She constantly volunteers for Wing activities, demonstrating exceptional skills, knowledge and abilities, setting an outstanding example for peers and subordinates alike. Sgt Amanda Proctor was awarded the 4 Wing Commander’s Commendation on 27 April 2021. A career reservist, Sgt Proctor enrolled in the Canadian Armed Forces on 8 May 2014, earning promotion to Sgt in just over 6 years of service. Given the pending retirement of one of our members, she was entrusted with the duties and responsibilities of the 4 RCAF Reserve Flight Chief Clerk and has not disappointed. A young RCAF Reservist, she sets an exceptional example for both peers and subordinates alike, exuding a demeanor of utmost professionalism and dedication, routinely tackling shifting priorities with ease and expertise, putting the welfare of personnel as her number one priority, volunteering her services frequently in support of both Unit and Wing initiatives. She is a leader who sets the example, is a role model for subordinates and displays impressive work ethic. An exceptional administrator, she asks for nothing in return, a true testament of her desire to put service before self at all times. She has not only brought great credit to herself, her unit, and the Wing, but to the Canadian Armed Forces as a whole and is highly deserving of the award. Canada to join the European Union’s Project Military Mobility NATIONAL DEFENCE/ CANADIAN ARMED FORCES We are pleased that the Council of the European Union (EU) announced on May 6 that Canada – along with Norway and the U.S. – will be invited to participate in the Permanent Structure Cooperation (PESCO) project, Military Mobility, led by the Netherlands. The Military Mobility project supports the commitment of Member States of the EU to simplify and standardize cross-border military transport procedures. It aims to enable the unhindered movement of military personnel and assets within the borders of the EU and the sharing of best practices. Given Canada’s existing deployments and longstanding commitment to European security, timely and effective military mobility throughout the European continent is important to Canada. In today’s uncertain security environment, reinforcing the transatlantic bond and the European continent with the ability to deploy and move forces quickly and effectively is essential, and this project addresses this directly. By joining this project, Canada will contribute our valuable expertise and experience, with a view to enhancing our own procedures and knowledge on military mobility and improve interoperability within Europe thereby ensuring Canadian military planning requirements are in line with evolving European transportation procedures and infrastructure. Through this project, Canada will be working with our partners to coordinate best practices and expertise, including by participating in expert-level project meetings. This PESCO project is a great opportunity to further cooperation and sharing
of expertise to improve interoperability between Canada and our EU and NATO Allies, and will help us meet not only the challenges of today, but those we can anticipate in the future, both as a friend of the EU and as a NATO Ally.

On November 5, 2020, the Council of the EU took a decision which established the guidelines for third country participation in the project-based elements of PESCO, a major EU defence cooperation initiative launched in 2017. There are currently 47 approved PESCO projects that cover areas such as training, land, maritime, air, cyber, and joint enablers. The PESCO project Military Mobility is the largest of the ongoing 47 projects, as it includes all 25 EU Member States that participate in PESCO.

He has been posted to 4 Wing Cold Lake on 4 separate occasions, totaling 10 years; however, he’s been here 1.5 years so far this time around! In the winter, enjoys cross-country and downhill skiing and in the summer enjoys running. When asked what else he does to maintain his health, he said: “[I] removed sugar from my coffee several years ago. It was a small, easy step but has helped significantly. Park Passport program winners PSP COMMUNITY RECREATION A huge congratulations to our Park Passport contest winners, Ally Singleton, Sonia Cormier, and Cecelia Wingerter! This contest was easy to win, simply visit parks around town and submit photos through either our Facebook event, or by direct emailing. The 4 Wing PSP Community Recreation team is always striving for ways to encourage our community to get outside and enjoy the many recreational amenities around Cold

n March, the 4 Wing chaplains called on the talented artists and photographers in our community for their help. The chaplain’s office was woefully in need of some revamping with its outdated and drab artwork. So, we decided to ask our local artists for help by submitting their own artwork and photographs which we could display in our work space. There was no set theme, no age limit and the contest was open to all Wing members and their families. The artwork was judged by a team of 4 Wing community members, and the top three pieces won a prize of an Amazon gift card.
We were overwhelmed by the incredible works of art submitted by artists from all over the Wing. We received photographs of daily life on the Wing, gorgeous paintings, scenic prints, diamond art and so much more. More Honours & Awards recipients General Service Medal (GSM) Expedition first Rotation Bar Awarded to Wing Chief Warrant Officer, CWO Darling (not pictured) This medal is awarded to members of the CAF and members of allied forces serving with the CAF who deploy outside of Canada – but not necessarily into a theater of operations – to provide direct support, on a full-time basis, to operations in the presence of an armed enemy. The GSM is always issued with a ribbon specific to the theatre or type of service being recognized, and each ribbon has its own criteria.
Special Service Medal – NATO bar The Special Service Medal (SSM) recognizes members of the Canadian Armed Forces who have performed a service determined to be under exceptional circumstances, in a clearly defined locality for a specified duration. The SSM recognizes approved activities underway on 11 June 1984 or subsequently established. This medal is always issued with a bar that specifies the special service being recognized. The NATO bar is awarded for an aggregate of 45 days of honourable service performed in approved locations or tasks outside Canada beginning on or after 20 October 2004 as part or in direct support of NATO operations or missions.

Royal Canadian Air Force Commander’s Commendation Master Corporal Ferris - 401 Tactical Fighter Squadron (not pictured) Master Corporal Ferris demonstrated outstanding dedication, leadership, and volunteerism as Squadron History & Heritage Officer. His efforts directly enhanced the rejuvenation of the Squadron’s historical archive program and reengaged 401 Tactical Fighter Squadron Veterans. Via his networking efforts, he not only restored the Squadron historical display, he also played a pivotal role with Operation HOCKEY HEROES. Master Corporal Ferris enhanced the reputation of the Squadron, 4 Wing Cold Lake, the Royal Canadian Air Force and positively influenced veteran well-being.
This medal is awarded to officers and NonCommissioned Members of the Canadian Armed Forces who have completed twelve years of service. The decoration is awarded to all ranks, who have a good record of conduct. A clasp is awarded for every subsequent period of ten years of qualifying service.

Sergeant Craig’s exceptional leadership and professionalism reflects highly on himself and the RCAF.
Captain Maurer - Fighter Standards and Evaluation Team (not pictured) From October 2018 to April 2019, Captain Maurer was deployed to the United Arab Emirates as the Task Force Central detachment commander and embedded mission crew commander with the 727th Expeditionary Air Control Squadron. He demonstrated exemplary professionalism and tactical acumen in executing combat air control operations while simultaneously leading his detachment and coordinating its need with American authorities. His outstanding efforts in a complex and dynamic environment boosted Canada’s reputation as a valued international partner, bringing great credit to the Canadian Armed Forces. Mrs. Georgena Graham On February 26th, 2021 while driving to work Mrs. Georgena Graham noticed a blind person, who seemed disoriented, standing in the middle of the road. Without hesitation, she stopped and provided aid to the individual, who was severely underdressed for the extreme temperatures. Mrs. Graham quickly realized that the person was displaying symptoms of hypothermia and immediately provided transport to Cold Lake Hospital. Her decisiveness and ability to quickly assess the situation potentially saved a person’s life.

She seamlessly balanced two full time positions as D/Log O at 417 CS Sqn and Head-Cashier at Wing Comptroller while achieving a high level of accuracy and results, ultimately contributing to the overall 4 Wing Mission. Sergeant Gosselin performed beyond expectations and consistently exemplifies professionalism, teamwork, excellence, and epitomizes the core values of the Canadian Armed Forces. Corporal Copeland - 401 Tactical Fighter Squadron (not pictured) On 23 July 2020 while on leave, Corporal Timothy Copeland witnessed a woman fall and sustain cuts to her arm and leg. He immediately took control of the scene to administer First Aid, utilizing supplies he gathered from a nearby general store. Corporal Copeland’s ability to maintain composure and apply his training ensured that the casualty was stabilized and able to seek further medical attention on her own. Corporal Copeland’s actions exemplify the professionalism and values of the RCAF and bring great credit to himself and 401 TFS.

Safety Person of the Quarter Master Corporal Cummins - 410 Tactical Fighter Operational Training Squadron (not pictured) Master Corporal Cummins ensured Unit inspections, safety reports were carried out in a timely, accurate manner, gaining him praise from WGSO. He provided an automated defibrillator for 410Sqn, ensured a safety mirror dome was installed for a high personnel traffic area. He was essential in COVID-19 mitigation efforts where he enforced mask usage, ordered all PPE and disinfecting supplies and maintained sign-in sheets for the Unit. Thanks to his support, 410 Sqn has maintained a heightened level of safety and effectiveness.

Exercise Maple Strike comes to 4 Wing JOY SMITH 4 Wing Cold Lake played host to Canadian Army Joint Terminal Attack Controllers participating in Exercise Maple Strike, the exercise began on May 3, 2021. Exercise Maple Strike is a nationally mandated training event where Canadian Army Joint Terminal Attack Controllers (JTACs) assemble to conduct Close Air Support (CAS) training. This exercise is an important factor in preparing soldiers for combat operations in dynamic built up areas overseas. The Close Air Support training involved deploying soldiers to various areas around the Lakeland, those troops then communicate coordinates to 4 Wing aircraft flying over to simulate air support during a combat situation. New to the Exercise this year are digitally-aided close air support (DACAS) units used by the JTACs. This device allows better communication between pilots and JTACs and the use of DACAS was deemed a great success during the second week of the exercise. This is the first time that Exercise Maple Strike has operated from 4 Wing Cold Lake. The reason for the change was to reduce the amount of transit time normally spent flying the jets to Wainwright. This translates to more available airtime that can be focused on more training for the JTACs. Ex Maple Strike occurs twice a year, historically in Wainwright. About the exercise, Sgt Shaun Swallow, 2 RCHA commented, “Exercise Maple Strike is mission critical to ensuring the continuing readiness of Canada’s Close Air Support capability. Live training, realistic scenarios, and integration with the Canadian fighter pilot community benefits both the fighter squadron and the ground JTACs. Cleared hot!”
