It’s hard to miss the construction going on at the North Canyon Medical Center at the south end of Gooding. The new 33,000 square foot Medical Plaza is a $10 million dollar addition funded by the United States Department of Agriculture and Idaho Health Facilities Authority. The goal of the Medical Plaza is to improve the coordination of care for patients by bringing health care services together in one convenient location. The facility will include an on site Physician Office; on site Physical, Occupational and Speech Therapy; a permanent MRI machine for daily and emergent MRI services; a dedicated space for their
growing Wound Center; and an expansion of the current Specialty Clinic. As a continuing effort to improve existing services, the North Canyon Medical Center is collecting feedback on how the organization is perceived by community members. The CSI Fine Arts Department is putting out a call to visual and performing artists for the all-new Spring Arts Experience that will take place on the CSI campus April 27 – 30. Visual artists are sought to sell and display their work during the CSI Fine Arts Fair, the culmination of the Experience, from 12 – 5 p.m. on Saturday, April 30. Artists of every medium are sought. Because the goal of the Arts Fair is to be an immersive arts experience for the artists and the community, artists are also asked,
if possible, to provide a live demonstration of their art and, ideally, to provide the community with hands-on arts lessons or projects during the day. Performing artists are sought to perform on the special CSI Globe outdoor stage throughout the week. Performances will be continued on page 8.....

Timmerman Junction Safety Improvements
The Idaho Transportation Department (ITD) is initiating a study to determine options for how to improve the intersection of U.S. 20 and Idaho 75 in rural Blaine County. The intersection, commonly referred to as Timmerman Junction, is located on the route many motorists use when traveling north to Sun Valley and the Wood River Valley. ITD has invited diverse stakeholders from the Wood River Valley to participate in a community advisory committee for the Timmerman Junction Study. The first committee meeting, which is open to the public, will be held Thursday, April 7 from 10 a.m. to noon at the Blaine County Courthouse (206 1stAve. South, Suite #300, Hailey, ID 83333). The committee will work with ITD to develop and analyze possible options, and identify intersection improvements that ITD could pursue for future funding continued on page 3.....

Gloria Lee Frees, 89, a resident of Post Falls, formerly of Shoshone, passed away Monday, March 14, 2016 at Life Care Center in Post Falls. She was born in Stafford Kansas to Bert and Inez Holler. She is survived by 1 son, Tom (Lorie) Matteson; 1 stepdaughter, Mae (Al) AdamsGarrett; 1 sister, Janet (Bob) Porteous; 5 grandchildren; and 13 great-grandchildren. She was preceded in death by her parents; 2 brothers, Jim (Florene) Holler, and Joe (Bonnie) Holler; her first husband, Charles Matteson; second husband, Gerald Frees; 1 daughter, Judy Matteson; and 1 son, Dave Matteson. Steven Eugene Estep
Steven Eugene Estep, 66, a resident of Gooding, died expectantly from septic shock on Friday, April 1, 2016 at St. Luke’s Magic Valley Medical Center in Twin Falls. Steven was born on April 19, 1949 in Wendell, Idaho and graduated from Gooding High School in 1967. He attended the University of Idaho and completed his education at Links Business School in Boise. He worked for Boise Paint and Glass for several years before returning to Gooding to join his father and brother building custom homes with the newly formed Estep and Sons Construction Company. He later worked for Gooding Lumber as the inside and outside sales manager. He retired from Glanbia Food two years ago. Steven served 10 years on the Gooding Fire Department. Steven enjoyed many outdoor activities with his family and friends, including camping, four wheeling, riding his motorcycle and snowmobiling. The Smoky Mountains were his favorite home away from home. He was known for his skill as a great listener and for giving advice but only when requested. He is survived by: his brother, Lee (Dora) Estep of Gooding; his sister, Pat (Brent) Brocksome of Boise; nephews, William and Christopher Estep of Gooding, Bryan Brocksome of Minneapolis, Minnesota and niece, Christina Goldstein of Austin, Texas. At Steven’s request, he will be cremated and no public services will be held. A family celebration of his life will be held this summer at his favorite camping spot. obituary Charlotte Bell Fuqua
Charlotte Bell Fuqua, 84, of Wendell bid farewell to this world surrounded by those that loved her on April 4, 2016. She was born on September 8, 1931, in Wheatland, Wyoming, the daughter of Guy E. and Sarah Ruth Robinson. Being the only girl and the youngest, she had the shoes of her brothers to fill, but fill them she did. She grew up hunting, shooting and riding horses. She married Fay Fuqua on January 11, 1947. Together they enjoyed camping with family and friends and went fishing every chance they got. They raised 6 children together and were actively involved in the lives of their grandchildren and great-grandchildren. Charlotte was a natural nurturer and there was always something yummy cooking in her house. She was a strong woman who stood up for what she believed in. She was someone that will always be remembered. She was preceded in death by her parents, Ruth Robinson and Guy Robinson, her brothers Johnny and Ed Robinson and her son-in-law Ronald Finley. She is survived by her husband of 69 years Fay Fuqua, all 6 of her children, Forrest (Charlotte) Fuqua and his three children, James, Mandi, and Brandon; Teresa (Butch) Rankin and her four children Bill, Charlene, Karl, and Katie; Lilis (Rich) George and her two children Michelle and Christie; Melody Finley, and her three children Jason, Amy, and Chanelle; Lynn Fuqua; Lisa (Scott) Roberts and their four children Chantele, Bo, Jacob and Emily; and 37 great-grandchildren. She leaves behind the legacy of honor and trust that few can match. She will always be our Annie Oakley. WE LOVE YOU GG! A memorial service will be held at 11:00 am, on Friday, April 8, 2016, at Christ Lutheran Church, 175 2nd Ave. West in Wendell, with Reverend Lawrence Vedder officiating. In the colonial days of the United States, land was recorded by the metes and bounds system. This was a system used in England for many centuries. By custom, it was applied in the 13 original colonies and in many other jurisdictions based on English Common law. The metes and bounds system was a system that described property lines based on topography. A typical description could read; from the north bank of Camas Creek one mile above the junction of Muddy Creek and Dry Creek, north for 400 yards, then northwest to the large standing rock, west to the pine tree, south to Muddy Creek, then down the center of the creek to the starting point. As you can tell, this system had many faults. Irregular shapes for properties made for more complex descriptions. Over time these descriptions became problematic as trees died or streams moved by erosion. The time of the year made a difference in scenery as well. As large tracts of land in the West were opened for investors, they were being sold sight unseen. Maintenance of records wasn’t good unless people were actually on the ground. Some states even claimed the same lands. In 1785 the Continental Congress passed the Land Ordinance of 1785 in order to control survey, sale, and settling of new lands. This system was a rectangular grid survey system. Two controlling survey lines were established to start the grid work. A principal meridian was established for north-south surveys and a baseline established eastwest surveys. An initial point was an intersection point or point of start. This was usually by a butte or a flat area in which to get visuals. In the state of Idaho the initial point is found in Kuna. The meridian runs similar to the direction of Highway 95. The baseline runs right through Soldier, Idaho, thus the name Baseline Road. A specific width of land (from 24-36 miles) parallels the baseline and the meridian creating a grid. Whether we have surveys by metes and bounds or by a grid work, we are fortunate to have a baseline running through Fairfield. If the baseline is a starting point, this is my “Cup of Tee” saying, people working together is the best baseline of all.

Gooding County Museum will open for the summer on April 16, 2016. The Museum will be open every Friday and Saturday, from 10:00 AM to 4:00 PM. There is no charge for admittance but donations are always accepted. Gooding County Historical Society will be having a fundraising gala on April 23, 2016 at the Gooding Basque Center. The theme for this Gala is the “Year of the Schoolhouse”. All types of performing artists are wanted – music, dance, and theater. All artists must bring their own gear, but amplification and technical help will be provided by the college. On Saturday, April 29, performing artists are also encouraged to provide hands-on arts experience for the attendees such as dance or improv classes that can be taught on the stage. The CSI Spring Arts Experience is a special multi-disciplinary event on the CSI Fine Arts back lawn, featuring visual and performing artists and teachers from the college and the community. During the week, the community is invited to special performances of Romeo and Juliet, directed by Shane Brown, and performed by the CSI theater Department on the CSI Globe Stage, a unique outdoor performance space designed and built by CSI professor Laine Steel especially for this performance. The experience will also feature live performances on the stage throughout the week, an opportunity to learn more about Romeo and Juliet and Shakespeare at the Director’s Circle - an intimate discussion over food and wine - with director Shane Brown on Friday, April 29, and the CSI Student Arts Show running during the week in the Herrett Center for Arts and Science. Forest Maps Available
As the season transitions from winter into spring we want to remind visitors that there are areas on the Sawtooth National Forest where over-snow vehicle and motor vehicle travel is not allowed. Some of these areas are not new and were identified to help protect and restore important habitat, reduce user conf licts and protect water quality; however, others are as the Hemingway– Boulders and White Clouds Wildernesses which was designated in 2015. There are tools available to help visitors navigate the Forest both in the winter and summer. The Sawtooth National Forest Winter Travel Map was developed to inform winter visitors and is available for free at Forest Offices and on the Sawtooth National Forest website. The map complies with Subpart C of the Travel Management Rule and displays a variety of information in hard copy form. The map is also geo-referenced and available for download through the Avenza Map Store for free. This enables the visitor to download the map onto their smart phone or tablet and then use their Global Positioning System (GPS) to track their location and navigate while outdoors. This tool also helps visitors to locate the areas that are open for over-snow use and other winter uses. The Forest Service defines “over-snow vehicle (OSV)” as a motor vehicle that is designed for use over snow and that runs on a track or tracks and/or a ski or skis, while in use over snow. Additionally, there are three motor Vehicle Use Maps for the Sawtooth National Forest, one for the Minidoka Ranger District, one for the Fairfield and Ketchum Ranger District and one for the Sawtooth National Recreation Area that inform visitors of roads and trails open to motorized vehicle use. These maps are also available at Forest Service Offices and available for download through the Avenza Map Store for free.
