Police Identify Victim and Suspect in Ongoing Homicide Investigation
Family members gathered at the scene at Old Hickory and Hollywood Drive at the Valero convenience store following the early morning homicide of 18 year old Isaiah Day a recent graduate of Northside high school. According to rd family he was victim of The suspect in the June 23 homicide has been identified as attempted robbery. CSENews -- DTRB Eugene Richmond, 35, of Memphis. He is in custody at the Madison County Jail for the homicide of Isaiah Day, 18, of Jackson.ĂŠ As police continue to probe the circumstances, the investigation thus far has determined that Richmond arrived in Jackson in a car that he had stolen around 7 a.m. in Memphis on June 23rd. Investigators do not believe Day was involved in the car theft. Around 9:20 a.m., Richmond was driving and Day was a passenger in the stolen car. As Day was exiting the car, Richmond shot him on the parking lot of a business in the 2000 block of Hollywood.ĂŠ Day was transported to a local hospital and pronounced dead. Richmond fled north on Hollywood in the car. Officers later recovered the stolen car at a rest area off I-40 in Madison County. The investigation further shows that around 10:40 a.m., Richmond stole a second car on the parking lot of a business on the 2300 block of N. Highland Avenue. Around 1 p.m., police were called to Furniture World at 272 Commerce Center Circle in reference to an armed person committing a theft. Employees had confronted a man attempting to steal a car on the parking lot. Police arrived and took the man into custody. He was identified as Richmond, and he was armed with a handgun. The previously stolen car from earlier in the day was also recovered on the parking lot. Jackson police anticipate murder charges, and charges related to the car theft and attempt. He is anticipated to make his first court appearance Wednesday morning in Jackson City Court. Investigators are continuing to attempt to determine the motive of the homicide and why Richmond was in Jackson. He has a lengthy criminal history with convictions in 2001 for Aggravated Assault and Voluntary Manslaughter, 2008 for Auto Burglary, 2009 for Auto Burglary, 2015 for Auto Burglary and Theft, and 2016 for Auto Burglary, all of which were committed in Shelby County. Task Force Takedown Agents with the 28th DTF were working hard Tuesday out at China Grove Baptist Church where Agents arrested a defendant who delivered 3.5 grams of methice on a four wheeler to Agents at the church and then attempted unsuccessfully to flee Agents.Ê Agents then were able to recover an additional 11.2 grams from his residence for a total exceeding 1/2 ounce. The defendant is currently on parole as well as on bond for multiple charges. He is being held by Sheriff Paul Thomas at Gibson County Sheriff’s Office in lieu of $150,000.00 bond.Ê

18-year-old charged with murder in southeast Memphis triple shooting JUNE 24, 2019, BYÊERYN TAYLOR - wreeg.com MEMPHIS, Tenn. — An 18-year-old was arrested and charged with first-degree murder following a shooting over the weekend. According to police, three men were driving in the 4700 block of Barkshire Drive when they were flagged down by Malik Bell. The suspect reportedly walked up to the passenger side and asked to buy some marijuana. It was during this encounter that Bell allegedly pulled out a gun and told the men to “give it all to me” before opening fire. The passenger, Dominick Hull, was shot multiple times in the upper torso and was located by police several minutes later unresponsive. The driver and a second passenger were taken to Methodist Germantown Hospital by private vehicle. The driver was treated and released while the passenger was airlifted to the Regional Medical Center. Bell was charged with first-degree murder in perpetration of a robbery and two counts of attempted first-degree murder in perpetration of a robbery.

June 24, 2019ÊÊWBBJ 7 Eyewitness News Staff JACKSON, Tenn. — A Milan man is sentenced to more than 12 years in federal custody after pleading guilty in a case involving a minor. In March, Kenneth Fongers (right) pleaded guilty to one count of transportation of a minor to engage in a sex act. The charges stem from allegations made in 2017. Court documents say Fongers was sentenced to serve 12 and a half years in federal custody, in addition to five years of supervised release. He is also required to register as a sex offender.

JUNE 18, 2019 - wreeg.com KNOXVILLE, Tenn. — Police in Tennessee say a severed body was found in the car of a motorist at a traffic stop. According toÊWVLTÊin Knoxville, Dorra Johnson was first stopped on Interstate 40 after authorities spotted him swerving on Sunday, June 16. When authorities pulled him over, he yelled out the window that he needed to get home and then took Dorra Johnson off. He eventually hit a utility pole and took off on foot. An officer was able to capture the 29-year-old. It was after they made the arrest that officers said they found a severed torso on the car’s passenger floorboard. The officer found the rest of the victim’s body at the crash site. Investigators found the victim’s wallet and identified him as 65-year-old Darryl Eugene Butler. They said the victim was a pedestrian that was hit and killed by their suspect. Johnson was charged with vehicular homicide, evading arrest and driving with a revoked license.

Conger has sights set on strong future By Malorie Paine - CSENews Scott Conger says he has a vision for Jackson that establishes a foundation for the future of the city. “I have two small kids,” Conger said. “Every decision we make today impacts 20 years down the road. I want it to be so that when my kids graduate high school, college or trade school –whatever they decide– that they will decide to live in Jackson.” Conger saw running for mayor as an opportunity to put his vision into action. He served as a city councilman for 6.5 years and says he gained a lot of insight into the city’s operations. “In my time on the council, I saw a lot of opportunities that the city had and thought I could best serve in the role of mayor,” Conger said. Conger says when he closes his eyes and pictures Jackson in 15 years, there’s a lot he sees. One of the biggest things is to continue a downtown revitalization. He wants to give people the opportunity to create more small businesses in Jackson as well. Conger says some unused space within City Hall may even become a co-working space. The idea of coworking spaces is taking off across the country, and allows professionals to have a dedicated work space without owning or leasing an entire building. Co-working spaces allow people from multiple organizations to work together within one space. “I want to bring a strong job market to Jackson,” he said. “I want people to realize that when one succeeds, we all succeed.” Conger says development is a key to drawing in and retaining citizens to the area. “We have to be strategic in our development,” Conger said. “People look for a city they want to live in before looking for a job.” Conger also plans to help Jackson become a more walkable and connected city with more biking lanes. Development isn’t Conger’s only vision though. He also plans to make the government operate more efficiently through digitization of documents and contact with government organizations. Conger says he aims to be more transparent and allow for constant communication with citizens. Conger demonstrated his effectiveness at communication throughout his campaign process by taking a grassroots approach through social media and town hall meetings. He says he and those running his campaign really worked on connecting with the people verses a more traditional fundraising approach. Conger has high hopes for the city, and he’s looking forward to beginning the process as mayor.
By Malorie Paine - CSENews Madison County Commissioners voted last week against a memorial plaque for three known people lynched in Madison County during the late 1800s, but some commissioners say they’ve changed their minds. County Commissioner Terry Spearman was one of 14 who voted against the plaque. Spearman said he initially voted against it because he did not have enough information about the organization’s mission and purpose behind the plaque. However, Spearman said now he’s considering voting differently should the County Commission vote again. “It’s a very touchy subject as a black man, and by them not giving me adequate information, I was totally against it,” Spearman said. Spearman said the Commission does have the opportunity to change their minds, but it was not yet determined if they would have a chance to do so. Dr. Cindy Boyles, project manager with the JacksonMadison County Community Remembrance Project says her organization, who is behind the plaque, will continue their work in getting it installed regardless of cooperation from the Commission. “We’re all citizens of Madison County involved in the organization who want to see this done,” Boyles said. Boyles said installing plaques like this one is happening across the South and in other states to bring attention to history that isn’t talked about enough. The intention behind the plaque is simply to help bring awareness. “The plaque can’t tell the whole story,” Boyles said. “This may just help someone say ‘hmm, I didn’t know that’ and prompt them to do their own research.” Boyles said that not talking about the history and things that have happened have been a cause in racial divisions even today. “It impacts us today,” Boyles said. “In the United CONT’D ON PAGE 14

Budget battle continues with Madison County Sheriff And County Commissioners

Madison County Commissioners are asking By ‘Downtown’ Rickey Brown Madison County Sheriff rickeylynnbrown@hotmail.com John Mehr to settle for a $22.2 million dollar budget but Sheriff says he needs $25 million to operate his department properly. According to Madison County Commissioners the Sheriff is over 25% percent bigger and spending nearly $5 million more per year than it was five years ago.Ê The Sheriff indicates these increases are necessary to improve the department as it comes at a cost to the people of Madison County. County Commissioner Chairman Gary Deaton said “look at the personnel he’s added the former sheriff did not have. “He’s added a lawyer, a Human Resources Person, a communications person and a new ranking position he calls a “major” that he hired his wife for,” said Deaton. When you total all this together it adds up real increase in tax dollars and it costs the county hundreds of thousands of dollars each year” The Madison County Commission and the Sheriff have been locked in a budget battle dispute for over a year now.Ê The Sheriff requested a budget close to $25 million dollars for the 2019-20 budget year. If the commissioners had approved his budget it would have been a year to year increase of $3.2 million and nearly an $8 million increase since he took office in 2014. This kind of increase is unheard of in Madison County government said Deaton”.Ê Normally county departments budgets are increased by a percent or two or two per year , the same rate the county tax rate grows. The Commissioners finally rejected the sheriff’s budget request instead recommending a budget of $22.2 million for the 2019-30 year.Ê Last year the sheriff requested a budget of $23 million but received $21.3 million instead. Mehr has returned to the commission monthly with budget amendments that dipped into the county’s general fund.Ê The commission approved more than $1.4 million of the amendments before denying one in March.Ê “Instead of trying to live within the sheriffs budget he was back requesting more money every month from us since September 2018,” said Commission budget chairman Doug Stephenson.Ê “To me, the sheriff is not trying to find places he can cut his budget.” The budget fight has put new attention on the specific spending Mehr has done throughout his term as sheriff.Ê The sheriff said when he took office in 2014 his patrol and jail departments were poorly understaffed.” “The state told us when he took office the sheriff was short staffed,” said Deaton. By 2019 the Madison County Sheriff’s office has nearly 300 employees including 107 jail officers 86 deputies and 28 sergeants and nine lieutenants. The sheriff says the increase in patrol staff has paid off and according to FBI crime data, the average clearance rate for a city or county of Madison County’s size is 48.2 percent for violent crimes.Ê Madison County clears cases at a 68.9 percent rating and property crime at 23.2 percent. The sheriff has its own full time IT administrator, Human Resources Director, budget director, financial manager and public information officer and also pays for a part time attorney.Ê Having an attorney is really aggravating some commissioners because the county commission already has a county attorney making $60,000 yearly.Ê The sheriff said however “the attorney helps the officers go through reports to make sure they’re doing everything right. He keeps updates on the mae Enforcement side of duties and helps train our offices on legal issues” he helps with things the county attorney cannot do.” According to county records, the Sheriff pays their attorney $85 per hour for about 30 hours of work per week.Ê The office pays him a total of over $130,000 yearly more than any other employee in the sheriffs department, including the sheriff. “I told the sheriff when he hired his wife it would not look good,” said Chairman Deaton (right). “But Mehr said she was qualified and he went ahead and did it anyway.” The 2019-20 budget still has to be approved by the full county commission meeting June 28.

I offer this communication for the express purpose of giving light to what I consider to be a dark and bleak situation. Most recently, I have been the focus of a petition which seeks to recall my position as a member of the Jackson-Madison County Board of Education. Words cannot adequately describe the deep emotional pain that I have endured due to this action. The petition states the following as reasons for the proposed action: “ She has failed to provide effective representation by her lack of communication with constituents and failure to support the vision and priorities of Superintendent, Dr. Eric Jones.” Please allow me to be abundantly clear, there has not been a time that I have that communicated with my constituents and/or the general public. Even though I receive a number of emails, phone calls, and text messages each week, I say without hesitation, I always respond. I may not give the answer to their liking or approval; however, I always communicate. Regarding my support of Dr. Jones, claims that I did not support him are utterly false. I did support Dr. Jones’ plan while offering ideas that I campaign on to strengthen our schools and save tax payers money. You did not elect me to be a rubber stamp. As a former educator and school administrator, I came into this position with over 3 decades of experience. My varied positions in school systems have benefited me with knowledge about how to ensure children receive an excellent, quality education. I bring experience and ideas with me about how to prepare our children for success. Often Dr. Jones would call me to discuss school- related issues. I would have preferred that Dr. Jones remain our superintendent; however, it was his decision to take another job. Now we must focus on hiring his placement and moving forward. As a former educator, I campaigned and was elected on doing what is best for all of our children. Please know that I have not wavered at any time on that commitment to the children or to my constituents. Many of you may be asked to sign the petition against me. I recognize that this decision is yours, however, I am asking you to not sign this misguided ill- informed petition. It is unfortunate that a few seemingly disgruntled people have initiated such an attack on my character and integrity. The real truth concerning these allegations is that they are simply false. In closing, I thank you for allowing me to give clarity to this important issue. May only the best come for the Jackson-Madison County school system and all of the residents who are blessed to live here. I pledge to continue my efforts to help make our school system the very best, and I remain your loyal school board member.

“Ring The Bell: Literacy Is Everyone’s Problem” Once in a while a meeting can develop into so much more when two parties discover that they have so much in common. My name is Don Polley and I am a contributing writer for the Jackson Business Journal’s “Read To Succeed” page each quarter. I am also an education consultant and author of a book; “I Am Not An Anachronism.” My book is an autobiographical account of someone that was continuously employed from 1974-2011 but not at the same job. Along the way I had obtained two Associate degrees at two different Community Colleges. I am currently on the Board of The Imagination Library in Gibson County as well as a reading coach with Arise2Read in Humboldt, Tennessee. I graduated from Union University in 2013 with honors and am a lifelong learner that has practiced experiential learning throughout the course of my life. My current focus is on literacy and workforce development and encouraging young people to take advantage of the opportunities available in Tennessee today. I obtained a copy of Dr. Karessa Morrow’s book; “Ring The Bell: Literacy Is Everyone’s Problem.” I wanted to review her book for the next edition of The Jackson Business Journal. I picked up a copy from a relative in town and she called me and we agreed to meet for lunch as she was planning to come to town. This is just the first installment of a series I plan to write for Crime Scene Examiner to recount our efforts supporting literacy and JMCSS. Dr. Morrow is a 1983 graduate of JCM and a 1987 graduate of Lane College. She is a thirty-year veteran in education. She has experience as a principal, assistant principal, literacy coach, and a reading specialist. She holds a Doctorate Degree in Educational Leadership from Maryville University, in St. Louis Missouri. She received the Pettus Award of Excellence which recognized principals for inspiring students and staff to perform at high levels of academic achievement. She was a recipient of the Peabody Energy Leader in Education which honors dedicated educators who inspire and motivate youth to succeed. It has been a privilege and an honor to work with her on a “Leaders Are Readers” initiative in Jackson, Tennessee.

We may not have lynchings today, but we can clearly see the impacts of the lack of due process through mass incarcerations that we have today.” Boyles said talking about the history is a must in moving society forward. “We tried to say if we don’t talk about it and we don’t look at it, and we put it under the rug, everything will get better, but everything has not gotten better,” Boyles said. “We still see racial divide between people, we still see economic and racial disparities between whites and African Americans and other minorities. If keeping quiet had worked, we really shouldn’t see any racial and economic disparity.” JMCCRP is working with the Equal Justice Initiative to install the plaque, but Boyles said her organization approached the EJI to help with the plaque. Boyles said the EJI helps fund the installation of the plaque, and works in many towns to help memorialize events like the ones in Madison County. The JMCCRP will meet Thursday to determine alternate locations for the plaque to be installed, but the group is dedicated to ensuring it happens.

Mr. Barnett realizes taking over as the principal at Liberty Tech will come with challenges but says he is looking forward to work with the community and staff to invest in students and continue the district’s process of providing options and opportunities. “Students should expect to be given the best opportunity to learn and grow and should be ready to work each day,” he said. UT MARTIN STUDENT NAMED MISS TENNESSEE VOLUNTEER 2019 MARTIN, Tenn. – Kerri Arnold, of Holladay, was crowned Miss Tennessee Volunteer 2019 on June 22 in Jackson. Arnold is a junior interdisciplinary studies major at the University of Tennessee at Martin and will spend the next year serving as Gov. Bill Lee’s character education spokesperson to schoolchildren across the state. Arnold competed in the Miss Tennessee Volunteer Scholarship Pageant as Miss Scenic City, a title based in Hamilton County. This is her first pageant appearance since participating in Miss Tennessee Teen while still in high school. She is using her new title to support the Make-A-Wish Foundation. Miss Tennessee Volunteer wins a $25,000 academic scholarship, the use of a new car for travel to and from her appearances and a public wardrobe from JoAnn’s in Union City for the next year.
