NEWS District Tournament Games

Girls Basketball began their district tournaments last week. On top of their game, the Dietrich Blue Devil girls (#1) head into the District Championship with 17 win and 3 losses. Last night's game between Richfield (#2) and Hagerman (#3) will send one of those teams into the Championship game with Dietrich this Friday in Gooding at 7:00 p.m. Boy's tournaments will begin next week. With 16 wins and only 2 losses, the Camas Mushers (#1) are the team to watch with a likely run at the State 1AD2 Championship. In 2A basketball, the Wendell Trojans have 12 wins and 5 losses and are favored to take the district tournment.

This week, communities throughout the nation celebrated the enormous potential of school choice. Now, more than ever, students and families hunger for alternatives to the public school system. With a plethora of educational options available today, our government should champion and empower families to discover the best fit for their children, rather than confining them to an outdated system. Defenders of the status quo invest significant resources, a lot of time, energy, and money, to resist efforts to give families more options. Teachers unions and the state education bureaucracy have joined forces with outspoken progressives who fear free thinking independent young people who grow up outside of their control. As Republicans, we believe that the family is more important than the state. We believe that parents know best how to educate their children and have an inalienable right to impart their values to the next generation. Our position on education, as outlined in Article III of the Idaho Republican Platform, underscores the belief that children are a gift from God, and stewarding and disciplining those children into being Godly and productive citizens is the paramount responsibility of fathers and mothers. The Idaho State Constitution says in Article IX, Section 1, that “The stability of a republican form of government depending mainly upon the intelligence of the people, it shall be the duty of the legislature of Idaho, to establish and maintain a general, uniform and thorough system of public, free common schools.” Notice that this doesn’t say the government must indoctrinate students, or force anti-American or anti-family curricula down our students’ throats. It merely says we must provide a public school system that serves all students. Article III, Section 3 of the Platform reinforces this goal through the mechanism of school continued on page 8... choice:

The Idaho Presidential Caucus

Idaho's Presidential nominies this year will be chosen through a caucus process. Democrats will hold their caucus on Thursday, May 23. Registered Democrats or unaffiliated voters can participate. They will have caucus locations in every county in the state and you will be able to find your caucus locations starting March 2 on their website. They will also be providing mail-in ballots for voters who cannot participate in person. The Republicans will have 210 caucus locations in Idaho. The smallest is in Owyhee County and serves a single precinct with 18 Republicans. The largest is in Meridian and serves 20 precincts with 18,012 Republican voters. Regardless of size, some things will be the same at all caucus locations:

• All caucus locations will have a Caucus Captain who is responsible for the caucus at that location. • All caucus voters must be qualified electors that affiliated with the Republican Party before January 1st of this year. • All Caucus voters must present valid government issued photo ID and sign a Poll Book before they are issued a ballot. • Mail in voting, the kind of voting most susceptible to fraud, is not allowed. • Only official paper ballots will be used. Ballots have anticounterfeiting features. • All caucus locations will open simultaneously, Saturday March 2nd, at 12pm MST/11am PST, and voter check-in will remain open for at least 90 minutes minimum. Saturday at lunchtime was chosen so that the maximum number of working Idahoans would not have to take time off work to participate. • Caucus programs (Invocation, Pledge, Welcoming Remarks, candidate presentations, etc.) are scheduled to begin at Noon Pacific, 1:00 PM Mountain time, however the Caucus Captains can modify the program start time, but not the door opening time, to best suit the needs of the voters. • Balloting will continue until all checked-in voters have cast their ballots. • Ballot counting will be done on site immediately after balloting. politics, people are at a point of where they don’t know what’s going on, whose doing what, who to trust, or even if they care. To me that’s like turning the team of horses loose and expecting the coach to roll by itself. Some where people need to get back to a position of taking care of business. A good start is at home with personal beliefs. A good follow up would be voicing to the elected leaders. I’m sure Ben Franklin could see some of the same things when he wrote in Poor Richards Almanac. Following are a few Ben-isms: * Dost thou love life? University of Idaho Jerome County Extension and Idaho Department of Agriculture are offering a Pesticide Applicator Pre-license Training February 20-23rd at the Con Paulos Chevrolet Dealership in Jerome. If you have new employees or customers in need of obtaining a license this class is a great opportunity. This program is being offered with the Idaho Department of Agriculture and will be a good opportunity to learn what and how to study for the test and to ask questions of ISDA staff who administer the test. This training will be for those seeking either a private applicator license or a professional applicator license with an agriculture endorsement. Anyone seeking an ornamental endorsement may attend but we will concentrate more heavily on the agriculture topics. Richard E. Geer

Richard E. Geer, 43, a resident of Jerome and formerly of Gooding, passed away on January 8, 2024 at his home in Jerome. Richard was born on May 5, 1980 in Gooding, Idaho, the son of Ralph and Connie Geer. He was raised and educated in Shoshone during his grade school years. He later attended and graduated from Gooding High School. He married Morgan Harms on July 17, 1999 in Gooding. They were later divorced. He is survived by: his mother – Connie Geer; his father – Ralph (Sherry) Geer; one son – Dylan Geer; one daughter – Ayla Geer; one brother – Landon (Laura) Scheer; four sisters – Carrie (James) Kimball, Amanda (Kyle Hoskins) Campbell, Brea (Dan) Duffy and Elisha (Trent) Horrocks; two grandchildren – Raelynn and Scarlett Geer (children of Dylan Geer and Mickkael Twitchell); uncle – Ron (Luann) Geer; aunts – Kim (Nathan) Bishop, Mickie Karlson, Debbie (Ron) Young, Teresa Peterson and Maria Gurr; nieces – Harli (Lance) Lugo, Stella and Kennleigh Arters; nephew-Connor (Jerrica) Kimball: his partner - Malisa Norris. He was preceded in death by: his grandfathers – Dick Geer and Bob Campbell; grandmothers – Barbara Geer and Beverly Ciscar; and a cousin – Daniel Young. A celebration of life was held on Saturday, February 3, 2024, at the Wendell American Legion Hall. Inurnment will take place at the Hagerman Cemetery in Hagerman at a later date. Ronnie Hardman

Ronnie D. Hardman, 76, a resident of Gooding, passed away on Monday, January 8, 2024 at the Eastern Idaho Regional Medical Center in Idaho Falls. Ronnie was born on February 3, 1947 in Hereford, Texas, the son of Ernest and Edith Hardman. At the age of four his family moved to Gooding, Idaho where he and his siblings were raised and educated. In 1966 Ronnie and his twin brother – Donnie joined the Armed Forces – Ronnie joining the Army and Donnie joining the Air Force. Ronnie served as a crew chief aboard helicopter flights and was also aircraft mechanic. In May 1971 Ronnie was honorably discharged. He returned to Gooding where he helped take care of his mother – Edith. Ronnie drove truck for several local farmers in southern Idaho. Ronnie is survived by: his twin brother – Donnie Hardman; and a sister – Valeta Reed. He was preceded in death by: his parents; and three brothers – Ernie, Jr., Loy and Charles. A memorial service will be held in the Spring of 2024 at the Elmwood Cemetery in Gooding. Cremation arrangements are under the care and direction of Demaray Funeral Service – Gooding Chapel. Roy Leonard Burch

Roy Leonard Burch, 89, a resident of Gooding, passed away on Wednesday, January 24, 2024 at DeSano Place Suites in Gooding. Roy Leonard Burch was born June 12, 1934 in Solo, Missouri to L.C. and Laura Burch. His family moved to Salmon, Idaho when he was 3 years old. He spent his elementary years in Salmon and later moved to Gooding. It was in Gooding he entered into his first Rodeo. He was hooked. Saddle bronc riding, bareback riding and team roping were his favorite events. He spent his high-school years in Gooding pursuing his passion for Rodeo. Dad married Thelma Stevens on July 16, 1954. Soon after they were married dad gave up Rodeo and went into the Army. He was stationed at Fort Riley, Kansas when his father had a severe accident and was bedridden. Dad was the only family member able to take over the farming and he was discharged due to family hardship. Over the next few years, Dad worked for several ranchers in the Gannet and Gooding area's until they were able to buy a small farm on Shoestring Road. Dad worked on the railroad for several years and farmed on the weekends. In the early 1970's, they purchased a farm in Tuttle and built a dairy. Mom and dad divorced in 1990 and dad moved to Glenns Ferry and raised Longhorn cattle. Dad spent the next several years driving truck for Glanbia Foods during the week and farming on the weekend. He enjoyed driving truck and took a lot of pride in the fact the company he delivered cheese to said, "you can set your watch by Roy Burch's route". Dad later sold the Glenns Ferry farm and semi-retired. However, he continued to farm parttime with his son, Jess. This part-time job kept him busy and happy in his semi-retirement. He worked diligently to keep every weed sprayed and every rock picked out of the fields. He could clearly show you where every rock pile had been, before he demolished it with the skid-steer rock picker. He dearly loved his work. Dad's hobbies included horseback riding, camping and hunting. Camping with the kids and grandkids was the height of the summer. In his later years, camping became difficult and dad instead focused on weekly breakfast outings with family and close friends. Roy is survived by: his daughter - Roxi Reed (Ron); and his son - Jess Burch (Cindy); his 4 grandchildren - John T. Reed (April), Jena Faulkner (Steve), Christopher Burch (Charlotte), and Tyrel Burch; his 10 great-grandchildren - Reisha Burch, Nathanial Burch, Seth Burch, Jessica Burch, Annabelle Burch, Sierra Reed, Myles Reed, Faye Faulkner, Lily Faulkner and Stetson Burch. He was preceded in death by: his parents; his brothers - Dallas & Devon; his sisters - Lucille, Ann, and Betty; and an infant son - Gary. No funeral services will be held at this time with cremation arrangements are under the care and direction of Demaray Funeral Service – Gooding Chapel. Donna Elaine Byrns

Donna Elaine Byrns left this earth to be with her Lord and Savior Jesus Christ on Tuesday, January 16, 2024. Donna was born to Elwin and Eunice Wellard, in Shoshone, Idaho on October 9, 1939. She was born in a little rock house north of Shoshone. The home is still in use today. Donna was the second of four children. She has an older brother – Kenneth, a younger brother – Larry, and a sister – Verna. She went to a one-room school in the first grade. Her father took her and Kenneth to school in a little horse-drawn buggy. She attended school in Shoshone until 5th grade when the family moved to Rexburg, Idaho. They then moved to Salmon, Idaho, where again she went to a one-room school. When she started 7th grade, the family moved back to Shoshone, where she attended school until the 11th grade. They then moved to Wendell, where she graduated from High School. After high school, she went to Twin Falls Business College. She started working for Earl Greenawalt, Sr. of Jerome, Idaho as a private secretary after she graduated from Business College, and worked for him for 9 years. Earl Greenawalt owned a chain of Hardware and Furniture stores in the Magic Valley and also a Wholesale Company. Donna married Melvin Byrns on February 18, 1962. Their first child – Michael Scott was born on August 3, 1966 and their second child – Roger Clark was born on December 2, 1967. The family moved to Boise in 1967, then to Homedale, Idaho in 1972. While they were in Homedale, Donna worked for the Head Start Program and the public kindergarten. They then moved to Filer, Idaho in 1977. Donna was a member of the Nazarene Church which was pastored by their dear friend - Roane Maurice. In 1992 Melvin and Donna moved to Caldwell, Idaho. Donna was an active member of Centennial Baptist Church for many years. Afterwards they moved to Middleton, Idaho for a time before making their last move approximately 14 years ago to Tuttle, Idaho where they have since resided. Donna is survived by: her husband – Melvin; her 2 sons – Michael (JoLynn) and Roger; 10 grandchildren; 27 great grandchildren; two brothers and one sister. A funeral service will be held on Friday, January 26, 2024 at 11:00 am at Demaray Funeral Service – Gooding Chapel with Pastor Larry Walton officiating. Burial will follow at the Wendell Cemetery in Wendell.

REQUEST FOR PROPOSAL

Architectural Team Proposals New Annex building that includes an Ag Shop, Music Room, Four Classrooms and Greenhouse, Renovations of the High School, and Maintenance projects Camas County School District is soliciting “Proposals” for Architectural services in accordance with Idaho Code 67-2320 from Idaho licensed architectural firms in good standing to provide services. Pursuant to Idaho Code 67-2320, the school district plans the Proposal selection process. The school district is seeking RFP’s from qualified firms to provide Architectural Team Professional services to assist with this project. The District is considering running a bond in May 2024 to fund construction of these projects: Project Information: The successful firm selected through the District’s effort by this Request for Proposal (RFP) will provide comprehensive architectural services to assist the school district with Pre-bond assistance including preliminary site design, floor plans and elevations and coordinating with the selected CM/GC or General Contractor. Construction Delivery method has not been determined. The bond will include: A new Ag Annex building that includes a large Ag Shop area, a large Music Classroom, four new classrooms, a greenhouse, and renovations to the High School, including maintenance projects. It is anticipated that the project will be funded by a bond. The District reserves the right, at its discretion, to seek additional RFPs for architectural/design services for any projects during the period described above. The Proposed bond election is May 2024. The District anticipates that the selected firm will provide a full complement of architectural team services. Required services should be substantially similar to those identified in the American Institute of Architectural document, B133-2019 Standard Form of Agreement Between Owner and Architect, Construction Manager as Constructor or B101-2017 Standard Form of Agreement Between Owner and Architect, with modifications to meet District requirements. A specific AIA contract will be determined by the District when a construction delivery method has been determined. The final projects must be designed to be cost effective and functionally efficient while relating aesthetically to and becoming an integral component of the overall District. The successful architectural team will be required to independently retain the services of adequately licensed engineers and other design professionals to provide the District with the professional services required for the projects. The District reserves the right to approve engineering consulting service providers contracted directly with the architectural service provider. PURPOSE OF PROCEDURE The School District’s “Qualification Based Selection” (QBS) is to comply with Idaho Code 67- 2320. This procedure provides for an orderly process of: (1) Solicitation of professional qualifications, (2) Evaluation and ranking of qualifications, (3) Establishment of a ranked list of service providers, and (4) Negotiation of scope of services and fees. The District will not conduct a formal interview process. TIMELINE Advertisements 1/31/24 AND 2/7/24 Proposals due 2/09/24 by 3:00 p.m. Evaluation committee ranking: On or before 2/9/24 Respondents will be evaluated according to these criteria: General Information (Mandatory) Cover Letter signed by a principal of the firm General Architectural Services Qualification Statement (Attached) 1. NOTICE OF CEMETERY MAINTENANCE BID The Camas County Cemetery District is now accepting bids for the 2024 maintenance of its four Camas County cemeteries. Persons wishing to bid need to have their own equipment. The Cemetery District does provide a mower and a tree watering wagon. Maintenance includes having all four cemeteries mowed and trimmed by Memorial Day, and then mowing and trimming each of the 4 cemeteries twice a month, trimming trees and bushes, watering trees, filling critter holes, mower maintenance, possible weed spraying and general upkeep. We believe in improving the quality of education for every child by maximizing parental choice. This will be accomplished through money following students to their parent’s school of choice. We support all educational environments desired by parents including public charter schools, public virtual charter schools, homeschools, schooling at home, microschools, learning pods, co-ops, private and parochial schools, and accountable public school systems. Right now, school choice requires extra money to pay tuition, extra time to homeschool, or a public school district that is willing to be flexible. The anti-school choice lobby is spending a lot of money and political capital to keep it that way. While there are many great teachers and administrators within the public school system, there are also many who believe they know better than parents, and that children belong to them, not to you. I urge the Legislature to make school choice a priority this session. Not only will it give families more options, it will induce competition in the current system, which we as Republicans and believers in the free market know will lead to quality improvements for all.
