Pastor Benton invited the public to participate in this event to feed as many families as possible and people were excited just to be able to get food.

“Our expectation was 500 people but we have exceeded that amount early. Some cars have four families, some has six and some had ten,” said Benton.

Benton said many people are struggling to pay their bills because of the pandemic and many people have lost their jobs. CONT’D ON PAGE 8

Many anglers agree that the best time to catch crappie is spring and fall. However, the fish are still in the lake and need different approaches when the heat is on. Since fish patterns change so will our patterns need to change in order to catch more fish.

Crappie look up forÊ their bait but they want be looking up ten feet. They may be near the bottom and require deeper fishing.Ê They are usually caught on jigs or minnows but sometimes it works betterÊ to use both at the same time by tipping the jig with a live minnow as a trailer.

When they are not real aggressive they might not chase jigs. A good tactic is bouncing the jig off the bottom while slowing down the speed of your retrieve.

Although crappie don’t be as aggressive doing non spawn seasons they still have to eat. Crappie creel limits can still be caught by you and the kids in the Great Outdoors of West Tennessee.

On Friday 7/10/20 the Jackson Police Department began investigating the death of Keisha Vaughn which occurred at her home located at 57 Stratford Lane. ÊVaughn was discovered in her home by a friend. Ê Vaughn’s body was sent to the Tennessee Medical Examiner’s Office in Nashville, TN for an autopsy.

BROWNSVILLE POLICE INVESTIGATE SHOOTINGS July 16, 2020 Stephanie Fernandez - wbbjtv.com BROWNSVILLE, Tenn.

— Police are investigating two shootings in one West Tennessee town.

According to Brownsville Police Department Assistant Chief Kelvin Evans, the first shooting happened around midnight on North McLemore Street.

When officers arrived they found a person had been shot.

Evans says the second shooting happened a few minutes later on Young Street, where again another person was found shot.

Both shooting victims were taken to area hospitals, and both are in stable condition. “Right now, still under investigation. Not sure of any suspect information, currently still under investigation,” Evans said.

JPD Offers Reward A reward of up to $5,000 is being offered for information leading to the arrest of the person or persons responsible for four arsons in east Jackson this month.

The Jackson Police Department along with the Jackson Fire Department are investigating the fires that appear to have been deliberately set between July 1st and July 15th.Ê The four vacant structures are all located between the 300 and 600 block of North Royal Street.Ê Witnesses reported seeing two black males videoing one of the fires then running from the scene in an unknown direction.

JACKSON MADISON COUNTY NAACP MOURNS THE PASSING OF CIVIL RIGHTS ICONS CONGRESSMAN JOHN LEWIS AND REVEREND C.T. VIVIAN It is with deep sorrow that we mourn the passing of two giants of the Civil Rights Movement. Each sacrificed their lives for the cause of justice and equality. Reverend C. T. Vivian and Congressman John Lewis were graduates of American Baptist College in Nashville, Tennessee. While in Nashville students C. T. Vivian and Diane Nash led a march of over 4,000 on city Reverend hall and challenged Mayor C. T. Vivian Ben West, who later made a public statement agreeing that racial discrimination was morally wrong.

I had the occasion of meeting and interviewing Congressman John Lewis in early 2000s at our NAACP Freedom Fund Banquet. I remember him as a gentle spirit, passionate about the work of civil rights and saying to our audience, “keep making good trouble fighting for the rights of others.”

President Carter continues, “these men walked with the Civil Rights giants of their day but never forgot the needs of common people. We will miss their presence, but not their spirit.”

PROFILING LANDED ME IN JAIL

By PAT PATEY - Guest Columnist - patey3370@outlook.com On July 8, 1988, I was driving out of Lincoln Courts after visiting a dear friend.

For years, I ate lunch at my friend’s apartment nearly every Wednesday. People in the neighborhood were used to seeing me coming and going, but there was someone didn’t know who I was: the police.

On the way out of the neighborhood, I passed two police cars on Lincoln Street.

One was parked in a driveway and the other was on the street. I slowly squeezed past the car on the narrow street. Soon, I looked in my mirror and saw one of the patrol cars behind me.

I’m not the sharpest pencil in the box, but I’m smart enough to know to be extra careful when cops are on your tail. I watched my speedometer like a hawk. I stopped at the stop sign on Rivers and Middleton and signaled a right turn.

I was especially trying not to get pulled over that day because I was driving without a license. I had accidentally left home without it.

When I got beside the cemetery on Hardee Street the officer turned on the blue lights. I pulled over thinking perhaps a tail light was out. When I told the officer I didn’t have my driver’s license with me, he said, “That’s what I thought.”

After a brief conversation the officer handcuffed me, put me in the patrol car, and searched my vehicle. He took me downtown and booked me for driving without a license. Then he added, “And negligent driving.” I was appalled.

They fingerprinted me and let me make a phone call. Then they put me in a dank, dimly lit jail cell.

Here’s where white privilege came in, although I didn’t even know it pertained to me at the time.

I was in the jail cell a short time when an officer came to get me. He took me to a captain’s office. My father was there. It turned out that he knew the captain from years before when dad had a position at city hall. I believe he had also called the chief of police before he arrived. As a result, I was released on the spot and my record was cleared. That still didn’t erase the fact that I was pulled over for being a white person in a black neighborhood.

A citizen can’t be apprehended on suspicion alone without probable cause. And the Fourth Amendment is supposed to guarantee citizens protection against unlawful searches.

This unfortunate experience gives me the tiniest glimpse into the authoritarian injustice faced by African Americans. Still, I know it doesn’t remotely compare to what they have suffered at the hands of law enforcement across the country.

Black lives matter.

MALADJUSTED

Merriam Webster dictionary definition of maladjusted is the failure to adjust one’s desires to the conditions of one’s life. Dr. Martin Luther King Jr. in his speech The Need to Be Maladjusted states “I am proud to be called maladjusted because I never intended to adjust myself to segregation and discrimination.

How many of us are willing to be called maladjusted, or continue to be labeled adjusted?

You become adjusted when you are chosen to be the community representative with very little community interaction, or when you become the voice of the neighborhood but not chosen by the hood. This is done because controlling powers know that you have already adjusted your life to their conditions.

Thanks to Tracy Boyd and the new Generation Z leadership for stepping up and speaking out with clarity and boldness again discrimination, white privilege, and underline segregation. The only way we are going to see a change in Jackson Tn. is that Generation Z and other fair-minded citizens become maladjusted. You must become maladjusted to stop police brutality, to remove confederate statues from the center of town, to have equal representation by the population, to put an end to the good-ole boy network, and to create a fair justice system for all.

To be maladjusted you must be ready to adjust the conditions of life to your desires for life. Is anyone in Jackson, TN. ready for the challenge?

Time will tell.

Back to School Announcement Thursday, July 16th A Message from Superintendent Dr. Marlon King It has been a humbling experience to see our Board, administration, staff, and community come together around our New Normal Initiative in reopening schools.

While many throughout the nation have shared plans and dates for returning, we have approached our announcement slightly differently. We are working very deliberately to avoid sending mixed messages while making this initiative a true act of collaboration.

I assured the Board during my interview that I would work to unify this community through transparency and collaboration. This effort is a clear example. After many conversations and observations of the critical data points, we have landed on a start date for school.

Because it is essential that teachers are adequately prepared, we are recommending a two-week time frame beginning August 10. Therefore, students will return on August 24. Our compass remains - options and opportunities, so our students will have multiple paths to travel when deciding on how they want to re-enter school.

Our paths are as follows: • Traditional Classroom Tell Them You Read It In THE CRIMESEEN! • Virtual Classroom • Cyberschool (homeschool - all year) We are launching our online pre-registration, next week, for those parents who have not registered. Also next week, parents who would like to choose the Virtual classroom setting or our Cyberschool, we will be able to begin that process. If you have already registered and you are not choosing any of the virtual options, then you are set and we look forward to seeing your child on August 24.

As shared before, this pandemic has presented challenges and opportunities. To witness firsthand the unity that our community has demonstrated around a critical issue that is unfathomable and impressive.

Although we realize that this plan is fluid and we must be flexible, we are cautiously optimistic that together we will get through this and our students will be stronger.

Now, I am sure that everyone is ready to dig into the details of what a day will look like. We will be uploading protocols and procedures to our Roadmap/School New Normal Initiative, so check there for the latest information.

I hope that it has clicked. Jackson-Madison County has a New Normal Initiative rather than a re-entry plan.

The re-entry is just phase 1 of the new normal. Moving forward, we will have an opportunity to provide a service that could replace many of the challenges that our homeschool families experience; as that resource is a desire for many.

DR. TAMEKA NOEL DECLARES JMCSS “OPTION 1” IRRATIONAL (An Editorial) Confirmed COVID-19 cases are on the rise across the nation, including here in Madison County. It doesn’t matter if cases are increasing because testing is increasing or because this virus is, in fact, worsening. The case numbers are REAL! This virus is REAL! The threat to the safety of our students, teachers, administrators, ancillary staff, and all of the people with which they come into close contact, is REAL! A traditional re-opening of schools in this climate would be unwise. When school resumes in the next few weeks, it should be primarily virtual. I stand firm on this position until there are clear answers to questions such as: - How does the screening of students and staff look logistically - not just during the initial re-opening but day-to-day?

- How will positive screenings be handled? How will positive test results be handled? How will the privacy of those who test positive be maintained?

- What is the plan to perform the constant cleaning/ sanitizing that will be required for classrooms, equipment, and administrative spaces?

- With recent budget cuts in mind, how will we pay for necessary screening, testing, and procurement of personal protective equipment (PPE) for those that need it?

As this city, this county, and this nation - navigates through the COVID-19 pandemic, it is CRITICAL that the opinions of the professional medical community guide school systems’ decisions for the safe re-opening of schools.

As a cardiac anesthesiologist, who has first-hand experience with COVID-19 and the patients it has affected in Madison County, I’m sure that I will prove to be invaluable to the school board. A vote for Dr. Noel is a vote for safety in our schools!

REQUEST FOR RELEASE OF FUNDS On or about August 7, 2020 the City of Jackson, Tennessee authorize the Community Development Office, JHA to submit a request to the HUD Knoxville Field Office for the release of Community Development Block Grant funds authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended; and HOME Grant funds authorized Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake the following projects both city-wide and within the Neighborhood Revitalization Strategy Area (NRSA): • The proposals below (1-2) will require a NEPA review later once the project has been determined as per Section 58.36; and, the City will prepare an update to this EA and a separate FONSA/NOI/RROF at the appropriate time. East Jackson 108 Loan Project (CRA District 2): Funds will be used for public improvements and/or economic development activities. Funds will be used to construct homes in CRA District 2 with Section 108 funds in a targeted areas for positive impact in the immediate and surrounding area CHDO Projects: Funds will be used by qualified community housing development organizations (CHDOs) in providing affordable housing for low and moderate income residents in the NRSA for new construction of homeownership and rental single family units.

These proposals below (3-7) are determined to be Categorical Exclusions subject to Section 58.5 and a tier assessment as per Section 58.15 on a project by project basis will be conducted and included in the environment file of each project according to: [Cite Section(s) 58.35 (a) categorical exclusions subject to Section 58.5]. In addition, a Rehabilitation Statutory Checklist is attached for the rehabilitation programs mentioned below.

HOME Target Homeowner Rehabilitation Program. HOME funds will be used to rehabilitate housing in the target area, the NRSA, for existing, LMI homeowners. Activities include rehabilitation of existing structures, replacement housing as necessary and rehabilitation administration (client intake, construction write-ups, inspections, etc.) [Section 58.35 (a)(3)(i)] Minor Repair Program: Funds will be used for minor/emergency repairs. Home must be owner-occupied, income eligible, and house livable. Includes inspections, code enforcement and other rehabilitation administration. [Section 58.35 (a)(3)(i)] Special Housing: Funds will be used for exterior access modifications to homes of disabled homeowners. The City of Jackson, Tennessee has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the national Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Community Development Office, Jackson Housing Authority; 125 Preston Street, Jackson, TN 38301 and may be examined or copied weekdays 8:00 a.m. to 5:00 p.m. through July 24, 2020.

PUBLIC COMMENTS Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Jackson Housing Authority, c/o Community Development Office, 125 Preston Street, Jackson, TN 38301. All comments received by August 7, 2020 will be considered by the City of Jackson/Jackson Housing Authority, prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS The City of Jackson, TN certifies to HUD that Scott Conger, Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Jackson, TN to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the Jackson Housing Authority, Jackson, TN certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Jackson, TN; (b) the City of Jackson, TN has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to: Knoxville Field Office, Region IV John J. Antwan has had the opportunity to serve on several statewide committees that provide individuals with significant disabilities the opportunity to seek productive employment. As a result of Antwan’s work and community advocacy involvement, he was also nominated for a vice president position with the Tennessee Technology Access Project, also known as TTAP. Antwan is currently serving as the Big Brothers of Brownsville Director, a program that mentors at-risk children.

His drive to better his community, advocate for individuals with disabilities, and encourage young people to vote has landed him a seat at the table for the City of Brownsville.

Last week Antwan was sworn in as an Alderman for the City of Brownsville, Tennessee. So many of his friends and family were thrilled to witness the accomplishment and are looking forward to what Antwan will bring to their community. He is not only an inspiration to individuals with disabilities but to us all in showing that anyone can crush the no’s they’ve been given and achieve their yes!
