Court Order Against Debt Settlement Company

Idaho Department of Finance Press Release Debt settlement is the practice of engaging or offering to engage in the business of providing counseling or other services (negotiating a reduction of debt in exchange for payment) to debtors in the management of their debts. Last month, Ada County District Judge Lynn Norton has issued a decision on an order issued by the Director of the Department of Finance against Wall & Associates, Inc. (Wall), a Virginia corporation. The Director’s final order, issued April 30, 2022, found Wall liable for participating in unlicensed debt settlement activity in violation of the Idaho Collection Agency Act (the Act) and ordered Wall to give back a total of $271,987.50 in fees charged to Idaho tax debtors, pay a civil penalty of $162,000, and reimburse $42,016.60 in the Department’s attorney fees. Judge Norton issued a sixty-two-page opinion that analyzed and affirmed all aspects of the Director’s final order against Wall, plus ordered Wall to pay additional attorney fees to the Department. The Department brought the initial administrative enforcement action against Wall in December 2019, after receiving consumer complaints regarding the company’s tax debt settlement practices, which involved claiming to be able to help Idaho tax debtors settle and greatly reduce their debts with the IRS and the Idaho Tax Commission. Through the investigation of the complaints, the Department determined Wall required a license under the Act to engage in debt settlement activity with Idaho consumers. The Department also uncovered various troubling business practices, which were eventually detailed in the Director’s final order. Patricia Perkins, Director of the Idaho Department of Finance, stated, “I appreciate the decision of the Fourth Judicial District Court, as well as the investigative efforts of my staff and legal counsel. I am pleased that restitution orders have been put in place in favor of the consumers continued on page 7... in this case.” By regulating debt settlement businesses...

USDA Increases Minimum Annual Payment For Conservation Stewardship Program

BOISE, Nov. 27, 2023 - The U.S. Department of Agriculture (USDA) is increasing the minimum annual payment for agricultural producers participating in the Conservation Stewardship Program (CSP) from $1,500 to $4,000 starting in fiscal year 2024. The increase addresses challenges faced by small scale, underserved, and urban producers and improves equity in the program by making participation more financially beneficial for smaller operations. The new minimum payment is available for CSP Renewal, Classic and CSP-Inflation Reduction Act in Idaho. “Increasing the minimum payment to CSP participants regardless of the size of their operation helps to make participation worthwhile for a larger number of producers,” said Bruce Sandoval, Acting State Conservationist for USDA’s Natural Resources Conservation Service (NRCS) in Idaho, “By broadening the appeal of CSP, we can further expand implementation of Inflation Reduction Act funding for conservation programs.” CSP offers technical and financial assistance to help agricultural and forest producers take their conservation efforts to the next level. The program is designed to compensate agricultural and forest producers who agree to increase their level of conservation by adopting additional conservation activities and maintaining their baseline level of conservation. continued on page 5... Officer Green

Do you know who teaches the 5th graders about citizenship in the NOVA program? We are talking about deputy Green. I interviewed officer Green. He is 57 years old and has worked over 17 years as a police officer. Before he was a police officer he was a welder for many years. He became a police officer so he could protect all people. He said, "I've chased someone around a block, and I've arrested people around Idaho. He has pulled people over too. The most important thing he did was to save a little girl from a guy who took her to California. Officer Green tracked down the girl because her sister told Officer Green where she was. We are very lucky to have such an amazing deputy in Gooding helping us! by Michael Miramontes

Mrs. Frasier

Mrs. Frasier is the best teacher in the world. I loved having Mrs. Frasier was my 2nd grade teacher because she is so nice and sweet. She would always help me with my math problems if I didn't understand them. Did you know that she has been teaching for 5 years? And she still plans to teach for 30 more years, cool right? Now, I will be telling some interesting facts about Mrs. Frasier. First, her favorite color is yellow and her favorite type of songs are county. She also has six horses and three dogs; that is a lot of pets! What Mrs. Frasier likes to do outside of school most is planting flowers; she also likes to ride horses. Did you know that Mrs. Frasier wanted to be a nurse? She did not because it handled too much blood. Mrs. Frasier's favorite book is Gut Feeling; it is about your health. Did you know her favorite food is pizza? I am so glad thatI was able to have Mrs. Frasier as my teacher. Thank you for being so nice! by Vanessa Ortiz Rodriguez

Robert Ray Watts

Robert Ray Watts, a beloved husband, father, grandfather, and great-grandfather, left this world on November 17, 2023. Born on November 19, 1942, in Lamar, Missouri to Wanda Maxine Aman Watts and George Robert Watts, Robert lived a remarkable life. Robert was married to Wanda Mae Dilka and together, they had one son. On May 29, 1982, Robert married Doris Ann Coleman. They shared a deep bond for over four decades. Their union was one built on love, trust, and unwavering support. Robert was a proud resident of Eden, Idaho where he made his mark as an invaluable member of the community. His passion for agriculture bloomed in the fertile fields surrounding Eden, Wendell, Jerome, and Twin Falls. With a steadfast work ethic that defined him throughout his life, Robert poured forty-two years of his heart into the agricultural industry. In addition to his agricultural pursuits, Robert had other passions that brought him joy and fulfillment. He possessed a talent for woodworking and gardening. With a love of nature's wonders, he found solace and adventure in fishing trips that allowed him to unwind from the demands of daily life. Long drives under open skies were also a source of serenity and reflection for Robert. The freedom of the open road complemented Robert's adventurous spirit and added chapters to his ever-growing book of memories. However, there was more to Robert's life than the fields he cultivated. He possessed an adventurous spirit that harmonized with his deep love for nature. Alongside his beloved Ann, they spent countless summers as camp hosts in picturesque locations across the country. Together they explored the wonders of national parks and reveled in the beauty of nature's canvas. These moments forged memories that would forever live within their hearts. He is survived by his wife, Ann Watts of Bliss, Idaho; son, Michael Ray (Shawna) Watts of Ely, Nevada; four stepchildren; fifteen grandchildren; and ten great grandchildren. In accordance with Robert's final wishes, no funeral service will be held. Memories and condolences may be shared with the family on Robert’s memorial webpage at www.farnsworthmortuary.com

Cup of Tee

© I hope everyone had a

good Thanksgiving. It is my favorite time of the year, but after having some turkey I felt like taking nap. It must be the ingredients in the turkey that makes you sleepy, but to me, it is not polite to be at someone else’s house and fall asleep in a chair and start snoring. Thanksgiving is the fourth Thursday in November, but in reality, Thanksgiving is every day of the year. There is no specific day to be blessed or to bless someone else. I’m reminded of a few years ago when I was the special guest at a tea party. I came over to my daughter’s to hang with the granddaughter while my daughter was doing an evening class for her dental job. I was sitting on the couch and my granddaughter (who runs a hundred miles and hour) started dumping her toy dishes on the floor by the box full. I told her she would have to pick up all those toys and, “Why are you dumping everything on the floor?” Being three she really wasn’t concerned with my question. In a short while she had arranged her little dishes in a small setting for a few guests. Everything was in order. Apparently she needed to see what was available for her plan. I was still sitting on the couch. “Grandpa, can you come over for tea?” she said. How could I turn that offer down? I hoped off the couch and sat on the floor. “Grandpa, you have to wash your hands.” I washed my hands in the

imaginary sink, and dried them on a real dish towel that she brought from the kitchen. My granddaughter poured some tea out of her container into four little settings, “You need to blow it, grandpa. It is hot?” Of course I blew the imaginary tea to make sure it wasn’t too hot. I sipped the tea slowly, enjoying each sip. Then, I was given a refill. My granddaughter and I both drank our tea from our little cups. The other two guests got refills as well. After drinking tea for a few minutes, she asked if I wanted come cake. I asked what kind of cake. She told me it was chocolate. Once again, how could I not have some of my favorite cake. She obviously could see it clearly. With my plate in hand I enjoyed some cake. “Grandpa, you have chocolate on your face. Use your napkin.” Was I that messy? Without a mirror it was hard to see the cake she saw. Our special tea party was truly a blessing, even thought it wasn’t Thanksgiving. In the three-years-olds eyes it was a perfect day, and for grandpa’s day it was a great ending to a day at work. Sometimes it really is the small things that are given to us that fill our hearts. We receive a double blessing when we give even a small amount from our heart. Thanksgiving needs to be celebrated not once a year, but daily. This is my “Cup of Tee” for two.
