New Restaurant in Bliss

After nearly seven decades of serving hungry travelers and the locals around Bliss, the Oxbow Cafe closed its doors last year, leaving the community without a place to sit down for dinner. Last Wednesday, the building became a second home for a popular restaurant in Hagerman... Los Potrillos. Los Potrillos Mexican Restaurant opened in Hagerman in February of 2020, and has been serving all your favorite lunch and dinner dishes, including appetizers, burritos, street style tacos, and desserts. The Bliss location has the same menu as well as a bar (for those who are thirsty). For now, the Bliss restaurant will be open Tuesday thru Saturday from 11a.m. to 8 p.m. Phone number for togo orders in Bliss is 208-352-1092. The Hagerman location will be open Monday (11 to 7:30), Tue Thur Fri (11 to 3). This phone number is 208-837-6682. Richfield Receives Wastewater Grant

The Idaho Department of Environmental Quality (DEQ) has announced awards to seven drinking water and wastewater systems to help the facilities evaluate system deficiencies and determine necessary upgrades. Funding made possible through Governor Brad Little’s Leading Idaho plan. “Families, farmers, ranchers, and all Idaho residents rely on clean, efficient water and wastewater systems. These systems are not only a crucial part of our way of life, but our economy as well. Funding for these projects from my Leading Idaho plan aims to ensure that Idaho residents – especially those in our rural communities – can depend on our water and wastewater infrastructure for generations to come,” said Idaho Governor Brad Little. The City of Richfield in Lincoln County was awarded $47,500 to prepare a wastewater planning study to evaluate the current wastewater system and identify needed improvements. The total project cost is $95,000, and the remaining $47,500 will be funded by the city. DEQ’s Planning grants cover up to 50% of eligible planning costs, with the remaining cost is the grant recipient’s responsibility.

All-State Honor Music Students

Six Gooding High School students and one Camas student will be at Northwest Nazarene University (NNU) in Nampa this week to perform with the IMEA All-State Honor groups. These students will be joining the best student musicians from around the state to work with highly qualified music conductors and educators from across the country. They will be preparing difficult and high-quality music that would not be possible at their individual schools. All of them have spent hours outside school working hard to audition and prepare for this event. For anyone wishing to attend, their concerts will be Friday, February 2nd and Saturday, February 3rd at NNU (623 S University Blvd, Nampa, ID). © With the Weather what it is; today is a perfect day to lounge around and have a hot cup of Tea or a hot cup of chocolate. I think the choice should be hot chocolate this time. I go to the cupboard and find the hot chocolate is gone. Did I use the last of it and not replace it? Maybe the kids were over and they used the last one. Maybe high-seas pirates stopped by and annexed the chocolate for trading purposes. For whatever reason, chocolate will have to be replaced by a hot cup of tea. Approximately 1500 B.C. the Olmec civilizations of Guatemala, the Chiapas, the Yucatan regions of central America cultivated the cacao tree. They made use of its product by grinding the beans and then mixing with water. Around 200 A.D. the Mayans overthrew the Olmecs. The vast cacao plantations were used as a source of currency, with the little black beans being traded for goods and services. The bean was only consumed by the ruling classes. The process of making the drink had become more sophisticated. The beans were roasted, ground with water, and then spices such as chili were added. The Mayans were supplanted by the Aztecs around 1200 A.D. Their god Quetzalcoatl was said to have pilfered a cacao tree from the heavenly realms and planted it in central America. Montezuma, the famed emperor, enjoyed the drink so much, he was said to have drunk 50 goblets a day.

Christopher Columbus, on his fourth voyage to the new world in 1502, took possession of a Mayan trading vessel and took what he thought were almonds back to Spain. He never tastes or gives the cacao bean any attention. Later, Hernando Cortes leads an expedition into the heartland of Mexico in search of silver and gold. He was welcomed by the Aztecs with a bitter cold drink called “cacahuatl”. Cortes brought the strange drink back to Spain, and with a touch of sugar, the drink becomes and instant hit. The Spanish kept the drink a secret for 75 years. During that time, the English seized at least two Spanish cargo ships loaded with cacao beans. The English think the ships are full of sheep droppings and they are burned at sea. Between 1609 and 1643 the secret of chocolate made its way out to the rest of Europe. The French were so take with the flavor, they manufacture and sell the delicacy. In 1765, chocolate made its way to the United States. Dr. James Baker of Massachusetts began a chocolate manufacturing plant where the cacao beans are ground into a liquid and pressed into cakes (thus the Baker’s chocolate). At this point I can see how chocolate got here, but the question of where the hot chocolate from my cupboard went is still not answered. I’m sure the English weren’t involved this time. For now, this is my “Cup of Hot Tee”, meaning cup without cacao.

Camas County Road & Bridge Seeks Public Comment On Grant Proposals Submitted To Idaho Department of Parks & Recreation

The Camas County Road and Bridge is seeking public comment on proposed projects for which the Camas County Road and Bridge is seeking grants from the State of Idaho Department of Parks and Recreation (IDPR). Each year the State of Idaho provides funding from recreational programs through a grant application process. These State funds are raised through the sale of a variety of boating, recreation, and off-road vehicle stickers. Agencies applying for IDPR grants are required to provide matching funds or in-kind contributions. Camas County Road and Bridge would appreciate your comments or feedback on the grant proposal listed below. To be most helpful, comments should be submitted by January 26, 2024. Please contact the individual listed below to comment on specific projects; the proposed project is listed below by location: LOCATION: Camas County PROJECT: Couch Parking- R&B funds – Develop and construct a new parking area at Soldier Road and Couch Summit Road (NF094). Wednesday, December 13, 2023 at the Lincoln County Care Center in Shoshone. Mom was born February 14, 1929 to John Preston and Minnie McKinney in Berryville, Arkansas. She was five when her parents moved to Eagle, Idaho. Mom attended elementary school at Blue Valley and the Meridian schools. During her junior year, her parents moved to Boise finishing high school at Boise High. After graduation, she met the love of her life Paul and they were married September 14, 1947. Their new life started out living in Kuna where dad was raised. After a few years in Kuna, they moved to Star and then north of Meridian where they lived there 17 years. The spring of 1973 they moved to Shoshone after buying a farm there. Mom was happy to share her life being a supportive wife, homemaker, and mother. They were able to share 70 years together until dad’s death in 2018. It was mom’s desire to stay on the farm she and dad had made their home for 45 years. Mom loved her independence. She especially loved working outdoors. She could not wait to buy flowers to put in her planters every spring. Most importantly mom loved when family and friends came to visit her. Dale Elmer Gilbert

In the early morning hours of January 8, 2024, Dale Elmer Gilbert, almost 95 years old, passed peacefully, having earlier proclaimed that he was working hard in God's Garden, trimming the flowers and vegetables with his pocket knife. Dale worked hard and played hard. He reflected his generations awesome work ethic. He usually wanted everything done yesterday and he never slowed down. In recent years, he kept everyone scrambling to keep up with his escapades. His kids were amazed that he could get around with so many health issues, but he was busy until passing. Whether sharing the bounty of his enormous garden, fishing, snowmobiling, welding, and even bagging an elk this fall, he was always the Energizer Bunny extraordinaire. His pump service legacy continues into the second and third generation. Dale enjoyed his healthcare providers who became his close friends and a huge thank-you goes out to these wonderful people: Dr. Martens, Dr. Christensen, Dr. Brown, Dr. Spencer, Becca, Katlan, Cassie, Julie, Ally, and Brian. The family is forever grateful to his caregiver, Kori, for her above and beyond care and love for him. To sum up his life, the following is in his own words, written last year: "Wednesday I will turn 94 years old. I was born in Teton Basin on February 22, 1929 on Bitch Creek in a log cabin. My grandpa hooked up the team of horses to the bobsled, put Granny in the sled and headed for the cabin to midwife. She

was a midwife on the Oklahoma Indian Reservation from a young woman until she married grandpa. She was crippled in both feet, I loved her. At 4 years old, dad moved our belongings to Hagerman with a team and wagon. I started school in Hagerman and moved to Wendell in the 7th grade. My first job was working on a dredge and mossing the canals with a caterpillar at the age of 12. I worked general construction for MK. I was the youngest man on the job, running my own crew, from 20 to 30 men working for me. There were 3 crews with one working, one coming and one going. They were headed to California during the great migration after the war. Then I decided to quit the job and caught a train home out of Wyoming and started chasing my wife, Gloria. I caught her, started my own well drilling business and lived happily ever after with Gloria, snowmobiling, fishing and raising 4 children." Dale is survived by: his sister - Lesha (Stan) Payton; his children - Cathy Gilbert (Wendell Johnson); Steve Gilbert (Kathy); Tammy Gilbert (Arthur Tunik); son-in-law - Scott Kegelman; 6 grandchildren; 12 great grandchildren, and many nieces and nephews. He was preceded in death by: his parents - Elmer and Bernice Gilbert; his wife - Gloria Joy; his sister - Mert Schrenk; and his daughter - Debreh Gilbert. Sunny was born on December 27, 1944 in Shreveport, Louisiana, the daughter of Gradey and Katie Terry. She was raised and educated in Louisiana, California and Idaho. Sunny married Mark Tate on October 23, 1993 in Fairfield, Idaho, where they have remained for the last 30 years. Peter Allen McGuire, 66, a resident of Corral, Idaho passed away, January 14th 2024, peacefully at home with family by his side. Pete was born on December 17th, 1957 in Fort Bragg, California, the son of James and Barbara McGuire. Pete had many qualities that were admirable and made him the man that we all loved so much. Honesty, Loyalty, and Commitment just to name a few; however, his most wonderful quality was his deep love and dedication to family. His family was always on the top of his list. Pete will be remembered for his heartfelt smile and his warm never-ending hugs. Peter never met a friend who didn't soon become family. He was always there to support his children in their activities. Whether it was football, basketball, volleyball, baseball, rodeo, 4-H and many other events, you would almost always see Pete's face in the crowd, there to offer advice and encouragement. Pete's early childhood would bring him into a family that would nurture his unconditional love. Born the seventh of nine children to Jim and Barbara, he was never without a friend. Bald Hill was his original home and he spent his childhood helping with the sheep ranch and learning from his older brothers and sisters and teaching the youngsters the lessons of ranch life. His schooling would begin in the Fort Bragg Unified School District from kindergarten until graduation from Fort Bragg High School in the spring of 1976. During his schooling Peter enjoyed playing sports and was a star athlete. He was a competitive basketball and football player, playing as much as possible throughout his school years. Peter became an Eagle Scout through the Boy Scouts of America. He had the privilege of studying abroad and touring Europe during the summer between his sophomore and junior years of high school. This AIFS tour group was one of the first groups allowed into Russia after the Iron Curtain fell. After high school he attended the College of the Redwoods in Eureka, California for enough time to realize it wasn't for him. During this time Pete married Mary Jo Enochs, and along came Angie, Jason, and Eric. He began logging the majestic redwoods along the Mendocino Coast continuing to make lifelong friends along the way. Peter was drawn to the woods, building and clearing roads, landings, and layouts for Eastman Logging and Roach Brothers Logging from 1978 until 1997. In 1998 Peter married Lynn, joining two families into one, making the perfect mix of excitement and chaos. This was no easy feat, as the oldest and youngest daughters were separated by 17 years with three boys in the middle. In the spring of 1998, Peter and Lynn embarked on a new adventure, leaving the familiar

west coast of California to start a new life on the Camas Prairie in Idaho. Peter's first adventures here brought him to a cattle ranch owned by Lynn's parents, Leonard and Celia Brown. Along with Lynn and little Adriane in tow, they would spend months in the majestic Sawtooth Mountains of Idaho tending to the 200+ head of mother cows. He loved this work and it was really never a job to him. After this endeavor came to an end, he began working for the Idaho State Transportation Department in Fairfield. Pete was a master operator; he competed in the Statewide Equipment Roadeo, placing 1st in 2008 and 2010. This accomplishment landed him a ticket to the national competition where he placed in the top 1/3 of the nation each time. Pete had a passion for tending to the soil; he loved to garden. His pride and joy were his beautiful onions, which he loved to share with friends and family. Later employment would find him working for Camas County Road & Bridge where he continued to work until his life would take a turn and he would retire in October of 2022. Peter fought a courageous battle after being diagnosed with pancreatic cancer in the summer of 2022. He never gave up hope that tomorrow would be a better day. Pete's positivity with each passing day should be encouragement for all who knew him and called him friend. May we all take a memory of him and strive to be better because of him. Our family truly appreciates your love, support, and prayers. Pete is survived by: his wife - Lynn McGuire of Corral; mother - Barbara McGuire of Fort Bragg, California; and father and mother-in-law - Leonard and Celia Brown of Corral; three sons - Jason McGuire of Dulzura, California, Eric McGuire and son - Fisher of Corral, and Richie Dukes of Roseworth, Idaho; two daughters - Abbigayle, husband Chad, and son - Rocket Lukkasson of Hailey; and Adriane and husband Tony Gonsales of Corral; three brothers Jeff (Keenan) McGuire of Sun City, Arizona, Michael (Yvette) McGuire of Fort Bragg, California, and Thomas (Maria) McGuire of Paso Robles, California; and five sisters - Ann (Richard) Lim, Kathy McGuire, Joanie (Mark) Ellis, Wendy (Jim) Ponts, and Monica (Tony) Lima of Fort Bragg, California. Peter is preceded in death by: his father - James Ivan McGuire, niece - Angie Koski, and brother-in-law - Bruce Martin. The funeral will be held at 11 a.m. on Saturday, February 3, 2024, at the Camas County High School Gymnasium in Fairfield, Idaho. REQUEST FOR PROPOSAL

Architectural Team Proposals New Annex building that includes an Ag Shop, Music Room, Four Classrooms and Greenhouse, Renovations of the High School, and Maintenance projects Camas County School District is soliciting “Proposals” for Architectural services in accordance with Idaho Code 67-2320 from Idaho licensed architectural firms in good standing to provide services. Pursuant to Idaho Code 67-2320, the school district plans the Proposal selection process. The school district is seeking RFP’s from qualified firms to provide Architectural Team Professional services to assist with this project. The District is considering running a bond in May 2024 to fund construction of these projects: Project Information: The successful firm selected through the District’s effort by this Request for Proposal (RFP) will provide comprehensive architectural services to assist the school district with Pre-bond assistance including preliminary site design, floor plans and elevations and coordinating with the selected CM/GC or General Contractor. Construction Delivery method has not been determined. The bond will include: A new Ag Annex building that includes a large Ag Shop area, a large Music Classroom, four new classrooms, a greenhouse, and renovations to the High School, including maintenance projects. It is anticipated that the project will be funded by a bond. The District reserves the right, at its discretion, to seek additional RFPs for architectural/design services for any projects during the period described above. The Proposed bond election is May 2024. The District anticipates that the selected firm will provide a full complement of architectural team services. Required services should be substantially similar to those identified in the American Institute of Architectural document, B133-2019 Standard Form of Agreement Between Owner and Architect, Construction Manager as Constructor or B101-2017 Standard Form of Agreement Between Owner and Architect, with modifications to meet District requirements. A specific AIA contract will be determined by the District when a construction delivery method has been determined. The final projects must be designed to be cost effective and functionally efficient while relating aesthetically to and becoming an integral component of the overall District. The successful architectural team will be required to independently retain the services of adequately licensed engineers and other design professionals to provide the District with the professional services required for the projects. The District reserves the right to approve engineering consulting service providers contracted directly with the architectural service provider. PURPOSE OF PROCEDURE The School District’s “Qualification Based Selection” (QBS) is to comply with Idaho Code 67- 2320. This procedure provides for an orderly process of: (1) Solicitation of professional qualifications, (2) Evaluation and ranking of qualifications, (3) Establishment of a ranked list of service providers, and (4) Negotiation of scope of services and fees. The District will not conduct a formal interview process. formation” section of this RFQ. Discuss how you provide leadership to facilitate teamwork and communication among stakeholders. (3 pages) Approach to Project’s “Required Services” Teamwork, Communication, Leadership 3. Qualifications of Project Team (0-20 pts) Provide a professional resume for the Lead Principal and Project manager who will be assigned to the district’s projects. Provide a brief description of each of your consultants’ firms and their experience in K-12 schools projects. Include an organizational chart of the proposed project team. Describe the proposed roles and responsibilities of key architectural and consultant personnel for the Districts’ projects. Past Performance (0-40 pts) Briefly describe other projects executed by your firm that demonstrate relevant experience. Extensive descriptions of vaguely related projects are discouraged. For each project listed, include the name, address, and phone number of a person who may be contacted regarding your performance on the project. Projects listed for which your firm worked in an associated capacity or in a teaming venture with another architectural or educational planning firm should include the name, address, and phone number of a contact person for the associated firm along with a description of what services and responsibility that firm provided on the project. Provide Recent Reference letters from School Districts who have utilized your consulting services. List all the Idaho School Districts for which you have performed similar work in the past ten years. (8-page max) Recent and Relevant Projects including Owner Contact Information Reference Letters from Idaho School Districts 5. Project Specific Information (0-15 pts) Briefly respond to each of the following items: (2-page max) Provide a summary of your experience in designing and implementing safety and security measures within school buildings and campuses. Describe your experience in working with local building jurisdictions during the plan review and process. 6.
