On behalf of the Golf Committee, I would like to welcome you to the 2023 golf season! The Golf Committee has put a significant amount of time and effort into bringing our tournament season to you in a clear and concise format.
This tournament book will be your guide to the golf events the committee has prepared for the membership this season. Mark your calendars now for your favorite events and make room for some that you haven’t experienced yet.
All sign-ups for events this year will be done through Golf Genius. In this book there will be registration links to sign up for respective events.

USGA Rule Changes Simplified (From 2019)
No penalty for:
Accidentally moving a ball during a search
Accidentally moving a ball or ball marker on the putting green
Ball moved anywhere else unless you are virtually certain that the player or partner moved it
Hitting the flagstick from on the putting green
Ball in motion deflected by you, partner, caddie or equipment
Double hit
Touching line of putt unless it improves your line
Repairing spike marks or any damage on putting green
Grounding club in penalty areas (not bunkers)
Removing loose impediments from penalty areas
Removing loose impediments from bunkers
Touching the sand in bunkers, (grounding club in front of or behind ball, testing the sand, or practice swings are still not allowed)
Using a damaged club, (except one that has been broken in anger)
New procedure for:
Replacing a ball - place on the spot or estimated spot instead of dropping On the putting greenalways replace a ball if has moved after being marked, even if wind moved it, with no penalty
Dropping a ball - 2 club length dropping diameter circle which the ball has to come to rest in, otherwise re-drop. Drops are now from knee height
Searches - 3 minute maximum
Penalty area options - opposite margin of hazard drop no longer exists
Bunker relief - can additionally take a two stoke penalty to drop outside a bunker, as well as previous unplayable options
Caddies - may mark your ball for you now
New penalty for:
Caddies and partners - may not stand on your line to help you line up your shot any longer, even if they move away before the stroke
New local rule option:
Ball lost or out of bounds - CT is adopting this local rule as an option instead of playing a provisional ball. Player may opt to drop anywhere between where the ball is estimated to be lost or went OB and the equidistant spot at the edge of the fairway, plus 2 club lengths on either side. 2 stroke penalty, drop from the knee no closer to the hole.
If a provisional is played, this option is no longer available.
The player has to decide if it is better to be:
A. laying 3 in the fairway at the same distance from the hole as it is estimated to be where the ball is lost or went O.B., or B. trying to hit it farther (and straighter) with a provisional and then laying 3 wherever the provisional ends up
Handicapping
Exceptional Shot Reduction
Previously under the old handicapping system when a player has recorded 2 or more “T” scores within the last 12 months that have a differential of 3.0 or more lower than the player’s handicap differential, the player’s handicap index may be reduced under Section 5.9 of the USGA Rules of Handicapping.
Under the new world handicapping system, when a player submits a score that produces a score differential of 7.0 strokes or more below their handicap index, they will be subject to an Exceptional Score Reduction (ESR).
• When the score differential is between 7.0 and 9.9 strokes below their current handicap index, a -1.0 reduction is applied to the most recent 20 score differentials. When the score differential is 10.0 or more strokes below their handicap index, a2.0 reduction is applied to the most recent 20 score differentials.
• Scores submitted after the exceptional score will not contain the -1.0 or -2.0 adjustment (unless they are also exceptional), which will allow reduction to gradually work itself out of a scoring record.
Scorecards for tournament play at CTCC must be completed, signed, attested to by the opposing player(s), and turned into the CTCC Pro Shop for verification. If a scorecard is not turned in, the player or players may be disqualified from the tournament. Every reasonable effort will be made to obtain a tournament scorecard prior to any disqualification.
In any round where 14 or more holes are played, a player must post an 18-hole score. If 7 holes are played, the player must post a 9-hole score. In either case, scores for unplayed holes should be recorded as par plus any handicap strokes the player is entitled to receive on the unplayed holes.
Example: A player with a Course Handicap of 16 stops playing after 16 holes, due to darkness. Hole 17 is a par 4 and is the number 12 stroke hole. The player should record par (4) plus the handicap strokes to which the player is entitled (1) for X-5 on hole 17. Hole 18 is a par 4 and is the number 2 stroke hole. The player should record par (4) plus the handicap strokes to which the player is entitled (1) for X-5 on hole 18.
In Match Play, a player may be hopelessly out of a hole and will “pick up”. In this case, the player should post the score he or she most likely would have made. The most likely score consists of the number of strokes already taken plus, in the player’s best judgment, the number of strokes that the player would need to complete the hole from that position more than half the time. This number may not exceed the player’s Equitable Stroke Control limit (the maximum score any individual player may record on any given hole under USGA rules).
The Handicap Committee reserves the right to adjust or withdraw the USGA Handicap Index of any player under the rules of Section 7 1 of the USGA Rules of Handicapping and will monitor handicaps throughout the season. Also, a member has the right at any time to submit questions about their handicap, or the handicap of another player. Questions should be sent to John Jacobs, e-mail jjacobs@crystaltreecc.org, if you wish to remain anonymous, mail your concern to the Crystal Tree Pro Shop (all concerns will be forwarded to the Handicap Committee). The player’s handicap in question will be reviewed by the Handicap Committee members, taking into consideration that player’s handicap history and other factors. The Handicap Committee will make a determination as to whether any adjustment is warranted, and the chairperson will e-mail the player in question to inform him/her of the action that has been approved by the committee. The player will then have an opportunity to appeal by e-mail and the committee will consider the appeal as promptly as possible.

The handicapping of event formats is as follows per USGA recommendations unless otherwise stipulated on the event sheet. The committee reserves the right to change these allocations when deemed appropriate by the committee:
20% of B, 15% of C and 10% of D

• All golf members are required to establish a USGA handicap.
• A new member who is establishing a handicap will play at scratch until the handicap is official.
*Per USGA recommendations, if a Four-Ball Stroke Play team has a handicap spread of more than 8 strokes that team will be reduced an additional 10%.

Hole In One Club
The signup sheets for the hole-in-one clubs are in each locker room. Once you have put your name on the list, you will be in the club for the season. To be removed for the following season, tell the golf professional on duty.
If a member qualifies for a hole-in-one, each member of that club will be billed $15 on their club account.
To qualify for the prize, the member or spouse must:
• Have their name listed on the men’s or ladies hole-in-one club roster
• Make a hole-in-one during the CDGA score posting season. The hole-in-one season will be extended until The Die Hard is completed, if it is after the CDGA scoreposting season ends.
• Play a full 18 hole round (unless playing in a 9-hole event)
• Have a member or a golf pro as a witness playing in the group
• Ladies hole in one club members must have a member or a spouse as a witness (other than their own)
All events will be designated as “Men’s”, “Ladies” or “Couples”. Male members, spouses, or significant others of golf members may play in any “Men’s Event”, and female members, spouses, or significant others of golf members may play in any “Ladies” event. “Couples” events are open to any golf members and spouses or designated significant others. Golf memberships include Regular, RIW, Corporate, Intermediate, Senior and Legacy.
All events have “cash” entry fees that are due before play begins. Events that call for “sign-up posted in the locker room” will be pulled down on the deadline date. It is the responsibility of the member to make sure that he or she is signed up for any event. All sign-up boards will be posted in the respective locker rooms. Once an event is filled, an alternate list will be compiled.
All events where guests are invited require entry forms to be turned in to the golf shop. Sending in an entry by fax or mail does not guarantee receipt of said entry. Please confirm with the golf shop.
Once an event is filled, an alternate list will be compiled. The committee reserves the right to adjust or withdraw the handicap of a player under USGA guidelines.
Cancellation Policy
Any event that offers food or prizes needs to have a policy that covers costs and discourages last minute cancellations. Any event that shows “cancellation policy is in effect” at the bottom of the format bullets will mean the following: After the signup deadline, if a member or team needs to cancel, any remaining alternates will be contacted to fill in. If no alternates are available, the member or members responsible will be charged for the amount of the entry fee that covers food and prizes.
Local Rules
Distance measuring devices are allowed for Crystal Tree sponsored events.
When a player hits a ball out of bounds, you will have 2 options; 1) Stroke and distance aka replaying from the original spot. 2) Determine the spot where the ball went out of bounds. Relief options; find the nearest fairway edge to the spot no closer to the hole and drop OR drop at the point where the ball crossed the out of bounds line.
Embedded ball rule is in effect through the green. A player may lift, clean and drop the ball as near as possible to the spot that it was embedded, not nearer the hole. A player may do this anywhere on the course, except a bunker or other hazard.
All tournament ties are broken by USGA guidelines which state that ties are broken first by the score of the last nine holes, then the last six holes, then the last three holes, then the last hole unless otherwise stated in the rules.
Designated drop areas are available on holes #7 and #18 if the ball enters the water hazard in front of the drop area. The hole #7 drop area is in front of the Men’s white tee box just before the water. The hole #18 drop area is the white tee box directly in front of the gold tee box.
The fairway bunkers on the 18th hole are deemed “waste bunkers”, allowing for removal of stones and grounding of the club.
For applicable areas on the course (left side of #6, right side of #7, left side of #18, right side of #1, etc.), a player may drop on the opposite side of the cart path if:
1. The player’s ball is in a hazard and elects to take the stroke penalty and drop but the cart path is within 2 club lengths of the hazard, or
2. The player’s ball is on the cart path, and a hazard is within 1 club length of the nearest point of relief from the cart path.

2023 President’s Cup Season Long Event
The President’s Cup is an individual match play event that will consist of a 128 player bracket. The deadline to sign up will be April 15th and the bracket will be posted on April 20th The first round will be played on April 29th, May 6th , and May 7th and you select which days you wish to play.
The winning player is responsible for returning the scorecard into the Pro Shop so that the Golf Staff can post the scores and update the bracket.
Matches are to be completed within the posted schedule window. If players cannot reach agreement on a scheduled playing time within that window, one side may concede, or a coin will be flipped to determine the winner.

2023 Founder’s Cup Season Long Event
The Founder’s Cup is a 2-person match play event that will consist of a 64 team bracket. The deadline to sign up will be April 30th and the bracket will be posted on May 4th. The first round will need to be played on either Saturday, May 13th or Saturday, May 20th – Sunday, May 21st .
The winning team is responsible for returning the scorecard into the Pro Shop so that the Golf Staff can post the scores and update the bracket.
Matches are to be completed within the posted schedule window. If players cannot reach agreement on a scheduled playing time within that window, one side may concede, or a coin will be flipped to determine the winner.

Format: Quota format: your quota is your handicap subtracted from 36. Meet your quota by earning 1 point for bogey, 2 points for par, 4 points for birdie, and 5 points for eagle. Any points earned past your quota will help the team. There is also an individual prize for the player that earns the most points over their quota.

2023 Green & Gold Invitational

The Green & Gold Invitational is our annual Member-Guest comprised of 72 two-man teams playing a better ball match play format within your flight.

Field Limit: 72 two-man teams. Any teams beyond 72 will be placed on a Waitlist in the order they are received.
Format: Two-man teams, six teams per flight. Better Ball of Partners, match play. Each team plays five 9-Hole Matches over two days. A 3-Hole playoff of flight winners and any undefeated teams will conclude the event and determine the Overall Champion. Flights will be determined by combined handicap index.
Handicap: All players must have an established USGA handicap. Member handicaps will be based off the 6/1/23 revision. Guest handicaps will be their lowest 12 month handicap dating back to 6/1/22.

Special Events: Enter in the side bet against the Pros and all teams who beat the Pros will split the pot in Golf Shop credit. It no team beats the Pros, the pot will be split between the Pro Shop and the USO.

You are cordially invited to participate in the 2023 27-Hole Challenge Tournament to be played on Saturday, July 15th You and a partner will play 3 - 9 hole events; Best Ball, Modified Alternate Shot (Chapman), and a Scramble.
Time: Tee Times beginning at 8:00 am

Eligibility: All Male Golfing Members
Format: Best Ball – Count the best net score between you and your partner Modified Alternate Shot (Chapman) – Each player drives, and then you switch and play your partners tee shot. After you both have played a second shot, select the best shot and alternate in until the ball is holed. On Par 3’s, do not hit partners ball on second shot – begin alternating after tee shot
Scramble – Both players tee off, select the best drive and both play from that position. Repeat this process until the ball is holed.
Handicap: Better Ball – 100% of 9 hole handicap
Chapman – 60% of the lower handicap player plus 40% of the higher handicap player
Scramble – 35% of the lower handicap player plus 15% of the higher handicap player

The CT Cup Championship is a 36 hole net stroke play event to determine the Crystal Tree Player of the Year.
