Evacuation &

Risk Reduction Planning

Members,

On behalf of Cowlitz County, we are writing to express our strong support for the Cowlitz- Wahkiakum Council of Governments' ( CWCOG) application under the Federal Highway Administration' s ( FHWA) Promoting Resilient Operations for Transformative, Efficient, and Cost- Saving Transportation ( PROTECT) program. CWCOG' s proposed regional planning initiative will address critical transportation and life- safety vulnerabilities across Southwest

Washington

and Northwest

Oregon.

Our region faces unique, compound disaster risks ( volcanic, tsunami, flood, geologic, etc.) that threaten critical infrastructure, economic continuity, and human life. Three major drainages, the Cowlitz, Toutle, and Lewis River basins, host 14 high- hazard dams and lie directly downstream from Mount St. Helens, Mount Adams, and Mount Rainier, three high- hazard volcanoes. Most critically, the impounded debris dam at Spirit Lake represents a major, persistent hazard to thousands of downstream residents and essential regional transport corridors including Interstate 5, State Route 504, State Route 503, and key rail arteries). Paired with the ongoing threat of a Cascadia Subduction Zone earthquake and subsequent tsunami along the Columbia River estuary and Pacific Coast, our transportation network requires a unified, proactive emergency management strategy. CWCOG' s proposed planning effort directly addresses these complex, multi- jurisdictional threats by focusing on: Emergency Evacuation Routes: Identifying, evaluating, and standardizing resilient primary and secondary evacuation corridors across municipal and state lines. Transportation Resilience: Identification, evaluation, and preliminary engineering assessments of key bridges and other infrastructure

required to support emergency evacuation

routes.

Safe Havens: Designating strategically located, hardened assembly zones for vulnerable populations during rapid- onset flooding, dam breaches, or tsunami events. Assembly

Areas&

Unified Communications&

Wayfinding Signage: Developing standardized signage and integrated public communication protocols to ensure clear, life- saving guidance during chaotic emergency conditions. Inter-Agency Collaboration: Unifying local municipal agencies, emergency managers, tribal nations, and state departments of transportation

across SW Washington and NW Oregon to ensure a cohesive

regional response.

Federal funding through the PROTECT program is vital for establishing an actionable, climate- resilient regional framework that mitigates disaster risk before catastrophe strikes. CWCOG has a proven track record of successful inter- agency coordination and regional stewardship, making them uniquely positioned to lead this multi- jurisdictional endeavor. Cowlitz County fully endorses CWCOG' s application and looks forward to collaborating closely with CWCOG and regional partners to carry out this crucial planning initiative. We urge the FHWA to give this application
