Legislative Update from Representative Miller

We have completed week 2 of the 67th Idaho Legislature.

Economic Outlook

I was honored to serve as House Co-Chair of the Economic Outlook Revenue and Assessment Committee (EORAC). This is a joint committee comprised of 10 House members and 10 Senate members. The purpose of the committee is to make an overall assessment of Idaho’s economic outlook and General Fund revenues. After 2 days of meeting, the committee adopted a fiscal year (FY) 2023 revenue of $5,867.9 billion and FY 2024 revenue of $5,547.1 billion. That is down 5.3% and 5.5% respectively from the previous fiscal year.

This assessment was sent to the legislature and it will be up to the Joint Finance and Appropriations Committee (JFAC) to act on this recommendation and forward a number to the legislature. JFAC may or may not use the same assessment as EORAC recommended.

Inauguration

The state constitutional officers were sworn in on Friday January 6. It was a cool but sun shiny day on the capitol steps as the Supreme Court Justice administered the oath of office to the Superintendent of Schools Debbie Critchfield, Attorney General Raul Labrador, State Treasurer Julie Ellsworth, State Controller Brandon Woolf, Secretary of State Phil McGrane, Lt Governor Scott Bedke, and Governor Brad Little.

Cheryl and I participated in the Grand March and the Governor’s Ball at the Capitol Saturday evening. It is a time-honored tradition of Pomp and Circumstance and an opportunity to see old friends and meet new ones.

State of the State

The session began at noon on Monday January 9th presided over by the new Speaker of the House, Mike Moyle. The Governor presented the State of the State in the House Chambers at 1:00pm. This is a joint session of the Legislature which requires a Joint Resolution of the House and Senate. So, the first order of business is an agreement to meet together in the House chambers. The next step is the appointment of two House representatives to formally and personally invite the Senate. They return with two Senators who formally accept the invitation. Then the Senate is escorted to the House and seated in the House chamber. A similar process is extended to the Supreme Court, the Constitutional officers and lastly the Governor. The whole process, required by law, has become another time honored tradition that I have come to appreciate very much. Nothing happens by accident. Everything is done with consideration and forethought.

A few highlights of the Governor’s presentation whose theme was “to make Idaho a place where we thrive and our children can stay...”. This summer the legislature approved $410 million for education coming out of sales tax. $80 million of that is tagged for scholarships of $8,500 per student available for CTE, community college, professional training, universities etc.

The Governor’s budget is supportive of education, road and bridge infrastructure, building maintenance, water quality and quantity infrastructure building and maintenance, state and education employee salaries, and law enforcement. There are, of course, many other areas addressed, but those are the highlights.

Social isolation and loneliness are associated with a 50% increased risk of dementia, an increased risk of premature death similar to the impact of smoking, obesity and a sedentary lifestyle; 29% increased risk of heart disease and 32% increased risk of stroke. What is not as surprising is that loneliness is associated with higher rates of depression, anxiety, and suicide. (NAESM)

In dollar amounts AARP research has shown social isolation and loneliness costs Medicare 6.7 billion dollars per year. Young adults are twice as likely to be lonely than seniors. 79% of adults aged 18 to 24 report feeling lonely compared to 41% of seniors aged 66 and older. (CIGNA)

The Idaho Commission on Aging is working to decrease these numbers in our state by bringing awareness to this epidemic.

Looking for a way to help others, or yourself alleviate loneliness? Efforts can be as simple as visiting your neighbor, calling a friend, or writing a letter. Other efforts may offer a longer-term solution. Adopting a pet or volunteering are both known to decrease the feelings of loneliness. No matter your choice whether to alleviate your own loneliness, or that of someone else your life will be forever changed.

About the Idaho Commission on Aging

The Idaho Commission on Aging (ICOA) serves Idaho’s seniors, people with disabilities, and their caregivers by safeguarding their rights, fostering self-sufficiency, and advocating on their behalf. The ICOA provides opportunities for individuals to access a comprehensive array of private and public pay, long term care, and support services through “Single Access Points” operated by the Aging and Disability Resource Centers (ADRCs).

The Older Americans Act (OAA) authorizes the state to designate a State Unit on Aging (SUA) to administer federal programs in Idaho. ICOA has the authority to develop and manage budgets and programs to address the needs of older Idahoans, people with disabilities and their caregivers.

The ICOA administers state and federally funded programs under the OAA and the State Senior Services Act by contracting with six geographically located Area Agencies on Aging (AAA). The AAAs provide OAA services as well as Idaho’s Ombudsman and Adult Protective programs.

Gregory L. Bodily

Gregory L. Bodily was born on January 15, 1961, in Idaho Falls, Idaho to Lawana and Larry Bodily. He was the oldest of six children and the only boy.

From a very young age, he enjoyed listening to music. He loved sitting outside in the sun and taking car rides with the wind blowing in his face. Greg loved humor, laughing and was often known to be a tease with his caregivers.

He was preceded in death by his mother, Lawana, in 1986. He is survived by his father, Larry and five younger sisters, Lonna, Laureen, Joleen, Lesa, and Lachelle. Greg and his family would like to express a heartfelt thank you to the many wonderful caregivers. We are truly grateful for the love and support given throughout his lifetime.

A celebration of life for Greg was held on Monday, January 30, 2023, at the Church of Jesus Christ of Latter-day Saints Church Relief Society Room in Wendell. A Grave Dedication followed at the Wendell Cemetery.

Kenneth Delbert Crothers

Kenneth Delbert Crothers, 97, a resident of Shoshone, passed away on Tuesday, January 17, 2023, at St. Luke's Medical Center in Twin Falls.

Kenneth was born to parents Delbert Crothers and Olive Leach Crothers on February 20, 1925, in a farmhouse east of Jerome, Idaho. He grew up on his family's farm north of Jerome and attended Jerome schools.

After graduation from Jerome High School in 1943, Kenneth enlisted in the US Navy and served in the Pacific theater during WWII. His ship, USS Dickerson was severely damaged by a Kamikaze attack off Okinawa requiring it to be abandoned and later scuttled!

Following his Navy service, he graduated from Idaho State College with an education degree. He then taught and coached football for 2 years at Jerome Junior High School. On August 27, 1950, he married Inez Burkhalter at the First Presbyterian Church in Jerome. They moved to Hollister, Idaho where he became head teacher at the elementary school. While living in Hollister, the family spent two summers in Moscow, Idaho as he completed his master's degree in Education Administration from the University of Idaho.

In 1954 he took a position as Elementary School Principal in Hazelton, Idaho. He was there for 11 years. During that time, he later became principal of the recently consolidated Valley High School and finally served as Principal for the Valley elementary schools in Hazelton and Eden.

In 1965 he became Superintendent of Schools for the Shoshone School District. In addition to his duties as Superintendent, he later took on the added responsibility as Principal of Lincoln Elementary School. He served the Shoshone district for 18 years until his retirement in 1983.

Son Alan was born while Kenneth and Inez lived in Hollister, son Mark was born while they lived in Hazelton, and son Tad was born while they lived in

Louis Quade, 94, a resident of Buhl, passed away on Saturday, January 28, 2023 at DeSano Place Assisted Living in Gooding. Funeral arrangements are pending under the care and direction of Demaray Funeral Service - Gooding Chapel.

Ruby Jean Webb, 88, a resident of Wendell, passed away on Monday, January 30, 2023 at her home in Wendell. Funeral arrangements are pending under the care and direction of Demaray Funeral Service - Wendell Chapel.

Kenneth was a very active member of Christ Episcopal Church in Shoshone, being ordained a deacon in 1988. He served in that capacity until 2022.

He was a 50-year member of the Masonic Lodge, serving for many years as secretary of Bethany Lodge in Shoshone and also served a term as Grand Chaplain of the Grand Lodge of Idaho. He was also a member of the Order of Eastern Star.

He was a long-time member of Rotary International and was named a Paul Harris Fellow.

Kenneth is survived by Inez, his wife of 72 years; his sons - Alan Crothers and Sally of Meridian, Mark Crothers of Shoshone and Tad Crothers of Twin Falls; his grandchildren - Cdr. Rhiannon Crothers USN, Maj. Timothy Crothers USAF and Renae, Kaden Crothers, and Ryker Crothers; his great grandchildren - Vivian Crothers and Charlie Crothers; his brother - Sterling Crothers and Beverly; and several nieces and nephews. He was preceded in death by: his parents; his grandson - Declin Crothers; his sister - Thelma Mullins; and his brother - Raymond Crothers.

Kenneth was a dedicated public servant and an engaged member of the community. Most importantly, he was a loving, caring, faithful husband, father, grandfather, and great-grandfather. He will be dearly missed by his family and many friends.

An Episcopal memorial service was held on Saturday, January 28, 2023, at the First Baptist Church, 205 E 5th St. in Shoshone. A family service for burial of ashes will take place at the Shoshone Cemetery in the spring.

Memorial contributions may be made to Christ Episcopal Church or the Golden Years Senior Center.

Wendell Seeks Ditch Rider

The City of Wendell is seeking contract labor for the 2023 Ditch Rider (irrigation) season. This a contract position for the season which begins approximately April 1, 2023, and ends approximately October 15, 2023. Compensation depends on experience and can be up to $40,000 for the season. Some of the requirements of this contract include:

 burning ditches and clean head gates.

 providing manpower, vehicle, and cell phone to accommodate water delivery to irrigation users in Wendell.

 City of Wendell will provide weed burner, propane, and weed spray for Ditch Rider’s use to maintain ditches.

 with the approval of the Mayor and/or Wendell City Council, City will provide pipe, tins, head gates, and material required to make small repairs. Locks and keys will be provided by the City.

 City is responsible for irrigation pumps, Ditch Rider will grease and maintain pumps and equipment as needed.

 Ditch Rider will notify the City of any misuse or unauthorized use of irrigation water.

 Ditch rider will provide general liability insurance in the minimum amount of$500,000

Public Hearing Notice

NOTICE IS HEREBY GIVEN that the Shoshone City Council will hold a Public Hearing on Tuesday, February 21, 2023 at 7:00 p.m. at Shoshone City Hall, 207 S. Rail St. West. This hearing is to accept public comment, written or oral, on a Rezone Application. Applicant is requesting the rezone of property located at the corner of S. Beverly St. and Hwy. 24, owned by Lincoln County and to be built on by Family Health Services.
