West Tennessee As peak fishing season winds down and gives way to peak hunting season we will take a look at some interesting state fishing OUTDOORS records. with Ray Jones Most records have been around for a while and may be difficult to break.

The largemouth bass record was a 14 lb 8 oz fish caught by D.L. Hayes in 1955 and the smallmouth bass record was a 11 lb 15 oz fish caught by James Barnett in 1954. Bill Allen holds the record for white crappie with a 5 lb 1 oz fish caught in 1968.

Brad Pendergrass and Thelma Grissom hold the record for 3 lb bluegills brought in in 1987 and 1977. In order to understand how huge these fish are you have to know that a 5 lb bass is a big fish so a 5 lb crappie is unreal.

Clint Walters Jr. holds the record for channel cats with a 41 lb monster. Although there are other state fishing records these are the ones the caught my attention. Records are made to be broken and each time you cast your line there could be a state record lurking around you bait.

The old saying “you have to make them bite” could make you a record holder in good outdoors of West Tennessee.

Saturday evening, members of security at Jackson-Madison County General Hospital encountered a combative individual inside the entrance of the Emergency Room. An officer with the Jackson Police Department, who was in the ER, responded to assist. According to preliminary information, a physical altercation ensued resulting in the Jackson officer firing a shot and striking the man, identified at Marcus Mann (DOB: 10/4/79) of Brownsville.

Life-saving measures were immediately performed by officers and medical personnel on site. Yet, he succumbed to his injuries.

TBI agents are working to independently determine the series of events leading to the shooting, including collecting evidence and conducting interviews. Throughout the process, investigative findings will be shared with the District Attorney General for his further review and consideration.

Jackson Police Identify Officer Involved In Shooting Incident

Agents with the Tennessee Bureau of Investigation continue to investigate an officer involved shooting which resulted in the death of Marcus Mann (DOB: 10/04/1979).

The Jackson Police Department identifies Officer Ed McMullen, a twenty-five year veteran of the Jackson Police Department, as the involved officer. Officer McMullen is on Administrative Leave pending the outcome of the investigation.

At the request of 26th District Attorney General Jody Pickens, the Tennessee Bureau of Investigation is leading the investigation. By policy of the Jackson Police Department, officers are prohibited from commenting on ongoing investigations.

Browns Ruritan Club waving flags Veterans Day at I-40

Members of the Brown’s Ruritan Waved “American Flags” Veterans Day on Matheny Road at the Interstate 40 crossing from 11:00 am until 1:00 pm honoring our veterans.

The local Brown’s Ruritan are a part of Ruritan National “America’s leading community service organization.”

They have over 25,000 members in the United States that work to improve more than 900 rural communities.

Their purpose is to create a better understanding among people and through volunteer service, help make their communities better places to live and work.

By Jose Marquez, National President and CEO of TechLatino With protests having erupted in cities across the country over police violence targeting Black men and women, the civil rights and social justice movements have shot to forefront of U.S. politics in a way not seen since the 1960s.

While much of the conversation rightly has centered on police brutality and the role law enforcement plays in American society, communities of color also are discriminated against in numerous other ways. Many Black Americans, Latinos and other people of color are given substandard educational opportunities, lack avenues to workforce training and advancement and, arguably most important in today’s tech-driven world, face a dearth of access to reliable, affordable broadband internet.

Congress made a good first step in ameliorating this dire situation when it passed President Biden’s infrastructure bill, but the $65 billion allocation in broadband for all is hardly enough to close the digital divide.

The gap in digital access is particularly wide in communities of color, where one in three families with children lack a high-speed internet connection at home — a rate of disconnection more than 50 percent higher than that of white families. The problem is exacerbated in areas across the South from Atlanta to Houston where 35 percent of Black adults lack any access to broadband at home.

Lawmakers need to make sure that they include a broadband policy that guarantees no American is stranded on the wrong side of the digital divide. The private sector is already doing this with a little-known but ambitious effort like the Southern Communities Initiative. It is seeking to address the socio-economic challenges that African Americans face throughout the region. And among the goals of this partnership is to expand broadband access across six metro areas throughout the South: Atlanta, Birmingham, Charlotte, Houston, Memphis, and New Orleans. The effort has the backing of some of the most powerful individuals in corporate America, including PayPal CEO Dan Schulman, Vista CEO Robert F. Smith and BCG CEO Rich Lesser.

We are not too late to bridge the digital divide, and the Southern Communities Initiative will almost certainly play an important role in helping accomplish that in communities like my hometown of Atlanta. But this important work cannot be left to private individuals and organizations alone. Lawmakers must do their part to ensure that high-speed internet is available and affordable to every American, no matter where in the country they live.

While policymakers in Washington have focused on getting broadband access to rural areas, we must also make sure that urban areas are not overlooked. Census data has shown that while there are approximately 5 million rural households without broadband access, this problem is three times as large in urban areas—with around 15 million urban or metro households without broadband.

Affordable and ubiquitous access to high-speed internet, however, is just the starting point. We also must expand access to the hardware and software people need to take full advantage of all the internet has to offer and maintain an ecosystem of digital educators, repair workers, designers and other tech specialists who can keep improvements going long into the future.

Guaranteeing that all Americans have broadband access would not only help close the digital divide but would also give the United States an edge in global competitiveness as it would bring millions of people more fully into the digital economy.

HAYWOOD COUNTY SHERIFF SPEAKS OUT REGARDING ER SHOOTING

November 16, 2021 Marcos Santander - wbbjtv.com JACKSON, Tenn. — A local sheriff is speaking out about the recent shooting inside the Jackson-Madison County General Hospital.

Jackson police say the officer involved in the shooting at the hospital was officer Ed McMullen.

McMullen has been with the department for 25 years, according to JPD. Investigators say McMullen was in the emergency room Saturday evening when 42-year-old Marcus Mann, of Brownsville, was being combative inside the entrance.

Hospital security was called and McMullen, who happened to be there, also responded.

During the course of the incident, Mann was shot. He was treated on scene, but died from his injuries.

Sheriff Billy Garrett, of Haywood County, says Mann was booked several times in the Haywood County Jail.

“He has been incarcerated in our jail before, has a long arrest history. We’re very familiar with him. Well known to my jail staff here,” Garrett said.

Garrett says Mann had been in a gang and had a history of drug use.

“We have some information that he was involved in some gang activity over here, was a drug seller, and a drug user, and his arrest history reflects that,” Garrett said.

He also says Brownsville police tried to help Mann.

“I did have a conversation with the police chief here in Brownsville, and they had sent him over there to get a mental evaluation and see if they could get him some help,” Garrett said.

Garrett says they also tried to help Mann.

“I know that medically we tried to help him with those issues as well, but as far as mental evaluation, I don’t recall or have any record in front of me that indicated that he has been medically evaluated before,” Garrett said.

McMullen has been placed on administrative leave pending the outcome of the investigation.

The Tennessee Bureau of Investigation is continuing to investigate the shooting.

Poetic Expressions This November, we celebrate Native American Heritage Month, a time for us to honor the history, culture, and traditions of Native Americans past and present.

On September 28, 1915, President Calvin Coolidge issued a proclamation that resulted in the first Native American heritage celebration in the United States; he declared the second Saturday of each May as American Indian Day. In 1990, President George H. W. Bush approved a joint resolution designating November as National American Indian Heritage Month. Similar proclamations, with different names, have been issued every year since 1994. In 2016, President Barack Obama attended the eighth annual White House Tribal Nations Conference, where he proclaimed November 2016 as National Native American Heritage Month and announced November 25, 2016, as Native American Heritage Day. I have one son who is a citizen of three. Before he was born, I learned that, like all infants, he would need to experience a change of heart at birth in order to survive. When a baby successfully breathes in through the lungs, the heart changes from parallel flow to serial flow and the shunt between the right and left atriums closes. Our new bodies obliterate old frontiers.

North America is mistakenly called nascent. The Shawnee nation is mistakenly called moribund.

America established a mathematical beginning point in 1785 in what was then called the Northwest Territory. Before that, it was known in many languages as the eastern range of the Shawnee, Miami, and Huron homelands. CRAFTY GIRLS WRAP UP HOLIDAY SEASON

I am just now getting around to post our 2nd Show ‘N’ Tell Exhibit. This was our last Craft class for this year. The Crafty Girls had to present a Christmas centerpiece and a January snowman wall plaque/wreath. We also had our Christmas Brunch. We had so much fun. The dinner area was simply beautiful with all of the various centerpieces, wall plaques, and wreaths. Smiles, laughters, talking, jokes, tears, singing, readings, and music filled the atmosphere at Greater Sixth Street Baptist Church.

I just want to thank all of the Crafty Girls for simply blowing my mind on November 11, 2021. Y’all really out did yourselves and I am so proud of all of the accomplishments each of you have made.

Thanks for all of the lovely gifts, as well as monetary gifts given to me. I was simply speechless for some moments, but not to long. Y’all know that I have to say something.

Much love to each of you, and thanks to Pastor and First Lady Stephanie Emery for everything that you have done to make us feel welcome in your facility. The love that you have extended to us will never be forgotten. My prayers are that God will continue to bless your union and bless your congregation. Fuller is a graduate of South Side High School and has served as head boys basketball coach for 20 years. He is also a certified teacher instructing physical education, personal finance and weightlifting for grades 9-12. He is the epitome of what a successful coach looks like, not just because of the success his teams have experienced on the court, but also for the legacy of outstanding young men his program has produced off the court. Whether Fuller is on the court, in the classroom or out in the community, he demonstrates integrity, excellent sportsmanship and represents South Side well.

While developing South Side’s boys basketball programs to one of the best in Tennessee, several astonishing accomplishments have taken place.

The Hawks have earned several No. 1 rankings in the state, 11 district championships, nine regional championships, nine substate appearances and six state tournament appearances, earning a first-place championship and two runners-up. More than 45 collegiate athletes and several professional athletes emerged from this successful program.

UNION MEN SHOOT PAST LANE 89-54

uu.edu JACKSON, Tenn. The Union University men’s basketball team defeated Lane College 89-54 Saturday afternoon at Fred DeLay Gymnasium/David Blackstock Court.

Union improved to 2-0 on the season, while Lane dropped to 0-2.

Union started the game with a 3-point play from Boe Nguidjol.

Lane responded with a 3-pointer, followed by a JC Hawkins 3-pointer to put Union up 6-3.

Union kept pushing and with 11:18 left in the first half, Union’s Justin Debuck hit a 3-pointer to give Union a double-digit advantage, 19-9. Union lead stayed in double figures for the rest of the half. Union’s Tyree Boykin hit a 3-pointer with 26 seconds left in the half and Union led 43-24 going into the locker room.

Union shot 51 percent from the field in the first half and were 9-of-16 for 56 percent from 3-point range.

In the second half, Union continued to extend its lead. The Bulldogs hit the 30-point margin with just under seven minutes left in the game, 70-40. Union’s largest lead was 87-49 before taking the final, 89-54.

Union was led by Boykin with 17 points with four 3-pointers.

Nguidjol and Debuck added 14 points. Hunter Vick scored 11 points, going 3-for-3 from long range. Parks added a double-double with 11 points and 10 rebounds.

Eleven Union players scored in the game.

Lane was led by Davis with 19 points and Sylver with 11 points.

The Ford Motor Company’s first new manufacturing plant since the 1960s will produce all-electric F-Series trucks at the $5.6 billion Memphis Regional Megasite development announced in September by Tennessee Gov. Bill Lee. Ford and SK Innovation will build a 3,600-acre campus for the project that will create thousands of new jobs in West Tennessee. Marc Byrum announces Julian Wiser, Jackson Police Chief, retiring in January; candidacy for Sheriff 25-year veteran of Madison County Sheriff’s Office launches bid to lead office

[JACKSON, Tenn., Nov. 2, 2021] -- Marc Byrum, a 25-year veteran of the Madison County Sheriff’s Office, announces his candidacy for Sheriff today.

“Over the years, as both a law enforcement professional and as a citizen, I have observed a growing crime problem within our community,” Byrum said. “I’m a cop, not a politician. If elected Sheriff, I pledge to work with other leaders in our community to make Madison County a safe and inviting place to do business, raise a family, and enjoy our constitutional freedoms.”

During his 25-year career in the Madison County Sheriff’s Office, Byrum has served in many roles, most recently as SWAT Team Commander and head of the department’s firearms training program.

While serving 15 years in the narcotics unit, Byrum investigated both street level drug crimes as well as long-term investigations of drug trafficking organizations, and rose through the ranks to lead the department’s unit. He also served on the department’s SWAT Team for more than a decade before being promoted to commander.

With these experiences, Marc has the knowledge and expertise to lead the Sheriff’s office, and to improve the department’s efficiency in protecting the citizens of Madison County.

“I have witnessed firsthand many inefficiencies and shortcomings in the Sheriff’s office,” Byrum said. “If the citizens of Madison County elect me Sheriff, I pledge sound management and principled leadership to move the agency forward and provide an outstanding level of service to our community.”

“I will be fiscally responsible, and will fight to improve the working conditions, bolster morale in the Sheriff’s Office, and recruit and retain the most effective deputies, correction officers, and support staff of any law enforcement agency in West Tennessee,” he added.

A lifelong resident of Madison County, Byrum grew up in the Mercer community, and is a graduate of South Side High School and Lambuth College. He and his wife Pamela live in Jackson.

RUNNING FOR MADISON COUNTY SHERIFF

BY DAVID THOMAS wnws.com NOVEMBER 12, 2021 After 25 years with the Jackson Police Department, Police Chief Julian Wiser announces his retirement from the department on Jan. 7, 2022.

Chief Wiser, who was appointed Police Chief in 2014, and his team have focused on technology advancements, community policing, crime suppression and being financially responsible with the department’s budget. For the past five years, the police department has been more than $3 million under budget.

After retirement as Police Chief, Wiser will focus on his campaign to become the Republican nominee for Madison County Sheriff in the May 3, 2022, primary.

“It has been an honor to serve with some of the finest people in our profession,” Wiser said. “Jackson is a great community; I thank everyone for the support they’ve given me and our department.”

As Police Chief, Wiser was instrumental in the implementation of a policing concept called Blue Impact, which combines the concepts of intelligence-driven, community-oriented and focused policing and uses data, intelligence and other resources to reduce crime. Blue Impact focuses on enforcing the law on drug dealers, gang members and other violent offenders. Along with enforcement, Blue Impact also focuses on building stronger community partnerships to reduce crime and address other community issues.

In ongoing efforts to have the police department represent the entire community, Wiser promoted the first woman to the position of Captain in the history of the department and the first African-American woman to the position of Lieutenant.

Technology advancements during his tenure as Police Chief include the implementation of body cameras for officers; Shotspotter, which detects and identifies the location of gunfire in the community; and increasing the presence of the Blue Light camera program.

Along with pay raises for officers, Wiser also implemented a physical fitness program that offers a financial bonus for passing certain fitness levels.

Wiser served the majority of his Jackson Police Department career in the Special Operations Division.

He started as a K-9 officer and advanced through the ranks, reaching Division Commander of Special Operations, which includes managing the Tactical Unit, Gang Unit, Canine Unit, Aviation Unit, Bomb Unit, Hostage Negotiators and Metro Narcotics.

Wiser also served with the Alcohol, Tobacco, Firearms and Explosives, U.S. Marshals Service and the Federal Bureau of Investigations as a Task Force Officer during his career.

Besides his 26 years in law enforcement, Wiser also served in the U.S. Marine Corps for six years. He and his wife, Julie, have been married for 25 years and have two sons, Blake and Parker.

GRANT TO BENEFIT LAW ENFORCEMENT

MARTIN, TENN., Nov. 15, 2021 – A USDA Delta Health Care Services grant has been awarded to the University of Tennessee at Martin Criminal Justice Program for its De-escalation Techniques and Emergency Response Project. The two-year DETER Project is funded at $547,293 and will develop a public-health training facility on the university’s Martin campus to deliver de-escalation and emergency health intervention education and training to reduce the injury and mortality rates of police-citizen encounters. Jackson State Community College and Carey Counseling Center, Inc., will partner with UT Martin for the project. Dr. Brian Donavant, UT Martin professor of criminal justice, co-authored the grant proposal with Dr. Cindy Boyles, UT Martin associate professor of criminal justice.

This matter came before the court upon the Plaintiff’s motion for an Order Permitting Service by Publication pursuant to TCA § 21-1-203 and TCA § 21-1204. It appears from the allegations of the Civil Warrant in this cause, the Motion for Service by Publication and the supporting Affidavit that the Defendants, Jamar Hardiman and Crysta Hardiman, cannot be served with ordinary process at law at his last known address and after diligent inquiry by the Plaintiff and Plaintiff’s counsel the whereabouts of the Defendants cannot be ascertained.

It is therefore ORDERED the Judge has decreed that said Defendants shall enter an appearance thirty (30) days after the last publication of this Order and file an answer to the Civil Warrant, or Judgment by default shall be taken against Defendants for the relief demanded in the Civil Warrant. The same shall be

served on the Plaintiff’s counsel at the address below. A copy of this Order shall be published for four consecutive weeks in CrimeSEEN Examiner News. The last known address for the Defendants is 388 Wellington Cove, Jackson, Tennessee 38305.

Training at JSCC upskills local technicians in fiber optics

Jackson, Tenn. (Nov. 8, 2021) – The department of Workforce Development at Jackson State Community College hosted its second Fiber Optic Boot Camp for area utility and IT professionals. The 5-day, intensive course allowed participants to complete three Fiber Optic Association certifications recognized by the U.S. Department of Labor.

BDI DataLynk master instructor Tom Rauch led participants through successful examinations for: CFOT – Certified Fiber Optic Technician CFOS/T – Certified Fiber Optic Specialist in Testing and Maintenance CFOS/S – Certified Fiber Optic Specialist Splicing The intensive, hands-on training for all three classes allows participants to complete the material more quickly by reducing the redundancy of basic information required in all three certifications. The certifications acquired in the course give technicians the skills and competencies needed to immediately be productive in the field.

Additional boot camps are currently scheduled for January 24-28 and July 25-31. Funding is also currently available to participants from certain rural West Tennessee counties that reduces the tuition for the course by 20%. Tennessee Comptroller of the Treasury Jason Mumpower is pleased to announce that he has named Rachel Buckley the Comptroller’s Office General Counsel.
