A local group led by retired Canadian Armed Forces (CAF) members have been busy delivering meals to those in Cold Lake needing help.

“We are giving back to the community to those who don’t have the resources,” said organizer Tammy Mears, a retired CAF supply technician. “We have a good team of administrators for the group.

Due to our military background we have a get ‘er done attitude.”

The group, with a Facebook following of about 500, plus help and donations from Cold Lake restaurants has been delivering meals to about 60 recipients three times a week since last month.

The meals, provided free of charge, are delivered by the volunteers to recipients who are seniors or in self-isolation (and can’t leave their homes) and those who are immune compromised.

“Our seniors are a valuable part of the community.

If I was in that situation I would want to know there are people who care,” said Mears. Recipients of the meals are those who generally have no one else available to deliver food to them.

Helping with administration is retired CAF member Allison Janes.

“We want to help out in some way, so we formed a group,” said Mears. “We went with the idea and pooled our resources.”

Finding volunteers to help out was not a problem.

They have about six regular volunteers who deliver the meals. The deliveries are made through no contact with meals left on the recipient’s front step.

“Often we see a wave of thanks once we are back in the car and pull away.”

It is an interesting read, given the current situation. The historical tale of the pandemic, which swept the world and Canada in 1918, indeed seems like something from the distant past until your eye is drawn to the message at the top of the webpage which brings you back to today.

“All Parks Canada facilities are temporarily closed, all visitor services and all motor vehicle access by visitors are suspended until further notice.”

That’s not a message from 1918. That is from today, in 2020.

The Spanish flu was a devastating and previously unknown form of influenza which struck Canada hard between 1918 and 1920, says the Parks Canada website.

The worldwide pandemic at that time killed about 55,000 Canadians, most of them young adults between 20 and 40.

In those days, governments and health authorities lacked coordinated efforts to battle the threat. Nurses and volunteers risked their lives to help ill families

survive. Their efforts led to the creation of the federal Department of Health in 1919. It created a partnership between various levels of government and made public health a responsibility that exists today.

The Spanish flu arrived in a series of waves. The first was in the spring of 2018 and in the fall a mutation of the virus created an especially contagious form.

The second wave was the cause of the most of the deaths with further waves in the spring of 1919 and again in 1920. It has been estimated between 50 and 100 million were killed worldwide.

In Canada, the disease arrived at the port cities of Québec City, Montréal, and Halifax, then spread westward across the country.

“The intensification of the war effort in the final year of the war was instrumental in the transmission of the disease, as troops travelling from east to west by train, mobilized to participate in the war in Siberia, brought the virus westward with them. Maritime quarantines, which had stopped infectious diseases from entering Canada in the 19th century, did

not prevent the spread of the virus as the infected were travelling within the country, where no quarantine measures had been developed,” says the Parks Canada website.

During 1918 and into 1920, municipal and provincial officials prohibited public gatherings and isolated the sick in an effort to save lives. But as the rates of infections increased the number of healthy workers declined and economy staggered.

Health care professionals were hit hard.

“Ultimately, it was volunteers, nurses, paramedics, and members of religious communities who, risking their own lives, visited those who were ill and their families to deliver modest health care and the supplies needed to survive,” the website says.

The federal government created the Department of Health in 1919, after criticism it failed to provide necessary resources and co-ordination.

It seems we are better prepared today for something we never thought would happen again.

Resolving conflict remains a priority: Part 1 of 3 During this period of self-isolation and social distancing in response to the coronavirus pandemic, it’s tempting to forget about workplace conflicts and concerns: as the expression goes, “out of sight, out of mind.” But this might be the ideal time to reflect on how to approach the problem when life returns to nearnormal and once again members of the Defence Team interact more regularly – or how to proactively avoid new issues, while the risk of miscommunication by email and text is potentially elevated. City of Cold Lake welcomes investment in Keystone XL MEGAN BEAUDOIN, COMMUNICATIONS COORDINATOR, CITY OF COLD LAKE The City of Cold Lake expressed support for the Government of Alberta’s decision to invest in the Keystone XL pipeline.

“In a time when many are struggling to see when and how our lives will return to normal, this represents strong, decisive leadership,” Mayor Craig Copeland said.

Copeland recognized that while many residents are diligently following the guidelines surrounding the COVID-19 response, they are also worried about what the future economy has in store once physical distancing measures are lifted. The expression of support came after today’s news that the Alberta Government’s $1.5 billion investment under an agreement with TC Energy will see work on the

pipeline start right away. Once completed, the pipeline will supply refineries with over 830,000 barrels of oil a day.

“People need to be working to take care of themselves and their families and pay the taxes governments use to fund public services: Ultimately, it is our business community that allows governments of all levels to provide the services that they do,” Copeland said. “We cannot leave industry or our business community behind. To do so would decimate the corporate and income tax base that funds the services we hold dear as Canadians. Investment in our energy sector will benefit all Albertans by creating excellent jobs and economic stimulus. The benefit will not only reach all corners of our province, but will also help lift the Canadian economy.”

Copeland pointed to news that the Keystone XL pipeline’s future capacity is being booked by energy

producers as a strong sign that the investment has already brought a measure of confidence back to Alberta’s energy sector, and a measure of hope to many Albertans who recently have found themselves out of work.

The pipeline is expected to generate $30 billion in tax and royalty revenues for future Albertans and Canadians, according to the Government of Alberta.

“This is news that all Albertans – and all Canadians – can get behind,” Copeland said. “People will want to know that they will have a job in a functioning economy to return to when the COVID-19 situation is over. Not only will this investment allow us to regain our economic foothold, but it will allow us to work towards meaningful economic growth. All our residents want is a fair chance to work hard and provide for their families. This news shows us that our chance is coming.”

COVID-19 facility closures, service reductions lead to temporary leaves at the City of Cold Lake MEGAN BEAUDOIN, COMMUNICATIONS COORDINATOR, CITY OF COLD LAKE Due to continued facility closures and a reduction in activity and services as a result of the response to COVID-19, the City of Cold Lake made the decision to issue temporary leaves to over 25 staff members.

The City of Cold Lake has taken measures to adhere to the provincial and federal guidelines governing the response to COVID-19. This has meant closures to many facilities, while access to others has been limited. Together with physical distancing and a reduction in programs and services being provided to the community, the City of Cold

Lake was faced with tough decisions regarding current staffing levels.

“This was a very difficult decision and we hope these valued staff members will be able to return to their positions as soon as possible,” Chief Administrative Officer, Kevin Nagoya, said. “This is an unprecedented situation that we find ourselves in and the city’s administration must always maintain a respect for taxpayers’ dollars. We made every reasonable effort to have all staff members work for as long as possible, however, because of the protracted nature of the COVID-19 health emergency, it had come to the point where this challenging decision had to be made.”

City staff members being placed on leave will have access to a registered supplemental unemployment benefit plan, and will also have the option to provide the city with expressions of interest for potential redeployment and reassignment opportunities, if available.

“This challenging decision reflects only the fiscal reality that our community, like many others, is facing due to the health emergency,” Nagoya said. “The City of Cold Lake is a beautiful place to live in large part because of the dedication of our staff members.

We look forward to the opportunity to welcome our colleagues back and resume our programs and services in due course.”

In addition to the rapidly evolving COVID-19 outbreak, we are also approaching the annual peak season where the CAF is often called upon to support responses to floods and forest fires. These scenarios together could come at a time when federal, provincial, territorial and municipal authorities may have a reduced capacity to respond.

Now more than ever, the RCAF must be ready to support Canadians in need.

The RCAF’s top priority is to delay and mitigate the impacts of the domestic outbreak, while ensuring that we are able to continue to deliver on key missions. To that end, we have implemented many measures across the CAF to ensure that we protect our personnel and their families. We have restricted all non-essential activities and curtailed travel to only those locations that are absolutely critical to maintain readiness and operations.

Meanwhile, Canada needs us to be ready and able to conduct core missions.

That is why we will continue limited,

but essential training at Operational Training Units as well as force generation to maintain proficiency and currency requirements at our operational units. This will ensure our aviators are ready and able to respond to the Government’s needs.

All members must recognize this posture is temporary and is intended primarily to preserve the health of the force for an imminent transition to operations. The impacts to our daily lives are wide-ranging and affect many of us on a personal level. Among the many stressors, we’re very mindful of those anticipating a posting this summer. There’s no doubt the Annual Posting Season will be disrupted this

year, but our intention is to carry out as many of the planned postings as is responsible and reasonable to do. In the face of so much uncertainty, we urge you to stay connected to receive continued updates.

We’ll continue taking special care to ensure the health and safety of our aviators, public servants, and contractors who must continue core missions at home and abroad. Chief Warrant Officer Gaudreault and I are grateful to all who stand ready, and to those supporting them.

To the entire RCAF Team, we know how challenging and stressful these times can be. Chief Warrant Officer Gaudreault and I have full confidence that RCAF leadership at all levels will continue to provide diligent support and we encourage members to communicate with their chain of command regarding any specific concerns.
