Landscape is arriving at a time when colleges are looking at ways to increase diversity. The question is, will it work? And how will it affect those applying from the Chicago area?

niversities throughout the country will soon be instituting a system similar to Chicago Public Schools’ tier system in an effort to increase diversity.

Students living in neighborhoods deemed highincome—or those attending high-ranking high schools—may find it a little harder to gain acceptance into their colleges of choice. The reverse will happen for those in low-income or low-performing schools.

It’s all due to a new initiative called Landscape, a data-driven tool created by the College Board to increase diversity within the educational system. Landscape is in its piloting phase and is being tested in about 150 colleges this year. It will become available to all colleges in 2020.

Landscape supplements a student’s application by providing general neighborhood and high school info to each college. And while this data has always been publicly available, the new initiative will compile it all, making it easily accessible for admissions officers. It’s intended to help admissions departments better understand an applicant’s background.

For example, a student may have a slightly lower standardized test score than the college’s average, but that score may be 200 points above the average of their high school or neighborhood, says Laurie Kopp Weingarten, a Marlboro, N.J.-based independent college consultant at One-Stop College Counseling who works with students around the country.

As is the case with the CPS tier system, some parents are concerned about Landscape’s fairness.

“I live in Galewood, which is Tier 4—highest for CPS selective enrollment—yet real estate sites tend to show our crime stats as (neighboring) Austin, which are amongst the worst in the city,” says Ariane Fisher, mother of seven kids ages 4 to 18. “It could work out well for my kids—or not so good.”

But others say Landscape is a good step toward finding economically diverse kids.

“Diversity isn’t just about skin color or ethnicity— it is profoundly about economics,” says Chanda Szczeblowski, a Berwyn graphic designer, former school board member and mother of a 15-year-old and a 13-year-old. “I think this will help colleges

make more equitable decisions based on opportunities afforded to kids in economically diverse areas.”

Others point to what they say is a major flaw with Landscape, one that’s especially prevalent in the Chicago area.

“The problem is this is not about the applicant, it’s about the averages for the applicant’s neighborhood and high school,” says Robert Schaeffer, the Bostonbased public education director at the National Center for Fair & Open Testing.

So for example, at Oak Park and River Forest High School, where students are drawn from affluent

“Today, many under-resourced and under-represented students, families and school advisers perceive top-ranked colleges as inaccessible if students do not have the means to help them stand out in the application process,” James Nondorf, vice president and dean of admissions at U of C, said in a statement.

Such initiatives, including the scholarships and the testoptional admissions, “level the playing field, allowing firstgeneration and low-income students to use technology

higher,” says Tom Barry, a college counselor at Collegewise. “That’s why colleges try their best to contextualize students: not to give lower-achieving students a leg up in the process, but for their own self-serving goals of identifying and enrolling students with incredible potential that has yet to be realized.”

But what if you’re a student living in a high-income neighborhood, in a school that’s ranked highly, and your SAT scores are on par with everyone else’s? Does that mean you can count yourself out of the competitive college market?

There is a college out there for everyone. Let’s focus on finding the best fit and stop worrying about the name of a school or keeping up with the Joneses.

parts of Oak Park and River Forest as well as not-so-affluent areas, 22 percent of the students are low income, yet the median annual income in River Forest is $107,000.

Landscape potentially could present a misleading picture there.

What’s more, “A kid could be going to a well-to-do high school and could have all kinds of problems: a death in the family, an opioid addiction,” Schaeffer says.

“Or a kid from a poor family could have gotten tutoring through a nonprofit or could have gotten into a great high school.”

In another effort to help level the playing field, about 1,000 colleges, including the University of Chicago, recently tried to increase diversity their own way by making the SAT and the ACT optional. (Studies show that black and Latino students traditionally don’t test as well as white and Asian students.)

and other resources to present themselves as well as any other college applicant,” Nondorf says.

Getting rid of test scores may not be as helpful to diversity as intended, however.

A new book called “Measuring Success,” edited by three people with ties to the College Board, found that test-optional policies haven’t increased higher-ed diversity.

In direct contradiction, a 2018 large-scale study co-authored by Steve Syverson, a past president of the National Association for College Admission Counseling, showed that test-optional policies do increase diversity enrollment without hurting completion rates.

Those students shouldn’t worry, says Sarah Langford, a Chicago-based admissions counselor at On the Quad College Consulting. “There is a college out there for everyone.

Landscape adds one more layer to the complicated admissions process, and there are lots of moving parts, says Sandra Gilbert, a Deerfield-based college counselor and past president of the Illinois Association for College Admission Counseling.

Gilbert says she doesn’t believe Landscape will change anything overall, as it’s simply an easier way for colleges to obtain diversity information.

“Admissions is complicated,” she says. “Often, if a student doesn’t get into a school, it’s because there are too many qualified applicants.”
