PROGRESS ASSOCIATION LITTER CLEAN UP The Jurien Bay Progress Association had organised a beach clean up morning for Saturday 27th June, meeting at Dobbyn Park bright and early at 8.00am.

The rubbish pick up was planned for the foreshore area along the Turquoise Way path, from the marina down to Shingle Ave and further out to surrounding streets and onto the beach and dunes.

The weather threatened to put a damper on the efforts of the eighteen volunteers who came to pitch in.

Scattered showers persisted throughout the morning but the heavier rain waited until most were done and back under cover. Nothing was going stop them, they were on a mission!

The volunteers returned later in the morning with bag fulls of rubbish that filled the trailer. As a reward for their efforts, everyone enjoyed a sausage sizzle with BBQ onions. The larger, heavier pieces of rubbish, collected at the marina, were deposited into the skip bin.

The Progress Association would like to thank all the volunteers, both adults and children, who attended and also the Shire of Dandaragan for the free Tip Pass.

The Jurien Bay Progress Association conduct rubbish clean ups around town a couple times a year.

Volunteers to help with project are always needed and appreciated. Keep an eye out for the next date later in the year; a few hours is all that is requested and look at the result, a beautiful foreshore for everyone to enjoy!

Volunteering is a huge part of any small community’s success. If you would like to be a part the Progress Association you can call Sue Lowe on 0404 288 511 or attend one of the monthly meetings at the CWA Centre on Bayliss Street. APEX AUCTION

This once busy business in Jurien Bay has finally bitten the bullet. After years of mixed reviews, run-down facilities and other options for accommodation, Apex Camp was closed for renovations and that was about all locals had heard about it up until recently, when the auction to be held on Saturday 8th August was advertised You may have seen the unmistakable yellow ‘For Sale’ sign that went up in front of the camp recently.

Located centrally in Jurien Bay, and right on Indian Ocean Drive, the undoing of business there has been a waste of space and resources, as well as a loss of jobs and tourism potential with the recent auction being the final nail in the coffin.

Mr Johnson hopes that the buildings, ranging from 7-bedroom dormitories to 3-bedroom, 1-bathroom buildings will all be moved off-site, ideally as on-site accommodation for farmers, retirees looking for some more space or additional rooms for a growing family.

Each building has an additional 10% administration cost, as well as 10% GST on top of the auction cost. All buyers are responsible for moving the buildings after purchase. Inspections and prior sales can be arranged on Wednesdays at 3pm.

Mr Greg Johnson, licensee and principal of Ray White Jurien Bay, discussed the challenges faced with the property.

He said, while discussing the loss of the camp, “We’ve just lost a terrific asset to the town which has been a faithful servant to Jurien Bay for many years and has now become an unutilised spot.

“From a camping perspective,” he said, “it’s been a great place for young people to be in that environment and be able to access the beach and it is closing because the cost was far outside of the income.”

Responding to the many rumours regarding asbestos content in the buildings being the main reason for shutting down the camp, Mr Johnson explained that, “Largely there is no major asbestos content. The exterior of all the buildings is trim-deck metal and the interior is lined with random grooved plywood. There is limited asbestos content in some of the buildings, which is entirely in contained cement sheeting known as Versilux. It has a hard surface and is 100% sealed.”

The $7 million upgrade of Toodyay Road is long overdue and something that I have long advocated for. I was however disappointed that there has been no alloca�on for the Northampton bypass, desperately needed for road safety, heritage and amenity reasons. The $100 million Regional Safety Improvement Program aims to reduce runoff-road crashes with works locally on Toodyay Road, Brand Highway south of Badgingarra and Indian Ocean Drive between Cervantes and Jurien Bay and between Nilgen and Lancelin.

The State Government must ensure motorists using the new Ellenbrook to Muchea sec�on of the Tonkin Highway are not financially disadvantaged if their vehicles are damaged by the new road. My electoral office and Facebook page have been inundated with calls and comments from angry motorists whose vehicles had been chipped or dented by loose stones a�er this sec�on of the NorthLink road was opened on 23 April. Main Roads has admi�ed the highway’s secondary seal was carried out soon a�er the primary seal in cooler weather, resul�ng in stone dislodging from the chip seal. Damages of $88,000 has been paid to 125 motorists with vehicle damage because of this sec�on of road, with a total of 417 claims lodged to 10 June. Please contact my office if you are having trouble making a damages claim through Main Roads.

With intrastate travel restricted for many weeks due to COVID-19, Country Age Pension Fuel Card holders may well have not used all funds on their card before the 30 June deadline. The Na�onals WA wrote to the Regional Development Minister, reques�ng that unspent funds be rolled over to next year’s 2020-21 card. This would not involve any addi�onal expense to the government - these funds have been budgeted for each year. The Minister has ruled this out, ci�ng a diversion of State Government funding to help businesses survive and rebuild had been priori�zed.

The latest government quarterly financial report shows a $200 million underspend in Royal�es for Regions this year - unspent fuel card funds will add to this figure.

The opening of the Kalbarri Skywalk on 12 June was a fantas�c event and a great celebra�on of a project made possible with Royal�es for Regions funding. The Skywalk is accessible to prams and wheelchairs and offers magnificent views of the Murchison River Gorge. Designed so that it is compa�ble with the local environment and with input from the local Nanda people, the completed Skywalk is an absolute credit to all those involved and will be a great drawcard for tourism in the Mid West.

INDIAN OCEAN FESTIVAL CANCELLED One of Jurien Bay’s most anticipated events has been axed for 2020.

The announcement, made by the Organising Committee in consultation with the Shire of Dandaragan, outlines the reasons that the decision was made to cancel the festival.

1. Unsecured corporate and Local Government sponsorship;

The festival, a mix of live music, stalls and demonstrations from local businesses and government groups, not to forget the iconic Blessing of the Fleet and Rope Coiling Championship, was a widely anticipated event, after the Covid-19 restrictions were lifted.

What a heartbreaking loss for Jurien Bay and the Turquoise Coast as a whole.

2. The necessary re-siting of the event to an unplanned venue at Fauntleroy Park, due to construction of a new Youth Precinct at Dobbyn Park; 3. Timing of power infrastructure installation at the proposed new venue, and; 4. Unavailability of key organising committee members in November 2020.

The festival, which brought hundreds, if not thousands of tourists to our little town, not only gave Jurien Bay a boost in numbers but also a boost in our economy, with local businesses packed to the brim with tourists over the festival weekend.

SNAKES ALIVE! While we may be in the cooler months when snakes are less active, a recent visitor to the Jurien Bay Sports & Recreation Centre is a timely reminder that we may still encounter snakes and should remain alert.

Initially spotted by a basketball group playing at the Centre over the weekend, the snake disappeared into a locked office area. The basketball group left a note to that effect on the front counter, and the note was seen by the badminton group that play at the Centre on Monday evenings.

The badminton players soon spotted the snake in the foyer just outside the office door, and put in a call to local snake handler, Jim Salmon - 0407 982 696.

The snake was not keen to be taken captive and was agressively biting Jim’s protective gloves, and as these pictures show, it can open its jaws very wide.

Jim was quickly on the scene and caught the snake, which he identified as a juvenile mulga or king brown.

This snake is found throughout Australia, except in Victoria, Tasmania and the most southern parts of Western Australia. It has the widest distribution of any Australian snake.

Jim was careful to wipe up venom that had been deposited in the foyer area after he had caught the snake, which will be released in a more suitable location in coming days.

The mulga is also the heaviest venomous snake in Australia and has the largest-recorded venom output of any in the world – delivering 150mg in one bite; the average tiger snake only produces 10-40mg when milked.

Though commonly known as a king brown snake, the mulga is actually a member of the black snake genus Pseudechis, and black snake anti-venom is needed to treat a bite.

BUILDING BONUS GRANTS - INFORMATION SESSION The McGowan Government recently announced a $444 million housing stimulus package to deliver a major boost to Western Australia’s COVID-19 economic recovery and support the building and construction sectors.

The comprehensive housing package will provide incentives for Western Australians to build new homes and includes $117 million for $20,000 Building Bonus grants provided to homebuyers who sign up before December 31, 2020 to build new houses or purchase a new property in a single tier development (such as a townhouse) prior to construction finishing, creating 2,600 jobs.

The Building Bonus package is aimed at providing an ongoing pipeline of work in the residential housing construction market and is expected to support about 2,600 jobs.

With several local building companies keen to increase their work load, and plenty of residential blocks ready for development, Jurien Bay businesses are hoping to benefit from the Building Bonus and have pooled their resources to present an information session to help you decide if the package can help you.

AQUACULTURE DEVELOPMENT PLAN TO STRENGTHEN AND GROW WA’S BLUE ECONOMY Western Australia’s growing aquaculture industry is not only tapping into the world’s fast rising demand for seafood, it’s an industry with great potential to attract significant new investment for the State.

Just last month, the United Nations Food and Agriculture Organisation estimated overall aquaculture production for human consumption will grow by more than 30% in this decade.

REGIONAL WA PALLIATIVE TO BE PUSHED INTO THE SPOTLIGHT The Nationals WA have welcomed the establishment of a Joint Select Committee into Palliative Care in Western Australia.

Nationals WA Deputy Leader and Member for Moore Shane Love MLA is a member of the Committee that will enquire into and report on a range of issues including the delivery of palliative care in regional WA. The deadline for written submissions to the committee is 10 July 2020.

Party Leader Mia Davies said the Committee would also look at recommendations for palliative care that arose during debate of voluntary assisted dying (VAD) legislation last year.

“The VAD legislation was monumental and our scrutiny of the bill put a spotlight on the vast discrepancy in resources and reach of palliative care in regional WA compared to the city,” she said.

“Regional West Australians living with terminal illness and their families are regularly confronted with inadequate end-of-life services, meaning at a time they need support networks close by they often have to travel elsewhere in search of palliation.

“The formation of this committee gives our communities, health sector workers, advocacy groups and specialist stakeholders a chance to provide feedback on palliative care experiences so Members of Parliament better understand

where investment can strengthen these important services.”

Its terms of reference include inquiring into the progress of measures to ensure greater equity of access to palliative care services between metropolitan and regional areas and implementation of recommendations contained in the Joint Select Committee into End of Life Choices.

Mr Love said he was pleased to join five other Members of Parliament on the Committee, which is due to report back to Parliament in November 2020.

“We want people from all walks of life to be part of this important conversation and I congratulate the State Government on meeting its commitment to look closely at palliative care in WA,” he said.

“When we leave Perth, the levels of disadvantage and restriction of access to medical treatment quickly emerge so I’m encouraged by this inquiry’s focus on regional and remote WA. “I have no doubt about the need for palliative care and for it to be equally available to people in regional areas as it is in other areas.”

YOUR FISH SKELETONS WILL HELP OUR SCIENTISTS FIND OUT HOW THE DEMERSAL RECOVERY IS GOING Department of Primary Industries and Regional Development (DPIRD) scientists are working towards a major stock assessment to provide another vital snapshot in the 20-year recovery plan for west coast demersal fish species like snapper and dhufish.

To help with that, they’re urging recreational fishers to donate the fish frames from their catches of key demersal species like dhufish, pink snapper and baldchin groper, but they’re also keen to get more herring frames.

The frames (filleted skeleton) can be fresh or frozen, with head and guts intact (you can keep the wings), but for large fish, like dhuies you can donate just the head if you wish.

Along with the frames, DPIRD researchers are also urging fishers to add a note or label to their donated frames with the location and date of the capture. And, if you would like research feedback or a chance to go into prize draws let us know your name, phone number and email.

At www.fish.wa.gov.au/frames you can find out where the offices and participating stores are to drop off your fish skeletons.

Recreational fishers are well-known for their stewardship of Western Australian fisheries and now’s the time to help our researchers again as they check on whether demersal and nearshore species are recovering.

The other reason we would like fishers to drop off their frames and provide your details is to give you the chance of winning the grand prize of a charter fishing trip to the Montebello Islands, courtesy of Montebello Island Safaris, which also includes a return flight to Exmouth, that will be drawn in August. Recfishwest CEO Dr Andrew Rowland has encouraged recfishers to get on board with the program and donate their fish frames.

“As stewards of the resource, recfishers have a critical role to play in supporting this important citizen science project, to ensure the department has a solid sample base to enable them to better understand the status of our fish stocks,” Dr Rowland said.

“Good data underpins good science which supports good fishery management.”

Senior Research Scientist for DPIRD, Dr David Fairclough said the Send Us Your Skeletons program has been important in understanding the recovery of WA’s iconic species.

“Species like WA dhufish and snapper can live for forty years, so understanding the age structure for these species is vital in evaluating how well they are tracking,” Dr Fairclough said.

“The larger the number of fish of all ages in the population of these species, the more sustainable they are likely to be and this is what we’re looking for.

“The more frames of all sizes that recreational fishers can donate the greater the quality of our assessments.

“A significant part of WA’s reputation for sustainable fisheries management comes from our science-based decision making and the more data recreational fisheries can help us with, through donating fish frames, the more we can ensure there’s fish for the future.”

SIGNIFICANT PENALTIES HANDED DOWN IN COMMERCIAL LOBSTER FISHING COURT CASE A 36 year-old Geraldton man has lost western rock lobster fishing entitlements currently valued at more than $7.5 million, had his commercial fishing licence cancelled and been issued with other fines, penalties and court costs amounting to $302,498.

In order to prove the series of offences, fisheries officers were able to recover relevant tracking data from the navigational computer of the vessel Basile mastered at the time.

Sam Vincent Basile was sentenced in Perth Magistrates Court recently in a case that demonstrates that quota management controls and compliance for Western Australia’s most valuable fishery are robust and protect the interests of its participants and the State.

WA’s western rock lobster fishery was the first fishery in the world to be independently certified as sustainable, through the international Marine Stewardship Council. This case supports the certification by ensuring there are high levels of compliance with management arrangements.

Basile pleaded guilty to seventeen offences on Friday 29 May, and in addition to the loss of entitlements and licence cancellation, he was issued with a general fine of $86,000 and court costs of $60,000, as well as a mandatory penalty of $156,498 related to the lobster catches associated with the offences. The charges Basile pleaded guilty to relate to false and misleading information provided in pre-fishing nominations, catch in excess of licensed entitlement and on seven occasions operating in more than one zone of the West Coast Rock Lobster Managed Fishery during a single trip.

During the case, Perth Magistrates Court was told that on those occasions, Basile had nominated to fish in Zone B of the fishery, in waters immediately adjacent to Geraldton, but each time travelled through that zone and fished in the waters around the Abrolhos Islands, which were within Zone A.

Department of Primary Industries and Regional Development (DPIRD) Midwest Compliance Manager Mick Kelly said this case should be a reminder to both commercial and recreational fishers that severe penalties could be imposed for non-compliant behaviour in WA’s fisheries.

“The department has the resources and skills to investigate complex and protracted investigations like this,” Mr Kelly said.

“DPIRD’s fisheries compliance officers have achieved a successful prosecution today through their investigative capabilities, including our increasing use of digital forensics in analysing and compiling evidence for offences.”

JURIEN BAY MARINA WOES CONTINUE

The Jurien Bay Marina again has problems with poor water quality, with a build up of seaweed and low oxygen levels in the water giving off a strong odour and adversely affecting marine life.

The Marina beach is currently closed for swimming and fishing, and the Shire of Dandaragan has advised that Department of Transport officers are monitoring seaweed and oxygen levels in the water, and conducting clearing of the beach at low tide.

STOP PUPPY FARMING BILL HAS TAIL THAT WAGS THE DOG Moore MP Shane Love MLA says the State Government’s Stop Puppy Farming bill has turned into a dog’s breakfast after amendments to recognise farmers’ needs for working canines were rejected by Labor. Mr Love said he strongly supported stamping out intensive puppy farming.

The proposed legislation however, caught too many in its net, including farmers who, if the bill is passed, will have to get local government approval to breed pups and ensure a supply of working dogs.

Also the Nationals WA’s local government spokesperson, Mr Love put forward the amendments in Parliament after consultation with Dogs West, Pastoralists and Graziers Association WA, WA Farmers Federation and WA Local Government Association.

“Puppy farming is reprehensible – it is important we push for improved welfare for all animals and despite what the Premier claims, The Nationals don’t oppose this bill, we just want to make it better,” he said.

Puppy farms such as these would be banned under new laws to be introduced to the WA Parliament.

“However, this bill presented by the Labor Government impacts on farmers’ ability to breed the specific type of dog needed in their work.

“By ensuring farmers could be granted exemptions to produce farm dogs, which is what The Nationals are seeking, WA would be in line with other States and the legislation would also recognise the vital role working dogs play in our agricultural sector.

“A working dog can be worth as much as $40,000 to a farm business so the changes were critical to ensuring breeding stock wouldn’t be compromised by the legislation.

“While the amendments were defeated last night we will continue to fight for these changes in the Upper House.”

He wanted the legislation to exempt working dog owners and Dogs West members from being forced to become registered breeders. Farm dogs would also not be required to be sterilised after two years of age, to allow mature breeding.

“Dogs West owners and breeders represent the highest possible standard of dog ownership in Western Australia,” he said.

“They already have rigorous processes in place to ensure their membership has the highest standards of animal welfare in place, including restrictions on the number of dogs a person can own and the number of litters a dog can safely have.

“None of these animal welfare standards exist within the Labor Party’s proposed legislation.

“In addition, the Minister hasn’t engaged with Local Government properly to ensure ratepayers don’t bear the financial burden of this legislation.”

#CREATUREFEATURE – MISSULENA OCCATORIA (RED-HEADED MOUSE SPIDER) Red-headed Mouse Spiders can be found all over mainland Australia, making them the most distributed of all the Mouse spiders.

These creepy crawlies mainly prey on insects and other small spiders but will also occasionally feed on small vertebrates such as frogs and lizards.

Males and females of the species are so vastly different in appearance that they were originally thought to be completely different species.

The Red-headed Mouse spider is itself hunted by parasitic wasps, scorpions and centipedes.

Female red-headed Mouse spiders are large, stout spiders with short legs and tend to be brown to black all over, with red-tinged jaws. They are also typically much larger than the males.

Sexual maturity usually takes around four years, with males often being found wandering for females during the day, more commonly after rainfall.

Males will rarely wander during daylight hours and will usually hold out their long pedipalps (carrying their mating organs) presumably seeking pheromones from nearby females.

Once the male has located a female or her burrow, he will tap the ground until the female emerges. If she is receptive, the male will follow her into her burrow where mating will occur.

Males on the other hand, have a bright red head and jaws, and a blue to black abdomen. They have thinner, longer legs and are much smaller than females.

While the Red-headed Mouse spider is typically found near waterways and in burrows in the ground, they can also be found in suburban yards in burrows that can be 30 cm deep. The females tend to remain in or near their burrows throughout their whole life and are sedate spiders who are rarely aggressive.

After mating, the female will lay 60 or more eggs in an egg sac that she places into a chamber off the main shaft of her burrow. The spiderlings hatch from the egg sac over summer and remain with the mother into autumn when dispersal occurs.

The spiderlings of the Red-headed Mouse Spider disperse by ballooning, a rare technique among mygalomorphs. This explains the relatively wide distributions of the Red-headed Mouse Spiders compared to other mygalomorph species.

Traditional methods of medicinal treatments have long existed, all around the world.

Native plants have been used traditionally for medicinal purposes by Indigenous people, stretching back many millennia. There have always been many different variations in how these native plants have been prepared and administered as part of treatments.

Bush medicine has been used for all kinds of illnesses and injuries. Kakadu Plum or Billy Goat Plum (Terminalia ferdinandiana) is a fruit native to the Northern Territory and has long been used to treat cuts and bruises.

• Text messages about COVID-19 testing that look authentic because they use “GOV” as the sender. Never click links – this can install malicious software (malware).

A MESSAGE FROM THE PRESIDENT Wheatbelt Development Commission

Cr Leslee Holmes Ph. 0408 419 468 Reflections Whilst writing this report I am reflecting on the disasters going on all over the world including peaceful protests calling for racial equality and protests that have escalated with violence and the tearing down of statues that were part of the history of this world. The world’s history is complex and it’s important to consider the past from multiple lenses. I remember the actions from Nelson Mandela who after years of incarceration refused to destroy photographs or statues of his oppressors and chose to use them for reflection. By appreciating multiple perspectives we can reflect on the way the world has changed and the varying consequences this has had on people of all backgrounds. This should influence our decision making as we look to the future. I don’t believe that destroying or erasing history contributes to thoughtful debate; we should learn from the past to improve society for all. While our regional communities are somewhat removed from these global tensions and we have been spared from the greatest impacts of Covid19, we need to consider why that is and hope that our government continues making good decisions for all of us.

I am now the Vice Chair of the Wheatbelt Development Commission which even though it adds to my workload gives me a great insight into the rest of the Wheatbelt. I have to report that the Shire of Dandaragan is envied by most as a region that has so much to offer and is doing incredibly well despite this critical time in our history. With the third round of the REDS grants we will be seeing some great examples of small business reaching out for assistance to make their businesses stronger and for others the help to start a business in our region. I spent two days in the lovely little town of Beverley last week and I was very impressed with the town and the way the community work together to bring lasting improvements to the town and environs. They are currently working on the main street upgrade which will include a skate park. Driving out there through the beautiful farming areas made me forget for a while what is going on in the rest of Australia. The little lambs and their mothers enjoying a bit of sunshine completely unaware of how much we need sheep in this country and are very short of them at present.

Ministerial Zoom conference I was honoured to represent the Wheatbelt on a Zoom conference focussing on recovery the other day.

There were 30 of us from all over the regions who were all able to share their experiences and ideas for recovery.

Some great conversations with Minister Alanah McTiernan and Minister Stephen Dawson will no doubt help this government to understand our special needs in the regions.

Turquoise Way Path CEO Brent and I hosted representatives from the Department of Transport who came to ride and experience our beautiful bike path from Jurien Bay to Hill River. They were very impressed and we hope that this visit will help towards government realising how important this project is to the recovery and rebuilding our tourism offering in the coastal towns. The completion of this path, together with the foreshore developments in both Cervantes and Jurien Bay, will attract new business and events to the region and cement our place as one of WA’s tourism hotspots.

Nova 93.7 Last week Cervantes enjoyed the energetic crew from Nova 93.7. The group spent two fun filled days in Cervantes starting with a tour of the Pinnacles and a visit on the Seal of Approval to visit the seals and pull the pots for their own crayfish. They then hosted dinner for invited guests at the Lobster Shack which was a great fun evening with some very entertaining people. The next day started early, broadcasting from the Cervantes Pinnacles Motel and Edge Resort.

Record crowds came for breakfast to listen to the broadcast and mingle with Nathan, Nat and Shaun for a great morning of fun. We cannot wait to see them come back again.

Six IX Peter House and staff from Indian Ocean Rock Lobster and the Lobster Shack hosted the first group of winners from their current promotion. What an amazing day for 40 residents of a retirement village in Perth. The sun shone, the ocean was calm and after a great luxury coach trip the lucky winner arrived with his friends. They were all taken for a ride on the Seal of Approval to see the seals doing what they do best and putting on a great performance. This was followed by pulling up lobster pots and then back to the Shack for a lobster lunch. They all had a day they will never forget and many keen to come back again.

Advance Dandaragan Recently Brent, Councillor Clarke and myself attended the AGM of Advance Dandaragan. It was very rewarding to see such a big crowd and I must congratulate the committee for the great job they do in keeping their little town at the forefront of opportunities for the region. They have some great plans for the future and partnering with us will transform the streetscape of the town. John Brown communicated his vision to start the process of building a museum in the town which will help to attract many travellers from the Brand Highway to enjoy the history of the town. Dandaragan CRC presented their Dandaragan Way Arts Project Proposal which looks really inspirational and with funding they should be able to get started on it very soon.

GREENING JURIEN BAY

Late last year we shared photos of new trees planted along the northern end of Bashford Street in Jurien Bay. Following delivery of a truckload of new trees yesterday, Shire depot staff wasted no time getting these in the ground that same day, continuing to green our streets with new Norfolk pines along the southern end of Bashford Street, which look great.

Ongoing tree planting will continue within all Shire town-sites within the coming weeks, and into the new financial year.

WA TOURISM RECOVERY GRANTS

The funds can be used to help with survival and recovery costs including fixed costs and overheads (storage, insurance, maintenance, rent etc.); adapting products and experiences to the domestic market; reinstating operations and licensing systems; staff recruitment and training as well as promotional and advertising activities.

SHIRE TO REINTRODUCE FIRE WEATHER ZONES At the Shire's Bushfire Advisory Committee Meeting held in Badgingarra on Wednesday 24 June it was confirmed that the Shire would reintroduce four fire weather zones for the next fire season.

Fire weather zones are a way of splitting the total area of the Shire into four weather zones for the purpose of implementing Harvest and Total Vehicle Movement Bans (HVMB) which are the responsibility of local Government.

Harvest and Total Vehicle Movement Bans (HVMB) are implemented when weather conditions result in the Grassland Fire Danger Index reaching 35 or above. The grassland fire danger index represents how difficult a fire could be to control and is based on temperature, relative humidity, curing rate and wind speed. When the grassland fire danger index reaches these levels the use of engines, vehicles, plant or machinery in paddocks, crops and bushland presents significant bushfire risk.

In recent years the Shire has not used multiple fire weather zones when implementing HVMB and has used a blanket approach of implementing the HVMB across the entire Shire. The use of a single zone encompassing the entire Shire has been effective from an implementation perspective but has created some operational problems. Of particular concern has been the widely varying weather conditions across the Shire at any given point in time. Given the Shire covers in excess of 6000 square kilometers weather conditions in the north eastern quadrant of the Shire may be severe and easily reaching the GFDI threshold of 35 or above requiring the implementation of a Total Vehicle Movement and Harvest Ban, while in the South East quadrant the weather conditions may be quite mild and not reaching the GFDI threshold required for a HVMB. Under the current single weather zone system when any area of the Shire reaches the threshold the entire Shire is placed under ban. The single zone system has therefore been an effective tool in managing the fire risk but has also impeded parts of the Shire operationally, particularly during the harvest period.

The implementation of 4 distinct Fire Weather Zones in the Shire will allow the implementation of a HVMB in an individual zone, in multiple zones or all zones dependent on the weather being experienced in each zone.

This will deliver greater flexibility and allow harvesting operations to continue in zones that are not experiencing severe weather.

The break up of the zones will be; • Northwest Zone • Southwest Zone • Northeast Zone • Southeast Zone Each zone will have a Fire Weather Officer appointed who will liaise with the Chief Bushfire Control Officer and the Shires Emergency Management Coordinator on the calling of HVMB for their respective zones. As is currently the practice the implementation of a HVMB will be communicated via the Shires SMS system for those who have completed the Shires Harvest and Total Vehicle Movement application form. (available on the Shire Website) It will also be communicated via the Shires Website and its Facebook page.

A revised map will be published prior to the start of the next fire season that will clearly show the 4 zones inclusive of their boundaries.

Since the restrictions of COVID-19, the Shire has been improving and expanding our online library services. One of the new online programs we are providing is access to Library Craft a free gaming Minecraft Server for WA players aged 7 to 17 with their library membership.

The server is provided by multiple WA local governments and is safe, secure and moderated. There are multiple worlds including Survival Mode, Creative Mode and Monthly Competitions, as well as PVP combat, Spleef, Skyblock, Racing, and more. You will need your own copy of Minecraft to play – it is available on PC, iOS, Android, Windows 10, Nintendo Switch and Xbox.

SCAMWATCH SCAMS TARGET ALL SECTIONS OF AUSTRALIAN SOCIETY INCLUDING CALD AND INDIGENOUS COMMUNITIES Data from the ACCC’s annual Targeting Scams report, released this week, indicates scammers don’t discriminate and are targeting a range of different communities in Australia.

In 2019, people who reported speaking English as a second language lost $13.7 million, an increase of 90 per cent on the previous year, despite the number of reports remaining steady.

In 2019 there were 2,767 scam reports from Indigenous consumers, a 14 per cent increase from 2018, but the $2.1 million lost was 30 per cent lower.

Again, the most financially harmful scams in this group were investment scams, with over $1.1 million lost. This was followed by dating and romance scams with nearly half a million in losses.

This increase was mainly from investment scams, which accounted for over $5.3 million in losses in this group.

“If you have provided your account details to a scammer, contact your bank immediately and if you have any concerns about your safety, contact the police,” Ms Rickard said.

“Investment scams often begin with cold calls promising low risk investments with high returns and can go on for months, resulting in high individual losses,” ACCC Deputy Chair Delia Rickard said.

“The ACCC has translated our Little Black Book of Scams into ten different languages to assist the wider community to learn about scams and how to avoid them.”

“If a deal sounds too good to be true, it probably is.

Don’t let anyone pressure you and make sure you take the time to research the investment opportunity and get financial advice before agreeing to anything.”

“We are also continuing our Indigenous outreach programs and sharing scam warnings on the Your Rights Mob Facebook page,” Ms Rickard said.

Dating and romance scams had the next highest losses in this group at $2.7 million, followed by scams using threats to life or arrest at $1.7 million.

“Chinese authority scams continue to target the Mandarin-speaking community by accusing victims of perpetrating a crime, and threatening arrest or deportation if they do not provide money, or information such as their bank account balances and identity details,” Ms Rickard said.

Losses to Chinese authority scams in 2019 increased by 40 per cent on 2018 figures, up to $2 million.

Last year, 4.6 per cent of reports to Scamwatch came from people who speak English as a second language and 1.6 per cent came from people who identified as Indigenous.

“We want to encourage all community groups to report to Scamwatch and not feel embarrassed or ashamed if they have been a victim of a scam,” Ms Rickard said.

BAY BUSINESS CAN CUSTOMERS FIND YOUR LOCAL BUSINESS ONLINE? A survey has revealed that shoppers have increased their online shopping activities since COVID-19 and are actively trying to support local businesses online — but with limited success. nbn’s COVID-19 Behaviour Change Survey revealed that: • 49 per cent of respondents had increased their online shopping during the pandemic • 70 per cent of shoppers were actively supporting local businesses online • 70 per cent wanted to support more local businesses, but felt there were limited options.

For some small businesses, being online was not a central part of their approach before COVID-19. They relied on more traditional marketing methods such as word-of-mouth and on-site signage to bring in customers.

However, enforced social distancing meant more customers staying home and turning to online shopping. Having discovered the convenience of ‘adding to cart’, it is likely that some will make a permanent change to shopping online for at least some of their needs - even when buying locally. This could mean that local businesses without a strong online presence are missing valuable opportunities.

HOW TO ESTABLISH YOUR LOCAL BUSINESS ONLINE If you have held off moving your business online, now is the time to commit to having a presence. This does not mean that you must immediately invest in a professional website or full ecommerce capability to sell your products online. You can start off with a social media account such as Facebook or a local listing on Google My Business to let customers know you are open and so that you’ll be found in internet searches.

If you already have an online presence but have not maintained it, check that your current digital strategy responds to the current environment and the changing habits of local shoppers. It’s a good time to overhaul your online approach by checking that all your online platforms are up-to-date and working for you.

Business owners who already have a strong online presence but have held back on investing more during the coronavirus uncertainty should consider focussing on more online marketing and other growth strategies.

JOBLINK ARE TRANSFERABLE SKILLS THE NEW EXPERIENCE? As the world of work evolves, more people are using transferable skills as their ticket to a new role or industry.

You could even say that transferable skills – those key capabilities that could apply to any job or field, such as leadership or collaboration – are just as valuable as experience.

What this all means is the idea that you must have experience specific to the job is changing. It’s not always essential to have the exact experience if you’ve got highquality transferable skills to offer.

ADAPTING TO NEW INDUSTRIES People have used their transferable skills to take up new opportunities for years now. Search engine optimisation (SEO) and data analysis roles are examples. When these jobs were created about 15 years ago, no-one had the exact experience needed. It was their transferable skills that created a foot in the door.

Ecommerce is another example. When companies first began selling products online, there were no courses or training opportunities for this exactly – people used their transferable skills from sales, marketing or IT to take on the new roles being created.

AUTOMATION IS CHANGING THINGS Many industries are seeing automation arrive, but that can be a positive. Automation is another evolution of the tools we have available to us. Just as the internet brought with it an era of new jobs, new opportunities will arise as automation continues.

And as repetitive or monotonous tasks are increasingly done through automation, the focus for us is shifting to those uniquely human skills that technology can’t provide. People who can demonstrate their leadership skills, people skills, problem-solving, creativity and other valuable transferable skills will likely find themselves well-equipped to handle a changing job market.

TRANSFERABLE SKILLS GO BEYOND THE TECH INDUSTRY You don’t have to be looking to get into emerging or hitech industries to make use of your transferable skills.

Robert Half ’s Andrew Brushfield sees many candidates who’ve sold their transferable skills as experience. He says teachers are a classic example – their expertise transcends many industries.

“We have had many ex-teachers go into recruitment and have done a great job,” says Brushfield. “They are able to multitask, to handle time pressure, and are very competent at presenting and communicating in a manner that a lot of people understand. They can simplify potentially complex messages easily,” he says.

Brushfield has placed many candidates from accounting backgrounds into software sales, highlighting their transferable skills as experience. Some, he says, start by selling accounting software because it’s something they know, and then move onto selling other packages.

The way you sell yourself is key to any application, and the more real-life examples of the benefits of your transferable skills, the better.

Whether it’s in your application or in interviews, concentrate on these skills and how they’ll benefit the new organisation, and how they could be used in the job.

It may be as simple as having a positive attitude and a passion for people. You could sell those transferable skills to get a role in a totally different industry in a service or sales role. Data analysis is another good example.

If you can analyse data, you can apply those skills to market research, financial planning, insurance and the recruitment to name a few.

By showing how your transferable skills link to a new industry you also demonstrate that you’ve done your homework and thought about the role on offer.

Ultimately, you’ve worked hard for your transferable skills and it makes sense to leverage them. Look for the positives in the skills you’ve gained, whatever role or industry it was in, and sell this as your experience.

CONSUMER WATCH DON’T GET TAKEN FOR A RIDE BY TOW TRUCKS It’s hard to keep your wits about you following a car accident – you’re often in shock, the traffic behind you starts piling up and all you want is to get the car off the road and away from the scene.

Sighting an approaching tow-truck can therefore be a great relief, but there are things you should know before a breakdown or bingle occurs to avoid being stung financially.

The first tow truck on the scene does not have an automatic right to your car – you have the right to decide who tows your vehicle and where it is taken.

Tow truck drivers are legally obliged to give you a completed standard Authority to Tow Form before towing, so always make sure to read the fine print and never sign it if parts have been left blank, such as the total cost of towing and storing your vehicle.

Some consumers have been caught-out by signing forms that lock them into having the car repaired by a particular repairer or giving a lawyer permission to act on their behalf.

It pays to be prepared – check your insurance policy to see what it covers and for instructions on what to do if you are in an accident.

Better yet, keep the number of your insurer on your phone and in your vehicle so you can easily contact them for advice immediately following an accident.

In the past 12 months, we have received 14 complaints about tow trucks, mostly relating to ‘excessive’ fees and charges.

Our advice is to make sure you know the total cost of the service before you agree to have your car towed.

ROUNDING ISSUE IS NO SMALL-CHANGE The next time you’re paying via ‘tap-and-go’ at the supermarket, petrol station or drive-through, doublecheck the machine to see if the retailer has rounded up the total price – if so, then this is a problem.

Rounding up or down to the nearest 5 cents was introduced for cash payments almost 30 years ago when the 1 cent and 2 cent copper coins were taken out of circulation.

But with cash payments now dwindling in favour of electronic transactions, there is no need for a retailer to round up your $19.99 purchase to $20, unless you are handing over a $20 note.

The payment is occurring electronically when you’re paying via debit or credit card, meaning the exact amount can be processed and debited from your account.

While one or two cents might not seem like a big deal to an individual, this extra money can add up for a business conducting hundreds or thousands of transactions each week.

It is an offence under Australian Consumer Law for a business to break the rules surrounding small change, as rounding-up (or down) on electronic purchases may suggest items are not available for the advertised price, which in turn breaches your consumer rights.

Please remember to: • Check the marine weather report and ensure you and your boat are suited to the prevailing conditions. Are warnings current for your boating area? Are there weather conditions affecting safe navigation and comfort? What are the wind trends? What are the wave conditions? When is the next high and low tide?

• Be aware that wind gusts can be 40% stronger and maximum waves may be twice the height of what is forecast; • Ensure you have the required safety equipment (life jackets, flares, EPIRB) for the area you intend to go to; • Ensure you have sufficient fuel and plenty of water.

Aim to carry 50 percent more fuel than you expect to use.

ON THE LAND GONE WITH THE WIND – A TOP SOIL SAGA Wind erosion has long been recognised as a major land degradation issue in Western Australia.

•

Decrease grazing on stubbles and keep traffic to a minimum.

•

Utilising controlled traffic farming for minimum tillage systems.

•

Although any form of cultivation will increase the risk of wind erosion, soil inversion methods specifically can result in greater impacts during wind events. Utilising weather forecasts and seasonal expectations to manage when these methods are employed is particularly important.

•

Protect areas of heavy livestock traffic

•

Plant windbreaks or shelterbelts around highly susceptible areas. (https://www.agric.wa.gov.au/ small-landholders-western-australia/establishingeffective-windbreaks-swan-coastal-plain – a useful planning resource)

•

Where suitable, plant perennial pasture species, which have a stable base and rapid growth on early rains, to provide better protection from wind erosion (https://www.nacc.com.au/project/ trees-and-shrubs-for-the-midlands-and-northernwheatbelt/ – this tree and shrub guide could be handy!).

It involves the detachment, transportation and redeposition of soil by wind.

Over the past few months, parts of our region have experienced particularly severe wind erosion events.

Minor wind erosion occurs almost every year in WA agricultural regions, and substantial, serious wind erosion events occur in years like this, when strong winds, poor groundcover and loose soil coincide over large areas.

Wind erosion is exacerbated by a number of factors, including our mediterranean climate, the prevalence of annual crops and pastures, strong prefrontal winds (which if you live anywhere in the Geraldton zone you will particularly understand this!) and extensive sandy-surfaced soils. These risk factors can be further intensified by poor groundcover, overgrazing, vehicle movements and land cultivation.

Autumn is usually the time of highest risk in the NAR. A combination of dry groundcover, strong winds and land cultivation tend to expose and detach the soil leading to significant wind erosion.

Practical options for preventing and reducing wind erosion on your property include; •

Maintaining a protective groundcover and a stable soil surface, particularly on the most susceptible soils – aiming for 50% groundcover.

•

At harvest time if the season permits, ensure you leave enough anchored stubble to provide protection for the following season.

GARDEN PLOT JULY IN YOUR PATCH When you look outside this time of year the last thing you feel like doing is standing out in the cold, wet and windy weather, especially if you live in the cooler areas. Don’t let this put you off. There is so much to do in the garden and a lot more to do in the garden shed. Get off the couch and put on the thermals, the beanie, a coat and your gumboots and warm yourself up with some winter garden love.

Of course, the following is just a rough guide, and many of you will find your situation varies from the above listing due to microclimates created in your garden, location in relation to your nearest major city, extremes of weather and garden type. But the one thing that remains the same for all zones and regions is this: improve your soil by adding organic matter, mulch and no matter the season, we can all garden more sustainably all year round.

TOOL TIME Why not head out to the shed, and sharpen, clean, oil and maintain your garden tools. Sounds tedious, but it’s really rewarding, and will save you cash in the long run. Practicing tool hygiene will prevent the spread of disease.

TEMPERATE AREAS - Occasional winter frosts There’s not too much happening in the veggie patch, but you could try lettuce, celery, broad beans, Jerusalem artichokes (put them in a pot or they can take over), potato, garlic, radish and spinach.

Many ornamental and fruit trees are ready to plant now, so try figs, pistachios, bare-rooted roses and vines (non-invasive of course) WARM AREAS - Frost free or occasional light frosts Plant out some tasty winter treats, like Chinese cabbage, rocket, silverbeet, mizuna and tatsoi.

MULCH YOUR BEDS Top up mulch on your veggie patches, herb gardens and ornamental beds. Choose sustainable, low environmental impact mulch, one that will enrich your soil as it breaks down.

GREEN MANURE Green manure crops are good to go now… improve that dormant veggie patch. In cooler to temperate areas you can use crops like faba beans or field peas and for warmer areas try mung beans. Remember to chop and drop them before they flower.

In warmer areas pop in beans, sweet corn, leek, pumpkins, tomato and watermelon.

You can also plant some coriander, chamomile and nasturtiums in the herb patch.

HEALTH JUNK FOOD BRANDS CASHING IN ON LOCKDOWN Public health groups have slammed fast food corporations for their shameless marketing targeting people in isolation, health workers and bored kids during the COVID-19 pandemic.

The Obesity Policy Coalition’s Executive Manager Jane Martin said this apparent altruism was nothing more than a thinly veiled attempt to build brand awareness and increase sales.

With people stuck at home, the junk food industry has been quick to capitalise on the pandemic, adapting their marketing strategies to cash in on isolation and push their unhealthy products on Australians.

“These corporations claim to be supporting those fighting this pandemic on the front line. Healthcare staff need nutritious food to sustain them and help them fight illness. If these companies truly wanted to care for healthcare workers, there are many other ways they could help that don’t involve providing such unhealthy foods.”

Domino’s Australia is promoting “5 reasons to eat pizza in isolation.” Red Rooster is featuring ‘social distancing’ in their promotions. McDonald’s is encouraging customers to pick up essentials like bread and milk, likely with a follow up question, ‘would you like fries with that?’

Cancer Council WA’s Obesity Policy Coordinator Ainslie Sartori said that, at a time when people should be maintaining good health, it is irresponsible for companies to exploit people’s boredom and isolation as a marketing tactic.

Ms Martin also slammed companies marketing directly to children, capitalising on the increased screen time at home, marketing their unhealthy products as a way to fight boredom.

Krispy Kreme is promoting doughnuts as a multitasking option while playing computer games, while Skittles is promoting an art competition (using Skittles in the design) to combat boredom.

“We are being asked to stay home in order to protect our health. The heavy promotion of energy-dense food with little to no nutritional value is hardly the type of marketing we need at this time.”

“These companies know they now have a captive and impressionable audience and are taking full advantage.

We know that marketing influences what kids eat and what they pester their parents for,” Ms Martin said.

With Australian consumers representing a captive market due to ongoing restrictions, Ms Sartori urged people not to be taken in by advertising targeting their uncertainty and boredom.

“It’s unethical for fast food corporations to leverage the current pandemic and subsequent lockdown to push their marketing agenda, encouraging children to consume heavily processed, energy dense foods.”

“This is a difficult time for many, with some turning to unhealthy foods for comfort or out of boredom, making them primed for this type of marketing. With increasing evidence showing excess weight can be a risk factor for more severe COVID-19 complications we want people to understand that maintaining a nutritious diet is key to staying well and fighting illness.”

Ms Martin urged governments to promote healthy eating as part of their marketing campaign around staying safe during the pandemic.

In addition, a number of unhealthy food companies have been offering free unhealthy drinks or food to healthcare workers, as well as showing healthcare and other essential workers consuming their products in their marketing campaigns.

“The industry is getting away with its blatant exploitation of the community’s vulnerability, uncertainty and boredom during the pandemic.”

Krispy Kreme’s ‘Doughforce project’ is delivering doughnuts to hospitals. Domino’s Australia’s current ads on social media and TV feature a message from its CEO stating “We’re playing our part to keep Australians safely fed.”

She also emphasised that governments need to hold these companies to account for their shameless marketing tactics.

“It is naïve to trust the very companies pushing their unhealthy products to behave responsibly. We need governments to hold industry to account and set higher standards for how unhealthy products are marketed in our community.”

KITCHEN TABLE SALT AND PEPPER SQUID INGREDIENTS • 3 (about 600g) large cleaned squid hoods •

1lt (4 cups) vegetable oil

•

40g (1/4 cup) plain flour

•

1 teaspoon salt

•

1 teaspoon ground white pepper

•

1 teaspoon Chinese five-spice

•

1/2 teaspoon ground chilli

•

Lemon wedges, to serve

•

Soy sauce, to serve

•

Sliced fresh red chilli, to serve

METHOD 1. Use a sharp knife to cut through one side of each squid hood lengthways. Open out flat with inside surface facing up and score surface diagonally. Cut into 3.5cm squares and pat dry with paper towel.

2. Heat the oil in a large wok over medium heat until it reaches 190°C on a confectionery/oil thermometer. (Or, add a 5cm cube of bread to the oil - it should turn light golden in 10 seconds.)

3. Meanwhile, combine the flour, salt, pepper, Chinese five-spice and chilli in a medium bowl.

Add the squid and toss gently to coat.

4. Remove half of the squid from the flour mixture and shake off any excess. Add to the oil and cook, turning with a slotted metal spoon, for 2 minutes or until the squid just turns golden and curls. Use the slotted spoon to transfer the squid to a large plate lined with paper towel to drain. Reheat the oil in the wok to 190°C. Repeat with the remaining squid.

5. Serve immediately with the lemon wedges and chilli soy sauce. Serves 6.
