The Camas County Fairboard is hosting a St. Patrick’s Day Dance at the Legion Hall this Friday, March 15th, from 6:30 pm to 10:30 p.m. This is a fundraiser for this year’s fair & carnival rides, so come enjoy the fun now... and later this year. Presale tickets are $10 per person, $15 per couple, or $25 per family. Tickets at the door are $15 per person, $20 per couple, or $30 per family. The evening will have free popcorn, cotton candy, punch and coffee, a necklace contest, and... raffle prizes. The 50/50 Raffle features gift certificates from Soldier Creek Brewing, Small Town Swank, Petals-n-Posies, and a full body massage by Soldier Creek Therapeutic Massage. This Friday & Saturday, March 15 & 16, the Lincoln County Historical Society will be hosting their Spring Art Show at the Lincoln County Museum (112 West B Street in Shoshone). The show - featuring photography, paintings, carvings, ceramics, jewelry, and much more - will be open from 5 to 8 on Friday and 10 to 4 on Saturday. On Sunday, March 17th, come enjoy or... join, the Tumbleweed Race Parade starting at 2:00 p.m. Awards will be given for best livestock, best machinery, and best dressed man & woman (line up is on North Rail Street). Diana Rowe has been selected by the Board of Directors of Gooding Restoration for Entertainment, Arts and Theater, Inc. as the first recipient to receive the Volunteer of the Year Award for 2018 for her outstanding work and time spent as a volunteer for the restoration of the historic Schubert Theatre. “Diana’s contributions for the past year include: creating the graphics for our flyers for the Schubert’s event fundraisers, posting events and reminders on Facebook, serving as Mrs. Claus and Esmerelda, decorating the theatre, finding other volunteers and so much more. LaTulippe siblings Audrey, Emma and Colton all placed 1st in their grade at the Idaho State Scholastic Chess Tournament held on March 2nd at Jerome High School. They are homeschoolers in grades 5, 3, and 1. The team tournament is coming up in April where they will help to keep the Wood River Homeschool Coop Team’s 1st place title for Elementary. The Chess club meets on Thursdays at the Bellevue library at 4 p.m. and on Fridays at 3:30 p.m. at the Fairfield Community Church and is open to anyone ages 6+. Adults are welcome!

Legislative Update from Senator Michelle Stennett Medicaid Work Requirements House Health and Welfare introduced HB249 on Friday to create work requirements for Medicaid Expansion recipients. The Lincoln Auditorium was packed, and people came from all over the state to testify against the bill. HB249 would create work requirements for recipients in the gap population. Studies have shown that work requirements are quite costly when it comes to administrative fees and many people who would be affected by this are already employed. Idaho would also have to pay for all the costs associated with work requirements including tracking compliance, providing job training programs, and providing other work support services such as transportation or child care assistance. After hours of testimony, the bill was held in committee and a vote did not take place. The Legislature Retaliates Against Voters The Senate State Affairs Committee voted to introduce SB1159 which would make voter initiatives and referendums more difficult. This is not the first time the Legislature has tried to suppress voters when it comes to referendums and initiatives. After the Luna laws were overturned in 2013, a law passed that shortened the time frame for gathering signatures and required signatures from at least 6 percent of registered voters and 18 out 35 districts in 18 months. Now, the Legislature wants to stop the passage of initiatives such as Proposition 2/ Medicaid Expansion. The new bill would expand these conditions and require signatures from 10 percent of registered voters in 32 of the 35 legislative districts in 180 days. This is over 60 percent less time to gather signatures and nearly double as many legislative districts. In addition, counties will also be required to spend additional time and expense to verify signatures and temporarily hire help, without additional resources. This is clearly an act of retaliation and retribution against the voters of Idaho. The bill will be before the Senate State Affairs Committee at 8am. Anyone can contact the Committee, email, call their Legislators, or testify. Marsy’s Law A new version of Marsy’s Law was sent to the Senate Floor this week, but it failed by one vote. SJR 102 needed a two-thirds majority because it would have amended the Idaho Constitution. The Resolution attempted to change the notification to victims about a defendant’s hearing, release, or escape and give them more opportunities to be heard throughout the process. Existing law already requires notification of appellate court hearings, releases, and other communications, but unfortunately, victims say they are not being provided this information. This Joint
Memorial did not require the government to provide legal counsel to the crime victim and does not guarantee that adequate resources will be provided for victim representation. The Joint Memorial will likely be changed and will come back next session.
Eviction Notices The House killed HB 138 on Monday that would have streamlined all evictions into a process that would have to take less than a month no matter the reason for eviction. Currently, landlords must file two separate suites in court to evict a tenant, one to return the property to the landlord and another for monetary damages. If a renter is behind on rent or is in possession of illegal drugs, landlords can evict renters within less than a month. Other lease violations such as noise complaints or property damage, take longer to move through the courts, but this bill would have put all evictions, no matter the cause through the same process.The bill would have also added protections for renters in properties where landlords have not completed repairs and allowed victims of domestic violence to more easily break a lease. This could have protected some renters, but ultimately would have created unintended consequences for certain groups, such as low-income individuals. Exploding Targets This week in Senate State Affairs, I introduced SB 1178 prohibiting the use of exploding targets during the designated fire season - May to October. Exploding targets refer to any device used as a target, consisting of flammable substance or substances capable of exploding when struck. The bill would make Idaho law on state lands consistent with federal land laws. It classifies the crime as a misdemeanor and reiterates a judge’s discretion for sentencing terms and cost recovery, such as community service to help repair damages in the affected areas. A negligent person who causes a fire is still liable for costs incurred by the state in controlling or extinguishing the fire. This legislation does not apply to private property or any public or private shooting range that has a permit or governmental approval. Arson is already covered under Idaho Code as a felony. As always, it is a pleasure to represent our district in the Idaho State Senate. I appreciate your continued input and comments as we deliberate legislation.

obit ua ry Dwayne Philip Pruett “Gone Fishing”
Dwayne passed away on March 7, 2019 at home surrounded by loved ones. He was born on September 27, 1929 to Howard and Maybell Pruett of Bliss. Dwayne was an excellent student and was always proud that he never missed 1 day of school in 12 years! He graduated at 17 and immediately joined the Army. Upon his return, he married his sweetheart, Azell Colter, of Gooding in 1949. They spent 67 years together before her passing on July 23, 2016. Aside from his 43+ years of work on the Union Pacific Railroad, Dwayne was an avid outdoorsman. He loved his yearly hunting with his dad and brothers and fishing with Azell, his daughters, granddaughters or great grandchildren. He also loved softball, playing cards with his family, and was very well read. Grampy never hesitated to curl up on the couch with the kids to watch game shows or cartoons. He gave us all the tools figuratively and literally to work hard, be proud of what you accomplish and always strive to learn something new. If Dwayne opened his mouth to speak, we knew it was either going to be life-changing, hilarious...or a Jeopardy answer. His dry sense of humor, quick wit, riddles, and silly songs will be greatly missed! Dwayne is survived by: his brother - Steve (Shirley) Pruett; and his daughters - Debbie (Dean) Kline of Twin Falls and Phyllis (Roy) Moore, Salt Lake; granddaughters - Traci (Sean) Petersen, Salt Lake; Vikki (Alistair) Legg, London; Chelsey Kline, Portland; and Courtney Kline, Twin Falls; great grandchildren - Kyle, Austin Marie, Spencer, Jake and Katie; and his great-great granddaughter “baby shark” - Kinsleigh. He was preceded in death by his parents; brother, Gene; sister, Wanda; and wife, Azell. The family wants to express appreciation to Dr. Anne Fullmer, and the staff at Heritage Hospice, especially Lisa and Krystal in the final days. A private family burial will be held at the Elmwood Cemetery in Gooding. A memorial reception will be held on Saturday, March 16, 2019 from 1 to 3 p.m. at the Lincoln County Community Center at 201 South Beverly in Shoshone. Mark Dennis Nasura, 56, a resident of Gooding, passed away on Friday, March 1, 2019 at St. Luke’s Medical Center in Boise. Mark was born on November 20, 1962 in Rupert, Idaho, the son of Dennis W. and Anna Cunningham Nasura. He was raised in Bliss, Idaho where he graduated from Bliss High School in 1981. Mark married Barb Armitage on August 4, 1984. They had four sons – Brian, Brandon, Dylan and Michael. Mark farmed and ranched in the Gooding area. He worked for the Big Wood Canal Co. for 20+ years. The things that brought him the most joy was his family, his farm and cows, and especially his garden and flowers. Mark was preceded in death by: his parents – Dennis and Anna Nasura; and his father-in-law – Red Heath. He is survived by: his wife – Barb Nasura of Gooding; his sons – Brian, Brandon and Mike of Gooding and Dylan of Buhl; sisters – Karen (Floyd) Uria of Gooding and Carmen (Bill) Wells of Green River, Wyoming; his brother – Todd Nasura of Gooding; his mother-in-law – Joyce Heath of Gooding; and numerous nieces and nephews. When it’s watermelon time again and Hagerman Valley’s best comes to mind, remember my dad. For a lifetime he was the near is happiest in the family business, watching sun and water work their magic in the same fields his Boyer grandparents and parents coaxed into stripes of green and cantaloupe gold. (Blessed are the happiness makers). Alan K. Boyer, who will be remembered, departed this life on February 27, 2019 in Hagerman. He was born January 28, 1947 in Wendell to Russell and Doris Brown Boyer, parents of four farmer sons. He graduated from Hagerman High School in 1966. His first job was at Clear Springs Fish Hatchery, and then he began farming on his own. No weed had a chance in his fields. He also custom farmed, swathing and baling hay in the valley. Dad loved to hunt, and his vacations were with family and friends among elk, geese, ducks, and rock chucks. He loved sports, especially basketball, and regaled us with the glories of his high school playing years. He loved his community, the center of his world. Dad is survived by his mother and his brother, Ron, both of Hagerman, and nieces and nephews. I am his daughter, Alett Burlison (Jeremy Johnson) of Meridian, mother of Jake, Jordan, and Josie, also of Meridian. Reggie and I were born to Alan’s marriage to Valorie Schmechel of Twin Falls. My dad was preceded in death by his son, Reggie, granddaughter, Chelsea Burlison, his father and his older brothers, Clairus and Scott Boyer of Hagerman. In Lieu of flowers, please donate to Hagerman Alumni Association. A special thank you to Visions Hospice of Twin Falls and StoneBridge Assisted Living of Hagerman for taking such good care of my dad this past year. I will love and miss you dad until we meet again. John Wayne Sutton, 60, a resident of Wendell, passed away at his home near Wendell. John was born on August 18, 1958 in Gooding, Idaho, the son of James and Elva Sutton of Fairfield. He was raised and educated in Wendell. John is survived by: two sons – Josh Sutton and Jason Sutton; one brother – Bob Koonce; four sisters – Twilla Wese, Carol Horstman, Barbara Peterson and Karla Sutton; and two grandchildren – Kelby and Kolby Sutton. He was preceded in death by his brother – Phil Koonce; sister – Judy Koonce; his parents – James and Elva Sutton; and his son – John Sutton, Jr. No funeral services will be held. Sylvia Louise Phillips, 77, a resident of Shoshone, passed away on Thursday, February 28, 2019, at her home in Shoshone. She was born April 21, 1941, to John Batiste Destruf and Florence Marie (Patton) Destruf in Paonia, Colorado. She attended grade school in Paonia and Dragerton, Utah, graduating from Price High School in Price, Utah in 1959. She attended Holy Cross Nursing School in Salt Lake City, Utah graduating in Spring of 1962. She married Sidney C. Phillips in August of 1962. They were later divorced, but remained the best of friends. To this union were born Stephanie, Sherry, John, and Scott. She worked over forty years in various nursing positions which helped fulfill her helpers’ heart. She never refused to help others and any who came to her home never left hungry. She was preceded in death by her son - Scott Charles; her sister - Linda Alice; and both parents. She is survived by her children - Stephanie (Joseph) McConnell, Sherry Phillips, John (Synthia) Phillips; three grandsons - Scott (Vanessa) Miller, Eric Brelan and Jeremy Brelan, and a very special granddaughter - Sumi Lyn Phillips; as well as a great grandson - Richard Brelan; best friend – Sid; and brother-in-law - Robert J Wade. Services will be announced in the Spring. Cremation arrangements are under the care and direction of Demaray Funeral Service – Shoshone Chapel.

This is the story of the economic impact of the Great Depression, the innovative ways in which people sought to overcome hardships caused by the Great Depression, the creation of the New Deal, and the benefits and losses of this era on Gooding County and Idaho as a whole. Kelly Kast was a staff writer for the Gooding County Leader for seven years and its editor for three years. She has published many history articles in Idaho Magazine. Kelly currently works for the Idaho State Police and in 2013 published a history of the Idaho State Police for its 75th anniversary, entitled “Without Compromise.” Sponsored exclusively by Zions Bank. ------Two deer hunters hired a pilot to take them back into the Idaho Wilderness. After the hunt the pilot returned and saw they had shot six deer. “The plane won’t carry six deer. You’ll have to leave two of them,” said the pilot. Unwilling to leave their deer, the hunter said, “We got six on the plane last year.” The pilot gave in and just three minutes after take-off, the plane crashed into the forest. One of the hunters said, “Any idea where we are?” The second hunter said, “Yeah, right about where our plane went down last year.” ------Why is Cinderella son bad at soccer?
