RCMP Check Stops DaviD SelleS Pass Herald Reporter

Local RCMP and Alberta Sheriffs held a check stop at Crowsnest Lake on Saturday April 27th.

The check stop was put on for a couple of different reasons.

“We do it every year with a focus on impaired driving. We check for driver sobriety, vehicle documents to make sure everyone is legal on the road and making sure people are operating their vehicle without any alcohol in their system. It’s a

big push for impaired driving,” said Cst. Jordan Ayoub.

Cst. Ayoub says these types of check stops are held two to three times a year as a way to help limit the number of impaired drivers on the road but also to educate drivers who end up coming through a stop like this.

“The big thing is that we do these more for the public education than catching people. We definitely put an emphasis on public education.”

Cst. Ayoub says the

success of these types of stops can vary depending on what time they are held.

“They can be successful but they are tricky.

Trying to find the right time of year and the right weather and volume of traffic can be tough.

We’ve found these stops are typically more successful in the evening.”

The check stops also involve the police dog service to provide assistance in case any drugs are found in a vehicle.

Cst. Ayoub says that

there are plans for more in the future and that getting a police presence out on the road is important for all drivers.

“Typically we'll look to do two to three a year.

This is the first one this year and then we'll look to do another one the May long weekend and then one towards the end of summer. Again, it's just putting a police presence out there to educate the public and really hammering away on impaired driving.”

DaviD SelleS Pass Herald R eporter Riversdale resources provided an update to council during a special council meeting on Wednesday April 24th.

Council was provided with a regulatory update, Riversdale’s current focus moving forward and an update on the Hancock takeover bid.

The regulatory update included information on public commentary periods and the Joint Review Panel (JRP).

The JRP took comments from the public during the public commentary period and based on that information have asked Riversdale to provide some additional information.

Remaining information requests are expected to be submitted to Riversdale by May 14th.

Executive Vice President of Riversdale Resources, Alisdair Gibbons, outlined the anticipated next steps.

“The JRP has indicated there will be another public comment period focused on our responses to the additional information requests. The duration of the period will be determined once the JRP has received our responses.”

Due to the later deadline of May 14th, Riversdale’s hope of a late spring or early summer hearing doesn’t seem likely and Gibbons predicts it will take place in the later summer or early fall.

Following the public hearing, the JRP will generate a report whose outcome is final for the province and serves as a recommendation to the federal Minister of Environment and Climate Change who is responsible for the final permitting decision.

“At the moment, we expect a regulatory decision around the spring of 2020. Obviously there is a whole series of things that have to happen before that.

We intend to start construction as soon as we’re able following a positive regulatory decision,” said Gibbons.

As for the Hancock takeover, shareholders have been given a deadline of May 3rd to make their decision.

The board has recommended to the shareholders that they reject the Hancock offer and any information on the offer can be found on the Hancock website as well as the Riversdale website.

Gibbons stated during the meeting that other companies are having a look as well.

“The interest from Hancock has certainly generated some interest and whether they are just kicking tires or are actually interested, only time will tell.”

Riversdale is also currently focusing on another round of open information periods for the public.

They held a series of information sessions on Monday and Tuesday and have another one set up at Country Encounters this afternoon from 3-6pm.

They’ll also have a booth setup each week at the Crowsnest Community Market this summer.

Riversdale will also be attending the Pincher Creek tradeshow on May 3rd and 4th to give people more opportunities to have discussions with Riversdale.

Gibbons says they are also looking at other ways to prepare for the future as well.

“We are preparing to host a reverse tradeshow sometime in July. We will be inviting interested businesses to come and learn about services, supplies and products we’ll need during construction and operations so they have a better idea of what opportunities will be available.

It’s not only going to be ourselves; we are looking at bringing some other companies to discuss their opportunities as well.”

There was also time for residents to ask some questions during the meeting.

One resident brought up the concern of accommodations for people if the project gets the go ahead.

Gibbons said that it’s

something they are continuing to look extensively at.

“Within the next two months we will have a much firmer position related to accommodation.

It’s challenging simply because of the timing. We need accommodation before we can start construction but we can't construct before we have the permit.”

Another concern brought up by a resident was if council is doing anything to prepare the community if Riversdale receives the permit.

Mayor Blair Painter said the municipality is doing all it currently can in preparation.

We're talking a year away; we don't know what is going to happen. There are currently a lot of unknowns that we aren't prepared for. We are working towards getting them resolved.”

Claire Rogers, the Senior Manager of Public Relations with Riversdale who was also in attendance, mentioned that Riversdale has partnered with Community Futures, the Chamber of Commerce and the Municipality of Crowsnest Pass on an economic and tourism impact assessment that will provide better direction on how to take advantage of current and future opportunities for economic development and tourism. This study is being done by Innovisions & Associates and will also generate data that will greatly assist with community preparedness if Rivesrdale receives the permit.

The next meeting to provide council an update is currently scheduled for June 19th.

Two (2) break and enter (other), one (1) fraud/forgery, two (2) threat/harassment, four (4) mischief/vandalism, two (2) thefts, four (4) impaired driving, one (1) other criminal code, four (4) other provincial statutes, ten (10) driving complaints, two (2) motor vehicle collisions, three (3) assistance to general public, four (4) suspicious occurrences, two (2) lost and found, three (3) assistance to other agencies, one (1) 911 call (invalid), two (2) animal calls and three (3) municipal bylaws.

Break and Enter On April 24th, 2019,

RCMP received a complaint of a break and enter into a gas station in Coleman. Cash and cigarettes were stolen. It is under investigation.

Theft On April 25th, 2019, there was a complaint of a theft of an air compressor from a recreational vehicle in Frank. The theft occurred some time over the weekend.

Grass Fire On April 26th, 2019, there was a grass fire on 229 Street in Hillcrest. The cause of the fire is still under investigation.

RCMP Check Stop On April 27th, 2019, Crowsnest Pass RCMP conducted a check stop with the assistance of other police agencies. The check stop resulted in one

Politics. You can’t live with it and can’t live without it.

We are existing in an age when the universe will not let us get away from politics or the question of how we should govern ourselves. People are trying to avoid the subject but can’t. There are so many people on the planet now and what we do or not do will make or break us. There is a little time yet, but it takes a special kind of selective blindness to ignore all that is happening. It is like hearing your brakes squealing that new brakes must be installed and choosing to save money and not going to the garage. We know that driving over a cliff after a decline in the road will make us sorry.

Lately, the news media likes to talk about a blue wave taking over province after province. They miss the point that in Canada it was always like that. Historians have been writing about it for over a hundred years.

Provincial parties are opposite from Ottawa to balance off the power of the Federal government. Canadians like it that way.

The blue wave is financed by Corporate donations (investments) which are becoming more costly each election as the people demand to enjoy more of the fruits of their labor. It is rumored that here in Alberta Jason Kenney spent more than three million dollars just on beating Brian Jean for the leadership of the United Conservative party. So far the Corporations are viewing the expense as a cost of doing business but some are ready to drop the fight. They invest in politics and receive reduced taxes. However, if the product doesn’t produce much revenue, the reduced tax doesn’t help.

Prince Edward Island had their provincial elections a week ago and for all the donations the Corporate power only won a minority government. It may be a blue wave but not big enough to surf on. The centralist Liberals are in third place after the Green (left) party but if they unite they will have the power. Already the talk is that the Carbon Tax alone doesn’t have enough power to reduce carbon emissions to needed levels. That is a “left” move in today’s jargon.

Most Canadians are joining the worldwide movement striving for a carbon-free environment. It is a bigger movement, stronger than the movement to eliminate the smog in Europe was at the beginning of the last century. When human existence is threatened humans are capable of amazing feats. In the past, it was a fight to reduce coal, and gas won. Now gas is being replaced by

impaired driving charge, two 72-hour suspensions and one 24-hour suspension plus other provincial charges.

Traffic Stop On April 27th, 2019, at approximately 2:00 am, a vehicle was stopped on highway 3 for a traffic stop. A 39-year-old female driver showed signs of intoxication. She provided two breath samples, which were over the legal limit. She was arrested and charged with impaired driving and released on documents for Pincher Creek Court.

Traffic Stop On April 27th, 2019, a vehicle was stopped in Lundbreck. A 46-year-old male from Calgary provided a sample of his breath, which resulted in a 72-hour licence suspen-

sion and his vehicle was towed.

Theft On April 28th, 2019, at approximately 9:30 pm, RCMP received a complaint of theft of cash from a commercial business in Frank. The theft is currently under investigation.

PEI people are very savvy people and watch the news. They can see that the heartland, including our Capital, Ottawa floods each year. They are well aware of the fact that the forest fire season is on the way, and they know that it wasn’t always like that. They watched us losing the insects and know what it will do. Floods and fires always existed but mostly happened once in a few lifetimes, not year after year.

Here in Alberta, it is a different story. We are the people who produce oil, coal, and gas and our economy was designed to ensure that we will remain fully dependent on the fuels. We had plans to diversify but pushed them aside. Now we have again a government shored up by the fossil fuel industry.

There is no sense complaining about the results of our last elections, it’s a done deal. I, a proud Albertan, will support my democratically elected government and help them succeed with executing the plan they were elected to implement. Mr. Jason Kenney, if you are reading newspapers from Southern Alberta, which you should, here is my pledge. I will fully support you if you do what you promised.

My mother told me a story a long time ago about a farmer who had a horse and cart for extra income. He was a smart fellow and came up with an idea. He decided to feed the horse only half the oats and see if the horse will keep working, and it did. A week later again half the oats and the horse still worked. A week later on 1/8 of feed, the horse still pulled the wagon. On the next week, the horse died. I hope that “The Blue Wave” people who like austerity will remember the story. If they kill us seniors with healthcare cuts, it's OK. I see that in Nova Scotia it is working. If they disable all the kids with education cuts, we can get educated people somewhere else. But if they give corporations tax cuts to remove money from our economy, they will kill us all.

I want to see you build pipelines to market by being tough with the Federal government. I am breathlessly waiting to see how you will force BC to allow a pipeline by not selling them oil (which will force them to buy from the US instead). I want you to build a pipeline east and supply eastern Canada with oil. Forget Quebec, use your connections with the Ford government in Ontario.

Mr. Ford publicly said that he is your friend. You Blue Wave guys should do more than waste money in courts on fighting the Carbon tax/Price.

My friend, and now Premier, I encourage you to cut taxes for corporations and bring business and prosperity to Alberta. Mind you don’t forget that you promised to do it without cutting jobs and reducing our services, but by creating jobs and improving my standard of living.

Don’t save money like your friend Doug Ford by taking away anesthetics from colonoscopy patients. I may not like you anymore if you do that.

I wish we didn’t have to do politics and that we would be guaranteed a bright healthy future. Maybe someday.

Tax Rates Bylaw Council passed second and third reading of the new Property Tax Rates Bylaw during a special council meeting on Thursday April 25th, which sets the 2019 tax rates.

After more discussion on the bylaw, council was satisfied with administration’s proposal and made the bylaw official.

The residential increase for 2019 was reduced to 0.5 per cent from 1.95 per cent.

The nonresidential tax rate re-

mained the same from first reading and is set at 12.75346 per cent.

At request of Council, two other sub classes were created and are separated from non-residential.

They are industrial and designated industrial properties.

The rate for the industrial class was set at 1 mil above the non-residential class and the designated industrial properties class was set at 5 mils above the non-residential class.

With the second and third reading of this bylaw complete, residents should have their notice of this bylaw by the beginning of this month.

by David Selles This week, I want to touch on what technology has done to our society. The advancements made over the last few years have greatly impacted how we interact with the people and situations surrounding us. For the purposes of this column, I’m going to focus on cellphones. New and improved cellphones have made it that we can totally avoid face-to-face conversations with people if we don’t feel like truly talking to anyone. With different apps like Facebook Messenger, Instagram and even simpler options like having our email on our phones, has made it so much easier to avoid people. Another major area of improvement is the cameras on these phones. There are some phones out there now that have multiple camera lenses to give people the ability to capture video and photos like never before. There is both a positive side and negative side to these new improvements. The positive side is that with these enhancements, it is easier to make and keep memories readily available to look back on. I myself have a few photos of my trip to Europe on my phone so I didn’t have to haul my big camera out and the quality isn’t far off from my big Canon camera. I think everyone can appreciate when life gets made a little easier and technology is definitely playing a role in doing that. However, there is also one big negative to this that I want to touch on. With the upgrades to cameras in phones over the years, I’ve found people no longer immerse themselves in the moments anymore. While on my trip through Europe, everywhere I went, I saw more people looking through a lens on their phones than just simply looking with their eyes. I understand that capturing the moments a person has in a certain place is important but truly enjoying the time spent in that place should be more important than spending all their time trying to get the perfect photo or video. There is nowhere this is more obvious than at sporting events around the world. The most recent evidence of this would be at a Toronto Blue Jays baseball game last week. The Blue Jays have one of the highest rated young players in the sport right now named Vladimir Guerrero Jr. During his first ever at bat, cameras from around the stadium caught most people watching through their phones instead of just taking in the moment and fully enjoying it. To me, this is one of the saddest sights in sports. It shows that getting the most likes on their photo or video, or having that proof you were there is more important than just living the experience. When I go to different live sports events, I take a couple photos before the game starts and then put my phone away until intermissions or half times because I want to be fully engaged in what I’m watching. Let’s leave the video and photo taking to the media members who are paid to do it. Let’s enjoy the games and experiences we paid to have. Let’s put our phones down and enjoy life.

KEVIN LaPRETE (1975-2019) It is with profound sadness and dismay that we announce the passing of a beloved husband, devoted father, and cherished brother, Mr. Kevin Leverne LaPrete of Bellevue, Alberta, who died on April 18, 2019 at the age of 44 years.

Kevin was born on January 29, 1975 in Coleman, Alberta to parents Norman and Shareen LaPrete. He was instilled with a passion for the majestic outdoors of the Crowsnest Pass. Kevin enjoyed hunting, fishing, camping and exploring the off-road trails in his side-by-side razor.

Kevin was blessed with a loving wife, children and a rewarding job as a heavy equipment operator. He was grateful for every moment spent with his family and did his best to be available and provide for them. A loyal friend, a devoted husband and father, and a generous and eccentric man – Kevin will be fondly remembered and dearly missed.

He is survived by his wife, Jen LaPrete; his sons, Rick and Chase LaPrete; his sister, Shauna (Shannon) Arsenault; his grandparents, Frank & Edith Petras; numerous nieces, nephews and extended family; as well as his many colleagues and friends. He was predeceased by is parents, Norm & Shareen LaPrete.

A Memorial Service celebrating Kevin’s life will be held later in the summer. Donations in memory may be directed towards S.T.A.R.S. Air Ambulance, (Box 570, 1441 Aviation Park NE, Calgary, AB T2E 8M7).

The 31st annual Crowsnest Pass Lifestyle and Outdoor Adventure Show took place on Friday April 26th and Saturday April 27th at the Coleman Sportsplex The show included 67 vendors that ranged from home businesses to different sports vendors and everything in between.

“There was a home based business market.

There were also vendors such as, Crowsnest Golf Course, JA Building, Castle Mountain, Alpenland and Davis Dodge. There was also a family area with Skye and Chase from Paw Patrol and mini golf,” said Event Manager Des Erdmann.

The show gave the community a chance to see different aspects of the Crowsnest Pass and what the area all has to offer.

This year’s turnout suffered in comparison to previous years but Erdmann believes that was due to the timing of the
