Overview of HPOS Health Professional Online Service (HPOS) is an online portal developed by the Commonwealth Department of Services Australia. It is the way healthcare professionals and administrators interact electronically with Services Australia. Services Australia runs Medicare and key components of digital health, such as the Healthcare Identifiers Service and NASH. General practices use HPOS to manage various aspects of their practice, such as: •

Services, payments, and programs

•

PIP

•

Health Care Homes

•

My Health Record and other Digital Health Systems

•

Healthcare Identifiers (HPI-O and HPI-I numbers)

HPOS can be accessed via PRODA Provider Digital Access (PRODA) is a web page sign in. Once a provider has registered for PRODA they will have to link the practices HPOS page to their PRODA account. There are multiple programs that can be accessed via PRODA and linked to an account.

How to register for PRODA To register for PRODA you will need to verify your identity; you will be required to provide information from three different identity documents. Examples of valid documents are: •

Australian passport

•

Medicare card

•

Australian driver’s licence

•

ImmiCard

•

Australian birth certificate

•

Australian Visa and foreign passport

•

Citizenship certificate

•

Certificate of registration by descent

Create your account using your current legal name, as shown on your identity documents. The name you input will be used to verify your identity documents at a later step and inconsistencies will result in verification failure.

If your current name is different to the name on any of your documents you will need to provide either an official marriage certificate or a change of name certificate (issued by state or territory Registry of Births, Deaths and Marriages).

Once you have established your identity and completed the account setup, you will be sent a Registration Authority (RA) number via email. Your RA numbers is an important identifier, particularly for non-clinical staff who do not have an HPI-I or similar identifiers.

Link HPOS to PRODA Once you have created your account, login to PRODA to add HPOS to your Linked Services.

1. Login via the PRODA Login Page.

2. On the PRODA home screen you should see a list of available services. Click on the Health Professional - Online Services (HPOS) tile to add it to your Linked Services.

When linking HPOS to your PRODA account, you will be asked for identifying numbers. These can be your provider number, AHPRA number, or your HPI-I. If you do not have any of these numbers, but are a Responsible Officer (RO) or Organisation Maintenance Officer (OMO) for the practice, you can use your RO/OMO number or the practice’s HPI-O number to authorise your status and link yourself to the practice.

If you claim Medicare benefits and you want to use HPOS, you must link a provider number to your PRODA account to unlock those services in HPOS

Find your RA number HPOS uses your RA number to link services to your account. To find your RA number: 1. Login to your PRODA account.

2. Click Profile at the top right menu.

3. The RA number will be listed under the My Details section.

Healthcare Identifier Service Overview The Healthcare Identifiers Service is a consistent set of identifiers for individuals and healthcare providers. It allows us to know who care was provided to, who provided the care, and where the care was provided.

There are three types of identifiers: •

Individual Healthcare Identifier (IHI)

•

Healthcare Provider Identifier - Individual (HPI-I)

•

Healthcare Provider Identifier - Organisation (HPI-O)

Individual Healthcare Identifier - the person who received care. IHI’s are assigned to every person enrolled in Medicare or registered with the Department of Veterans’ Affairs.

Healthcare Provider Identifier – Individual - the person who provided the care. HPI-I’s are assigned to providers, GPs, allied health professionals, nurses, dentists, and pharmacists.

Healthcare Provider Identifier - Organisation - the organisation where the care was provided. HPI-O’s are assigned to organisations such as hospitals or general practices. Sole practitioners can also apply for an HPI-O. Benefits of the Healthcare Identifier Service: • • • •

access to the My Health Record in time validation of Provider and Organisation registration access to Electronic Prescribing access to interoperable secure messaging

Structure To access the HI Service, an organisation needs to have its own unique HPI-O. Once an HPI-O is obtained, your organisation will automatically be registered for the My Health Record system as well.

Before you register, carefully read the information below to get a better understanding of the organisational structure and individual roles.

Organisations can belong to one of two categories: •

Network

A Seed organisation is a legal entity with an ABN (e.g. company, sole trader) that provides or controls healthcare delivery. For example, a general practice, pharmacy, specialist clinic, or hospital.

Network A Network operates under the responsibility of a Seed Organisation.

Seed/Network structure A hospital may be set up as a Seed and have multiple Networks such as a pathology or radiology unit within the structure.

A structure does not have to have more than one organisation. It can have just one Seed organisation such as a single general practice or pharmacy and no other.

Roles and Responsibilities A Seed organisation requires users to be assigned roles to allow access to all programs and give some users authority to act on behalf of the organisation.

The two main roles are: •

Responsible Officer

•

Organisational Maintenance Officer

Responsible Officer (RO) role The RO has the highest access within the organisation. They are registered with the HI Service and have authority to act on behalf of the Seed and relevant Network organisations. The RO role is often assigned to the business owner.

Organisational Maintenance Officer (OMO) The OMO is registered with the HI Service and acts on behalf of a Seed and relevant Network organisations in day-to-day administration regarding the HI Service and the My Health Record system.

Tasks the OMO is authorised to perform include: •

Renewing NASH certificate

Requesting Medicare Site Certificates

•

Communicating with the HI Service

•

Access to PIP

How to register your organisation with Healthcare Identifier Service To register an Organisation, you must either: a. Be listed on the Australian Business Register with the Organisation b. Have a letter of Authority from the Owner listed on the ABR, with an Acceptable Referee Declaration form located at: https://www.servicesaustralia.gov.au/organisations/healthprofessionals/forms/hw004 It is the owner’s details which require verification for them to nominate you as an RO. Please note that the Registrant will become the Responsible Officer for the Organization. This is also the entity to whom the Office of the Australian Information commissioner will address any privacy and or data breach concerns.

Log on to the PRODA account.

Open HPOS – click on ‘Go to Service’ in the HPOS title. o If HPOS is not linked, follow steps on page 3 to link the service Click on My Programs Click on Healthcare Identifiers-Register Seed Organisation Enter the Business Details including ABN Enter Next, your details will populate as the RO Click Submit.

If you are listed on the ABR the process will submit electronically and a response will take around 15 to 20 minutes.  If you are not on the Business register, you will need to submit the Letter of Authority and the HW004. The application approval will then take two to three working days.

Once the registration is complete, the applicant will receive an email in HPOS message box, this will include: •

Confirmation of successful registration with My Health Record

•

Healthcare Provider Organisation Identifier (HPI-O) number

•

Responsible Officer (RO) and Organisation Maintenance Officer (OMO) numbers

Navigation and use of the Health Identifier Service • Log in to PRODA • Go to HPOS • Select Programs • Open the Healthcare Identifier tab • Opening page - select the location from which you are working from locations listed • Land on the Directory page • From the Directory, select My organisation details • Nia you want to switch locations: use the Network Map to navigate to the other locations From the Organisation Details – Organisation Snapshot – you can manage multiple functions for the organisation From left to right the function of the tabs:

Summary

• Shows the current ABN/ ACN details • The Responsible Officer • Date of registration with the HI service • Organisation ownership details can be completed by the selection of the function from this

Select the Summary tab to see a snapshot of the organisation's details.

Select Add Organisation, Deactivate Organisation, or Complete a Change of Ownership as appropriate

Services

These are details which will be aligned to the details listed on the Health Services directory. An organisation can host multiple service types: • For example - General Medical Practice / Diabetes Educator / Physiotherapist • Please note - each service type must have a start date - even if approximate • If a service has ended the end date must also be updated Select the Services tab and the organisation's service summary will display.

Select Add New Organisation Service Details or Amend to update organisation service details

•

Select Submit to confirm.

Names

These include the business entities under which you are a trading company - so may include a trust name etc. They relate to the Name and Identity in the ABN and ACN registers.

Please note: If your name details have changed, then you must amend them to continue to match the details in the ABN/ ACN register.

Select the Names tab and the organisation's name summary will display.

Select Add New Name Details or Amend to update organisation name details

Select Submit to confirm.

Contacts | Addresses

These details are the information relating to being able to contact the organisation and must reflect the location of service.

These details will be aligned with the details in the National Health Services Directory.

Select the Contacts tab and the organisation's contact details summary will display.

Endpoint Location Service ELS This directory helps organisations find each other and securely share documents and messages. For example, organisations can send and receive electronic referrals or electronic prescriptions.

It is important that ELS details are correctly listed in the HPD. Organisations can have multiple ELS details depending on how they want to get secure messages.

Contact your software vendor to confirm the ELS address.

Select the ELS (Endpoint Locator Service) tab and the organisation's ELS identity summary will display.

Select Add New ELS Details, Amend or Delete to update ELS details o

the Endpoint Locator Service Identity field identifies the ELS and distinguishes ELS URLs

o

the Endpoint Locator Service Address field is for the Web Services URL address for electronic clinical information exchange

o

the Endpoint Locator Service Security Certificate Reference field is the qualified certificate reference of an organisation which identifies a certificate reference for communication with the ELS

Select Submit to confirm the next step is to publish the ELS details within your HPD entry. See HPD tab for further instructions.

OMO

Organisation Maintenance Officer, an organisation may have more than 1 OMO, the RO may also be the OMO. It must be updated to reflect who currently has OMO functionality in your organisation.

Select the OMO tab and the OMO’s will display.

At this stage you cannot use a PRODA RA number to add an OMO • Having completed details, select Submit • Return to the OMO tab page • Copy the OMO number - this will be used to link the HI service to their PRODA account access

Log into PRODA but before going to service, select Link Identifiers o or o Open the Menu bar on left, select Manage Log on account, then select Link Identifiers Scroll and select RO/OMO number Enter the Number taken from the OMO tab The new OMO is now linked to your Organisation as an OMO

2. The new OMO has an HPI-I • Select Add • Select Add New OMO • Enter their HPI I and select ADD.

HPI-I Links – Linking Healthcare Providers on the HI Service Finding the HPI-I for your Providers, the Directory can be used to search for Provider HPI-I’s, Select Cancel at the Bottom left to return to the Directory page.

The search requires the AHPRA registration number which can be sourced at: https://www.ahpra.gov.au/Registration/Registers-of-Practitioners.aspx Finding the HPI-I • • • •

Select Search HI for Provider Individual Enter AHPRA number and Surname Search Copy / save HPI-I number for linking and input to the CIS

Please note: • You are also required to ‘Remove’ Providers if they no longer work in your organisation • If you have a regular Locum, you can leave them attached • All providers who have registered and who provide health services should be linked to your organisation

Select the HPI-I Links tab and the organisation's linked providers will display in a list.

Select Manage Providers to link a healthcare provider individual to your organisation

•

To locate the person, enter their HPI-I number or RA number then select Search

•

Select Submit to link the individual provider.

Non-AHPRA registered healthcare providers must complete the Healthcare Identifiers Service Application to register a Healthcare provider form to obtain a HPI-I.

HPD (Health Provider Directory) Work is underway to integrate the HPD with the National Health Services Directory is underway.

Future use sees integration into platforms such as HealthPathways.

Select the HPD tab and a list of the HPD entries, associated with the organisation will display.

Select Amend or Delete to change an entry, or

•

Select Add New PDS Entry Details, to add a new entry and include in the HPD

•

Select Publish in PDS Details and select the ELS Details check box

•

Select Save Changes then Submit to confirm updates and publish in the HPD.

CSP (Contracted Service Providers) Links Increased compatibility and sharing of health information with third party platforms such as a Care Planning Portals, Secure Messaging Projects, Real Time Prescription Monitoring services are connecting validation services.

Parties with whom you have this relationship is a Contracted Services Provider.

Just as you link Providers to your Organisation, a CSP number provided by the Service Provider needs to be linked.

Select the CSP Links tab and a list of the organisation's linked Contracted Service Providers (CSP) will display. Your software vendor will give you their registration number if you need to add them to your HI Service record.

if the CSP details are correct, select confirm. This will link the CSP organisation to the organisation's HPI-O

Certificates (Certificate Management for Organisations) Electronic Certificate management has become a critical functionality need by healthcare providers.

The time taken between ordering a certificate and having it available for download is around 10 – 15 minutes.

The Certificate tab enables the following functions: • To be able to link existing certificates to your organisation • Order Medicare certificates • Order NASH certificates When ordering a certificate please note: • A mobile number is needed to receive the PIC code need to activate the certificate • Any existing certificate will be revoked when requesting a new certificate • The issued certificate will be accessible from the certificate page • Once issued it is downloadable for 30 days

Overview of NASH NASH is the National Authentication Service for Health, which is used to securely access and share information using national digital health systems, such as My Health Record and secure messaging.

NASH uses Public Key Infrastructure (PKI) technology.

Healthcare providers use NASH by installing a NASH PKI certificate into their clinical software.

NASH certificates were originally distributed by post on a CD, but they are now only available as a file downloaded from HPOS. Who can request a NASH certificate?

Certificates can be requested by the organisations RO or OMO through HPOS. Requesting or Renewing a NASH Certificate NASH certificates have a two-year expiry date from the date of issue, they should be renewed three months before expiry. Expiry dates can be checked on HPOS To request a NASH Certificate: • • • • • • • •

Click on HPOS and ‘Go to Service’ Select 'My Programs’ Select ‘Healthcare Identifiers’ tile Select relevant organisation Select ‘Organisation details’ Selects ‘Certificates’ tab Select ‘Request a NASH PKI site certificate’.

Specify a mobile phone number and accepts T&Cs.

You will receive an SMS with Personal Identification Code (PIC) stating that the certificate is available Download the certificate from the ‘Certificates’ tab under the Action column Click the Download link to save the file to your computer (The name of the downloaded file will be ‘Site’) Contact your clinical software provider for assistance in configuration of the PKI-NASH certificate with the CIS.

For security reasons, the NASH is only available to be downloaded for a maximum of 30 days.

How do you revoke an existing NASH certificate?

If you have lost your NASH PKI certificate, you need to revoke it and order a new one.

1. Using PRODA, log in to HPOS. 2. From the main screen, navigate to My Programs > Healthcare Identifiers.

3. If more than one organisation is listed, click the appropriate one.

4. Click Organisation details link.

5. Click the Certificates tab.

6. Under the Action column, click the Revoke link.

7. You will get a warning notification. To continue, read the notice and click the Ok button.

8. Fill out the form with your contact number and reason for revocation.

9. Tick the Terms and Conditions box.

10. Click the Save changes button.

11. Click the Submit button.

12. The request is sent to Services Australia support team for processing.

Manage Providers Updating Provider Personal details: •

Select My details.

Select My personal details.

Provide all relevant details in the Contact Details, Preferred Mailing Address and AIR Contact Details fields and select Submit.

•

Review the information and select Confirm and Save.

Manage existing provider number details: HPOS can be used to view and edit individual provider number details such as re-opening and closing different locations. You must use your Provider Digital Access (PRODA) account to access provider number details using HPOS. When re-opening a location: Organisation details must be supplied, these fields must be filled in to continue to re-open the Medicare provider number for that location.

To re-open a provider number: •

select My details

•

select My provider numbers

select My provider number details

edit or add your email address, phone number, fax number or organisation’s details

•

enter an end date to close locations and select Re-open to re-open closed locations

•

select Submit when details are correct

Creating a new provider number: Clinicians must have a separate provider number for each location they work from.

New provider numbers can be created and supplied instantly using HPOS. Once generated it also sends a copy of the number to your HPOS Messages. While the number is generated immediately, it is recommended that you wait 2 business days before submitting claims with the new number.

When creating an additional provider number, Organisation details must be supplied, these fields must be filled in to continue to create a new Medicare provider number.

Accessing practice mailbox Only PIP and WIP – Practice Stream services are available using the practice mailbox. It lets practice staff send and receive messages about these programs on behalf of the practice.

We recommend standard wording for certain mail. For example, when you provide an updated list of authorised employees to access the HI service, use "Authorised Employee file HPI-O 8003 62_ _ _ _ _ _ _ _ _ _", including the HPI-O number in the blank spaces enter a message in the text field. The maximum length of your message can only be 4800 characters (including spaces) When mail is complete, select Send

Managing PIP To manage PIP in HPOS, you must have your PRODA account linked to your practice.

When creating a PRODA account you will receive a new RA number. This number is required to link your organisation to your account.

Once you have obtained your RA number: •

Have an authorised contact or practice owner contact the PIP team on 1800 222 032 (option 1) and tell them the RA number, OR

•

Have an authorised contact or practice owner (who already has their RA number linked to the practice), update your details in HPOS following the steps below.

Link your PRODA account to your practice in HPOS •

Log on to HPOS

•

Click My Programs

•

Go to the PIP tile

•

Click the Update button against the relevant practice name

•

The Program and PIP information screen will appear. Click the Exit button at the bottom of the information

•

From the Main Menu click Practice Staff System Access

•

Select the relevant staff member and add RA number

•

Save details

Read the terms.

Tick the Participation Payment option

Click the Update button against the relevant practice name

The Program and PIP information screen will appear. Click the Exit button at the bottom of the information

Under the Capacity Stream heading, look for the eHealth Incentive and click Apply

•

Enter the practice's HPI-O

•

Click Submit

•

Check the status is Opted In and click Update

If you have trouble with the above, call Medicare on 1800 222 032 (choose option 1).

ePIP: opt out of a quarter Do the following to opt out of the current quarter. Note that you will automatically be opted in for the next quarter.

Go to My Programs > PIP

•

Against your clinic name click Update

•

The Program and PIP information screen will appear. Click the Exit button at the bottom of the information

•

Look for the Main menu (red header at top-left of screen), and click Incentive summary

•

Under the Capacity Stream heading, look for the eHealth Incentive and in the Actions, column click Update

Select the Opt-Out option. (You may need to agree to the terms and conditions and update the HPI-O first).

•

Click Submit.

If you have trouble with the above, call Medicare on 1800 222 032 (choose option 1). ePIP: withdrawing 1. Go to My Programs > PIP 2. Against your clinic name click Update 3. Click Incentive Summary 4. Look for the "eHealth Incentive" row, and in the Actions, column click Withdraw If you have trouble with the above, call Medicare on 1800 222 032 (choose option 1).

Delegate authority Anyone with a Medicare provider number can nominate someone to do tasks on their behalf on HPOS. For example, GPs may nominate the practice manager or other administrative staff.

Nominate a new delegate •

Log on to HPOS.

•

Select My Delegates from the HPOS main menu.

•

Select Add a New Delegate.

•

Enter the RA number for the new delegate. (They received a new RA number when they signed up to PRODA)

•

Select the Delegation end date, of which the maximum is 12 months. (Delegates need to be renewed every 12 months.)

•

Unselect services from the list that you do not want your delegate accessing on your behalf.

•

Select Nominate to confirm the delegate to act on your behalf.

Clinicians and delegates will get an expiry warning notification in your HPOS mailboxes before the delegation expires.

The Medicare website has information on managing HPOS delegations, including the services that delegates can access, and step-by-step instructions on how to: •

View transactions.

Amend your delegate’s end date of access to services on your behalf.

Approve a new delegation request or renewal.

•

Delete or remove a delegate.

Instructions for Delegates How to submit a delegation request • • • • • •

Log on to HPOS. Select My providers from the HPOS home page.

Select Request delegation.

Enter the RA number for your nominated provider then select Search.

The delegation end date can be updated before submitting the request.

The services you want to use on behalf of the provider can be amended before submitting the request.

Select Request to submit your request to the provider. The pending request will appear in the My delegate requests list.

The delegation request will be sent to the provider for approval. The provider will have 14 days to action the request.

Logging in as a delegate •

Log on to HPOS.

Select My Providers (top-right of screen.)

This will give you a list of providers for whom you are a delegate.

Select the provider you wish to act on behalf of.

•

You will then be logged in Acting on behalf of the provider.

To cease acting on their behalf, select Stop acting button on the right-hand side of the header

Link an individual to your HPI-O •

Under the HI Services menu, click My organisation details.

Click Associated Providers, then Manage Providers.

•

Click Add, then follow the directions on the Add provider section.

Access patient's Medicare details with PRODA After logging in with PRODA, the Find a Patient service in HPOS lets you search and immediately confirm patient Medicare numbers, concessional eligibility, and details. This service is available to the following users through HPOS: •

The practice's RO or OMO

•

Delegated users

•

GPs who have linked their Medicare Provider Number in HPOS. This number can be added into the My Personal Details section by clicking My Details in the main menu.

To use this service, select Find a Patient from the main menu. Follow the prompts and ensure the declaration is completed (this declares that you are searching for claiming purposes only). There is a step-by-step guide on the HPOS website.
