Why We Need ASAP to PSAP and Other Technologies

As we work to find new ways to get information into the PSAPs faster, public safety finds itself in the middle of a labor crisis. Both 9-1-1 center telecommunicators and first responders in both law enforcement and fire departments are in short supply. Recently, I read a half dozen articles on how bad this really is and it’s not going to get resolved anytime soon. Most agencies report that staffing levels are between 70% and 80% of the budget and argue that the budget isn’t enough. This results in long wait times, slow responses to events, and worker burnout. It’s even to the point where some major cities fire departments have gone to either a verified response or no response at all during certain times. The challenges are real and there is no end to the shortages in the foreseeable future. Our industry has had a long and healthy relationship with public safety. We, as an industry, need to respect that partnership and offer support during this crisis they are facing. We have several ways to do this. The first is individually, as companies and monitoring centers. We must work hard [4]

to reduce calls for service using the tools that are available to us. We need to monitor how we are doing. As an organization, you need to know what your clearance rates are and how you plan to increase those rates. If you are not in the 95+% range, you need to work harder. There really is no excuse for it. Getting the clearance rates higher will help not only the telecommunicators in the 9-1-1 centers, but it will also significantly help with the boots on the ground. You will also have stickier, happier customers. (Clearance rates are the percentage of intrusion alarms you receive that don’t result in a call for service, you receive a 100 intrusion alarms and dispatch 5 you have a 95% clearance rate.) The security industry has been working on reducing nuisance alarms that get reported to law enforcement for many years now. Standards like CP-01 and CSV-01, have significantly reduced calls for service to law enforcement. The model ordinance has helped a lot by instituting fair, fines and fee structures to motivate end-users’ behaviors. In fact, today most monitoring centers report having alarm clearance rates for intrusion alarms in the 90+%. I believe that over the next 5-10 years that will significantly reduce even further. The next way to help public safety is to adopt the ANSI/TMA-AVS-01 standard. We need to start designing systems and processes to give relevant and accurate data to the monitoring centers and then to first responders for those alarms that ultimately get dispatched. We live in a data-driven world. Our industry should not be any exception. Being able to have solid data will mean the difference between no response and appropriate response based on standards-driven data.

For those of us that were in the industry back in the 1970s and 1980s, it was not uncommon for alarms to be monitored directly by the local police departments. This was done with things like tape dialers that would have a looping tape that would call the local seven-digit police department line. A lot of direct wire alarms were also monitored in police departments. These became so burdensome that cities and police departments all over the US created ordinances where this was no longer permissible. Alarms had to go to private monitoring centers. Now, to the meat of this article. With the huge influx of IoT (Internet of Things) devices that communicate directly with 911, monitoring centers are not being utilized to filter out unwanted alarms. These devices are now quickly becoming the new tape dialers of the 1970s. Emergency 9-1-1 centers are being flooded with calls, texts and data sent over other platforms and systems. Just take some time to read about how the Apple watch alone is causing all kinds of problems for 9-1-1 centers. This is just one of the thousands of devices that do this. APCO Project 36 started more than two decades ago. This APCO Project eventually turned into ASAP-to-PSAP, mostly because of a small group of committed people who believed this was the future, worked tirelessly to get it done. The future is here, but I doubt that it’s the same future that the early supporters thought it would be. Immediate Past President’s column continued on page 10

MESSAGE FROM TMA CEO CELIA BESORE if they put effort into it. There have been studies that have shown that optimism and kindness are skills that can be developed. Like Dowling, Walker also believes that optimism can benefit the workplace and impact the bottom line directly. Both agree that optimism can inspire and establish strong connections with the team, which can lead to increased productivity. You can establish strong connections by having a personal relationship with your staff and listening. Sharing your vision of optimism can be contagious.

The Power of Optimism I recently listened to a podcast interview with Michael Dowling, president and CEO of Northwell Health, the largest health care provider and private employer in New York state1, on “The Power of Perpetual Optimism in Challenging Time.” Dowling discussed four core principles that have helped him, and his organization, meet the challenges of government regulation, a tight labor market, a toxic political environment, and more. The number one core principle he mentioned was the need to be “perpetually optimistic.” Projecting a winning attitude to both his customers and his employees went a long way in handling the incredible challenges his organization faced during COVID and beyond. He believes optimism needs to be projected into all the actions and the communications generated and needs to be reinforced often and by everyone. A second core value is to have confidence in your team. It is important that your team shares your optimism. Everyone needs to believe and follow a unified approach when it comes to messaging and carrying out operations. TMA Dispatch | Fall 2023

Another important core value is leadership visibility. When things get tough, it is critically important for the staff to see their leadership “walk the floor.” While Zoom and other virtual tools can be of great help to facilitate conversations, in high stress situations, it is best to be present in person. Being there conveys that leadership is directly engaged and is aware of the challenges people are facing. The importance of communication cannot be minimized. Dowling recommends communicating all the time. Paul Walker, CEO at FranklinCovey, is another fan of optimism. He believes that everyone can become optimistic

Optimism also enables you to look at problems as opportunities. It is also tied to a desire to collaborate and find new ways to do things. It does not mean being a “Pollyanna” and ignoring difficulties, but it is believing that things can get better and looking for new ways of doing things. It encourages your team to look for creative solutions which leads to innovation. Optimism impacts performance, engagement, and business results and is related to better health, not only for an organization, but also for its staff. Walker mentions studies that found that optimistic individuals experienced a 35% lower chance of getting heart disease and a 14% lower chance of early death. Optimism generates a sense of wellbeing that helps all involved, leading to more productivity and higher retention in the workplace. Heather Walkowiak, Alarm Detection Systems, received the 2023 Sales Leader of the Year Award at Resideo Connect. Doyle Security Systems announced in July that Jack Doyle, 5thgeneration, will lead the company. His accomplishments include executing a major residential marketing initiative, creating an inside sales team, developing enhanced analytics, managing the firm’s Catskill branch office, and leading its integrated systems business. Bold Group welcomed a new President, Marcus Bring. Marcus has held sales leadership roles and led global teams in the end-to-end delivery of turnkey IT, operational, logistics, and marketing services to customers at Fortune 100 and 500 companies. Shooter Detection Systems (SDS), an Alarm.com company, announced the appointment of Stephen Carney as the company’s new president. Carney previously served as vice president of global product management for HID Global. Additionally, Rich Onofrio, former managing director of SDS, has assumed the role of chief technology officer, leading the engineering team following the retirement of Ronald Fowler, the company’s original CTO. Mario J. Doyle, Doyle Security, won Richard Rescorla Member of the Year award from ASIS International’s Northern New Jersey Chapter XIII. Peter Giacalone published a November article entitled, “Monitoring Matters: Wireless Video Isn’t Only for Residential Uses Anymore,” for Security Sales and Integration magazine. Michal Moss Early, executive director of corporate strategy at Digital Monitoring Products, was recently appointed by the Security Industry Association (SIA) as a member of the Foundation for Advancing Security Talent (FAST) Board of Directors. Moss Early will serve a two-year term on the FAST board. Daniel Oppenheim, Affiliated Monitoring, and Jason Lutz, Resideo, were honored with a Security Technology Executive magazine’s 2023 Innovator’s Award. NAPCO Security Technologies, Inc., welcomes Tim Cahoon to the position of National Training Manager. Today, ASAP-to-PSAP is a solid solution for communicating alarm information back and forth between monitoring centers and 9-1-1 centers. But like everything else, there are also competing solutions to get information into 9-1-1 centers. With NG9-1-1 getting closer to reality and everything being digital, these opportunities will only increase. Our industry is different than all the others. We can screen these events better than anyone else (95% effective is a pretty good number and I know we can do better). We also know that there will be more and more IoT devices coming our way faster than we can imagine. The way forward for us is to double down and dramatically accelerate ASAP coverage. Over the last year, the ASAP teams have been developing a technology roadmap for what we call ASAP 3.0. This new tech stack will have the ability to adapt and connect to many different platforms and networks that live in the 911 center or will in the future, quickly and easily. To fulfill the needs for ASAP 3.0, we will need your support. The road map was presented to attendees at TMA’s Annual Meeting in Maui in early November. Attendees learned how it will work, what it will cost, and found answers to their questions. When ASAP was first considered, it was to reduce the time it took to dispatch an alarm. Now it has become so much more. In my opinion and others, it will be a key component in keeping our industry healthy and relevant. DICE Corporation has been awarded U.S. Patent # 11688273B2 for the Gatekeeper, a digital video alarm monitoring solution that prevents multiple and unnecessary video alarms from being received by the central station. This allows operators to focus on true alarms. This patented technology reduces cellular data usage and operator time for alarm monitoring systems. By filtering out rampant video alarms and events not required by the central station, the Gatekeeper helps businesses save money. This is especially beneficial for cameras connected to cellular modems. PureTech announced that its solutions have received four platinum level and one gold level, 2023 Security Today, New Product of the Year Awards. The company’s PureActiv Software Platform, which is widely known for its patented, Geospatial, AI-Boosted Video Analytics earned Platinum Level Awards for categories in Autonomous Response Surveillance, Outdoor Perimeter Protection, and Video Analytics. Additionally, PurifAI Software, a ubiquitous solution that eliminates nuisance alarms for central stations won a Gold Level Award for the Monitoring Solutions category and a Platinum Level Award for the SOC Automation Suite category. Ubiety Technologies Inc. announced the public launch of its Artificial Intelligence engine codenamed: Eckleburg. Eckleburg serves as the backend intelligence engine behind all Ubiety product and service offerings across the residential, commercial and community security and safety industries. Eckleburg is Ubiety’s custom developed AI platform that is purpose built to consume high velocity radio frequency data streaming from the RF signals emitted by digital devices in an area.

Institute (CFSI). Two thousand fire professionals from across the country attended the conference. TMA members Mark McCall, Immix Protect, and Kristi Johnson, JCI, were elected to the PPVAR Board of Directors. McCall is the new PPVAR president and Johnson will serve as the organization’s secretary. PPVAR ‘s Board of Directors is comprised of experts in Public Safety, Law Enforcement, Emergency Communications, the Electronic Security and Monitoring Industries, and consultants to these fields. Kevin Stone, Doyle Security, has been tapped as ESX chairman-elect for 202324, with his term running from July 1, 2023 through June 30, 2024. Stone will replace LOUD Security’s John Loud as chairman in July 2024 when Loud’s term runs out.

GIVING BACK Bay Alarm Company participated in the Contra Costa Sheriff ’s Department Junior Women’s Academy this summer. Representatives from Women of Bay Employee Group spoke to the young women about careers in security. Damar Security Systems was honored by the Ronald McDonald House Charity – Southwestern Ontario - with the Leader of Distinction Award. POTS Lines are Going Away Can the security industry afford to miss out on this opportunity?

The concept of “Opportunity Cost” is one that we learned in Economics class. Opportunity cost is the loss of potential gain from other alternatives when one alternative is chosen. This basic economic concept is prevalent throughout our industry.

Take a homeowner for example, the opportunity cost of getting a security system professionally monitored is that they may have to give up some indulgence, a streaming service subscription or some other frivolous expense in order to afford the service.

There have been several pieces of regulation that have brought about changes to the way things are handled from the perspective of support, maintenance, and continuation of service. What these changes are inevitably doing is giving more flexibility to ILECs (Incumbent Local Exchange Carriers) to deal with the degradation of POTS technology and its costs in two major ways.

Of course, we see this as a no brainer within our industry, but it doesn’t change the fact that the homeowner had to give something up to have the security system. This is not too different from what our security dealers and fire integrators do on a day-to-day basis, and not any different from what any business does. We choose to use resources to go after specific targets to continue to grow our business, and in that process, those resources are not utilized elsewhere. If we were not going after those targets, we could use that time and resources to do something else. That is where we currently stand with the state of POTS; it is a call to action for anyone looking to create revenue for themselves with the ongoing changes. POTS consumers will be looking for alternatives, and it’s up to us to make sure that the opportunity cost for them is clear. Going outside of the industry-proven technology could be more costly than the proposed savings by other alternatives. integrator, looking to convince an enduser that the alternative is better than the current standard (POTS).

Since they are no longer required to maintain POTS as before, they can either allow it to deteriorate until it no longer functions as intended or pass on the high cost of its maintenance to customers, likely without warning. This all translates to one simple fact: even if POTS service is still being offered, it will not be what it once was. We have already experienced the degradation of the service and have been dealing with the impact for years. However, starting in 2022, our end-users have begun to experience an increase in costs. This is the key premise for what we consider is the call to action, that everyone in the security and life safety industry needs to hear. The opportunity cost is too great to ignore.

In 2023, because of the price increases to traditional phone line services, the conversations are being initiated by the end-users. The problem is that the conversations surrounding suitable replacements for POTS lines are happening between property owners/ managers and service providers, not with security professionals. This is where action is needed, and where we, as an industry, need to evaluate the opportunity cost. Can we afford to not be part of that conversation? If we do not advocate for the use of proven (compliant and certified) technologies to be used to replace those lines for Security and fire systems, can we afford the consequences? The opportunity cost for us is not just the RMR that we won’t get by not engaging, it’s also the cost of dealing with the headaches that come from having to react with the unintended consequences that will inevitably come from utilizing unproven POTS replacement technologies chosen by the customers, that we cannot control.

Artificial Intelligence (AI) has become a buzzword today, but it means very different things to different people and industries. The average person thinks of AI as Chat GPT. For many in the security industry, AI means object detection, facial recognition, loitering, and many other types of video analytics. But, it is way more than that. There are new generation of chips being developed, along with new level of computing power that in the next couple of years will affect not only our industry, but almost every part of our lives. is the reason that all the large companies including Facebook, Google, Amazon, and others are investing billions of dollars in the development of AI technologies. This will change the world and it’s already happening.

SHAFT Content Can Result in Cancellation of Short Code Campaigns; Bans SHAFT is a content auditing standard promulgated by CTIA as part of its Short Code Monitoring Handbook (Handbook). Originally implemented in July of 2016, SHAFT content specifically refers to content that promotes sex, hate, alcohol, firearms, or tobacco. Although not technically a legal requirement, as discussed below failure to abide by CTIA’s SHAFT content guidelines will likely result in a ban by CTIA or the wireless provider.

CTIA notes that all wireless providers have reviewed and accepted the Handbook’s content. The Handbook is not a law or regulation. However, failure to comply with the Handbook can result in action by CTIA or the wireless provider. Recertification Update; 911 Location Technology By John A. Prendergast, Managing Partner, Blooston Law (jap@bloostonlaw.com)

Rosenworcel to address several key issues, such as restoring net neutrality rules, reforming FCC’s Universal Service Fund subsidies, and potentially making changes to the regulation of broadcasters and streamers. The FCC has been without a full Commission for an unprecedented two-and-a-half years as President Biden’s initial nomination of attorney and consumer advocate Gigi Sohn stalled in the Senate over Republican concerns about Sohn’s record. The resulting 2 Democrat/2 Republican make up of the FCC has resulted in a deadlock on several important issues.

Frequency Coordinator Recertification Update The FCC is seeking to require that all frequency coordinators be recertified, through the signing of a Memorandum of Understanding (MOU) aimed at updating and augmenting certain aspects of the coordination process. TMA is the FCC-certified coordinator for central station alarm frequencies, which allows TMA to ensure timely licensing of central station alarm frequencies to alarm companies, and to help police compliance with the new rules allowing non-central stations to access the channels under certain circumstances. As previously reported, TMA/AICC has drafted changes to the initial version of the frequency coordinator MOU, which changes have all been incorporated into the revised draft that has been forwarded to the FCC. In July, TMA [20]

participated in a meeting with the FCC staff responsible for moving this item forward. TMA discussed its issues of concern; and within the past few weeks, TMA is working to develop additional information that will help ensure that TMA’s coordinator function is protected and perhaps improved.

Senate to Vote on FCC Nominations in September The Senate Commerce Committee has voted to advance the nominations of Anna M. Gomez, President Joe Biden’s nominee for a fifth seat on the FCC, as well as the nominations of incumbent Republican Brenden Carr and Democrat Geoffrey Starks for second terms – sending the nominations to the Senate floor for a final vote. The confirmation vote is expected to be put to occur in September. Gomez’s confirmation would allow FCC Chairwoman Jessica

Anna Gomez is a former FCC staffer, and has held the position of Senior Policy Advisor for Communications at the Department of State’s Cyberspace and Digital Policy Office. Additionally, Gomez served as Acting Deputy Chief of the National Telecommunications and Information Administration (NTIA), overseeing government spectrum policy.

Reminder: Stock deals, acquisitions and mergers may require prior FCC approval With FCC application processing times for certain transactions lengthening to as much as 120+ days, we are reminding alarm industry members now that many acquisitions, including stock and asset deals and mergers, require prior FCC approval; and given the frequent need to implement such transactions by the end of the year or under other short deadlines, companies engaging in such transactions should immediately determine whether they must file an Fall 2023 | TMA Dispatch


application for FCC approval, and obtain a grant, before closing on a deal. For alarm industry acquisitions, the need for FCC approval (or in some cases notification) generally arises in one of three ways:

The company, division or assets being acquired make use of one or more FCC radio licenses (e.g., frequencies to transmit alarm signals to the central station as part of, e.g., an AES system; The acquisition involves a manufacturer or distributor of equipment that holds FCC equipment authorizations; and/or The acquisition involves antenna towers that were the subject of FAA approval and registration in the FCC’s Antenna Structure Registration (ASR) system.

In most cases, FCC licenses, equipment authorizations and tower registrations are important for the conduct of a business; but for alarm companies, these things are often “fleas on the dog” of a transaction that may involve millions of dollars’ worth of alarm operations that are not regulated by the FCC; and the upper levels of each company involved in the transaction may not even be aware such authorizations exist. The approval or notification requirements can also be triggered by less obvious events, such as corporate reorganizations, insertion of a trust in the ownership chain for estate planning and tax savings activities. Transactions that can trigger prior FCC approval or other measures include (but are not limited to): • An “indirect” transfer of control, i.e., the change in ownership or control of a regulated entity’s parent company. • The distribution of stock to family members in connection with estate planning, tax and other business activities, if there are changes to the control levels discussed above; TMA Dispatch | Fall 2023

Any sale of a company that holds FCC licenses, equipment authorizations, Section 214 authorizations, or towers with ASR registrations; Any sale, transfer or lease of an FCC license; A change in the form of organization from a corporation to an LLC, or vice versa, even though such changes may not be regarded as a change in entity under state law. Any transfer of stock that results in a shareholder attaining a 50% or greater ownership level, or a shareholder relinquishing a 50% or greater ownership level; Any transfers of stock, partnership or LLC interests that would have a cumulative effect on 50% or more of the ownership, even if done as a series of smaller sales or distributions. The creation of a holding company or trust to hold the stock of an FCC license holder; The creation of new classes of stockholders that affect the control structure of an FCC license holder. Certain minority ownership changes (e.g., transfer of a minority stock interest, giving the recipient extraordinary voting rights or powers through officer or board positions). The conversion of a corporate entity or partnership into another form of organization under state law – e.g., from corporation to LLC or partnership to LLP and vice versa.

Transactions involving certain types of authorizations can often be approved on an expedited basis, or trigger only an after-the-fact notification requirement. Unfortunately, this is not always the case. Alarm industry members planning such transactions should contact us as soon as possible to determine if FCC approval is needed. We note that the FCC recently issued a violation notice to an individual for failing to report a change in ownership of a tower registered in the ASR

system. Such violations can lead to fines and delays in obtaining necessary FCC approvals.

Improvements in 911 location technology: How can it be applied to alarm industry? IWCE’s Urgent Communications reported on August 11 that wireless carriers continue to improve their ability to provide 911 centers with more location—including vertical Z-axis information—but the FCC continues to hope that carriers will be able to provide a dispatchable location with all emergency calls, an FCC official observed during the APCO 2023 Meeting. Of note, device-based hybrid technology has replaced assisted GPS as the location approach used for about 80% of 911 calls made in the industry’s six-city testbed. Per David Furth, Deputy Chief of the FCC’s Public Safety and Homeland Security Bureau: “What we’ve seen is that, as more and more wireless calls are coming over Android and iOS-based smartphones that use the device-based hybrid technology that Apple and Google have developed, we are seeing those location methods used for the vast majority of wireless calls.” Device-based hybrid location information typically includes Z-axis vertical coordinates, although questions remain whether such data is helpful to first responders until it can be interpreted into a map-like location. Still, it represents notable progress. “The real objective of these rules [for 911 wireless location passed in 2015]— if at all possible—is to develop the capability on the wireless side for 911 calls to be delivered with dispatchable location, which means … the same information that you would get with a landline call—a validated address and, if it’s a multifloor building, you would get the floor, the apartment and/or the office number, instead of coordinate-based [Z-axis information],” Furth said. We can expect to see even more innovative and creative applications of this technology. In fact, generative AI has the potential to replace people in a variety of ways, which will free human customer support representatives to focus on more complex tasks. There are also additional benefits including: Cost savings by automating tasks that are currently performed by humans, saving in terms of salaries, benefits, and training. Greater efficiency by performing tasks more quickly and efficiently than humans, leading to increased productivity and profitability. Improved accuracy by performing tasks more accurately than humans, leading to fewer errors and a better overall customer experience.

AI, Monitoring Centers, and the Future Now, let me now share my vision of how AI will affect and change central stations. In future columns, we will delve into how it will impact integrators and end users. The new generative AI that is coming will change the industry allowing a “generative AI dispatcher” to do much of what a human dispatcher can do now. How? The generative AI dispatcher will “sit” side by side with human operators, learn, and then be capable of doing everything that the live operator can do. That is what I shared before about neural network machine learning. The potential benefits of a generative AI dispatcher are: Speed to make decisions quickly and efficiently. [22]

9th Circuit Upholds Dismissal of Case Arguing Text Messages are Prerecorded Voice

Is it the Generative AI Dispatcher or the Human?

On August 8, the Court of Appeals for the Ninth Circuit upheld the district court’s decision to dismiss a complaint alleging that mass marketing text messages violate the Telephone Consumer Protection Act (TCPA) because they constitute prerecorded voice messages.

With the development of generative AI technologies, we’re looking at the capability of the generative AI dispatcher to talk, to listen, to have the right accents, and to even have a sense of humor. In fact, you will find it hard to know whether you are talking with a machine or a person. Human interaction will be on different level and the job description of what an operator is doing will change. The AI dispatcher and the live operator will work together as a team.

A New Generation of Monitoring The result of what I just described is that we will have a new generation of smart AI machine dispatchers to do some of what human operators can do today. This will free up a lot of time for human operators to handle other more important tasks. But while generative AI can eventually be used as a monitoring station dispatcher, we need to keep in mind and understand the limitations. Because they are trained on data that is created by humans, they can only answer questions and resolve issues that are within the boundaries of the data that they have been trained on.

Specifically, the plaintiffs argued that, because one definition of “voice” in Meriam Webster’s dictionary is “an instrument or medium of expression,” the automatic messages sent (which were drafted before being sent) constituted “prerecorded voice[s].” The Ninth Circuit held that Congress clearly intended “voice,” as used in the TCPA, to encompass only audible sounds, because the ordinary meaning of voice and the statutory context of the TCPA establish that voice refers to an audible sound. One argument, which the court did not consider on the merits, was that the FCC has determined that a text message is a call for the purposes of the TCPA. The court noted however that the FCC further draws a distinction between “text calls” and “voice calls” under the TCPA. It is nevertheless interesting to see that the court considered the term “text call” unambiguous. Wireless column continued from page 21

As we progress into the future, we should go step by step and review potential benefits and risks of using generative AI to replace people before making a decision in a central station. At the same time, generative AI is coming to our industry and there are benefits. The bottom line is let’s be prepared and keep in mind that generative AI is a powerful tool, but not a replacement for human creativity and ingenuity.

For the alarm industry, the question is: Can these advances be incorporated into alarm technology and alarm signal processing? Are there situations in which alarm monitoring involves moving persons or objects, perhaps in multi-story buildings, that can be better protected through the use of the more advanced location technology being developed for 911?

UL Solutions Announces New Service UL Solutions announced its new service, the UL Solutions Alarm Validation Scoring Certification Program, that helps security alarm monitoring centers in the United States improve communication with public safety professionals, such as law enforcement agencies and emergency response operators by having an independent 3rd party verification service verify a company’s correct implementation of ANSI/TMA AVS-01.

UL Solutions can now evaluate monitoring centers against requirements in The Monitoring Association’s (TMA) voluntary standard ANSI/TMAAVS-01 2023, Alarm Validation Scoring Standard. This standard includes an alarm scoring or classification metric designed to streamline communication between monitoring centers and public safety professionals, leading to better prioritization of calls. The new UL Solutions certification program uses the alarm scoring system as defined in the standard.
