MBCIA started its seventh decade of service by further developing relationships with our community partners, project managers, and industry leaders and bolstering existing industries.
Our region continues to garner the attention of multiple international industries, including those in Japan, South Korea, Canada, Brazil, and Germany. This interest is evidence to Middle Georgia’s value as a strategic location for supplying high-quality, American-made goods to the rest of the world. Local businesses and existing industry are thriving, and new industry continues to bring new opportunities.
Last year MBCIA continued initiatives to attract new economic and job opportunities that have both global reach and local impact. These efforts support our mission to promote the economic well-being of Macon-Bibb and enhance our quality of life. Fiscal year 2024, which ended on June 30, had prospect activity remaining steady at 14 open projects, collectively representing $305.7 million.
Here are highlights of our achievement-focused activities:
• First Quality Baby Products’ Expansion: Investing $418 million to create 600 new jobs in Macon-Bibb County, bolstering our manufacturing sector.
• Embraer’s Long-Term Commitment: Renewing a 15-year lease at the Middle Georgia Regional Airport, ensuring continued operations and job stability.
• Boogook Georgia, LLC’s Achievement: Awarded the 2024 Trade & Industry CiCi Community Impact award for their $6.8 million investment and $300,000 in leasehold improvements, reviving a two million squarefoot facility and creating 80 full-time jobs.
• YKK Corporation of America’s Milestone: Celebrating 50 years in Macon, underscoring a half-century of industrial partnership and growth.
• Community Developers Program (CD2): Partnering with the Bibb County School District to connect educators with local industries through workshops, field trips, and capstone projects, promoting workforce development and community integration.

This achievement underscores the state’s commitment to fostering economic growth and innovation, creating an ideal landscape for companies to thrive. At the MBCIA, our strong partnership with the Georgia Department of Economic Development has been crucial in attracting and retaining businesses in our region. Together, we’ve leveraged state resources to drive job creation, support local businesses, and ensure that Macon-Bibb County remains a key player in Georgia’s continued economic success.
The Macon-Bibb County Industrial Authority (MBCIA) was enacted in 1962 by the Georgia General Assembly. It is comprised of six board members including the Macon-Bibb County mayor, four Macon-Bibb community appointees, and one appointment from the Macon Water Authority.

MBCIA’s mission is to promote the economic well-being of Macon-Bibb County by creating jobs, retaining jobs, and increasing the tax base.
The Payment in Lieu of Taxes (PILOT) program is a tax incentive designed to attract businesses to the Macon-Bibb area by offering them property tax discounts in exchange for their commitment to bring jobs and investment to the region.
Participants in the program include prominent companies such as Amazon, Irving Tissue, Kumho Tire, Mr. Chips, Freudenberg, and Graphic Packaging International. These companies collectively contribute significantly to the local economy, creating thousands of job opportunities. Notably, the program has seen a 16% increase in participation in the past year, highlighting its success in drawing new industries to MaconBibb. This increase in participation not only brings additional jobs but also generates substantial revenue for the city and county from previously undeveloped properties.

In alignment with VisionFirst’s strategic recommendations, MBCIA is committed to hosting an annual workforce roundtable with existing employers to gather valuable feedback and data. This year MBCIA held two Industry Partners Luncheons that provided a crucial platform for connecting industry leaders with community stakeholders, including local and state elected officials and education professionals.
Centered around themes such as “Mastering the Workforce and Education Partnership,” these events were designed to foster collaboration and innovation that drives economic development and shared prosperity across Macon-Bibb County. These in-person discussions focused on workforce development and connections that continued to thrive afterward. Additionally, insights from leaders were collected and shared with participants to better inform future initiatives and partnerships.
In the past year, MBCIA hosted two Community Partner Bus Tours, providing local elected officials and community partners with an exclusive opportunity to witness firsthand the strategic initiatives driving economic growth in Macon-Bibb County. Participants engaged in a windshield tour of existing industries and properties, reinforcing our commitment to fostering a thriving and resilient community. These tours showcased the vital work being done and maintained open lines of communication with partners at both the state and county levels.
Governor Brian P. Kemp announced in May that First Quality Baby Products, LLC would invest $418 million to expand its operations in Macon-Bibb County, creating 600 new jobs.
“We’re always thankful when job creators like First Quality choose to expand in Georgia,” said Governor Kemp. “More than 70 percent of last year’s economic development projects were expansions of existing businesses, and thanks to companies like First Quality, that positive trend will continue.”
First Quality Baby Products, LLC manufactures baby diapers, youth and training pants, adult incontinence products, feminine hygiene items, wipes, paper towels, and bath tissue. The expansion will increase the company’s baby diaper and training plant manufacturing capacity by 50 percent.
Allen Bodford, President of First Quality’s Absorbent Hygiene Division, expressed gratitude for the support from Governor Kemp, the Georgia Department of Economic Development, and the Macon-Bibb County Industrial Authority. “This
expansion is a testament to First Quality’s innovative products and commitment to the baby diaper market,” Bodford said.
Macon-Bibb Mayor Lester Miller highlighted the significance of this expansion, stating, “First Quality’s investment means hundreds of jobs will be retained and hundreds more created. This is the best community in the best state for doing business, and First Quality’s success and expansion prove that.”
Chairman Robby Fountain of the Macon-Bibb County Industrial Authority emphasized the local business environment’s strength, saying, “This expansion highlights the confidence businesses have in our community as a place to invest and thrive. We remain dedicated to supporting First Quality’s continued growth and success.”
Pat Wilson, Commissioner of the Georgia Department of Economic Development, praised the company’s decision, stating, “First Quality continues to create competitive jobs for MaconBibb County. We’re thrilled about their decision to grow their Georgia facility, benefiting from our skilled workforce and Georgia Quick Start training program.”
First Quality has operated in Macon since 2008 and continues to be a respected member of the community.
In April, YKK AP America Inc. (YKK AP) celebrated the opening of its new greenfield residential manufacturing facility in Macon-Bibb County with a ribbon-cutting ceremony. Joined by local leaders including Commissioner Pat Wilson and Mayor Lester Miller, the event marks a significant expansion for YKK AP in the community. The facility, operational since January 2024, currently employs over 250, highlighting YKK AP’s commitment to growth and innovation in Macon.
The Macon-Bibb County Industrial Authority (MBCIA) also celebrated the grand opening of Agile Cold Storage’s new facility in April, marking Macon as its fourth location in Georgia. This 275,000-square-foot facility brings 110 new jobs and a $150 million boost to the local economy. Mayor Lester Miller and MBCIA leaders joined Agile’s CEO, Don Schoenl, in a ribbon-cutting ceremony, highlighting the facility’s advanced cold storage capabilities and commitment to sustainability. Agile Cold Storage’s expansion underscores its leadership in temperaturecontrolled solutions, benefiting both Macon and the Southeast region’s logistics landscape.
Macon, Georgia is undergoing a remarkable transformation aimed at revitalizing its urban core and enriching community life. At the forefront of this revitalization effort are three visionary projects set to redefine Macon’s landscape and economic prospects.
The Macon Action Plan represents a collaborative effort to reimagine downtown Macon and its surrounding neighborhoods. Led by the Macon-Bibb County Urban Development Authority and city officials, this comprehensive initiative focuses on enhancing the urban environment through streetscape improvements, new retail and dining options, and community-centered placemaking. By fostering a more vibrant and walkable downtown, the Macon Action Plan aims to attract residents, businesses, and visitors alike, revitalizing the heart of the city.
Nestled at the site of the former Macon Mall, the Atrium Health Amphitheater opened in March of 2024 and is already becoming a vibrant cultural cornerstone for Macon. With a capacity for more than 10,000 attendees, the amphitheater is a prime location for concerts and community events, celebrating Macon’s rich musical heritage. This state-of-the-art venue will enhance tourism and local entertainment options while contributing to Macon’s economic growth.
Once a symbol of economic decline, the Macon Mall is undergoing a remarkable transformation into a dynamic mixed-use space. Planned municipal offices, commercial ventures, and recreational amenities are poised to breathe new life into the area, creating jobs, boosting property values, and reestablishing the mall as a vibrant community hub. This redevelopment initiative underscores Macon’s commitment to adaptive reuse and sustainable growth, revitalizing a key part of the city’s infrastructure for generations to come.

By leveraging its cultural heritage, enhancing public spaces, and embracing innovative development strategies, Macon is charting a course towards a brighter future. Recently honored with prestigious awards such as the “Best Tasting Tap Water in Georgia” by the Georgia Section of the American Water Works Association (GAWWA) and previously recognized as having the “Best Tasting Drinking Water in North America” by the American Water Works Association (AWWA), MWA’s commitment to water quality is unparalleled. These accolades underscore their dedication to providing safe and superior water resources to the community.
Beyond ensuring clean water for residents, MWA plays a pivotal role in supporting economic development through strategic partnerships with entities like the MaconBibb County Industrial Authority (MBCIA). This collaboration facilitates the attraction and expansion of industries by offering ample water and sewer capacity, state-ofthe-art facilities, and expert technical support. For instance, BrightFarms, a leading indoor farming company, has chosen Macon-Bibb for its expansion, citing MWA’s high-quality water as essential to their mission of delivering fresh, healthy produce to local consumers. This partnership not only enhances local economic vitality but also reinforces Macon-Bibb’s reputation as a hub for sustainable business practices and community-oriented growth.

The partnership between MaconBibb County and Georgia Power exemplifies a successful collaboration between a local government and a major utility provider. As the primary source of electricity for the Macon area, Georgia Power has been more than just a power supplier; it is a dedicated community partner. Through substantial contributions and initiatives, Georgia Power supports various local projects, including educational programs, environmental efforts, and community development. This partnership not only ensures a reliable energy supply but also enhances the quality of life in MaconBibb County, reflecting a shared commitment to the community’s growth and prosperity.
As I reflect on the past year, I am filled with pride at the accomplishments Macon-Bibb County Industrial Authority (MBCIA) has celebrated in our business community.
For over six decades, MBCIA has been dedicated to fostering growth in Macon-Bibb. Seeing our efforts come to fruition reminds me why this place is so special. Building meaningful relationships and partnerships continues to earn the trust of both new and existing businesses.
In the last 7 years, MBCIA has facilitated over $2 billion in private investments and created 3,800 new jobs. In the 2023-24 fiscal year, MBCIA focused on job creation and retention. Together, we have worked to educate, train, and prepare our community for the opportunities created by both existing and new industries.
Looking toward 2025, I am excited about the possibilities Macon’s ideal location provides. Convenient access to rail, sea, and air transport gives Macon-Bibb County the capacity for
large industry growth. We have several key developments on the horizon as we celebrate the state of Georgia’s decade in the number one state in the nation for business. The Macon Action Plan sets out to revitalize and reimagine downtown Macon. The Atrium Health Amphitheater looks to continue to draw visitors and contribute to the local economy. The Macon Mall is undergoing a transformation into a vibrant community hub.
As MBCIA heads into the final year of our current strategic plan, we have had success in achieving the tactics we set with the collaboration of local players. Some of these tactics include advancing our sustainability, improving product development, identifying and marketing to target industries, increasing communications efforts, and advocating for community competitiveness.
