According to the Vermont State Police, Chandler Ede, 60, of Highgate was trying to lift off with his small two seater helicopter when the wind caught the aircraft, flipping it on its side.

The crash happened at about 1:20 pm on Saturday, just south of the Highgate Airport.

Ede was not injured in the crash, but his aircraft was totaled, according to Trooper Jason Letourneau.

Ede was transported to Northwestern Medical Center as a precaution.

Letourneau said the FAA would be responding to the scene on Monday to do their own investigation.

According to St. Albans Police Corporal Keith Cote, four people were arrested in connection to the drug bust.

Samson Quinones, 31, of Georgia was charged with two felony counts of sale of crack cocaine, Shannon Berger, 33, of Georgia was charged with two felony counts of sale of crack cocaine, including an enhancement of selling on school grounds, and two counts of violations of conditions of release, Steven Gabaree, 44, of Georgia was charged with one felony count of sale of crack cocaine, Manuel Vega, 57, of Georgia was charged with two counts of aiding in the commission of a felony for his part in the sales of crack cocaine.

Berger was held on $50,000 bail, while the other three were released on conditions.

According to law enforcement, detectives have been following breadcrumbs in the case for about a month, which lead the street crimes unit to the Georgia home. Multiple controlled purchases were made in St. Albans and Georgia.

Members of the St. Albans Police Department were joined

by Franklin County Sheriff’s Deputies and State Troopers to execute a search warrant across the road from the Georgia Elementary School, leading to the school being put into a lock down-drill in order to keep students safe.

Vega was arrested by the Vermont State Police on August 20th for DUI (#2). Steven Gabaree has had previous arrests for driving with a criminally suspended license and simple assault. Berger was arrested in July by the street crimes unit for dealing drugs.

2 DUIs in TWO DAYS, NOW VIOLATING CONDITIONS

Charles Blanchard, 29, of St. Albans was arrested last week for DUI, twice in the span of two days.

Judge Gregory Rainville released Blanchard last week, citing a new state statute that prevents Judges from setting bail for defendants with misdemeanor crimes.

On Monday, Blanchard was back in court for two violations of conditions of release after he violated his 24 hour curfew, according to court records.

Again, a misdemeanor, Rainville was unable to hold Blanchard, but did require that he find a new “responsible Adult” to monitor him while he once released.

“You are a danger to this community,” Rainville told Blanchard during his arraignment on Monday, “Next time I see you in here, I’m not releasing you. The Supreme court may over rule that, but at least it won’t be on me.”

FAIRFIELD BUS DRIVER PLEADS GUILTY TO SIMPLE ASSAULT

Lisa Ryder, 50, of Swanton pleaded guilty to Simple Assault on Monday in Criminal Court in St. Albans for allegedly assaulting a young female student on her bus in April of this year.

According to court records, Ryder grabbed the seven year old

Vermont’s economy is a mess... but there is hope.

We can bring in quality, clean industry to increase our tax base and create jobs. The new families will buy from local businesses, build or buy homes, fill our schools and add fresh new ideas to our communities. In order to do this we must do all we can to make Vermont inviting to these corporations.

Having the first ever state owned and run commuter airline is a great first step, but not the only step. We also need to rebuild our bus and rail systems to include all of our rural areas.

Any company looking to relocate in Vermont will first ask how can we move our people and goods about the country. We will be able to tell them that our fleet of passenger and freighter airplanes are located within minutes of their business.

The revenue from the airline will fund our schools to the point that our property taxes will drop dramatically. New residents will also stem the rising tide of our taxes with just their numbers alone.

Vermont has to start looking in different directions if it wants to remain a place we can all live and thrive. Right now that is not happening. We must decide one of two things. Do we continue with the same ol’ regiment and commanders and hope things will change? Or, do we vote in some new blood with fresh ideas that will change the economy for the better.... for a change?

IN SUPPORT OF KELLY

I am writing in support of Kelly Cummings, who is running to represent Bakersfield, Fairfield and Fletcher. One of my many concerns this year is our healthcare system, which is presently an expensive and inequitable mess, leaving so many people in deep insecurity about being able to afford to live.

It’s a very complicated problem, increasingly corrupted by the forprofit insurance industry which fattens its bottom line at the expense of all of us, and keeps us all in a stranglehold by making huge donations to politicians who pledge to maintain the status quo. This should be fixed at the federal level, but with the current leadership there’s not a chance.

In fact, the Trump administration is well on the way to eliminating coverage of pre-existing conditions. I wish someone could explain to me - how can people who claim to be public servants throw millions of people into extreme jeopardy?

I really want our state legislature continue on the track of the few things we can do: promote wellness, prioritize preventive care, replace fee-for-service with rewarding positive health outcomes, and invest in publicly funded Universal Primary Care. Simplifying our system by allowing everyone to access primary health care (which only costs 6% of our total spending) would save money by preventing a small illness from becoming major. As well, it would eliminate a lot of stress from people’s lives, creating more financial stability, confidence, and fairness. These goals are what Kelly has pledged she will work towards.

Kelly Cummings is as knowledgeable as anyone I know about health care issues. She is determined to negotiate workable solutions that are effective and inclusive. She’s very familiar with the Statehouse, having spent many years doing advocacy, testifying, networking, and learning. This is a critical election year, locally, statewide, and nationally. What we do in November will matter for years to come. Kelly is a stellar candidate and I feel we are fortunate that she has made the

choice to run for office. I will vote for Kelly and I hope you other voters in district Franklin-6 will check out her positions on the important issues facing us all.

I’ve noticed these days there seems to be fewer native Vermonters finding the time to serve their fellow citizens in Montpelier. Damn I thought this getting old business would have taken longer. Anyhow, there is one such young woman who has emerged from the next generation right here in Franklin County. Her name is Felisha Leffler a native of the Town of Enosburgh, born and raised 2012 graduate of Enosburgh High School, in other words a “local gal”. Felisha like so many pursued higher education opportunities in the following years focusing on the science of good government. After

KANES REFLECT ON LIFE OF LOVE

By Ruthie Laroche For the County Courier George and Rolande Kane have lived in the brick house on VT Route 105 since May of 1954.

Today, their family continues to operate the farm, and the legacy that they built in Franklin County continues to grow as four generations spread their roots.

“We bought the house from Ben Wilder’s widow Hazel, no money down, just a shake of the hand,” said George.

George had fond memories of visiting the Wilder farm in his youth, and the opportunity to own it was too good to pass up.

“I came down to the Wilder farm with my father Roscoe when I was eight years old. Ben Wilder had an office in what is now our bedroom,” explained George.

“Hazel Wilder said this house was built for children,” said Rolande, remembering a chat with Hazel.

The Kanes didn’t disappoint.

They had six children when they moved into the home and went on to have nine children in all: Maureen, Margaret, Paula, Michael, James and Janet, Celeste, Brenda, and Marc.

The spring that George and Rolande moved their family from East Sheldon posed some challenges, one of which was moving the animals.

“I remember seeing George walking down the road with the herd led by a police escort,” said Rolande with a chuckle.

George drove his 40 cows along the East Sheldon Road, down the Kane Road, across the bridge in North Sheldon and down VT Rte. 105 toward Enosburgh, joining them with the Wilder’s 20. The family rolled up their sleeves and got to work immediately.

“You better believe I worked!” said George with a smile, “I cut logs and everything else to make those payments.”

George supplemented the farm income with sugaring and renovating old houses, and Rolande, who had been a teacher

before she married George, eventually returned to teach in Enosburgh.

George first saw Rolande in 1944, shortly after she moved to town to teach; she was going to a movie in Enosburgh.

“We were both in the lobby waiting for the second show,” Rolande explained.

Rolande was born and raised in Swanton and went to St. Anne’s High School. During the war years, she attended Trinity College in Burlington where she spent time working in a mill during the summer folding bandages for soldiers.

The Kanes’ daughters laughed as they recounted a favorite story told by their mother. At Trinity, in Rolande’s day, the incoming students had to purchase a black, woolen graduation gown which they were required to wear to Chapel, daily.

Rolande recalled many mornings dashing out with her pajamas under her graduation gown because she was worried she would be late to Chapel.

That same gown was worn by most of George and Rolande’s children and even some of their grandchildren when they graduated from college.

After graduation Rolande taught in Enosburgh for three years; during that time her relationship with George blossomed.

“One Easter I bought her a diamond. I didn’t ask her about it or anything. ‘Well,’ she said, ‘I don’t know if I can wear this.’ I told her she might as well because I couldn’t bring it back anyway!” said George with a smile. “It worked!”

The couple was married in Swanton at the Church of the Nativity on a muggy, August day in 1947. Rolande borrowed her sister-in-law’s long sleeve, satin wedding gown. She quickly discovered she was overdressed for the hot, steamy weather. The dress is still in the family.

George recalled that when he purchased the rings for the

wedding, he bought both the smallest ring and the largest ring in the shop.

“I had a 12 and Rolande had a four and a quarter,” said George.

After their wedding, George and Rolande spent their first years on the farm in East Sheldon. Their neighbors in the area were also farmers, some poorer than others; George and Rolande were eager to help them whenever they could.

Paula recalled their neighbors, especially Clara Adams who was raising ten children alone. She also remembered Winthrop and Vera Emch who had six children.

“My parents would hire the neighbor kids to help. The older girls would watch the children.

They’d wheel us around in baby carriages, two or three at a time, to give my mother a break,” said Maureen, “and in exchange my mom would buy them fabric and teach them to sew.”

For all that the Kanes did for their neighbors, the neighbors were also generous. Rolande recalled Vera surprising her with a clean kitchen after a shopping trip or baking a cake for the family to enjoy.

George endeared himself to the neighbor kids with Saturday trips to ‘Town.’ On Friday and Saturday kids would start showing up at the

house looking for chores to earn money to pay for a movie and ice cream. Back then 15 cents was enough to buy an ice cream cone and a movie ticket at the theater in Enosburgh.

“My Dad would load the kids up in his blue car and take them to the movies,” explained Paula.

Celeste remembers some of those neighbor kids staying on the farm on Rte. 105.

“I can remember dumping milk in the kitchen on the slanted floor. I’d knock my glass over on purpose; Leslie Adams would have to jump up every meal,” said Celeste to the laughter of the group.

When the Kane children hosted their parents’ 50th wedding anniversary, many of the folks who spent time helping on the Kane farm attended the party.

“They remembered my parents’ generosity,” said Celeste.

Haying on the farm was something all the Kane children took part in. To some, it might have been tedious work, but they

remember it fondly. They recalled hauling hay over the railroad tracks in a wagon on Rte.105 and watching it spill out the sides.

“I liked the haying because we were all together,” said Rolande, “and I used to make root beer every summer.”

The root beer was made with an extract, canned, and left to ferment on the back porch. In hot weather it would be ready in five days, cooler weather could take seven.

If it sat too long it could develop a decent alcohol content.

“Uncle John had a little too much of the really ‘good stuff’ one time; he got on a wagon of loose hay and fell right off!” said Maureen to the laughter of the group.

In his younger years, George enjoyed sugaring on the big hill behind the farm. He had 1,800 taps and used horses to gather.

“We kids used to fight about who could bring Dad’s supper to the sugarhouse,” recalled

Montgomery 9/2: The 46th Mayhew Family reunion was held over Labor Day weekend. On Sunday, 123 relatives showed up for a pot-luck luncheon, and business meeting at St.Isidore’s Parish Hall and then from there onto Mike Pratt’s rental property on Amidon Road where over 200 family members enjoyed horse-shoes, a volleyball

tournament and a talent show hosted by Larry and Marge Cummings. S’mores were enjoyed during the evening as we gathered around the campfire.

A wonderful time was enjoyed by all.

College graduates and young families decide to move elsewhere for the same reasons and many grandparents can’t afford to retire in Vermont. For those of us who stay, the spending power of our incomes continues to deteriorate.

The evidence that we are facing an affordability crisis in Vermont is no longer simply anecdotal - it is for real.

Vermont’s low birth rate, lack of trained, skilled workers, and taxand-spend Legislature, dominated by one political party, have left us with problems that must be addressed.

A local employer recently explained to me how difficult the process is for her to attract and retain employees as we fares poorly on many cost of living indexes.

Currently, Vermont compares negatively on property taxes, cost of housing, income taxes and employment opportunities.

When deciding to run to represent Fairfax, I took into account that sustaining a Governor’s budget veto to prevent increased taxes in the next session may come down to just one or two votes in the Vermont House. We must hold the line on government spending.

It is time for principled, disciplined leadership. It is time to cut spending and send those savings back to hard working Vermonters so that our children, grandchildren and parents can afford to stay, work, raise a family and retire here. Vote Mary Beerworth on November 6th.

In order to meet the administration’s priority of protecting our most vulnerable while making Vermont more affordable we do need to grow our economy and even our population.

The Legislature took clear directive from the Administration in the last session to prioritize expenditures. Tax exemptions and deductions will provide relief for tax payers, while spending cuts on outdated or unsuccessful programs helps reduce the overall budget. Accountability from each request in the budget allows it to be assessed as to its status as a need or a want; similar to the tough decisions each individual

There is more work to be done and I will continue to support the work of funding those budgetary needs that are the top priority.

Yes, there is no question it is tough to be able to pay the high cost of living in Vermont, and it gets worse with each passing legislative session. We must reduce our spending and downsize our government, after all we should not expect to be all to our Vermont citizens. I would ask the voters to ask the candidates how they stand on taxing our people. This pass Spring the legislature passed increased taxation at the same time they had in excess of a 100 million dollar surplus. That makes no sense and shows how little concern they have for the people they represent, unreal!

(katelarosehouse@gmail.com) Vermont’s income poverty rate is nearly 12%, and our liquid asset poverty rate—meaning that people would be able to cover basic expenses for three months in the event of job loss or illness— is nearly one in four. Last year 1,200 Vermonters were homeless, and 14% of children faced food insecurity.

We know with a certainty that poverty is a problem in Vermont and must be addressed.

Over the last decade, the affordability crisis has opened its tent and now solidly encompasses middle income earning families as well. According to Public Assets Institute’s “2017 State of Working Vermont” report, from 20062010 income for wealthiest 5% of Vermonters rose 42%, a growth rate of more than double than the rate of those in the bottom 50%. By way of example, annual income for those in the bottom quintile rose by a mere $700 a year, while annual income for the top 5% increased by a whopping $95,000. Over the past decade median household income has barely moved and income inequality is only getting worse.

Our economy is growing, but the vast majority of Vermonters are not benefitting from this growth.

In other words, we have an affordability crisis in our state for all but the very wealthiest of Vermonters.

The drivers of this crisis are stagnant wages, coupled with rising housing, childcare, medical, and education costs. According to Vermont’s 2018 Prosperity Now Scorecard, our state is one of the worst in the country in terms of housing cost burden for both renters and homeowners, and highest median student loan debt.

Affordability can be addressed by decreasing costs and/or increasing income for the bottom 95% of Vermonters. A few policy options that do this include: raising the minimum wage, a paid medical and family leave insurance program, increasing access to affordable, high quality child care and early education, eliminating benefits cliffs, continuing to invest our tax expenditures in programs

that we know reduce poverty and income inequality rather than perpetuate it such as earned income tax credits, increased public investment in infrastructure, higher education, healthcare, housing, and transportation, and ensuring that the wealthiest Vermonters (who picked up an extra $95k in annual income over the past 10 years) are paying a higher percentage in taxes than those of us who are living paycheck by paycheck to get by.

(mike@ilikemikevt.com) There is no doubt that in Vermont, and in most of the country many people are struggling to make ends meet. We have an economy that has been growing wealth at the top and for professionals like me in the middle, but lower wage workers and those in retirement haven’t seen a real raise in a long time while their costs have gone up. Taxes are a part of that equation, but housing, healthcare and transportation costs are even bigger factors.

When we talk about policies that can make Vermont more affordable, I want to make sure we have a fair tax system that is based on folks’ ability to pay. We need to reduce our reliance on the Property Tax and move toward a more income-based approach to reduce the burden on seniors, low-income and middle-income earners. No one should have to work multiple fulltime jobs and still be unable to pay the rent.

Wages have not kept up with the cost of basic household needs.

I support increasing the minimum wage, reducing education costs and reducing healthcare costs. I see in my work that many of our manufacturers and other employers have good-paying jobs open but our labor force doesn’t have the skills (especially in trades like electrical) to fill these positions. We should make sure our investments in higher education are informed by our employers so that more Vermont students stay here with good-paying jobs.

Some of my opponents have falsely claimed that a regressive gas tax is a priority for the Democratic party. We do not need, and I will not support new taxes on gas to fund environmental policies.

What we have done in St. Albans with public-private partnerships has been a huge economic success. We have shown that smart investments in infrastructure lead to private investment and the growth of jobs and the tax base.

Having a bigger base means we can do more without raising tax rates.

Growing an economy that works for everyone is the key to a better future for Vermont.

examine how our living expenses contribute to making Vermont unaffordable: high taxes, high rent and housing costs, high fuel costs, high electric rates, high property taxes for pre-K to 12, high tuition for state colleges, high health insurance rates. The list goes on.

Regulations contribute to this affordability crisis. The added costs of Act 250 and Agency of Natural Resource permits make it difficult to develop and build moderate priced new single family houses. We have regulations on energy and fuel costs, especially for renewable sources that add to the cost of our electric rates. We have regulations on health insurance that adds to our costs, and we have created an Education Fund that increasingly takes in more taxes to serve a declining population of students, choking off money for our higher education system, our judicial system and DCF, among other needs of the state. All this happens while we raise taxes on Vermonters. I don’t want to just make Vermont affordable; I would like to make Vermont prosperous.

My goal is to create a place where Vermont is open for business with good paying jobs. We need to provide tax relief and review regulations to make Vermont more affordable and create more prosperity for Vermonters.

We have a decreasing number of students enrolled in our schools, but swelling and burdensome education costs. In addition, there is overregulation which adversely effects the business community.

Health insurance costs have risen sharply, due to the passage of Obamacare and its mandates.

The Federal government under President Trump’s leadership, this past Spring, repealed the mandate regarding the Federal requirement of all adults to purchase health insurance. However, last session, the Democrat controlled Vermont legislature passed legislation requiring ALL adult Vermonters, not covered by Medicaid or Medicare to purchase health insurance.

Vermont has a huge human services budget, but has no residency requirement for obtaining social service benefits.

We offer the most generous benefits of all the New England states, greatly exceeding the Federal law requirements. The burden on our taxpayers is ever increasing and is forcing many Vermonters to leave the state. We need an overhaul of all taxing systems and residency requirements that effect the above mentioned sectors.

Until there is political balance restored in Montpelier, I don’t believe any meaningful change will occur and we will continue

When Vermonters tell me that they are not sure how long they can afford to continue living here, that is a problem. The question isn’t whether we have an affordability crisis. The question is how are we going to solve the issues surrounding the lack of affordability. We must attack the issue thoughtfully and thoroughly on two fronts- efficiency & effectiveness of government and laying the ground work for better paying job opportunities for working Vermonters. Reducing costs and increasing incomes are the keys to success Basic economics tells us that adding mandates, taxes and fees onto small businesses, working Vermonters and retirees will only make matters worse. We need to streamline government so that it runs in an efficient and effective manner. This is achievable with commonsense and willpower.

Governor Scott’s team and republicans in the legislature have already been working on this issue.

They need more support in order to make even greater changes that will positively impact all Vermonters.

We need to overhaul our education governance and funding systems. As the student population plummets, we must be innovative in how we approach education.

When considering educational cost savings, we must be careful to do so without negatively impacting the classroom. There is no reason that the State of Vermont needs more than four superintendents.

Far larger populations have fewer of these expensive and redundant management positions.

Consolidating higher echelon management is a better place to begin efficiency efforts than forcing local communities to surrender control as in Act 46 (this should be a local decision). Having schools pool their resources, as the state already has begun doing, will significantly reduce the cost of purchases for example.

transportation and communication infrastructures. Whether it is a brick and mortar or e-commerce/ work from home businesses that will provide good paying jobs with benefits, the infrastructure needs to be in place. Throughout Bakersfield, Fletcher and Fairfield the lack of cell and internet service is a big issue. We also need to provide a high quality, skilled and motivated workforce that business managers and owners can rely on to fill their positions.

Through commonsense efforts we can reduce the tax/fee burden and increase opportunities for better paying jobs for all Vermonters.

It will take a strong work ethicsomething I learned growing up farming and then serving in the military- to get this time. It will take the ability to work with others and a strong understanding of the issues. I have a proven track record of working with others and getting things done in local government and non-profits. I have two degrees in business fields and three in education. I am persistent and will put every ounce of knowledge and energy into helping to make Vermont more affordable for all of us while never forgetting our most vulnerable populations.

I think affordable housing is a big problem for renters.We pay more for education than other states, but we have high ranking in the nation for our public schools. We also have a very low crime rate in Vermont so people may choose safety and education over cost as priorities. An article in Vermont Business Magazine this week touted the economic strength of Franklin Co. The unemployment rate is 2.9%, the housing market is strong, industrial parks( from Georgia to Richford) are adding jobs and tourism is strong.

Economic strength is also coming from medical related organizations and the increase in Homeland Security bringing in federal wages. If we can keep taxes stabilized we can give everyone a chance to get ahead. We also need to work in our communities to make them safe and clean and have great educational opportunities so people will want to come here to live which will add to the economy.

I think we always need to be mindful of the way we tax and the way we spend. Is the tax equitable?

Does the taxing and the spending move Vermont and Vermonters in a direction that builds a firm, practical, functioning foundation that take us forward and creates opportunity for all, not just the few? If we think smarter can we save money?

It’s time we look at this with a fresh perspective encompassing new ideas and goals. The old trickle down ways of thinking have brought us to where we are today, with nowhere left for the majority of us to go. The sound bite of no new taxes, no new fees and no new mandates, that’s just smoke and mirrors, uncreative and stale. We all know that a civilized society is paid for by taxes. So there will always be taxes (money needed) to pay for the things we value (societal need). And there’s the difference I guess, what do we value? That’s what this election boils down to, our values.

Here are a few examples of a fresh perspective: Our prison system vs. our education system could use a new look. It cost so much more to punish and imprison people than it does to invest in educating them.

In 2015, it costs us $57,615.00 per inmate, per year in Vermont. You can certainly see why investing our tax dollars in education is much wiser, benefits our communities and state with less crime and saves us lots of money. We need to start thinking differently. And we can.

We can start spending those tax dollars more effectively with better outcomes. Don’t we all want welleducated children who someday will be our next leaders? Don’t we all want well-educated children who will be the next ones to create jobs with livable wages in our communities? Don’t we all want well-educated children who know they have opportunity and can manufacturer more? Let’s invest more in them instead of prisons! It makes so much sense on so many levels.

Health care costs. We know our health care system is failing us. It is unaffordable and inaccessible for many, a necessity and not a want.

We spend a tremendous amount of wasted dollars on a health care system that doesn’t work. And the continually rising costs are financially unsustainable for our state in the long run. There is much money to be saved and much benefit to be gained if we are willing to make the necessary changes needed when it comes to our health care spending. When you stop paying that monthly Premium Tax, those out of pocket expenses and those high deductibles you will see a savings.

So thinking smarter. Seeing the connections of where and how we spend our money can save us on our tax dollars. We need to focus on the foundation. And build it so it supports the things we value and make it work for all of us.

In the last decade, our economic recovery has seen the majority of financial gain go to the wealthiest 1%, leaving the rest of us behind. Blue collar jobs have been automated, shipped overseas, or had their wages frozen despite increases in the cost of living, and despite the average of pay of CEO’s dramatically increasing in recent decades.

Health insurance and healthcare costs have outpaced our wages, and left many unable to afford health care after paying high premiums because of the unaffordable deductibles.

Vermonters endure some additional affordability challenges.

Our state’s short season for lucrative outdoor work, and long expensive heating season make living in the Green Mountain state more expensive than warmer places.

Vermont’s lack of industry forces residents to carry the property tax burden. We want more commerce and jobs and should work to attract the right businesses to our state through careful reevaluation of regulatory policy and by bringing our technology infrastructure up to the 21st century. No business will move here if they cannot access high speed internet. Highgate is moving toward extending their airport runway, which will allow small cargo aircraft to use it. It could be an ideal location for businesses that receive or ship product, but those entities need highspeed internet, as do smaller businesses operating out of homes.

In our few urban areas, where there are more job opportunities, housing is very expensive. This means that employees must choose between paying exorbitant housing prices or high commuting costs. We need to focus on smart development and include affordable housing goals moving forward.

Many people are working fulltime are and not able to make ends meet. Unfortunately, assistance benefits have such low income cutoffs, that the working families are ineligible for the little bit of help that would allow them to keep working and improve their situation. Some people are even told that they have to quit their job to qualify for help. This encourages dependence instead of hope and

progress. We need to reevaluate our benefits system so that it supports and encourages employed Vermonters as well as those unable to work.

Franklin County is especially hard hit. Four years of low milk prices have caused a cascade of economic losses: closing farms, laid off workers, and all the dairy service and supply businesses losing their customer base.

There are over five thousand registered voters in Berkshire, Franklin, Highgate, and Richford. I believe that we can find better ways to live and thrive in Vermont. But it is going to take working together, sharing ideas, and electing representatives who are committed to advocating for our district’s best interests.

FEDERAL PROGRAM AIDS LAW ENFORCEMENT NEAR BORDER

By Gregory J. Lamoureux County Courier RICHFORD: You call 911, and you get police, fire or emergency medicine, but who responds could vary depending upon what your town pays for coverage.

If you’re on the Berry Road in Richford on a typical evening and you need police, the primary responding officer is probably a Franklin County Sheriff’s Deputy patrolling the town of Richford, but if you are just across the border into Berkshire, your primary law enforcement officer may be responding from St. Albans, or even further if their previous call took them south.

Now, to be clear, in serious situations law enforcement works together to keep everyone safe, so if there were a Franklin County Deputy in the neighboring town, it may be that that deputy would respond initially to secure the public’s safety until more help could arrive.

Either way, when police are on call in Northern Vermont, it’s not uncommon for them to be covering dozens of square miles with little or no immediate backup.

But thanks to a federal program,

local Law Enforcement along the Canadian Border is keeping residents safe, partially thanks to Operation Stone Garden, or OPSG for short.

OPSG is funded through the Department of Homeland Security in an effort to conduct additional law enforcement within communities along the border.

The federal government employs 300 border patrol agents to monitor 295 miles of northern border in the Swanton Sector.

That’s not very much when push comes to shove. That’s why the feds fund OPSG. Intended to be a force multiplier for agencies who already monitor the border and the communities along it, the program has also added to the resources available to these agencies, the Vermont State Police, Franklin County Sheriff’s Department, and Newport Police, just to name a few.

The Franklin County Sheriff’s Department has received the lion’s share of the funding and resources dispersed in Vermont according to records, mostly due to the geographic region the department typically covers, as well as the types of patrols that are conducted.

Deputies board snow machines in the winter months to look for offenders but trade in the summer months for marine patrols.

Over the years, Norris thought his office benefitted from about $250,000 in supplies from the program, which amounts to about the same amount as the state was allocated in 2017 to run OPSG. Franklin County Sheriff Robert Norris said in a phone interview with the County Courier this week that his office has received several resources through the program that it wouldn’t normally have access to without a drastic increase in local taxpayer’s dollars.

Just a few examples are night vision technology, snowmobiles, or the department’s patrol boat.

The resources that are funded through the program go to help the community even when not being used directly for OPSG. When the community along Lake Carmi gathered on July 3rd to celebrate the Nation’s independence, the Franklin County Sheriff’s Department was patrolling the lake in their boat, a vessel that was largely funded by OPSG, and without those funds, local taxpayers would have to fork

you serve your community in the blistering cold, sweltering heat, blustery wind and dead of night.

For everything you do, we salute you!

over a hefty tax bill or go without.

Additionally, the program adds to the economy with added overtime shifts that local law enforcement can sign up for.

Those officers, who live in and around the communities they serve in turn spend that money at stores and shops within their community.

Speaking with one deputy who did not want to be identified, he told the County Courier “People don’t understand the program.

(Deputies) jump on those shifts.

We like those shifts. That’s what helps us get by.”

It’s unclear how much money has been allocated throughout the program, which started in 2010 under the Obama administration, but $55 million was earmarked for local law enforcement throughout the country last year alone. Most of that money was allocated to the southern border of the United States.

Officers volunteer for open shifts funded by OPSG, and they then patrol in a designated area in the Swanton Border Patrol sector.

Norris couldn’t say exactly how far from the border the program would allow his deputies to patrol but did say it is not too uncommon to see law enforcement activity in non-border towns that are still

close by, such as Enosburgh and Montgomery.

Some opponents of the program try to spin it as local police conducting immigration law on behalf of the Trump administration, but that’s not it’s intent or what is done on a day to day basis.

In fact, Vermont has prohibited local law enforcement from conducting imigration law.

“We are there to stop illegal activity,” Norris said, “That could be speeding, smuggling, or gang activity, like that with MS13.”

Individual report on who was arrested and what was seized during those shifts is impossible to come by. It literally doesn’t exist, but this reporter witnessed at least one officer, a Chittenden County Deputy working an OPSG detail last year, bust a low-level drug possesser while conducting a traffic stop in Enosburg.

OPSG’s next round of grants will be announced in the coming weeks, with more and more competition for the money as departments realize the financial beifits. Reguardless of how much or little the Sheriff’s Department recieves, it is clear that the program has already impacted the greater area tremendously.

discovered. Using amplified audio equipment, the water department was able to head where water was flowing, and what may be unusual.

Ploof said they discovered and fixed about five gallons per minute of leaks. Not bad, since that in itself may equal the amount of water the Village’s spring is producing The real headache may come to the school, one board member pointed out, pointing to the fact that residents can fairly easily boil water if need be, but supplying drinking water to more than a hundred students adds a level of complication to the mix.

The board decided they’d begin trucking in water when the reservoir hit the five foot level, which could be before the end of the week.

That five foot level would mean about 3-4 days of water consumption for the Village.

“We’ve begun taking the step of going outside to pee,” one resident noted, stressing the importance of not using water unless they absolutely needed to.

The underlying issue may not just be a dry summer, according to Alexant. He wondered if the water supply had recently been tapped into by another user.

“The fault is said to extend to the

south west,” Alexant described, “I wonder if a big water user tapped into the same fault line and is drawing down the water faster than in years past.”

He planned to meet with officials from the state to determine if any large volume wells had been drilled in recent years along that fault. Regardless, for now, the Village of Franklin is facing the end of their water supply and may have to truck in the majority of their water for the foreseeable future.

Ploof recommended using food coloring to dye the tank in your toilet. “If the food coloring seeps into the toilet bowl, it means you

have a leak on your seal. You’d be surprised how much water you could be losing and not even know it.”

Indeed, there were several water consumers who had leaky toilets when they looked for leaks on Wednesday. One customer unknowingly, according to Ploof, even had a crack in a water pipe inside their basement, most likely from cold weather in recent years.

“We still want people to conserve,” Ploof stressed on Wednesday afternoon inside the Franklin Fire Station. “We’re not out of the woods yet.”

Myott published the account, further angering town officials, who were quick to point out the one-sided reporting.

Monday’s meeting became heated between Myott and Benevento on one side, and the Water Board on the other, accusing each other of not communicating their needs enough.

One camper even wrote a letter to Ploof, calling him out for his volunteer position on the Water Board, adding “maybe the campers should succeed from the Town.”

The feeling of the Water Board on Monday, after discussing the issue of the Campers’ Association access to the water, was simple.

If they don’t want to play nice and play by the rules--- the water district does not need to keep supplying them with access to this drinking water.

Meanwhile, the water level continues to drop. Last Wednesday the water level in the reservoir had dropped to about nine feet, as of Monday the water had dropped to around seven.

“My best guess is that we have about eight or nine days of water,” said Jes Alexant, who chairs the Franklin Water Board.

Alexant also worked as a civil engineer for more than 40 years, designing and planning municipal water systems.

The Board discussed plans for when and how to truck in water, if that becomes a necessity.

With a daily usage estimated at about 32,000 gallons per day and a spring that isn’t putting out more than about 5 gallons per minute, Alexant estimates the town will need to begin hauling in water by Friday.

Hauling in water would require more chlorine treatment, and require imposing a boil water alert, even though the potable water would be supplied by St. Albans City, trucked in a potable water truck and dumped into the town’s reservoir.

Trucking would normally cost the town $275 per truckload, a 5,500-gallon drop, but Alexant was able to negotiate that price down with the City of St. Albans to $250 per truckload. Even still, users of the water supply could go through four loads per day, even while conserving their water usage.

That’s up to $1,000 a day that it will cost just to transport the water to the reservoir, not to mention the added cost to treat the water once it’s arrived.

Franklin hired a professional leak detector to assess their system on Wednesday, in an effort to find any leaks that would speed up the water problem. They have also asked users of the water system to check their basements and anywhere else around their house that may have a leak. Even a drip could add up to a much bigger problem.

According to Ploof, no major leaks were found, but several small leaks in residents’ homes were

By Gregory J. Lamoureux County Courier FRANKLIN: More than a dozen locals packed into the tiny Franklin Town Clerk’s office on Monday evening to discuss water issues- not water quality in Lake Carmi--but access to drinking water instead.

Last week we told you about the ever-growing concern that Franklin Village’s municipal water supply is running low on water-very low.

That issue only got worse this week, causing the town to turn off a water spicket at the Fire Station designated for Lake Carmi Campers to access fresh drinking water.

Campers have been using that source for clean drinking water for more than 20 years, at least that’s the best recollection any town official can remember.

It came to pass that the Campers’ Association made an agreement with the then operators of the water supply, the Franklin Fire Department, that their members could access that water supply as needed. In exchange, the Campers’ Association would pay one and a half times what a typical home would pay in a year.

The verbal only agreement also included a condition that the water spicket would be turned off if water conditions required it.

“Here’s a time in October of 2002,” Marshall Ploof said as he perused the log book at the meeting, “We were short on water then, the reservoir had 10 and a half feet.”

Ploof, who has overseen the water district in one form or another for the better part of four decades was part of the hard decision last week to shot off the spicket, though one camper was filling a 150-gallon container just hours before.

Tempers began to fly, according to the discussion at the Water Board meeting. That’s when, according to Ploof, Peter Benevento came to his business property to express his discontent about the water being shut off.

Regardless of who you talk to, they both say the discussion became heated, but both sides have different stories.

Benevento’s was reported in the Fall newsletter of the Lake Carmi Camper’s Association, written and published by Larry Myott.

The County Courier attempted to contact Benevento and Myott for comment on this story, but a message was not immediately returned.

“He told me we could go home,” said Benevento, describing the discussion with Ploof.

That’s not how Ploof, a native Franklin resident said it when down.

“I told him we are in very dire times,” Ploof recalled Monday evening, noting it was a worker at his shop that pointed out to Benevento that the campers have another home to return to when the water dries up, Franklin residents

Currently, the Steelers are comprised of 150 kids ages 5 to 14 divided into teams by school grade with K/4 playing flag football and 5/6 and 7/8 both playing tackle.

Sabourin brings a wealth of experience to the Steelers program. College experience, years spent coaching within the Steelers program, and two years assisting with the BFA St. Albans football program have given him an excellent leadership foundation.

“I’ve tried to emulate BFA’s program,” explained Sabourin, “to ensure that there would be a smooth transition for players between the Steelers program and the high school program.”

Each year the ties between the high school team and the youth team are reinforced with the Steeler/ Bobwhite barbecue, which is supported by the Elks Club, and two shared practices.

“The youth players love it when the older guys come down and throw the ball around with them.”

Sabourin, a Steeler himself, knows just how much impact youth sports can have on an athlete’s development.

After a successful high school career, Sabourin was recruited

by Norwich University to play football in 2009.

“I played four years for Norwich; we won two conference championships, the first in 2009 and the next in 2012. I was fortunate enough to play on some very good Norwich teams. Because of that I was lucky enough to break several team and individual records.”

Two of his records, inscribed on glass-cased footballs, commemorate a record broken as the leader in touchdown passes thrown and as the all-time leading rusher for the Norwich Cadets.

“I was a Vermont kid and I didn’t expect to play college football. I never expected to be as successful as I was, but I always wanted to play and I worked hard,” said Sabourin.

By Ruthie Laroche For the County Courier Kris Sabourin, who began his football career as a St. Albans Steeler , played football for BFA St. Albans, and went on to break records at Norwich University where he excelled at the quarterback position, has taken the helm of the St. Albans Steelers Youth Football Program.

Sabourin, who serves as the treasurer on the Steelers board, also coaches the 7/8 Steelers team.

He is joined by Isaac Manahan and Ryley Magnan, who were also both Steelers and Bobwhites, and Carl Laroe. Laroe, who helped Rob Cioffi establish the Steelers program 30 years ago, returned to the program this year.

Historically, Steelers’ coaches have enjoyed long tenures; Brad Ravlin, Kerry Sabourin, Chad Cioffi, and Nick Norris each dedicated at least a decade to the program, helping to secure its place as part of the fabric of Franklin County since 1980.

“Rob Cioffi and Jim Hilton created the Steelers program and culture. The board’s goal was to take that foundation and build from it. Our mission is to provide effective means for the safety, education, development, and funding of football in St. Albans,” said Sabourin.

Today, the Steelers are led by a ten-person board. Sabourin, Kevin Smith, Tim Smith, Chad Spooner, Doug Corey, Corrinne Sterrett, Gina Norris, Shannon Harrison, Jesse Remillard, and Mike Manahan complete the board.

In a time when talk of injuries has been big news with youth sports, Sabourin and the Steelers board make safety a priority.

“All of our equipment is pretty much brand new within the last three years. I’d say that we have some of the best equipment in Vermont,” said Sabourin, “We also do USA Football Certification and background checks. The certification teaches tackling and blocking fundamentals, coaching techniques, heat stroke protocol, concussion awareness, as well as procedures for when concussion does occur.”

when he arrived he met with the coach and asked if he could try quarterback, the position he’d played all his life.

The coach agreed and Sabourin moved to seventh string in the preseason. After a scrimmage, he moved up a few more slots. By the first game, he was the third-string quarterback.

During the second game of the season, playing against St. Lawrence at home, the first quarterback, Guerschom JeanGilles from Florida, was injured.

Senior, Chris Gilding, a graduate of South Burlington High School, was the second quarterback.

“Gilding went in and was injured after driving all the way down the field to the six-yard line; he tore his ACL on a quarterback run. I was the only one left,” recalled Sabourin.

As a third-string quarterback, Sabourin hadn’t had many reps in practice.

“I mostly took notes and mental reps on the sideline during practice, so I didn’t really know any of the plays. I entered the game and we called the trick play, which was called Chiefs. It was pretty much a throwback to the tight end. I rolled out one way and the tight end went the other way. I ended up throwing a touchdown pass the very first play.”

After that game, Sabourin got the start in the next games; he took one loss, but the team went on an 11- game winning streak, which included a conference championship and three wins in the following year.

Sabourin remembers his sophomore year as a growth year.

Jean-Gilles returned to try and regain his starting spot.

“He wanted his job back. I figured that as long as we kept winning, there was no way they’d pull me. We had a competitive camp and I got the starting job.”

Watching his competitor grapple with the emotions associated with the loss of the starting position left

a lasting impact on Sabourin.

“He went from being a little bitter that I took his job to being my biggest mentor. He taught me the plays, the correct reads, and the fine details and nuances of the quarterback position. To this day, I’d say he had the biggest impact on me as far as learning the craft of quarterback.”

“Jean-Gilles left my senior year and I was on my own. I was the starting quarterback and I was also teaching the freshman quarterbacks to get them geared up for when I graduated,” said Sabourin.

Looking back, Sabourin expressed gratitude for all he took from his collegiate experience.

“I really got the whole spectrum in college, from being the rookie who didn’t know anything to being mentored, to being the old guy on the block who had to teach the new guys. Those roles allowed me to mature as a person even more than the game of football--being in all those roles, learning from peers and teaching people.”

Sabourin’s time at Norwich provided him with the opportunity to enjoy some of his greatest achievements on the football field, but he recognized immediately that it wasn’t going to be easy.

“Playing a college sport is a great reality check. You realize there are a lot of really talented athletes around you and you actually have to work hard and be persistent--do the little things that make you better and better,” said Sabourin, “You have to love the sport and the team atmosphere or you aren’t going to last long.”

Sabourin does his best to impart the things he learned over his football career to his 7/8 Steelers players.

“I tell the kids that they need to seize opportunities when they get them because sometimes if you don’t you miss the opportunity.”

This year a former Steeler and BFA football player joined the Castleton University football team and Sabourin recognized his accomplishment.

“Tucker Gaudette is doing really

well at Castleton; I like to be able to promote that kind of individual to our youth kids,” said Sabourin, “we don’t get a lot of them, but it’s nice to have one or two individuals who are playing in college.”

In recent years BFA St. Albans football standouts Darren Callen and Jordan Stone also played college football.

“It’s nice to be able to tell the kids about these guys that have had successful careers in football and are now having successful careers after football,” explained Sabourin.

Persistence, dedication, and hard work helped propel Sabourin to success, but he also credits the coaches who helped raise him up in the game.

“My Dad, Kerry Sabourin, ingrained in me that you can always work hard and be tougher than the next person. I never cared if I was younger or smaller; I wanted to play against people who were better than me. I wanted to be pushed and I was eager to win,” said Sabourin, “tossing the football with my dad is still something that I credit to my love for the game of football.”

Sabourin also spoke highly of BFA St. Albans head coach Geoff Murray.

“I was kind of a hot head growing up and not always the easiest to coach. Geoff had a great impact on me as a player. Geoff laughs about how far I’ve come from my high school playing days.

I enjoyed coaching with him and learning how he operates as a coach.”

Sabourin began coaching for the Steelers as soon as he returned from college, taking on the 7/8 team.

“I love coaching this age. It’s one of the purest ages; kids really enjoy the game. Their parents bring them to games and practices, most of them aren’t dealing with the extracurriculars that high school can sometimes offer. The kids are pretty much sponges and they’re playing strictly for the love of the game.”

Teaching the game of football to

Franklin County youth is a multifaceted project.

“Most football games are dictated on five plays. The kids are learning to process the whole game at this age. They may not really grasp the importance of momentum or why we run a playaction pass like they will later in their careers,” said Sabourin.

Viewing the game from the perspective of both player and coach has given Sabourin a broader view of the game.

“I didn’t always love practices as a player, but as a coach, I love them; they give us a chance to perfect a play, a drill or our defense.”

Sabourin shared some of his thoughts on the game of football and what it has to offer.

“I think football is very unique because the roles are very distinct. You have five offensive linemen who will probably not be mentioned in the paper their entire career,” he said, “You have to embrace your role and really work at your craft. It takes all eleven guys to produce a W. It’s not all about winning, but we don’t practice all week to perform poorly. The goal is to be confident in your craft so that when you play on the weekends you are prepared to perform well on the weekends.”

The Steelers season is comprised of seven games, one each weekend. That leaves a five to one ratio of practices to games.

“I preach to always be respectful of your teammates and to attend practices and keep yourself healthy so that you aren’t letting down your team. Respect, loyalty, and hard work build teams.”

In the beginning, taking the helm of a team from the sideline was a learning experience.

“When you are a player you can control a lot more of the game; as a coach, you have to motivate your players and try to teach them to play with a certain toughness and work ethic. It’s a challenge to teach grit and hard work when things aren’t going well. The X’s and O’s are one thing, but the values of the game are harder to

pass on. Everyone needs to learn how to get back on their feet when they get knocked down.”

Sabourin takes his team seriously, and he has no problem letting folks know it.

“I let parents know that I’m not here to be their kid’s friend or parent. I’m their football coach and my responsibility is to make them better as a person and as a football player. They aren’t always going to come home and say ‘I love coach Sabourin.’ There will be times they’re going to be upset with me and that means I’m doing my job.”

He also looks to build confidence in the youth under his charge.

“You have to have that edge that you’re the best player on that field at all times if you want to compete at the next level. If you don’t play sports it sounds cocky, but any competitive athlete will tell you that if you don’t take the field with confidence you will be quickly singled out as the guy who’s not sure of his skill set.”

Each year the Steelers honor two people who possessed qualities that embodied what Steeler Football is all about. Mike Pyer, who coached from ’89 to ’99, and has passed, is remembered with an ‘MP’ patch on the Steelers’ jerseys, and a coaches’ award is given at the end of each year to a player who exhibits the qualities Pyer brought to the field.

Connor Roberts played for the Steelers from ’06 to ’07 and has since passed away, is also honored with a Connor Roberts Steeler of the Year Award which is given to a player who embodies the strong values and love for the game that Connor displayed.

Sabourin and the staff leading the Steeler program hope to continue the Steeler tradition that has helped so many area youth succeed.

“We as a coaching staff are constantly working on encouraging selfless attitudes with our players.

We try to teach kids that you need to be confident on the field and humble off of it.”

Bobwhite Soccer Rallies for Win Cheers of celebration filled the air as the BFA boys’ soccer team faced earned a 2-1 victory over visiting MMU on Saturday night.

Although BFA St. Albans gave up the first goal of the game they were able to make a strong comeback in the second half.

“I told the guys that we got down one to nothing but we kept working, talking to each other and working together. We had a high work rate form the guys when they got into the game,” said Bobwhite coach Luke Laroche.

Laroche noted that he hopes to see the team maintain thier momentum through the season.

“We like to start strong, but we need to maintain. We had a good record our first five or six

games last year, but we did’t keep the same energy throughout the season. That’s going to be our test for the next month and a half.

Teamwork won the night, Laroche explained.

“Our defense played well Mac Kennedy, Mason Yandow, Jeremiah Hathaway, and Dylan Marshall worked hard, communicated and kept us organized. Our midfielders, Ian Craib, Kyrel Hawkins, and Forrest DesLauriers, did well collecting the ball and keeping us calm.

Norris’ Speed Boosts Bobwhites

The BFA St. Albans football team hosted their home opener on Friday night. Although the close game didn’t result in a win for the Bobwhites, there was plenty of action in the second half to keep the hometown crowd’s attention on the game.

Kalob Norris ran for 74 yards early in the third quarter to set up Cooper Cioffi for a one-yard touchdown.

“I got the ball in the outside and cut back. I looked behind me and saw an MMU player coming. I knew I had to turn the jets on. He was fast and he caught up, but he couldn’t get the legs,” explained

Norris.

The Bobwhites were nipping at the Cougars’ heels, 21 to 24. This was a welcome turn of events after a sluggish first half that ended 21 to 7 in favor of the Cougars.

Norris struck again with a 39yard drive, but the Bobwhites were unable to capitalize on the opportunity.

“I thought Kalob Norris really ran like he was on a mission. We’re going to need that from him. He’s a very patient runner and he cuts very well. You saw tonight that he was able to go north/south, and that’s very good,” said Bobwhite head coach Geoff Murray.

The Cougars exited the field with a 30 to 21 victory but the Bobwhites proved that they had the grit to battle in a tough game.

“We know Mount Mansfield is one of the better teams we’ll face, and we came out a little slow. In the second half, we matched their pace. I think we won the second half, which is good.” Norris Murray seconded Norris’ assessment of the night.

“We go into every game and say that when we get into that fourth quarter we want to have a chance to win the game; that’s why we condition like we do. We had our opportunity tonight, but we just

couldn’t get it.”

For Norris, one moment stood out in the game, even if it didn’t end with the desired result.

“The last stop we got at the end of the game to get the ball back stands out in my mind. It was a big moment, but we just couldn’t punch it in,” said Norris.

The Bobwhites graduated a slew of talented players last year, and this year’s group is working to fill in the gaps.

“We’re pretty young this year.

MILTON: Ethel A. Johnston, 96, died peacefully on September 7, 2018, at the University of Vermont Medical Center in Burlington, with her loving family by her side.

Ethel was born on July 5, 1922 in Windsor, CT, the daughter of Frank and Mary (Holcomb) Higley.

Ethel attended school in East Hartford, CT, and graduated from the East Hartford High School in 1940. She married her high school sweetheart, Charles R. Johnston, on August 15, 1942. They moved to many cities in the U.S. and in Germany, during Charles 31 years working for the Immigration and Naturalization Services. Ethel had worked as a bookkeeper for Combined Insurance, Sears and for the Fanny Allen Hospital.

Ethel was a member of the United Church of Milton and enjoyed working with the Women of the United Church Society and was a member of the Woman’s Club of Milton. She was also a member of the Automobile Club in Essex Jct. and enjoyed water skiing and motorcycling with her husband and traveling with her sister.

Ethel is survived by her son Douglas and his wife Linda Johnston, her grandchildren Charles C. Johnston of Stanardsville, VA, Patricia Rogati and her husband Ethan and Rebecca Verge, all of Milton. By her grandchildren Zechariah, Sara, Samuel, Issac and Abigail and by several nieces and nephews.

She was predeceased by her loving husband Charles in 1989, and her siblings Doris Lawrence, Earle Higley, who died in WWII, Harold Higley and Dorothy Carone.

ST. ALBANS: Suzanne Faye Leavitt from St. Albans, VT, unexpectedly passed away Sunday, September 9, 2018, at Ethan Allen Residence.

Mom was born July 31, 1939, to Vernon and Audrey Leavitt (Pettengill) in Newport, VT. She graduated from North Troy High School in 1957.

She had a passion for life.

She always found the good in everybody who crossed her path. Her priority was being our mom, grandmother, sister and aunt. Equally important was her compassion and dedication to many people with developmental disabilities (beginning in 1973) or anyone who she thought needed a helping hand.

She loved cooking, gardening, photographs, travel (especially to Maine), shopping, fishing with her life partner Henry Girard, fresh turkey dinners with her brother’s family on Lincoln Mountain, Dud’s maple syrup, celebrating the holidays and Willie Nelson. After retirement Red Hats became her social focus. Her and Pat Gratton formed the “Forever Young” group in St. Albans. Mom knew she was aging and downsized (again) to Victoria Lane, where she loved skip-bo and a glass of wine with her friends. And then decided it was time to move to Ethan Allen Residence.

Mom leaves her son Scott Currier and Joni of Milford ME, daughter: Deb Currier of Essex VT, Dudley Leavitt and Fay of Lincoln, VT, grand daughter Amy and Steffan Ross, and great granddaughter Brooke Ross, of Milford ME. ST. ALBANS: Harold G. Lemnah, a well-known resident of the community passed away on Thursday, September 6th at his home surrounded by his family.

He was born October 30, 1941, to Clarence & Etta Erwin Lemnah.

He worked for New England Telephone in his earlier years along with his business, Cobra Electronics, along with continuing with AT&T/Lucent until his

retirement at age 49. He then opened/owned Vermont Computer Support for 25 years.

On September 1, 1961, he married Lucille Beaulieu, who predeceased him. On January 7, 1989, he married Reba Driver Beaulieu who survives him.

He will be dearly missed by his family, especially his wife Reba, his children and spouses, Sheri Lemnah Boylan (Steven), Karen Lemnah Bourdeau (Marc), Scott Beaulieu (Lisa), Kathy Beaulieu Luman, Amanda Beaulieu Higdon (Jerry), and by his grandchildren who knew him fondly as “PaPa”, Ashley & Brennden Boylan, Josh, Jenna & Jordan Bourdeau, Jacob & Jessica Beaulieu, Michael, Aaron, Tim & Eric Luman, Kayla Ashton and 12 great-grandchildren.

He most enjoyed spending time with family & friends for Sunday breakfast and his daily breakfast meetings with friends at GM Café.

Maryann Armand (Pigeon) Zeno

FAIRFAX: Maryann Armand (Pigeon) Zeno, 93, passed away on Sunday September 2, 2018, at her home in Fairfax. Maryann was born in Westshefford, Quebec, on July 22, 1925, daughter of the late Dorile and Eva (Beaugard) Pigeon. She married John P. Zeno on September 17, 1949, in Fairfax.

Mom always looked forward to her Saturday night square dancing dates with Dad. She lovingly sewed, knitted and crocheted many Christmas presents over the years for all of the children, including special stuffed animals for them.

Through the years she raised over 30 foster care children. Her home was always open to anyone wanting to visit without announcement.

Many visitors enjoyed her famous saltine crackers with mustard and grilled cheese sandwiches.

Each year she cultivated a large vegetable garden which produced a bountiful amount of food for her family. She rarely missed a Sunday Mass at St. Lukes Church prior to her stroke in 2013. Faith and family were her priorities and she will be genuinely missed by all who knew and loved her.

about 20% of the decision-making process. To further explore the problem surrounding affordability in our state, our economy is driven by agriculture and tourism. The agriculture industry provides tens of thousands of jobs in our state from the farm itself to the dairy product to the equipment and so much more. However, we cannot expect a single industry to bear the employment burden of a state. Like

agriculture, Vermont also benefits from tourism, however, it is reliant on a service based industry system which restricts growth and upward career trajectory to the same levels as other industries. To be clear, every single part of our state economy is vital to our state and of immeasurable value, but we can’t sustain New York tax policies on a Vermont economy. One or the other has to change, and I don’t anticipate our economic engine going hybrid overnight.

I feel most passionate about simply because I know the impact. While attending high school in Enosburg, I searched for colleges and found that the ones I could best afford were out of state. I graduated from an out of state private college for less than it would have cost me to attend one year at UVM. Why did I have to travel 800 miles to afford a higher education?

Furthermore, many close friends and three of my sisters now live in other states including Florida, Virginia, Utah, Oregon, and many more. When asking why they left, it usually boils down to the common denominator of cost and opportunity. As a realtor, I see so many people balk at the property taxes that come along with their homes like an albatross. During this campaign, I have spoken with hundreds of you. Most commonly in conversation, regardless of party, the inevitable complaint of the expense to live here comes up.

Never have I had someone tell me that they were happy with their taxes or the continual increase.

We cannot continue to take hard earned money from Vermonters in the irresponsible and inconsiderate manner in which it’s currently done. We deserve a Vermont we can afford, and one that we can be proud to call home. I’m not

suggesting that we cut off our nose to spite our face just to spout the line that we saved a penny.

I am trying to work for a more cautious, more balanced review of spending and taxes. This year is a prime example. We had a multimillion dollar surplus, spent it, and then raised taxes. The current representative for Enosburgh and Montgomery was one of many that unnecessarily increased the burden on Vermonters this year.

I love Vermont. It is my home, the place that I plan to raise a family, and a state without compare. Something has to change, which is why I am asking for your vote November 6th. Together, we can create a Vermont that we can afford.

Many Vermonters, in fact, do not have the financial ability to support themselves, even after working for 40 hours a week. The reason is that for the last 30 years, the minimum wage has been fairly stagnant -$7.25 nationally/$10.50 in VT- while production, CEO pay, and the cost of living has gone way up. Workers

• Page 22 cannot support their families on minimum wage considering that rent is $800-1,000 a month on top of the cost of transportation, food and clothes, and health insurance.

Had the minimum wage kept pace with the cost of living since 1968, it would be over $20 hour now.

This past session the legislature approved a bill to raise the minimum wage to $15 per hour by 2024 but it was vetoed by Gov. Phil Scott. As co-chair of the Legislative Workers Caucus, I would address affordability by raising wages and benefits for workers. The argument that goods and services will cost more is weak because these things have tripled in the last 30 years and it has NOT been caused by high wages.

When the minimum wage is increased, it helps lift people out of poverty while stimulating the economy because low income workers spend their wages locally.

When workers cannot live on their wages, state government must subsidize them and their families with health care, child care, food, renters rebate and a host of other necessities. These subsidies cost taxpayers money! So the question really is: should the employer or the state be supporting workers?

Felisha has found her way back home again with a desire to contribute to the well being of her fellow Vermonters. I first met Felisha during the infamous Act 46 debates surrounding the Towns of Enosburgh, Richford, Berkshire, Bakersfield, and Montgomery.

Felisha makes no secret about her position regarding the obscenity of forced school consolidation, and rejects the idea that a vote by the electorate can be ignored. As a result, Felisha understands the value of local control, but more importantly, she most certainly will not ignore the will of the people. Being a property owner in Montgomery, and an Enosburgh neighbor I’d like to urge these good folks to support the “home town girl” in the coming elections.

The August 21, 2018 St. Albans Messenger was revisited by Mr. William J. Mathis in an article titled : Test scores don’t mean what you think they do.” Apparently Mr. Mathis includes clairvoyance to his list of credentials. Mr. Mathis denigrates Admiral Hyman Rickover,(father of the U. S. nuclear powered navy), for his criticism of the poor quality of American public schools. The Admiral is in good company.Jaime Escalante, who taught advanced placement calculus at Garfield High School, an underfunded school in E, Los Angeles, complained about the poor quality of American schools. John Taylor Gatto, three time New York City teacher of the year and New York State teacher of the year, was also an outspoken critic of inferior American public schools. Jaime Escalante graduated hundreds of,underprivileged students with advanced placement calculus scores despite of their socioeconomic status.. His students went on to college and professional careers. .

Mr. Mathis insists that schools do things that can’t be tested such as teaching tolerance, human skills(. ( whatever that is ), compatibility, integration, and cooperation. No test means no accountability.

Mr. Mathis dismisses math and reading testing as only a part of education. Core academic subjects should be a major part of the curriculum. Mr. Mathis puts his academic reputation at great risk when he erroneously attributes a quote to Albert Einstein in order to buttress his disregard for testing.

In the September 9th edition of the Messenger, Michael Frett wrote about the present state of money in this year’s Franklin County races. In his article, he pointed out that a number of GOP candidates have received support ($23k to date) from a Massachusettsbased couple, Tom and Carol Breur, who own a second home in Stowe. Michael alluded to the “flack” donations from the Breurs have brought in the past, but left it there. The fact is the Breuers are donors to a number of causes which give me and many in my community significant pause. In 2016 they were major backers of Commonsense Leadership, a PAC heavily weighted with tobacco and pharmaceutical industry interests, and have in the past been significant contributors to the Family Research Council Political Action Committee, identified in 2010 as a “hate group” by the Southern Poverty Law Center. This group has been described as a front for anti-gay propaganda throughout its history, undermining the rights of our friends and neighbors in the LQBTQ community. As someone who’s been directly impacted by the victories in cases like Obergefell v. Hodges, knowing that hate money such as this is flowing in our towns reminds me that the fight for equality remains, and that its defense starts with our local leaders.

The quote that was written on Einstein’s blackboard was “Not everything that counts can be counted and not everything that can be counted counts.” The author of this quote was Sir George Pickering. Mr. Mathis got both the quote wrong and its author wrong.

Mr. Mathis cites a study by an unnamed Stanford professor, (very un scholarly), who, in turn, cites a study by Partnership for Assessment of Readiness for College and Careers (PARCC) that asserts that poverty is the major factor in poor student performance. PARCC has been repudiated and,abandoned by fifteen of its original twenty four member states because its survey methods are in alignment with the discredited common core agenda.

Predictably, Mr. Mathis, fails to refer to this fact. Unfortunately, Mr. Mathis seems, to be so blinded by his jaundiced view of the American economy that he refuses to take a realistic view of what can be done to fix a broken American school system. The following steps should be taken: (1.) Completely revamp the public school curricula with an emphasis on a strong core set of academic subjects. (2.) drastically reduce social indoctrination, (.3.), Teach subjects that imbue students with an understanding of American culture and unadulterated history and establish their place in it.

This could be supplemented by studying them following: (1.)

The Golden Rule,(2.) The Magna Charta), (3.) the two fundamental principles of Common Law such as do not encroach and do all you say you will do. (4.) The Declaration of Independence, (5.)

The Constitutional deliberations, (6.) The Federalist Papers and the Antifederalist Papers, (7.) the biographies of Benjamin Franklin, and Sam and John Adams. Mr. Mathis closes his diatribe of condemnation of school testing by repeating his unscholarly misquote, of Albert Einstein; so much for his credibility.Imagine how long a manufacturer would stay in business if it neglected quality control,,which measures the quality of the finished product.

Montague, noticed that George had a knack for carpentry and asked him to build a cupboard for the cups.

George laughed as he recalled measuring, cutting, and building the cupboard 81 years ago.

George’s early departure from education left a lasting impact on him. He and Rolande agreed they would do all they could to foster their children’s love of learning, which wasn’t relegated to the classroom. “Growing up, Mom taught us a lot of the finer arts; we read poetry when we were kids,� said Celeste, “we also went to plays, some took piano lessons, and we learned to knit and sew.� “We were read to, a lot,� seconded Paula, “by everybody, even the hired men. We’d meet people at the door with a book!� “For farm kids that didn’t have a lot of money, we had a blast,� said Celeste.

When George and his parents moved to Vermont from Canada they settled in East Sheldon across the street from the Stebbins family.

George Kane and George Stebbins were close in age and became good friends.

George recalled that the only people who had a phone in the area when he was growing up were the Stebbins.

George remembers that his father Roscoe would call Old Mr. George Stebbins, who had exceptionally long arms, to help him when he had a cow that was having trouble calving.

George also remembers Roscoe treating Old Mr. Stebbins to the wheat wine he’d made for sugaring season. “The next thing you know, he’d be over hugging on his wife Stella,� said George, laughing.

When George and Rolande sold the Kane farm in East Sheldon in 1954, the Stebbins family purchased it.

George Stebbins, George Kane’s classmate, married and had a son, Greg. Greg worked the fields on the farm where Celeste’s father was raised. “My husband and my father grew up in the same place,� said Celeste with a chuckle, “They can sit and talk about the land and they know exactly what they are talking about.�

Although the two families were friends, Greg and Celeste were born after the Kanes had moved to Rte.105. “We never knew each other growing up. I always heard about

After four years of searching, she came across a table at an antique shop in St. Albans and noticed the name H. Wilder inscribed on the bottom.

A chat with a relative of Hazel’s confirmed Celeste’s suspicions. Piecing together the moves Hazel made later in life, it was reasonable to believe that the table was the one that graced the Wilder dining room on the farm on VT Rte.105.

Currently, George and Rolande live in the home with Greg and Celeste, enjoying the familiar sounds and sights of the farm they tended for so long.

George has been farming his whole life. He graduated from the one-room schoolhouse in East Sheldon in the eighth grade, and attended high school until he was needed on the farm. “We lived about 150 feet from the East Sheldon School. I used to help do ‘morning chores’ and then go over to the school before breakfast to build the fire and try to warm up the building before classes began. There were some days you couldn’t warm up that school,� said George.

The school held 25 students and each student had to bring a cup for water. The teacher, Rupert

the Stebbins, but I didn’t know them,� explained Celeste.

Old Mr. Stebbins had signed Roscoe Kane’s naturalization papers when the family moved to Vermont. After Celeste married Greg she made an interesting connection. “We have both of our grandfathers’ signatures on the same document,� said Celeste.

One of George’s great loves-music--has been a part of his life at every age. When he was just a child he began playing the harmonica or mouth organ. He still plays beautifully today.

George recalls that while he was teaching himself to play the mouth organ, one day his father hid it in a manger with the horses. George recovered it after some time. “I didn’t let on I’d found it, and I kept trying to play. It took me a long time to learn,� said George.

That gift of music would touch the family in times of lively celebration and even once when the last bit of life was slipping from a loved one.

When George’s brother Marcel began to fail George went directly to Marcel’s bedside and began to play the harmonica. A squeeze of his hand assured George that his brother recognized him.

Throughout the years love has remained a hallmark of the Kane family. As a celebration of their love and perseverance they received a citation from Pope Francis in Rome in recognition of their 70th anniversary.

In August of this year George and Rolande celebrated their 71st anniversary with their family. “We try to get together a lot

because life is short,� said Celeste, “you have to celebrate the good times.�

A 71st anniversary is a rare and sweet occasion. George and Rolande shared some simple thoughts on keeping love alive for seven decades.

“It’s all about the love,� said Rolande, softly. “Well, I guess you’ve got to love each other,� said George, “one way or another. You’ll have your ups and downs. I don’t care what happens, I never go to bed without telling her I love her, even today.�

When he retired George kept a sugarhouse near the main house. “I ran an electrical wire out to the sugarhouse so I could listen to the radio,� said George, who is a lover of music.

Running a dairy farm meant that milking was also a large part of the Kanes’ memories. “When we moved here in 1954 we used milk cans and had an old fashioned milk house,� explained Maureen. “By 1964, my parents had modernized and purchased a bulk tank from Rosaire Vaillancourt.�

Tragedy struck twice in George and Rolande’s life. The couple lost two sons to farming accidents.

Michael died at eight years old and his brother Marc died at 23. The two boys never knew each other; 25 years separated their lives.

Sadness came to the family when James (Jimmy) was born severely mentally delayed. In keeping with the times and on the advice of the family physician, he was brought to Brandon Training School.

Maureen remembers that her parents hardly missed their monthly visit to Brandon to see Jimmy. Each visit they treated him to a family outing—a picnic in summer and ice cream in winter. “As a result of the loss of our brothers, we girls are very close.

We sisters value each other,� said Celeste.

Today, the family home is owned

by Celeste and her husband, Greg Stebbins, who purchased the farm on May 26, 1993, the exact day that her parents bought the farm 39 years earlier.

They have made numerous changes to the house. Celeste shared that when she finished renovating the dining room she began to search for an antique table

Department at Northwestern Medical Center nine times in the past two days with hallucinogenic symptoms, according to St. Albans Police Chief Gary Taylor.

The symptoms were associated with taking what the female referred to as “Molly,” but Taylor said the substance was not what police are familiar with when people call a drug Molly.

“It’s a kind of blueish substance,” Taylor said in a news conference on Wednesday, “It’s not a powder, its kind of granular.”

When asked how people were consuming this drug, Taylor didn’t know, but he did say he suspected it was smoked in crack pipes or consumed orally somehow.

The man, who police did not immediately identify, was arrested by St. Albans City Police the day prior, Tuesday.

A crisis response team was mobilized with members from the St. Albans City Police Department, Sheriff’s Department, and Vermont State Police.

After about an hour, police were finally ready to make entry into the home at 74 Diamond Street. They had helped the female escape moments earlier through a second story window,

That female would go on to tell law enforcement that the man had shot himself.

When the team entered the home, they discovered the male with what looked to be a selfinflicted gunshot wound to the head, Taylor said.

After quickly ensuring the home was secure they left the scene and turned it over to Vermont State Police investigators who were not part of the incident to investigate.

“We’re just looking for a nonbiased investigation,” Taylor said.

All totaled, Taylor estimated there were 35 or more officers involved in Wednesday’s incident.

“It’s a pretty big operation when your officer’s get shot at when knocking at somebody’s door,” Said Taylor.

The two officers who were injured when the man shot through the front door were identified as Sergeant Frank McCarty and Sergeant Joe Thomas. They were taken to Northwest Medical Center for treatment of cuts from flying glass.

The man is suspected of dealing large quantities of heroin, powdered cocaine, rock cocaine, and the substance the man was calling Molly.

Another student on the bus witnessed it, told his mother, who tried to confront the bus driver, but she drove off before the mother could speak to her about it.

According to her court file, police spoke with the manager of the bus company, who said Ryder had since been fired from the bus company for several factors, but the incident with the seven year old was the straw that broke the camels back.

Ryder refused to take full responsibility in court, saying she was trying to grab the girl to keep her from falling down the stairs of the bus. That was inconsistent with the story that the other students and the victim in the case told police.

Ryder has a previous criminal history, including one felony, according to her court file.

Under the plea agreement, Ryder must complete 6 months of probation and the reparation board process. If she completes everything to the satisfaction of the court, the simple assault charge will be struck from her record.

• Erin Rutkowski, 43, of St. Albans was arrested by Vermont State Police for DUI-Drugs, according to Trooper Michael Filipek.

Police were notified by a concerned caller who was operating a garage sale, saying Rutkowski had stopped at the garage sale, but was acting very strangely.

When the Trooper arrived on scene, Rutkowski began fidgeting, scratching her scalp and face. The Trooper also described her eyes being watery and pupils being dilated all of which are symptoms of drug use.

The Trooper ran Rutkowski’s registration, which came back to a different vehicle.

A Drug Recognition Expert responded to the scene, who said he thought she was on narcotic analgesics.

Rutkowski initially declined letting police take a blood sample for testing, but eventually when she found out the officer was applying for a search warrant for her blood, she changed her mind, according to court records.

She was released on conditions including that she not operate a motor vehicle.

• Christopher Amm, 43, of Waterville was arrested for DUI after crashing his vehicle on Route 118 in Montgomery on Saturday evening.

The crash happened at about 10:15pm, according to police.

He was released on a citation to appear in criminal court on November 1st.

• Cecelia Daigle, 24, of Montpelier was arrested for DUI after police stopped him on I89 Southbound at mile marker 115,6 in St. Albans.

Daigle was initially pulled over for a moving violation, according to the officer. He is due in court on September 24th.

• Brandon Minor was cited into court for the charge of Driving with a criminally suspended license after being pulled over by Vermont State Police on September 6th.

He is set to appear on October 15th.
