The proposed bylaw includes eleven general sections: Authority and Purpose; Zoning Districts and District Standards; Development Review; General Regulations Applicable to All Development; Specific Use Standards; Planned Unit Development; Subdivision Review; Planning and Design Standards; Flood Hazard Area Regulations; Administration and Enforcement; and Definitions. The Enosburgh Planning Commission has revised and updated the regulations to be more user-friendly and to conform with current state and federal regulations. Proposed changes include clarifying where home industry uses can be located, how accessory structures and accessory uses may be permitted, and adding additional definitions. A training period will be provided prior to that retirement. We are looking for a compassionate, motivated and flexible individual to join the Therapeutic Community Integration team. This position is solely based at our Emergency Respite/Crisis home located in Richford, VT, otherwise known as Berry Hill. The Berry Hill program supports individuals with intellectual disabilities 24 hours a day, 7 days a week. The needs of those served vary greatly and we strive at being able to support any individual in developmental services no matter their level of care. This position is flexible and schedule will vary from week to week. This position is scheduled in three shifts (8am-4pm, 4pm-12am, 12am8am) and staff working in the program have the opportunity to work shifts that make sense for them and the team as a whole. The Berry Hill program promotes independence, personal goals and aids in sustaining homes for those we serve. No two days are alike at Berry Hill, and staff have creative freedom to ensure the individual within the home enjoys their stay.

According to her court file, police spoke with the manager of the bus company, who said Ryder had since been fired from the bus company for several factors, but the incident with the seven year old was the straw that broke the camels back. Ryder refused to take full responsibility in court, saying she was trying to grab the girl to keep her from falling down the stairs of the bus. That was inconsistent with the story that the other students and the victim in the case told police. Ryder has a previous criminal history, including one felony, according to her court file. Under the plea agreement, Ryder must complete 6 months of probation and the reparation board process. If she completes everything to the satisfaction of the court, the simple assault charge will be struck from her record.

• Erin Rutkowski, 43, of St. Albans was arrested by Vermont State Police for DUI-Drugs, according to Trooper Michael Filipek. Police were notified by a concerned caller who was operating a garage sale, saying Rutkowski had stopped at the garage sale, but was acting very strangely. When the Trooper arrived on scene, Rutkowski began fidgeting, scratching her scalp and face. The Trooper also described her eyes being watery and pupils being dilated all of which are symptoms of drug use.

The Trooper ran Rutkowski’s registration, which came back to a different vehicle. A Drug Recognition Expert responded to the scene, who said he thought she was on narcotic analgesics. Rutkowski initially declined letting police take a blood sample for testing, but eventually when she found out the officer was applying for a search warrant for her blood, she changed her mind, according to court records. She was released on conditions including that she not operate a motor vehicle. • Christopher Amm, 43, of Waterville was arrested for DUI after crashing his vehicle on Route 118 in Montgomery on Saturday evening.
The crash happened at about 10:15pm, according to police. He was released on a citation to appear in criminal court on November 1st. • Cecelia Daigle, 24, of Montpelier was arrested for DUI after police stopped him on I89 Southbound at mile marker 115,6 in St. Albans. Daigle was initially pulled over for a moving violation, according to the officer. He is due in court on September 24th. • Brandon Minor was cited into court for the charge of Driving with a criminally suspended license after being pulled over by Vermont State Police on September 6th. He is set to appear on October 15th.
