FOREWORD This report is presented by Creative Insights Studio, the implementing partner of the City of Helsingborg, to lead and deliver Söderscen from 2022. As a team that lives and works in Söder, we don’t just manage a project—we are part of the neighborhood. Over nearly four years, we have had the privilege of building relationships, testing ideas, and standing alongside local associations, artists, residents, and city departments to activate public spaces and nurture community life. What began as a placemaking initiative responding to safety questions has evolved into a platform for collaboration, inclusion, and everyday engagement. We have seen firsthand that transformation does not come from grand gestures alone; it grows from consistency, care, and shared ownership. This report captures our collective learning, the voices of partners and participants, and the patterns we see emerging after four years on the ground. It reflects on what Söderscen has delivered and how it helped shift how people see, use, and feel about Söder. We are committed to continuing this work with humility and hope. PREFACE With Söderscen, we make a difference In the Police’s safety survey, Söder has for several years been listed as one of the most unsafe neighborhoods in Sweden. To reverse this trend, we have invested in the urban environment and made several improvements to create a safer and more pleasant district. This work is ongoing and takes place through various forms of collaboration. We launched the Söderscen project during the 2020 pandemic, following a significant renovation of Furutorpsplatsen in 2018. The reconstruction followed our “factors for safe urban environments,” based on the theory of CPTED (Crime Prevention Through Environmental Design), second generation. Improvements included better lighting, security cameras, a new playground, and gathering spots with tables, benches, and grills. But even though the park had undergone a major transformation, there were still significant problems in the area—such as parallel societal structures, drug dealing, and unhealthy competition among local businesses. Fearing these problems would once again spill into the park, we saw the need to increase presence and activation.

The same challenges affect Gustav Adolfs Torg, where we must build presence and trust. One takeaway from the Rosa Trappan project in 2018 was an apparent demand for more presence. A 20-foot furnished container with an attached veranda and lighting has become a destination and meeting place for residents and visitors. Through open and accessible events and activities, the goal is to attract both children with parents and adults of all ages to gather and connect. The city’s trend and external analysis for 2024 highlight that trust is lower in Helsingborg than in most comparable cities. With Söderscen, we aim to involve residents to increase engagement and get more people invested in improving their neighborhood—and pushing back against hostile forces. ABOUT SÖDERSCEN Söderscen is a placemaking initiative focused on making Söder in Helsingborg a more inviting, active, and safer neighborhood. The project centers local knowledge and participation to transform public spaces and strengthen community ties. Through collaboration between residents, associations, businesses, and city departments, Söderscen activates two key locations: Furutorpsplatsen The goal is to make the park a vibrant, everyday living room—an open and accessible space for play, creativity, rest, and events. Gustav Adolfs Torg: Söderrummet Söderrummet is a pop-up meeting spot. It is a bookable, accessible space for organizing non-commercial activities, dialogue, and events.

The overarching aim is to uplift Söder for its residents, offer children a good start, vibrant student life, strong social bonds, and a safe place to grow old. We work toward this by: • • • • • •

Creative Insights Studio: Söderscen Implementing Partner Söderscen is a project initiated by the city of Helsingborg and is implemented by Creative Insights Studio AB under procurement 114-2022. About Creative Insights Studio Creative Insights Studio is a multidisciplinary consultancy studio that offers design-driven services for non-profits, the public sector, and purpose-driven organizations. Grounded in human-centered design, social innovation, and co-creation principles, we help our partners address complex social, cultural, organizational, and environmental challenges. A creative team for creative projects, we bring diverse expertise and fresh perspectives to every challenge. Abbas Sbeity Project Manager Abbas Sbeity is a strategist, curator, and facilitator. He leads Creative Insights Studio, offering design and research consultancies for the public sector and development agencies. He runs his curatorial practice through Kulturrummet, focusing on site-specific, community-driven projects. His work often engages local communities through participatory and co-creation processes to explore social, political, and urban issues. His extensive cultural management experience includes leading learning projects and grant schemes for artists, journalists, and cultural practitioners across the MENA region. CONTEXT Söder is the southern district of Helsingborg, initially developed in the mid19th century to accommodate a growing working-class population. The area became known for its various businesses and shops serving everyday needs, including bakeries and clothing stores. Over the decades, the district’s character shifted: department stores emerged in the 1930s, and in the 1980s, many manufacturing businesses either closed or relocated outside Sweden in search of lower production costs. As a result, some residents moved to other areas with newer housing developments, while others, including immigrant communities, gradually settled in Söder. Since 2017, Söder has appeared on the Swedish Police’s list of vulnerable areas, remaining classified as a risk area until 2023. This designation has increased attention to safety and security within municipal planning, especially as outlined in the Action Plan for Security in the Urban Environment 2018–2023.

The Swedish Police aim to reduce the number of vulnerable areas and prevent new ones from emerging. To support this, the Police Authority collaborates with municipalities through formal agreements establishing shared strategies and goals. One such agreement between the Police and Helsingborg Municipality was signed in 2018, covering the period through 2020. It focuses on five identified safety concerns: organized crime, drug sales, unsafe public spaces, public acts of violence, and social disorder. In 2021, the Police received increased resources for patrolling Söder, and the city joined a pilot project with five other municipalities targeting financial crimes in collaboration with various governmental agencies.

The City Planning Administration (Stadsbyggnadsförvaltning, SBF) also plays a central role in the city’s safety work. SBF combines data analysis, local dialogue, and urban interventions to assess and respond to conditions in specific areas. Their process includes analyzing demographic and socioeconomic indicators, engaging with residents and local actors, and conducting area evaluations based on maintenance, visibility, social cohesion, and place identity. These insights inform the prioritization of annual interventions, including physical improvements (e.g., lighting or surveillance) and area-based development initiatives such as placemaking. SBF emphasizes that creating attractive, inclusive environments can increase public presence and, in turn, strengthen perceived and actual safety. 19


One of the major area-based initiatives in Söder is Älskade Söder (“Beloved Söder”), which works toward creating a welcoming and vibrant urban environment. Among other efforts, the project supports the Purple Flag certification process, which evaluates city areas on their safety and functionality during evening and night hours. Söder received certification in 2020 and 2022, joining other certified areas such as Maria Torg and Helsingborg C. Historically shaped by its proximity to the port and train station, Söder developed as a residential area for workers, contributing to early spatial and social differentiation from the northern parts of Helsingborg. Over time, changes in urban development, population demographics, and economic trends have continued to shape the area. Söder is widely recognized today as one of the city’s most diverse districts, characterized by its multicultural shops, restaurants, and public life. At the same time, its inclusion on the vulnerable areas list has contributed to a perception of insecurity.

Recent developments in Söder reflect broader efforts to revitalize the district. The opening of student housing and the nearby Campus Helsingborg (Lund University) marked a step toward attracting new groups to the area. Other urban developments include the construction of the Radisson Blu Metropol hotel and the renovation of SöDER mall (formerly Söderpunkten), now a mixed-use center with shops, restaurants, a cinema, and a 20-story residential building. These additions have increased foot traffic and interest in the district. Key urban nodes include the Helsingborg City Library at the start of Södergatan and Gustav Adolfs Torg, a central square home to a marketplace, church, gyms, restaurants, and supermarkets. 20

Efforts such as Älskade Söder integrate safety with broader inclusion and community development goals. Public space projects—such as Söderscen at Furutorpsplatsen and Söderrummet at Gustav Adolfs Torg—form part of a growing ecosystem of initiatives to strengthen trust, social life, and urban vitality in Söder. New Strategy: A Shift Toward Long-Term, Inclusive Urban Safety Building on the previous strategy cycle (2018–2023), Helsingborg Stad introduced a new Action Plan for Safety in the Urban Environment (2024– 2030), marking a strategic shift toward long-term, systemic processes aimed at strengthening both objective safety and residents’ sense of security. The new plan moves beyond short-term measures to emphasize continuous presence in priority areas, cross-sector collaboration, and residents’ lived experiences. Söder remains one of the city’s designated priority districts, identified through composite data including police assessments, socioeconomic indicators, and community dialogue. Key developments in the new strategy include: • Safety is now understood as the crime risk and the individual perception of security, focusing on trust, inclusion, and equity in public spaces. • The city uses frameworks like JämtJämlikt to ensure public spaces are planned with consideration for gender, age, ability, and background. This reflects a growing emphasis on equality in access to and experience of urban environments. • Placemaking (locally termed levandegöra) is now central to safety work, supporting artistic and cultural activation of public spaces. Projects like Söderscen at Furutorpsplatsen and Söderrummet at Gustav Adolfs Torg are examples of this approach in action. • The city uses real-time data and local knowledge to guide interventions and evaluate progress through the EST network (Effektiv Samordning för Trygghet) and regular community dialogues. This new direction emphasizes that safety creates spaces where residents feel welcome, represented, and connected. In this light, initiatives like Söderscen contribute to a broader citywide goal: building inclusive, vibrant environments where all people feel seen, safe, and engaged.

STRATEGY & APPROACH CREATIVE & CULTURAL PLACEMAKING Söderscen continues to adopt creative and cultural placemaking as a flexible approach to urban engagement and community development. It harnesses the power of art, culture, and creativity to bring people together, facilitate dialogue, and activate shared spaces. We use a broad definition of culture— beyond traditional art forms—referring to practices rooted in food, music, organizing, care work, and everyday creativity. Culture is both a tool and a result. Through festivals, workshops, markets, and gatherings, Söderscen becomes a platform where people meet, express themselves, and contribute to the evolving identity of Söder.

PRINCIPLES & WAYS OF WORKING Söderscen 2024 builds on previous years of cultural placemaking by refining a long-term, systems-aware approach to inclusion, safety, and community life. In a time when trust is fragile and public space contested, we treat participation as infrastructure—something that must be cultivated, maintained and made visible. Our work is guided by five core principles:

We begin not with what is lacking but with what is already present: people’s talents, ideas, relationships, spaces, and traditions. We support local actors to design and lead activities that grow their presence and role in public life.

We approach programming with playfulness and curiosity. Play enables experimentation and lowers barriers, especially for families and those less engaged by formal methods. It is both a tool and a tone: joyful, open-ended, and generative.

We understand public space as part of a living system shaped by policy, perceptions, memory, and infrastructure. Every activation is an opportunity to reconnect this system with the people it serves.

Collaboration as Culture

We work across silos by bringing together residents, associations, cultural practitioners, businesses, and city departments. We generate more resilient, responsive, and locally grounded initiatives by sharing responsibility and knowledge.

We make deliberate room for dialogue, cocreation, and shared decision-making while remaining mindful of our position in local systems. Practicing transparency and accountability in every partnership, we work with associations to remove barriers to participation.

Understanding Relationships Söderscen works with local actors through ongoing dialogue, shared actions, and trust-building. Our ecosystem includes a vast network of residents, associations, city departments, businesses, artists, and organizations who all contribute to the life of Söder’s public spaces. We see each actor as an active node in a place-based system. To navigate and strengthen this living system, we use a layered engagement strategy based on types of relationships and levels of participation. This ladder guides how we build relationships, starting from awareness and moving toward deeper trust and shared creation.

Mapping Local Engagement Söderscen primarily focuses on the residents of Söder and Helsingborg, with a commitment to inclusive and relevant programming across age, background, and interest. By analyzing engagement across three dimensions we better understand who is involved, who is missing, and how to tailor activities and communication. These dimensions are defined as: • Reach: Our ability to connect with each group through channels, partners, or presence. • Interest: The level of enthusiasm or resonance our programming has generated. • Participation: The extent to which groups are actively involved—as attendees, contributors, or co-creators. Söderscen’s communication work supports the project’s broader goals by informing, inviting, and representing. Our communication efforts aim to build trust, shape narratives, and reflect the diversity and creativity of Söder. Communication Objectives • • • • •

Dancing Into Belonging with Swing Helsingborg

“Dance creates spaces where people can truly connect, regardless of their backgrounds.” – Hazni Demir Throughout the summer of 2024, Furutorpsplatsen came alive with music, laughter, and dance. Under the guidance of cultural manager and dance instructor Hazni Demir, Söderscen hosted eight outdoor swing dance workshops, creating a welcoming atmosphere where local and international residents could meet, mingle, and connect. When Hazni moved to Helsingborg, he noticed more than just a lack of swing dancing opportunities—he saw an untapped potential to bridge cultural divides. Having heard stories about international students often struggling to form friendships with locals, Hazni was determined to rewrite that narrative through the universal language of dance. “In swing dance, there’s a saying: if you do something wrong the first time, it’s a mistake, but if you do it wrong the second time, it’s your signature move,” Hazni explains. “This philosophy of embracing imperfection captures exactly what we aim to create—spaces where people feel free to be themselves and connect authentically.” Hazni’s journey in Helsingborg began in early 2023, hosting humanitarian dance workshops to raise funds for Ukraine. The overwhelmingly positive response revealed the residents’ deep need for more genuine social connections. With Söderscen’s support, Hazni’s workshops evolved into a comprehensive program featuring regular dance classes, practice sessions, and lively social dance evenings to foster friendship, inclusion, and cultural exchange. Through this collaboration, Hazni discovered a deeper appreciation for the neighborhood. He further collaborated in Söder with HelsingborgsHem and the local Kurdish women’s association. He later coordinated an international dance exchange, bringing together 32 dancers from Turkey, Kurdistan, Bulgaria, France, and Sweden. Over several days, participants explored how dance can address social issues, build solidarity, and facilitate cultural exchange. “Dance means sharing,” Hazni concludes. “At its essence, it’s about bringing people together, creating solidarity, and revitalizing hope.” 51

The Community Lab emerged as a vibrant initiative to strengthen civil society organizations within Helsingborg’s Söder neighborhood. Recognizing Söder’s dynamic community of associations—primarily immigrant-focused under the Invasam umbrella—four key local actors came together: Helsingborgshem, Invasam, Söderscen (Creative Insights Studio), and Studiefrämjandet. With a shared vision of creating impactful community-driven projects, the Community Lab provided tailored workshops and hands-on coaching to five participating associations. Through focused sessions on democracy, project development, communication strategies, and funding, participants enhanced their operational and leadership skills. They explored practical placemaking concepts and learned how to effectively engage their communities and navigate funding landscapes. Following the lab, Fyra Färger organized a collective painting workshop, while Mitt Speciella Barn launched a successful inclusive VR experience for families. These projects fostered deeper community bonds and provided practical evidence of newly developed capabilities. Participants left the Community Lab equipped with stronger organizational structures, increased collaborative skills, and greater confidence in implementing placemaking projects. 53

Alla Barn Tillsammans was organized by Mitt Speciella Barn at Söderrummet in collaboration with Söderscen and Studiefrämjandet. Designed as a unique public space experience, the event invited families and children with and without special needs to explore inclusion through engaging Virtual Reality (VR) activities. Mitt Speciella Barn, founded by Mohamed Askalani and driven by his personal experience as a parent, has always championed inclusivity and understanding. With a vision for a society that values diversity and provides equal opportunities, the organization’s VR event aimed to foster empathy and awareness through an immersive, interactive approach. The event was a remarkable success. VR stations quickly became a favorite attraction, allowing children to enter different realities and illustrating the everyday challenges individuals with special needs may face. Parents watched with enthusiasm, joining critical dialogues facilitated by Mitt Speciella Barn about how each family can actively support inclusivity in their daily lives. “The children were excited and engaged, which created a lively and welcoming atmosphere,” noted organizer Mohamed Askalani. “We successfully opened conversations with families about the importance of understanding and supporting children with special needs. Many parents expressed appreciation and newfound awareness thanks to these immersive VR experiences.” The lessons learned were invaluable, reinforcing the importance of community engagement and clear communication. By gathering feedback from participants, the organizers gained insights for future improvements. “Working in a public space like Söder taught us to be flexible, adaptive, and collaborative,” Mohamed reflected. “Events like this one, centered around inclusion, bring communities closer and deepen understanding about the importance of accepting differences.” Through this joyful and educational experience, Söderscen and Mitt Speciella Barn showed that inclusive public activities can build empathy, foster connections, and inspire meaningful change, bringing the vision of an inclusive Helsingborg one step closer. 55

Building on its initial success, Söder Art Fest returned in 2024 to showcase local creativity. Hosted this year at Gustav Adolfs Torg, the festival strategically relocated to a more central and accessible venue, drawing an impressive attendance of over 3,000 visitors, far surpassing expectations. With the participation of 22 local artists, the festival buzzed with energy, offering visitors an array of artistic experiences through five engaging workshops and six lively performances. Activities catered to all age groups, encouraging meaningful interactions among diverse community members. The location significantly boosted foot traffic and participation, fostering spontaneous community engagement and amplifying the festival’s vibrant atmosphere. Organizers praised Söderscen’s exceptional support throughout the process, from the event planning and logistics coordination to effective collaboration with local actors. This organizational framework ensured smooth operations and contributed significantly to participants’ and visitors’ positive experiences. Feedback highlighted Söder Art Fest’s role in breaking down barriers between Söder and other parts of Helsingborg, emphasizing the neighborhood’s rich cultural diversity as a valuable asset. Looking forward, organizers plan to enhance promotional efforts further to attract even broader citywide participation, fostering greater cultural exchange and community cohesion. 57


Circus School: Acrobatics meets Integration at Söderscen.

In the summer of 2024, Söderscen brought the joy of circus arts to Furutorpsplatsen through a collaboration with Ukrainian trainers Bogdan Klymets and Viktoria Klimetc. After running a successful circus school in Ukraine for over twelve years, the duo established a new version of their school in Helsingborg at Tryckeriet, with support from Svenska Kyrkan and Studieförbundet Vuxenskolan. With Söderscen’s support, the Circus School expanded into the public space of Söder, hosting vibrant outdoor workshops that welcomed over 30 children per session aged 5 to 16. The participants included both complete beginners and young performers with prior experience. The initiative’s goal was simple yet meaningful: to create opportunities for Ukrainian and Swedish families to meet and connect through playful, creative, and confidence-building activities. Beyond the excitement of acrobatics, juggling, and balance exercises, the Circus School aimed to foster deeper community bonds and social integration. The program emphasized the cultural significance of circus and dance for many Ukrainian families, positioning these shared art forms as a powerful bridge between communities. With Söderscen, the outdoor workshops at Furutorpsplatsen increased visibility and accessibility, encouraging participation from passersby and residents alike. The result was a lively cultural exchange that helped break down social barriers—through movement, laughter, and the universal language of play. 59


Söderdagen: A Collective Celebration of the Neighborhood

In its third edition, Söderdagen expanded its footprint and impact by bringing together over 50 volunteers and a broad coalition of partners to celebrate Söder’s diversity and spirit. For the first time, Söderscen took on a co-lead role for activities at Furutorpsplatsen, working closely with Helsingborgshem and Inva-sam to reimagine the park as a vibrant hub of cultural exchange and community pride. The vision for Furutorpsplatsen was to create a family-friendly “fiesta” organized with local associations. Over ten local groups activated the park with interactive tents offering games and food—some free, others available at low cost. Instead of individual sales booths, We tested a collective revenue model where all income was pooled and redistributed based on the number of volunteers and hours contributed by each association. This experiment in economic cooperation was designed to reduce competition and increase equity among participating organizations. Söderdagen is part of a citywide initiative led by HBG City to showcase all that Söder has to offer. This year’s edition spanned several locations—from Stadsparken to Mäster Palms plats, Gustav Adolfs Torg, and, for the first time, Vagnhall 16. The expanded footprint reflected growing enthusiasm and participation from residents and the Helsingborg community.

Tree Family Project: Breaking Norms through Community Art

Led by artists Ward Zaraa and Sara Khayat, the Tree Family Project became a vibrant celebration of creativity, diversity, and dialogue around social norms in Helsingborg. Over four weeks, more than 100 local children and adults participated in interactive workshops to design three unique “tree dresses.” One of the standout pieces, Our Tree’s Dress is a Sea, brought together children’s drawings of Helsingborg’s sea and imagined marine life—transformed into a colorful, upcycled garment adorning one of the park’s trees. But the Tree Family Project went far beyond artistic creation. At its core, it sparked open conversations about freedom of speech, identity, and the potential for art to challenge societal expectations. Participants—spanning a wide range of ages, cultures, and life experiences—came together to explore how public art can break down barriers and inspire meaningful dialogue. The workshops became spaces of learning, empathy, and deep reflection for both the artists and participants. Sharing personal stories helped uncover common ground and reminded us that despite our differences, we are more alike than we think. Through this simple yet impactful artistic expression, the Tree Family Project demonstrated how public art can catalyze connection, collective reflection, and positive social change in Helsingborg. 63


Söder Street Art Tours: Rediscovering the Neighborhood through its Murals

In collaboration with Kulturhotellet and Peter Eriksson, Söderscen offered residents a new way to experience Helsingborg’s Söder neighborhood: guided street art tours. These tours transformed the urban landscape into an open-air gallery, bringing attention and deeper appreciation to Söder’s vibrant mural scene. Peter Eriksson, a passionate public art advocate, led engaging weekend tours that introduced participants to the stories, techniques, and inspirations behind each mural. With intimate groups of 10–15 attendees per tour, participants gained in-depth knowledge about the art pieces that defined Söder’s streetscape. “Our goal was simple—to allow people to experience and connect with Söder through art,” Peter shared. “Street art was once viewed as something obscure, but it has become an accessible and inspiring way to rediscover a city and its community.” The tours resonated with residents from Söder and other parts of Helsingborg. This diverse yet enthusiastic group embraced the murals as visual delights and meaningful landmarks, sparking curiosity and thoughtful discussion. Street Art becomes a catalyst to encourage residents to explore and appreciate Söder from fresh perspectives. 65


Södervärdarna: Building Pride and Responsibility in Söder

Throughout 2024, Södervärdarna brought warmth, dialogue, and a sense of community responsibility to Helsingborg’s Söder neighborhood. Twice a week, their dedicated presence at Söderrummet fostered meaningful conversations about creating a cleaner, safer, and more welcoming environment. As hosts and facilitators, Södervärdarna combined open dialogues with engaging activities and competitions, successfully drawing in a diverse audience and transforming Söderrummet into a natural meeting point. Their proactive approach encouraged open communication on critical local issues such as littering, safety, and community pride. “Our goal was to foster positive behavioral change,” explained Södervärdarna’s team. “We found that open dialogues and shared learning around littering create understanding and a sense of collective responsibility.” Södervärdarna has built bridges between residents, property managers, and local businesses through their persistent engagement. Their meticulous work, including reporting and managing hazardous waste, directly contributes to community safety and well-being. As Södervärdarna describes their mission: “Engagement and presence build trust in the neighborhood. When people feel responsible and see the impact of their actions, the neighborhood transforms, and pride grows.”

LEARNING & SHARING Söderscen is part of a broader international conversation on placemaking, inclusion, and community building. In 2024, we actively contributed to this dialogue by sharing our experiences and methodologies with networks across Sweden and Europe. We welcomed three learning delegations to Söder, offering immersive site visits and exchanges with local partners and residents: Community Alphabet – a European initiative exploring participatory models for local community development. Placemaking Sweden – a national network gathering practitioners and municipal actors interested in public space. Placemaking Europe – a European movement connecting people who shape better public spaces through placemaking.

INSIGHTS FROM PARTNERS Partners involved in Söderscen 2024 highlight a year of deepened collaboration, shared capacity-building, and local activation across Söder. The feedback affirms Söderscen’s position as a bridge-builder between civil society, the public sector, and local residents. Activities ranged from cultural events and workshops to long-term place activation and partnership development. A Trusted and Enabling Platform Söderscen is widely regarded by its partners as a trusted and enabling platform that lowers the threshold for participation and experimentation in public space. Several organizations highlight how the project has allowed them to expand their local presence, test new formats such as co-hosted workshops or cross-organizational events, and engage broader or more diverse audiences than they typically reach. What sets Söderscen apart, according to many collaborators, is the holistic support it offers: infrastructure, communication assistance, facilitation, and a sense of belonging that encourages participation from actors who might otherwise feel excluded. Strengthening Local Networks Beyond individual collaborations, Söderscen has played a pivotal role in weaving together the social fabric of Söder. Organizations report that their involvement in Söderscen has led to new and deeper partnerships with other associations, cross-sector collaboration, and more informal connections with residents. Initiatives like Söderdagen and neighborhoodbased activities for children exemplify this network-building, while projects such as Föreningsverkstaden (Community Lab) stand out as strategic spaces for strengthening civil society from within. These co-created efforts demonstrate how Söderscen helps shift relationships from transactional to trust-based. 76

Co-Creation and Inclusion in Practice For many, Söderscen represents a practical model of inclusive public life. Its activities are consistently described as multigenerational, multicultural, and participatory by design. Partners value how Söderscen operates from the ground up, responding to the local context, identifying emerging needs, and elevating community ideas. This kind of co-creation is about how participation is structured, with an openness that invites creativity, dialogue, and shared ownership of the process. Challenges & Reflections While Söderscen is praised for its deep local engagement, several partners reflect on the need to strengthen visibility beyond its core network. Reaching residents who are not already engaged—particularly those outside of Söder— remains challenging. There is still a perception that Söder is not on the radar for many Helsingborg residents and that its events can sometimes go unseen. Additionally, communication and coordination surfaced as areas for improvement. Partners expressed a need for earlier information about participation opportunities, more structured and proactive promotion of events, and better coordination with other city initiatives to avoid overlap. Some also noted the importance of establishing clearer expectations in long-term collaborations, especially regarding the shared use of resources like Söderrummet. Partners see Söderscen as an engine for change in Söder, supporting everything from daily engagement and cultural exchange to system-level coordination and place identity. The challenge for 2025 is to maintain this grassroots, collaborative spirit while expanding visibility, formalizing partnerships, and embedding the work in the city’s broader development narrative.

INSIGHTS FROM CO-ORGANIZERS The evaluations from activity co-organizers and leaders reflect a strong appreciation for Söderscen’s welcoming environment, logistical coordination, and community-building role. While experiences were largely positive, several areas for improvement were identified, especially regarding visibility, infrastructure, and event setup. Smooth Event Logistics & Support Söderscen’s events were consistently praised for their smooth logistics and supportive infrastructure. Respondents highlighted the ease of preparation, well-organized setup, and effective coordination on the day of each event. Access to essential resources was appreciated, along with the friendly presence of helpful staff. Positive Atmosphere & Inclusive Participation The vibrant and welcoming atmosphere created through the events was a recurring theme in the feedback. Participants emphasized the inclusive nature of the programming, which successfully engaged families, children, and visitors from a wide range of backgrounds. Workshops were especially valued for their flexibility and creative spirit, encouraging playful and spontaneous participation across generations. Several co-organizers expressed how rewarding it was to interact with children and newcomers exploring artistic activities for the first time.

Event Visibility & Promotion A recurring concern among participants was the limited visibility of events to the general public. Many visitors only discovered the activities by chance or through personal invitations, highlighting the need for improved promotional strategies. Suggestions included more prominent streetfacing signage, clearer entry points to event areas, and earlier, broader outreach through multiple channels. Participants also recommended more visible Söderscen branding during events to mark the initiative and its identity across the site.

Impact & Reflections Many organizers expressed a sense of achievement and fulfillment. Several noted that their goals—raising awareness, engaging new communities, or offering creative learning— were fully or partially met. There was a strong consensus that public spaces like Furutorpsplatsen and Gustav Adolfs Torg had been successfully activated and transformed into sites of positive engagement. Participants also shared reflections on how working in Söder deepened their understanding of the community and inspired ideas for how to refine and grow future initiatives.

INSIGHTS FROM SECURITY ASSESSMENT The report “Lägesbild över brottslighet och trygghet i Helsingborgs Stad 2023/2024” reinforces the urgent need for place-based, social, and cultural efforts in areas like Söder, which continues to rank among the most vulnerable neighborhoods in the city. Despite previous physical improvements, the report highlights increased disturbances, low perceived safety, and a lack of meaningful leisure activities— especially for youth. It underscores the importance of visible presence, crosssector collaboration, and trust-building in public spaces as key factors for reversing negative trends. Söderscen responds directly to these challenges by creating inclusive, low-threshold activities, supporting communityled events, and fostering everyday presence in two central public spaces. Through creative engagement and shared ownership, Söderscen contributes to the broader goal of increasing safety and community resilience in Söder. 81


REFLECTION Söderscen’s impact in 2024 reveals a model that functions as a form of everyday infrastructure for participation, trust-building, and local development. Through its accessible, community-centered approach, Söderscen has become a trusted platform where residents, associations, artists, and organizations can co-create public life together. The value lies in the number of events and how they are designed with openness, responsiveness, and embedded care for relationships and place. The project’s growing network of collaborators demonstrates that trust and proximity are key assets for sustainable urban development. Engagement becomes more than a one-off when people feel ownership of public space and confidence in the process. To build on this foundation, Söderscen must focus on deepening its relational model, improving coordination structures, and expanding its visibility to new publics. Based on the evaluation findings and ongoing reflection, the following recommendations outline key areas for development in 2025: Expand Capacity-Building with a Focus on Placemaking Continue and deepen training initiatives like the Community Lab, explicitly focusing on placemaking practices. Actively seek out and invite new associations in Helsingborg to participate in workshops, networking, and collaboration. Launch Micro-Grants for Youth and Students Introduce a micro-grant scheme to support small-scale public space activations by young people and university students. Strengthen Visibility and Outreach. Invest in strategic communications that build public awareness beyond Söder. This includes earlier promotion, stronger visual identity at events, signage in public spaces, and storytelling that travels across the city and online.

Continue to Document and Share Learnings Maintain and expand documentation as a tool for reflection, visibility, and learning. Stories, evaluations, and visual material should be consistently shared with partners and networks to show value and build trust. FROM PLAN TO PRACTICE In 2024, we set out with an ambitious and evolving strategy: deepen partnerships, broaden participation, and activate public space with and for the communities of Söder. Much of what we envisioned was realized—with new activities, expanded networks, and strong neighborhood engagement. However, the year also offered valuable lessons about timing, capacity, and the need to stay adaptive in a living process. What We Achieved Community Lab: We launched the Community Lab, supporting five associations through hands-on capacity-building. The program led to public activities such as a painting workshop and an inclusive VR experience for children with special needs. Call for Ideas: In 2024, we ran three open calls: one each for Eidfirande, Påsklov, and a broader summer program. The summer call received 14 applications from individuals and associations eager to contribute. Söder Art Fest: For its second edition, the festival successfully moved to Gustav Adolfs Torg, drawing more than 3,000 visitors. The program included 22 artists, five workshops, and six performances.
