Fish & Game to Trap and Translocate Elk Vote YES on HJR4
By Terry Thompson, Regional Communications Manager In mid-October, Fish and Game will conduct a trapping and translocation project on private property to remove elk responsible for ongoing depredation issues in the Little Camas region of southern Idaho. Elk in this area have a long history of expensive damage to crops on private property at night, and then retreating to adjoining private property during the day. Because all activity will be on private ground, there will not be any disruption to ongoing hunting seasons. Up to 70 cows and calves will be trapped and transported to central Idaho. Any bulls captured in the trapping effort will be anesthetized, ear-tagged and released on-site. Elk populations in southern Idaho are high and crop damage has increased over the past several years. A contributing factor are the abundant and healthy elk populations in several elk management zones. Elk numbers in the Smoky-Bennett Zone, which includes the area around Little Camas Reservoir are above the population management objective as outlined in the statewide elk management plan. In 2019, the Idaho Fish and Game Commission increased the number of antlerless elk tags in the Smoky-Bennett Zone in an attempt to slow the growth of the herds within the zone. Over the last several years, Fish and Game has instituted a more aggressive approach to depredation issues by using a variety of management tools to change elk behavior and keep them from damaging crops. Those management tools include increasing hunting opportunity during the regular season, depredation hunts, hazing, issuing kill permits to landowners and the use of Department sharp shooters on private property. Trapping and translocation of any wild animal is both dangerous and stressful to the animal as well as Fish and Game employees who are responsible for the trapping process. To keep employees and elk safe, extensive planning has occurred to address a wide range of possible scenarios that might happen during the trapping and transporting of elk. Every effort will be made to ensure stress and injury to elk is minimized, but it is possible that a small number of elk may die as a result of the effort. Any elk that die due to the trapping effort will be promptly field-dressed, refrigerated, and then professionally processed before being donated to Idaho Hunters Feeding the Hungry for distribution to area food pantries. The purpose of translocating these elk is to remove them from an area where costly and repeated depredation has been occurring. These same elk reside almost exclusively on private property offering very little access to hunters to harvest these particular elk during the hunting season. The elk trapped near Little Camas Reservoir will be translocated deep into central Idaho. Up to 22 adult cow elk will be fitted with radio collars. The collars will allow Department biologists to track the elk in their new location and assist in monitoring survival.

This year Idahoan’s will vote on constitutional amendment HJR4 (House Joint Resolution 4). The Idaho Republican Party has received many inquiries on this ballot initiative, and after a discussion and vote by the Executive Board, the Idaho Republican Party supports voting YES on HJR4. House Joint Resolution 4 (HJR4) is a constitutional amendment that would lock in the number of legislative districts across Idaho at 35 districts. Currently, in the Idaho constitution, the state can fluctuate between 30 to 35 legislative districts. With redistricting quickly approaching at the conclusion of the 2020 census, there is widespread support across the state to ensure that the number of legislative districts is fixed at the maximum of 35. In the State Legislature during the 2020 session, HJR4 passed nearly unanimously. By ensuring no less than 35 districts, Idaho’s rural communities will continue to have a strong voice in the State Legislature, and voters will be provided a much needed sense of consistency in their state government. IDGOP Chairman Tom Luna said, “This is an extremely important step to protect the rural communities’ voice in the legislature as Idaho continues to grow. I am pleased that our Executive Board voted to support this initiative, and I look forward to supporting it on my ballot.” Chairman Luna continued, “In the future, I welcome conversations on increasing the number of legislative districts in Idaho to make sure that all communities have an equal voice in the legislature. Idaho's rural values are the bedrock of our state, and we must always ensure they have a seat at the table as well. The last thing Idaho needs is to go the way of Oregon or Washington, who’s policies are controlled exclusively by their urban centers.” The Idaho Republican Party encourages voters to select YES on the constitutional amendment HJR4 that is on the ballot this November.

My choice for the District 26 Representative Seat B is the incumbent Rep. Sally Toone. She is a native Idahoan, a respected teacher from both Wendell and Gooding School Districts and a knowledgeable supporter of agriculture, water, and public lands issues. She is someone who has been willing to listen to and represent practical conservative interests of the southern and western part of this district. Idahoans pride themselves on their down to earth approach to governing that has evolved over the years. Legislators do listen to the people of their districts and then make their votes according to the majority opinions. That is why Legislators such as John Peavy, Clint Stennett, Wendy Jaquet and Michelle Stennett have enjoyed such long careers in the Legislature. They are trusted to make the right decisions for their district. That is why newcomers from out of state do not fare well in elections against them. Sally Toone after winning two terms is well on her way to becoming part of this group. In Ag, Sally has been a farm and ranch wife nearly 40 years in both Gooding and Camas Counties. She knows the issues. In the Legislature she has been recognized for her work on the Agriculture Committee, which is so important in the economy of this District. Last week she was named one of the 8 Premier Ag Legislators in the Magic Valley. Our Ag and rural interests need her presence in the Legislature. I mentioned that Sally was a respected math teacher in two of our local districts and CSI Adult Education over her 37-year career. Children, parents, and fellow teachers knew she cared, and they could count on her listening and helping to resolve their individual problems. That kind of trust must be earned! Finally, as a member of the Joint Finance Committee (JFAC) in the Legislature, Sally helps set the State’s budget. The members are selected by their party leaders because of their skills and integrity. District 26 is proud of and benefits from her representation on that committee. Did you know that Mrs. Stapp has been interested in art since the third grade? Mrs. Stapp's 4th grade teacher was Mrs. Jennings is who got Mrs. Stapp interested in art. As a girl, when little Mrs. Stapp would finish her work and she would be able to get an art kit that had crayons, makers, and extra supplies. Some upcoming projects for 4th grade will be painting broccoli trees! Mrs. Stapp's favorite part of being an art teacher is that she loves to see kids smiling and enjoying the work that she gives them. Mrs. Stapp's favorite thing to paint is the ocean. Mrs. Stapp doesn't have a favorite color, but she does sure love the rainbow! Mrs. Stapp also is the volleyball coach, so she loves to watch her granddaughter play. Coaching is something Mrs. Stapp does in her free time, but she also gardens and cooks a lot too. Isn't it neat that Mrs. Stapp is now able to bring the love of art to a whole new generation of students? By Payton Jones

I have to apologize to one of my readers. Someone (I didn’t get their name) called me last week regarding the article about the proposed constitutional amendment on the ballot - HJR4. Rather than taking the time to listen, I was irritated. Whoever you are... I’m sorry. The proper response (on my part) should have been a better explanation of the facts. In the world of politics it is easy to say, it’s Democrats against Republicans. However, if you look at the demographics of American voters, the political battle is more about urban vs. rural. One look at the map of counties that voted for President Trump in the last election and it is clear - the large metropolitan areas along the coasts of America voted Democrat. The rest of us voted Republican. Of course, this urban vs. rural conflict is not just on the national level, it’s right here in Idaho as well. Currently, Canyon County has four legislative districts and Ada County has nine, meaning 37% of our legislators come from these two counties. When the Census numbers come in, it is very possible that one more district will have to be added to either Ada or Canyon county. Because we are at the maximum number of legislative districts - 35 - that district will have to added by taking a district away from the rest of Idaho. While other urban districts may remain unchanged, rural districts will have to be combined and redrawn to compensate. The result is rural Idaho will lose representation. Over time (if this trend continues) over 50% of Idaho’s legislators will eventually come from urban centers. Then, rural Idaho will have no voice in our state legislature. What does any of this have to do with HJR4? Nothing at all, except that one of the arguments in favor of this amendment is that it will help keep rural and urban representation in balance. If Idaho’s population growth was evenly distributed across the state, this might be a valid argument. However, it is a simple fact: the population growth of Idaho’s urban areas is far more than in rural areas. And... as long as Idaho’s representation is based on population, urban areas will continue to gain legistators while rural areas will continue to lose their voice. Voting for or against HJR4 will make no difference in how we are represented.

Mary Margaret Callanan Baum Dec. 5, 1920 - Oct. 16, 2020
Mary was born on Dec. 5, 1920 to Francis Benedict and Eileen May Callanan in Sydney, Australia. The only girl with four brothers, she was an active, athletic youth who excelled as a pianist. Her love of music and natural talent led her to pursue her education at a music conservatory. During WWII, Mary met Dr. Hugo C. Baum, a U.S. soldier from Wisconsin, on a blind date; it took him so long to enter the restaurant, she accused him of having cold feet. This was a favorite story of hers because it launched their long-distance romance and happy marriage of over 50 years. Mary moved across oceans and continents to build a home, a life, and a family with Hugo in Chicago, IL. There they raised their daughters, Mary Kristine and Louise, and were integral members of both the medical and the Catholic communities of Oak Park and Chicago. After retirement, Mary and Hugo followed their children, first to Kirkland, WA and then to Twin Falls, Idaho. Mary was devout in her Catholic faith and had a special devotion to our Blessed Mother. She passed her vibrant faith on to her children and set an example of faithfulness to all who were blessed to know her. She loved to spend time with her grandchildren, especially playing cards, singing, and dancing a jig. She was always available for a coffee, a chocolate and a chat. Her stories of Australia and immigrating to Chicago will always be favorites of her grandchildren. She was the life of every party and the queen of the family dinner table. Mary’s feisty wit, ready laugh, and Irish temper will be missed by all who knew and loved her. Mary is preceded in death by her parents, her brothers Victor, Kevin, and Frank, a grandson, Michael Patrick, and her beloved husband, Hugo. She is survived by: her brother – John; her daughters - Mary Kristine (Mitch) Arkoosh and Louise Maree (Bill) Hinrichs; fourteen grandchildren; and eighteen great-grandchildren. Mary’s family would like to thank the wonderful, caring staff at DeSano Place in Gooding and Reggi Colby from Auburn Crest for the wonderful care our Mother and Nana received in her final days. Well done, good and faithful servant; enjoy your well-deserved reward. Slainte, Nana! ORDINANCE NO. 261 AN ORDINANCE OF THE CITY OF RICHFIELD, IDAHO, REPEALING ORDINANCE NO. 225 OF THE CITY OF RICHFIELD IN ITS ENTIRETY. PROVIDING FOR THE FORMATION AND COMPOSITION OF A PLANNING AND ZONING COMMISSION FOR THE CITY OF RICHFIELD AND THE DUTIES AND RESPONSIBILITIES OF SUCH COMMISSION. NOW, THEREFORE, be ordained by the Mayor and Council of the City of Richfield, Idaho: Section 1: The Ordinance No. 225 of the City of Richfield is hereby repealed in its entirety. Section 2: The Planning and Zoning Commission for the City of Richfield shall be comprised of 3 members, appointed by the Mayor and confirmed by the Council. The initial appointment of the members shall be staggered so that no more than 2 members term’s expire in any one year. After the initial appointment each new member shall be appointed for a term of six (6) years. The Planning and Zoning Commission shall elect from its members a Chairperson, Vice-Chairperson and Secretary. The Commission shall set its own meeting time and place. The members shall serve without pay. The Planning and Zoning Commission shall be the body of first resort. No action taken by the Commission shall be final until ratified by the City Council. Section 3: The Richfield Planning and Zoning Commission herein referred to as "Commission" shall be the initial administrative body. The Commission shall be governed pursuant to Idaho Code and locally adopted By-Laws. For the purpose of this Ordinance the Commission may have the following duties: 1. Initiate proposed amendments to this Ordinance and conduct a biannual review of the complete Zoning Ordinance. 2. Review all proposed amendments to this Ordinance and make recommendations to the City Council. 3. Review all plans for special use permits, variances, planned unit developments, conditional use permits, and any other requests that require or ask for deviation from this Ordinance. After thoroughly reviewing, discussing and considering each request, the Commission shall recommend to the City Council that the request be either (1) approved, (2) approved with certain conditions, or (3) disapproved. The City Council shall make all final decisions regarding the granting of any special use permits, variances, planned unit developments, conditional use permits and any and all other requests that require a deviations from this Ordinance. Section 4: This Ordinance shall be in full force and effect from and after its passage and publication.
