Teen charged with murder July 29, 2019ÊÊWBBJ 7 Eyewitness News Staff JACKSON, Tenn. — A 16-year-old has been charged with first-degree murder after a shooting Saturday on Cinnamon Drive. Police responded to a report of a shooting and found two people with gunshot wounds.

Police say one of the victims, identified as 34-year-old Cole Felton, was pronounced dead at the scene. The second was taken to a local hospital.

Police were able to locate the suspect, who has not been identified, as well as the gun used after a K-9 unit responded to the scene.

The suspect is also charged with attempted first-degree murder and employing a firearm during a dangerous felony.

Have you ever noticed that about a day after you bring in the apples, bananas or tomatoes that the kitchen is full of gnats? You get up ready for a bite of the produce you brought in the day before only to find the house full of pesky gnats. Where they come from and how they get the message that there is fruit in the house is beyond me.

They can become irritating and cause you to have to fan them off your fruit.

There are ways to decrease their numbers around your fruit. One way is by attracting them to something else near by such as apple cider vinegar and soap dish on a rag.

However, what has proved best for my household is a gnat trap made by mashing up fruit peels in a jar and cover the top with plastic wrap. Once you cover the top poke tiny holes in the plastic wrap and sit it near the fruit.

You might not get all of them but you will get enough to clearly see the progress.

The next time gnats begin to invade you in your own space make a trap and let them congregate in a jar instead of on your produce.

MCSO sues County Commission over budget

By Malorie Paine - CSENews Madison County Sheriff John Mehr filed suit against the Madison County Commission this week citing budget restraints as the source of the complaint.

Mehr’s office requested a $25 million budget for the upcoming fiscal year.

However, the County Commission approved a $22 million budget for the department last month.

The department has been unable to recruit and hire the necessary number of sheriff’s deputies because of budget constraints, according to a MCSO press release.

“After many sleepless nights and prayer, I knew it was the right decision to pursue this action and to stand up for my employees, who are the heart and soul of our department,” Mehr said. “I swore an oath to serve and protect the citizens of Madison County, and that is what I am going to do.”

As reported by W wbbjtv.com, County Commissioner Chairman Gary Deaton said the county has done all they can do for the sheriff’s department.

“We can’t give a department a 17 percentÊ increase in one year, it’s just we can’t do that, without a tax increase, he’s suing the taxpayers the ones who elected him, if he receives this amount of dollars,” said Deaton.

Despite being granted a similar budget the previous year, Mehr said the department is unable to complete all necessary duties leaving residents potentially unsafe.

Budget constraints have led the department to struggle with retaining qualified deputies. The department reported losing 17 deputies in the past year. At least 12 of which allegedly left to pursue positions with other law enforcement agencies with higher salaries.

The department’s budget is not solely dedicated to the operations of the MCSO. The budget is divided among school resource officers, correction officers, other essential employees, judicial support for the courthouse security, food bedding and medical care for jails, and responders for all 911 calls in Madison County.

Mehr said lack of funding has created severe resource deficits within the department.

JPD MAKE ARRESTS FOR RECENT JACKSON Jackson Police have arrested multiple subjects involved in shooting cases in the City of Jackson, since JulyÊ23rd.

Jackson Police have arrested and charged three known gang members for the shooting that occurred on July 23rd on Griffin Street.Ê John Ferrell (25), Jacobe Snipes (18), and Charles Key Jr. (28) each have been charged with three counts of Attempted First Degree Murder and Snipes Key Jr. Ferrell Employing a Firearm during a Dangerous Felony.

On July 23rd, officers of the Jackson Police Department responded to a shots fired call in the 100 block of Griffin Street.Ê Responding officers located a house that had been shot up.Ê Through tireless investigative efforts, the above named subjects were developed as potential suspects for the perpetration of the violent incident on Griffin.ÊÊ Jackson Police have also arrested and charged a sixteen year old juvenile for the recent homicide that occurred on Cinnamon Drive.Ê The sixteen year old has been charged with First Degree Murder, Attempted First Degree Murder, and Employing a Firearm during a Dangerous Felony.Ê On July 27th, Jackson Police responded to a shooting in the area of 38 Cinnamon Drive were they located two victims suffering from gunshot wounds.Ê One of the victims was pronounced deceased at the scene and the other victim was transported to a local hospital for medical attention.Ê Jackson Police were also able to locate the firearm and the suspect with the assistance of a Jackson Police Officer and his K-9 partner. Milan McDonald’s employee accused of identity theft July 30, 2019ÊÊClint Eiland MILAN, Tenn. — The Milan Police Department is getting the word out on a recently uncovered string of identity thefts.

Police say at the center of the crime is a former employee at McDonald’s in Milan.

“She was using her cell phone to take pictures of people’s debit and credit cards, Alexis Donald front and back, and then some of her and her associates were using this card to make online purchases,” Milan Police Chief Bobby Sellers said.

Milan police say 18-year-old Alexis Donald is charged with nine counts of fraudulent credit card use. She was arrested Sunday.

Now, police are making sure the community knows about what happened.

Sellers says it is an ongoing investigation, and they still do not know how long the scam went on or how many people may have been affected.

“There are probably going to be additional charges. That’s why we’re trying to get the word out to people in the area,” Sellers said.

Residents are reminded to be diligent in checking their credit and debit card records, and to report any purchases they do not recognize.

Even something as routine as buying food can be dangerous.

“It’s always good to make sure that your card does not leave your sight,” Sellers said. “So if you hand it to an employee at a restaurant, you should try to keep your eyes on them while they have your card.”

The owner and operator of the Milan McDonald’s released the following statement Tuesday afternoon: “We are fully cooperating with the Milan Police Department on this matter. This employee is no longer part of my organization.”

The “legal action is a step towards ensuring that the citizens of Madison County are protected under an appropriate budget,” according to the release.

Madison County deputies patrol over 690 miles of roads in Madison County with an additional 400 miles within the City of Jackson, which is currently monitored by 49 deputies.

According to department data, MCSO currently employs officers at an average of 1.28 officers per 1,000 residents, while the national average is 2.0 officers per 1,000 residents, meaning the department is short about 15 deputies.

Mehr hopes the lawsuit will ultimately provide additional funding for the department.

Homecoming and Revival Homecoming and Revival are taking place at The New Macedonia Baptist Church, on Sunday, August 18, 2019, beginning at 9:00 a.m., the Honorable, Rev. Ocie McKinnie, Sr., will be the speaker, from Macedonia of Jackson, TN. Rev. McKinnie is a powerful and anointed speaker that will be delivering a word from the Lord.

Our afternoon guest will be the Honorable, Pastor James McKinnie, Sr., and the Melton Grove M.B.C. Church of Paris, TN at 1:30 p.m. There will be an anointed time on this day due to all of the praises going forth.

Pastor McKinnie will be providing a manifested word from the Lord on that afternoon. The choir of Melton Grove will be rendering songs of worship. This will be the start of our Annual Fall Revival.

JABAZZ PROJECT HOST BACK TO SCHOOL BASH Nearly three dozen youth attended the firstannual Back to School Bash at Muse Park last Saturday. The event was sponsored by The Jabazz Project under the direction of Pat Hunt of Jackson. Also attending was members of the Devine Deliversnce Church of Jackson who provided refreshments for the youth and Gloria Robinson White provided musical entertainment.

Literacy is the bedrock for a first-class school system!

I would like to thank CrimeSeen Examiner News for offering me the space to provide these updates to the community. I would also like to thank each of the participants that have given of their time and expertise to these “Leaders Are Readers” Roundtable discussions. Also, a special thanks to Mr. Steve Beverly and Union University and WNBJ for helping us get our message out on West TN This Week.

As a lifelong learner and proponent of literacy and education I am engaged in reaching out to get the public involved in making a change in our current situation.

Based on the discussion at our Roundtable meetings everyone agrees that literacy is an issue that needs our attention.

Here are some unsettling facts that parents need to be aware of and realize how unfair it is to think the school system can change this on their own. By age 5 middle class children can recognize 22 letters of the alphabet. For children in low-income households this number drops to 9 letters. This is why Pre-K is so vitally important.

But there is a phase before Pre-K and that is in the home. Research shows that 61% of children from low-income homes have 0 children’s books in the home.

It is a proven fact that employers are seeking those that are adept at reading and possess soft-skills and are willing to pay premium salaries to those that qualify.

Things to Do The other day I purchased a new-to-me car from a used car dealer here in Jackson. The process involved me signing or initialing about fifteen different forms.

One form was giving authorization for the dealer to use a GPS tracking system to disable the vehicle if all the terms and conditions were not being adhered to on my part.

The dealer jokingly explained that it was a formality he’d rather not deal with, but the government requires it.

“If you do your thing, I’ll do my thing and we won’t have a thing,” is how he summed up the deal.

I thought at the time that he just hit me with a catchy phrase that I might be able to use later.

Now is later.

In light of the announcement of a lawsuit being filed by Madison County Sheriff John Mehr against the Madison County Commission, I thought that phrase would work well in this situation.

If you do your thing. . . . . . Sheriff Mehr, the county sheriff department would not be in such financial doldrums. Questionable hiring practices by this administration is one of many reasons one could cry extravagance.

The feigned overcrowding of the current facility is yet another factor contributing to ever increasing request for additional funding.

Some might argue this, but former Sheriff David Woolfork operated the county lockup on a $17 million yearly budget and often ran a surplus.

I’ll do my thing. . . . . . Commission chairman Gary Deaton, the county commission would not find itself in the cross-hairs of Sheriff Mehr’s pointed lawsuit.

Had you treated Sheriff Mehr’s request for additional funding in past years with the same reverence you displayed when dealing with the former sheriff, this lawsuit might have been avoided.

Instead, you addressed his funding request much in the same fashion a parent deals with an unruly child requesting too much in a department store. “Just give it to him now and we’ll put it back later.”

Maybe the sheriff admired the way the commissioners prevaricated conditions of the current criminal justice complex in order to secure funding for a new $51 million addition and thought ‘what’s good for the goose . . .’

. . . We won’t have a thing.

It is going to be interesting seeing how this fiasco plays out especially with the Jackson Madison County School Board facing funding issues as well.

It is no secret that the School Board wants -or needs depending on who you askat least three new schools to accommodate crumpling infrastructure. They also want addition funding to increase teacher pay and help offset their rising insurance premiums.

“I think that if we -the school board- have to operate within the budgetary constraints set by the county commission, then the sheriff should have to do the same,” said school board member Morris Merriweather. “Who is the sheriff that he should be more important than the school board? We all have important jobs and services to provide for the well being of this community and we have to do it with the money provided by the county commission. The sheriff just has to find a way to operate within the established budget.”

Following the Sheriff’s announcement of the lawsuit, Chairman Deaton commented that to honor the sheriff’s budget request would mean that the commissioners would have to raise taxes.

What in the ‘Sam Hill’ makes anyone in Madison County think that the Republican controlled county commission would ever justify such a thing?

They didn’t do it to get funding for the new jail.

They didn’t do it to get funding for new schools.

Raise taxes to pay for more deputies!? Well - for Republicans- that’s a notion more repulsive than kissing your sister.

“Big Maybelle “Smith Historical Marker unveiling at South Highland Avenue in Jackson Family and community leaders gathered on July 24 to unveil the Tennessee Historical Marker to commemorate the life and music of Rhythm and Blues singer and Jackson native Mabel Louise “Big Maybelle”Smith. The Historic Marker in her honor is located across from Dr. Martin Luther King, Jr. Drive on the west side of South Highland.

Jackson Mayor Scott Conger along with Loni Harris (wife of Madison County Mayor Jimmy Harris) was there to welcome and make presentation.Ê Mrs Harris is also a member of the Tennessee Historic Commission.

“Jackson has such a rich musical history. It’s important for us to be able to celebrate it,” said Conger. “Today we unveiled a marker honoring Mabel Louise “Big Maybelle” Smith. It was a special honor to have Big Maybelle’s greatgranddaughter, son-in-law & great-great grandson and granddaughter there as well.”

Jackson Madison County library historian Jack Wood along with Mike Baker, audio visual Librarian organized this event and the unveiling of the historic marker.Ê They also organized a brief presentation and refreshments for the family and guest afterwards at the downtown Carnegie.
