NATIONAL DEFENCE / CANADIAN ARMED FORCES Ottawa - The Department of National Defence’s Airworthiness Investigative Authority on Monday, June 1, issued a preliminary From the Investigator (FTI) report in relation to the Snowbirds accident in Kamloops on May 17.

That accident claimed the life of the team’s Public Affairs Officer, Capt. Jennifer Casey. Pilot Capt Richard MacDougall and Casey ejected shortly after takeoff and prior to the crash in a residential neighborhood. MacDougall was hospitalized with injuries and is now recovering at home.

The FTI report is a brief summary of the circumstances and factual information known at this time. It does not provide full details surrounding the accident, but rather indicates the areas of focus for the investigation, which remains underway.

A detailed analysis of video footage recovered for the investigation revealed one bird in very close proximity to the aircraft right engine intake during the critical post take-off phase. The flight safety investigation will focus on environmental factors (the bird strike) and the performance of the escape system, as is the case in all accidents involving ejections.

Resumption of Operations and Training The Deputy Minister and I held a virtual town hall on 27 May with CAF and DND senior leadership to discuss and answer questions relating to our Directive on Business Resumption. The main takeaway for all of us is that we will get back to our routine of force generation and operational readiness in a deliberate way that accounts for the many changes and restrictions we will have to manage carefully while the pandemic persists. Over the coming days and weeks you can expect Warning Orders and Orders from your chain of command with the details you need. Many things about training delivery may seem different for a while as we get the machine going again, but what has not changed is our core purpose to be ready to conduct operations in any domain, anytime, anywhere, to defend Canada and protect Canadians.

Given that my commanders must now get on with detailed planning and execution of operations, training and administration – and the important communications to you that will take place, this will be my last CDS Weekly letter to you for now. Should a situation arise where direct communications are helpful I will write again. Until then, I know that 2020 has presented many challenges to you all. Your professionalism and dedication to service is inspiring.

Snowbirds fleet on operational pause ...continued from front page The CT-114 Tutor fleet has been on an operational pause, which is a temporarty cessation of flying operations, since the accident occurred. The RCAF is conducting a thorough risk assessment with the goal of returning the fleet to flying operations. The aircraft will remain in Kamloops until that process has been completed.

“During any Flight Safety investigation, we focus on completing a thorough, accurate and professional investigation. While we might quickly understand what happened in an accident, the most difficult work of an investigation begins as we peel back the layers to understand why and how this happened. We are laser-focused to understanding everything we can about the accident so we can recommend

effective preventative measures to help reduce the risk of future occurrences,” said Col John Alexander, Director of Flight Safety and Department of National Defence’s Airworthiness Investigative Authority.

• Flight Safety Investigations are conducted to ensure our personnel can continue to have confidence in our equipment and procedures. One of the aims of the Flight Safety program is to investigate such occurrences with the objective of quickly identifying effective preventive measures that will either prevent or reduce the risk of similar occurrences in the future.

• The Canadian Forces Snowbirds were deployed on Operation INSPIRATION, a cross-Canada tour to lift the spirits of Canadians and salute front-line workers during the COVID-19 pandemic. Operation INSPIRATION has been delayed indefinitely.

It’s tee time again at the Cold Lake Golf and Winter Club JERRY INGHAM, 4 WING MILITARY SPORTS COORDINATOR Golfers have been eager to get outside and play a game since re-opening of the Cold Lake Golf and Winter Club.

Golf is one of the few sports permitted under provincial health regulations, but there are rules to ensure safe distancing and safe play.

For a start, you have to phone ahead to book a tee time and you will notice there are plenty of signs at the entrance to the course outlining the new rules of play.

possibility of returning to league play if Wing leadership decides it is safe for military personnel.

ietrich Bonhoeffer was a German Christian who opposed the Nazis during the Second World War. For his troubles, he was executed just two weeks before he would have been freed by the allied advance. He was killed for his involvement in Operation Valkyrie (an attempt to assassinate Hitler), but he opposed Nazism from the beginning.

If Bonhoeffer had toed the party line, he might have been a leading theologian in the prestigious Berlin University. Instead, because of his convictions, he was refused the right to teach, and formed his own seminary, where he enjoyed the sweetness of this ‘life together’ in obscurity in the wilderness. Eventually, even this came to the attention of the Nazi party and was shut down. Before the war started, at the encouragement of his friends, Bonhoeffer fled from Germany to take a teaching position in America. Incredibly, he returned to Germany within a month in order to suffer with the brothers and sisters there.

found this book to be incredibly helpful for ‘life together’ with my family. It would be impossible to divorce Bonhoeffer’s advice from its distinctly Christian context, and I would encourage those who are religious to have a look. Still, there are some interesting universal insights.

Bonhoeffer encourages us to start the day with prayer together. Prayer is a good way to ‘centre ourselves’, to prepare our hearts and minds to face the day. Doing it together encourages us in our common goals and unites us as a family. When everyone is cooped up and starts to get grumpy, it is a good time to stop and pray together; and I notice that it really does ‘head it off at the pass’ to start the day with it. Bonhoeffer writes, “The prayer of the morning will determine the day. Wasted time, which we are ashamed of, temptations that beset us, weakness and listlessness in our work, disorder and indiscipline in our thinking and our relations with other people very frequently have their cause in neglect of the morning prayer. The organization and distribution of our time will be better for having been rooted in prayer.”

Bonhoeffer encourages us to work hard and diligently, and so to better enjoy the rest that comes

between. Take a pause and eat lunch together. Have the evening meal at the table together as a family.

Talk about how your day went. For the Christian, Bonhoeffer adds the presence of God to the presence of our family members. As we eat the gifts of the Earth, we remember Him as the Creator of the Earth and the giver of the gifts. And we recognize the presence of Jesus at the table breaking bread with us and sharing His life with us.

I realize that not everyone has the luxury of a supportive family to share their isolation with.

Bonhoeffer has chapter on ‘the Day Alone’ that could be the subject of a future article. For those who share a home with others, consider some of Bonhoeffer’s advice, which gave him hope and peace and even happiness in the middle of very stressful and painful and fearful times. Can you carve some time out of every day to deliberately talk with your family and get some focus for the day? To pray? Hope and peace and joy are gifts from God, and promises from God to those who seek Him and are humble. Life together with others is made whole by life together with our Creator.

Indigenous Awareness Week is an opportunity to “open and learn” STEVEN FOUCHARD, ARMY PUBLIC AFFAIRS Ottawa, Ontario — The Canadian Armed Forces (CAF) are once again marking Indigenous Awareness Week (IAW) and the 2020 edition arrives along with a milestone: the 25th anniversary of the CAF’s Defence Aboriginal Advisory Group (DAAG).

DAAG is a national body, and part of a wider network of advisory groups at the local and regional levels, offering guidance to CAF leadership on matters relating to Indigenous members, civilian and military.

Each group has military and civilian co-chairs who volunteer their time along with members-at-large.

The Canadian Army Commander, Lieutenant General Wayne Eyre, also holds the title of Defence Team Champion for Indigenous Peoples.

Though events to mark this year’s IAW (which took place May 15-22) were small-scale and virtual due to the COVID-19 pandemic, DAAG national co-chairs urged all of their colleagues, and all Canadians, to make time to increase their knowledge of Indigenous Peoples.

Civilian Co-Chair Lisa deWit, from Wet’suwet’en First Nation in British Columbia, joined the National DAAG in 2018. Including her time as a member of the local DAAG at Canadian Force Base Esquimalt

in British Columbia, she has been involved in CAF Indigenous matters for nearly 10 years.

“Over the last nine years I have seen growth in a willingness to understand our cultures, our ways of knowledge and how Indigenous people hold constitutionally protected rights and title,” she said.

“The improvement in engagement has now birthed a new challenge in capacity. Will the DAAG continue as a volunteer network? Will positions be embedded in the organization? What a great challenge to have, as we are in a new phase of growth, and seeing how the institution will respond.”

Military Co-Chair Warrant Officer Simon Linklater is Anishinaabe Ojibwe, from Couchiching First Nation in Northwestern Ontario. He has followed a similar trajectory, taking on the role in 2017 after gaining experience at the local and regional levels.

“It was a wonderful experience working with different people, getting different exposures and seeing change come in,” he recalled. “We’ve had a lot of different interactions with people in the chain of command over different issues. Seeing we now have an Indigenous advisor to the Chaplain General is fantastic. More and more people are reaching out for answers, information, and consultation.”

reminder of the considerable work of her predecessors in moving CAF forward on Indigenous issues and a reflection of the resilience that has defined the Indigenous experience throughout history. The theme of this year’s IAW is “The enduring spirit of Indigenous Peoples – 25 Years of the DAAG.” “I am proud to be a part of this resilient web of amazing Indigenous people within the Department of National Defence and CAF,” she said. “Its current growth was made inch by inch, by those before us who started the conversation. They stood up to ensure people knew we existed in this institution. They faced discrimination and racism, and felt alienated in an environment that did not yet respect Indigenous ways of being. I raise my hands to all of them, in gratitude, as they passed on the task and we continue, through these challenges, to make our ancestors proud.”

The DAAG anniversary, WO Linklater added, is a good opportunity to consider not only Indigenous peoples’ resilience, but also how differently they and Canadians of European descent view our shared history.

“Ever since contact, North America, Turtle Island, has changed. It’s changed at different points and different speeds for different people. It is said women in Canada won the vote in 1917, yet Indigenous people were not allowed to vote federally until 1960, so the true answer to that question is 1960.”

“If you take a look at when the last residential school closed,” he added, “it was 1996. People seem to have an idea of what First Nations are, what Indigenous is, and oftentimes it’s tied in to people long ago, and a different time. But these are current issues, and we are living, breathing peoples across Turtle Island, and across the CAF. And throughout it all, we believe that Indigenous people have shown enduring spirit to survive, to live, to try to foster the relationships, to try to walk the good path and live the good life.”

WO Linklater agreed that, while many Defence Team members show a sincere desire to listen and learn, challenges and negative attitudes still persist.

Nonetheless, he added, education is one way forward, and he urged those with questions during IAW to begin by doing some of the work on their own.

“One time when I walked into the gym someone asked if they could ask me a question. And I said, ‘Read this, look at this, listen to this person.’ I gave them some resources and next time I walked in, they started asking follow-up questions, and it was quite refreshing. I think the whole purpose of things like this is to encourage people to open and learn.”
