Fewer Acres Burn Under IDL Protection

The Idaho Department of Lands (IDL) went to the Idaho Legislature last session with big needs: increased pay for firefighters, hazard pay, and more firefighters. The legislature responded, funding those needs on behalf of the people of Idaho, and the Governor signed the changes into law.

While IDL isn't quite ready to call the fire season over, the return on this investment has been encouraging. The boost in resources meant crews were able to attack fires on the 6.3 million acres of state, private and federal land IDL protects much faster this year. Preliminary statistics show a drastic decrease in the number of acres burned.

As of October 1, IDL had fought 280 wildland fires on lands under its protection, holding the fires to just 4,614 acres burned. That is 97% of the 20-year average for the number of fires. While the number of fires is right on average, the number of acres burned is only 19% of the 20-year average.

For comparison, as of October 1, 2021, IDL had fought 391 wildfires that burned nearly 141,981 acres. Given the severity of the 2021 fire season, there weren't enough firefighters to stop the fires early.

"Last winter's strategic investments in Idaho's wildland firefighting capabilities paid off," said Governor Brad Little. "We helped protect our forests, watersheds, communities, and economy from the devastating effects of wildfire."

"The additional resources reduced our response time and brought us closer to catching every

Waterfowl Season Opens October 19th

Duck hunters in Southwest Idaho are reminded that the 2022-2023 waterfowl season opens Wednesday, October 19th, excluding Valley County, where the season has been open since October 1st.

While some hunters may still be accustomed to the waterfowl season opener falling on a weekend, this is the second consecutive year in which the season has opened on Oct. 19. Season dates were shifted later starting in the 2021-2022 waterfowl season, so that the 107-day season ends as late as allowed within the federal framework, on Jan. 31. A shorter scaup season opens on Nov. 7 in Area 1. The decision to shift season dates later was made after a survey of waterfowl hunters showed that a majority in Southwest Idaho prefer to hunt as late as possible.

For some parts of the state, including most of the South west Region, seasons for white-fronted geese and light geese (including Blue, Ross's and Snow Geese) start later than duck and Canada goose seasons, allowing for late season hunting opportunities. Hunters can find more in formation and area maps in the Idaho Migratory Game Bird 2022-23 Seasons & Rules booklet.

Waterfowl hunters – particularly dog owners and falcon ers – are also reminded to be aware of the potential risks associated with another suspected surge of high pathogenic avian influenza (HPAI) in waterfowl populations, which you can read more about here.

All hunters must have a valid hunting license or hunting passport, a Migratory Bird (HIP) permit, and hunters 16 years old or older must have a federal migratory bird stamp. Nontoxic shot is required to hunt waterfowl.

Candle Wax, Flames & Water Don't Mix

As the holidays approach, the Idaho State Fire Marshal's Office is warning Idahoans against using water to douse candle fires.

Wax that melts and puddles from the candle is a fuel. Like a grease fire in the kitchen, applying water to the flame allows it to spread onto anyone or anything nearby that can burn.

"The best way to extinguish a fire is to blow it out or put a lid on it," says Knute Sandahl, Idaho State Fire Marshal. "If you can take away the oxygen, the flame will go out. That's the safest way to do it."

The State Fire Marshal's office is sharing this clip from a CBS affiliate in Pittsburgh. It is a consumer alert on the dangers of using water to put out a candle (warning: contains graphic im ages) https://www.youtube.com/watch?v=ZI30ZnePn60

On average there are 25 home candle fires reported each day, but the top days for home candle fires are Halloween (jack-o-lanterns), Thanksgiving, Christmas, New Year's Day, and New Year's Eve. Additional candle safety facts include:

More than 1/3 of home decoration fires are started by candles

Keep candles 12 inches away from anything that burns

Never leave a burning candle unattended.

Blow out all candles when you leave the room or go to bed. Avoid the use of candles in the bedroom and other areas where people may fall asleep.

Use candle holders that are sturdy and won't tip over easily.

Light candles carefully. Keep hair and any loose clothing away from the flame.

Don't burn a candle all the way down — put it out before it gets too close to the holder or container.

Never move a candle while burning

Don't move a container with melted wax

Consider using battery-operated flameless candles. For more fire safety information, visit doi.idaho.gov/statefire-marshal/ or follow Idaho State Fire Marshal's Office on Facebook.

obituary

Carol Joan Lewin

Carol Joan (Haran) Lewin was born in Rupert, Idaho, on July 6, 1941 to John Patrick Haran and Verda Anderson Haran. She passed away peacefully with family by her side after a long battle with dementia on October 1, 2022.

Carol grew up in Shoshone, Idaho. Her father worked on the railroad and her mother was a homemaker. She had two sistersPat and Jo, and two brothers - Jim and John. She was blessed with a large extended family and enjoyed the love and friendship of her many aunts, uncles and cousins.

Carol developed a good work ethic at an early age. When she was nine, she began working at the local veterinarian’s office cleaning animal cages. As she grew older, she thankfully passed this job to her siblings and began working at the Manhattan Café as a waitress. The latter years of her life she worked at the Bureau of Land Management in various positions.

She graduated from Shoshone High School in 1959 and soon married Jim Tate. The marriage produced two children, a son - James Michael (Mike) in 1960 followed by their daughter - Joanne Michelle (Shelley) in 1963. After her divorce, she married Robert Dale “Bob” Lewin in 1965 and had a daughter - Sandra Christine “Sandy” in 1966.

Carol was involved with the Cystic Fibrosis Foundation and spent many summers fundrais ing for the foundation by hosting a local bike-a-thon. She was a member of St. Peter’s Catholic Church and enjoyed the fellowship and community of her fellow parishioners. She was a kind person whose kitchen was always open to friends and family. She celebrated the birth of her two grandchildren - Isaac and Kaitlin whom she adored. She enjoyed antiquing, working in her flower garden and entertaining her grandchildren.

Carol’s family would like to issue a heartfelt thanks to the friends and neighbors who helped support her over the years.

Carol is survived by: her children - Shelley (John) Cumbridge, Sandy (Craig) Brown; and her grandchildren - Isaac (Kennedy) Brown and Kaitlin (Austin) Brown; her brothers and sisterJames (Jan) Haran, John (Ann) Haran and Mary Jo Nelson; and nephews and nieces.

She was preceded in death by: her parents; husband Bob; son Mike; sister Pat; and nephews John Patrick Haran and John Vaden.

A graveside service will be held on Saturday, October 22, 2022, at 2:00 p.m. at the Shoshone Cemetery. Funeral arrangements are under the care and direction of Demaray Funeral Service.

...Fewer Acres Burn Under continued

fire at 10 acres or less," said Josh Harvey, IDL Fire Bureau Chief. "A great example is how our firefighters in the Hells Canyon area contained fires that easily could have grown into multi-million dollar incidents."

"They caught them all within a few hundred acres," he added. "That, to me, is very impressive."

The investment in IDL fire management has also cut costs for Idaho taxpayers.

The net obligation to the general fund on October 1, 2022, was approximately $14.2 million. For the same period in 2021 the net general fund obligation exceeded $64 million.

Last winter's investment in IDL's firefighting capabilities was part of a 5-year effort to modern ize the IDL wildfire management program. This coming legislative session a request will be made to add more firefighters and engines. IDL also plans to staff an office near Idaho Falls to create additional firefighting support in eastern Idaho.

"As we continue to invest, we anticipate seeing additional improvements in the number of fires we catch at smaller acreages," Harvey said. "Building capacity to aggressive suppress wildfires is IDL's contribution towards leading Idaho in the right direction."
