The Lincoln County Chamber of Commerce recently held a ribbon cutting for Shoshone’s newest business - the Idaho Veterans Thrift Store.

Located 4 miles north of Shoshone in the Wild West Business Complex, the Idaho Veterans Thrift Store is part of Idaho Horse Therapy, Inc. (IHT) and their effort to create a selfsustaining program for our veterans.

Many of our veterans struggle with various types of disabilities, but they are not looking for a hand out, they just want a hand up. The IHT program is designed to help veterans develop vocational skills,

as well as to rehabilitate psychologically. By building confidence and giving them opportunities to enjoy success as civilians, IHT believe they can win this war at home.

The thrift store is now accepting items for donation.

The Gooding Rotary Club is reminding everyone to “Mark your calendars!”

Correction

In last week’s Presidential Primary Results Gooding County was reported as having 1945 votes for Donald Trump. The correct number was 679, with 863 votes for Ted Cruz. 1945 was the total number of ballots cast for Republicans candidates.

In Legislative District 26, Gooding and Lincoln counties went to Cruz while Camas and Blaine went to Trump.

Dear Editor, The 2007 Castle Rock fire that nearly burned out Ketchum was predicted for years like many others that have occurred in Idaho. There has been no means to bring the threat to the public’s attention.

Idaho lawmakers are about to pass a Public Nuisance law (S1338) that would allow people with a knowledge of the threat, including property owners to contact our County Commissioners with surveys and data to show and area is under threat to life and property.

The Commissioners could then go to the responsible agency and request remedial action.

Last summer in the West we lost over a billion dollars of private property and many lives in wildfires that could have been prevented. It’s past time the little guy and property owners have a say to protect life and property. A healthy forest poses no threat. This law is supported by commissioners, property owners, and users. It is opposed by Michelle Stennett who claims that one rogue official could misuse this law. Senator Stennett needs to call out by name who this rogue official is in her District that causes her to distrust our local governments.

Meet Your Elected Officials Lincoln Day Celebration

With the lead up to the May Primary, the Republican Party is holding Lincoln Day Events around the state to give voters an opportunity meet with their State Elected Officials, as well as individuals who might be challenging them.

Saturday, March 26, Lincoln Day celebrations will be held in Fairfield, Shoshone, and Gooding. The keynote speaker for all of these events will be Senator Mike Crapo.

The Fairfield event will be held at the Camas Senior Center (129 Willow Ave W.) from 8 to 10 a.m. Breakfast will be served.

At noon the group will meet up at the Community Center in Shoshone (201 South Beverly). A potato bar will be served and everyone is welcome to attend.

The final gathering of the day will be at the Gooding High School. Social time will begin at 5:30 p.m. followed by a Chili Feed at 6 o’clock. Tickets for this event are $10 per person or $25 for a family.

Look ing for over weight people who want to lose some weight. TOPS (Take Off Pounds Sensibly) group is hoping to start up in Fairfield. Snowmobile Closure Ended

Effective March 16, 2016 the snowmobile closure on the 1965 acre snowcat skiing area above Soldier Mountain Ski Area was lifted.

According to Mike Dettori, Fairfield District Ranger, guided snowcat skiing is finished for this season. For the remainder of the winter snowmobilers will have access to the peaks located above Soldier Mountain Ski Area.

Snowmobilers are allowed to park in the north end of the ski area parking lot and travel up the South Fork of Soldier Creek to the snowcat skiing area. Snowmobilers are reminded that ski runs within Soldier Mountain Ski Area remain closed to motorized use. For more information contact the Fairfield Ranger District office at 208-764-3202.

Doris E. Amoruso

November 20, 1923-March10, 2016 Doris E. Amoruso, a resident of Gooding, formerly of Soap Lake, WA passed away Thursday, March 10, 2016 at DeSano Village, Inc. in Jerome.

Doris was born November 20, 1923 at Avon, Idaho, to Ernest C. and Essie M. Schell. Was raised and educated in Avon and Battleground, WA. She married Philip E. Amoruso on March 16, 1941 in Battleground, WA. Doris was a member for life of the Grange. A member of the Lutheran Church, ELCA in Soap Lake, WA. Doris was also a cosmetologist and followed her husband who was in the USAF for 23 years.

Doris is survived by a daughter, Janet Stephens of Jerome, ID, two sons, Jerry R. Amoruso of Royal City, WA, and John C. Amoruso of Vancouver, WA. 10 grandchildren and 19 great grandchildren, and 2 great great grandchildren.

She was preceded in death by her husband, Philip and her parents, a sister and 3 brothers.

The family would like to acknowledge and thank Hospice Vision, Inc. for the special care and comfort to our mom and grandmother. Also a special thank you, to Terri Pendleton and Staff at DeSano Village for the excellent care mom received for the last year and a half. They are special People for the care they give to Alzheimer Patients.

No local service is planned. Arrangements are pending in Soap Lake, Washington.

James Lee Chappell

James Lee Chappell age 83 passed away Monday, March 7, 2016 at St. Luke’s Hospital in Boise, Idaho.

James was born January 11, 1933 in Pritchett, Colorado.

He spent most of his life in Colorado, but most recently resided at Lincoln County Care Center in Shoshone, Idaho.

James (Jim) served our country in the U.S. Air Force from 1952 to 1956. He enjoyed hunting, the outdoors, and gatherings with his family. He was religious throughout most of his life and now walks with the Lord.

James, aka, Poppy was a very humble, stoic, loving and caring man. He will forever reside in the hearts of many.

He is survived by 5 sons and their wives, 1 daughter, 7 grandchildren and 5 great grandchildren that he loved deeply and was loved by all of them.

The family is grateful for all the care he received at Lincoln County Care Center and for all those who generously cared for him throughout the past few years.

There will be no formal services, rather a celebration of life with family and friends will take place at a later date.

Brenda Lou Allen

Brenda Lou Allen, 68, of Wendell, passed away March 16, 2016, at St. Luke’s Magic Valley Hospital in Twin Falls, with her family by her side. Brenda was born November 2, 1947 in Logan, West Virginia to Jesse and Lucille Dunnue Toler. At a young age she moved to Pasco, WA, where she graduated from high school.

Brenda attended BYU where she met Jerry Allen. They were later married on May 29, 1969. She finished her Bachelor’s Degree in 1988, at ISU after their five children were all in school. She taught at the Magic Valley Alternative School, Bliss Jr/Sr High School and the Richard McKenna Virtual High School.

Family was the center focus throughout her life. She wanted to visit with all her children and grandchildren every week and attended every activity possible that her health would allow.

She was a loving wife, mother and grandma and was always willing to listen and help in any way that she could.

Brenda was a faithful member of the Church of Jesus Christ of Latter-day Saints. She served in many different capacities in Relief Society, Primary and in the Young Women programs.

Brenda is survived by her husband of 46 years, Jerry Allen.

She is also survived by her children: Jeremy (Revina) Allen – Wendell, ID; Bethany (John) Stratton – Everett, WA; Rebecca (Brett) Klassen – Cochrane, AB; David (Sheila) Allen – Twin Falls, ID; Michael (Jessica) Allen – Bend, OR; her sister, Sharon Harmon, 22 grandchildren and two greatgrandchildren. She is preceded in death by her parents, a stepfather and her grandson, Kade Allen.

Funeral services were held on Monday, March 21, 2016, at the Wendell LDS Church. Interment followed in the Wendell Cemetery. Arrangements by Farnsworth Mortuary.

Margaret enjoyed a long and distinguished career of over 40 years in public schools teaching and shaping many young lives. David Ernest Boring

David Ernest Boring, 90, a resident of Gooding, passed away Sunday, March 13, 2016 at Stonebridge Assisted Living in Wendell.

Dave was born in Pindall, Arkansas on June 13, 1925, to Ernest and Nellie Boring into a family of 8 sisters and 1 brother.

They moved to Gooding in 1936 to get away from the dust bowl. After school in Gooding, he went to the Weiser Trade School to learn welding, and from there went to the Vancouver shipyards.

At 18, he came home to enlist in the United States Marine Corps. He was honorably discharged in 1946.

When he came home, he met Pat, and they were married that fall.

He was a farmer and land leveler the rest of his life.

He was preceded in death by his parents; 1 daughter; 1 great-grandson; 7 sisters; and 1 brother.

Dave is survived by his wife, Pat Boring; 2 daughters, Cathy Thompson, and Susan Bolton; 1 sister, Viola Headrick; 6 grandchildren; and several great-grandchildren.

At Dave’s request, no public services will be held.

In lieu of flowers, the family requests that everyone get together with their family and remember the good times.

In the early days of England, a highwayman or robber sometimes gained hero type status. Many times the highwaymen were dressed a little better than the average person. These people usually confronted their victims face to face. A common phrase was, “Stand and Deliver your purse.” To me I don’t see anything about robbing someone face to face making you a hero. You are still robbing.

Coaches were often attacked for robbery because of the lack of protection. Wooded areas along the roadway could easily hide the highwaymen. Eventually, roads were patrolled to protect the people from robberies. In fact, England had the first artificially lit highway because people had put lanterns along the roadway at night, deeply reducing robberies. As guns became available to common citizens crime wasn’t as common place.

In the American West after the Civil War, men were accustomed to violence after losing their lands or fortunes became the American Highwaymen. Some of these robbers were of respected folks. The dime novels (10 publications) and the newspapers made heros out of many outlaws. The Stand and Deliver phrase was changed to, “Your money or your life.” With the violence throughout, your life was often the end result.

A horse was almost worth more than a human life for a highwayman. Most often they (horses) weren’t shot during robberies. The horses were the “get away car.” Stealing horses involved greater crimes, most often hanging. I guess the fear of being hung was more than being killed.

Today we have a new type of highwaymen. These highwaymen are or were good family members. With our fast paced world our robbers are hard to see because it is so easy to be nowhere and be everywhere at the same time.

Basically I see our highwaymen as two basic types: the masked and the unmasked. The ones wearing the mask are the ones you don’t see. These are the people (sometimes greed driven) who place implications on your life which you are privately unable to control. Credit card companies wear the mask well. A person is always paying them nearly a third of your income to exist. Nothing like paying someone to rob you. Oil companies wear masks as well. They are true “highway” men. Our current break in gas prices is a gentleman way of getting us back on the road instead of robbing us in the woods (prices are going up).

The unmasked robbers are the ones in the open. They are everyday people who write bad checks, thus creating a “no checks accepted” policy. They are the same ones caused by the masked ones to drive off without paying for gas, creating the “pay first” policy.

Maybe we need a new phrase, “Stand up and Not be robbed.”

Looking for something to do during your spring break?

Why not make a quick escape to nature at one of Idaho’s nature centers or natural areas.

Five facilities offer visitors the opportunity to enjoy a bit of wild Idaho close to home. These areas include the WaterLife Discovery Center near Sandpoint, the Lewiston Wildlife Habitat Area in Lewiston, the IDFG MorrisonKnudsen Nature Center in Boise, the Edson Fichter Nature Area in Pocatello and the Salmon Outdoor Classroom in Salmon.

The MK Nature Center is the flagship facility, opening its doors in 1990. With the input and hard work of a number of Fish and Game employees and support from then- director Jerry Conley, the 4.6 acre former landfill and baseball field was transformed into the vibrant wildlife habitat it is today. Local businesses, individuals and foundations, including the Idaho Fish & Wildlife Foundation, all contributed to this amazing transformation.

Today, the nature center receives 150,000 annual visitors along with approximately 10,000 school students participating in field trips. The visitor’s center, walking paths, underwater viewing windows, stream and ponds provide casual visitors and students with ample wildlife watching opportunities. From native fishes in the water to mule deer, fox, mink and many bird species, the MK Nature Center is an oasis for wildlife right in the middle of our capital city.

Equally unique, the other natural areas also feature walking paths for wildlife viewing, photography or a place to just enjoy the outdoors. Interpretive signage at some sites can help you learn about the unique wildlife and habitats of the area. These sites also act as outdoor classrooms.

Students get a chance to spend a day outdoors engaged in hands-on education projects or learning new skills such as fishing.

Nature centers and natural areas are perfect close-tohome places to let families connect with the outdoors.

The Super Hunt Combo winner may hunt all four species - deer, elk, pronghorn and moose in any open hunt. Money raised by the drawings provides hunters and anglers access to private lands through the Access Yes! program.

Deadline for entries in the first drawing is May 31. Entries submitted after the May 31 deadline will automatically be entered in the second drawing which takes place in August. Eight elk, eight deer, eight pronghorn, and one moose hunt will be drawn in the first drawing. One Super Hunt Combo hunt will also be drawn. The winner of the Super Hunt Combo is entitled to hunt all four species - one elk, one deer, one pronghorn and one moose. Winners will be notified by June 10.

Super Hunt entries are $6 each. Super Hunt combo entries are $20 each. No license is needed and hunters can enter as many times as they like.

USDA’s Natural Resources Conservation Service (NRCS) today announced the availability of up to $260 million for partner proposals to improve the nation’s water quality, combat drought, enhance soil health, support wildlife habitat and protect agricultural viability. The funding is being made available through NRCS’ innovative Regional Conservation Partnership Program (RCPP) and applicants must be able to match the federal award with private or local funds.

Created by the 2014 Farm Bill, RCPP investments of nearly $600 million have already driven 199 partner-led projects, including three projects in Idaho. The program challenges local leadership to establish partnerships that can include private companies, local and tribal governments, universities, non-profits and other non-government partners to work with farmers, ranchers and forest landowners on landscape- and watershed-scale conservation solutions that work best for their region. This will be the third round of funding through RCPP, helping USDA build on record enrollment in all voluntary conservation programs, with more than 500,000 producers participating to protect land and water on more than 400 million acres nationwide.

“Across the country, locally-driven efforts are having a positive effect on conservation and production,” said Curtis Elke, NRCS state conservationist in Idaho. “RCPP serves as a valuable vehicle for matching federal investment and private capital to advance natural resource conservation. In Idaho, those proactive measures and special projects will address ground water recharge, water quality, soil health, wildlife habitat and agricultural production. Nationally, partners in the 84 new high-impact projects for Fiscal Year 2016 that were announced in February are matching USDA funding more than two-to-one for a combined investment of more than $720 million.”

“We recognize the growing interest in leveraging private capital markets to foster impact investments in conservation, sustainable agriculture and forestry,” Elke said. “For this new round, we hope to see even more applications that support a sustainable agriculture market, the development of environmental markets and conservation finance projects.”

One of the 2016 high-impact projects announced this February, is The High Desert Drought Resilient Ranching project, led by Trout Unlimited. The project brings 17 partners from Idaho, Nevada and Oregon together. Idaho Nevada and Oregon ranchers have experienced a severe drought for the majority of years in the last 30-year cycle.

This project is designed to help reduce drought impacts to wildlife and livestock in the Owyhee watershed and nearby communities in two adjacent watersheds. Project partners will work together to develop on-the-ground projects that keep water in streams longer for both livestock and wildlife. Project area selection will emphasize state and private land that currently provides habitat for three focal species – redband trout, greater sage-grouse and Columbia spotted frogs – or is adjacent to known populations and has the capacity to restore habitat for these species. NRCS plans to direct $1.3 million toward the partnership’s efforts.

Legislative Update from Representative Donna Pence We are getting down to the wire and bills are flying fast and furious in an effort to finish by the target date of next Thursday the 24th. There are number of agency budgets, land, water, education task force and health care bills that still have one chamber to pass with five days remaining.

H 582 is a bill dealing with a hypothetical situation of how lawmakers will manage federal land, which in the bill they feel will be transferred to Idaho from the federal government via the flawed “equal footing” concept that Utah lawmakers presented to us last week. It is framed as a “just in case” situation. I voted against 582 in committee, but it passed out on a party line vote.

In one success Thursday the House Resource Committee voted to hold in committee H 586 which proposed to have the legislature approve any sale or transfer of private land to the federal government. This proved too much of a private property right infringement for a majority of the committee to stomach.

Thursday we also passed out S 1338 that gives County Commissioners the opportunity to declare a public nuisance if they feel Federal lands are being mismanaged and demand the managing agency to come up with a plan to eliminate it 30 days or more after notification. It is a way to poke the Federal Government but has no punitive powers to actually carry through the demand. I fear it will embolden some Commissioners to actually go in and start work on federal lands or bring suit on the Feds both of which are unconstitutional. Either would generate a suit we will lose. Today the bill was fast tracked and we debated and passed it on in a party line vote. It now goes to the Governor.

There is a little movement on the healthcare front. A Medicaid Expansion like bill will appear Monday. There has been a significant ramping up of pressure to do something this session from the public. The bill will seek a waiver from the federal government to use an Idaho specific type of plan for those up to 100% of poverty. The unfortunate thing about this bill is implementation is about 18 months away. It is also likely that those in the gap will see money saved as a result of Obama Care help pay for additional care at Health clinics. These services will be available for this 18 mo. period. We will still need the CAT Fund and County Indigent Funds to help with severe medical problems in this group of working poor.

Another bill put to rest was one that would ask for a Constitutional Amendment doing away with the State’s Constitutional ban on any tax dollars being used to fund private or Church supported schools. It would be a major step in creating vouchers for each student to use at any school they wanted to attend, which is the ultimate goal of the school choice movement. Something I believe would be difficult in many of our small towns. It will be coming back next session.

S 1342 that expressly allows the Bible to be used as a reference in Idaho schools passed out of the House on a near party line vote.

We currently can use religious texts for reference materials, but due to the Idaho Constitution’s very strict and narrow interpretation focus, absolutely no religious doctrine or instruction would be allowed. An attorney General’s opinion indicated as written this bill would violate the Constitution.

S 1378 gives a $5 million boost to our existing Opportunity Scholarship money

which equates to 1,700 more of the scholarships being given out to Idaho high school graduates who have a B or better average this next year.

S 1404 making it illegal to sell fetal tissue of “preborn children”, was sent to the 14th order in the Senate for amending. It has a number of flaws to be fixed but may make it to us before adjournment.

H 581 which deals with finally getting additional internet sales tax revenue was pulled back to the House State Affairs Committee to insert some of the income tax features and the increase of the grocery tax refund that was killed in the Senate Tax Committee.

What games we play up here!

The last thing we passed today in the House was S 1389 that allows concealed carry of guns in Cities where before they only were allowed outside cities. There are certain legal reasons not to issue permits listed and youth younger than 21 and over 18 will have to take a special training before they can get a permit.

Superintendent Ybarra’s Rural Education Centers RS was printed and sent to the 2nd reading calendar today. They have in place a proposal to run a pilot project in northern Idaho costing $300,000 per year for two years. JFAC refused to budget it so far, so we will see what happens.

Lots of action as things begin to get nailed down for the session. I should be able to give you more concrete details next week.
