will be discussed as a team to ensure understanding and eliminate misinformation.

This presentation will be supported using visual tools and building information modeling. The renderings, plans, and documentation can be used for district community engagement and public relations efforts.

2. Presentation to the Board of Education: The draft master plan report will be developed and presented to the Board of Education for review and comment. Following approval by the Board, CSArch will then prepare the final publishable report.

3. Preparation of Final Plan: CSArch will assist with the development of the final master plan report. In collaboration with our in-house marketing team, we will design a publishable digital report that incorporates Haldane CSD’s graphic standards and can be easily distributed to the community. This ensures that all stakeholders feel invested in the final master plan and that solutions have been well conceived, are realistic and achievable, and fit within an agreeable timeline and financial goal.

The final master plan report will be presented to the larger community and associated school districts to generate excitement and momentum for a future project.

PROPOSED SCHEDULE Haldane CSD Campus Master Plan The following preliminary project schedule is based on accomplishing the project 32 weeks from the contract award. This can easily be converted into specific dates that can be adjusted to align with your target dates, Haldane CSD’s school schedule, and other key dates such as board meetings.
