Vermont State Police say they arrested a Swanton woman for taking a baseball bat to a vehicle on Monday morning, causing significant damage to the vehicle.

According to Trooper Sholtes, Sheena Leveille, 30, of Swanton was accused of throwing an aluminum baseball bat at a moving vehicle that was driving on the Bushey Road.

Police cited Leveille into criminal court on December 31st for unlawful mischief.

Vermont State Police say they arrested 21 year old Burlington resident Mark Marciano for driving 101 miles per hour in a 65 mile per hour zone in Georgia on Sunday evening.

According to the Trooper, Marciano was traveling southbound near milemarker 109 when the officer clocked the speeder. He was cited into court on December 10th to answer to the charge of careless and negligent operation of a motor vehicle.

By Gregory J. Lamoureux County Courier ST. ALBANS: Debra Bluto, 64, of St. Albans has been charged with four crimes in connection with allegedly taking social security funds that were originally earmarked for her grandson.

According to the Federal Government, Bluto’s grandson was receiving SSI funds, in a federal program that helps people with disabilities who are unable to earn much income on their own. Although the funds were earmarked for her son, Debra was his guardian, so the money as given to her to manage on his behalf, according to court records.

Court records indicate that the funds were deposited into Debra’s account every month beginning in 2001.

Contrary to the rules set forth by the Social Security Administration for receiving these funds, Debra’s grandson was incarcerated in Vermont from February 5th, 2016 until January of 2017.

The social security administration grants funds for SSI recipients for food, housing, educational and medical expenses, but any other expenses must be authorized, according to the charging documents filed in Federal Court in Rutland late last month.

• Daniel Sweet, 29, of Sheldon was picked up by vermont State Police for driving with a criminally suspended license after being stopped on the Tyler Branch Road in Enosburgh on November 9th.

In addition, police Sweet was wanted on a warrant.

He was cited into court on the new charge of DLS on December 17th.

• Nicholas Mott, 30, of Georgia was arrested by Vermont State Police this week for driving with a criminally suspended license.

According to the trooper, Mott was pulled over on Route 7 in Georgia for a motor vehicle violation. He was issued a citation to appear in criminal court on December 17th.

• Dameon Berry, 40, of Colchester was arrested by Vermont State Police for driving with a criminally suspended license on Interstate 89 in Georgia on November 9th.

He was issued a citation to appear in court on December 31st.

• Nicholas Mott, 30, of Georgia was arrested by Vermont State Police on November 6th for driving with a criminally suspended license on Interstate 89 in Colchester.

According to the officer, Mott was pulled over for speeding, then issued a citation for the criminal suspension as well as violating his conditions of release.

He was cited into Chittenden County Criminal Court on December 11th to answer to those charges.

• Wade Wood, 27, of Enosburg was arrested by the Vermont State Police for driving with a criminally suspended license after being stopped stopped on Interstate 89 in St. Albans on Wednesday. He is

due in court on December 31st to answer to the charge.

• Lynwood “Chuck” Larock, 53, of Fairfield was arrested by Vermont State Police for DUI #3 as well as excessive speed and driving with a criminally suspended license after being pulled over near the Chester Arthor Road intersection of the North Road in Fairfield on Sunday afternoon.

The trooper said in a press release that Larock was clocked traveling at 72 miles per hour in a 40 mile per hour zone.

This is not the first time Larock has been in trouble with the law.

He has two previous DUI charges on his record as well as two sex offenses, including lewd and lascivious conduct with a child.

• Wade Wood, 27, of Enosburgh was arrested by Vermont State Police on November 10th for driving with a criminally suspended license after a traffic stop on Interstate 89 in Georgia.

Wood was issued a citation to appear in criminal court on December 17th for the arrest.

• Kody Deuso, 21, of Belvidere was arrested by Vermont State Police for driving under the influence after being stopped in East Berkshire on Saturday morning.

According to state police, Deuso was over the legal limit for alcohol, althrough they did not say what the PBT test indicated.

He was released on a citation to appear in criminal court on November 26th.

Those filings indicate that Debra had collected about $50,000 in SSI income on her grandson’s behalf while he was incarcerated, then used that money for herself. In addition, she filed paperwork with the social security administration indicating he was residing with her and using the income to survive.

Debra Bluto pleaded not guilty in Federal Court in Burlington this week. She was released on conditions, including that she does not have any contact with the witnesses in the case.

She faces up to 10 years in Federal Prison and a fine of up to $250,000 if she is convicted.

RECENTLY CLOSED CRIMINAL COURT CASES • Shawn McEnany, 50, of Swanton: A charge of disorderly conduct was dismissed without prejudice.

• Mark Maskell, 31, of Swanton: A guilty plea was entered on the charges of hunting after revocation with a second charge of baiting being dismissed by the state. A fine was imposed of $837.

• Eric Marsha, 30, of St. Albans: A guilty plea was entered on the charge of DLS#2 for DUI with a sentence of 80 hours of community service, 10 days of work crew, and a fine of $147.

• Tyler Hulbert, 26, of Williston: A guilty plea was entered on the charge of disorderly conduct with a fine of $263.

• John Curley, 68, of Las Vegas: A guilty plea was entered on the charge of DUI #1 with a fine of $537. The charge stems from a DUI refusal on August 16th when police responded to the parking lot of 14th Star Brewery, in St. Albans, for a possibly intoxicated man sitting in his vehicle with his blinker on.

• Allan Clogston, 50, of St. Albans: A guilty plea was entered on the charge of disorderly conduct with a fine of $377.

• David Gover, 40, of Swanton: A guilty plea was

entered on the charge of hunting under revocation with a fine of $2000. The offense stemmed from fishing at the end of the old Route 78 causeway in Swanton on September 23rd. According to court records, this is the 17th time since August of 2008 that Cover was charged with hunting or fishing under revocation.

• Jason Dion, 38, of Winooski: Dion was ordered into hospitalization after being found incompetent to stand trial for the charges of seconddegree attempted murder, reckless endangerment, and gross negligent operation. The charges stem from an August 22nd incident where Dion is accused of shooting at another vehicle on Interstate 89 in Georgia.

• Monica Wimble, 63, of St. Albans: A guilty plea was entered on the charge of negligent operation after the original charge of DUI #1 was amended by the state. A fine of $250 was imposed. The charge stems from an October 6th traffic stop in St. Albans where Wimble’s PBT registered 0.111%.

• Kechia Stone, 22, of St. Albans: A charge of disorderly conduct and enabling alcohol consumption by a minor was dismissed without prejudice by the state.

Albans: A guilty plea was entered on the charge of retail theft with a $50 fine.

• James Pace, 59, of St. Albans: A guilty plea was entered on the charge of DUI #1 (Drug) with a fine of $422. The charge stems from a December 17th, 2017 traffic stop in St. Albans.

• Noah Meese, 37, of West Glover: A guilty plea was entered on the charge of the negligent operation with a fine of $377.

• Michelle Bailey, 37, of Westfield, MA: A guilty plea was entered on the charges of grossly negligent operation with a $542 fine.

• Alexander Love, 24, of St. Albans: A guilty plea was entered on the charge of grossly negligent operation after it was amended from a DUI #1. A fine was imposed of $542.

• Shannon McGillis, 39, of Fairfax: A guilty plea was entered on the charge of disorderly conduct after it was amended from domestic assault with a deferred sentence of 5 months and a fine of $147.

• Zachary Wheeler, 26, of Morristown: A guilty plea was entered on the charge of excessive speed with a dismissal of the second charge of negligent operation. A fine and surcharge totaling $247 was imposed.

• Manuel Vega, 58: A guilty plea was entered on the charges of sale of cocaine (x2) with the dismissal of a charge of DWI and a dismissal of violating conditions of release. A fine of $294 and a jail sentence of 120 days was imposed.

• Joseph Stewart, 27, of St. Albans: A no contest plea was entered on the charge of DLS with a 0-1 day sentence and a fine of $147. The charge had originally been referred to court diversion before it was ultimately kicked back to criminal court.

• Shawn Rouchleau, 39, of Swanton: A guilty plea was entered on the charge of firstdegree domestic assault with a 1

day to 3-year sentence.

• Christy Richard, 45, of Swanton: A guilty plea was entered on the charge of retail theft with a sentence of 29-30 days of work crew and a fine of $147. The charge stems from an incident at Walmart where Richard was accused of stealing $22.30 worth of merchandise.

• Amber Reynolds, 28, of St. Albans: A guilty plea was entered on the charge of retail theft with a sentence of 3-4 days of work crew. Reynolds was accused of stealing $99.41 worth of merchandise from Hannaford in St. Albans.

• Chad Hurlbut of Swanton pleaded guilty to a Wildlife charge of unlawfully building a waterfowl blind. A fine of $262 was imposed.

PENSION REFORM — A MUST DO Editor’s note: This commentary is by Tom Pelham, who was finance commissioner in the Dean administration and tax commissioner in the Douglas administration and served on the Appropriations Committee in the Vermont House as an independent.

He is a member of the Green Mountain Care Board.

Across the three credit rating agencies that track Vermont’s credit worthiness, none have lowered Vermont’s rating since 1991 until last month when Moody’s Investors Service lowered Vermont’s triple A rating to Aa1.

While certainly not yet a flashing red signal, the downgrade is clearly in the flashing yellow category. For context, consider this. Since the 1991 downgrade and until last month, Vermont’s credit rating incrementally improved to the highest levels by all three rating agencies. During this 27year period, while Vermont and the nation endured the Dot-Com recession of 2001 and the Great Recession of 2007-09, Vermont’s bond rating held its high rankings

through these difficult times. Yet now, amidst a period of extended economic recovery, Vermont’s rating is downgraded. Hopefully, this revealing and expensive irony awakens our leaders to action in both the public and private sectors, for a further downgrade will cost taxpayers and those who borrower from publicly funded lending entities like VSAC and VEDA additional millions.

Moody’s explicitly highlighted Vermont’s “unfunded postemployment obligations,” which include the teachers retirement fund, as problematic. Moody’s warned: “Sustained growth in debt or unfunded post-employment liabilities that outpaces economic expansion” could lead to a further downgrade. The demographic and financial trends associated with the teachers retirement fund are legitimate causes for concern.

Over the past 17 years, while the enrolled student count has dropped by over 17 percent, the number of active members in the system has remained nearly constant and the number of retirees and beneficiaries has grown rapidly.

These divergent trends among the demographic underpinnings of the fund, in addition to low investment returns on fund assets, are key drivers of the growing unfunded liability.

As Vermont’s student enrollment declines while the number of teachers and administrators remains near constant, the ratio of students to “active members” decreases. The NEA reports that Vermont now has the lowest ratio in the country at 9.49 students per teacher. For context, the national average is 15.96 students per teacher while New Hampshire and Massachusetts are at 11.95 and 13.21 respectively. Despite higher staffing ratios, both New Hampshire and Massachusetts profile better student outcomes than Vermont.

At the beginning of the 2015 legislative session hope existed that the Department of Education and the Legislature might address Vermont’s high staffing ratios.

Education Secretary Rebecca Holcombe explained to the House Education Committee “that the state could save $74 million a year

by shifting the present student to staff ratios (which includes both teachers and support staff) from 4.67:1 to 5:1.” At a ratio of 5:1, Vermont would still be the lowest in the nation.

But, the political lift to better align Vermont’s staffing levels with declining student enrollment was too heavy, leaving taxpayers on the hook for high property taxes to support current education expenditures and high general fund allocations to support future pension plan benefits. Instead, the Legislature moved on to the passage of Act 46, a bill to consolidate school districts that has yet to show any evidence of lowering staffing ratios or per pupil education spending in Vermont.

Moody’s credit rating downgrade is a message that expresses both the hope that Vermont will address its fiscal imbalances and restore its top rating as well as a warning that if it doesn’t, the toll on taxpayers and government services will be severe. To address the imbalances in the teachers pension fund, our political leaders must first start down the path

of reasonable compromise with the NEA. The NEA is a very powerful political force. For example, in the race for governor between Republican Jim Douglas, former Democratic Speaker of the House Gaye Symington, and Progressive Anthony Pollina, the NEA abandoned its usual support for the Democratic candidate and endorsed Pollina, in part because Speaker Symington had supported a very mild property tax reform proposal. While Jim Douglas won that race, Pollina came in second and the chastised Symington third.

Our government leaders must be both fair to and clear with the NEA that a solution to the pension imbalances needs to be solved soon and that will of necessity require more realistic and affordable staffing ratios.

Absent such a solution, and especially if the next recession is soon upon us, Vermont’s future fiscal circumstances will mirror the chaotic and painful period experienced from 1990 through 1995.

By Gregory J. Lamoureux County Courier ST. ALBANS: A senior living facility in St. Albans was been seized last week and turned over to a receiver to manage while a court case proceeds.

According to the Vermont Attorney General’s Office, Homestead at Pillsbury in St. Albans is one of three facilities that was taken over by state officials this week after complaints about their business practices could not be rectified by “standard regulatory processes.”

The residential care homes involved are Allenwood at Pillsbury Manor in South Burlington, Homestead at Pillsbury in St. Albans, and Pillsbury Manor South in South Burlington. All are owned by East Lake Capital Management and Andrew White, according to the AG’s office.

There are 102 residents living in these facilities requiring some assistance, with an additional 69 residents living independently.

Allegations included “the homes’ failure to deposit residents’ rent checks or to return deposits, concerns about adequate staffing, and food insecurity,” said Charity R. Clark, Chief of Staff at the AG’s office.

Those complaints were filed by “staff, residents, and their family members over the past several months,” Clark said.

The state conducted an “unannounced” inspection of the facilities last week, where they were able to, at least in part, back up the claims filed in the complaints.

“It became clear that the need to intervene was urgent, prompting the joint motion to appoint a

MVUNITY OPENS DOORS OF OPPORTUNITY

Not satisfied with that result, she applied again.

“I have learned about the model of community schools through reading and social media. Social studies has always had a strong focus on community service; I hoped to find ways to expand on that. I saw community schools as a way to bring community members to the school to interact with students.”

Getting students out to the community can be challenging; finding time and overcoming transportation issues can be a hindrance for any program. As a graduate of Lamoille Valley Union High School, Urban knows a lot about union schools like MVU and the challenges they face.

“Union schools tend to be ‘not as loved’ as local elementary schools,” said Urban, “They are often disconnected from the sending communities. I’m looking for ways we can reach out to all of our sending communities and help them feel welcome.”

This fall, Urban has settled on three separate avenues to begin to build bridges between the community and MVU. The first step will be organizing a resource directory.

“I want to help students and community members find out who is in our towns, what their expertise is and if they are willing to be

emailed or to receive a phone call from a student doing a project, or from another community member

this project.

“Over the summer we will be redoing the front lobby at MVU; I’m hoping we can build a space that community members can access and see the opportunities we have to offer here,” explained Urban, “we have also talked about putting up bulletin boards in easily accessible places in the towns we serve.”

The final piece that Urban will be working on is the maintenance of a system that supports student and community member led change and leadership at MVU. As part of this effort, Urban has conducted surveys in all of the Social Studies classes at MVU. Students were encouraged to share their ideas freely.

“If students were really passionate about new theater chairs,” Urban noted, “how can I help them make that need known and get in contact with people who can help them write grants or find other ways to fund the project?”

Relationship building is the foundation for MVUnity, and while she has been on sabbatical from teaching Urban has also been doing research in the community.

“I’ve spent time talking with people about their ideas. I attended a school board meeting in September and heard about the experiences the board members had in high school and what

By Ruthie Laroche For the County Courier Alyssa Urban has taught Social Studies for a decade at Missisquoi Valley Union High School, and this year new doors opened for her thanks to the Rowland Foundation.

Barry and Wendy Rowland started the Rowland Foundation ten years ago with the purpose of enhancing the educational experience.

“They have a passion for education in Vermont, and they have used their resources to give schools in Vermont a ‘teacher led’ change,” said Urban.

Urban was named a Rowland Foundation Fellow this year, giving her a two-year window to explore avenues in the school and community that she has only dreamed of.

“I have lots of ideas, often relating to social studies, but also to ‘biggerBAKED picture’POTATOES ideas. I looked POUCH LOADED into the Foundation and found out they were helping teachers all over Vermont do things I was interested in doing.”

The Foundation, which is located in Vermont and serves Vermont students, has a mission to unlock school and community treasures that may have the power to transform a school’s culture and improve the learning menvironment.

“Our Business Department has a wealth of knowledge for internships, job shadows, and other opportunities around the area,” said Urban with a laugh, “it’s a goal of mine to make sure that information is put in a place other people can access.”

The second component of Urban’s program is to generate a platform that would be available to the MVU community where they can share, in a regulated way, things they may be looking for and ideas they have.

“There was a hole in the fuel tank, and it was filling up with salt water. That was another reason we had to stop and get patched up,” said Parsons with a chuckle.

At some point on the voyage across the Pacific, the hot water heater broke and the evaporators failed leaving the crew with cold water for showers and a limited amount of fresh water. The crew had no choice but to stop at Pearl Harbor for repairs. Interestingly, that ship had spent time in Pearl Harbor during WW II. Six weeks were spent in Hawaii waiting for the LST to be repaired.

When it came time to finish the journey, the boat, loaded with ammunition and light landing craft, headed to Vietnam.

Parsons explained that violence on the Saigon River caused a change in plans. Originally, the ship was to go up river and deliver ammunition before heading to Okinawa to leave the landing craft.

The commander of the LST heard that ships were being blown up in the river and refused to put

SWANTON SCHOOL CELEBRATES SILVER ANNIVERSARY

By Ruthie Laroche For the County Courier The Swanton Elementary School celebrated its 25th year of service to the community.

To commemorate the occasion, the school hosted a celebration on the first day of school, but milestones like these offer ample opportunities to reflect on the past quarter century.

“We had a huge crowd of staff members and parents for the celebration, which was lovely,” said Swanton School principal Dena St. Amour.

St. Amour had requested that a person from each graduating class attend the event and hold a sign with their class year written on it.

“People were so excited that I had asked them to be a part,” said St. Amour, “and we had every year covered except for last year’s high school seniors.”

St. Amour, who was a former teacher at the Swanton School, has been part of the educational community in Franklin County since before the new school opened its doors in 1993.

“Mary Lynn Riggs was the principal when discussion of the new building began. She was instrumental in working with the school board and the architects, and she was the visionary behind the new building,” said St. Amour, who was teaching in Swanton at the time.

For years, the children of Swanton attended the Mary Babcock School, but a rise in population saw students at the old Swanton Central School, the Methodist Church, and the Armory.

The varied learning environments in Swanton did provide for some entertaining and

touching memories, noted Riggs, who was principal durng those years.

“The kindergarten class that met in the church eventually chose to wear wooden crosses to class because they loved the minster at the church; He would stop and see the kids each day,” said Riggs.

The kindergarteners that met at the armory were fascinated with the tanks and military equipment in the areas where they studied.

“They loved the National Guard guys who greeted them each day.

They even walked across the barrel of a tank to get into their classroom,” explained Riggs.

Riggs had offices in various buildings and she visited each ‘school’ every day to check on her students.

“I was making a constant loop of travel to touch base with everyone,” said Riggs.

Things began to change when the military began to deploy troops for Operation Desert Storm.

“The children in the armory had to leave the area because of security concerns,” said Riggs, “Many of the men they enjoyed seeing each day were deployed.”

The children who attended kindergarten at the armory returned to the library at the Babcock School to resume their classes.

“This event presented the community with the need for a new school,” said Riggs.

Thankfully, the project was well received by most of the community and Riggs eventually began to work with a design team.

“I worked with an architect named Bill Weisse. The school project was his final job and we clicked as a team; he really was a gift,” Riggs recalled, “We worked

with the kids and the community to try to create something that would fit with the idea of a close community, even if it was going to be a large building.”

Time truly does fly, and Riggs still enjoys a visit to the school she helped create.

“Twenty five years later the community is still supporting the kids and the school and as I walk through that building now, I see that it still works! We didn’t want a school that was a shoe box; we wanted to make it accessible to the kids.”

Riggs recalled that the design of the school was a labor of love from many in the community.

“It really was a way for the community to come together and show how much we cared for our children,” said Riggs with a smile in her voice.

In the new design, the classrooms were divided into ‘houses’ and each ‘house’ was designated a color--blue, red, and green. Each house section contained classrooms, a planning room, and a core room.

“We knew we wanted flexible spaces with an inner core that could serve as a meeting space, and we knew that technology was changing and we wanted to be ready for the changes as they came,” said Riggs, “We also wanted to create a space the students could manipulate in the ways they needed to.”

In the fall of 1993 the new building welcomed over 700 students, making Swanton School one of the biggest kindergarten to sixth grades schools in the state.

The designers chose to house the older classes in the new building and leave the kindergarten through second grade students in the Mary

Ruthie Laroche, County Courier Babcock School, which stood nearby.

Currently, the Babcock Building is reaching its maximum capacity.

To solve the space issue, talk has come up of moving some of the younger students to the Central Building, but as St. Amour pointed out, that’s easier said than done.

“Logistically, it’s incredibly hard. Younger students need smaller bathroom sizes and shorter coat hooks. At the time, this building was designed for older kids,” said St. Amour.

Today, the two school buildings, Babcock and Central, share a campus but St. Amour noted that the proximity doesn’t mean they are carbon copies of each other.

“The culture in each building is just a little different,” said St. Amour with a smile.

St. Amour noted that the staff is always looking for was to create community bonds between the two buildings.

Mary Wood, who taught with St. Amour, highlighted the ‘Big Buddy, Little Buddy’ reading groups that combine ages and make connections.

Younger students from Babcock make the trip to the Central Building for their art and music classes, and both St. Amour and Wood agreed that those programs help provide easier transitions when it’s time to go to the ‘big’ school.

“It’s not always easy when it’s raining; I bought 25 umbrellas to try and make it easier when it’s wet,” said St. Amour, smiling.

As principal of a school composed of two buildings, St. Amour keeps busy.

“I make a point to get to Babcock once a day. I think of Mrs. Babcock who made the rounds

every morning to see people,” said St. Amour with a smile.

The designers of the new school also hoped it would be used as a community space and today the Boy Scouts, Swanton Recreation, summer programs, and community dinners all take place at the school, giving it the feeling of an old ‘Town Hall’ for some.

St. Amour values community support and noted that over the years the school has had the chance to reach out to the town around it.

One outstanding opportunity came in the form of a National Character Education Grant that Mary Wood received while she taught at the Swanton School.

The grant, which lasted from 2003 to 2008, was based on building character in the school setting, establishing expectations, and working to extend the vision of the school into the community.

Only two of the grants were given the year that Wood earned hers, and she spent the next five years instilling the concepts required by the grant into students in Swanton.

After three years with the program, the school applied for national recognition, which they received, being named as one of the top schools for Character Ed in the United State.

“It was a long process with a lot of staff members organized and conducted community servicelearning projects,” said Wood.

In service learning, students learn about a process. Wood gave the example of hurricanes and disaster relief. Students would learn about how hurricanes are formed, read books and do research on hurricanes.

The students put their newly acquired skills to work when

November 15, 2018 hurricane Katrina hit the southern part of the country.

Students assembled backpacks, donated by the community, for Katrina victims. The packs were filled them school supplies and information about the town of Swanton and the state of Vermont.

The backpacks were sent to Paris, Louisiana.

Much to the delight of the school, the children who received the backpacks wrote letters to the Swanton School to thank them for the gift.

Wood was able to follow many of the students she taught during that time as they went through high school.

“It was heartwarming to see the projects that they initiated, in part, because of the time we all spent learning about doing things that were outside of themselves,” said Wood.

Another defining era that stood out to St. Amour was the development of the Five Core Concepts: Responsibility, Trust, Belonging, Caring, and Respect.

Teachers enjoyed incorporating character building into their lessons, and St. Amour has fond memories of the work she did with her classes during that time.

The Five Core Concepts were later replaced with the Three ‘B’s’: Be Responsible, Be Caring, and Be Respectful. Those qualities are emphasized throughout the school year.

In the early days at Swanton School, before Common Core was introduced, teachers had more flexibility to explore varying topics with their classes.

St. Amour recalled the unit she and Deb Goslin would teach each year on the Olympics. They would even stage a STAGO Olympics for their students, and to this day past students still speak with St. Amour about the fun they had in the school Olympics and the field trip they’d take to Lake Placid to

Urban will be traveling out into the community in the coming months to conduct surveys.

“I’m hoping to have conversations with folks and see who wouldn’t mind interacting with a student. We have people who have served in our wars, grown up on farms--people who have really great stories and I want to make sure students can access them.”

Urban also has hopes of seeing community members work alongside staff and students at MVU in advisory roles where they would work with a group of students helping them navigate their high school years.

Having members of the community join students and staff for breakfast in the Commons once a month would provide both parties with insights they may never have come up with on their own.

visit the Olympic facilities.

Wood noted that although they all miss the flexibility they had when they began teaching there are changes that have brought improvements.

“Some things have made the delivery of instruction so much better for the kids. We have tiered instructions, teams of teachers meet to discuss how they are delivering their curriculum, and how they can help a student struggling in one aspect. That sounding board for teachers is so valuable,” said Wood.

Advances in technology have also afforded new avenues for learning. Students in grades three through six have their own computers in the classroom to give them access to Google Classroom.

Wood, who retired in 2013, has seen life come full circle in the past 25 years. Her children attended the Swanton School, and today her grandchildren attend.

“Having taught here for years and served on the school board for six years has opened my eyes to how important the school is to the community and how supportive the community is to the school,” said Wood.

The Swanton School has also helped lead the way for full inclusion for special needs students in the class room by instituting the Wrap Around Program.

“I think the staff goes the extra mile, and I’m proud of that fact,” said St. Amour, “we work hard to make all kids successful.”

In the days before the Homecoming Project, students that didn’t ‘fit’ in a traditional classroom were sent to other schools to learn.

Having a full-inclusion policy in the classroom does require extra hands, and the Swanton School has hired highly skilled special educators who work with kids who need them.

“We received national

recognition for our work and we had groups of people going to Missouri, Minnesota, and Oregon presenting college courses on what we have done and how we have progressed,” said Wood.

The integration of special needs students into the classroom has brought some surprising results.

“These kids are the sunshine in our day, and the kids love them! When they all share a classroom, they forget about their differences,” said St. Amour.

“This school has always focused on providing success for all children,” said Wood, “We have always looked for ways to make sure we can meet the needs of all the kids that come through the doors, and that’s a major thing to celebrate about this school.”

Lizi Bourdeau and Travis Curtis, two sixth graders at the Swanton School, gave a tour of the school this fall. Hearing them talk about the teachers and the building left no doubt that the atmosphere that Riggs, Wood, St. Amour, and the staff seek to create has left a lasting impression.

The tour began in the Babcock Building, where the two students spent their first few years. One memory both of them shared was the swan that was placed on the wall in the hallway. When a student displayed a positive behavior, they were able to put a feather on the swan.

Much to their delight, they found the swan, complete with soft, white feathers, in a hallway.

“This is our tribute to our mascot Swannie,” St. Amour explained later.

Lizi and Travis explained that the older kids have a different system for keeping track of good behavior. Each classroom in the Central Building has a jug and an ample supply of colorful pompoms.

“We put pompoms in the jug in our classroom room and when

that jug is full we put it in a big bin. When the bin is full we have a school celebration,” said Travis with a wide smile. Both buildings work to fill their individual BIG bins, in order to have a wholeschool celebration.

“We have had one big celebration and we had an ice cream social and moustaches,” said Lizi.

The kids also enjoy Walking Wednesdays; every Wednesday students meet at various drop offs in town and walk to school. During the winter they walk once a month.

Kids who walk to school every Walking Wednesday earn rewards, like creemee gift certificates.

“We usually have 60 to 65 kids on the route. Travis usually walks at the back of the line so he can help us with the younger kids,” explained Carrie Lapan, who is a speech language pathologist in the Babcock Building.

After touring the Babcock Building, we headed to the Central Building to see where Travis and Lizi spend their school days.

“I think the cafeteria and the gym were the two things I was most excited about,” said Lizi, “and I liked that we got the big soccer field.”

“I liked meeting new teachers and I liked the houses,” said Travis.

Both students responded with an emphatic ‘yes’ when asked about the houses, noting that some of the houses got an upgrade this year.

The common area in the ‘house’ was something both Lizi and Travis have found to be useful and fun.

“We usually read and play games in the morning and we use it for inside recess,” said Travis.

Touring the ‘houses’ allows for an excellent opportunity to see the variation between each one; that diversity gives the feeling of a separate but equal space that provides each age group with an area to call their own.

Some common areas have couches and bookshelves. Others are more suited to games and projects with large tables lined along the walls.

The classrooms are also wonderfully diverse, each one sporting a different theme. Two classrooms have resident turtles and one has a gecko. Some have comfortable furniture, and many have a unique, colorful rug for sitting and reading.

Lizi and Travis will leave the Swanton School this spring, and it’s safe to say they will take a host of memories with them.

“I will remember all of the teachers I’ve had,” said Travis thoughtfully.

When asked if they would miss Mrs. St. Amour, they both agreed heartily that they would, but they also both noted that their connection with her would not be lost.

“She will come to MVU once in a while; she’s been doing it for the other seventh graders that have moved up,” said Travis emphatically.

Times change and so do teaching strategies, but the ties of respect and friendship knitted together in a community school have the power to extend beyond a grade or a single year.

Riggs, who adopted Swanton as her home away from home for many years, could not be more pleased with the result of the work she and so many others labored over 25 years ago. She also expressed her gratitude to St. Amour for the decades she’s spent in education in Swanton.

“Dena is a wonderful gift to the community and she understands the community very well,”

role as the Department Leader, has made it possible for her to incorporate projects associated with the Rowland Foundation with proficiency standards for school work.

“The New National Social Studies Standards have a separate proficiency that requires problemsolving and sharing learning with the community. Those standards are created to be used with Common Core to help the Social Studies and English departments.”

Urban works closely with the Foundation, to share ideas and update them on her progress. She also has the ability to communicate with 70 other Fellows who have been chosen over the last decade.

“The Foundation knows we want to make the most of our time and our money,” said Urban, “everyone here is so passionate about what they are doing.”

Urban has been hands-on with every step of this process; she’s designed the logo, done numerous student and community surveys, and created a website.

The goal of the Foundation is to provide the Fellow with enough financial support that they can carry a lighter teaching

load, freeing them up to do their Fellowship work.

“I’m hoping to start this program and establish it over the two years.

I’d like to maintain it through the Social Studies Department or perhaps explore grants that would make it possible for me to keep working on these projects for a few more years after.”

Urban also wants to find out what the community would like to learn about MVU. “There’s interest in expanding our learning opportunities outside of the school day. We’ve explored the ideat of having evening classes; one idea focused on offering a cooking class after work,” explained Urban, “We are also expanding our Ag program and our technical certifications.

Last year we offered a chainsaw certification. We may have a community member that also needs that certification and we’d like to make it possible for them to get that here.”

Leadership is another key piece of Urban’s work.

“This is all about giving kids an opportunity to serve the community outside of the walls of MVU,” said Urban.

Seniors at MVU are required to complete community service hours. Urban hopes to see a program set up to create projects that impact the community outside of that mandated time.

“We want to help students create projects that leave them feeling like they were able to have a positive impact, whether it’s about educating them about an issue or helping them solve a local problem.”

Giving the students a voice about changes they’d like to see change has brought interesting responses. Some would like to see a wrestling team, some want more

free time in the day, while others want a dirt track at the school.

Not every idea is a feasible one, but hearing students express their ideas provides a window into what they are thinking.

“This foundation has been so successful because they recognize and support the individual needs of school communities. Our educational communities are so different; what works in one place may not work in another,” said Urban, “They know we love local control and that we need to empower the people within the school.”

Montgomery As Submitted By Lois Lumbra Brrrr!! That wind is COLD, the sun is warm if you can get in a place where the wind doesn’t hit. Anyhow love the sunshine as it has been a little scarce lately.

This is the first weekend of the deer season, and I had a call from Grandparents Jon and Barbara Walker letting me know that their grandson Connor Walker got a 4 pointer, 146 lb. buck in Bakersfield on the first day of hunt.

The Richford Knights of Columbus gave out winter jackets to local school children. Thanks so much for giving nice warm jackets to needs of others.

11/7, The 500 Card Club met

at the lovely home of Carmen Scott, she had invited everyone to come for lunch. She had prepared a delicious chicken/veggie soup, breads, egg salad to make our own sandwich, desserts, and hot or cold beverage. We were ready to start playing cards at our usual time of 1 p.m. and then it all begins. The good hands, the hands with no faces, and the kitty is no good, but someone all manages to do well.

The high score for the afternoon went to Sue Peters (2490), second high was a tie between Carmen and Marge Cummings (2410) they played together at the head table most the afternoon, low score was Therese Begnoche with (690) and most horses went to Linda Van Gieson (3). Linda was not feeling well and Jeannette Sylvester wanted to get going down 242 before dark and some left after we played 6 hands, a few wanted to stay and play the last 2 hands. Last year after changing the time, and it gets dark early we only played 6 hands for about 4 months. Connie McFarland will host the December meeting at her home.

never seen one with such long teeth. Then as we got going up on the Mountain Road just before reaching our destination, the most beautiful rainbow I have ever seen appeared right opposite of us. The colors were so bright and it was so wide, and coming home in Hyde Park there was another rainbow in the distance. Fredda Ploof, Kate O’Neal and me were in one car and we came home from the restaurant. Diane Bocian, Connie McFarland and Rachel Wright went to Morrisville to call on Theresa Lamore at The Manor, (Connie’s Sister) she recently had fallen and had surgery. They found her asleep upon their arrival but she woke right up and they had a nice visit.

11/7.. The Green Mountain Ruby Reds, were invited to join with other Red Hat Ladies in Stowe at the Idletime restaurant for 12:30. There were 6 from our group that went and we made a total of 25 ladies coming together.

Our Vermont Queen Vi Hunt was present and gave a nice welcome to all of us and we have been passing along a little red teapot, a group has the teapot and has to invite another group to pass it onto and they pass it along to another group, on and on it goes.

A good way to share with other groups and get to know them and what they do for fun, etc. I was the latest Birthday girl and the ladies from Stowe played happy birthday to me on their Kazoo’s, and all others were singing happy Birthday to me. That was cute and so appreciated. Oh, I had the back seat to myself and got to see many things as we were on our way there. In Montgomery Center there was a field of 30-40 turkeys eating away where they recently cut the corn. In North Hyde Park we went down Cady Falls to Stage Coach Road, and the kids that had carved pumpkins were just a bout on every porch or steps. Now as they rot they become hilarious and one in particular was so funny.. it had a big smiley face with long front teeth hanging down, I have

Gertrude Clark

ST. ALBANS: Mrs. Gertrude Clark, age 99, passed away Friday, November 9, 2018, at the St. Albans Health and Rehabilitation Center. She was born in St. Albans, July 2, 1919, daughter of the late Richard and Grace (Zweeres) Silk. She worked for many years at Fonda Container. She enjoyed bingo, casino trips, playing cards, although she was not a good looser, crocheting and word search puzzles.

Gertrude is survived by her four daughters, Patricia Cossin of Fairborn, OH, Joyce Crannie of Swanton, Donna Corliss and her husband Gene, and Sandra Thibault and her husband Paul

all of Highgate; her siblings, Grace Mack, Betty Ives, Merton Silk; 14 grandchildren, 34 greatgrandchildren, and 17 great-greatgrandchildren. Besides her parents, Gertrude was predeceased by her siblings, Walter Silk, Rawlette Silk, Juanita Benoure, Alida Reynolds, Eunice Patenaude, and Richard Silk; along with her sonsin-law Pat Bushey, James Cossin, Jim Crannie, her granddaughter Karen Campbell and her husband Rick, a grandson James Cossin, and great-gradnson Michael Cossin.

A celebration of her life will be held on Sunday, June 30, 2019, at a time to be announced. Interment will be on her 100th birthday, July 2, 2019, at 10 AM, in Greenwood Cemetery. She had been on life support for over two months following yet another open-heart surgery. It just doesn’t seem right that she never made it to her 70th birthday.

We had hopes in the beginning that she might recover, but as the weeks went by those hopes faded.

Her death leaves an indescribable void in my life, and in the lives of her three children; Stacey, Stewart and Amanda.

She was a truly remarkable woman. She was a highly accomplished bridge player, a game she began playing at around 10 years old. She was closing in on 3,000 Masterpoints and was on everyone’s list of favorite partners.

When she was in better health, she was a fixture at the Kwiniaska Golf Club in Shelburne. Jackie had countless friends and no enemies.

To know her was to love her.

Upon retirement, Jackie and I moved to Daytona Beach Shores, Florida. We bought a condo, and Jackie oversaw renovations and interior decorating. I will always see her presence in every nook and cranny. And she’ll be with me for my nightly walks on the beach, dining at our favorite restaurants, and right beside me in our recliners, riding in the car, and in bed. Forever.

We also kept our home in South Burlington because Jackie insisted on spending summers there so she could keep connections with all her friends there, as well as be closer to her two daughters. We were married in the living room of that home almost 39 years ago.

Jackie was born on January 7, 1949, in Proctor, VT the daughter of John and Beverly (Melen) Kuzyk. She is survived by her heartbroken husband, John, and three children: Stacey Hill and her husband Jon of Poultney, VT; Stewart Smith and his wife Jane of Minneapolis and Amanda Clohessy and her husband Colin of Middlebury. Also, grandchildren Lexi, Connor, Liam, Finn, Sophie, Eamonn and Seamus.

Relatives and friends are invited to attend calling hours on Thursday, November 15, 2018, from 4 to 8 PM at the Heald Funeral Home, 87 South Main Street, St. Albans.

Valerie was born on June 19, 1955, in Burlington the daughter of Wallace and Frances (Ladieu) Blanchard.

She is survived by her husband Martin Messimer of Westford, by her son Martin Messimer II, grand daughter Liliana Messimer, her brother Wallace Blanchard and a sister Nicholae Blanchard.

MILTON: Gary D. Russin, 69, died unexpectedly on Friday November 9, 2018, at the University of Vermont Medical Center in Burlington.

Gary was born on November 28, 1948, in Burlington, the son of Gerald “Pete” and Florence “Skippy” (Hibbard) Russin.

He loved hunting and watching NASCAR races. His biggest hobby was stopping at garage sales.

He had worked most of his life in construction and excavation.

For the last several years, Gary loved spending winters in Florida.

He is survived by his children Terri Lefebvre and her husband Derek of Colchester, Brian Russin and his partner Melanie of Starksboro, Jennifer Stevens and her husband Harry of Georgia, Holly Russin of Hinesburg, and Ryan Russin and his fiancé Andrea Buckles of Starksboro, by his fiancé Jeanette Miller of Milton; his grandchildren Hilary, Cody, Bethany, Brittany, Dylan, Ashton, Megan, Shaylyn, Aiden, Isaiah and Jacob; his great grandchildren Brooklynn, Brayden, Bryleigh and Baileigh. He is also survived by his sisters Mary Rich and Patty Chaplin and her husband Paul, all of Williston and his brother Kenny Russin and his wife Rhoda of Huntington, and by many nieces, nephews and cousins.

He was predeceased by his parents, and his sisters Geraldine Wheelock and Dorothy Chaplin.

Visiting hours was held on Wednesday November 14, 2018, from 1-4pm in the Minor Funeral and Cremation Center in Milton.

Burial will be in the East Cemetery in Williston on Thursday at 11 AM.

FAIRFIELD: Wilfred W. St. Pierre a lifelong resident and dairy farmer passed away Friday, November 9, 2018, at the St. Albans Healthcare & Rehab with his family at his side.

Born at home in Fairfield on January 10, 1926, he was the son of the late Edward and Mary (Bessette) St. Pierre. Wilfred was 92 years old.

He married Doris Moreau on August 28, 1948, at the Church of the Nativity in Swanton. They celebrated their 70th anniversary this past August.

Wilfred was a longtime dairy farmer, sugar maker and following his retirement he enjoyed wood working. He was a former lister for the Town of Fairfield and communicant of St. Patrick Catholic Church.

Survivors include his wife, Doris of Fairfield; their children, Rene and Rosemary St. Pierre of Gloucester, MA, Gary & Susan St. Pierre, Thomas and Carol St. Pierre, and Mark St. Pierre and fiancé, Lucy Marx, all of Fairfield, Diane and Brent Brigham of St. Albans and Nancy and Timothy Campbell of Georgia, as well as his grandchildren, Jason St. Pierre, Ryan and AnneMarie St. Pierre, Tonya St. Pierre, Shannon St. Pierre, Kevin and Michelle Moss, Jennifer and Chad Elwood, Scott Irish, John “JP” Irish, Shawn St. Pierre, Kayla St. Pierre, Alex Brigham, Elena Brigham and Kyle Campbell, eight greatgrandchildren and many nieces and nephews.

ST. ALBANS: Robert M. Smith, Jr., 90, passed away peacefully in his home on Friday, November 9, 2018.

Bob was born in St. Albans on December 26, 1927, the son of Robert M. Smith, Sr. and Clara (Cadrette) Smith. He graduated from St. Mary’s High School in 1945 and served in the US Navy from 1945-1946. Following his discharge from the Navy, Bob graduated from St. Michael’s College in 1950. On September 11, 1950, Bob married Kathleen Sullivan and together they raised their three children in St. Albans.

Bob worked for the St. Albans Grain Co. until it closed and then went to Winooski to become manager of Grossman’s. Later he worked as a Lister for the City of St. Albans. An active community member, Bob was a member of the St. Albans Rotary Club, American Legion Post# 1 and the St. Albans Historical Society.

Bob enjoyed sports, especially playing softball at Houghton Park and ice fishing. He and his wife were often seen riding their bikes around town. Bob was also an avid Red Sox and NY Giants fan.

Bob is survived by his wife, Kathleen, of 68 years; his sons,

ST. ALBANS: Bernard H. “Bernie” Rivers a lifelong area resident passed away Thursday, November 8, 2018, at the Franklin County Rehab with his family at his side.

Born in St. Albans on July 7, 1933, he was the son of the late Elmer Joseph and Eileen (Flanagan) Rivers. Bernie was 85 years old.

On January 8, 1955, in St. Mary’s Church, Bernie married Mary E. Patterson, who survives him.

Bernie was a 1953 graduate of Bellows Free Academy and then entered the United States Navy.

Following his honorable discharge on February 23, 1956, he entered Vaugh Barber School in Hartford, CT. He was a longtime barber in St. Albans and will always fondly be known as “Bernie the Barber”.

He went to work at I.B.M., where he retired from in 1996.

He was a longtime member and avid golfer at the Champlain Country Club, was a drummer for Sterling Weed’s band “The Vermonters”, served on the Board at Franklin County Home Health Agency, was a member of Robert E. Glidden Post 758, Veterans of Foreign War and former member of the St. Albans Jaycees and St. Albans Elks Lodge.

Bernie always enjoyed riding his motorcycle and skiing, was an avid sports fan, including watching the Boston Red Sox and Bruins and the New York Giants.

He is survived by his wife of 63 years, Mary, of St. Albans; their children, Michael and Tina Rivers of Sheldon, Patricia and Jeffrey Collins of Fairfax, Laurie Rivers of St. Albans and Lisa and Jeffrey L’Esperance of Swanton, as well as his grandchildren, Nicole and Aaron Beliveau, Shannon Collins, Cody and Jennifer L’Esperance, Camden L’Esperance, Mallory L’Esperance and Amy and Joe Richard and great-grandchildren, Owen and Emilia Beliveau, Madelynn L’Esperance, Jacob Lounge and Mikayla Champagne.

He is also survived by a sister-inlaw, Sharon Patterson and several nieces and nephews.

In addition to his parents, Bernie was pre-deceased by his sister, Colleen Godin and her husband, John, and his brother-in-law, Raymond Patterson.

“He knew if they’d blown us up, you’d have heard it here!” said Parsons chuckling as he recalled the amount of ammunition stored below deck. The trip was reversed, and everyone survived the journey.

Parsons spent the rest of his time on the LST as it hauled bags of

cement from Taiwan to Vietnam.

One day, the LST, anchored near the beach waiting to unload cargo, was shipwrecked during a typhoon; an event Parsons will not forget.

“It was pitch black and raining.

The waves were huge,” explained Parsons, “the anchor chain broke and nobody knew; we didn’t realize it until we were being beaten against the rocks on shore.”

A month was spent trying to move the boat, but eventually, it was deemed a lost cause.

“If you look up the name of the ship you can see photos of it sitting up on the rocks,” Parsons noted; the photos are impressive.

The ship had wrecked right off the helicopter pad of the Marine base in Chu I, Vietnam. At high tide, the ship was cut off from shore, but at low tide, the men

Parsons and a few others had to stay with the ship while the crew waited for news about their future plans. Breakfast, lunch, and supper were sent out on a high line each day.

The discomfort of life on the LST continued for the soldiers; once again there was no fresh water, so all the showers were taken in salt water.

“Everything was damp and we couldn’t wash our clothes. We found out there was a PX on the Marine base; we’d go over and buy fatigues so we could have clean clothes. We were the most hodgepodge group of soldiers you ever saw,” said Parsons, laughing as he described the mix of Navy and Marine uniforms they wore during that time.

When the ship was finally declared a loss, the crew was flown to an airbase in Tokyo, Japan and then on to Sasebo, Japan, where members of the LST 912 crew had to describe the events of the wreck to a military board.

“We hadn’t showered; we had our mismatched uniforms. We were a scraggly crew. We did finally get a place to sleep and a hot shower,” said Parsons, “it felt pretty good!”

Parsons, a young man from Franklin County, hadn’t traveled farther than Canada before his time in the service. The experience with the Navy put him in situations he would not have been part of in Vermont.

“I’d never been in anything like the typhoons. When you get in a typhoon, you can see the ship bend,” said Parsons, making a motion with his hand.

“When you’re twenty years old, you just go with the flow. It’s what you do, and you don’t think much about it.”

Parsons and the crew of LST 912 never saw close combat, but that didn’t mean they didn’t have their share of hardship.

“We only saw action from a long distance. We had our own problems; we didn’t need any others,” said Parsons, still chuckling as he recalled his time at sea.

Parsons was one of the veterans in attendance on Monday night; he and the others gathered to remember those past and present who have served in the United StatesArmed Forces. Richford principal, Beth O’Brien was glad to see folks come out and take part in the event.

“I hope that our veterans see that they are honored by the school when they see events like this,” said O’Brien.

O’Brien explained that the school is considering the creation of a banner to honor the fallen soldiers from RJSHS. The most recent member of Richford High School to lose his life in combat, Joshua Johnson, would be honored with the banner.

“We want to make sure that we honor all of those who are serving or have served,” said Annette Goyne, librarian and National Honor Society Advisor at RJSHS. Johnson, who lost his life in action in Afghanistan, was someone who Goyne got to know when he served his high school community service hours at Richford’s Arvin A. Brown Public Library where she was employed at the time.
